Why Obama is bombing the Caliph - RT Op-Edge - 0 views

  • This is the way the multi-trillion dollar Global War on Terror (GWOT) ends: not with a bang, but with a bigger bang. The GWOT, since its conceptualization 13 years ago, in the aftermath of 9/11, is the gift that keeps on giving. And no gift is bigger than a Transformer Al-Qaeda on steroids – bigger, brasher, and wealthier than anything Osama Bin Laden and Ayman al-Zawahiri had ever dreamt of; the IS (Islamic State, formerly known as ISIS) of Caliph Ibrahim, former Abu Bakr al-Baghdadi. US President Barack Obama, before deploying his golf holidays in Martha’s Vineyard, casually dropped that bombing the Caliph’s goons in Iraq will take months. One may interpret it as another layer of the Obama administration’s self-avowed “Don't Do Stupid Stuff” foreign policy doctrine, not so subtly mocked by prospective presidential candidate Hillary Clinton. Shock and Awe in 2003 destroyed the whole of Baghdad’s infrastructure in only a few hours. Obama also confirmed the US was showering Iraq again with humanitarian bombing “to protect American interests” (first and foremost) and, as an afterthought, “human rights in Iraq.” One could not possibly expect Obama to declare the US would now bomb “our” allies the House of Saud, who have supported/financed/weaponized IS, in Syria and Iraq. The same erstwhile ISIS that thoroughly enjoyed the marvels of US military training in a secret base in Jordan.

The whole fighter jets + drones bombing exercise, lasting ‘months’, has to do with the Benghazi syndrome. The Caliph’s goons were dead set on conquering Irbil - the capital of Iraqi Kurdistan. The Kurdistan Regional Government (KRG) is led by the wily Massoud Barzani – a long-time US client/vassal. The US maintains a consulate in Irbil. Crammed with CIA types. Or, as the New York Times so lovingly puts it, “thousands of Americans.” Enter Benghazi. This is an electoral year. Obama is absolutely terrified of another Benghazi – which Republicans have been trying non-stop to blame on his administration’s incompetence. The last thing Obama needs is the Caliph’s goons killing ‘diplomats’ in Erbil. That would certainly raise a tsunami of questions all over again about the shady CIA weapon-smuggling racket – as in arming Syrian ‘rebels’ with weapons from Libya - at the time Benghazi took place. As secretary of state, Hillary Clinton, of course, also knew about it all. But then, and especially now, no one should know that the CIA was weaponizing the bulk of the future Caliph’s forces.

  • Obama said this humanitarian bombing adventure could last “months,” but in fact it could last only days. The price is cheap: regime change. As in former Iraqi Prime Minister Nouri al-Maliki blocked from having a third term. That explains why all hell broke loose in Baghdad, as Iraqi parliamentarians clearly saw which way the wind is blowing. Haider al-Abadi was chosen by new President Fuad Masoum, a Kurd, as the new prime minister – hours after Maliki positioned Special Forces in strategic sites in and around the Green Zone and may (or may not) have tried to stage a coup. Maliki maintains that Masoum violated the Iraqi constitution by not selecting him to form a new cabinet; after all, his State of Law bloc got the most votes in last April’s parliamentary elections.
  • Obama, predictably, was delighted. But whatever happens next, Maliki won’t go down quietly – to say the least. Even as the predominant narrative among Sunnis, a substantial number of Kurds and even some Shiite political blocs is that Maliki antagonized Sunnis all-out; and that’s what drove them to support the Caliph en masse (although now many are having second thoughts.) As for the KRG and Barzani, in the Obama administration scheme of things, what matters is that they should not declare independence. As long as Barzani promises to Obama that Kurdistan stays inside Iraq, the KRG will get more bombs and drones and the ‘humanitarian’ operation will speed up. US Special Forces are already deployed all over the huge area where the Caliphate borders the KRG, in so-called desert forward operating positions. And the US for all practical purposes is now the Iraqi Air Force against the Caliph. Watch ‘the Hillarator’ This Obama administration warped R2P – protection for Americans first, refugees second – will accomplish nothing for a key reason; no bombing – ‘humanitarian’ or otherwise - exterminates a political/religious movement, even one as demented as IS. The Caliphate prospers, somewhat, and expands, because unlike that pathetic Free Syrian Army (FSA) it’s winning territory, desert and urban, in both Syria and Iraq; an area bigger than Great Britain already, holding at least 6 million people.
  • As for the much-peddled Washington myth of ‘good’ and ‘bad’ jihadists, the Caliphate also exploded it. Virtually every jihadi Washington - and Riyadh – weaponized and trained in Jordan and in the Turkey-Syria border is now among the Caliph’s goons, wallowing in cash raised from oil smuggling, hardcore blackmail and ‘donations’, and weaponized to their teeth after looting four Iraqi divisions and a Syrian brigade. As for the GWOT gift, it will keep on giving in a bigger and bigger bang because of the dream narrative now displayed for every aspiring multinational jihadi; we are now defending our Caliphate from the mighty Crusader Air Force, no less. The US lost the war in Iraq, miserably, only nine days after the fall of Baghdad, in April 2003. No ‘humanitarian’ bombing will turn it into a victory. And no ‘humanitarian’ bombing will finish the Caliphate off. As for prospective presidential candidate Hillary Clinton, she’s taking no prisoners. She insists the US should have bombed Syria in the first place; then there would be no Caliphate. But now she worries the Caliph will attack Europe and even the US (“I’m thinking a lot about containment, deterrence and defeat”). Predictably positioning herself, Clinton could not but totally dismiss Obama’s foreign policy doctrine, a.k.a. ‘Don’t do stupid stuff’: “‘Don’t do stupid stuff’ is not an organizing principle.” So the world will have to wait until 2017, when she’s finally able to implement her own doctrine/organizing principle: “We came, we saw, he died.”

Second Turkish Gaza flotilla will have military escort, group says - Diplomacy and Defe... - 0 views

  • The Turkish pro-Palestinian organization IHH announced that its second Gaza flotilla will be launched soon - and will be afforded protection by the Turkish Navy, Israel's NRG reported on Sunday. The group's chairman told local Turkish media that the mission, titled 'Freedom Flotilla II,' was in the process of finalizing the legal paperwork needed to commence on the trip, and would embark as soon as it got the necessary permissions. This fleet, as opposed to the group's previous one that was intercepted by the Israeli navy in 2010, would be protected by the Turkish Navy, he said. Ankara, has so far not officially confirmed the report, according to Israel Radio.
  • In May of 2010, a six-ship flotilla organized by the IHH (The Foundation for Human Rights and Freedoms and Humanitarian Relief) sailed toward the Gaza coast with the stated intention of breaking through the Israeli naval blockade and bringing humanitarian aid to the residents of Gaza. There were over 600 Palestinian supporters, from several different countries, on board, one Israeli MK among them. The fleet did not reach the Gaza shore; thirteen IDF soldiers were helicoptered onto the fleet's main vessel, the Mavi Marmara, and in the ensuing fight nine members of the flotilla were killed.

    Great if it happens. The vision of Israel making the mistake of firing on escort ships of the Turkish Navy breaking the blockade of Gaza is enticing. Turkey is a NATO member; Israel is not. All NATO members are required by treaty to come to the military assistance of any member that is attacked militarily. If the U.S. did not, NATO might not survive. At the same time, the Turkish Navy has every right to sail into a port in Gaza unless the Hamas government  of Gaza were to refuse permission (fat chance of that). Turkey is not required to respect the Israeli embargo on Gaza. And should the Freedom Flotilla sail into Gaza under Turkish Naval escort, Turkish Prime Minister Erdogan gains even more favor in the pending Turkish election.   In other words, the current Israeli government and John Kerry have to be going half nuts over this prospect.

While threats of 'asymmetric' retaliation over European sanctions may have been enough to worry Europe's leaders, the slew of news overnight regarding increased cooperation between China and Russia is likely more damaging to Western strategy (and egos).   Not so isolated...

First, as Reuters reports, Russia and China pledged on Tuesday to settle more bilateral trade in rouble and yuan and to enhance cooperation between banks, Russia's First Deputy Prime Minister Igor Shuvalov said, as Moscow seeks to cushion the effects of Western economic sanctions... Russia's First Deputy Prime Minister Igor Shuvalov said told reporters in Beijing that he had agreed an economic cooperation pact with China's Vice Premier Zhang Gaoli that included boosting use of the rouble and yuan for trade transactions.   The pact also lets Russian banks set up accounts with Chinese banks, and makes provisions for Russian companies to seek loans from Chinese firms.

Why Turkey Is Sitting Out the ISIS War - The Daily Beast - 0 views

  • ISTANBUL, Turkey — A diplomatic crisis looms. Turkey, a key U.S. ally and the only NATO member that borders areas controlled by ISIS jihadists in Syria and Iraq, is in a prime location to hit the extremists next door. But it prefers not to. Instead, Ankara is seeking a low-profile role—so low as to be almost invisible—in the international alliance that Washington is building up against the so-called caliphate, and that fact is undermining the American strategy to strike back against the terrorists President Barack Obama deems “unique in their brutality.”  
  • Washington, obviously aware of the problem, is working overtime to get some sort of concrete supportive commitments from the Turkish government for a strategy in which American airpower supports regional armies with boots on the ground to crush the ISIS forces. Defense Secretary Chuck Hagel visited Ankara on Monday; Secretary of State John Kerry is expected in the Turkish capital Friday. But background briefings to the Turkish press suggest that President Recep Tayyip Erdogan and his government will refuse to give the United States more than the bare minimum of support: It won’t allow the Americans to attack from NATO air bases in Turkey and it will decline to let Turkish troops take part in combat operations. Before traveling to Turkey, Kerry tried to downplay Ankara’s reluctance, despite the fact that the NATO ally refused to sign a joint declaration of Arab and other states outlining the battle against ISIS in a meeting in Jeddah, Saudi Arabia. Kerry said Turkey was dealing with some “sensitive issues,” according to the BBC.
  • Following talks by Prime Minister Ahmet Davutoglu with top military and diplomatic officials on Wednesday, the newspaper Yeni Safak, which often reflects the government line, reported that Turkey would opt for a “passive” role in the fight against ISIS in Syria. More directly worrisome from Ankara’s point of view, Turkish news media have quoted some ISIS members as threatening to stage attacks within the country. Around 1,000 Turks are estimated to have joined the group in Syria. More than a million Syrian refugees, meanwhile, have flooded into Turkish camps and Turkish cities.Ankara’s policies have been upended further by the fact that Turkish-Kurdish rebels of the Kurdistan Workers’ Party (PKK) are playing a major role in the fight against ISIS in northern Iraq. Foreign Minister Mevlut Cavusoglu said this week that the government is concerned the PKK, which has been waging war against Ankara for 30 years, could receive sophisticated arms from Western nations supporting Kurdish forces fighting ISIS.

Update on Iran Sanctions Legislation « LobeLog - 0 views

  • The sponsors of the latest Kirk-Menendez Iran sanctions bill appear determined to move the legislation as quickly as possible, although it has yet to be formally introduced. Of course, both Obama and visiting British Prime Minister David Cameron came out strongly against any sanctions legislation during their joint press appearance at the White House Friday, warning that approval risked sabotaging not only the ongoing negotiations, but also unity among the P5+1 (U.S., U.K, France, Russia, China plus Germany) themselves. In olden times one would have expected most Republicans to take seriously what a British prime minister–especially one from Winston Churchill’s Conservative Party–has to say about a foreign policy issue of mutual interest. But the combination of their real hatred for Obama and purported love for Israel (and especially for the campaign funds from wealthy Republican Jewish Coalition donors like Sheldon Adelson) is likely to supersede the historic “special relationship” extolled by Churchill himself. In any event, the best and most up-to-date summary of where things stand was provided in the weekly Legislative Round-Up by Lara Friedman of Americans for Peace Now (APN), lengthy excerpts of which are reproduced below with permission. (APN legislative round-ups are an excellent source for tracking what’s happening on Capitol Hill on Middle East policy.) Note that there are two parts to her account: the first is regarding an AIPAC draft that circulated earlier this week (and Lara’s analysis of that legislation); the second, an updated version circulated at week’s end apparently in the hope of securing more Democratic support, as well as Lara’s analysis of that draft.
  • Updated analysis of Kirk-Menendez text (as of 3pm, 1/16) In some annoying corollary to Murphy’s Law, shortly after posting analysis of the draft text of the new Kirk-Menendez sanctions bill (in which it was noted that the text should not be considered final or authoritative), a newer draft of the bill began circulating (underscoring the oddness of AIPAC circulating a “summary” of the bill while it was/is apparently still being tweaked).  Bearing in mind that this new text should still not be considered final or authoritative, the following are some observations about this newer text:
  • Existing sanctions don’t snap back, but additional sanctions relief remains elusive: This newer text repeats language in the earlier draft to the effect that while following an agreement (and required notification to Congress) the President may not waive any sanctions on Iran until Congress has had time to review the deal and the Administration’s plans to verify Iranian compliance. The newer version includes language – completely absent in the earlier draft – stipulating that this ban on waiving sanctions does not apply to sanctions previously waived under the JPOA. Notably, the updated version of the bill still stipulates that the Congressional review period during which the President is barred from waiving any new sanctions must last “30 days of continuous session of Congress,” and defines “continuous session” as not including periods where Congress is in recess for more than 3 days.  What does this mean? Looking at the House Calendar for 2105 and counting the days, it means that if the President sends the details of a deal and the required “verification assessment” to Congress on July 5, no new sanctions may be waived until at least November 13.

  • Automatic new sanctions if no agreement or further delay: Like the earlier version, this text stipulates that new sanctions would automatically be imposed, escalating over a period of months, in the event that  the Presidents fails to send to Congress the details of a comprehensive deal reached with Iran and the required “verification assessment” by July 5. This appears to apply even in the case of an additional extension or the sides agreeing to a period to iron out the details of implementation of an agreement.  It also stipulates that in the event that the President fails to send to Congress the details of a comprehensive deal reached with Iran and the required “verification assessment” by July 5, any sanctions previously waived by the President under the JPOA will automatically snap back on.
  • Laying out far-reaching parameters for a deal: Like in the previous version, the Sense of Congress included in the bill is, by definition, non-binding. It nonetheless sends a strong statement of Congressional intent. And this Sense of Congress, like the previous version, sends a statement of hardline red lines in order for any deal to be acceptable to Congress (and the lengthy review period imposed by this bill clearly implies that Congress will be reviewing any agreement to determine if it meets its standards – and implies that if it does not meet its standards, there will be concrete consequences). Promising that sanctions will continue, regardless of a deal. While, like in the previous version, the Sense of Congress is by definition non-binding, it nonetheless sends a strong statement of Congressional intent. And this Sense of Congress once again makes clear that even if there is a deal that verifiably addresses U.S. concerns about Iran’s nuclear program, Congress will seek to continue to impose far-reaching sanctions against Iran for other reasons.
  • Planting the seeds for a deal to far apart:  The key provisions of this updated version of the bill, even amended, are a clear poison pill for any agreement.  In effect, this bill undermines negotiations and weakens U.S. negotiators. Rather than offering more sanctions relief to Iran in exchange for a deal, it prohibits it, and establishes a 4-month period during which the President is explicitly deprived of any authority to deliver anything to Iran beyond what was already delivered during negotiations. Assuming Iran would agree to a deal under such circumstances – which is doubtful – this bill sets into motion a dynamic in which Iranian opponents of a diplomacy will have an easy time arguing against the deal, and in which mischief-makers in Congress will have ample time to push ahead with new legislation rejecting a deal or putting new conditions on its implementation and limitations on sanctions relief. And given the Sense of Congress in this bill – which makes the case for continued Iran sanctions even after a nuclear deal, it is not a stretch to imagine that members of Congress would adopt such an approach during this 4 month waiting period.

Israel continues withholding Palestinian Tax Revenue | nsnbc international - 0 views

  • The Cabinet of Israeli Prime Minister Benjamin Netanyahu decided to continue withholding tax revenue which Israel has been collecting on behalf of the Palestinian Authority in accordance with the 1993 Oslo Accords, report Israeli media.
  • The Israeli government began withholding Palestinian tax revenues in December, in response to Palestine’s accession to over 20 international treaties, including the Rome Statute. UN Secretary-General Ban Kyi-moon announced that Palestine would become a member of the International Criminal Court (ICC) under the Rome Statutes on April 1, 2015. The Netanyahu administration denounced Palestine’s accession to the Rome Statute and Palestinian ICC membership as “a unilateral move in violation of the Oslo Accords”, while the Palestinian Authority is denouncing Israel for systematic violations of the Accords since 1993.
  • The PLO and Palestinian Authority decided to sign over 20 international treaties in response to the rejection of a Jordanian-sponsored, Palestinian UN Security Council Resolution that called for a full withdrawal of Israel from the occupied Palestinian territories in 2017. The Palestinian Authority urgently depends on the tax revenue to pay the wages of over 170,000 public employees. Palestinian Prime Minister Rami Hamdallah urged the public employees to be patient and promised that the Palestinian Authority is working to resolve the issue and enable at least the partial payment of the salaries. In early January the Secretary-General of the Palestinian National Initiative, Dr. Mustafa Barghouti, denounced the Israeli reprisal as theft and an act of piracy.

    The withholding of the tax payments is indeed a violation of international law, a war crime under the Fourth Geneva Convention, which requires inter alia an occupying power to preserve the existing civilian government to the maximum extent consistent with military requirements. Of course the continuing occupation itself is a war crime under the same Convention. Israel siezed the Palestinian territories in its illegal war of aggression in 1967. Under the Fourth Geneva Convention, Israel was requried to withdraw its military forces immediately upon the cessation of hostilities. It has been only the U.S. heavy foreign and military aid and exercise of its veto power and  at the U.N. Security Council that has permitted this atrocity to continue.

  • Not only, as we have shown, is the federal power over external affairs in origin and essential character different from that over internal affairs, but participation in the exercise of the power is significantly limited. In this vast external realm, with its important, complicated, delicate and manifold problems, the President alone has the power to speak or listen as a representative of the nation. He makes treaties with the advice and consent of the Senate; but he alone negotiates. Into the field of negotiation the Senate cannot intrude; and Congress itself is powerless to invade it. How Netanyahu provoked this war with Gaza | +972 Magazine - 0 views

  • On Monday of last week, June 30, Reuters ran a story that began:Prime Minister Benjamin Netanyahu accused Hamas on Monday of involvement, for the first time since a Gaza war in [November] 2012, in rocket attacks on Israel and threatened to step up military action to stop the strikes. So even by Israel’s own reckoning, Hamas had not fired any rockets in the year-and-a-half since “Operation Pillar of Defense” ended in a ceasefire. (Hamas denied firing even those mentioned by Netanyahu last week; it wasn’t until Monday of this week that it acknowledged launching any rockets at Israel since the 2012 ceasefire.) So how did we get from there to here, here being Operation Protective Edge, which officially began Tuesday with 20 Gazans dead, both militants and civilians, scores of others badly  wounded and much destruction, alongside about 150 rockets flying all over Israel (but no serious injuries or property damage by Wednesday afternoon)? We got here because Benjamin Netanyahu brought us here. He’s being credited in Israel for showing great restraint in the days leading up to the big op, answering Gaza’s rockets with nothing more than warning shots and offering “quiet for quiet.” But in fact it was his antagonism toward all Palestinians – toward Mahmoud Abbas’ Palestinian Authority no less than toward Hamas – that started and steadily provoked the chain reaction that led to the current misery.
  • And nobody knows this, or should know it, better than the Obama administration, which is now standing up for Israel’s “right to defend itself.” It was Netanyahu and his government that killed the peace talks with Abbas that were shepherded by U.S. Secretary of State John Kerry; the Americans won’t exactly spell this out on-the-record, but they will off-the record. So a week before those negotiations’ April 29 deadline, Abbas, seeing he wasn’t getting anywhere playing ball with Israel and the United States, decided to shore things up at home, to end the split between the West Bank and Gaza, and he signed the Fatah-Hamas unity deal – with himself as president and Fatah clearly the senior partner. The world – even Washington – welcomed the deal, if warily so, saying unity between the West Bank and Gaza was a good thing for the peace process, and holding out the hope that the deal would compel Hamas to moderate its political stance. Netanyahu, however, saw red. Warning that the unity government would “strengthen terror,” he broke off talks with Abbas and tried to convince the West to refuse to recognize the emerging new Palestinian government – but he failed. He didn’t stop trying, though. At a time when Hamas was seen to be weak, broke, throttled by the new-old Egyptian regime, unpopular with Gazans, and acting as Israel’s cop in the Strip by not only holding its own fire but curbing that of Islamic Jihad and others, Netanyahu became obsessed with Hamas – and obsessed with tying it around Abbas’ neck. Netanyahu’s purpose, clearly enough, was to shift the blame for the failure of the U.S.-sponsored peace talks from himself and his government to Abbas and the Palestinians.
  • But Netanyahu used the kidnappings to go after Hamas in the West Bank. The target, as one Israeli security official said, was “anything green.” The army raided, destroyed, confiscated and arrested anybody and anything having to do with Hamas, killed some Palestinian protesters and rearrested some 60 Hamasniks who had been freed in the Gilad Shalit deal, throwing them back in prison. Meanwhile, in Gaza, Israel had already escalated matters on June 11, the day before the kidnappings, by killing not only a wanted man riding on a bicycle, but a 10-year-old child riding with him. Between that, the kidnappings a day later and the crackdown on Hamas in the West Bank that immediately followed, Gaza and Israel started going at it pretty fierce – with all the casualties and destruction, once again, on Gaza’s side only.

  • But it wasn’t working. Then on June 12 something fell into Netanyahu’s lap which he certainly would have prevented if he’d been able to, but which he also did not hesitate exploiting to the hilt politically: the kidnapping in the West Bank of Gilad Sha’ar and Naftali Fraenkel, both 16, and Eyal Yifrah, 19. Netanyahu blamed Hamas for the kidnapping. He said he had proof. To this day, neither he nor any other Israeli official has come forward with a shred of proof. Meanwhile, it is now widely assumed that the Hamas leadership did not give the order for the kidnapping, that it was instead carried out at the behest of a renegade, Hamas-linked, Hebron clan with a long history of blowing up Hamas’ ceasefires with Israel by killing Israelis. Besides, it made no sense for Hamas leaders to order up such a spectacular crime – not after signing an agreement with Abbas, and not when they were so badly on the ropes.
  • And that was basically it. Netanyahu had given orders to smash up the West Bank and Gaza over the kidnapping of three Israeli boys that, as monstrous as it was, apparently had nothing to do with the Hamas leadership. Thus, he opened an account with Israel’s enemies, who would wish for an opportunity to close it. On June 30, the bodies of the three kidnapped Israeli boys were found in the West Bank. “Hamas is responsible, Hamas will pay,” Netanayhu intoned. That payment was delayed by the burning alive of Mohammed Abu Khdeir, 15, which set off riots in East Jerusalem and Israel’s “Arab Triangle,” and which put Israel on the defensive. It probably encouraged the armed groups in Gaza to step up their rocketing of Israel, while Netanyahu kept Israel’s in check. Then on Sunday, as many as nine Hamas men were killed in a Gazan tunnel that Israel bombed, saying it was going to be used for a terror attack. The next day nearly 100 rockets were fired at Israel. This time Hamas took responsibility for launching some of the rockets – a week after Netanyahu, for the first time since November 2012, accused it of breaking the ceasefire. And the day after that, “Operation Protective Edge” officially began. By Wednesday afternoon, there were 35 dead and many maimed in Gaza, Israelis were ducking rockets, and no one can say when or how it will end, or what further horrors lie in store.
  • Netanyahu could have avoided the whole thing. He could have chosen not to shoot up the West Bank and Gaza and arrest dozens of previously freed Hamasniks (along with hundreds of other Palestinians) over what was very likely a rogue kidnapping. Before that, he could have chosen not to stonewall Abbas for nine months of peace negotiations, and then there wouldn’t have even been a unity government with Hamas that freaked him out so badly – a reaction that was, of course, Netanyahu’s choice as well. But Israel’s prime minister is and always has been at war with the Palestinians – diplomatically, militarily and every other way; against Abbas, Hamas and all the rest – and this is what has guided his actions, and this is what provoked Hamas into going to war against Israel.

Luxembourg: a tax haven by any other name? | nsnbc international - 0 views

  • The revelations that global and multinational businesses have been brokering “secret” tax deals with Luxembourg to avoid paying taxes in their home countries, may be the first time an entire country has been implicated in tax avoidance collusion. A cache of leaked agreements uncovered by the International Consortium of Investigative Journalism (ICIJ) appears to show that major companies have used the tiny EU state to dramatically cut their tax liabilities.
  • The ICIJ’s six-month investigation claims to have found household companies such as Aviva, HSBC, E-on, Tyco, Pepsi, IKEA and Deutsche Bank were among those which had taken advantage of legal tax avoidance schemes in Luxembourg. Luxembourg is routinely named as a tax haven on many of the world’s authoritative lists of tax havens, including the one compiled by me and my two co-authors, Richard Murphy and Christian Chavagneux. But Luxembourg has managed to remain “under the radar” not least because its politicians and bankers have been denying for years that it is, or ever was, a tax haven. The revelations suggest Luxembourg has been playing a double game. Luxembourg has been quick to comply with new regulations proposed by the Organisation for Economic Co-operation and Development (OECD) and the EU. In 2011, the OECD global forum on transparency and exchange of information commended Luxembourg for introducing new rules governing banking information or information protected by secrecy rules.
  • But at the same time, the revelations show that 340 well-known foreign companies have entered into secret agreements with the Luxembourg authorities, brokered by the accounting firm PricewaterhouseCoopers. To take a random example that applies for many of these companies, the ICIJ have a letter to the Luxembourg tax administration written on a PwC letterhead, where FedEx lays down its plan to set up a limited liability company as a tax resident in Luxembourg – so subject in principle to Luxembourg’s corporate income tax. The letter then provides details of a proposed shareholding arrangement that will ensure, I quote, that “neither that Fedex SCS nor its shareholders will be subject to corporate income tax, Municipal Business Tax and Net Wealth tax in Luxembourg”. The letter implies that Luxembourg will serve in effect as a tax haven for Fedex.

  • There have been a number of other highly publicised tax evasion and avoidance cases recently. For instance, many cases in the US involved branches or even key individuals working in branches of well-known Swiss and Israeli banks in the US, including UBS, Credit Swiss or Bank Leumi, or alternatively branches of American banks in Switzerland. But these tended to involve private firms. The Swiss government professed to have had no knowledge of such activities. Indeed, Swiss law prohibited Swiss banks, whether domestic or international, from providing any information on their clients to the Swiss state. This is a scandal with a difference. The leaked PricewaterhouseCoopers books imply there has been systemic collusion between companies from all over the world and the Luxembourg authorities in flagrant contravention of EU rules. The documents suggest that preferential tax treatments were guaranteed to these companies prior to their incorporation in Luxembourg.
  • This is the first case of suspected collusion between a government and a foreign firm in tax avoidance matters that I am aware of. In that sense, the current scandal places Luxembourg on par with Greece whose officials allegedly provided misleading data on Greek national debt to the Commission. More embarrassingly, all this took place during the time when the current president of the European Commission, Jean-Claude Juncker, served as the prime minister of Luxembourg from 1995-2013. It is difficult to imagine that the prime minister of such a small state was unaware such deals were taking place. There is a difference between the court of law and the court of public opinion. But we know from recent cases that the EU Commission has tended to follow the court of public opinion with criminal investigations of its own, as was the case of Amazon. It is likely that the Commission will now investigate these leaks and may impose fines on Luxembourg. I doubt Juncker can ride this one out.

  • And yet, for all this success, the European project is currently teetering on the edge of failure. Growth is anemic at best and socio-economic inequality is on the rise. The countries of Eastern and Central Europe, even relatively successful Poland, have failed to bridge the income gap with the richer half of the continent. And the highly indebted periphery is in revolt. Politically, the center may not hold and things seem to be falling apart. From the left, parties like Syriza in Greece are challenging the EU’s prescriptions of austerity. From the right, Euroskeptic parties are taking aim at the entire quasi-federal model. Racism and xenophobia are gaining ever more adherents, even in previously placid regions like Scandinavia. Perhaps the primary social challenge facing Europe at the moment, however, is the surging popularity of Islamophobia, the latest “socialism of fools.” From the killings at the Munich Olympics in 1972 to the recent attacks at Charlie Hebdo and a kosher supermarket in Paris, wars in the Middle East have long inspired proxy battles in Europe. Today, however, the continent finds itself ever more divided between a handful of would-be combatants who claim the mantle of true Islam and an ever-growing contingent who believe Islam — all of Islam — has no place in Europe.
  • Europeans are beginning to realize that Margaret Thatcher was wrong and there are alternatives — to liberalism and European integration. The most notorious example of this new illiberalism is Hungary. On July 26, 2014, in a speech to his party faithful, Prime Minister Viktor Orban confided that he intended a thorough reorganization of the country. The reform model Orban had in mind, however, had nothing to do with the United States, Britain, or France. Rather, he aspired to create what he bluntly called an “illiberal state” in the very heart of Europe, one strong on Christian values and light on the libertine ways of the West. More precisely, what he wanted was to turn Hungary into a mini-Russia or mini-China. “Societies founded upon the principle of the liberal way,” Orban intoned, “will not be able to sustain their world-competitiveness in the following years, and more likely they will suffer a setback, unless they will be able to substantially reform themselves.” He was also eager to reorient to the east, relying ever less on Brussels and ever more on potentially lucrative markets in and investments from Russia, China, and the Middle East.
  • For some, the relationship between Hungary and the rest of Europe is reminiscent of the moment in the 1960s when Albania fled the Soviet bloc and, in an act of transcontinental audacity, aligned itself with Communist China. But Albania was then a marginal player and China still a poor peasant country. Hungary is an important EU member and China’s illiberal development model, which has vaulted it to the top of the global economy, now has increasing international influence. This, in other words, is no Albanian mouse that roared. A new illiberal axis connecting Budapest to Beijing and Moscow would have far-reaching implications.

  • That July speech represented a truly Oedipal moment, for Orban was eager to drive a stake right through the heart of the ideology that had fathered him. As a young man more than 25 years earlier, he had led the Alliance of Young Democrats — Fidesz — one of the region’s most promising liberal parties. In the intervening years, sensing political opportunity elsewhere on the political spectrum, he had guided Fidesz out of the Liberal International and into the European People’s Party, alongside German Chancellor Angela Merkel’s Christian Democrats. Now, however, he was on the move again and his new role model wasn’t Merkel, but Russian President Vladimir Putin and his iron-fisted style of politics. Given the disappointing performance of liberal economic reforms and the stinginess of the EU, it was hardly surprising that Orban had decided to hedge his bets by looking east. The European Union has responded by harshly criticizing Orban’s government for pushing through a raft of constitutional changes that restrict the media and compromise the independence of the judiciary. Racism and xenophobia are on the uptick in Hungary, particularly anti-Roma sentiment and anti-Semitism. And the state has taken steps to reassert control over the economy and impose controls on foreign investment.
  • The Hungarian prime minister, after all, has many European allies in his Euroskeptical project. Far right parties are climbing in the polls across the continent. With 25% of the votes, Marine Le Pen’s National Front, for instance, topped the French elections for the European parliament last May. In local elections in 2014, it also seized 12 mayoralties, and polls show that Le Pen would win the 2017 presidential race if it were held today. In the wake of the Charlie Hebdo shootings, the National Front has been pushing a range of policies from reinstating the death penalty to closing borders that would deliberately challenge the whole European project. In Denmark, the far-right People’s Party also won the most votes in the European parliamentary elections. In November, it topped opinion polls for the first time. The People’s Party has called for Denmark to slam shut its open-door policy toward refugees and re-introduce border controls. Much as the Green Party did in Germany in the 1970s, groupings like Great Britain’s Independence Party, the Finns Party, and even Sweden’s Democrats are shattering the comfortable conservative-social democratic duopoly that has rotated in power throughout Europe during the Cold War and in its aftermath.
  • The Islamophobia that has surged in the wake of the murders in France provides an even more potent arrow in the quiver of these parties as they take on the mainstream. The sentiment currently expressed against Islam — at rallies, in the media, and in the occasional criminal act — recalls a Europe of long ago, when armed pilgrims set out on a multiple crusades against Muslim powers, when early nation-states mobilized against the Ottoman Empire, and when European unity was forged not out of economic interest or political agreement but as a “civilizational” response to the infidel.
  • Euroskepticism doesn’t only come from the right side of the political spectrum. In Greece, the Syriza party has challenged liberalism from the left, as it leads protests against EU and International Monetary Fund austerity programs that have plunged the population into recession and revolt. As elsewhere in Europe, the far right might have taken advantage of this economic crisis, too, had the government not arrested the Golden Dawn leadership on murder and other charges. In parliamentary elections on Sunday, Syriza won an overwhelming victory, coming only a couple seats short of an absolute majority.   • Netanyahu’s management of his relationship with Obama threatens the bipartisan nature of Israel’s American support. His Dermer-inspired, Boehner-enabled end-run has alienated three crucially important constituencies. First, the administration itself: Netanyahu's estrangement from the Obama White House now appears to be permanent. It will be very difficult for Netanyahu to make the White House hear his criticisms of whatever deal may one day be reached with Iran. Netanyahu has also alienated many elected Democrats, including Jewish Democrats on Capitol Hill. One Jewish member of Congress told me that he felt humiliated and angered by Netanyahu’s ploy to address Congress “behind the president’s back.” A non-Jewish Democratic elected official texted me over the weekend to say that the damage Netanyahu is doing to Israel’s relationship with the U.S. may be “irreparable.”  
  • A larger group that Netanyahu risks alienating is American Jewry, or at least the strong majority of American Jews that has voted for Obama twice. Netanyahu’s decision to pit U.S. political party against U.S. political party—because that is what his end-run does—puts American Jewish supporters of Israel in a messy, uncomfortable spot, and it is not in Israel's interest to place American Jews in a position in which they have to choose between their president and the leader of a Jewish state whose behavior is making them queasy. Why doesn’t Netanyahu understand that alienating Democrats is not in the best interest of his country? From what I can tell, he doubts that Democrats are—or will be shortly—a natural constituency for Israel, and he clearly believes that Obama is a genuine adversary. As I reported last year, in an article that got more attention for a poultry-related epithet an administration official directed at Netanyahu than anything else, Netanyahu has told people he has “written off” Obama.
  • I should have, at the time, explored the slightly unreal notion that an Israeli prime minister would even contemplate “writing off” an American president (though I did predict that Netanyahu would take his case directly to Congress). I still don’t understand Netanyahu’s thinking. It is immaterial whether an Israeli prime minister finds an American president agreeable or not. A sitting president cannot be written off by a small, dependent ally, without terrible consequences. As Ron Dermer's predecessor in Washington, Michael Oren, said in reaction to this latest Netanyahu blow-up: "It's advisable to cancel the speech to Congress so as not to cause a rift with the American government. Much responsibility and reasoned political behavior are needed to guard interests in the White House."

  • But the manner and execution and overall tone-deafness of Netanyahu’s recent ploy suggest that he—and his current ambassador—don’t understand how to manage Israel’s relationships in Washington. Netanyahu wants a role in shaping the Iranian nuclear agreement, should one materialize. His recent actions suggest that he doesn't quite know what he's doing.

    Personally, I have been very happy to see Boehner and Netanyahu make the strategic mistake of turning U.S.-Israeli relations into a partisan issue. Just about anything that drives a wedge issue into the Israel lobby tends to lessen that lobby's influence in Congress and that lobby has controlled U.S. foreign policy against America's own interests for far too long.

  • The other day I was talking to a senior Obama administration official about the foreign leader who seems to frustrate the White House and the State Department the most. “The thing about Bibi is, he’s a chickenshit,” this official said, referring to the Israeli prime minister, Benjamin Netanyahu, by his nickname. This comment is representative of the gloves-off manner in which American and Israeli officials now talk about each other behind closed doors, and is yet another sign that relations between the Obama and Netanyahu governments have moved toward a full-blown crisis. The relationship between these two administrations— dual guarantors of the putatively “unbreakable” bond between the U.S. and Israel—is now the worst it's ever been, and it stands to get significantly worse after the November midterm elections. By next year, the Obama administration may actually withdraw diplomatic cover for Israel at the United Nations, but even before that, both sides are expecting a showdown over Iran, should an agreement be reached about the future of its nuclear program.
  • The fault for this breakdown in relations can be assigned in good part to the junior partner in the relationship, Netanyahu, and in particular, to the behavior of his cabinet. Netanyahu has told several people I’ve spoken to in recent days that he has “written off” the Obama administration, and plans to speak directly to Congress and to the American people should an Iran nuclear deal be reached. (President Obama, in interviews with me, has alluded to Netanyahu’s lack of political courage.) “The good thing about Netanyahu is that he’s scared to launch wars,” the official said, expanding the definition of what a chickenshit Israeli prime minister looks like. “The bad thing about him is that he won’t do anything to reach an accommodation with the Palestinians or with the Sunni Arab states. The only thing he’s interested in is protecting himself from political defeat. He’s not [Yitzhak] Rabin, he’s not [Ariel] Sharon, he’s certainly no [Menachem] Begin. He’s got no guts.”

Republicans by a ratio of more than 2-to-1 say the US should support Israel even when its stances diverge with American interests, a new Bloomberg Politics poll finds. Americans with no religious affiliation were the least likely to feel this way, at 26 percent.” “The US media loves to mock adversary nations, especially Muslim ones, for being driven by religious extremism, but that is undeniably a major factor, arguably the most significant one, in explaining fervent support for Israel among the American populace,” Greenwald observes.
