Israel has long had a murky procedure called the Hannibal Directive that some interpret as an order to do whatever it takes to prevent a soldier’s capture, even if it means killing him in the process.

Here’s Israel’s version, as reported in Ynet: According to an announcement by the IDF [Israeli army], at 9:30 am Friday, terrorists opened fire at IDF forces in southern Gaza. Initial information from the scene indicated that there is a chance that an IDF soldiers [sic] was kidnapped [sic] during the incident. Israel claims that the soldiers were working to destroy a resistance tunnel and that such “defensive” activities were permitted by the ceasefire agreement. What Israel does not dispute is that its occupation forces were carrying out operations in the Gaza Strip.

But an interesting observation comes from this tweet: on Twitter Just returned from Southern gaza - got to border with Israel multiple artillery barrages whilst there an hour after supposed ceasefire— Rageh Omaar (@ragehomaar) August 1, 2014 If Omaar is right, this would mean that Israel was already heavily shelling in the Rafah area by around 9am, since the ceasefire was supposed to begin at 8am. And if the artillery barrages followed the killing and alleged capture of Israeli soldiers by Qassam it would also mean that the incident could have occurred before 9:30am.

Around 10am many more reports started to come in of mass casualties from “indiscriminate shelling” on George Street, east of Rafah. If the shelling indeed began between 9 and 10am, it would mean that Israel launched a massive and indiscriminate barrage at just about the time it says its soldier was captured. This makes no sense if Israeli forces wanted to ensure the captured soldier’s safety. After all, he could be killed along with his captors.

Qassam did not comment for the whole of Friday on Israel’s assertion that one of its soldiers was captured. Early on Saturday it issued a new military communiqué condemning the “ongoing horrifying massacre of civilians in Rafah” and reaffirming its earlier version and timeline of events. But it has these important additions: We lost contact with the group of fighters that were stationed at that location and we believe that all members of the unit were martyred and the soldier the enemy says went missing was killed in the Zionist shelling, assuming that the fighters did capture him during the confrontation. We in Qassam have no knowledge up to this moment about the missing soldier, nor his whereabouts nor the circumstances of his disappearance. It is reasonable to assume that Qassam has no motive to be deceptive about this; a captured Israeli soldier is a valuable asset. If they had him they would either boast about it or keep quiet and perhaps seek to trade information about him for concessions from Israel.

If the Israeli soldier was killed, it is possible that it was unintentional “friendly fire.” But again, forces that were intent on protecting and rescuing a missing soldier would be foolhardy to launch massive air raids or barrages of artillery fire in the area where he was captured. This leaves open the question of whether Israeli forces intended to kill the missing soldier. The Hannibal Directive The “Hannibal Directive” captured the Israeli imagination in the mid-1980s, when ongoing incursions and occupation in Lebanon, following the 1982 invasion, confronted the Israeli army with opportunities to experience capture. Popular understanding of this directive is phrased as “a dead soldier is better than a kidnapped [sic] one” – which was taken to mean that it would be better to kill a captured prisoner of war than have him remain alive.

There was much discussion on Twitter about this being the reason for the shelling of Rafah on Friday morning, including in reports from Ynet’s military reporter Attila Somfalvi, that the words “Hannibal! Hannibal!” were shouted over military communication systems.

Journalist Haim Har-Zahav reminisced that it took 50 minutes before the directive was put into practice on the Lebanon border, in 2006 and almost an hour in 1991, but that his own brigade took only a few minutes. Sports commentator Ouriel Daskal stated outright: “what I deduce from what’s happening in Rafah is that there’s an implementation of the Hannibal Directive. Let’s hope not.” Moreover, blogger Richard Silverstein reported a few days ago that another soldier was killed in Gaza under the directive. Israeli investigative journalist Ronen Bergman confirmed in a radio interview, with respect to an earlier incident, that in Gaza the procedure “was tested in practice and apparently the soldiers acted in accordance with that directive.”

But these indications, combined with the fact that Israel bombed Rafah so viciously make it a reasonable hypothesis that someone giving orders on Friday morning wanted the soldier dead rather than captured. If that is the case, then it is Israel that destroyed the humanitarian ceasefire, in the process murdering dozens more innocent people and pushing the death toll from the ongoing massacre in Gaza to more than 1,600 people.

The insurgents had imposed a siege on the airbase on December 12 and destroyed at least five warplanes. Located in the Homs’ eastern countryside, the T4 Airport used to be a critical security installation, providing SAA forces with close air support. The loss of the air base also complicated attempts to re-capture the city of Palmyra from ISIS. The al-Mezzeh air base near Damascus has thus become crucial for providing air support for SAA troops in Homs Governorate. On December 13, 2016 ISIS captured the main road between al-Qaryatain town and Homs city. The road used to be a main  supply route for the SAA’s forces. ISIS seized control of the logistic arteries after capturing military checkpoints. On December 11, ISIS recaptured the ancient city of Palmyra in Homs Governorate subsequent to heavy clashes and a coordinated attack from the east north and south. Russian air forces had supported the Syrian Arab Army but didn’t succeed in preventing ISIS from recapturing the city.

Syria’s Foreign and Expatriates Ministry on Friday sent two letters to the UN Secretary General and the head of the UN Security Council denouncing a new Israeli aggression on the  Mezzeh military airport. In its letters, the Ministry stated: ” The new Israeli missile attack on Mezzeh military airport west of Damascus comes within a long series of Israeli attacks since the beginning of the terrorist war on the sovereignty, territorial integrity and independence of Syria which has been planned in the Israeli, French and British intelligence agencies and their agents in Saudi Arabia, Turkey, Qatar and other countries that wanted to impose control and hegemony on Syria and the region”. It is noteworthy that the al-Mezzeh air base is located no more than about 5 kilometers from the residence of Syrian President Bashar al-Assad.

Take a look around the world and it’s hard not to conclude that the United States is a superpower in decline. Whether in Europe, Asia, or the Middle East, aspiring powers are flexing their muscles, ignoring Washington’s dictates, or actively combating them. Russia refuses to curtail its support for armed separatists in Ukraine; China refuses to abandon its base-building endeavors in the South China Sea; Saudi Arabia refuses to endorse the U.S.-brokered nuclear deal with Iran; the Islamic State movement (ISIS) refuses to capitulate in the face of U.S. airpower. What is a declining superpower supposed to do in the face of such defiance? This is no small matter. For decades, being a superpower has been the defining characteristic of American identity. The embrace of global supremacy began after World War II when the United States assumed responsibility for resisting Soviet expansionism around the world; it persisted through the Cold War era and only grew after the implosion of the Soviet Union, when the U.S. assumed sole responsibility for combating a whole new array of international threats. As General Colin Powell famously exclaimed in the final days of the Soviet era, “We have to put a shingle outside our door saying, ‘Superpower Lives Here,’ no matter what the Soviets do, even if they evacuate from Eastern Europe.”

The first step in any 12-step imperial-overstretch recovery program would involve accepting the fact that American power is limited and global rule an impossible fantasy.

Iraqi and U.S. officials have confirmed that fighters allied with the Islamic State not only captured hundreds of U.S.-supplied Humvees and large amounts of ammunition in their march across Iraq, but they also now possess as many as 52 U.S.-supplied artillery pieces with GPS aiming systems. The 155mm guns have a range of 20 miles, putting many Iraqi cities still in government hands easily within range of Islamic State positions.

With five teams of 90 U.S. troops completing their initial assessment of what it would take to help the Iraqi army reverse its military losses, the situation as described by Iraqi soldiers, a senior Iraqi politician and outside analysts who are carefully watching developments underscores how difficult a task awaits any American advisers asked to rejuvenate the Iraqi military. They describe a military riddled with incompetence, unable to provide support to troops in combat, widespread cowardice among the officer corps, and without a coherent plan for reversing the Islamic State’s advance.The initial U.S. assessment, which arrived at the Pentagon Monday, apparently is just as grim. In one of its most alarming findings, according to a Pentagon official, the advisers concluded that while Iraqi troops could defend Baghdad against an attack now, they would be unable to launch the kind of offensive maneuvers required to fend off the insurgents for the long term, leaving the capital at continued risk. The official asked to remain anonymous because he had not been authorized to discuss the report.The advisers also warned that the majority of Iraqi brigades are infiltrated by either Sunni extremists or Shiite militias, the official said.

Four Iraqi army divisions have simply disappeared and won’t be easily resurrected.The 2nd Division was routed from Mosul, Iraq’s second largest city, on June 9 at the beginning of the Islamic State’s advance, and its four brigades have dissolved. The 1st Division also is basically gone, losing two brigades in Anbar province earlier in the year, then two more during last month’s Islamic State onslaught, including one brigade that in the words of the senior Iraqi politician was “decimated” in Diyala province northeast of Baghdad.The same is true of Iraq’s 3rd Division. The division’s 6th and 9th Brigades fled the Islamic State’s advance in the north, and the status of its 11th Brigade is unknown. A small unit of its 10th Brigade is still in Tal Afar, but it is trapped by Islamic State forces.

The 4th Division also was routed. Half its members have disappeared _ many suspect they were massacred when the Islamic State captured Tikrit _ and only one small unit is known to still exist, surrounded by Islamists at a one-time U.S. military base near Tikrit known as Camp Speicher.

Again, these are the findings of the Army's investigation into Sergeant Bergdahl's disappearance; they are not the apologies or fantasies of his legal team, Marines turned anti-war peaceniks like myself, or Obama fawning conspirators. The details behind these facts are contained in the Army's report, authored by Major General Kenneth Dahl, which has not been publically released, but hopefully will be made available to the public after Sergeant Bergdahl's preliminary hearing next month or, if the desertion and misbehavior charges are pursued, during his court martial. Just what events Sergeant Bergdahl witnessed that would compel him to risk his life, traveling unarmed through enemy controlled territory, to provide information to an American general, are not presently known. We do know that the unit Sergeant Bergdahl belonged to underwent serious disciplinary actions both before and after Sergeant Bergdahl's capture, that several of his unit's leaders were fired and replaced both prior to and subsequent to his capture, and, from communications between Sergeant Bergdahl and his family prior to his capture, Sergeant Bergdahl was sickened and distraught over the actions of his unit, including its possible complicity in the death of an Afghan child. It is quite possible Sergeant Bergdahl left his unit to report a war crime(s) or other serious crime(s) committed by American forces. He may have been trying to report a failure of his immediate leadership or it may have been something, in hindsight, that we would now consider trivial. Such an action on Sergeant Bergdahl's part would help to explain why his former platoon mates, quite possibly the very men whom Sergeant Bergdahl left to report on, have been so forceful in their condemnation of him, so determined not to forgive him for his disappearance, and so adamant in their denial to show compassion for his suffering while a prisoner of war.

This knowledge may explain why the Taliban believed Sergeant Bergdahl had fallen behind on a patrol rather than deserted. If he truly was deserting, than Sergeant Bergdahl most likely would have told the Taliban disparaging information about US forces in an attempt to harvest friendship and avoid torture, but if he was on a personal mission to report wrongdoing, than he certainly would not relate such information to the enemy. This may explain why Sergeant Bergdahl told his captors a lie rather than disclose his voluntary departure from the platoon outpost. This would also justify why Sergeant Bergdahl left his base without his weapon or equipment. Before his departure from his outpost, Sergeant Bergdahl asked his team leader what would happen if a soldier left the base, without permission, with his weapon and other issued gear. Sergeant Bergdahl's team leader replied that the soldier would get in trouble. Understanding Sergeant Bergdahl as not deserting, but trying to serve the Army by reporting wrongdoing to another base would explain why he chose not to carry his weapon and issued gear off of the outpost. Sergeant Bergdahl was not planning on deserting, i.e. quitting the army and the war, and he did not want to get in trouble for taking his weapon and issued gear with him on his unauthorized mission.

This possible exposure to senior leaders, and ultimately the media and American public, of civilian deaths or other offenses would also account for the non-disclosure agreement Sergeant Bergdahl's unit was forced to sign after his disappearance. Non-disclosure agreements may be common in the civilian world and do exist in military fields such as special operations and intelligence, but for regular infantry units they are rare. Sergeant Bergdahl's capture by the enemy, possibly while en-route to reveal war crimes or other wrongdoings, would certainly be the type of event an embarrassed chain of command would attempt to hide. Such a cover up would certainly not be unprecedented in American military history.Similar to the assertions made by many politicians, pundits and former soldiers that Sergeant Bergdahl deserted because, to paraphrase, he hated America and wanted to join the Taliban, the notion that he cooperated and assisted the Taliban while a prisoner of war has also been debunked by the Army's investigation. We know that Sergeant Bergdahl resisted his captors throughout his five years as a prisoner of war. His dozen escape attempts, with full knowledge of the risks involved in recapture, are in keeping with the Code of Conduct all American service members are required to abide by during captivity by the enemy.

In his own words, Sergeant Bergdahl's description of his treatment reveals a ghastly and barbaric five years of non-stop isolation, exposure, malnutrition, dehydration, and physical and psychological torture. Among other reasons, his survival must be attested to an unshakeable moral fortitude and inner strength. The same inherent qualities that led him to seek out an American general to report "disturbing circumstances" could well be the same mental, emotional and spiritual strengths that kept him alive through half a decade of brutal shackling, caging, and torture. It is my understanding the US military's prisoner of war and survival training instructors are studying Sergeant Bergdahl's experience in order to better train American service members to endure future experiences as prisoners of war. Susan Rice, President Obama's National Security Advisor, was roundly lampooned and criticized last year for stating that Sergeant Bergdahl "served with honor and distinction". It is only the most callous and politically craven among us who, now understanding the torture Sergeant Bergdahl endured, his resistance to the enemy that held him prisoner, and his adherence to the US military's Code of Conduct for five years in horrific conditions, would argue that he did not serve with honor and distinction.

The group is believed to have created limited stocks of mustard gas. Iraqi officials say it has ambitions to develop more dangerous agents like nerve gas, though the U.S. has said it appears still far from that goal. Tests confirmed mustard gas was used in a town in Syria when ISIS was launching attacks there in August 2015. Other unverified reports in both Iraq and Syria accuse ISIS of using chemical agents on the battlefield.

4) Looking again at a massive area of dry air brought about by HAARP and chemtrails, the report points out how satellite imagery of a ring of rising air and a central column of falling air captured at 10 a.m. in California on April 9 proves that a HAARP downburst sent high pressure descending air into the jet stream, once again preventing rain.5) As this air descends, it just keeps getting bigger and bigger in the satellite imagery. And as it begins to reform, another HAARP downburst is observed on the north side of the front, with a signature clockwise flow around a high pressure area as it's sent downward. Put simply, the developing storm was basically broken up by HAARP, where it later reformed around Mexico and sent rain over New Mexico and Texas rather than California."Don't think for a minute that this drought in California is natural. They're using a variety of techniques to maintain this drought," warns The HAARP Report."The oceans are dying because of increasing ultraviolet-B. The modern HAARP transmitters punch holes in the ozone layer, since they must drive a plasmoid from 30 miles high down to the jet stream... mixing the chemtrails vertically, which breaks down the protective ozone layer.""The Pacific is dying because the base of the food chain, phyto-plankton, are being killed by the high UV-B, created by ionospheric heaters. Radiation from Fukushima is killing the Pacific, but not as fast as the lack of plankton, which can't survive the high UV-B. Fukushima is being used as a 'cover' for the excess UV-B caused by HAARP and chemtrails. That would explain the complete lack of action to stop the radiation from leaking into the Pacific."

In this regard, the capture of Mosul appears to have been a carefully engineered operation, planned well in advance. With the exception of a few skirmishes, no fighting took place. Entire divisions of the Iraqi National Army –trained by the US military with advanced weapons systems at their disposal– could have easily repelled the ISIS rebels. Reports suggest that they were ordered by their commanders not to intervene. According to witnesses, “Not a single shot was fired”. The forces that had been in Mosul have fled — some of which abandoned their uniforms as well as their posts as the ISIS forces swarmed into the city. Fighters with the Islamic State of Iraq and Syria (ISIS), an al-Qaeda offshoot, overran the entire western bank of the city overnight after Iraqi soldiers and police apparently fled their posts, in some instances discarding their uniforms as they sought to escape the advance of the militants. http://hotair.com/archives/2014/06/10/mosul-falls-to-al-qaeda-as-us-trained-security-forces-flee/

A contingent of one thousand ISIS rebels take over a city of more than one million? Without prior knowledge that the US controlled Iraqi Army (30,000 strong) would not intervene, the Mosul operation would have fallen flat, the rebels would have been decimated. Who was behind the decision to let the ISIS terrorists take control of Mosul? Had the senior Iraqi commanders been instructed by their Western military advisers to hand over the city to the ISIS terrorists? Were they co-opted?

The formation of the caliphate may be the first step towards a broader conflict in the Middle East, bearing in mind that Iran is supportive of the Al Maliki government and the US ploy may indeed be to encourage the intervention of Iran. The proposed redivision of Iraq is broadly modeled on that of the Federation of Yugoslavia which was split up into seven “independent states” (Serbia, Croatia, Bosnia-Herzegovina, Macedonia (FYRM), Slovenia, Montenegro, Kosovo). According to Mahdi Darius Nazemroaya, the re division of Iraq into three separate states is part of a broader process of redrawing the Map of the Middle East.

US forces could have intervened. They had been instructed to let it happen. It was part of a carefully planned agenda to facilitate the advance of the ISIS rebel forces and the installation of the ISIS caliphate. The whole operation appears to have been carefully staged.

In Mosul, government buildings, police stations, schools, hospitals, etc are formally now under the control of the Islamic State of Iraq and Syria (ISIS). In turn, ISIS has taken control of military hardware including helicopters and tanks which were abandoned by the Iraqi armed forces. What is unfolding is the installation of a US sponsored Islamist ISIS caliphate alongside the rapid demise of the Baghdad government. Meanwhile, the Northern Kurdistan region has de facto declared its independence from Baghdad. Kurdish peshmerga rebel forces (which are supported by Israel) have taken control of the cities of Arbil and Kirkuk. (See map above) Concluding Remarks There were no Al Qaeda rebels in Iraq prior to the 2003 invasion. Moreover, Al Qaeda was non-existent in Syria until the outset of the US-NATO-Israeli supported insurgency in March 2011. The ISIS is not an independent entity. It is a creation of US intelligence. It is a US intelligence asset, an instrument of non-conventional warfare.

The ultimate objective of this ongoing US-NATO engineered conflict opposing Maliki government forces to the ISIS insurgency is to destroy and destabilize Iraq as a Nation State. It is part of an intelligence operation, an engineered process of  transforming countries into territories. The break up of Iraq along sectarian lines is a longstanding policy of the US and its allies. The ISIS is a caliphate project of creating a Sunni Islamist state. It is not a project of the Sunni population of Iraq which historically has been committed to a secular system of government. The caliphate project is a US design. The advances of ISIS forces is intended to garnish broad support within the Sunni population directed against the Al Maliki government The division of Iraq along sectarian-ethnic lines has been on the drawing board of the Pentagon for more than 10 years.

Was the handing over of Mosul to ISIS part of a US intelligence agenda? Were the Iraqi military commanders manipulated or paid off into allowing the city to fall into the hands of the ISIS rebels without “a single shot being fired”. Shiite General Mehdi Sabih al-Gharawi who was in charge of the Mosul Army divisions “had left the city”. Al Gharawi had worked hand in glove with the US military. He took over the command of Mosul in September 2011, from US Col Scott McKean. Had he been co-opted, instructed by his US counterparts to abandon his command?

The Western media in chorus have described the unfolding conflict in Iraq as a “civil war” opposing the Islamic State of Iraq and al-Sham against the Armed forces of the Al-Maliki government. (Also referred to as Islamic State of Iraq and the Levant (ISIL) or Islamic State of Iraq and Syria (ISIS)) The conflict is casually described as “sectarian warfare” between Radical Sunni and Shia without addressing “who is behind the various factions”.  What is at stake is a carefully staged US military-intelligence agenda. Known and documented, Al Qaeda affiliated entities have been used by US-NATO in numerous conflicts as “intelligence assets” since the heyday of the Soviet-Afghan war. In Syria, the Al Nusrah and ISIS rebels are the foot-soldiers of the Western military alliance, which oversees and controls the recruitment and training of paramilitary forces.

The Al Qaeda affiliated Islamic State of Iraq (ISI) re-emerged in April 2013 with a different name and acronym, commonly referred to as the Islamic State of Iraq and Syria (ISIS). The formation of a terrorist entity encompassing both Iraq and Syria was part of a US intelligence agenda. It responded to geopolitical objectives. It also coincided with the advances of Syrian government forces against the US sponsored insurgency in Syria and the failures of both the Free Syrian Army (FSA) and its various “opposition” terror brigades. The decision was taken by Washington to channel its support (covertly) in favor of a terrorist entity which operates in both Syria and Iraq and which has logistical bases in both countries. The Islamic State of Iraq and al-Sham’s Sunni caliphate project coincides with a longstanding US agenda to carve up both Iraq and Syria into three separate territories: A Sunni Islamist Caliphate, an Arab Shia Republic, and a Republic of Kurdistan.

Whereas the (US proxy) government in Baghdad purchases advanced weapons systems from the US including F16 fighter jets from Lockheed Martin, the Islamic State of Iraq and al-Sham –which is fighting Iraqi government forces– is supported covertly by Western intelligence. The objective is to engineer a civil war in Iraq, in which both sides are controlled indirectly by US-NATO. The scenario is to arm and equip them, on both sides, finance them with advanced weapons systems and then “let them fight”.

The Islamic caliphate is supported covertly by the CIA in liaison with Saudi Arabia, Qatar and Turkish intelligence. Israel is also involved in channeling support to both Al Qaeda rebels in Syria (out of the Golan Heights) as well to the Kurdish separatist movement in Syria and Iraq.

First published by GR on June 14, 2014.  President Barack Obama has initiated a series of US bombing raids in Iraq allegedly directed towards the rebel army of the Islamic State (IS). The Islamic State terrorists are portrayed as an enemy of America and the Western world. Amply documented, the Islamic State is a creation of Western intelligence, supported by the CIA and Israel’s Mossad and financed by Saudi Arabia and Qatar. We are dealing with a diabolical military agenda whereby the United States is targeting a rebel army which is directly funded by the US and its allies. The incursion into Iraq of the Islamic State rebels in late June was part of a carefully planned intelligence operation. The rebels of the Islamic state, formerly known as the ISIS, were covertly supported by US-NATO-Israel  to wage a terrorist insurgency against the Syrian government of Bashar Al Assad.  The atrocities committed in Iraq are similar to those committed in Syria. The sponsors of IS including Barack Obama have blood on their hands.

The killings of innocent civilians by the Islamic state terrorists create a pretext and the justification for US military intervention on humanitarian grounds. Lest we forget, the rebels who committed these atrocities and who are a target of US military action are supported by the United States. The bombing raids ordered by Obama are not intended to eliminate the terrorists. Quite the opposite, the US is targeting the civilian population as well as the Iraqi resistance movement. The endgame is to destabilize Iraq as a nation state and trigger its partition into three separate entities.

As the Obama administration began to provide heavy weaponry to Harakat al-Hazm, the Washington Institute for Near East Policy published an analysis hailing Harakat Hazm as “rebels worth supporting,” going so far as to say that the group was “a model candidate for greater U.S. and allied support, including lethal military assistance.” That error was not as egregious as the appeal by three members of the DC foreign policy establishment “smart set” (including one former senior Bush administration National Security Council official) who argued in the pages of the January issue of Foreign Affairs for U.S. engagement with another Syrian “rebel” group, Ahrar al-Sham.

Earlier this week I reported on Harakat al-Hazm, which was the first of the “vetted moderates” to receive U.S. anti-tank weaponry earlier this year. Harakat al-Hazm is reportedly a front for the Muslim Brotherhood as well as Turkey and Qatar, its Islamist state sponsors. An L.A. Times article was published this past Sunday from the battle lines in Syria. The reporter recounted a discussion with two Harakat al-Hazm fighters who admitted, “But Nusra doesn’t fight us, we actually fight alongside them. We like Nusra.” Despite a claim by the L.A. Times that Harakat al-Hazm had released a statement of “rejection of all forms of cooperation and coordination” with al-Nusra Front, I published in my article earlier this week an alliance statement signed by both Jabhat al-Nusra and Harkat al-Hazm forging a joint front in Aleppo to prevent pro-Assad forces from retaking the town.

At the same time U.S.-provided FSA weapons caches were being mysteriously raided by ISIS and Jabhat al-Nusra, one of the senior FSA commanders in Eastern Syria, Saddam al-Jamal, defected to ISIS. In March, Jabhat al-Nusra joined forces with the FSA Liwa al-Ummah brigade to capture a Syrian army outpost in Idlib. Then in early July I reported on FSA brigades that had pledged allegiance to ISIS and surrendered their weapons after their announcement of the reestablishment of the caliphate. More recently, the FSA and Jabhat al-Nusra teamed up last month to capture the UN Golan Heights border crossing in Quneitra on the Syria/Israel border, taking UN peacekeepers hostage. But the Free Syrian Army is not the only U.S.-armed and trained “rebel” force in Syria that the Obama administration is having serious trouble keeping in the “vetted moderate” column.

At the time their article appeared, however, Ahrar al-Sham was led by one of al-Qaeda chief Ayman al-Zawahiri’s top lieutenants and former Bin Laden courier, Mohamed Bahaiah (aka Abu Khaled al-Suri). This is why the article was originally subtitled “An Al-Qaeda affiliate worth befriending.” Giving too much of the game away for non-Beltway types, that subtitle was quickly changed on the website to “An Al-Qaeda-linked group worth befriending.” That dream of “befriending al-Qaeda” was dealt a major blow earlier this week when a blast of unknown origin killed most of Ahrar al-Sham’s senior leadership. Bereft of leadership, many analysts have rightly expressed concern that the bulk of Ahrar al-Sham’s forces will now gravitate towards ISIS and other terrorist groups.

While a McClatchy article on the explosion laughably claimed that the dead Ahrar al-Sham’s leaders represented the group’s “moderate wing” who were trying to come under another fictional “vetted moderate” alliance to obtain the next anticipated flood of U.S. weapons, others have observed that tributes to the dead leaders have poured in from al-Qaeda leaders for their “moderate wing” allies. This is what the D.C. foreign policy establishment has reduced itself to when it comes to Syria — cozying up to al-Qaeda (or Iran and Assad) in the name of “countering violent extremism,” namely ISIS, and entertaining each other with cocktail party talk of “moderate wings” of al-Qaeda. As my colleague Stephen Coughlin observes, our bipartisan foreign policy establishment has created a bizarre language about Iraq and Afghanistan to avoid the stark reality that we lost both wars. This is the state American foreign policy finds itself in on the 13th anniversary of the 9/11 attacks by al-Qaeda.

As congressional Republicans and Democrats alike will undoubtedly rush in coming days to throw money at anyone the Obama administration deems “vetted moderates” to give the appearance of doing something in the absence of a sensible, reality-based strategy for understanding the actual dynamics at work in Syria and Iraq, an urgent reexamination of who the “vetted moderates” we’ve been financing, training and arming is long overdue. It is also essential to know to whom the State Department has contracted the “vetting.” This is especially true as ISIS leaders are openly bragging about widespread defections to ISIS amongst FSA forces that have been trained and armed by the U.S. Predictably, the usual suspects (John McCain and Lindsey Graham) who have been led wide-eyed around Syria by the “vetted moderate” merchants and have played the administration’s “yes men” for a fictional narrative that has never had any basis in reality will undoubtedly hector critics for not listening to their calls to back the “vetted moderate” rebels last year when they could have contained ISIS — an inherently false assumption. These usual suspects should be ashamed of their role in helping sell a fiction that has cost 200,000 Syrians their lives and millions more their homes while destabilizing the entire region. Shame, sadly, is a rare commodity in Washington, D.C.

Notwithstanding Obama’s siren call for immediate action, Congress should think long and hard before continuing to play along with the administration and D.C. foreign policy establishment’s “vetted moderate” fairy tale and devote themselves to some serious reflection and discussion on how we’ve arrived at this juncture where we are faced with nothing but horribly bad choices and how to start walking back from the precipice. As we remember the thousands lost on that terrible day thirteen years ago, truly honoring their memory deserves nothing less.

There are also other good reasons to oppose torture and torture by proxy through CIA rendition. Most people and governments worldwide believe that torture is immoral, a view that is generally shared by most Americans. Legally there is also a long tradition condemning torture. German and Japanese officers were executed after the Second World War for torturing prisoners and the principle was firmly established that torture, specifically including waterboarding, is a war crime. The US is signatory to the UN’s anti-torture convention and both the United States Code and specific acts of congress require prosecution of any government employee engaging in such activity. In practical terms, torture also opens up a door that should never be opened by anyone who genuinely cares about US soldiers, diplomats, and intelligence officers stationed at their peril around the world. To put it succinctly, if we do it to them, they will do it to us.

Torture advocates have assiduously cultivated a number of myths, most prominent of which is the “ticking time bomb.” This is a particular favorite of the redoubtable Alan Dershowitz and a number of prominent neocons. It goes like this – a terrorist is captured who has knowledge of an impending attack on a major civilian target, but he won’t cooperate. How to get the information?  Simple. Get an accommodating judge to issue a legal finding that enables you to torture him until he talks, thereby saving lives of innocent civilians. The only problem with the Dershowitz narrative is that there has never been an actual ticking time bomb. No terrorist has ever been captured, subjected to torture, and provided information that foiled an attack, not even in Israel where routine torture of suspected terrorists captured in flagrante used to be the case (but is now illegal). Advocating a policy of torture, with all that entails, based on a “what if” is fighting evil with more evil, not a solution.

More importantly however, is what kind of message an US statement like that sends to ISIS, as well as Al Nusra and other terrorist brigades inside Syria, which is basically, “we do not need to worry about US air strikes, only Syrian Army and Russian strikes.” This situation really sums up the utter fraud and contempt of the US deception in Syria, and it’s no surprise that the Russian Foreign Ministry are reticent to extend themselves any more where the US is concerned. Then, in March 2016, when ISIS fled Palmyra, back across the desert towards Deir ez-Zor and Raqqa – the great and powerful US ‘Coalition’ airforce actually helped ISIS in a number of ways, including allowing them free passage once more. In late August, we were told that the Turkish Army, alongside “allied Syrian rebels” (terrorist group Faylaq al-Sham) backed by the US air cover, invaded Syria in order to capture the “ISIS-held” town of Jarabulus, Syria, this supposedly to cut off ISIS’s last open route into Turkey. But what happened to ISIS? The NYT even admitted that, “… it appeared that most of the militants had fled without a fight.” Here, ISIS appears to have been given advanced warning – by either US or Turkish intelligence, as they left the contested town of Jarabulus quietly, but in droves. In reality, Turkey twisted this operation in order to attack and degrade Kurdish militias including the US-backed artificial construct called the Syrian Democratic Forces (SDF), and pro-Kurdish People’s Protection Units (YPG) and Kurdish Democratic Union Party (PYD), the Syrian affiliate of the militant Kurdistan Workers’ Party (PKK) in Iraq and Turkey – all of whom are meant to be fighting ISIS. Instead, they are now busy dodging Turkish artillery rounds. Confusing, yes, but true nonetheless.

It’s also common knowledge now, that top of the line US weaponry is being used by ISIS, both in Iraq, in Afghanistan and in Syria as well. In fact, if not for US weapons and supplies (along with US air intervention, or noninterventions), ISIS would have struggled to maintain many of the strategic positions it enjoys today. For the last 3 years, US officials have been dodging this issue, and when they do admit this is true, their patronizing party line is that, “this must be a mistake, if they do have US weapons, we didn’t mean it.” As if the world was born yesterday. Perhaps the most flagrant violation by the US-led forces in aiding and abetting ISIS took place on Sept 17, 2016, when the US-led Coalition bombed Syrian Army positions outside of Deir ez-Zor near al-Tharda Mountain, killing some 80 soldiers and injuring 100 more.  As if by design, an ISIS offensive began immediately following the US massacre of Syrian soldiers. Clearly, this bold move by the Pentagon paved the way for a major ISIS advance. To any normal observer, the US attack was a belligerent act of war that effective destroyed an already fragile bilateral ceasefire agreement, and yet the US response was to somehow blame Russia for calling an emergency UNSC meeting to discuss the incident. Judging by this response, it’s pretty clear that US wants to see the Syrian Conflict carry on for a while, and it will need groups like ISIS to make that happen.

The other problem with Washington’s hollow righteousness in the Middle East is that there are key members of the US-led “Coalition” who are financing ISIS, Al Nusra Front, Nour al Din Zinki, and Arar al Sham (all ‘moderate’ terrorists we’re told) militants in Syria, Iraq and beyond. This fact was recently admitted by former US Secretary of State and Democratic candidate Hillary Clinton, as revealed in this week’s batch of Wikileaks emails. Clinton writes: “While this military/para-military operation is moving forward, we need to use our diplomatic and more traditional intelligence assets to bring pressure on the governments of Qatar and Saudi Arabia, which are providing clandestine financial and logistic support to ISIL and other radical Sunni groups in the region.”  Add to that the multiple exposures over the last 3 years of the US CIA illegally trafficking lethal arms to Al Nusra and other terrorists through covert operations like Timber Sycamore. Still, US and NATO member state officials and their media gatekeepers continue to deny it and play dumb, rather than come clean that the United States and its ‘partners’ in the region are helping, not hindering ISIS terrorism. Some might ask: why would they do a thing like that? By now, the answer should be simple, but threefold:

ISIS is still one of Washington’s best hope for continuing instability, and “regime change” in Syria. The existence of ISIS in Syria and Iraq guarantees that Washington can invite itself to the party.  The ISIS brand has been a boon for the global military industrial complex and all of its bottom-feeder businesses and ‘security’ contract firms. What’s so comical yet even more tragic, is how prominent the topic of “ISIS” factors into all of the vapid ‘national security’ debates and media panels in this year’s US Presidential election, and in the dumbed-down ‘coverage’ of the delusional US mainstream media, led by Pentagon surrogate CNN, and hopeless FOX News. Judging by their prosaic ‘coverage’, neither the networks, nor Hillary Clinton or Donald Trump have the slightest clue of what the reality on the ground is. Instead we here, “My ISIS plan is better than yours!” The US political conversation has gone beyond ridiculousness. The corps of US military and CIA media spokesman aren’t much better. The sad part is some of them do know what is really happening, but would rather lie to the American public. With so much double dealing, who can you trust? Certainly not anyone in Washington. More on the White House’s latest dangerous proposition….

The Russians for their part have never been known to call in the Israeli ambassador over an Israeli air raid in Syria at any time since Russia began its intervention in Syria in September 2015.  That they have done so in this case shows how seriously they are treating this incident. Lastly, the blustering response from the Israelis, with Netanyahu issuing thinly veiled warnings to Moscow and the Israelis bragging about their ability to destroy Syria’s air defenses and threatening to do so “without the slightest hesitation”, suggests that they are rattled, and that they have been taken by surprise and are alarmed by the Syrian and Russian response.

Contrary to some claims, the Tiyas air base has never been captured by ISIS or by any other Jihadi group, though ISIS did unsuccessfully attempt to capture it following its temporary capture of Palmyra last December. Tiyas is one of Syria’s biggest air bases, and was the base from which the Syrian army launched its counter-offensive which recaptured Palmyra a few weeks ago.  Tiyas is now providing critical support to the ongoing Syrian military offensive against ISIS, whose ultimate objective appears to be the relief of the besieged eastern desert city of Deir Ezzor. Unofficially, the Israelis always claim that their air strikes in Syria are intended to prevent weapons supplies to Hezbollah.  In this case unofficial claims are circulating in Israel that the air strike was intended to stop a handover of Scud missiles at the Tiyas air base by Syria to Hezbollah. This is on the face of it extremely unlikely.  There are no reports of Hezbollah fighters present in any number near Palmyra or at the Tiyas base, or of them being involved in the ongoing Syrian military offensive against ISIS.  It is anyway unlikely that the Syrians would use the Tiyas air base – close to the front line in the fight against ISIS and far away from Hezbollah’s bases in Lebanon – in order to supply Scud missiles to Hezbollah.  If the Syrians really were transferring such powerful weapons to Hezbollah, a far more likely place for them to do it would be Damascus. A far more natural explanation for the Israeli raid is that it was intended to disrupt the ongoing Syrian army offensive against ISIS, which relies heavily on smooth operation of the Tiyas air base.  This after all is what the Syrian military is quoted by SANA (see above) as saying was the reason for the raid “This blatant Israeli act of aggression came as part of the Zionist enemy’s persistence with supporting ISIS terrorist gangs and in a desperate attempt to raise their deteriorating morale and divert attention away from the victories which Syrian Arab Army is making in the face of the terrorist organizations.” There have been persistent reports throughout the Syrian war that Israel would prefer a Jihadi victory or even an ISIS victory in Syria to the restoration of the Syrian government’s full control over Syria.

The Syrian government’s major regional allies are Iran and Hezbollah, which Israel has come to see as its major enemies, so the possibility that Israel might wish to see the Syrian government defeated is not in itself unlikely.  Possibly rather than an outright Jihadi victory, which might cause Israel serious problems in the future, what some tough minded people in Israel want is an indefinite prolongation of the war, so as to tie down the Syrian military, Hezbollah and Iran, preventing them from challenging Israel. If that is indeed the thinking of some people in Tel Aviv, then it would explain the raid on the Tiyas air base.  It would however be an astonishingly reckless and cynical thing to do, to support an organisation like ISIS in order to disrupt the alliance between Syria, Iran and Hezbollah. Of course there is a widespread view that it was precisely in order to disrupt this alliance between Syria, Iran and Hezbollah that the Syrian war was launched in the first place.   Whether or not that is so, and whether or not Israel had any part in that, the Israelis now need to reconsider their stance.  On any objective assessment their tactic of providing discrete backing to ISIS and to the other Jihadi groups fighting the Syrian government is achieving the opposite of Israel’s interests. Instead of weakening or breaking the alliance between Syria, Iran and Hezbollah, the Syrian war has made it stronger, with Iran and Hezbollah both coming to Syria’s rescue, and Iraq increasingly cooperating with them in doing so.  The result is that Iran’s influence in Syria has grown stronger so that there is now even talk of Iran establishing a naval base in Syria, whilst Hezbollah is probably stronger than it has ever been before. The Syrian military is also becoming significantly stronger, with the incident of the raid showing that technical help from Russia has now made it possible for the Syrians to track and intercept Israeli aircraft over Israeli territory. The Syrian war has also caused Russia to intervene in Syria, making Russia a de facto ally of Syria, Iran and Hezbollah.

The result is that Russia is now busy establishing a massive air defense and military base complex in Syria, which for the first time has brought a military superpower with far greater technological and military resources than Israel’s own close to Israel’s border. The result is that for the first time in its history – apart from the brief period of the so-called War of Attrition (‘Operation Kavkaz’) of 1970 – Israel’s military dominance in the region of the region is being seriously challenged.  Already there are reports that the Russian air defence system in Syria is too advanced for the Israelis to defeat, and that the Russians have the ability to track every single Israeli aircraft that takes off in Israel itself. Lastly, the Russian protest to Israel on Friday shows that the Russians are prepared to speak up for Syria if it is being attacked or threatened.
