The defendants are the latest with ties to the Proud Boys, a far-right extremist group, to face conspiracy charges over their alleged roles in the Jan. 6 storming of the Capitol by Trump supporters.

Two days before Congress met to certify the results, Washington, D.C., police arrested the Proud Boys chairman, Enrique Tarrio.

Prosecutors allege that after Tarrio's arrest, Donohoe expressed concern that encrypted communications that included Tarrio were now compromised and in the hands of police.

Donohoe then created a new channel, called "New MOSD," on an encrypted messaging app that included his co-defendants. Donohoe also, according to the indictment, "took steps to destroy or 'nuke' the earlier channel."

Donohoe posted a message that same day to the new channel in which he says: "Hey have been instructed an listen to me real good!

Later that day, an individual identified in court documents only as an unindicted co-conspirator posted: "[W]e had originally planned on breaking the guys into teams. Let's start divvying them up and getting baofeng channels picked out," referring to channels on handheld radios.

The following day, the indictment says, a new encrypted messaging channel called "Boots on the Ground" was set up for Proud Boys in Washington.

That evening, Biggs posted a message to the channel that said he was trying to get a sense of their numbers so they can "go over tomorrow's plan."

Rehl told the channel he was on his way to Washington and was bringing radios with him. He added that there was a person who would program the devices later that evening.

That same evening, Biggs allegedly posted a message that read: "We have a plan. I'm with Rufio."

The indictment alleges that the members of the encrypted messaging channels were told to meet at the Washington Monument at 10 a.m. on Jan. 6.Proud Boys did show up at the monument at 10, including the defendants, according to the indictment. From there, the group marched to the Capitol with Nordean, Biggs and Rehl near or at the front of the crowd.

Once there, the indictment says, the defendants "charged toward the capitol by crossing over the barriers that had been violently disassembled and trampled by the crowd moments before."

The Proud Boys are not the only extremist group to see its members charged with conspiracy in connection with the Capitol riot. Members of the Oath Keepers, a far-right paramilitary group, are also facing conspiracy charges. So far, more than 300 people have been charged in connection with the Capitol breach. Prosecutors say at least 100 more could still be charged.

The new disclosure about the links between two extremist groups was contained in a motion filed late Thursday night by prosecutors seeking to keep Kelly Meggs, the leader of the Florida chapter of the Oath Keepers, in jail before his trial. Prosecutors cited several of Mr. Meggs’s private Facebook messages in which he told others that as many as 100 Oath Keepers planned to be in Washington for a rally in January answering a call by President Donald J. Trump.“He called us all to Capitol and wants us to make it wild!!!” Mr. Meggs wrote on Dec. 22. “Sir yes Sir!!! Gentlemen we are heading to DC.”

This week, The New York Times published an article saying that federal prosecutors were weighing sedition charges against some of the Oath Keepers arrested in connection with the Capitol attack — a rare crime that has not been successfully prosecuted in more than 20 years. The article came on the heels of an unusual interview that Michael R. Sherwin, the prosecutor who until recently was leading the riot inquiry, gave to “60 Minutes” in which he said that evidence obtained by the government investigators almost certainly meets the bar needed to file sedition charges.

In a separate filing issued on Wednesday, prosecutors revealed evidence that two of Mr. Meggs’s co-defendants in the Oath Keepers case, Jessica Watkins and Donovan Crowl — both Ohio residents — swapped messages on Facebook just days after the Capitol attack, discussing a “bugout plan” if then-President-elect Joseph R. Biden Jr. actually took office.

Police also said four churches were vandalized, two more than previously disclosed, and they released photos of White men marching with and burning a Black Lives Matter banner ripped down from one of the churches.

“These Proud Boys are avowed white nationalists and have been called to stand up against a fair and legal election,” D.C. Mayor Muriel E. Bowser (D) said. “This is a symptom of the hateful rhetoric, anti-science noise and people who refuse to accept the result of a fair American election.”

In D.C. Superior Court on Saturday and Monday, 17 of the people arrested were arraigned, all of whom were released after entering not guilty pleas.

The stabbing, one of the most violent incidents during the weekend, occurred outside Harry’s Bar, a popular gathering spot for the Proud Boys on 11th Street NW. Police said Johnson was charged with assault with a dangerous weapon, and Corey Nielsen, 39, of Robbinsdale, Minn., was charged with simple assault.

Nielsen did not appear in court Monday, and the status of his case was not clear.

It was not clear how many of the arrestees were affiliated with either the Proud Boys or various anti-Trump groups, all of which roamed the downtown area Saturday night and skirmished periodically.

Newsham said that he thought the Proud Boys outnumbered anti-Trump protesters by about 6 or 7 to 1 but that when fights broke out, “there seemed to be mutual combatants.”

On Monday afternoon, some of those arrested began appearing in D.C. Superior Court from both sides of the protests. They included a Pennsylvania man charged with attacking someone with a flagpole, an Ohio man who authorities said was part of a mob beating a man, and a D.C. woman who police said carried a backpack full of fireworks and lighter fluid, and pepper-sprayed a person on K Street NW.

Police initially identified two downtown churches, Asbury United Methodist Church and Metropolitan African Methodist Episcopal Church, as having Black Lives Matter signs torn down. On Monday, Newsham said Mount Vernon Place United Methodist Church and Luther Place Memorial Church were also damaged, but he did not provide details.

The attacks on all four churches are being investigated as hate crimes, Newsham said.

On Saturday, Luther Place Memorial Church replaced a Black Lives Matter sign that had been stolen Friday. By Saturday evening, the second sign had been torn down twice before being taken.

It’s sad that voters feel like they only have a choice between democratic socialism and white supremacy.

Republicans running statewide are facing a choice: Appeal to the vocal extreme or find some way to assemble a more centrist coalition that could actually elect them.

That was an easy case to make not long ago in tiny Delaware, population 974,000, where “the Delaware way” was a model of centrist political accommodation.

The F.B.I. has warned that QAnon poses a potential domestic terrorism threat.

“People are so tired of George Bush-era politics. Nationalist populism is the future,” Ms. Witzke said. “America First is the future. And that is what I am.”

The Republican Party has to be open-minded about the people who live in this country and get back on some sort of track that makes sense to the average voter,

You can’t just have ideological beliefs that don’t appeal to a majority of people in a state — or the country.

Ms. Witzke’s message to moderates, she said: “It’s me or Antifa.”

On Wednesday, a day after Mr. Trump’s Proud Boys remarks during the first presidential debate, Ms. Witzke took to Twitter to create more headaches for her party. “The Proud Boys showed up to one of my rallies to provide free security for me when #BLM and ANTIFA were protesting my candidacy,” she wrote, neglecting to mention that the Proud Boys outnumbered the McDole family protesters at the event.

“We are sick and tired of pandering and people electing government officials who will cave to the mob,”

Gathered with her in the parking lot of the Republican Party headquarters here was a self-appointed security guard with a gun on his hip, a political adviser whose losing clients include candidates accused of racism and anti-Semitism, and a smattering of Proud Boys, the far-right brawlers whom President Trump told to “stand back and stand by.”

The government cited another Facebook message exchange from Dec. 25 in which Meggs allegedly told an unidentified individual his plans for Jan. 6.

The government cited another Facebook chat conversation Meggs had with an individual whose name is redacted in the court papers.According to the government, Meggs wrote: "[W]e have made contact with PB and they always have a big group. Force multiplier," in an apparent reference to the Proud Boys.

Three days later, Meggs wrote another message that read: "He wants us to make it WILD that's what he's saying. He called us all to the Capitol and wants us to make it wild!!! Sir Yes Sir!!! Gentlemen we are heading to DC pack your sh**!!" Meggs appeared to be echoing the language of former President Donald Trump, who in a Dec. 19 tweet called on his supporters to travel to Washington on Jan. 6 for a rally that the then-president said "will be wild."

He also told the individual that he or she could meet up with Meggs, although he said he and his contingent would probably be providing security during the day for an individual whose name is blacked out.

Several alleged Proud Boys have been charged in separate cases with conspiracy related to the attack on the Capitol.The exact nature of any "alliance" Meggs allegedly struck with other extremist groups is unclear from the text messages. There is also no mention in the communications of a plan to storm the Capitol.

On Wednesday, a federal judge ordered one of his co-defendants, Laura Steele, to be released on strict conditions, pending trial.Judge Amit Mehta said there was no evidence before him that Steele engaged in recruiting or planning ahead of Jan. 6, in contrast with some of her co-defendants. Mehta ordered Steele to be restricted to home confinement and barred access to cellphones, computers and other electronic communication devices.

"When I looked at this weirdo who was dressed as a Viking, I was like, 'Does he know what he's doing?'" Frantz tells NBC THINK about Angeli. "Is he aware of this tradition, or is it a coincidence? Or is it not just a coincidence and he's not aware, but it's something which travels through our culture in the background? Maybe he doesn't even know what he's doing, but he's doing exactly what he would have done in the 19th century."

"Comic frames are very helpful, because it gave people a way to deny what was really happening," she says. She cites using Pepe the Frog as an example of how that tactic is still used today. "The comic deniability of populist movements,"

Abe Rutchick, a professor of psychology at California State University, Northridge, explains that dressing in costume can affect how we act. "If we're dressing in costume, we're clearly trying to evoke a role or a character. It can influence people's self-perception and behavior,"

The fact that many of the outfits from the Capitol look comical is, historically, also not a coincidence. "Adopting this carnivalesque posture, they can actually say: 'We're not really hurting them. They're just afraid because they're fearful,'"

But whether or not the "Q Shaman" knew exactly whom he was channeling when he put on his horns and fur, putting on the outfit is likely to have influenced his behavior.

Take, for instance, the lunacy of a man waving for the camera as he walks off with House Speaker Nancy Pelosi's lectern. How could he be doing something wrong — he looks so emboldened and silly? Or the brazenness of wearing your employee ID badge to the revolution.

Rutchick explains that the purpose of wearing uniforms, insignias, tattoos or symbols that show allegiance is twofold; they create a sense of in-group camaraderie and a sense of out-group distance.

Members of the far-right Proud Boys — whom Trump famously told to "stand back, and stand by" during his 2020 campaign — were at the Capitol in large numbers, and they were characteristically organized. The group, which usually dresses in yellow and black — often in the form of a Fred Perry polo shirt — told members to dress all in black this time, as if they were part of the anti-fascist movement known as antifa.

the FBI released new information in hopes of catching the person suspected of leaving behind two pipe bombs on Capitol Hill the night before the riot, one of the enduring, unsolved mysteries of that chaotic week.

The potential presence of the extremist groups at next week’s event is concerning because, while members and associates of Oath Keepers and Proud Boys make up just a fraction of the nearly 600 people who have been charged so far in the riot, they are facing some of the most serious charges brought.

Those charges include allegations that they conspired to block the certification of Biden’s victory. Several Oath Keepers have pleaded guilty to conspiracy charges and are cooperating with investigators in the case against their fellow extremists, who authorities say came to Washington ready for violence and willing to do whatever it took to stop the certification of the Electoral College vote.

Perhaps the most concerning: A series of unexploded pipe bombs placed near the Capitol on Jan. 5 remain unexplained and no suspect has been charged.

“I would hope that we wouldn’t have to fence in the Capitol every time there’s a demonstration,” Norton said. But she added, “If they go with the fence, I’m not going to criticize them.”

“I would really question whether that’s a true Trump supporter or a true conservative.”

The Washington Times, a right-wing newspaper, published an online article shortly before 2:30 p.m. claiming that a facial recognition firm had identified antifa activists in the crowd at the Capitol.

From 4 p.m. to 5 p.m., the antifa falsehood was mentioned about 8,700 times across cable television, social media and online news outlets, according to Zignal Labs, a media insights company.

Snopes, the online fact-checking outlet, had already debunked the false antifa narrative — but its story attracted only 306 likes and shares on Twitter at the time, an indication of how difficult it is for fact-checking efforts to gain traction over the original falsehood.

At the first presidential debate in September, seen by 73 million people, Mr. Trump said “somebody’s got to do something about antifa and the left.” (In the same answer, Mr. Trump declined to condemn the Proud Boys, a far-right extremist group that has endorsed violence.)

Of the 290 people who have been charged in the attack, at least 27 are known to have ties to far-right extremist groups like the Oath Keepers or the Proud Boys.

In February, Schroeder refused to issue a new arrest warrant or increase Rittenhouse's bail, after he failed to update his current address with the court. But he did prohibit the shooter from associating with white supremacists.

On Wednesday, Rittenhouse's lawyers said they needed extra time to finish up a public opinion poll "to get a feel for whether Rittenhouse can expect to get a fair trial in the county, or if there might be reason to seek a change of venue or a jury pool from another county," the Milwaukee Journal-Sentinel reported.

The Department of Homeland Security produces a threat assessment — but it is an overview, a DHS spokesperson told NPR, focusing on the "heightened threat environment during the 2020-2021 election season, including the extent to which the political transition and political polarization are contributing to the mobilization of individuals to commit violence."

This raw intelligence — bits and pieces of information scraped from various social media sites — indicates that there will likely be violence when lawmakers certify the presidential election results on Jan. 6.

But the DHS and the FBI do not create an intelligence report focused specifically on the upcoming pro-Trump rally.

These threat assessments or intelligence bulletins are typically written as a matter of course ahead of high-profile events. It's not clear why this didn't happen.

The Metropolitan Police Department arrests Enrique Tarrio, leader of the far-right Proud Boys group. He is charged with destruction of property and possession of high-capacity firearm magazines. He's released the next day and told to leave Washington.

U.S. Capitol Police Chief Steven Sund asks permission from House and Senate security officials to request that the D.C. National Guard be placed on standby in case the protest gets out of control. The Washington Post reports: "House Sergeant at Arms Paul Irving said he wasn't comfortable with the 'optics' of formally declaring an emergency ahead of the demonstration, Sund said. Meanwhile, Senate Sergeant at Arms Michael Stenger suggested that Sund should informally seek out his Guard contacts, asking them to 'lean forward' and be on alert in case Capitol Police needed their help."

The FBI Field Office in Norfolk, Va., issues an explicit warning that extremists have plans for violence the next day, as first reported by the Post. It releases its advisory report after FBI analysts find a roster of troubling information including specific threats against members of Congress, an exchange of maps of the tunnel system under the Capitol complex and organizational plans like setting up gathering places in Kentucky, Pennsylvania and South Carolina so extremists can meet to convoy to Washington.

The head of the FBI's Washington Field Office, Steven D'Antuono, later says that information is shared with the FBI's "law enforcement partners" through the bureau's Joint Terrorism Task Force. That includes the U.S. Capitol Police, U.S. Park Police, D.C.'s Metropolitan Police Department (MPD) and other agencies.

Officials convene a conference call with local law enforcement to discuss the Norfolk warning.

Washington, D.C., Mayor Muriel Bowser announces that the MPD will be the lead law enforcement agency and will coordinate with the Capitol Police, Park Police and Secret Service.

The Metropolitan Police Department has jurisdiction on city streets; the U.S. Park Police on the Ellipse, where Trump's rally took place; the U.S. Secret Service in the vicinity of the White House; and the U.S. Capitol Police on the Capitol complex.

That day appears to have profoundly influenced the mayor's approach to the Jan. 6 events. In her letter, Bowser describes the difficulty and confusion of policing large crowds while working around other law enforcement personnel without proper coordination and identification.

Bowser requests, and receives, a limited force from the D.C. National Guard. The soldiers number 340, though they are unarmed and their job is to help with traffic flow — not law enforcement — which is to be handled by D.C. police.

Trump begins to address the crowd at the Ellipse, behind the White House. He falsely claims that "this election was stolen from you, from me, from the country." Trump calls on his supporters at the rally to march on the U.S. Capitol, saying he will walk with them. Instead, he returns to the White House.

"We see this huge crush of people coming down Pennsylvania Ave. toward the Capitol," reports NPR's Hannah Allam. "We follow the crowd as it goes up to the Hill, toward the Capitol. There's scaffolding set up for the inauguration already," she adds. "But as far as protection, all we really saw were some mesh barriers, some metal fencing and only a small contingent of Capitol Police. And we watched them being quickly overwhelmed." The FBI says multiple law enforcement agencies receive reports of a suspected pipe bomb at the headquarters of the Republican National Committee. Fifteen minutes later, there are reports of a similar device at the Democratic National Committee headquarters.

Mayor Bowser asks Army Secretary Ryan McCarthy for additional Guard forces

Capitol Police Chief Sund speaks with the commanding general of the D.C. National Guard Maj. Gen. William Walker by phone and requests immediate assistance.

White House press secretary Kayleigh McEnany says on Twitter that the National Guard is on its way at Trump's direction.

Capitol Police send an alert that all buildings in the Capitol complex are on lockdown due to "an external security threat located on the West Front of the U.S. Capitol Building. ... [S]tay away from exterior windows and doors. If you are outside, seek cover."

The House and Senate abruptly go into recess.

On a conference call with Pentagon officials, D.C. Mayor Bowser requests National Guard support and Capitol Police Chief Sund pleads for backup.

Trump tweets criticism of Vice President Pence: "Mike Pence didn't have the courage to do what should have been done to protect our Country and our Constitution, giving States a chance to certify a corrected set of facts, not the fraudulent or inaccurate ones which they were asked to previously certify. USA demands the truth!"

From inside the House chamber come reports of an armed standoff at the door to the chamber. Police officers have their guns drawn on someone trying to get in.

Acting Defense Secretary Miller determines that all available forces of the D.C. National Guard are required to reestablish security of the Capitol complex.

Virginia Gov. Ralph Northam tweets that his team is working closely with Mayor Bowser, House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer to respond to the situation.

Moving to the Senate terrace, they see protesters smashing the door of the Capitol to gain entry, as Capitol Police inside work to push them back.

rump tweets a video downplaying the events of the day, repeating false claims that the election was stolen and sympathizing with his followers, saying: "I know your pain, I know you're hurt. We had an election that was stolen from us. It was a landslide election and everyone knows it, especially the other side. But you have to go home now. We have to have peace. ... You're very special. You've seen what happens. You see the way others are treated that are so bad and so evil. I know how you feel, but go home, and go home in peace."

Acting Defense Secretary Miller authorizes the mobilization of up to 6,200 National Guard troops from Maryland, Virginia, New York, New Jersey, Delaware and Pennsylvania, according to the Pentagon.

Trump tweets a message to his supporters. "These are the things and events that happen when a sacred landslide election victory is so unceremoniously & viciously stripped away from great patriots who have been badly & unfairly treated for so long. Go home with love & in peace. Remember this day forever!"

Capitol Police, MPD and the D.C. National Guard establish a perimeter on the west side of the Capitol.

The Capitol is declared secure. Members of Congress return to complete the opening and counting of the Electoral College votes.

Pence affirms that Joe Biden and Kamala Harris have won the Electoral College: "Joseph R. Biden Jr. of the state of Delaware has received for president of the United States, 306 votes. Donald J. Trump of the state of Florida has received 232 votes."

The FBI formally warns local law enforcement that armed protests are being planned for all 50 statehouses and the U.S. Capitol. The warning says an unidentified group is calling on others to help it "storm" state, local and federal courthouses, should Trump be removed as president before Inauguration Day.

Rep. Tim Ryan, D-Ohio, says two Capitol Police officers have been suspended. One of the suspended officers took a selfie with a rioter. The other put on a MAGA hat "and started directing people around," says Ryan.

The U.S. Justice Department says it has received more than 100,000 pieces of digital information in response to its call for tips about those responsible for the Capitol riot. The Justice Department says MPD acted on its intelligence to arrest the Proud Boys' Tarrio before the protest, and federal officials interrupted travel of others who planned to go to D.C.

The secretary of the Army announces that as many as 20,000 National Guard troops are expected to be deployed to D.C. for the inauguration. Some will be armed, while others will have access to their weapons but will not carry them.

FBI Director Christopher Wray says the bureau has identified more than 200 suspects from the Capitol riots and arrested more than 100 others in connection with the violence. "We know who you are if you're out there — and FBI agents are coming to find you," he warns.

U.S. Department of Justice Inspector General Michael Horowitz announces his office will begin "a review to examine the role and activity of DOJ and its components in preparing for and responding to the events at the U.S. Capitol on January 6, 2021." Horowitz said his review will coordinate with IG reviews in the departments of Defense, Homeland Security and Interior.

James Sullivan is an ardent Trump supporter, according to his Facebook page. He is also the co-founder of Civilized Awakenings, a civil rights organization that seeks to help Black conservatives "find real solutions to the problems the Black Americans are facing." In a brief interview with CNN, a spokesperson for Civilized Awakenings confirmed Sullivan had spoken at a Proud Boys rally in Portland but stressed neither he nor Civilized Awakenings are part of that group. The spokesperson also confirmed Sullivan has been in contact with Rudy Giuliani, but declined to discuss the details.

In the now-removed Tweet, Giuliani included a screenshot of a text purportedly from Sullivan's brother James in which the sender claimed to be working with the FBI "to expose and place total blame on John" and more than 200 members of Antifa.

The "Antifa" argument is just one of a number conspiracy theories Giuliani has pushed on behalf of Trump since the November election. Giuliani, who is still expected to play a role in Trump's impeachment defense even though the President has told staff not to pay him, did not respond to CNN's requests for comment.

According to the complaint, Sullivan told the FBI he was an activist and journalist who filmed protests and riots, "but admitted that he did not have any press credentials."

During the siege, John Sullivan recorded the mayhem and provided commentary on what was going on. He was charged with disorderly conduct, interfering with law enforcement, and knowingly entering or remaining in a restricted building, according to a criminal complaint. He was taken into custody in Utah, where he lives.

Once inside, he can be heard on audio arguing with police and telling them to stand down or that they might get hurt, according to the affidavit.

"You are putting yourself in harm's way," he allegedly told officers. "The people have spoken."

Federal authorities have not identified John Sullivan as a member of Antifa, and he denied supporting Antifa in an interview with a Utah newspaper last week. Sullivan said in the same interview that he didn't encourage violence or vandalism.

The paper, The Deseret News, also reported in July that Sullivan is part of a group called "Insurgence USA" and took part in a protest in June in which he and others demonstrated in opposition to a scheduled pro-law enforcement demonstration.

"We [expletive] about to burn this [expletive] down," he told the crowd. "We got to rip Trump right out of that office over there."He then led the crowd in a chant of, "It's time for a revolution."

"By no means am I there on the Trump side or the Biden side," he told Anderson Cooper.

Another defendant, 24-year-old Colorado resident Robert Gieswein, appears to be affiliated with the Three Percenters, according to another affidavit filed Saturday seeking his arrest on federal charges.

Prosecutors say Mr. Betancur scaled scaffolding on the Capitol, posed in a photo with a Confederate battle flag, and “has voiced homicidal ideations, made comments about conducting a school shooting and researched mass shootings.”

The Jan. 7 post was copied and pasted on another social-media site, where it was viewed by others at least 54,000 times, prosecutors said.

The 36-year-old was also found during his arrest to be in unlawful possession of two devices that allow guns to hold additional bullets,

Police said more than three dozen people were arrested and four churches were vandalised.

Mr Tarrio - who lives in Miami, where he also reportedly runs a grassroots organisation called Latinos for Trump

the Asbury United Methodist Church, where the flag had reportedly flown, was predominantly attended by African American worshippers.

Mr Tarrio also said Proud Boy members have had their flags and hats stolen in past demonstrations without anyone being arrested for those alleged incidents.

"Black churches and other religious institutions have a long and ugly history of being targeted by white supremacists in racist and violent attacks meant to intimidate and create fear.

In Graham, N.C., a city of roughly 15,000 people between Greensboro and Durham, the police said protest organizers had failed to coordinate with city officials in planning their rally, and that it became “unsafe and unlawful.”

“I’m encouraged that more than 90 million Americans have already cast their ballots, which, if you do the math, is the equivalent of the entire 1996 presidential election,” Jeh C. Johnson, who served as secretary of homeland security during the Obama administration, said Sunday on the CBS program “Face the Nation.”

Officials in New Jersey told a local newspaper that the motorcade stopped near the Cheesequake Service Area — about 30 miles outside New York City — and “backed traffic up for about five miles.”

In Graham, N.C., a get-out-the vote rally on Saturday ended with police using pepper spray on some participants, including young children, and making numerous arrests. Organizers of the rally called it flagrant voter suppression.

Sunday’s incidents came a day after a group of Trump supporters in Texas, driving trucks and waving Trump flags, surrounded and slowed a Biden-Harris campaign bus as it drove on Interstate 35, leading to the cancellation of two planned rallies. Mr. Stone, a felon whose sentence was commuted this year by the president, has ties to the Proud Boys.

The Republican National Committee has been allowed to participate in poll watching only because the courts in 2018 lifted a consent decree that had barred them from doing so for three and a half decades, after the party undertook an operation to intimidate New Jersey voters in 1981.

But while the official poll watchers are being schooled in legal procedures, Mr. Trump and some of his closest surrogates, including his longtime confidant Roger J. Stone Jr. and his son Donald Trump Jr., have recently floated conspiracy theories that also sound like calls to arms.

The poll watchers will challenge ballots and the eligibility of voters, but they are not supposed to interact with voters themselves.

“The radical left are laying the groundwork to steal this election from my father, President Donald Trump,” the younger Mr. Trump says on the video, posted on Twitter.

The assessment said that “open-air, publicly accessible parts of physical election infrastructure,” including polling places and voter registration events, could be “flash points for potential violence.”

Both parties recruit volunteer poll watchers, a process Republicans previously led at the state level amid the consent decree. In a new video tailored for Pennsylvania, prospective poll watchers are told they must wear identification and remain outside an enclosed space designated for voting.
