"WASHINGTON - The U.S. health care system is in serious need of changes, but the Democratic plan to overhaul it is badly flawed and should be repealed and replaced, the Senate Republican leader says. Sen. Mitch McConnell of Kentucky said Saturday in the GOP radio and video address that "nobody is satisfied with the health care system as it is." Costs are out of control and "people are being squeezed out of the market," he said. But he said the health care bill signed by President Barack Obama this week doesn't solve those problems and undermines what is best about health care in this country - a wide variety of medical options and innovations. The main health care law and a companion "fix-it" measure aim to crack down on insurance industry abuses and to reduce federal deficits by an estimated $143 billion over a decade. Most Americans would be required to buy insurance for the first time or face penalties. McConnell was emphasizing a new GOP political approach opposing Democrats' health care measures that proposes "repealing and replacing" the bill rather than just repealing the new health care law. Republicans say they can push for parts of the health care overhaul without adopting elements they don't like, such as tax increases. "We can do better," he said. "We can expand access to people with pre-existing conditions. We can keep people from being kicked off their plans. We can lower costs and premiums. We can do all of these things without undermining the things we do best and without raising taxes that kill jobs in a bad economy." Republicans want to appeal to tea party supporters and other conservatives upset at the size and scope of the legislation, while acknowledging that many people, including moderate Republicans and independents, want to see changes in American health care. The proposals to be unveiled by Obama and Vice President Joe Biden at the White House include a doubling of the child care tax credit for families earning under $85,000; a $1.6 billion increase in federal funding for child care programs and a program to cap student loan payments at 10 percent of income above "a basic living allowance." His initiatives also include expanding tax credits to match retirement savings and increasing aid for families taking care of elderly relatives. That program would also require all employers to provide the option of a workplace-based retirement savings plan. Obama is seeking to offer some attractive options to taxpayers, mindful of recent setbacks including the loss of a traditionally Democratic Senate seat in Massachusetts to Republican Scott Brown. TOBA TEK SINGH, Pakistan, January 14 (CDN) - Two Pakistani Christians who were shot at a wedding on Dec. 26 for refusing to convert to Islam are still receiving treatment at a hospital intensive care unit, but doctors are hopeful that they will recover. In low, barely audible voices, Imran Masih, 21, and Khushi Masih, 24, told Compass that two Muslims armed with AK-47s in Punjab Province's Chak (village) 297-JB, in Toba Tek Singh district, shot them in their chests after they refused orders to recite the Islamic creed signifying conversion. Soon after they arrived at the wedding, a group of Muslim youths armed with AK-47 assault rifles surrounded them and began shooting into the air, as is customary at village weddings. They were not alarmed, they said, assuming the young Muslim men were simply celebrating joyfully. "One of the green-turban-wearing Muslims peremptorily told us to recite the Islamic holy Kalima [profession of faith] or face direct bullets and the lethal consequences," said Khushi Masih. Both Christians said that they joyfully refused, and instead they began reciting Psalm 91. "WASHINGTON - Speaker Nancy Pelosi said Thursday that she lacks the votes to quickly move the Senate's sweeping health overhaul bill through the House, a potentially devastating blow to President Barack Obama's signature issue. Pelosi, D-Calif., made the comment to reporters after House Democrats held a closed-door meeting at which participants vented frustration with the Senate's massive version of the legislation. Her concession meant there was little hope for a White House-backed plan to quickly push the Senate-approved health bill through the House, followed by a separate measure making changes sought by House members, such as easing the Senate's tax on higher-cost health plans. Such an approach would be "problematic," she said, though Democrats haven't completely ruled out pursuing it. "In its present form without any changes I don't think it's possible to pass the Senate bill in the House," Pelosi said, adding, "I don't see the votes for it at this time." Pelosi also signaled that advancing health legislation through Congress will likely be a lengthy process - despite Democrats' desire for a quick election-year pivot to address jobs and the economy, which polls show are the public's top concern. "PositiveID (PSID) is to begin a study of its Health Link implantable microchip in diabetic, hypertensive and obese patients. The study -like everything else associated with the company formerly known as VeriChip - is bound to be controversial. The Health Link chip is implanted under a patient's skin. It can be scanned to access the patient's online medical records. The company's critics fear the chip will one day become mandatory, leading to a complete loss of medical privacy, or that Americans will be unable to receive healthcare unless they get chipped. BNET has noted that PositiveID also owns a credit monitoring and identity-theft prevention company, Steel Vault, and that it envisions its chips being linked to Google (GOOG), Microsoft (MSFT) and employers. PositiveID linked credit monitoring and the Health Link chip in its most recent 10-Q. While PositiveID's press release gives few specifics, it indicates that the study will have something to do with the Health Link chip and customers of HealthScreenDirect, a company that offers screening for diabetes and high cholesterol. "PORTLAND, Ore.-Oregon voters approved two special tax measures Tuesday designed to close a $733 million state budget gap. With 80% of the expected vote tallied, the Associated Press reported "yes" voters for Measures 66 and 67 garnered about 54% of Oregon's mail-in ballots. Elections here are by mailed ballot only. Tuesday was the last day ballots could be cast. Measure 66 increases Oregon's personal-income-tax rate by two percentage points for households earning over $250,000 a year. Measure 67 calls for an increase in the state's minimum corporate income tax, currently $10 a year, and imposes a tax on gross revenues for corporations that do not report a profit. The Oregon Legislature approved both tax increases last year, however opponents of the measures-chiefly business groups-sponsored a referendum campaign to put them to a statewide vote. Voters in this heavily Democratic state supported the legislators. "Passage of these measures means we keep core services of education, health care and public safety that Oregon families, businesses, and communities count on," said Oregon House Speaker Dave Hunt, a Democrat who represents Clackamas County. Defeat, he said, would have forced the state to cut nearly a billion dollars more from such services. The twin ballot measures also served as a gauge of anti-business populism and highlighted a nationwide debate over whether to fix state budgets by targeting the affluent. "PORT-AU-PRINCE, Haiti - A powerful aftershock sent Haitians screaming into the streets on Wednesday, collapsing buildings, cracking roads and adding to the trauma of a nation stunned by an apocalyptic quake eight days ago. The magnitude-5.9 jolt matched the strongest of the aftershocks that have followed the huge quake of Jan. 12 that devastated Haiti's capital. The new temblor collapsed seven buildings in Petit-Goave, the seaside town closest to the epicenter, according to Mike Morton of the U.N. Disaster Assessment and Coordination agency, but there were no reports of people crushed or trapped, perhaps because the earlier quake frightened most people into sleeping outside. Wails of terror erupted in Port-au-Prince, where the aftershock briefly interrupted rescue efforts amid the broken concrete of collapsed buildings, and prompted doctors and patients to flee the University Hospital. Hundreds of thousands of Haitians remain homeless, hungry and in mourning - most still waiting for the benefits of a nearly $1 billion global aid campaign that has brought hundreds of doctors and thousands of troops to the impoverished Caribbean nation. The U.S. Navy's floating hospital, USNS Comfort, dropped anchor in view of the capital on Wednesday with about 550 medical staff, joining teams from about 30 other countries trying to treat the injured.
