Tatarstan Seeks High-Tech Edge in School With Help of Intel | Business | The Moscow Times - 0 views

  • KAZAN — Google has become a classroom tool in Tatarstan as the republic, already ranked by Forbes as Russia’s best region for business, invests heavily in digital technologies for its schools in hopes of becoming the best region for education as well. Tatarstan's annual budget for education has doubled over the past five years to 36 billion rubles ($1.2 billion), and it is spending 1.92 billion rubles over 2010-11 to develop computer-based education, the republic's education and science minister, Albert Gilmutdinov, said at the Electronic School 2011 conference in Kazan. In addition, 103.2 million rubles in federal funding is being used. Gilmutdinov recalled the Russian saying "a miser pays twice" as he explained the republic's hefty investment in education. To be commercially successful in the 21st century, Tatarstan will have to be well-educated, he told The Moscow Times at the conference last week.
  • The microprocessor producer has donated Intel-based computers to a Kazan classroom and conducted free teacher training in Tatarstan, said Sergei Zhukov, the Russia and CIS director of Intel's World Ahead Program, which works with governments to increase access to technology. The program's work in Tatarstan is one of  its largest projects in Russia, he said.
  • The republic's educational development strategy for 2010-15 includes installing computers and high-speed Internet in all of Tatarstan's 1,940 schools, purchasing digital educational content and training teachers to use the new technology.   • Blocking social networks and banning cellphones in schools makes it difficult for teachers to do their jobs effectively in a digital world, a new report says. "School policies around technology are very frustrating to me," an elementary school teacher from Atlantic Canada says in the report from the Media Awareness Network, a Canadian non-profit that promotes digital literacy.
  • Others complained of similar restrictions. A teacher in Atlantic Canada tried to get students to use Twitter to collaborate on solving math problems, but the school refused to unblock the site. Teachers in Ontario and Quebec complained they couldn't incorporate video into their lessons because the schools wouldn't allow access to YouTube.

A Talking Book for Africa | A World Bank Blog on ICT use in Education - 1 views

  • The 'Talking Book' is a low-cost audio device device with recording capabilities -- imagine a rubbery MP3 player about the size of a grapefuit -- rather ingeniously engineered (and re-engineered) to meet specific needs and usage scenarios in very poor communities in Africa.  It is designed for use in local languages, using locally produced content, as tool to promote literacy among primary school children (to cite just one goal and target group). One way to think of the device, Cliff said, is as a  'small portable computer without a display'.  While the project is still in its pilot stages, it is notable for its express interest in investigating solutions that are low cost and scalable from the beginning, and in rigorously monitoring and evaluating the impact of its interventions.
  • Literacy Bridge began, he said, with the idea that the most effective approach towards ending global poverty requires empowering people with better access to knowledge, and that those in greatest need are impeded by illiteracy, disability, and inadequate infrastructure.   • Rumbek — A one-month teacher training course organized by Save the Children in Rumbek, the capital of Lakes state in South Sudan, has been skipped by some of the teachers due to attend. At the start of the workshop on Wednesday at Riak-Dor primary school, only 45 of the 60 teachers expected to attend arrived for the first day of the training. The teachers are drawn from Rumbek East and Rumbek Central counties. Rumbek East county education director Abel Kook Thong threatened to withhold the February salaries of teachers who have not attended the training as a punishment. He said he was seeking permission to do so from the director general of Lakes state's education ministry.
  • He said the aim of the workshop is to "equip teachers with knowledge and skills" adding that the absent teachers are refusing to participate in efforts to fight against ignorance in the community. Kook encouraged the teachers attending the training saying teachers will play an important role in bringing development of South Sudan as a new nation.

  • JOHANNESBURG — Staff absenteeism, sexual harassment of students and misuse of funds ranked as South African schools' top problems, in a survey released Wednesday by graft watchdog Transparency International.Of the 45 local school boards surveyed, 35 percent cited absenteeism by teachers and other staff as the top risk of corruption, with 29 percent citing sexual harassment of students and 27 percent the misuse of school funds.
  • Among its findings: one out of two students doesn't always have a desk; 15 percent of schools have no electricity; 10 percent have no running water.Lax security left students and teachers afraid for their safety, with one in four students citing rape and violence as major problems, the survey said.
  • "The government needs to strengthen governance controls both at the provincial and school level and ensure that education budgets are used correctly," said Letshego Mokeki, National Programme Coordinator for Transparency in Service Delivery in Africa.
