THE U.S. GENERAL Services Administration announced Wednesday a raise in its standard permissible per diem rates for federal travelers, reaching $166 for fiscal year 2024. This adjustment stems from a year-on-year increment of $9 in the lodging allowance, now set at $107. The rate will be applicable from Oct. 1 to Sept. 30, 2024, GSA said. The per diem guidelines regulate the reimbursement of federal employees' lodging and meal expenses for official government travel. These guidelines involve a $9 increase to the continental U.S. lodging rate, as well as significant rate hikes in multiple non-standard areas. "GSA bases the maximum lodging allowances on historical ADR data, less 5 percent. However, the COVID-19 pandemic led to unprecedented declines in ADR, followed by a volatile hotel industry recovery," GSA said in a statement. "The ADR data available to establish fiscal year 2024 rates was from before the COVID-19 Public Health Emergency expired on May 11. Similar to the approach for fiscal year 2023, GSA made upward adjustments to ensure that maximum lodging allowances for federal travelers are sufficient in fiscal year 2024."

IHG HOTELS & RESORTS marked the 15th anniversary of the IHG Army Hotels military lodging program, part of the U.S. Army's Privatization of Army Lodging initiative. The program offers military guests, veterans and their families on-post accommodations under the Holiday Inn Express, Candlewood Suites and Staybridge Suites brands. Army Hotels provided more than 40 million room nights across 40 on-post installations in the U.S. and Puerto Rico since its founding in 2009, reinvesting $43 of every $100 to improve facilities and services, IHG said in a statement. "It's incredible to see the evolution of our first-of-its-kind military lodging program and our team's dedication to its success," said Chuck Sourbeer, IHG Army Hotels' vice president of hotel operations. "The program is a testament to our commitment to serving those who serve, with quality accommodations that reflect the high standards our guests expect from IHG brands. We're proud of the impact we've made on our guests and communities and the relationship we've built with the Army, and we look forward to the future of our hospitality journey."

SALEM, OREGON, RECENTLY changed its plan to use transient lodging tax funds for library funding gaps. AAHOA and the Oregon Restaurant & Lodging Association have been closely monitoring the municipality's attempts to divert the protected revenue from its intended purpose, promoting tourism. Instead, the city will use funds from the American Rescue Plan Act. Hotel taxes diverted from tourism could diminish funding for year-round visitor attraction efforts, AAHOA said in a statement. "AAHOA and ORLA were proactive in ensuring appropriate use of the transient lodging tax in the city of Salem," said Taran Patel, AAHOA's Northwest regional director. "This is a great example of the importance of AAHOA members being active in advocacy at the local levels of government."

THE U.S. HOTEL industry is set to benefit from the General Services Administration's recent decision to raise per diem rates for fiscal year 2025. This is the first increase in the meals and incidental expenses allowance in three years, a change welcomed by AAHOA and the American Hotel and Lodging Association. Each year, GSA sets per diem rates to reimburse federal employees' lodging and meals expenses for official travel within the continental U.S., typically based on the ADR for lodging and meals over a trailing 12-month period, minus five percent. Starting Oct. 1, the standard daily lodging allowance for most of the continental U.S. will increase by $3 to $110, while the meals and incidental expenses allowance will rise by $9 to $68. "With government travel being a significant contributor to hotel revenue, it's crucial that federal per diem rates align with the economic pressures hotels face today, including persistent inflation and widespread labor shortages," said Miraj Patel, AAHOA's chairman.

THE U.S. GENERAL Services Administration recently announced the per diem rate for lodging for government employees in the continental U.S., and it was good news for hotels. The GSA increased the standard CONUS per diem rate for fiscal year 2023 and set all non-standard area rates at or above the fiscal year 2022 rates. The standard CONUS lodging rate rose from $96 to $98, according to the GSA's statement. The meals and incidental expenses per diem tiers for the fiscal year are unchanged at $59 to $79, with the standard M&IE rate unchanged at $59. There are no new NSA locations this year, and three locations that were NSAs or part of an established NSA in fiscal year 2022 will move into the standard CONUS rate category. They are Cromwell and Old Saybrook, Connecticut, in Middlesex County; El Paso, Texas, in El Paso County; and Rock Springs, Wyoming, in Sweetwater County.

CBRE HOTELS RECENTLY reduced U.S. hotel forecast as lodging demand dips amid soft leisure travel and slower corporate profit growth. The upcoming election in November and other economic factors led to the revisions. The research group now projects a 1.2 percent RevPAR increase for 2024, down from 2 percent in May. However, it expects a 2 percent RevPAR growth in the second half of 2024, up from 0.5 percent in the first half, driven by international tourism and election events. Lodging industry performance is closely linked to economic strength, with GDP growth generally correlating with RevPAR growth, CBRE said in a statement. The company forecasts 2.3 percent GDP growth and 3.2 percent average inflation for 2024. "We expect low single-digit RevPAR growth over the near-term as election-related events, growth in inbound international travel and an anticipated lower interest rate environment should support hotel demand," said Rachael Rothman, CBRE's head of hotel research and data analytics. "Challenges including weakening consumer spending and increased competition from short-term rentals, cruise lines and other lodging alternatives pose downside risks."

SIX PROPERTIES SIGNED with hihotels by Hospitality International in the second quarter of the year, all under Asian American owners. The new hotels are in Texas, Indiana, Maryland, Oregon and Pennsylvania. They join four other properties that, in the first quarter, joined hihotels' five brands; Red Carpet Inn, Scottish Inns, Master Hosts Inns, Downtowner Inns and Passport Inn. The new properties are: A Red Carpet Inn in Leavenworth, Indiana, owned by Katen Patel. A Red Carpet Inn in College Park, Maryland, former Econo Lodge, owned by Naginbhai Patel. A Red Carpet Inn in Lancaster, Pennsylvania, former Travelodge, owned by Mahendra Patel. A Red Carpet Inn in Lester, Pennsylvania, former Econo Lodge, owned by Vinod Patel/Bharat 'Raj' Naik/Arav Naik. A Scottish Inns in Ashland, Oregon, former Rodeway Inn, owned by Bharat Lad. A Scottish Inns & Suites in Spring, Texas, former Econo Lodge, owned by Ketan Rama. The new hotels join 18 properties throughout the U.S. added in 2020, most owned by Asian American hoteliers, as are the four added this year. More hoteliers are expressing interest in the brand, said Guimbellot.

HOTELS ARE THE top lodging choice for holiday travelers who are certain to take trips in the next three months, according to a survey commissioned by the American Hotel & Lodging Association. AHLA also announced a new system for indexing bookings. The new national Hotel Booking Index Survey, conducted by Morning Consult for AHLA, revealed that 31 percent of Thanksgiving travelers plan to stay in a hotel during their trip, compared to 22 percent who planned to do so last year. The survey of 4,000 adults, conducted between Oct. 14 to 16, said that 28 percent of Christmas travelers plan to stay in a hotel during their trip, compared to 23 percent in 2021. As many as 54 percent of those who are certain to travel for leisure in the next three months plan to stay in a hotel.

THE U.S. HOTEL industry is "beginning to get back to getting back to it," according to a speaker at The Lodging Conference 2022, held Sept. 19-22 in Phoenix. More than 2,500 people attended the event at the JW Marriott Desert Ridge Resort, continuing the industry's return to normalcy after more than two years of pandemic. Talk of the economy during the conference was mostly positive, though concerns about the labor shortage remained high as well as some apprehension about overall economic stability. Women were strongly represented on the stage with the awarding of the annual Castell Award. AAHOA's leadership team also contributed to the conference conversation.

THE U.S. HOUSE of Representatives recently unveiled the 'No Hidden FEES Act of 2023' (H.R 6543), compelling the travel industry to enhance transparency regarding so-called "junk fees." This legislation is designed to improve pricing transparency for customers seeking short-term lodging, including hotels, motels, inns, and privately-owned vacation rentals. Meanwhile, the American Hotel & Lodging Association extended its support for the bill, which was introduced by Reps. Young Kim and Kathy Castor on Friday. "As Americans grapple with persistent high inflation, the last thing families need after budgeting for trips is to be hit with costly last-minute fees," Kim said. "The No Hidden FEES Act would rectify this issue, offering cost transparency for consumers so they know the upfront lodging expenses. I will continue the fight to make life more affordable for families in Southern California and throughout our nation."

THE AMERICAN HOTEL & Lodging Association has announced the dates, cities, and registration information for its "On the Road" State Hotel Conferences for 17 states in 2023. The conferences will provide hoteliers, suppliers, and service providers opportunities to connect with their peers as well as hospitality and policy leaders to learn about the latest news and information affecting the hotel and lodging industry, AHLA said in a statement. Anyone who works in the hotel industry can attend these half-day, free events, it added. "AHLA's 'On The Road' State Hotel Conferences are designed to help local hoteliers connect with their peers, gain insights on national and local market business performance trends and learn from top hospitality leaders, service providers and policy experts," said Chip Rogers, AHLA president and CEO. "The events are also a vital tool to help AHLA build coalitions, grow our grassroots network and rally hoteliers around the industry's goals and initiatives. We are excited to bring AHLA's successful On The Road State Hotel Conference series to a record number of cities in 2023." AHLA will host these conferences in partnership with its state or city lodging association partners. Since starting with four events in 2021, AHLA's On The Road State Hotel Conferences have brought together thousands of hoteliers in cities across the nation. Last year, 11 events were held.

GEOFF BALLOTTI, PRESIDENT and CEO of Wyndham Hotels & Resorts, is the second recipient of the Arne Sorenson Social Impact Leadership Award. The award is presented by the American Hotel & Lodging Association, the American Hotel & Lodging Foundation and the BHN Group. Ballotti will receive the award Jan. 22 AHLA Foundation's premier fundraising gala, Night of a Thousand Stars, and again during the 22nd Annual Americas Lodging Investment Summit in Los Angeles on Jan. 24, according to AHLA. The award is named after Arne Sorenson, the former president and CEO of Marriott International who passed away in 2021, and in December of that year David Kong, the recently retired president and CEO of Best Western Hotel Group, was the inaugural recipient. "Geoff - much like Arne - is a true embodiment of all the good that hospitality represents. His empathy, his accessibility and his commitment to doing the right thing is what makes him one of our industry's greatest leaders," said Chip Rogers, AHLA president and CEO. "The story of his success, from dishwasher to CEO of the world's largest hotel franchisor, is inspirational - as is his dedication to ensuring the success of future hotel leaders. THE RECENTLY INTRODUCED "Halting of Trafficking and Exploitation in Lodging" Act would encourage federal employees traveling for business to choose hotels with anti-human trafficking programs. The legislation also would ensure that the U.S. government's preferred accommodations for conferences and employee travel are committed to training staff to recognize, prevent and respond to human trafficking. The bipartisan HOTEL Act, introduced by Reps. Chris Smith and Raja Krishnamoorthi on Sept. 19, gained support from anti-trafficking organizations and lodging associations, including the American Hotel and Lodging Association, Protecting All Children from Trafficking and Hope for Justice. Smith, who has authored five laws to combat human trafficking, argued that hotels are key locations for identifying and addressing sex and labor trafficking.

THE EIGHTH CALIFORNIA Lodging Investment Conference is scheduled for March 5 to 6 in Long Beach, California. It begins with a networking mixer and the 2025 Hotel Development of the Year Award, sponsored by Lodging Econometrics. The conference continues on March 6 with a full day of panels and networking, CLIC said in a statement. "The business outlook remains positive, with an increased level of consumer confidence laying the groundwork for a boom in travel and hospitality," said Craig Sullivan, CLIC's founder and president. "Savvy hoteliers who want to gain valuable knowledge on the California hotel market and network with the leading hospitality players on the West Coast will gain valuable insight into the ever-changing hotel landscape." Following opening remarks, Rachel Humphrey and Lan Elliot of the Women in Hospitality Alliance will present on the Women in Hospitality Leadership Alliance, the statement said. Bruce Ford, senior vice president of global business development at Lodging Econometrics, will then deliver the annual hotel market update before the day's panels.

LESLIE HALE, PRESIDENT and CEO of RLJ Lodging Trust, will join Mit Shah, CEO of Noble Investment Group, for the 10th Annual Bharat Shah Leadership Speaker Series at the Hunter Hotel Investment Conference. The Bharat Shah Leadership Speaker Series was established and endowed in honor of Dr. Bharat Shah at Georgia State's Cecil B. Day School of Hospitality Administration, J. Mack Robinson College of Business. The upcoming series is scheduled for March 21, accessible to registered attendees, special guests, and Georgia State University students. Hale is the first African American woman to lead a publicly listed real estate investment trust. She serves on the board of directors for Delta Airlines, is a trustee of Howard University, and is a board member of the Federal Reserve Bank of Richmond. Currently, she is the board chair for the American Hotel and Lodging Association. Hale said she was honored to be included in the Bharat Shah series, she said in a statement.

ATLANTA-BASED FIRM Hospitality Lodging Systems added 73 hotels with 5,967 rooms in 2021. The firm posted a 16 percent increase in hotels and 21 percent hike in rooms compared to last year, a statement said. In 2020, HLS had 63 hotels with 4,929 rooms. HLS said that of these properties, 42 hotels containing 4,201 rooms operate under the Budgetel Inn & Suites brand, 21 with 1,171 rooms operate under the AmeriVu Inn & Suites brand and 10 hotels containing 595 rooms operate as a Haven Hotel. "We are attracting owners who want to keep more of the money they earn, which is especially appealing in today's post-pandemic marketplace when improving ROI is a top priority," said Doug Collins, chairman and CEO of HLS. "Our business model gives owners the freedom to operate their properties in their own way, with some administrative and marketing help but without mandated style changes and amenity upgrades that drive up costs."

JOBS IN THE hotel industry are projected to exceed overall job market growth in the next five years, according to recent research commissioned by the AHLA Foundation. The foundation has also introduced an interactive dashboard enabling job seekers to explore and compare roles, requirements and compensation within various hospitality careers. The foundation tasked Lightcast, a labor market analytics firm, with providing data on demographic and growth trends crucial for identifying and mapping career pathways within the hotel and lodging industry, the AHLA Foundation said in a statement. With its real-time, proprietary databases and industry parsing capabilities, Lightcast created an interactive dashboard illustrating career pathways in the hotel and lodging industry from 2010 to 2023. "It's an attractive time to enter the hotel industry," said Anna Blue, AHLA Foundation's president. "A key part of our work at AHLA Foundation is supporting the recruitment, retention and advancement of people in our industry. Understanding the entry points where careers begin, where they lead and what paths they take is a critical step to helping find their home in hospitality."

U.S. TOURISM SPENDING is presently lagging behind 2023 and 2024 levels, which were boosted by strong post-pandemic travel demand, according to Bank of America credit and debit card data. The bank's data showed a decline in lodging, tourism and airline spending. Bank of America's report, "Yellow light for travel: US domestic tourism taps the brakes," found that through March 22, lodging and tourism-related services were down about 2.5 percent from last year, while airline spending dropped roughly 6 percent. Poor weather, a late Easter and weak consumer confidence may be contributing to the slowdown, the report said. However, Bank of America analysts remain cautiously optimistic, noting that softer travel spending may signal a "yellow light" rather than a "red," as households grow more hesitant to plan major trips in the near term.
