    Highlighted statements are scattered and buried deep in an article mostly about new accusations against Russia. Coup government President Poroshenko's statement that he is working toward a peace roadmap represents an abrupt departure from that government's stance since it began its invasion of separatist-held territory in eastern Ukraine, that only the unconditional surrender of the separatists could halt the coup government's attack. Lying behind that statement (from other reports) is the fact that the tide of battle has turned sharply; the coup government's mostly-conscript army forces are variously surrounded or retreating as the separatists gain the upper hand. Moreover, nearly all of the coup government attack airplanes and helicopters have been destroyed by separatist MANPAD shoulder-fired ground-to-air missiles.  On coup government Prime Minister Yatseniuk's expressed need for "'practical help' and 'momentous decisions' from NATO at an alliance summit next month," I'd love to be a fly on wall during that meeting if the coup government's military situation continues to deteriorate. The U.S. is the only NATO member that wants further confrontation in Ukraine. Notwithstanding U.S. rhetoric threatening military action against Russia, it's doubtful that any military officers holding the rank needed to attend that NATO meeting would support NATO action against Russia so close to its own backyard. Russia has nukes aplenty, so it comes down to the ability to win a conventional war against Russia in Russia and the Ukraine. Far easier said than done, as both Napoleon Bonaparte and Adolph Hitler learned the hard way. Russia remains the nation with the second post powerful military in the world and would be playing on the home court with the ferocity of the Russian Bear. The U.S. would bring the most powerful force, both augmented and semi-crippled by taking the lead among reluctant NATO nation military forces. Here is the full article with my comments in blue. WASHINGTON (AP) — Senior U.S. intelligence officials said Tuesday that Russia was responsible for "creating the conditions" that led to the shooting down of Malaysia Airlines Flight 17, but they offered no evidence of direct Russian government involvement. The intelligence officials were cautious in their assessment, noting that while the Russians have been arming separatists in eastern Ukraine, the U.S. had no direct evidence that the missile used to shoot down the passenger jet came from Russia. The officials briefed reporters Tuesday under ground rules that their names not be used in discussing intelligence related to last week's air disaster, which killed 298 people. The plane was likely shot down by an SA-11 surface-to-air missile fired by Russian-backed separatists in eastern Ukraine, the intelligence officials said, citing intercepts, satellite photos and social media postings by separatists, some of which have been authenticated by U.S. experts. But the officials said they did not know who fired the missile or whether any Russian operatives were present at the missile launch. They were not certain that the missile crew was trained in Russia, although they described a stepped-up campaign in recent weeks by Russia to arm and train the rebels, which they say has continued even after the downing of the commercial jetliner.

Separatists previously had shot down 12 Ukrainian military airplanes, the officials said.

But if they possess satellite or other imagery of the missile being fired, they did not release it Tuesday. A graphic they made public depicts their estimation of the missile's flight path with a green line. The jet's flight path was available from air traffic control data.

  • In the weeks before the plane was shot down, Russia had stepped up its arming and training of the separatists after the Ukrainian government won a string of battlefield victories. The working theory is that the SA-11 missile came from Russia, although the U.S. doesn't have proof of that, the officials said. U.S. Ambassador to the U.N. Samantha Power said last week that "because of the technical complexity of the SA-11, it is unlikely that the separatists could effectively operate the system without assistance from knowledgeable personnel. Thus, we cannot rule out technical assistance from Russian personnel in operating the systems," she said. Asked about evidence, one of the senior U.S. intelligence officials said it was conceivable that Russian paramilitary troops are operating in eastern Ukraine, but that there was no direct link from them to the missile launch. Asked why civilian airline companies were not warned about a possible threat, the officials said they did not know the rebels possessed SA-11 missiles until after the Malaysian airliner was shot down. (WHAT?  Even I new this, just by reading the reports about the seized Buks, reports which even included photos.  They are really insulting our collective intelligence again!) 
  • ave you counted the "caveat words"?  I counted fifteen (depending on what you want to include).  Notice that they consider the Ukie missile as "implausible" but that they never explain why this would be implausible.  And they admit relying in part on social media and Ukie government info?  How absolutely utterly pathetic.  I mean - I feel sorry for them.  For any self-respecting intelligence official to admit such things is to commit a seppuku of your professional pride.  It's admitting that you are an amateur and a drooling moron.  And here is the deal - I very much doubt that these men are amateurs or morons.  So, yet again, they were back-stabbed by imbecile politicians like Obama and Power who just are not used to consulting with their own specialist before flapping their lips and nevermind if they make an entire intelligence community look like cretins.

But of course the big news here is this: the US fairy tale about Putin the terrorist is falling down in flames.  Yet again the Neocons by their sheer arrogance, hubris and boundless stupidity manged to lie their way into a corner from which there is no exit.  Not that the US had much street-cred anyway, not after Colin Powell's dishwasher powder in a vial at the UNSC.  But, of course, there is bad, very bad, even worse and outright terrible.  But now the US has reached the "terminal" stage. Philip Breedlove, until recently the supreme commander of NATO forces in Europe, plotted in private to overcome President Barack Obama’s reluctance to escalate military tensions with Russia over the war in Ukraine in 2014, according to apparently hacked emails from Breedlove’s Gmail account that were posted on a new website called DC Leaks. Obama defied political pressure from hawks in Congress and the military to provide lethal assistance to the Ukrainian government, fearing that doing so would increase the bloodshed and provide Russian President Vladimir Putin with the justification for deeper incursions into the country. Breedlove, during briefings to Congress, notably contradicted the Obama administration regarding the situation in Ukraine, leading to news stories about conflict between the general and Obama. But the leaked emails provide an even more dramatic picture of the intense back-channel lobbying for the Obama administration to begin a proxy war with Russia in Ukraine. In a series of messages in 2014, Breedlove sought meetings with former Secretary of State Colin Powell, asking for advice on how to pressure the Obama administration to take a more aggressive posture toward Russia.

  • Der Spiegel reported that Breedlove “stunned” German leaders with a surprise announcement in 2015 claiming that pro-Russian separatists had “upped the ante” in eastern Ukraine with “well over a thousand combat vehicles, Russian combat forces, some of the most sophisticated air defense, battalions of artillery” sent to Donbass, a center of the conflict. Breedlove’s numbers were “significantly higher” than the figures known to NATO intelligence agencies and seemed exaggerated to German officials. The announcement appeared to be a provocation designed to disrupt mediation efforts led by Chancellor Angela Merkel. In previous instances, German officials believed Breedlove overestimated Russian forces along the border with Ukraine by as many as 20,000 troops and found that the general had falsely claimed that several Russian military assets near the Ukrainian border were part of a special build-up in preparation for a large-scale invasion of the country. In fact, much of the Russian military equipment identified by Breedlove, the Germans said, had been stored there well before the revolution in Ukraine.
  • The emails, however, depict a desperate search by Breedlove to build his case for escalating the conflict, contacting colleagues and friends for intelligence to illustrate the Russian threat. James Inhofe, R-Okla., and were published by a neoconservative blog. The pictures turned out to be a deception; one supposed picture of Russian tanks in Ukraine was, in fact, an old photograph of Russian tanks in Ossetia during the war with Georgia.

  • When flight MH17 was hit with a missile over eastern Ukraine on July 17, US officials immediately blamed pro-Russian separatists for bringing the plane down. Secretary of State John Kerry said the evidence “obviously points a very clear finger at the separatists,” using “a system that was transferred from Russia.” The preliminary evidence — including photographs allegedly showing a Buk system in the area where the aircraft was shot down, satellite imagery supposedly showing a missile plume that trailed back to separatist-controlled territory, and intercepts of separatists purportedly discussing the shooting — supported Kerry’s assertion, but was at best circumstantial (Kerry himself called it “extraordinary circumstantial evidence”), and in the case of the missile plume, has not been made public. Doubts have been raised about the veracity of the initial MH17 story, particularly by independent journalist Robert Parry, who claims that a reliable (though anonymous) source told him that US satellite imagery actually suggests the flight was shot down by a Buk battery under the control of Ukrainian forces. Parry’s reporting initially suggested that the battery fired on MH17 accidentally, or due to carelessness on the part of its crew, but he has since reported (based on additional anonymous sourcing) that the attack may have been a deliberate attempt to assassinate Russian President Vladimir Putin, who was returning from the World Cup in Brazil that day and whose plane may have resembled MH17 in both physical appearance and flight path.
  • Obviously Parry’s story suffers from its reliance on anonymous sources and the lack of any publicly available evidence supporting it. However, it remains a plausible alternative to the Western narrative about MH17, in large part due to the failure of the US government to bolster the initial circumstantial evidence it raised against the separatists with anything more substantive (it claims doing so would compromise its intelligence-gathering capabilities). Parry is certainly not the only journalist to notice this failure, as shown by a heated July 25 exchange between AP reporter Matt Lee and State Department spokeswoman Marie Harf. As Gawker’s Matthew Phelan points out, the evidence that has been made public so far is hardly impressive considering the massive US intelligence apparatus that is supposed to be investigating what really happened to MH17. Yet for the most part, American mainstream news outlets have hardly challenged the US’ official MH17 story.
  • Others have publicly raised questions. A group of former intelligence and foreign service officials called Veteran Intelligence Professionals for Sanity (VIPS) released a public memo on July 29 to President Obama via Parry’s website. The authors argued that “the charges against Russia should be rooted in solid, far more convincing evidence” and asked that “if you [Obama] indeed have more conclusive evidence, you will find a way to make it public without further delay.” VIPS has also critiqued Colin Powell’s February 2003 speech to the UN Security Council making the case for the Iraq War, the Obama administration’s unwillingness to investigate and prosecute those behind the Bush-era torture program, and last year’s plans to launch cruise missile strikes against Syria. Granted, some of this group’s claims have been seriously challenged. In any case, if VIPS demand for more conclusive evidence seemed premature early on, their demands seem considerably more reasonable now that Russia’s supposed culpability in MH17′s downing has been used to justify additional US and EU sanctions. Yet there has still been no effort by the Obama administration to release more substantive evidence to support allegations of the separatists’ culpability. Gawker spoke to members of VIPS, who argued that given all the assets that must have been sent to eastern Ukraine in the midst of the ongoing fighting, the US government probably has substantial evidence showing what really happened to MH17. They also said that the seriousness of the deteriorating US-Russia relationship warranted releasing that evidence even if doing so would compromise intelligence-gathering operations. “We’re talking about the possibility of an armed confrontation with Russia. I mean, you couldn’t think of higher stakes,” retired CIA analyst Ray McGovern told Gawker.

  • It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding. On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day." German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).
  • The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO. The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.
  • But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats. Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel's diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove's bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the "super hawk," whose role is that of increasing the pressure on America's more reserved trans-Atlantic partners.

  • German foreign policy experts are united in their view of Breedlove as a hawk. "I would prefer that Breedlove's comments on political questions be intelligent and reserved," says Social Democrat parliamentarian Niels Annen, for example. "Instead, NATO in the past has always announced a new Russian offensive just as, from our point of view, the time had come for cautious optimism." Annen, who has long specialized in foreign policy, has also been frequently dissatisfied with the information provided by NATO headquarters. "We parliamentarians were often confused by information regarding alleged troop movements that were inconsistent with the information we had," he says. The pressure on Obama from the Republicans, but also from his own political camp, is intense. Should the ceasefire in eastern Ukraine not hold, it will likely be difficult to continue refusing Kiev's requests for shipments of so-called "defensive weapons." And that would represent a dramatic escalation of the crisis. Moscow has already begun issuing threats in anticipation of such deliveries. "Any weapons deliveries to Kiev will escalate the tensions and would unhinge European security," Nikolai Patrushev, secretary of Russia's national security council, told the Russian newspaper Komsomolskaya Pravda on Wednesday.
  • The German government, meanwhile, is doing what it can to influence Breedlove. Sources in Berlin say that conversations to this end have taken place in recent weeks. But there are many at NATO headquarters in Brussels who are likewise concerned about Breedlove's statements. On Tuesday of last week, Breedlove's public appearances were an official item on the agenda of the North Atlantic Council's weekly lunch meeting. Several ambassadors present criticized Breedlove and expressed their incredulity at some of the commander's statements. The government in Berlin is concerned that Breedlove's statements could harm the West's credibility. The West can't counter Russian propaganda with its own propaganda, "rather it must use arguments that are worthy of a constitutional state." Berlin sources also say that it has become conspicuous that Breedlove's controversial statements are often made just as a step forward has been made in the difficult negotiations aimed at a political resolution. Berlin sources say that Germany should be able to depend on its allies to support its efforts at peace.
  • A mixture of political argumentation and military propaganda is necessary. But for months now, many in the Chancellery simply shake their heads each time NATO, under Breedlove's leadership, goes public with striking announcements about Russian troop or tank movements. To be sure, neither Berlin's Russia experts nor BND intelligence analysts doubt that Moscow is supporting the pro-Russian separatists. The BND even has proof of such support. But it is the tone of Breedlove's announcements that makes Berlin uneasy. False claims and exaggerated accounts, warned a top German official during a recent meeting on Ukraine, have put NATO -- and by extension, the entire West -- in danger of losing its credibility.
  • Although President Obama has decided for the time being to give European diplomacy a chance, hawks like Breedlove or Victoria Nuland are doing what they can to pave the way for weapons deliveries. "We can fight against the Europeans, fight against them rhetorically," Nuland said during a private meeting of American officials on the sidelines of the Munich Security Conference at the beginning of February.
  • In reporting on the meeting later, the German tabloid Bild reported that Nuland referred to the chancellor's early February trip to Moscow for talks with Putin as "Merkel's Moscow stuff." No wonder, then, that people in Berlin have the impression that important power brokers in Washington are working against the Europeans. Berlin officials have noticed that, following the visit of American politicians or military leaders in Kiev, Ukrainian officials are much more bellicose and optimistic about the Ukrainian military's ability to win the conflict on the battlefield. "We then have to laboriously bring the Ukrainians back onto the course of negotiations," said one Berlin official.
  • uland, who is seen as a possible secretary of state should the Republicans win back the White House in next year's presidential election, is an important voice in US policy concerning Ukraine and Russia.
  • She is also very direct. She can be very keen and entertaining, but has been known to take on an undiplomatic tone -- and has not always been wrong to do so. Mykola Asarov, who was prime minister under toppled Ukrainian President Viktor Yanukovych, recalls that Nuland basically blackmailed Yanukovych in order to prevent greater bloodshed in Kiev during the Maidan protests. "No violence against the protesters or you'll fall," Nuland told him according to Asarov. She also, he said, threatened tough economic and political sanctions against both Ukraine and the country's leaders. According to Asarov, Nuland said that, were violence used against the protesters on Maidan Square, information about the money he and his cronies had taken out of the country would be made public.

  • Power asserted that the most likely culprits behind the downing of MH17 were eastern Ukrainian separatists. Because of the high altitude MH17 was travelling at – approximately 33,000 feet – Power conceded that the weapons separatists have been using to down Ukrainian military aircraft would have been inadequate to down MH17. After claiming separatists had “bragged” about downing the airliner based on information from “social media,” she explained that Russia most likely assisted the separatists in operating the sophisticated anti-air missile systems required to reach MH17′s altitude. Power gives no explanation as to why after multiple successful downings of Ukrainian military aircraft with man-portable air defense systems (MANPADS), Russia and the separatists decided to employ larger, more complex weapon systems that would link any incident directly back to Moscow. Power also failed to explain how in one breath she suggests the separatists shot down MH17, then in the next claimed they did not have the ability to do so, and that Russia instead “assisted.”
  • Power appears to be suggesting Russia rolled self-propelled anti-air missile systems into Ukrainian territory and assisted separatists in firing at MH17 specifically – since all other incidents of separatists shooting down aircraft involved man-portable systems incapable of hitting MH17.

RUSI’s statement claims: A Game Change: Within days, however, the real debate will shift from one about producing the right evidence and culprits, to more about what can be saved from the rapidly-deteriorating relations between Russia and the West.

  • The tragedy will stain Russia’s relations with the world for years to come. Nations determined to keep on good terms with Russia – such as China or Vietnam which relies on Russian weapon supplies and wishes these to continue – will keep quiet. And there will always be some plausible deniability, giving other countries enough room for manoeuvre to avoid accusing Russia directly for this disaster. But the culprits for the crime will be pursued by international investigators and tribunals. And many Russian officials will be added to the ‘wanted’ lists of police forces around the world. The story will linger, and won’t be pretty for Russian diplomats. Given the fact that the majority of the victims are European citizens, it is also getting increasingly difficult to see how France would be able to deliver the Mistral ships which Russia ordered for its navy, or how Britain could continue shielding Russia from financial sanctions. And, given the fact that scores of US citizens were also killed on the MH17 flight means that the US Congress will demand greater sanctions on Russia, making any improvement in relations with Washington highly unlikely.
  • USI explains in great detail the possible motivation Kiev and NATO had to shoot down MH17 and subsequently frame Russia. An international flight, with passengers from across the globe would invoke unifying outrage against Russia as well as universal support for NATO’s so far unsuccessful attempts to isolate Moscow. RUSI itself admits that individual members of the EU have until now, been reluctant to back sanctions and further confrontation with Moscow.
  • NATO needed a “game changer,” because it was playing a game it was clearly losing. The dubious circumstances surrounding the downing of MH17 – occurring just as Kiev’s forces were deteriorating across the country and additional US sanctions against Russia fell flat –  is more than a mere coincidence. RUSI and the Atlantic Council’s statement represent an increasingly desperate and shrinking corner the West finds itself in. With the ascension of Russia along with other BRICS nations, a “game changer” was desperately needed to “stain Russia’s relations with the world for years to come,” and help arrest what appeared to be the irreversible rise of the global East and South, in tandem with the irreversible decline of the West. If the West was so sure of who was responsible for the downing of MH17, it would patiently allow the facts to reveal themselves, giving them unassailable credibility as they begin an effective campaign to contain, isolate, and dismantle Russia’s global influence. However, just like in Damascus, Syria in August 2013 when NATO gassed thousands of Syrians in what is now confirmed to be a false flag attack, the West is racing against the clock to do maximum damage before the truth of MH17 emerges.
  • The very expediency the West pursues its smear campaign against Russia with raises suspicion. The world has been at critical junctures like this before, with Western politicians and media personalities making well-scripted, passionate pleas – but based on little to no “evidence.” Weathering the psychological inertia the West is seeking to stampede its political assault on Russia through with, will cause the West’s attempts to reverse its fortunes in Ukraine to fail. Failing in Ukraine will weaken the West’s position in Syria and Iraq, further undermine its “pivot” in Asia, and diminish its ability to visit upon humanity yet another horrific staged event it may finally realize will only further compromise its place among a new emerging, multipolar global order – not help it restore its antiquated “unipolar” empire.

  • The case would further damage relations between Mr Putin and the West, but politicians would be powerless to prevent it. Last week, lawyers from McCue & Partners, the London law firm, flew to Ukraine for discussions about how to bring the case and where it should be filed. Victims’ families will be invited to join the action. The case will inevitably highlight the role allegedly played by Russia in stoking conflict in eastern Ukraine.

    This could be very interesting if the case is filed and Putin, et al, submit themselves to the U.S. court's jurisdiction to contest the case. Russia has released ample evidence that MH17 was shot down by the Ukraine Military. The U.S. and Ukraine, on the other hand, have issued nothing but conclusory claims that the Ukrainian separatists (and by implication, Russia) did the dirty deed. Moreover, such a defense might raise issues such as whether the Ukraine coup government was legally constituted, the separatists right to self determination of their government when faced with the coup government's military campaign to ethnically cleanse eastern Ukraine of those with Russian blood, etc.    The U.S. government, of course, would not want to see such issues aired in a trial where the truth of its claims could be disproved.  One of the hazards of dispensing Kool-Aid propaganda is that some who drink the Kool-Aid may believe and act upon it in ways that cause blowback.

  • In what is becoming a weekly ritual, the German press continues to demolish the US case of "idealistic humaniatrian" Ukraine intervention. Recall, that it was a week ago that German tabloid Bild am Sonntag, hardly the most reputable source but certainly one which reaches the broadest audience, reported that dozens of CIA and FBI agents were "advising the Ukraine government." This conclusion is hardly a stretch and certainly based on facts considering the recent semi-secret jaunt by CIA head Brennan to Kiev. Fast forward one week when overnight the same Bild reported that about 400 elite mercenary commandos of the private US security firm, Academi, f/k/a Xe Services, f/k/a Blackwater "are involved in a punitive operation mounted by Ukraine's new government" against east Ukraine separatists.
  • Bild cites sources who report that on April 29, Germany's Federal Intelligence Service (BND) informed the Angela Merkel government about Academi commandos' involvement in Kiev's military operations in eastern Ukraine. Spiegel adds that "the information originates from U.S. intelligence services and was presented during a meeting chaired by the Chancellor's Office chief Peter Altmaier (CDU). At the meeting were present the president of the intelligence agencies and the Federal Criminal Office, as well as the intelligence coordinator of the Chancellor's Office and senior Ministry officials." Bild am Sontag did not have information about who was paying the Blackwater commandos: it is well-known they do not come cheap.

  • Finally, in this proxy war between west and east, to believe that the US won't throw everything it can at Putin is naive, and as such the involvement of trained US mercenaries in Ukraine is beyond debate. However what is certainly surprising and far more interesting, is the persistent attempts by the German press to discredit none other than their biggest "Developed world" ally, the US. It is almost as if someone (a quite wealthy and powerful someone) has material interests that diverge with those of the Obama administration, and hence converge with those of Putin. Alongside the emerging China-Russia axis, keeping tabs on just how close to Russia Germany is willing to get, is easily the most notable story in the entire Ukraine conflict.

    Don't miss the last paragraph. Tyler has a whiff of big money driving Germany toward maintenance of the Russo-Germanic energy alliance. The U.S. has no natural gas to deliver to Europe in the next few years and even when it does, it will be very spendy to liquify and transport it by ship. It's the U.S. government that wants to block emergence of a unified Eurasian market, not the E.U. And the U.S. is a declining market, as China's economy eclipses that of the U.S. I'm not predicting that Germany will defect from NATO in the foreseeable future, but Obama is definitely riding roughshod over the E.U. in his Ukraine strategy during the Great Recession with no resurrection of the dollar's value in sight. The ties that bind NATO together are mightily stretched at this point.

The new “junta” government quickly launched a full-blown war against Russian-speaking Ukrainians in the east which split the civilian population and drove the country to ruin.   • Donetsk and Lugansk have formed militias and taken the war to the enemy. They’ve engaged Obama’s proxy-army on the battlefield and pounded it into mincemeat. That’s why Obama deployed his propagandists to lie about the fictitious “Russian invasion”. The administration needs a diversion because the Novorussia forces (aka-the “pro Russia separatists”) are kicking the holy crap out of Obama’s legions. That’s why Washington and Kiev are in full panic-mode, because none of this was supposed to happen. Obama figured the army would put down the insurrection, crush the resistance, and move him one step closer to his goal of establishing NATO bases and missile defense systems on Russia’s western flank. Well, guess what? It’s not playing out that way and it probably never will. The Novorussia fighters are too tough, too smart and too motivated to be one-upped by Obama’s feckless troopers. Just ask Poroshenko whose army has been taking it in the shorts for the last couple of weeks. Check out this blurb in Thursday’s Itar Tass: “Over the week of August 16-23, the self-defense fighters of the Donetsk and Luhansk People’s Republics seized 14 T-64 tanks, 25 infantry fighting vehicles, 18 armored personnel carriers, one armored reconnaissance and patrol vehicle, one Uragan multiple launch rocket system, two Gvozdika self-propelled artillery guns, four D-30 howitzers, four mortars, one ZU-23-2 air defense system and 33 vehicles.” (East Ukraine militias seize large amount of Ukrainian armor, Itar Tass) Get the picture? The Ukrainian army is getting beaten to a pulp, which means that Obama’s glorious “pivot strategy” just slammed into a brick wall.

  • Before dawn broke in Washington on Saturday, “Ukrainian pro-Russian separatists” – more accurately described as federalists of southeast Ukraine who oppose last February’s coup in Kiev – unloaded desperately needed provisions from some 280 Russian trucks in Luhansk, Ukraine. The West accused those trucks of “invading” Ukraine on Friday, but it was a record short invasion; after delivering their loads of humanitarian supplies, many of the trucks promptly returned to Russia. I happen to know what a Russian invasion looks like, and this isn’t it. Forty-six years ago, I was ten miles from the border of Czechoslovakia when Russian tanks stormed in to crush the “Prague Spring” experiment in democracy. The attack was brutal.
  • I was not near the frontier between Russia and southeastern Ukraine on Friday as the convoy of some 280 Russian supply trucks started rolling across the border heading toward the federalist-held city of Luhansk, but that “invasion” struck me as more like an attempt to break a siege, a brutal method of warfare that indiscriminately targets all, including civilians, violating the principle of non-combatant immunity. Michael Walzer, in his War Against Civilians, notes that “more people died in the 900-day siege of Leningrad during WWII than in the infernos of Hamburg, Dresden, Tokyo, Hiroshima and Nagasaki taken together.” So the Russians have some strong feelings about sieges. There’s also a personal side for Russian President Vladimir Putin, who was born in Leningrad, now Saint Petersburg, eight years after the long siege by the German army ended. It is no doubt a potent part of his consciousness. One elder brother, Viktor, died of diphtheria during the siege of Leningrad.
  • Despite the fury expressed by U.S. and NATO officials about Russia’s unilateral delivery of the supplies after weeks of frustrating negotiations with Ukrainian authorities, there was clearly a humanitarian need. An International Committee of the Red Cross (ICRC) team that visited Luhansk on Aug. 21 to make arrangements for the delivery of aid found water and electricity supplies cut off because of damage to essential infrastructure. The Ukrainian army has been directing artillery fire into the city in an effort to dislodge the ethnic Russian federalists, many of whom had supported elected President Viktor Yanukovych who was ousted in the Feb. 22 coup. The Red Cross team reported that people in Luhansk do not leave their homes for fear of being caught in the middle of ongoing fighting, with intermittent shelling into residential areas placing civilians at risk. Laurent Corbaz, ICRC head of operations for Europe and Central Asia, reported “an urgent need for essentials like food and medical supplies.” The ICRC stated that it had “taken all necessary administrative and preparatory steps for the passage of the Russian convoy,” and that, “pending customs checks,” the organization was “therefore ready to deliver the aid to Luhansk … provided assurances of safe passage are respected.” The “safe passage” requirement, however, was the Catch-22. The Kiev regime and its Western supporters have resisted a ceasefire or a political settlement until the federalists – deemed “terrorists” by Kiev – lay down their arms and surrender.

  • Accusing the West of repeatedly blocking a “humanitarian armistice,” a Russian Foreign Ministry statement cited both Kiev’s obstructionist diplomacy and “much more intensive bombardment of Luhansk” on Aug. 21, the day after some progress had been made on the ground regarding customs clearance and border control procedures: “In other words, the Ukrainian authorities are bombing the destination [Luhansk] and are using this as a pretext to stop the delivery of humanitarian relief aid.”
  • Despite all the agreements and understandings that Moscow claims were reached earlier with Ukrainian authorities, Kiev insists it did not give permission for the Russian convoy to cross its border and that the Russians simply violated Ukrainian sovereignty – no matter the exigent circumstances they adduce. More alarming still, Russia’s “warning” could be construed as the Kremlin claiming the right to use military force within Ukraine itself, in order to protect such humanitarian supply efforts – and perhaps down the road, to protect the anti-coup federalists, as well. The risk of escalation, accordingly, will grow in direct proportion to the aggressiveness of not only the Ukrainian armed forces but also their militias of neo-fascists who have been dispatched by Kiev as frontline shock troops in eastern Ukraine.
  • Moscow’s move is a difficult one to parry, except for those – and there are many, both in Kiev and in Washington – who would like to see the situation escalate to a wider East-West armed confrontation. One can only hope that, by this stage, President Barack Obama, Secretary of State John Kerry and the European Union realize they have a tiger by the tail. The coup regime in Kiev knows which side its bread is buttered on, so to speak, and can be expected to heed the advice from the U.S. and the EU if it is expressed forcefully and clearly. Not so the fanatics of the extreme right party Svoboda and the armed “militia” comprised of the Right Sector. Moreover, there are influential neo-fascist officials in key Kiev ministries who dream of cleansing eastern Ukraine of as many ethnic Russians as possible. Thus, the potential for serious mischief and escalation has grown considerably. Even if Ukrainian President Petro Poroshenko wants to restrain his hardliners, he may be hard-pressed to do so. Thus, the U.S. government could be put in the unenviable position of being blamed for provocations – even military attacks on unarmed Russian truck drivers – over which it has little or no control.
  • The White House second-string P.R. team came off the bench on Friday, with the starters on vacation, and it was not a pretty scene. Even if one overlooks the grammatical mistakes, the statement they cobbled together left a lot to be desired. It began: “Today, in violation of its previous commitments and international law, Russian military vehicles painted to look like civilian trucks forced their way into Ukraine. … “The Ukrainian government and the international community have repeatedly made clear that this convoy would constitute a humanitarian mission only if expressly agreed to by the Ukrainian government and only if the aid was inspected, escorted and distributed by the International Committee of the Red Cross (ICRC). We can confirm that the ICRC is not escorting the vehicles and has no role in managing the mission. … “Russian military vehicles piloted by Russian drivers have unilaterally entered the territory controlled by the separatist forces.”
  • The White House protested that Kiev had not “expressly agreed” to allow the convoy in without being escorted by the ICRC. Again, the Catch 22 is obvious. Washington has been calling the shots, abetting Kiev’s dawdling as the supply trucks sat at the border for a week while Kiev prevented the kind of ceasefire that the ICRC insists upon before it will escort such a shipment. The other issue emphasized in the White House statement was inspection of the trucks: “While a small number of these vehicles were inspected by Ukrainian customs officials, most of the vehicles have not been inspected by anyone but Russia.” During a press conference at the UN on Friday, Russia’s UN Ambassador Vitaly Churkin took strong exception to that charge, claiming not only that 59 Ukrainian inspectors had been looking through the trucks on the Russian side of the border, but that media representatives had been able to choose for themselves which trucks to examine.
  • Regardless of this latest geopolitical back-and-forth, it’s clear that Moscow’s decision to send the trucks across the border marked a new stage of the civil war in Ukraine. As Putin prepares to meet with Ukrainian President Poroshenko next week in Minsk – and as NATO leaders prepare for their summit on Sept. 4 to 5 in Wales – the Kremlin has put down a marker: there are limits to the amount of suffering that Russia will let Kiev inflict on the anti-coup federalists and ethnic Russian civilians right across the border. The Russians’ attitude seems to be that if the relief convoys can be described as an invasion of sovereign territory, so be it. Nor are they alone in the court of public opinion.
  • Charter members of the Fawning Corporate Media are already busily at work, including the current FCM dean, the New York Times’ Michael R. Gordon, who was at it again with a story titled “Russia Moves Artillery Units Into Ukraine, NATO Says.”  Gordon’s “scoop” was all over the radio and TV news; it was picked up by NPR and other usual suspects who disseminate these indiscriminate alarums. Gordon, who never did find those Weapons of Mass Destruction that he assured us were in Iraq, now writes: “The Russian military has moved artillery units manned by Russian personnel inside Ukrainian territory in recent days and was using them to fire at Ukrainian forces, NATO officials said on Friday.” His main source seems to be NATO chief Anders Fogh Rasmussen, who famously declared in 2003, “Iraq has WMDs. It is not something we think; it is something we know.” Cables released by WikiLeaks have further shown the former Danish prime minister to be a tool of Washington.
  • However, Gordon provided no warning to Times’ readers about Rasmussen’s sorry track record for accuracy. Nor did the Times remind its readers about Gordon’s sorry history of getting sensitive national security stories wrong. Surely, the propaganda war will be stoked by what happened on Friday. Caveat emptor.

  • Last July, The New York Times declared, “The Ukrainian conflict has gone on far too long, and it has become far too dangerous. There is one man who can stop it — President Vladimir Putin of Russia.” In the intervening months, the media’s assessment of Putin has only grown harsher, with his actions in Ukraine being seen as a possible prelude to a full-scale Russian invasion, along the lines of his 2008 takeover of two provinces in the nation of Georgia. But this analysis is dangerously unbalanced.
  • While Putin has made many missteps in the Ukrainian crisis–and many in Georgia in 2008–the West is far from blameless. If, as the Times asserts, it’s all Putin’s fault, then the U.S. and its allies have few options beyond waiting for him to have a sudden change of heart. But if the West can acknowledge its own mistakes and start to rectify them, that might point the way to resolving the current conflict before it escalates further, even possibly to nuclear threats. In considering options, let’s first look at the perception that Ukraine is a repeat of Putin’s land-grab in Georgia. That in turn has been compared to Hitler’s dismemberment of Czechoslovakia 70 years earlier. This analogy, with its hot-button allusion to the West’s appeasement of Nazi Germany at Munich in 1938, was promoted by, among others, former Secretary of State Hillary Clinton. But in fact, it was one-sided coverage in the mainstream Western media that created the false impression that Putin alone was responsible for the 2008 Russian-Georgian War. Disregarded in this coverage was a finding by European Union investigators that Georgia, backed by the West, had in fact fired the first shots. The EU ultimately found blame on both sides.
  • In Ukraine, Putin has justified his cross-border interventions as required to protect ethnic Russians from threats by hostile neighbors. His stated concerns may be self-serving, but not necessarily as misplaced as Western governments and media make out. Key precipitating events are left out of the narrative. For example, Western media barely covered a May 2, 2014, fire in the Black Sea port city of Odessa, where dozens of pro-Russian separatists were burned alive after they barricaded themselves in a government building to escape a violent Ukrainian mob. Ukrainian nationalists surrounded the building, sang the Ukrainian national anthem, and chanted the equivalent of “Burn, Russians, burn!” while the building went up in flames. An even more egregious failure of American mainstream media coverage in Ukraine came during the February 2014 anti-government demonstrations in Ukraine’s capital of Kiev. When sniper fire killed nearly 100 Ukrainians, Western media repeatedly stated as fact that the shots came from the forces of then-Ukrainian President Viktor Yanukovych, who had tilted toward Russia. Outrage over the deaths fueled calls for Yanukovych’s head, and on February 21 he fled the capital, eventually ending up in southern Russia, where he remains in exile.

  • But virtually ignored by the American mainstream media was a bombshell allegation by Estonian Foreign Minister Urmas Paet. On Feb. 26, 2014, Paet—no friend of Russia’s—said in an intercepted and later authenticated phone call: “There is now stronger and stronger understanding that behind [the] snipers, it was not Yanukovych, but it was somebody from the new coalition.” What Paet called “the new coalition” is essentially the West-leaning Ukrainian government that succeeded Yanukovych. Getting It Right In such conflicts, the truth is one of the first casualties.
  • For an American media outlet willing to tackle this issue, one has to turn to The National Interest, a specialized journal on international relations. Although its parent, The Center for the National Interest, was originally called The Nixon Center—hardly a left-wing group—it recently published “Ukraine Exposed: Kiev’s Authoritarianism” by James Carden, who served as an advisor to the U.S.-Russia Bilateral Presidential Commission at the State Department from 2011 to 2012. Questioning U.S. policy in Ukraine, Carden wrote: From the very start of the Ukraine crisis, Washington’s neoconservative lobby has sought to downplay the less appealing aspects of the government that came to power in Kiev in February. … But examples of the new authoritarianism gripping Kiev have become tougher to miss in recent months … Carden goes on to highlight a case in point. In October, Poroshenko signed a decree establishing October 14 as an official “Day of Ukrainian Defenders” to commemorate the founding of the Ukrainian Insurrectionist Army, known as the UPA, during World War II. Carden then notes:
  • As the historian Halik Kochanski has noted, the UPA worked hand in hand with Poland’s Nazi occupiers, killing, to take but one example, nearly 10,000 Poles over the night of July 11-12, 1943. “A feature of the UPA action,” according to Kochanski, “was its sheer barbarity.   • After keeping a meaningful two-month pause in covering the course of investigation of the MH17 tragedy, the international press has suddenly broke into another wave of baseless accusations against “pro-Russia separatists”, triggered by a “secret report” made by the BND (Bundesnachrichtendienst, German foreign intelligence) for the Bundestag Control Committee on October 8, 2014. Ten days later the Spiegel alleged that at the meeting the BND president Gerhard Schindler had provided “satellite images and diverse photo evidence” to back up his case “proving that pro-Russian separatists captured a BUK air defense missile system at a Ukrainian military base and fired a missile on July 17 that exploded in direct proximity to the Malaysian aircraft”. The allegation was immediately caught up by a number of other top international media. On October 20 Alexander Nerad’ko, the director of Russia’s Federal Air Transport Agency, invited the German intelligence to publish documentation demonstrating the involvement of the insurgents or the Ukrainian army in the disaster. Unfortunately, his request is not met till now. Ironically, one day before BND presented its report to Bundestag, the former Dutch Foreign Affairs Minister Frans Timmermans has casually let out that “the body of one passenger was found wearing an oxygen mask”.
  • This piece of information trashes the theory (which we used to hold too) of a shoot down by a surface-to-air missile as in this case the instantaneous depressurization of the MH17 passenger cabin would cause immediate death of all passengers. Both Western and Russian experts understand that serious conclusions on the causes of MH17 tragedy should be based on professional forensic study of the wreckage and damaging elements. All available technical data from Ukrainian dispatch lines, surveillance by Russia and USA, information of the Ukrainian Air Defense and Boeing Corporation should be made available for the International MH17 investigation commission. All other “leakages” are pointless talks and deceitful manipulation of the public opinion. E.g. the British barrister Alexander Mercouris has provided a detailed analysis depicting numerous controversies in the German report (as least in its clauses leaked to the press).

Symptomatically, on August 8, 2014 the Ukraine, the Netherlands, Belgium and Australia signed a non-disclosure agreement on the crash investigation. Procrastination and delaying of an objective investigation by these sides and international organizations raises doubts whether the concerned parties will make public the findings and true circumstances of the crash of the Malaysia Airlines Boeing 777. Are the relatives of those who died in the flight MH17 the only interested people in bringing the real perpetrators of this horrible criminal act to justice?

Another sign pointing to the Ukraine fighter jet shooting out the cockpit, instantly killing the cockpit crew through depressurization, but the plane continuing to fly on autopilot for a period of time before the passenger cabin depressurized.

His statements seem premature and bear earmarks of an attempt to “poison the jury pool.”
  • Regarding the Malaysia Airlines shoot-down of July 17, we believe Kerry has typically rushed to judgment and that his incredible record for credibility poses a huge disadvantage in the diplomatic and propaganda maneuvering vis-a-vis Russia. We suggest you call a halt to this misbegotten “public diplomacy” offensive. If, however, you decide to press on anyway, we suggest you try to find a less tarnished statesman or woman.
  • If the U.S. has more convincing evidence than what has so far been adduced concerning responsibility for shooting down Flight 17, we believe it would be best to find a way to make that intelligence public – even at the risk of compromising “sources and methods.” Moreover, we suggest you instruct your subordinates not to cheapen U.S. credibility by releasing key information via social media like Twitter and Facebook. The reputation of the messenger for credibility is also key in this area of “public diplomacy.” As is by now clear to you, in our view Secretary Kerry is more liability than asset in this regard. Similarly, with regard to Director of National Intelligence James Clapper, his March 12, 2013 Congressional testimony under oath to what he later admitted were “clearly erroneous” things regarding NSA collection should disqualify him. Clapper should be kept at far remove from the Flight 17 affair. What is needed, if you’ve got the goods, is an Interagency Intelligence Assessment – the genre used in the past to lay out the intelligence. We are hearing indirectly from some of our former colleagues that what Secretary Kerry is peddling does not square with the real intelligence. Such was the case late last August, when Kerry created a unique vehicle he called a “Government (not Intelligence) Assessment” blaming, with no verifiable evidence, Bashar al-Assad for the chemical attacks near Damascus, as honest intelligence analysts refused to go along and, instead, held their noses.
  • We believe you need to seek out honest intelligence analysts now and hear them out. Then, you may be persuaded to take steps to curb the risk that relations with Russia might escalate from “Cold War II” into an armed confrontation. In all candor, we see little reason to believe that Secretary Kerry and your other advisers appreciate the enormity of that danger. In our most recent (May 4) memorandum to you, Mr. President, we cautioned that if the U.S. wished “to stop a bloody civil war between east and west Ukraine and avert Russian military intervention in eastern Ukraine, you may be able to do so before the violence hurtles completely out of control.” On July 18, you joined the top leaders of Germany, France, and Russia in calling for an immediate ceasefire. Most informed observers believe you have it in your power to get Ukrainian leaders to agree. The longer Kiev continues its offensive against separatists in eastern Ukraine, the more such U.S. statements appear hypocritical. We reiterate our recommendations of May 4, that you remove the seeds of this confrontation by publicly disavowing any wish to incorporate Ukraine into NATO and that you make it clear that you are prepared to meet personally with Russian President Putin without delay to discuss ways to defuse the crisis and recognize the legitimate interests of the various parties. The suggestion of an early summit got extraordinary resonance in controlled and independent Russian media. Not so in “mainstream” media in the U.S. Nor did we hear back from you.   • Conclusion The analysis and the evidence presented in this academic investigation put the Euromaidan and the conflict in Ukraine into a new perspective. The seemingly irrational mass shooting and killing of the protesters and the police on February 20 appear to be rational from self-interest based perspectives of rational choice and Weberian theories of instrumentally-rational action. This includes the following: the Maidan leaders gaining power as a result of the massacre, President Yanukovych and his other top government officials fleeing on February 21, 2014 from Kyiv and then from Ukraine, and the retreat by the police.
  • The same concerns Maidan protesters being sent under deadly fire into positions of no important value and then being killed wave by wave from unexpected directions. Similarly, snipers killing unarmed protesters and targeting foreign journalists but not Maidan leaders, the Maidan Self-Defense and the Right Sector headquarters, the Maidan stage, and pro-Maidan photographs become rational. While such actions are rational from a rational choice or instrumentally-rational theoretical perspective, the massacre not only ended many human lives but also undermined democracy, human rights, and the rule of law in Ukraine. The massacre of the protesters and the police represented a violent overthrow of the government in Ukraine and a major human rights crime. This violent overthrow constituted an undemocratic change of government. It gave start to a large-scale violent conflict that turned into a civil war in Eastern Ukraine, to a Russian military intervention in support of separatists in Crimea and Donbas, and to a de-facto break-up of Ukraine.

  • It also escalated an international conflict between the West and Russia over Ukraine. The evidence indicates that an alliance of elements of the Maidan opposition and the far right was involved in the mass killing of both protesters and the police, while the involvement of the special police units in killings of some of the protesters cannot be entirely ruled out based on publicly available evidence. The new government that came to power largely as a result of the massacre falsified its investigation, while the Ukrainian media helped to misrepresent the mass killing of the protesters and the police. The evidence indicates that the far right played a key role in the violent overthrow of the government in Ukraine. This academic investigation also brings new important questions that need to be addressed.

  • Following Friday’s meeting between Russian President Vladimir Putin, French President Francois Hollande and German Chancellor Angela Merkel behind closed doors in Moscow, the Normandy Group agreed to jointly draft a document, to be discussed with Ukrainian President Petro Poroshenko during a telephone conference on Sunday.  The result of Friday’s closed doors meeting between the three European leaders was announced by a not surprisingly relatively tight-lipped Kremlin spokesman Dmitry Pescov who reveled that:
  • “On the basis of proposals formulated by the French President and the German Chancellor, joint work is in progress to draft the text of a probable document on the implementation of the Minsk Accords, that would incorporate proposals by the Ukrainian President and those which were formulated today and additional proposals by President Putin”. Pescov added that this draft proposal, once it had been agreed upon, would be presented for the approval by all of the conflicting parties. That is, the Ukrainian government and the self-proclaimed People’s Republics of Donetsk and Lughansk.
  • The French Presidency and the office of the German Chancellor are equally tight-lipped about the five-hour meeting in Moscow. The French, German, Slovakian, Czech, Austrian, Swiss and other European countries position with regards to solving the crisis in Ukraine is substantially different from the positions of the United States and the position of the United Kingdom, Norway, Denmark and other, rather Atlantic Axis aligned European countries.

  • It is noteworthy that the Minsk Accords on September 5, 2014, which resulted in the volatile but nonetheless a ceasefire agreement and a return to dialog were reached by sidelining the United States and the United Kingdom.
  • Meanwhile, the situation on the ground in southeastern Ukraine remains critical. The pocket around some 7,000 regular Ukrainian troops plus about 1,000 militia, including foreign mercenaries in the Debaltsevo region has been closed by militia from the Lughansk and Donetsk People’s Republics. An interim ceasefire agreement that would have allowed the evacuation of civilians has not been upheld, with both sides blaming the other. The evacuation had to be abandoned.

The attacking Ukraine military is mostly a conscripted force without sufficient training but with very low morale. It has been no match for the separatist forces, who are defending their homes and include a high percentage of highly-trained former Soviet and Russian military members.

  • As Saudi Arabia and its allies have begun the bombing campaign against Yemen, in the south, a separatist movement calling for a "State of South Arabia" is emerging. Fostered by the US, it will leave the Houthis with two hostile states at their borders and locked access to the sea, if it succeeds.
  • Welcome to phase two of US regime change operations. After Yemen's 2011 revolution failed and Houthi militias overthrew President Hadi, forces trained and sponsored by the US government are being activated as a separatist movement. The Southern People's Committees (SPC), founded around 2007 although USAID has been conducting political workshops as part of a $695,000 project and actively grooming leadership in Yemen since 2005. (Also in 2007, weekly protests began, organized by women's organizations, fostered by the workshops.) The SPC were similar to many color revolution movements such as Serbia's Otpor in that they did not have a central leadership, but rather an autonomous cell-based organization. In addition, they were very capable in the use of social media technologies, text messaging and the circumventing the government's internet censorship to organize protests.
  • Meanwhile, the Yemen Center for Human Rights Studies, which received $193,000 from the EU and US-funded Foundation for the Future in 2009, conducted a poll in January 2010, which found that 70 percent of southern Yemenis favored secession. Another USAID-funded project, the $43 million Responsive Governance Project (RGP), launched in May 2010, conducted "New Social Media training for Youth leaders to equip Yemeni youth groups in the use of media to enhance their participation in formulating public issues." The project focuses on establishing contacts with the Yemeni government and providing "leadership and civic education training to youth NGOs."

  • At the same time, USAID funded a $3.58 million project called Promoting Youth for Civic Engagement (PYCE) to train Aden youth " in PACA [political activity training], first aid, self-defense, photography, calligraphy and various other topics," including "media skills," according to an evaluation report of the PYCE Project, conducted in 2012. The project was constrained to Aden and did not conduct workshops in the northern capital, Sanaa, after reportedly receiving threats.
  • The project is presented as a youth "sports program," and although it does include basketball, handball and chess, these were not the primary goal, as the report shows. At the same time, first aid, self-defense, photography and calligraphy (making protest signs) sound a lot more like protest tactics than sports. The program, initially planned to last for two years, did not make any progress reports after March 2012, when President Hadi assumed power. After the 2011 revolution, the SPC became more of a military outfit and took part in a fight against al-Qaeda in Yemen, which coincided with the CIA's expanded drone campaign in the area. This is also where the organization fades from public view when it comes to USAID expense reports, as the organization appeared to lose interest in developing democracy in the country. In a June 4, 2012 a field commander of the People's Committees gave an interview to the Yemen Times, in which he described the group's fight against the Ansar al-Sharia Islamists together with the government.
  • However, the group reappeared in public view on September 23 2014, two days after Houthis took control of Sanaa, and issued a statement in which they call on security forces to "undertake its historical role in providing security and maintaining people's property because it is in order to preserve the revolution, which is the most important accomplishment achieved by the Yemeni people." At the same time, in southern Yemen, the People's Committee has been very active on Facebook and Twitter since around October 2014.   • Since mid-March, the SPC have been fighting against Houthis and see Saudi Arabia as an ally of convenience, although some of their social media accounts, Saudi Arabia's King Salman and other royal family figures are glorified. However, the splitting of Yemen benefits Saudi Arabia, as it secludes the Houthis to a smaller Northern Yemen, which would be surrounded by two hostile states, with Saudi Arabia to the north and the new South Arabia to the south, which would also control access to the sea at the Gulf of Aden. The current situation has considerable parallels with Ukraine, which has led the Russian Foreign Minister Sergei Lavrov to call the situation one of "obvious double standards, but we clearly did not want neither what is happening in Ukraine, nor what is happening in Yemen."
  • Indeed, while Russia has been repeatedly accused of helping Donbas independence supporters, the US has openly fostered the south Yemen separatist movement. At the same time, while Ukraine's President Yanukovych was called illegitimate by the US after fleeing the country, Yemen's Hadi has remained "legitimate" and has even called for a Saudi Arabian military operation against the people who ousted him. The ongoing conflict in Yemen is currently at the second phase of US regime change operations, rebel conflict. The first stage, the color revolution, has failed, and now the last stop, foreign intervention and ground invasion remains. Saudi Arabia and its Gulf allies have already begun the airstrikes, and the South Arabia movement has begun its separatist campaign.

  • This past week the mainstream coverage of the Ukrainian civil war has focused on Kiev's move to encircle Donetsk. However there are reports coming out of the east right now that indicate that the Ukrainian troops may have just walked into a trap. Specifically the separatists claim to have encircled western troops and have completely stalled their advance.
  • Note that this report is coming from those who openly support the separatists, and the claim that Kiev's forces have been encircled has yet to be confirmed by any major outlets, however Reuters does confirm that the Ukrainian troops have suffered heavy casualties in the past 24 hours, and there are separate reports that the separatists have managed to gain control of a new town on the Russian border within that same time period. The big picture here is that Kiev's forces may have overextended their forces and supply lines after being lulled into a false sense of momentum by the withdrawal of separatist forces from Slavyansk. There are some who are even speculating that the retreat was a trap. It's too early to know for sure if this assessment is accurate, but it is plausible. This is a common pattern in armed confrontation (The writings of Erwin Rommel regarding modern military tactics are very educational in this regard). The response from Washington, to lay the blame on Putin and to impose a new round of sanctions against Russia, was so predictable you may have the impression that you're watching a rerun from this Spring. Russia of course, reiterated their previous response: that these economic bully tactics will just have a boomerang effect. All par for the course. This phase in the crisis, however, is far more dangerous than the previous ones for a number of reasons.
  • Reason five: If this situation continues to go south, Washington may double down and push the envelope even farther in terms of covert operations. Indeed we're seeing think tanks like The Stratfor Institute call for an all out thrust to counter Russia (specifically on the issue of Moldova) which they are very clear that covert means should be employed. Anyone who has watched the U.S. State Department at their work, knows that there are very few limits to what this may entail.

  • Russia's president has said he is hoping for a peace deal between Ukraine and pro-Russian rebels by Friday. Vladimir Putin urged both sides to stop military action in eastern Ukraine, adding that his views and those of his Ukrainian counterpart were very close. Ukraine President Petro Poroshenko said they had agreed a "ceasefire process" but PM Arseny Yatsenyuk said no plan from Mr Putin should be trusted.
  • Insisting that Russia is in no way a negotiating party in the Ukrainian conflict, Vladimir Putin is nevertheless certain that it is Moscow's proposals that are going to advance both sides to peace. Mr Putin's plan is short and leaves a lot of room for interpretation. Take, for example, a point on moving Ukrainian troops away from positions from which towns and cities can be shelled. Taken to an extreme, this could mean rewinding the situation on the ground to a point several weeks ago before Ukrainian advances. Just two weeks ago the discussions centred around when, and not if, the rebels would have to move out of Donetsk and Luhansk. But Moscow's plan will allow them to strengthen their control over the two regional centres and other areas.
  • Mr Putin has often seemed unwilling to negotiate from a position of weakness and the reversals of the past few days illustrate this perfectly. Now it's Petro Poroshenko who has to choose whether to accept something which clearly protects Kiev's enemies in eastern Ukraine.

Mr Poroshenko said he also hoped for a ceasefire. "The people of Ukraine want peace while some politicos want to play a game of war. I will not allow this to happen. We must pull together in fighting for peace," he said. But Ukrainian Prime Minister Arseny Yatsenyuk rejected the proposal. "The real plan of Putin is to destroy Ukraine and to restore the Soviet Union," he said.
  • Pro-Russian rebels said they supported Mr Putin's proposals but that they did not trust Mr Poroshenko to observe a ceasefire. Meanwhile a Ukrainian official in Zaporizhzhya region, west of the combat zone, said the bodies of 87 soldiers and pro-government volunteers killed in a controversial incident near the town of Ilovaysk several days ago had been brought to a local morgue. The Ukrainian military says troops were fired on by rebels on Sunday after they had apparently been given safe passage out of an encirclement during rapid rebel advances. No-one has been able to confirm the circumstances of the killings or the total number of dead. More than 2,600 civilians and combatants have been killed and more than a million people have fled their homes since fighting erupted in eastern Ukraine in April, when pro-Russian separatists there declared independence.

  • The announcement this week that the Kiev regime struck a major deal with the United Arab Emirates for military weapons raises strong suspicions that the US-led NATO alliance has found a new backdoor into Ukraine. We say «new» because it is believed that the US and its NATO allies, Poland and Lithuania, are already covertly supplying weapons to the Kiev regime. 
  • Kiev President Petro Poroshenko hailed the new strategic partnership with the Persian Gulf kingdom while attending the International Defence Exhibition (IDEX) in the UAE capital, Abu Dhabi. Poroshenko, who was royally received by UAE Crown Prince Mohammed bin Zayed al Nayhan, declared himself a «president of peace» but that Ukraine, or rather the rump state that his regime commands, needed strong defence because of its «Russian enemy». A giveaway to the real significance of the surprise development is that Poroshenko and his Arab hosts also reportedly held discreet meetings with Pentagon officials and US weapons manufacturing executives during the weapons exhibition. That indicates that Washington is coordinating the expected arms transfers.
  • Although the Kiev-UAE partnership lacked any public detail, one can safely assume that the Arab supply of weapons to Ukraine is simply a conduit for American and NATO military support to the Western-backed junta, which seized power in Ukraine last year in an illegal coup. Its war of aggression on the separatist eastern Ukraine has inflicted at least 6,000 deaths, mainly among the ethnic Russian civilian population. Earlier this month it soon became clear that Washington and its NATO allies would pay a heavy political price for an audacious move to openly increase their military involvement in the Ukraine conflict. When Washington announced that it intended to go ahead with Congressional provisions to send «lethal aid» to Kiev there was much international consternation over such a reckless move. Moscow warned Washington that any further military support to the reactionary, anti-Russian Kiev regime on its western border would constitute a «disastrous escalation». US President Barack Obama then appeared to back off from the proposal to supply lethal munitions. America’s normally servile European allies also baulked at the Washington arms move. Germany, France and even Britain indicated disproval by stating that they would not be following suite by sending arms to Ukraine. Germany’s Chancellor Angela Merkel was perhaps the most forthright in her reservations. While on an official visit to Washington she reiterated her «no weapons» position to US media while being received in the White House by Obama.

  • No doubt a disgruntled European public reeling from economic austerity, unemployment and seething contempt for unaccountable EU leaders had a concentrating effect on the various political capitals to not throw more fuel on an already raging Ukrainian fire. The idea of going along with incendiary American militarism in Ukraine and further antagonising Russia would provoke a political storm across Europe. Hence the usually trusty European «yes men» had to defy Washington’s recklessness. That incipient divergence between the US and EU appeared to unnerve Washington, with the latter fearing that its anti-Russian axis and sanctions tactics might be unravelling. President Obama and his Secretary of State John Kerry were at pains to emphasise American-European «unity» over Ukraine and alleged «Russian aggression» – in spite of the fact that European leaders were, publicly at least, repudiating Washington’s weapons policy. So, rather than risking an open split in the NATO ranks, Washington and its allies seem to have found an ingenious way around that problem – by getting the UAE to be the front end for weapons supplied to the Kiev regime.
