New York’s tuition-free college degree program, the Excelsior Scholarship, is the first of its kind in the nation and will help alleviate the burden of student debt while enabling thousands of students who otherwise would be unable to realize their aspirations. The first-in-the-nation plan would be phased in over three years, beginning for New Yorkers making up to $100,000 annually in the fall of 2017, increasing to $110,000 in 2018, and reaching $125,000 in 2019. Cuomo stressed that 75 years ago, when the economy still was manufacturing-based, one could work at a factory and be O.K. He added, what high school was 75 years ago, college is now. He added that higher education is a necessity to succeed in today’s global economy. The new Excelsior Scholarships Program aims at encouraging more students to graduate on time, helping to improve graduation rates at New York Public Colleges. Under this proposal, more than 940,000 middle-class families and individuals making up to $125,000 per year would qualify to attend college tuition-free at all public universities in New York State. Let’s make college a reality, not a dream for New York’s middle class, said Cuomo.

  • Intelligence officials disclosed classified information to members of the press on at least three occasions in 2013, according to a National Security Agency report to Congress that was released last week under the Freedom of Information Act. See Congressional Notification — Authorized Disclosures of Classified Information to Media Personnel, NSA memorandum to the staff director, House Permanent Select Committee on Intelligence, December 13, 2013. The specific information that NSA gave to the unnamed reporters was not declassified. But the disclosures were not “leaks,” or unauthorized disclosures. They were, instead, authorized disclosures. For their part, the reporters agreed not to disseminate the information further. “Noteworthy among the classified topics disclosed were NSA’s use of metadata to locate terrorists, the techniques we use and the processes we follow to assist in locating hostages, [several words deleted] overseas support to the warfighter and U.S. allies in war zones, and NSA support to overall USG efforts to mitigate cyber threats. The [deleted] personnel executed non-disclosure agreements that covered all classified discussions.” In one case, “classified information was disclosed in order to correct inaccurate understandings held by the reporter about the nature and circumstances of [deleted].” On another occasion, “classified information was disclosed in an effort to limit or avoid reporting that could lead to the loss of the capability [deleted].”
  • In all three cases, “the decision to disclose classified information was made in consultation with the Director of National Intelligence pursuant to Executive Order 13526, and in each case the information disclosed remains properly classified.” This seems like a generous interpretation of the Executive Order, which does not mention disclosures to the press at all. It does say, in section 4.2(b) that “In an emergency, when necessary to respond to an imminent threat to life or in defense of the homeland, the agency head or any designee may authorize the disclosure of classified information […] to an individual or individuals who are otherwise not eligible for access.” In an emergency, then, but not just “to correct inaccurate understandings.” Still, the report accurately reflects the true instrumental nature of the classification system. That is, the protection of classified information under all circumstances is not a paramount goal. National security secrecy is a tool to be used if it advances the national interest (and is consistent with law and policy) and to be set aside when it does not. So hypocrisy in the handling of classified information is not an issue here. The concern, rather, is that the power of selective disclosure of classified material can be easily abused to manage and to manipulate public perceptions. The congressional requirement to report on authorized disclosures of classified information to the press may help to mitigate that danger.

    This would set up an interesting Freedom of Information Act case aimed at resolving the issue whether the "authorized" disclosures established a waiver of the FOIA exemption for national security information. A waiver, viewed most simplistically, is any conduct that is inconsistent with later assertion of a right. Deliberate disclosure to anyone who lacks a national security clearance would seem to be inconsistent with later assertion of the exemption. That the purpose of the disclosures was to adjust the attitudes of press members seems a very poor justification in that it establishes particular reporters as a class of persons entitled to more disclosure than other members of the public. Yet the Supreme Court has held time and again that journalists have no more right to access government information than any other member of the public. So there is a strong argument that everyone should be entitled to the same disclosures.

  • The Washington Post on Friday reported a genuinely alarming event: Russian hackers have penetrated the U.S. power system through an electrical grid in Vermont. The Post headline conveyed the seriousness of the threat: The first sentence of the article directly linked this cyberattack to alleged Russian hacking of the email accounts of the DNC and John Podesta — what is now routinely referred to as “Russian hacking of our election” — by referencing the code name revealed on Wednesday by the Obama administration when it announced sanctions on Russian officials: “A code associated with the Russian hacking operation dubbed Grizzly Steppe by the Obama administration has been detected within the system of a Vermont utility, according to U.S. officials.” The Post article contained grave statements from Vermont officials of the type politicians love to issue after a terrorist attack to show they are tough and in control. The state’s Democratic governor, Peter Shumlin, said: Vermonters and all Americans should be both alarmed and outraged that one of the world’s leading thugs, Vladimir Putin, has been attempting to hack our electric grid, which we rely upon to support our quality of life, economy, health, and safety. This episode should highlight the urgent need for our federal government to vigorously pursue and put an end to this sort of Russian meddling.
  • Vermont Sen. Patrick Leahy issued a statement warning: “This is beyond hackers having electronic joy rides — this is now about trying to access utilities to potentially manipulate the grid and shut it down in the middle of winter.   • The Post’s story also predictably and very rapidly infected other large media outlets. Reuters thus told its readers around the world: “A malware code associated with Russian hackers has reportedly been detected within the system of a Vermont electric utility.”   What’s the problem here? It did not happen. There was no “penetration of the U.S. electricity grid.” The truth was undramatic and banal. Burlington Electric, after receiving a Homeland Security notice sent to all U.S. utility companies about the malware code found in the DNC system, searched all its computers and found the code in a single laptop that was not connected to the electric grid. Apparently, the Post did not even bother to contact the company before running its wildly sensationalistic claims, so Burlington Electric had to issue its own statement to the Burlington Free Press, which debunked the Post’s central claim (emphasis in original): “We detected the malware in a single Burlington Electric Department laptop not connected to our organization’s grid systems.” So the key scary claim of the Post story — that Russian hackers had penetrated the U.S. electric grid — was false. All the alarmist tough-guy statements issued by political officials who believed the Post’s claim were based on fiction.

The sources noted that some 150 al-Qaeda terrorists stepped out of the plane as soon as it landed, adding that they had been relocated from Syria's Aleppo to Aden. Then when the Turkish plane was preparing to fly back home, a sum of 158 wounded pro-Saudi militias went on board to be transferred to Turkey. More than 12,800 Yemenis, including women and children, have been killed in the course of the Saudi military aggression against neighboring Yemen since March 2015. This is while international right groups have repeatedly condemned Riyadh over its onslaught against Yemen. They have also warned of a humanitarian crisis in the impoverished country.
  • The Saudi campaign was launched with the aim of reinstating Yemen’s former president Abd Rabbuh Mansur Hadi. Hadi, a loyal Riyadh ally, resigned last year and fled to the Saudi capital. He later returned to the country’s port city of Aden.   • The United Nations Security Council (UNSC) on Saturday, Dec. 31, 2016, unanimously adopted a resolution welcoming the ceasefire in Syria, brokered by Russia and Turkey.
  • The Council unanimously adopted the ceasefire brokered by Russia and Turkey that came into effect earlier this week, as an attempt to end the more than five-year-long war in Syria. The ceasefire is perceived as a first step in the attempt to re-launch attempts to find a political solution. The resolution also welcomes plans for talks to take place in Astana, Kazakhstan, with participants from Russia, Iran and Turkey, as well as representatives of the Syrian government and the opposition, ahead of the resumption of U.N.-brokered talks in Geneva in February. The government of Turkey had, prior to the adoption of the resolution by the UNSC assured that it would coordinate preparations for the talks in Astana with representatives of the governments of Saudi Arabia, Qatar, the UK, the USA and other key supporters of the so-called “opposition”. Excluded from the ceasefire are the self-proclaimed Islamic State (a.k.a. ISIS, ISIL, or Deash), Jabhat al-Nusra (a.k.a. Jabhat Fatah al-Sham) and, ironically, also the Syrian Kurdish PYD and its military wings the YPG and the all-female YPJ. In remarks after the vote, several delegates on the Security Council welcomed the ceasefire but said the agreement contained gray areas and that its implementation was fragile. The original Russian draft was changed after last minute negotiations so the language was changed to welcome and support the deal to appease some council members and win unanimous support.

  • There is now “confirmed evidence, with pictures, photos and videos” of the United State’s complicity in and support of terrorist groups in Syria, including the Islamic State group, according to Turkish President Recep Tayyip Erdogan. Erdogan went on to say during the Tuesday press conference that the U.S.-led coalition was supporting other groups such as the Kurdish People's Protection Units in northern Syria (YPG) and Democratic Union Party (PYD), both of which he considers terrorist organizations.
  • The accusations have been denounced by U.S. officials, with State Department spokesperson Mark Toner calling them “ludicrous” and with “no basis for truth.” Washington is “100 percent behind the defeat and destruction of Daesh, even beyond Syria and Iraq,” he said, according to RT. Despite Erdogan’s accusations, the U.S. has recognized Turkey’s efforts in northern Syria, calling its efforts “very efficient, very successful.”

  • The Turkish president has nevertheless stressed that Ankara itself would not take part in the talks between foreign ministers in Kazakhstan next month if Syrian Kurdish groups – whom he called "terrorist organizations" – were also present. According to a security analyst and former Pentagon official speaking to RT, however, Erdogan's accusations are not that far-fetched, given the United States' history. "The evidence (mentioned by Erdogan) is quite ample, (the US) have been doing it for a number of years, including running secret CIA operations through Jordan, then through Turkey and into Syria," he said. Erdogan’s comments echo Iranian Defense Minister Hossein Dehghan, who recently also blamed the West for having “no real intention to fight neither in Syria nor in Iraq,” as quoted by RT. “We don’t see any readiness on their part to play a truly useful and meaningful role in fighting IS, because it’s them who have raised terrorists and they are interested in keeping them there,” he added.

  • The self-proclaimed Islamic State cut off water for Aleppo from its main source, the treatment centers on the Euphrates river. The capital Damascus has been in a similar situation over the last weeks.
  • Fakher al-Hamdo, the Director of Aleppo Water Company said that at 6am on Friday, Islamic State (a.k.a. ISIS, ISIL or Daesh) terrorists cut off water supplies to Aleppo city from the main source which is the Euphrates and al-Khafsa stations on the Euphrates River. Al-Hamdo added that Aleppo Governorate and the Water Company, in coordination with the Syrian Arab Red Crescent and civil sides, are working to address the situation and resume pumping water to the city as soon as possible. Ominously, the self-proclaimed Islamic State decided to cut off the water supply only days after “rebels” of the Al-Nusra front and so-called “moderate rebels” have been evacuated from Aleppo. The Syrian government and Aleppo Governorate have since the liberation of the city worked tirelessly to restore destroyed infrastructure so displaced residents can return to their homes – or what is left of them – as soon as possible. ISIS has caused a similar water crisis in large parts of the capital Damascus where government authorities, are forced to supply large parts of the population with water tanker trucks.

  • Julian Assange is a deeply polarizing figure. Many admire him and many despise him (into which category one falls in any given year typically depends on one’s feelings about the subject of his most recent publication of leaked documents). But one’s views of Assange are completely irrelevant to this article, which is not about Assange. This article, instead, is about a report published this week by The Guardian that recklessly attributed to Assange comments that he did not make. This article is about how those false claims — fabrications, really — were spread all over the internet by journalists, causing hundreds of thousands of people (if not millions) to consume false news. The purpose of this article is to underscore, yet again, that those who most flamboyantly denounce Fake News, and want Facebook and other tech giants to suppress content in the name of combating it, are often the most aggressive and self-serving perpetrators of it.

  • So, the rich have genuinely and thoroughly recovered from the crash of 2008. But what about everyone else? * 93 percent of U.S. counties haven’t recovered from the Great Recession according to the National Association of Counties. * According to Pew, the middle class is now no longer the majority in America. * The “recovery gap” has more than 50 million Americans living in economically distressed regions plagued by high levels of unemployment, poverty and fiscal anxiety. * Nearly 95 percent of all new jobs under President Barack Obama were part-time, or contract, which pay less and are precarious. * Due to unprecedented and often illegal home foreclosures by banks, the wealth gap between whites and blacks grew during the era of Obama. * 63 percent of Americans do not have enough savings to cover an unforeseen $500 bill. The only serious counterargument to this narrative is to note many of these trends preceded the Great Recession. That is sadly true. Workers have seen stagnant wages for decades and a decreasing share of income and wealth. As the Institute for Policy Studies notes, between 1983 and 2009, over 40 percent of all wealth gains flowed to the 1 percent and 82 percent of wealth gains went to the top 5 percent. President Obama said in 2013 that economic inequality was “the defining issue of our time.” If so, Obama largely failed to do anything meaningful to address this issue.

Syria’s military said it agreed to a nationwide cease-fire starting at midnight, adding that it paves the way for reactivating negotiations to end the conflict. It said the cease-fire comes after the “successes achieved by the armed forces,” an apparent reference to the capture of rebel-held neighborhoods of Aleppo earlier this month. Russian Defense Minister Sergei Shoigu said the truce will include 62,000 opposition fighters across Syria, and that the Russian military has established a hotline with its Turkish counterpart to monitor compliance. Foreign Minister Sergey Lavrov said that that President-elect Donald Trump’s administration will be welcome to join the Syrian peace process once he takes office. Russia is a key ally of Assad, while Turkey is one of the main backers of the opposition. Several previous attempts to halt the civil war have failed but the recent warming of ties between Turkey and Russia may prove to be a game changer this time.

Putin said he ordered the Russian military to scale down its presence in Syria, where it has provided crucial support to Assad’s forces. Putin also said that the Russian military will maintain its presence at both an air base in Syria’s coastal province of Latakia and the naval facility in the Syrian port of Tartus.

Italy also was among the countries that opposed the proposal of Poland to keep the existing sanctions against Russia for a year rather than for six months. "Some of our colleagues have sought to extend the sanctions for 12 months, but in reality it was clear from the very beginning that it was still possible to maintain our current format," said the President of the European Council, Donald Tusk. Poland and some other countries were concerned that US president elect Donald Trump might try to ease the pressure on Russia after having taken office the next year. Tusk said it was still too early to say what the Trump’s policy will be.

  • Today, Prudential Financial announced it would suspend the distribution of a low-cost life insurance policy through Wells Fargo. The low-cost life insurance policy, called MyTerm, had been promoted by Wells Fargo since 2014 throughout its large number of retail banking outlets. The suspension comes shortly after a wrongful termination lawsuit was filed by three former Prudential employees, which alleged that Wells Fargo employees signed up customers for MyTerm life insurance policies without the customer’s knowledge to hit sales goals. The plaintiffs, who worked at Prudential’s corporate investigations division, claim their reports of the fraud led to their termination because Prudential management did not want to take any action that could damage its business with Wells Fargo. If true, those allegations would fit an already established pattern of Wells Fargo employees creating fake customer checking, saving, and credit card accounts. The resulting scandal from those revelations led to Wells Fargo being fined $185 million and the resignation of the CEO, John Stumpf. Wells Fargo is already facing a new investigation by the SEC concerning whether the bank made proper disclosures to investors. It’s not clear if the company disclosed the nature of the Commodity Futures Trading Commission investigation and others that led to $185 million in fines, or whether the company knowingly transmitted false sales numbers based on the gains from fake accounts.
  • Though it is hard to quantify, Wells Fargo’s name, reputation, and brand have been undeniably damaged. After the publicity of the congressional hearings, it is likely that many potential customers will not use the bank’s services. Customers whose names were used to open fake accounts will probably never bank with Wells Fargo again. In fact, some of them are suing. That’s all before whatever further damage is done by the more recent accusations about the fake life insurance accounts from Prudential. Hopefully not lost in all this is that the initial plan by Wells Fargo executives was to scapegoat low-level employees for this entire scandal. Despite creating the “cross-selling” program, which forced employees to aggressively try to open new accounts and even firing those that did not or complained about it, Wells Fargo upper management initially took no responsibility for the fake account scandal. In all, over 5,000 low-level employees have been terminated and are likely never going to work in banking again, while the CEO and the executive responsible for managing the program, Carrie Tolstedt, will walk away with millions upon millions of dollars.
