"A new report by retired longtime intelligence officer Rolf Mowatt-Larssen, who served as chief of the CIA's Weapons of Mass Destruction Department, accuses the U.S. government of seriously misreading al-Qaida's operational objectives. "Al-Qaida's reasoning," according to Mowatt-Larssen's new report from Harvard's Kennedy School, "runs counter to analytic convention that equates the ease of acquisition of chemical, biological or radiological weapons with an increasing likelihood of terrorist use - i.e., a terrorist attack employing crude weapons is therefore more likely than an attack using a nuclear or large scale biological weapon." "In fact, it is the opposite" of that conventional wisdom, according to the analysis, entitled "Al-Qaida Weapons of Mass Destruction Threat: Hype or Reality." Al-Qaida's motivations suggest "the greatest threat is posed by the most effective and simple means of mass destruction, whether these means consist of nuclear, biological, or other forms of asymmetric weapons." That makes all the scarier the scolding that came this week from the congressionally authorized Commission on the Prevention of Weapons of Mass Destruction Proliferation. That panel gave the Obama administration an F grade for its performance in preparing the U.S. homeland for a terrorist attack that utilized biological warfare. Mowatt-Larssen was stationed in Moscow and other critical venues in the course of his long career gathering intelligence. The details he provides of al-Qaida's scheming in this report are nothing short of chilling. "Considering the potential that such weapons hold in fulfilling al-Qaida's aspirations," it says, "their WMD procurement efforts have been managed at the most senior levels, under rules of strict compartmentalization from lower levels of the organization, and with central control over possible targets and timing of prospective attacks.""

"A military strike on Iran could have the unintended consequence of stirring nationalist sentiment to the benefit of Tehran's hard-line government, U.S. General David Petraeus told Reuters. Iran's June election gave President Mahmoud Ahmadinejad a second term but sparked the worst internal crisis in the Islamic Republic's history, putting internal pressure on a government already facing the threat of more sanctions over its nuclear program. "It's possible (a strike) could be used to play to nationalist tendencies," Petraeus, head of the U.S. Central Command region, which includes Iran, said in an interview this week. "There is certainly a history, in other countries, of fairly autocratic regimes almost creating incidents that inflame nationalist sentiment. So that could be among the many different, second, third, or even fourth order effects (of a strike)." Tensions over Iran's nuclear program have set off speculation that Israel could make good on veiled threats to hit its arch-foe pre-emptively. But Israel's envoy to Washington said in December the U.S.-Israeli dialogue on Iran has not reached the point of discussing the military option. U.S. officials, including Defense Secretary Robert Gates, have warned that any strike on Iran would not stop the Islamic Republic from pursuing nuclear weapons. Instead, it would only delay Tehran, an opinion Petraeus said he shared. Dennis Blair, the U.S. director of national intelligence, told Congress on Tuesday that Iran was keeping open the option of developing nuclear weapons but that it remained unclear whether Tehran had the political will to do so. Petraeus, commenting on advances of Iran's nuclear program, said: "On the one hand, there is no question that there has been a continuation of various aspects of the nuclear program but I'm not sure it has always proceeded as rapidly as has been projected at various times." The official Islamic Republic News Agency said the "home-built" Kavoshgar-3, or Explorer-3 rocket was launched at a ceremony to commemorate this month's anniversary of the 1979 Islamic Revolution that overthrew Iran's monarchy. Iran, which is trying to contain a political crisis after violent protests erupted following the disputed re-election of hardline President Mahmoud Ahmadinejad, is expected to mount a series of high profile events to mark the anniversary. State-run Press TV quoted Iranian Defense Minister Brig. Gen. Ahmad Vahidi declaring the launch a success and describing Iran's space program as "peaceful." "Iran will not tolerate any un-peaceful use [of space] by any country," he said. Last year the U.S. State Department expressed "grave concern" over Iran's announcement it was planning a series of satellite launches. "Washington (CNN) -- Another attempted terrorist attack on the United States in coming months is "certain," the heads of major U.S intelligence agencies told a Senate committee Tuesday. Al Qaeda remains the top security threat to the United States, but a growing cyber-security threat also must be addressed by the U.S. intelligence community, the heads of the CIA, the FBI and other agencies told the Senate Intelligence Committee. The hearing covered a range of security issues and became contentious, with Republicans on the committee arguing with Democratic counterparts and the intelligence chiefs on how the Obama administration has handled terrorism suspects such as the failed Christmas Day bomber of a U.S. airliner. Asked by committee chair Sen. Dianne Feinstein, D-California, of the likelihood of another attempted terror attack on the United States in the next three to six months, the officials agreed with Director of National Intelligence Dennis Blair's initial answer of "certain." While none of the intelligence chiefs, who included CIA Director Leon Panetta, FBI Director Robert Mueller and others, cited a specific pending threat, their testimony made clear that an evolving al Qaeda remains their top concern. "My greatest concern, and what keeps me awake at night, is that al Qaeda and its terrorist allies and affiliates could very well attack the United States," Panetta said. Al Qaeda is adapting methods to make their plots more difficult to detect, shifting from large attacks with multiple players to using individuals without any background in terrorism, Panetta said. He noted the Christmas Day attempt as an example, saying the suspect had a U.S. visa but little history of involvement with terrorist groups. "Palestinian President Mahmoud Abbas has proposed that the Obama administration negotiate the final borders of a Palestinian state with Israel, a Palestinian official said Wednesday, as a U.S. envoy headed to the region for another attempt to restart Mideast peace talks. Such a proxy arrangement could provide a way around the current deadlock over reviving Israeli-Palestinian talks, which broke off more than a year ago. Abbas says he won't return to the table without a complete Israeli settlement freeze, something Israeli Prime Minister Benjamin Netanyahu has refused to do. As an alternative, U.S. officials could replace Palestinian negotiators in border talks with Israel, said an Abbas aide, who spoke on condition of anonymity because he was not authorized to discuss the content of internal meetings. The U.S. negotiators would be given clear parameters, the aide said. "BAGHDAD - Suicide bombers struck near three hotels popular with Western journalists and businessmen Monday just as Iraq announced the execution of Saddam Hussein's notorious cousin known as "Chemical Ali." At least 37 people were killed and more than 104 injured, security officials said. The blasts - coming in a span of about 15 minutes in downtown Baghdad - came shortly before state television announced that Ali Hassan al-Majid had been hanged. There was no claim of responsibility for the latest major attacks in Baghdad - about six weeks after a series of blasts killed 127 and brought outcry against Iraq's government for repeated security lapses as U.S. troops withdraw. The credibility of the UN body came under attack days before the opening of the Copenhagen climate summit in December, when leaked e-mails from the University of East Anglia appeared to show manipulation of temperature data used by the panel. Rajendra Pachauri, the IPCC chairman, was forced to spend much of his time at the conference defending the integrity of the science contained in the panel's reports. Now it has been forced to apologise for including a highly alarmist claim in its most recent report that Himalayan glaciers were very likely to vanish by 2035. Most glaciologists believe the melting would take hundreds of years and some doubt that it will ever happen, pointing to evidence of glaciers advancing in the neighbouring Karakoram mountain range. The IPCC reports underpin every country's decisions about climate change. If the panel cannot be trusted, it becomes much more difficult to justify the global effort to cut greenhouse gases. That is why it is vital to place the allegations against the IPCC in context. While it is alarming that none of the 2,500 scientists who contributed to its 2007 report spotted the error, this is explained partly by it appearing in a single sentence on page 493. Climate sceptics around the world have spent two years scrutinising every claim made by the panel. So far they have identified one serious error; it seems unlikely that they will find many more. Analysts said the move could be a sign of increased diversification of emerging market central bank assets away from the dollar and into investments denominated in other commodity-linked currencies, such as the Australian dollar. Adam Cole at RBC Capital Markets said if taken in isolation, Russia's announcement that it was buying Canadian dollars was not significant, but if it was part of a broader trend, then it was an important step. "If it is a barometer for the activity of other central banks, then its is structurally positive for the currencies of countries like Canada and Australia that have a commodity bias in their economies," he said. Although not officially confirmed, traders said that other emerging market central banks, including some in Asia which hold large foreign exchange reserves, have also been active in the foreign exchange market in recent weeks buying both Canadian dollars and Australian dollars. Alexei Ulyukayev, first deputy chairman of Russia's central bank, said that it would invest in Canadian dollar-denominated deposits and bonds. "The State Department is planning to welcome thousands of immigrants from terror-watch list countries into the United States this year through a "diversity visa" lottery -- a giant legal loophole some lawmakers say is a "serious national security threat" that has gone unchecked for years. Ostensibly designed to increase ethnic diversity among immigrants, the program invites in thousands of poorly educated laborers with few job skills -- and that's only the beginning of its problems, according to lawmakers and government investigations. "There are a lot of holes in this program in terms of security and in terms of fraud," said Rep. Bob Goodlatte, R-Va., who has written legislation aimed at killing the lottery. Now, in the wake of the botched Christmas Day terror attack that emerged from Nigeria and Yemen, members of Congress are worried the system could be vulnerable to radicals looking to "play" the visa lottery as a means of reaching the U.S. Here's how it works: to avoid getting stuck with 3.5 million others on a visa waiting list, hundreds of thousands of people put their names into the separate diversity lottery, which rewards countries that typically see low levels of immigration to the U.S. Immediate family are allowed to join lottery winners. Countries like China, where lots of immigrants originate, are excluded. Then a computer in Kentucky picks names at random from the qualified applicants, who need only a high school degree or two years at a job that requires two years of experience. The program accounts for about 10 percent of all immigrant visas each year. "President Obama by executive order has established a new "Council of Governors" designated to advise on the "synchronization and integration of state and federal military activities in the United States." The recent order, posted on the White House website, was accompanied by the explanation that the group is to work "to protect our nation against all types of hazards." It comes just weeks after the president issue a similarly obscure order vastly expanding INTERPOL's privileges in the U.S. The White House said the new council is to include governors and administration officials to review "such matters as involving the National Guard of the various states; homeland defense, civil support; synchronization and integration of state and federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities." However, there was no definition of what would be included in the group's authority. Can the council recommend "military activities" and can the governors, who already are in command of their own state guard units, mandate activities outside of their areas of jurisdiction? The White House did not respond to WND questions on the issue. "

"Jan. 20 (Bloomberg) -- Clashes between Muslims and Christians in the central Nigerian city of Jos have killed more than 400 people and injured 4,000 more, a domestic human rights group said. Most of the fighting in three days of violence occurred in the city's poor neighborhoods where security forces arrived late, Shehu Sani, president of the Civil Rights Congress, said today by phone from Jos. Earlier, New York-based Human Rights Watch put the death toll at 216. Hospitals are overwhelmed and have run out of supplies to treat the injured, Sani said. Nigerian Vice President Goodluck Jonathan ordered the police and army to "immediately" contain the crisis, Aliyu Bilbis, minister of state for information, told reporters today in Abuja, the capital. The government is "greatly concerned, worried and disturbed" about the situation in Jos, he said. "This is not the first outbreak of deadly violence in Jos, but the government has shockingly failed to hold anyone accountable," Corinne Dufka, senior West Africa researcher at Human Rights Watch, said in an e-mailed statement. The Nigerian government should investigate the cause of the violence and the excessive use of force by the security forces trying to quell the clashes and punish those responsible for the killings, the rights group said. "PORT-AU-PRINCE, Haiti - A powerful aftershock sent Haitians screaming into the streets on Wednesday, collapsing buildings, cracking roads and adding to the trauma of a nation stunned by an apocalyptic quake eight days ago. The magnitude-5.9 jolt matched the strongest of the aftershocks that have followed the huge quake of Jan. 12 that devastated Haiti's capital. The new temblor collapsed seven buildings in Petit-Goave, the seaside town closest to the epicenter, according to Mike Morton of the U.N. Disaster Assessment and Coordination agency, but there were no reports of people crushed or trapped, perhaps because the earlier quake frightened most people into sleeping outside. Wails of terror erupted in Port-au-Prince, where the aftershock briefly interrupted rescue efforts amid the broken concrete of collapsed buildings, and prompted doctors and patients to flee the University Hospital. Hundreds of thousands of Haitians remain homeless, hungry and in mourning - most still waiting for the benefits of a nearly $1 billion global aid campaign that has brought hundreds of doctors and thousands of troops to the impoverished Caribbean nation. "NEW YORK - Haiti can expect more aftershocks in coming weeks, and while the usual pattern suggests they will become weaker and less frequent, another one as strong as Wednesday's jolt is certainly possible, scientists say. The battered nation has felt more than 40 significant aftershocks since the Jan. 12 quake, with Wednesday's temblor the strongest. Originally estimated at magnitude 6.1, Wednesday's aftershock was later revised to a 5.9. These events are a sign the land is adjusting to "the new reality of the rock layers," said Bruce Pressgrave, a geophysicist with the U.S. Geological Survey. Eric Calais of Purdue University, who has studied earthquake potential in the region, said aftershocks could continue for several weeks and that another jolt as strong as Wednesday's would not be surprising. "They will be less and less frequent, but large ones can still strike," he said. So buildings are still at risk, especially those already weakened, he said. Julie Dutton, a USGS geophysicist, agreed that more aftershocks are probable and that another event like Wednesday's was certainly possible.
