History in China's Urban Post-Modern, Helen Siu - 1 views

    In lieu of an abstract, here is a brief excerpt of the content: Building upon decades of global market flows, population migrations, digital technology, and accelerated interconnectedness, the twenty-first century is facing remarkable urban transformations (Harvey 1990, 2005; Sassen 2001; Holston 1999; Brenner 2004). In 1800, 3 percent of the world's population lived in cities. In 2008, that figure reached over 50 percent (Population Reference Bureau 2011). These transformations are most evident in the emerging nodes of an interreferencing urban Asian renaissance (Roy and Ong 2011). Eight of the world's ten megacities (those with populations over ten million) are in Asia. In postreform China, which is conscious of its rising power and eager to catch up with worldly pursuits, city building has reached the scale, intensity, and audacity of a revolution (Campanella 2008; Ren 2011). What characterizes this dramatic urban transformation in China? Who are its major players and winners, and who is marginalized or excluded? What cultural meanings and lifestyles are visibly forged? How are these processes intertwined with nationalistic aspirations, social divisions, and political contestations? What analytical insights and theoretical reflections can we gain at this historical juncture from an urban postmodern linking China, Asia, and the rest of the globe? These are some of the issues in the minds of Asian scholars across the disciplines. I hope this review will provide an opening for us to engage in multiple conversations, hence my citing the works of many colleagues.

Known as the "Paris of the Orient," Shanghai developed a high-flying social scene for the city's elites and expatriates, and it became famous for hosting all manner of vices, not limited to gambling on horse and dog races or a thriving opium scene. Low-Carbon Development Patterns: Observations of Typical Chinese Cities - 0 views

    Abstract: Threatened by the huge pressure caused by climate change, low-carbon cities have become an inevitable part of urban evolution. It is essential to evaluate urban low-carbon development levels to smoothly promote the construction of low-carbon cities. This paper proposes an evaluation index system for urban low-carbon development from the points of view of economic development and social progress, energy structure and usage efficiency, living consumption, and development surroundings. A weighted sum model was also established. Selecting 12 typical Chinese cities as cases studies, an integrated evaluation was conducted based on the index system and the assessment model. The development speed and limiting factors of different cities were also analyzed. The 12 cities were ultimately classified into three groups in terms of their low-carbon development patterns by integrating all of the analysis results. Furthermore, suitable regulation and management for different patterns were suggested. This study both aids in assessing the executive effect of low-carbon city construction and helps to determine existing problems and suggest effective solutions.

    China's Urban New Area September 7, Wenjin Hotel, Beijing The year 2011 marks a milestone in China's urbanization. For the first time in history, China's urban population surpassed that of rural areas. According to the World Bank, China's urbanization is poised to grow dramatically over the coming two decades. And the increase in the urban population will be the equivalent of more than one Tokyo (over 13 million) each year as the share of urban dwellers in the total population climbs to two-thirds in 2030. The Chinese government has been reiterating that urbanization is a key driver of China's domestic consumption and a long-lasting engine of China' economic powerhouse. How should China continue its urbanization process? How should China cope with challenges rising from political, social, economic and technological fields? What international experiences and local pilot explorations are worth spreading? By hosting the 2012 Annual Forum, the Urban China Initiative hopes to inspire enlightening discussions among participants from public, private and academic sectors to find clues that will help address those above questions.

The Chinese authorities have designed an innovation strategy to face new economic and social challenges. The first part of the paper is focused on the emergence of the policy, in the 2006-2020 Plan for S&T, with a historical perspective explaining the legacy of the past in today's choices. In the second part, we illustrate China's catching up strategy through four sectors (high-speed trains, aeronautics, clean energy, IT) and discuss its potential impact on the world industry.

Though they all revolve around this central topic, they cover different facets, such as the influence of Confucian values on decision-making, its impact on macro-economic development and regional distribution, power relations within Public Private Partnerships, organizational and contractual relations in subway construction, the duration of decision-making processes and the viability of developing Transit Oriented Development in Chinese cities. This first contribution will sketch a general overview of two driving forces behind China's motorization process (economic growth and urbanization), what the impact has been on the expansion of the transport networks and hubs and what social and policy problems Chinese authorities currently have to tackle as a consequence of these developments. It ends with a small prospectus of the other six contributions to this volume.

State-led land requisition and transformation of rural villages in transitional China - 0 views

Chan Paru dans : Habitat International, Volume 35, Issue 1, January 2011, Pages 57-65 Abstract Since the implementation of economic reforms in 1978, Chinese cities have undergone unprecedented urban expansion. The suburban landscape of these cities has changed dramatically - from traditionally agricultural to rapidly urbanizing. This paper sheds light on the urbanization process that rural villages have undergone through state-led land requisition. It identifies two physical manifestations of the Chinese countryside during the urbanization process: semi-urbanized villages and urban resettlement housing districts. Based on a case study of the suburban districts of Shanghai, it argues that these two emerging forms of suburban landscape differ not only in terms of their physical form and land-use structure, but also in many of the social, economic, cultural and organizational characteristics of these ex-rural communities. Through analysis of public data and observation from personal interview, the study concludes that state-led land requisition has been a dominant force in expediting the urbanization of the suburban areas of Chinese cities and that the complex interplay between state and market impetuses has led to the multi-faceted transformation of rural communities and to a complicated countryside profile.

Thomas Ng, Martin Skitmore Paru dans : Habitat International, Volume 36, Issue 1, January 2012, Pages 47-56 Abstract Many governments world-wide are increasingly encouraging the involvement of interested individuals, groups and organisations in their public infrastructure and construction (PIC) projects as a means of improving the openness, transparency and accountability of the decision-making process and help improve the projects' long-term viability and benefits to the community. In China, however, the current participatory mechanism at the project level exists only as part of the environmental impact assessment (EIA) process. With an increasing demand for PIC projects and social equality in China, this suggests a need to bring the participatory process into line with international practice. The aim of this paper, therefore, is to identify the weaknesses of EIA-based public participation in China and the means by which it may be improved for the whole lifecycle of PIC schemes. To do this, the results of a series of interviews with a diverse group of experts is reported which analyse the nature and extent of existing problems of public participation in EIA and suggestions for improvement. These indicate that the current level of participation in PIC projects is quite limited, particularly in the crucial earlier stages, primarily due to traditional culture and values, uneven progress in the adoption of participatory mechanisms, the risk of not meeting targets and lack of confidence in public competence. Finally, a process flowchart is proposed to guide construction practitioners and the community in general. Their effective governance and precision provision increasingly require public input. Due to the unique political regime, public decision-making in China has long been controlled by governments with the public neglected. With increasing civic consciousness in recent years in urban China, this research investigated attitudes and willingness toward participation in planning, management and design of urban green spaces in Guangzhou. Face-to-face questionnaire surveys were conducted at the 24 green sites across the city with 595 respondents successfully interviewed. The results demonstrated the positive attitudes and strong willingness toward participation despite socioeconomic variations, fitting into a global trend of increasing civic consciousness and strengthening the theoretical base of public participation. Practically, the positive findings lay a sound social foundation for the participatory decision-making in urban China, and help to drive local governments more open and inclusive and develop effective governance strategies and mechanisms to promote public participation in decision-making of urban green spaces.

China's transportation planning is examined to understand the infrastructure planning framework stipulated in the laws and regulations on city planning. The city planning ordinances of 27 provincial capitals and 4 municipalities directly under the Central Government are investigated and their requirements for PI are classified. Factors affecting PI requirements are considered including: geographic location, population and level of economic development among others. The authors discuss the effect of the social environment, geography, economic development level and legal requirements on PI implementation. Legislative and regulatory improvements concerning planning procedures and PI are suggested, with the advanced cities to be used as models. Research highlights ► The paper examines public involvement in Chinese infrastructure planning. ► Public involvement regulations are not uniform across the country but vary among cities. ► Larger, more economically advanced Eastern coastal cities have more detailed requirements than other cities.

Circular migration, or permanent stay? Evidence from China's rural-urban migration - 0 views

This paper will fill this gap and deal with the permanent migration choice made by rural migrants with the China General Social Survey (CGSS) data. Our results show that compared with their circular counterparts, permanent migrants tend to stay within the home provinces and are more likely to have stable jobs and earn high incomes and thus are more adapted to urban lives. We also find that more educated and more experienced migrants tend to be permanent urban residents, while the relationship of age and the probability of permanent migration is inverse U-shaped. Due to the restrictions of the current hukou system and the lack of rural land rental market, those people with more children and more land at home are more likely to migrate circularly rather than permanently. Research Highlights ► It's the first to examine the permanent migration choice by China's rural migrants. ► We employ a unique nationally representative dataset. ► Our findings are robust to different definitions of "permanent migrant". ► Our findings provide a new insight and have important policy implications.

Central in these greening initiatives has been increased attention on promoting public participation in community-based environmental activities. Focusing on China's green community initiatives, we examine the production and effects of participation in a state-led development program. Our analysis considers how incentives for program organizers and participants are structured by broader political and economic imperatives facing Chinese cities. We also consider what influence China's history of neighborhood-based mobilization campaigns had on the meanings and methods of participation in green communities. To understand how urban development processes and memories of mobilization influence participation at the local level, we present two examples of the community greening process from the city of Guangzhou, comparing policy outcomes between a new and older neighborhood. This article seeks to demonstrate that the participatory processes associated with such an urban environmental initiative cannot be adequately understood without reference to earlier participatory practices and broader policy priorities guiding development in Chinese cities. Highlights ► Emergence of green communities in China is related to broader urban transformations. ► Participatory programming reflects aspects of China's earlier mobilization campaigns. ► Even in highly structured settings, participation can produce new social dynamics. ► Cautions against reading participation solely through binary of failure or success. ► Contributes to literatures on sustainable cities and participatory development.

    Posted by Kate Mackenzie on Aug 30 14:09. In our first post in this series, we examined the widely-held belief that China's steel demand will continue to rise at a rapid rate. FT Alphaville, along with others, contend that such forecasts are on shaky ground. This is, in part, because of the dubiousness of one of the underlying assumptions: that China will rapidly urbanise more of its population. (Here's a very recent example of this argument, from Stephen Roach.) The proportion Chinese living in urban areas just passed the 50 per cent mark in the past year but, the story goes, there is more to come. This will in turn mean more industrialisation, more modernisation, a bigger and consuming middle class and of course more GDP growth. In other words: [...] farmers who once led simple, subsistence-level lives now become factory and service workers in the city, reside in apartments furnished with appliances, occasionally eat out, and perhaps even send their kids to college. In the process, self-sufficient rural households are transformed into workers receiving higher wages and participating in the commodity economy of consumption. As such, urbanization is as much an economic and social transformation as it is a spatial and demographic process. Sounds great doesn't it? The above quote however comes from a paper by Kam Wing Chan in Eurasian Geography and Economics early this year. Chan is a professor of geography at the University of Washington, and he doesn't agree that this is how things will continue to play out for China.
