"WASHINGTON-The U.S.'s top intelligence officials said Tuesday that an attempted al Qaeda attack on the U.S. in the next three to six months was "certain." An official also said the Nigerian who allegedly attempted to blow up an airliner on Christmas Day was again cooperating with federal investigators. Republicans have accused the administration of squandering a chance to gain valuable intelligence from the suspect by using the civilian court system to charge him, instead of declaring him an enemy combatant and subjecting him to more interrogation. Al Qaeda remains a significant threat to the U.S., the officials said, and the group's recent evolution in tactics includes dispatching individuals who can enter the U.S. without arousing suspicion, such as the man accused of attempting the Christmas Day attack. Such tactics have created "a new degree of difficulty" for U.S. spies seeking to thwart the next attack, Director of National Intelligence Dennis Blair told the Senate Select Committee on Intelligence. Al Qaeda will remain intent on attacking in the U.S. at least until Osama bin Laden and his second in command, Ayman al Zawahiri, are killed or captured, Mr. Blair said. Al Qaeda's many affiliates are also of great concern to the spy agencies. The Yemeni affiliate, which is believed to have directed the attempted Christmas Day attack, will continue to attempt additional attacks on the U.S., Mr. Blair said. Militant groups in Pakistan are also coordinating their attacks with al Qaeda, which has led to an increase in terrorist attacks inside Pakistan as well as rising concerns the groups may expand their ambitions to attack outside Pakistan, officials said. "By Kang Juan China made stern representations to the US Thursday after the Obama administration approved a sale of upgraded Patriot air-defense missile equipment to Taiwan. The decision was denounced by Chinese military scholars as a representation of US-style pragmatism and its long-term containment policy toward China. The US defense department announced the contract late on Wednesday, allowing Lockheed Martin Corp to sell an unspecified number of Patriots, said the American Institute in Taiwan, Washington's de facto embassy in the absence of formal ties, Reuters reported Thursday. Wendell Minnick, Asia bureau chief of Defense News, told Reuters that the sale rounds out a $6.5 billion arms package approved in late 2008, which included 330 Patriot Advanced Capability (PAC-3) missiles worth up to $3.1 billion. "This is the last piece that Taiwan has been waiting on," Minnick said. Late last month, Raytheon, the world's largest missile maker, won contracts totaling $1.1 billion to produce the Patriot Air and Missile Defense System for Taiwan, including ground-system hardware and spare parts. According to a Wednesday press release by the US Department of Defense on its website, the contract with Lockheed, awarded December 30, included "basic missile tooling upgrades, command and launch control tooling, spares and ground support equipment." The completion date of the work is estimated to be October 31, 2012. In a regular press conference in Beijing Thursday, Chinese Foreign Ministry spokesperson Jiang Yu said China has urged the US to cancel any planned arms sales to Taiwan to avoid damaging its ties with Beijing. The PAC-3 missile is the world's "most advanced, capable and powerful theater air defense missile," which defeats tactical ballistic missiles, cruise missiles and fixed and rotary winged aircraft, and significantly increases the Patriot system's firepower, Lockheed said on its website."

"KABUL - The top U.S. and NATO commander in Afghanistan plans to tighten the rules on night raids, The Associated Press has learned, in a new step to curb public anger over perceived violations against civilians. Such raids have emerged as the No. 1 complaint among Afghans after Gen. Stanley McChrystal curbed the use of airstrikes and other weaponry last year. NATO spokesman Rear Adm. Gregory Smith told the AP a new directive would be issued soon to set down new rules for night raids. "It addresses the issue that's probably the most socially irritating thing that we do and that is entering people's homes at night," he said Wednesday. He would not elaborate pending a formal announcement. The U.S.-led force has become increasingly sensitive to complaints by Afghan civilians as part of a renewed effort to win support among the public and lure people away from the Taliban. Last year McChrystal curbed the use of airpower and heavy weapons if civilians could be put at risk. Smith said complaints about civilian deaths from airstrikes had dropped sharply after McChrystal's order last year but Afghans are "not seeing enough difference in our nighttime operations." He acknowledged the possible tactical difficulties but said the problem needed to be addressed in the effort to win the confidence of Afghan civilians and keep them from supporting the Taliban."

"BAGHDAD - A female suicide bomber mingling among Shiite pilgrims in Baghdad detonated an explosives belt Monday, killing at least 54 people, officials said. The bombing was the first major strike this year against pilgrims making their way to the southern city of Karbala to mark a Shiite holy day. It came as a security official warned of a possible increase in attacks by insurgents using new tactics to bypass bomb-detection methods. The bombing raises fears of an escalation of attacks as hundreds of thousands of Shiites head to Karbala to mark on Friday the end of 40 days of mourning following the anniversary of the death Imam Hussein, a revered Shiite figure. The bomber hid the explosives underneath an abaya - a black cloak worn from head to toe by women - as she joined a group of pilgrims on the outskirts of Baghdad's Shiite-dominated neighborhood of Shaab, said Maj. Gen. Qassim al-Moussawi, Baghdad's top military spokesman. The bomber set off the blast as she lined up with other women to be searched by female security guards at a security checkpoint just inside a rest tent, al-Moussawi said. A police official said 54 people, including 18 women and 12 children, were killed and 117 were wounded. A hospital official confirmed the casualties. Both officials spoke on condition of anonymity because they were not authorized to talk to the media. Witnesses described a chaotic scene in the minutes after the blast. Raheem Kadhom, 35, said he was standing nearby when a huge fireball erupted among the pilgrims. Pilgrims were "on the ground, covered in blood and crying for help," he said. "Banners were all over the ground and covered in blood."
