The Price of Water: A Comparison of Water Rates, Usage in 30 U.S. Cities April 26, 2010 Across the country there is wide variation in use and price for water consumption in major urban areas, with residential rates being lowest in the Great Lakes region, according to a Circle of Blue survey. In Milwuakee (pictured above) the trend of residents' using less water has lead to higher pricing rates. By Brett Walton Circle of Blue A first of its kind survey of residential water use and prices in 30 metropolitan regions in the United States has found that some cities in rain-scarce regions have the lowest residential water rates and the highest level of water use. A family of four using 100 gallons per person each day will pay on average $34.29 a month in Phoenix compared to $65.47 for the same amount in Boston. The survey, conducted by Circle of Blue over the last several months, also found that average daily residential water use ranged from a low of 41 gallons per person in Boston to a high of 211 gallons per person in Fresno, Calif.

This paper reports on a cellular automata (CA) simulation in which urban land transforms on the basis of locally optimal bargaining between developers and local communities (local governments). Because CA is an explicitly spatial modelling methodology, the space-time-specific paths to global equilibrium can be observed. Because it is an atomistic methodology (cells represent decision units), it is suitable for articulating microeconomic theories of urban processes including planning. We present a space-time-specific simulation of cities evolving under two alternative planning regimes. In one, the community has property rights and uses planning conditions, planning gain, impact fees and so on to ensure that each development occurs at a socially optimal density. This is a theoretically simplified rendition of the British development control system-simplified in the sense of acting from a position of perfect knowledge and having a single objective of optimising locational externalities. In the other simulation, developers have the right to develop but the community is allowed to make (rather than receive) compensatory payments in order to achieve socially optimal land-use patterns and densities. Decision-making in both systems is local and socially efficient. However, case-by-case ad hoc development control with compensatory exactions has the effect of steering development to the least-polluting locations. In 2000, the average driver in US metropolitan areas endured 27 hours of traffic delays, a rise from 7 hours in 1980. In many other countries, traffic delays are considerably worse than in the United States, and in developing countries urban traffic congestion is increasing with alarming rapidity. For fifty years, economists have been advocating congestion pricing as the way to deal with urban traffic congestion; but today, even after some successes, congestion pricing is encountering considerable political resistance. The authors of Alleviating Urban Traffic Congestion advocate active consideration of more microscopic policies that attack the problem at the scale at which actual policy decisions are made. Microscopic models, rather than macroscopic models that are too simplified and too aggregated, they argue, will lead to the analysis of a wider and more creative range of policies, at least some of which should work well and be politically acceptable. After developing the themes of the book, the authors illustrate them by examining some areas of urban transport policy that have been neglected by the macroscopic approach. These include downtown parking policy, the encouragement of bicycling, the staggering of work hours by dominant employers, and the use by medium-sized cities of a "multimode" ticket that charges cars entering the city center a toll equal to the transit fare. The reorientation of urban transport analysis that they advocate will by no means eliminate traffic delays but should speed up the adoption of a richer, more flexible, and ultimately more effective set of policies to alleviate urban traffic congestion.

Alain Bertaud 阿兰 .柏图 A web page dedicated to the study of urban spatial structures It is necessary to bridge the gap between the 50 years of progress in urban economic research and the intellectual stagnation typically found in operational urban planning. It is unfortunate that the main audience of most urban economists are other urban economists rather than urban practitioners. Urban planners, meanwhile, are most of the time working without any reference to a theoretical framework. However, urban planners are taking day to day decisions that affect the lives and livelihood of millions of people. As an urban planner, my goal is to translate the theories (and sometime the jargon) and equations of urban economists into approaches and methods which can lead to concrete decision making in the everyday world of an urban planning office. The following reports and papers, always produced at the request of a municipality or of an urban investor (mostly the World Bank), illustrate these new approaches and methods. This is only a beginning. I am currently working on a book titled "Order without design". This book will use a data base developed over 35 years of urban planning work around the world. The book will aims at providing a theoretical framework for operational planning based on current urban economic research. This document will highlight the more advanced features of Google Web Search. Have in mind though that even very advanced searchers, such as the members of the search group at Google, use these features less than 5% of the time. Basic simple search is often enough. As always, we use square brackets [ ] to denote queries, so [ to be or not to be ] is an example of a query; [ to be ] or [ not to be ] are two examples of queries. Phrase search ("") By putting double quotes around a set of words, you are telling Google to consider the exact words in that exact order without any change. Google already uses the order and the fact that the words are together as a very strong signal and will stray from it only for a good reason, so quotes are usually unnecessary. By insisting on phrase search you might be missing good results accidentally. For example, a search for [ "Alexander Bell" ] (with quotes) will miss the pages that refer to Alexander G. Bell. Search within a specific website (site:) Google allows you to specify that your search results must come from a given website. For example, the query [ iraq site:nytimes.com ] will return pages about Iraq but only from nytimes.com. The simpler queries [ iraq nytimes.com ] or [ iraq New York Times ] will usually be just as good, though they might return results from other sites that mention the New York Times. You can also specify a whole class of sites, for example [ iraq site:.gov ] will return results only from a .gov domain and [ iraq site:.iq ] will return results only from Iraqi sites. Terms you want to exclude (-) Attaching a minus sign immediately before a word indicates that you do not want pages that contain this word to appear in your results.
