THE CITY OF Los Angeles is not doing enough to regulate short-term rental properties, according to AAHOA and a report from local advocacy group Better Neighbors LA. Both groups say the city should do more to enforce its existing 2019 ordinance on home sharing apps such as Airbnb and Vrbo. Los Angeles' ordinance requires short-term rentals to register and sets other regulations on home sharing apps. However, the Better Neighbors report found that the city's enforcement of the ordinance has been dropping since 2022, evidenced by a 54 percent decrease in warning letters, an 85 percent decrease in fines and a 25 percent increase in non-compliant listings. "Every year we put out an annual report that gives a snapshot of how enforcement is going in the city of Los Angeles, how many short-term rentals exist, and how that's changed from the prior year. This year, we've found that non-compliance is up," Allison Kriste, a representative of Better Neighbors Los Angeles, said in an interview with the Santa Monica Mirror newspaper. "We found a high rate of non-compliance across the boards in the city of Los Angeles. In addition, we've also found that enforcement activity is down. We're identifying more non-compliant listings, as compared to last year. The city is issuing fewer warning letters, they're issuing fewer fines. They're not doing a whole lot."

A BALLOT MEASURE in Los Angeles that would have required hotels in the city to house the homeless along with paying guests has been officially withdrawn from consideration. However, the Los Angeles City Council also passed an ordinance to replace the ballot measure that some local hoteliers also protest its passage. The ballot measure, sponsored by Unite Here Local 11 hospitality workers union, would have required hotels to house homeless voucher holders with regular guests, spurring protests by AAHOA, the American Hotel & Lodging Association and others. Last week, Unite Here agreed to withdraw that ballot measure, which was going to go before voters in March. Also last week, the council approved the Responsible Hotel Ordinance to replace the ballot measure and that would allow hotels to voluntarily make vacant rooms available for interim housing for the homeless. It also would require developers of new hotel properties to obtain a conditional use permit through a public review of the proposed development's impact on the existing housing supply and to replace any housing that would be demolished or otherwise lost in the neighborhood.

IN ANOTHER SIGN of recovery from the COVID-19 pandemic, this year's Super Bowl is expected to bring increases in hotel business to host city Los Angeles, according to STR. ADR and RevPAR are projected to reach the second-highest levels for any Super Bowl weekend on record. During the weekend of the game, Feb. 11 to 13, STR forecasts that ADR will reach $445 and RevPAR will be around $396 in the L.A. market. Occupancy is expected to hit 89 percent as fans flock in for the game. "Since July, the Los Angeles hotel market has consistently achieved monthly rates near or above pre-pandemic levels," said Blake Reiter, STR's director of custom forecasts. "Occupancy has been rapidly improving toward 2019 levels as well, but it hasn't reflected the same degree of recovery. We expect there will be, at least to a certain extent, a curtailing of occupancy because of COVID. Of course, if the NFL decides to switch venues as media reports have suggested, or implement more stringent protocols, L.A. hotel performance will certainly be among the ripple effects." Los Angeles's Super Bowl hotel occupancy is projected to outperform last year's venue, Tampa, Florida, which saw 82.4 percent occupancy when the home team, the Tampa Bay Buccaneers, defeated the Kansas City Chiefs. CHOICE HOTELS INTERNATIONAL and Wyndham Hotels & Resorts announced the launch of a new brand and a new prototype respectively during the Americas Lodging Investment Summit in Los Angeles this week. Choice bills its Everhome Suites as a new-construction midscale extended-stay brand while Wyndham's Arbor new-build prototype for its Wyndham Garden brand focuses on reducing construction costs. Choice broke ground on the first Everhome Suites in Corona, California, shortly after officially launching the brand. It also has agreements for the development of 13 more of the new brand in Austin, Texas, and Los Angeles, and the company expects the first opening in 2021. Everhome Suites is meant to fill a gap in the extended-stay market, said Patrick Pacious, Choice's president and CEO.

DALLAS LEADS THE U.S. hotel construction pipeline for the fourth consecutive quarter, according to Lodging Econometrics. Among brands, Marriott International led the pipeline. Dallas had a record 173 projects with 20,707 rooms in the second quarter of this year, followed by Atlanta with 140 projects containing 18,131 rooms, Los Angeles with 124 projects with 20,365 rooms, New York, with 113 projects with 19,238 rooms and Phoenix with 108 projects containing 14,964 rooms, Marriott had 1,355 projects with 167,034 rooms, up 4 percent by projects year-over-year, tops the pipeline during the period. The Q2 2022 U.S. Construction Pipeline Trend Report said that major markets and popular tourist destinations in the U.S. reported highest occupancy rates since the pandemic began in early 2020 in the second quarter mainly due to robust leisure travel, group, and international travel. New York City with 78 projects with 13,063 rooms, Atlanta with 25 projects containing 3,905 rooms, Dallas with 25 projects with 3,725 rooms, Phoenix with 23 projects with 4,955 rooms and Los Angeles with 22 projects with 3,606 rooms are the top five markets with the most projects under construction during the end of June. They account for 22 percent of rooms under construction in the U.S.
