    [ScienceDirect, via Biblio-SHS] Auteur : Steffen Lehmann Paru dans : Habitat International, Available online 4 January 2012 Abstract The purpose of this paper is to explore the rapid urbanization of Chinese cities with a focus on the plans for a new, ongoing urban sub-centre in the north-west of Shanghai: Zhenru Urban Sub-Centre. Information-rich urbanization is a defining feature of the 21st century, reshaping cities and communities in China and in developing countries around the world. The scale and pace of change requires a solid systems approach of urban development. In 2011, China announced that it has reached an urbanization rate of 50%. If we take rapid urbanization as a given and that it is already well underway, it is still widely unclear what research needs to be conducted and policy changes made to support municipalities of fast transforming cities and to avoid repeating the development mistakes that have occurred in industrialized nations, i.e. driving urban growth with high consumption patterns without fully considering the environmental and social needs and occupants' behaviour and aspirations. This paper compares two cases of urban development patterns for new sub-centres for polycentric city structures: It relates to new urban sub-centres in Berlin (Germany) and Shanghai (China), and the relationship of these sub-centres to 'Network City' theory. Network theory is useful in this context as the 'network' metaphor and concepts of decentralization seem to have replaced the 'machine' metaphor which was based on efficiency based on the availability of cheap fossil fuels. As cities aim to move towards more resilient urban ecosystems and polycentric systems, the case of Potsdamer Platz Berlin, compared to Zhenru Sub-Centre in Shanghai, is discussed. Global urbanization research from 1991 to 2009: A systematic research review - 0 views

    Abstract We performed a bibliometric analysis of published urbanization research from 1991 to 2009, based on SCI and SSCI database. Our analysis reveals scientific outputs, subject categories and major journals, international collaboration and geographic distribution, and temporal trends in keywords usage in urbanization studies and discusses the relationships between urbanization papers and urbanization rate and offer a substitute demonstration of research advancements, which may be considered as a potential guide for future research. The growth of article outputs has exploded since 1991, along with an increasing collaboration index, references and citations. Environmental sciences, ecology, environmental studies, geography and urban studies were most frequently used subject categories and Landscape and Urban Planning was the most productive journal in urbanization studies. The United States was the largest contributor in global urbanization research, as the USA produced the most independent and collaborative papers. The geographic distribution of urbanization articles overlapped quite well with regions with high economic growth in North America, Europe, and Pacific-Asia. A keywords analysis found the USA and China were "hotspots", confirmed land-use's significant position and revealed keen interest in ecological and environmental issues in urbanization studies. In general, urbanization research was strongly correlated with the urbanization rate although there were different patterns and underlying processes across different countries. This is the first study to quantify global research trends in urbanization. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative way of revealing global research trends in urbanization.

China's Environmental Policy and Urban Development - 0 views

    For more than three decades China has achieved remarkable success in economic development, but its rapid growth has resulted in considerable damage to the natural environment. In 1998, the World Health Organization reported that seven of the ten most polluted cities in the world were in China. Sulfur dioxide and soot produced by coal combustion fall as acid rain on approximately 30 percent of China's land area. Industrial boilers and furnaces consume almost half of China's coal and are the largest sources of urban air pollution. In many cities, the burning of coal for cooking and heating accounts for the rest. At the same time, since the beginning of economic reform in the late 1970s, the government has paid considerable attention to environmental problems, particularly in terms of regulatory responsibility and enforcement at the local government level. China passed the Environmental Protection Law for trial implementation in 1979, and in 1982 the constitution included important environmental protection provisions. Since then, various laws and policies have been put in place to address China's current and future urban environment. The 2010 World Exposition in Shanghai provided evidence that the Chinese government views its environmental problems as a priority. The green construction of the facilities for the Expo and particularly of the Chinese Pavilion reflected the emphasis the government has placed on protecting and improving the environment through new technologies. In addition, China's "eco cities" have also been recognized worldwide for advances in urban sustainability, such as Tianjin, Shenzhen, and Wuxi.

Production of Space and Space of Production: High-Tech Industrial Parks in Beijing and ... - 1 views

    The development of high-tech industrial parks (HTIPs) has become a salient phenomenon in China's economic and urban development. Current studies regarding the development of HTIPs tend to focus either on the active role of the local government or on the consequences of technological innovation that those parks may have brought about. Very few studies have paid attention to the intrinsic relationship between the process of space production in building HTIPs and the effect on urban development. To fill this theoretical gap, this article considers developing HTIPs as a territorial project through which both central and local states seek to promote economic growth by reorganizing their territories so as to facilitate capital accumulation based on building high-tech industrial parks. The authors use Beijing's Zhongguancun and Shanghai's Yangpu areas as examples to show the active role played by district governments in promoting and using the symbol of "high tech" to develop industrial estates. In the end, due to the HTIPs' quick tax-generating potentiality, their construction has given rise to commodity housing and commercial projects that district governments are much more enthusiastic to pursue. The property-led high-tech development projects have paradoxically generated a negative impact on sustainable high-tech development.

Though they all revolve around this central topic, they cover different facets, such as the influence of Confucian values on decision-making, its impact on macro-economic development and regional distribution, power relations within Public Private Partnerships, organizational and contractual relations in subway construction, the duration of decision-making processes and the viability of developing Transit Oriented Development in Chinese cities. This first contribution will sketch a general overview of two driving forces behind China's motorization process (economic growth and urbanization), what the impact has been on the expansion of the transport networks and hubs and what social and policy problems Chinese authorities currently have to tackle as a consequence of these developments. It ends with a small prospectus of the other six contributions to this volume.

The simulation of land use change is important in environmental impact assessment and land use planning. We assessed the land use scenarios of China in the next 100 years based on the SMLC (surface modelling of land cover change) model and Dyna-CLUE (dynamic conversion of land use and its effects) model. Three SRES scenarios were evaluated: Global Economy (A1FI): lean government, strong globalization; Continental Markets (A2a): lean government, regional culture and economic development; Regional communities (B2a): much government intervention, regional cultural and economic development. Ten land cover types were simulated, which are cultivated land, woodland, grassland, built-up land, water area, wetland, nival area, desert, bare rock and desertification land. The SMLC model was used to calculate changes in area for each land use types in the future at country level while the spatially explicit land use model Dyna-CLUE was used to simulate land use pattern at 2 km2 resolution based on the country level areas demands for each land cover type. The results show that the cultivated land would decrease in all of the three scenarios, while in the A2a scenario, the cultivated land would decrease with the lowest rate because of the high population growth, high level of market protection and low agricultural efficiency; in the B2a scenario, it would decrease with the highest rate caused by the decreased population numbers and increased crop productivity. The central government has tried to use various policies to promote urbanization. In this paper, we evaluate one of these policies - count-to-city upgrading. Under China's hierarchical governance structure, a city status can only be determined and awarded by the central government. In the 1980s and 1990s, China adopted a formula-based county-to-city upgrading policy. Based on a large panel dataset covering all counties in China, we find that the formula was not strictly enforced in the practice. Moreover, jurisdictions that were upgraded to cities prior to 1998 do not perform better than their counterparts that remained county status in terms of both economic growth and providing public services. Largely because of these problems, this policy was called off in 1997. Given the strong need for urbanization, more indigenous institutional innovations are needed to find a viable way of creating cities, which would also provide compatible incentives to local governments.     Posted by Kate Mackenzie on Aug 30 14:09. In our first post in this series, we examined the widely-held belief that China's steel demand will continue to rise at a rapid rate. FT Alphaville, along with others, contend that such forecasts are on shaky ground. This is, in part, because of the dubiousness of one of the underlying assumptions: that China will rapidly urbanise more of its population. (Here's a very recent example of this argument, from Stephen Roach.) The proportion Chinese living in urban areas just passed the 50 per cent mark in the past year but, the story goes, there is more to come. This will in turn mean more industrialisation, more modernisation, a bigger and consuming middle class and of course more GDP growth. In other words: [...] farmers who once led simple, subsistence-level lives now become factory and service workers in the city, reside in apartments furnished with appliances, occasionally eat out, and perhaps even send their kids to college. In the process, self-sufficient rural households are transformed into workers receiving higher wages and participating in the commodity economy of consumption. As such, urbanization is as much an economic and social transformation as it is a spatial and demographic process. Sounds great doesn't it? The above quote however comes from a paper by Kam Wing Chan in Eurasian Geography and Economics early this year. Chan is a professor of geography at the University of Washington, and he doesn't agree that this is how things will continue to play out for China.

Using a vector autoregression framework and a modified version of the Granger (1969) causality test proposed by Toda and Yamamoto (J. Econ. 66 (1995) 225), the results suggest that there is causality running from GDP to coal consumption. The variance decomposition analysis report that urban population and coal affect electricity production variability over the forecast period. We also find that increasing urban population may negatively affect China's GDP over time. Policy measures aimed at influencing GDP could ultimately affect coal consumption. Highlights ► We find Granger Causality running from GDP to coal consumption. ► China can mitigate the adverse environmental effects of coal by altering GDP path. ► We find Granger Causality running from urbanization to electricity production. ► China needs to find other sources of energy to cater for growing electricity demand. ► Increasing urban population may slow economic growth due to overcrowding in cities.

That is based on the assumption that there will be more families with more disposable income when poor farmers from China's countryside move to cities and become middle-class industrial and office workers. But the assumption overlooks a policy from the era of Chinese leader Mao Zedong that restricts the upward mobility of its rural citizens, says a University of Washington geographer. This calls into question China's strength in the global market and its ability to overtake the United States as a global superpower, according to Kam Wing Chan, a UW professor of geography. Given the strong need for urbanization, more indigenous institutional innovations are needed to find a viable way of creating cities, which would also provide compatible incentives to local governments.
