What do these seven countries have in common? In the context of banking, one that sticks out is that none of them is listed among the 56 member banks of the Bank for International Settlements (BIS). That evidently puts them outside the long regulatory arm of the central bankers’ central bank in Switzerland.

The most renegade of the lot could be Libya and Iraq, the two that have actually been attacked. Kenneth Schortgen Jr, writing on Examiner.com, noted that “[s]ix months before the US moved into Iraq to take down Saddam Hussein, the oil nation had made the move to accept euros instead of dollars for oil, and this became a threat to the global dominance of the dollar as the reserve currency, and its dominion as the petrodollar.” According to a Russian article titled “Bombing of Libya – Punishment for Ghaddafi for His Attempt to Refuse US Dollar”, Gaddafi made a similarly bold move: he initiated a movement to refuse the dollar and the euro, and called on Arab and African nations to use a new currency instead, the gold dinar. Gaddafi suggested establishing a united African continent, with its 200 million people using this single currency. *** And that brings us back to the puzzle of the Libyan central bank. With the US unveiling a new set of sanctions against Russia on Friday, Moscow said it would definitely respond to Washington’s latest sanctions and, in particular, it is accelerating efforts to abandon the American currency in trade transactions, said Russia's Deputy Foreign Minister Sergei Ryabkov. "The time has come when we need to go from words to actions, and get rid of the dollar as a means of mutual settlements, and look for other alternatives," he said in an interview with International Affairs magazine, quoted by RT. "Thank God, this is happening, and we will speed up this work,” Ryabkov said, explaining the move would come in addition to other “retaliatory measures” as a response to a growing list of US sanctions. Previously, Russian Energy Minister Aleksandr Novak said that a growing number of countries are interested in replacing the dollar as a medium in global oil trades and other transactions. “There is a common understanding that we need to move towards the use of national currencies in our settlements. There is a need for this, as well as the wish of the parties,” Novak said.

According to the minister, it concerns both Turkey and Iran, with more countries likely to join the growing dedollarization wave. “We are considering an option of payment in national currencies with them. This requires certain adjustments in the financial, economic, and banking sectors” to accomplish. Last week, we reported that the Kremlin was interested in trading with Ankara using the Russian ruble and the Turkish lira. India has also vowed to pay for Iranian oil in rupees. Meanwhile, the world’s second-largest economy and Washington's trade war nemesis, China, has been taking steps to challenge the greenback's dominance with the launch of an oil futures contract backed by Chinese currency, the petro-yuan. China and Iran have already agreed to stop using the dollar in global trade as China has ramped up purchases of Iranian oil in defiance of US sanctions.

Never before has this country relied so heavily on deficit spending to pay for its conflicts. The consequences are expected to be ruinous for the long-term fiscal health of the U.S., but they go far beyond the economic. Massive levels of war-related debt will have lasting repercussions of all sorts. One potentially devastating effect, a new study finds, will be more societal inequality. In other words, the staggering costs of the longest war in American history — almost 17 years running, since the invasion of Afghanistan in October 2001 — are being deferred to the future. In the process, the government is contributing to this country’s skyrocketing income inequality. Since 9/11, the U.S. has spent $5.6 trillion on its war on terror, according to the Costs of War Project, which I co-direct, at Brown University’s Watson Institute for International and Public Affairs. This is a far higher number than the Pentagon’s $1.5 trillion estimate, which only counts expenses for what are known as “overseas contingency operations,” or OCO — that is, a pot of supplemental money, outside the regular annual budget, dedicated to funding wartime operations. The $5.6 trillion figure, on the other hand, includes not just what the U.S. has spent on overseas military operations in Iraq, Afghanistan, Pakistan, and Syria, but also portions of Homeland Security spending related to counterterrorism on American soil, and future obligations to care for wounded or traumatized post-9/11 military veterans. Current CIA director Gina Haspel described graphic acts of deliberate physical torture including the waterboarding of a suspected Al-Qa’ida terrorist under her supervision when she was chief of base at a CIA black site in Thailand in 2002, according to declassified CIA cables – most of which she wrote or authorized – obtained by the National Security Archive through a Freedom of Information Act lawsuit and posted on the Web today. The Haspel cables detail conditions the public has only seen in the infamous Abu Ghraib photographs from Iraq of detainees hooded and shackled, forced nudity, wall slamming, and box confinement, as well as “enhanced techniques” never photographed such as the simulated drowning of suspects on the waterboard. Waterboarding is a war crime under both U.S. and international law, dating back to U.S. prosecution of Japanese solders for torturing U.S. POWs during World War II.[1]

Russia has for months been testing a giant nuclear weapons delivery system that can carry 10 heavyweight warheads—enough power to wipe out Texas or France. But the RS-28 Sarmat intercontinental ballistic missile known in Russia as "Satan 2" has been delayed yet again, suggesting Moscow is having a harder time than expected updating its nuclear arsenal. Russia began testing the Sarmat last year and had been expected to enter it into service in 2018. It was slated to be Russia's first new intercontinental ballistic missile in decades and much bigger than its U.S. counterpart, the Minuteman III, which carries three warheads. The Russian weapon was designed to push through U.S. missile defenses. It is expected to replace the RS-36M, which was known as "Satan" by NATO in the 1970s, NBC News reported.

Only seven other nations in the world have nuclear weapons, and combined they have fewer weapons than either the U.S. or Russia. Jamie Dimon and his underlings at JPMorgan Chase have perfected this dark art at America’s largest bank, which boasts a balance sheet one-eighth the size of the entire US economy.1 After JPMorgan’s deceitful activities in the housing market helped trigger the 2008 financial crash that cost millions of Americans their jobs, homes, and life savings, punishment was in order. Among a vast array of misconduct, JPMorgan engaged in the routine use of “robo-signing,” which allowed bank employees to automatically sign hundreds, even thousands, of foreclosure documents per day without verifying their contents. But in the United States, white-collar criminals rarely go to prison; instead, they negotiate settlements. Thus, on February 9, 2012, US Attorney General Eric Holder announced the National Mortgage Settlement, which fined JPMorgan Chase and four other mega-banks a total of $25 billion.2 JPMorgan’s share of the settlement was $5.3 billion, but only $1.1 billion had to be paid in cash; the other $4.2 billion was to come in the form of financial relief for homeowners in danger of losing their homes to foreclosure. The settlement called for JPMorgan to reduce the amounts owed, modify the loan terms, and take other steps to help distressed Americans keep their homes. A separate 2013 settlement against the bank for deceiving mortgage investors included another $4 billion in consumer relief.3 A Nation investigation can now reveal how JPMorgan met part of its $8.2 billion settlement burden: by using other people’s money.4 Here’s how the alleged scam worked. JPMorgan moved to forgive the mortgages of tens of thousands of homeowners; the feds, in turn, credited these canceled loans against the penalties due under the 2012 and 2013 settlements. But here’s the rub: In many instances, JPMorgan was forgiving loans on properties it no longer owned.5 The alleged fraud is described in internal JPMorgan documents, public records, testimony from homeowners and investors burned in the scam, and other evidence presented in a blockbuster lawsuit against JPMorgan, now being heard in US District Court in New York City.6 JPMorgan no longer owned the properties because it had sold the mortgages years earlier to 21 third-party investors, including three companies owned by Larry Schneider. Those companies are the plaintiffs in the lawsuit; Schneider is also aiding the federal government in a related case against the bank. In a bizarre twist, a company associated with the Church of Scientology facilitated the apparent scheme. Nationwide Title Clearing, a document-processing company with close ties to the church, produced and filed the documents that JPMorgan needed to claim ownership and cancel the loans.

Despite Washington’s extremely costly worldwide ‘War on Terror’, nearly four times as many Sunni Islamic militants are operating around the world today as on September 11, 2001, a new study has found. As many as 230,000 jihadists are spread across 70 countries, with the largest concentrations of terrorists located in Syria, Afghanistan, and Pakistan, according to the Center for Strategic and International Studies, a Washington DC think tank. The shocking reported spike in the number of Sunni jihadists worldwide raises serious questions about the effectiveness of the US-led Global War on Terrorism, which was launched in the wake of the deadly attacks on the Twin Towers and the Pentagon on September 11, 2001.

Moscow is ready to respond if lives of the Russian servicemen are endangered, including by strikes on Damascus, head of Russia's General Staff Valery Gerasimov said. “There are many Russian advisers, representatives of the Russian Center for Reconciliation of Opposing Sides and [Russian] servicemen in Damascus and at Syrian defense facilities,” Gerasimov stated.

Members of the White Helmets and film crews are already there, he pointed out."Following the provocation, the United States are planning to accuse Syrian government forces of using chemical weapons,” according to Gerasimov. In the aftermath it would “present the international community the so-called ‘evidence’ of the apparent mass deaths of civilians at the hands of the Syrian government and “supporting it, the Russian leadership.”In response, Washington will strike the government quarters of Damascus, the general has alleged.

On Monday, US Ambassador to the UN Nikki Haley warned that Washington will take action in Syria on its own if the UN Security Council fails to do so. When the UNSC “failed to act” after the Khan Sheikhoun chemical incident in 2017, the US “successfully struck the airbase from which Assad had launched his chemical attack,” Haley stated.

ECCHR’s legal intervention filed with the German Federal Public Prosecutor (Generalbundesanwalt – GBA) is aimed at securing an arrest warrant for CIA Deputy Director Gina Haspel. Haspel was appointed to the post by President Donald Trump in February 2017. The information submitted to the GBA by ECCHR on 6 June 2017 documents Haspel’s role in the torture of detainees in 2002 at a secret CIA prison in Thailand. In the dossier, ECCHR argues that Haspel oversaw the daily torture of detainees at the black site in 2002 and failed to do anything to stop it.  “Those who commit, order or allow torture should be brought before a court – this is especially true for senior officials from powerful nations,” said ECCHR’s General Secretary Wolfgang Kaleck. “The prosecutor must, under the principle of universal jurisdiction, open investigations, secure evidence and seek an arrest warrant. If the deputy director travels to Germany or Europe, she must be arrested.”

Attorney General Jeff Sessions is reviewing a recommendation to fire the former F.B.I. deputy director, Andrew G. McCabe, just days before he is scheduled to retire on Sunday, people briefed on the matter said. Mr. McCabe was a frequent target of attack from President Trump, who taunted him both publicly and privately.Mr. McCabe is ensnared in an internal review that includes an examination of his decision in 2016 to allow F.B.I. officials to speak with reporters about an investigation into the Clinton Foundation. The Justice Department’s inspector general concluded that Mr. McCabe was not forthcoming during the review, according to the people briefed on the matter. That yet-to-be-released report triggered an F.B.I. disciplinary process that recommended his termination — leaving Mr. Sessions to either accept or reverse that decision.Lack of candor is a fireable offense, but like so much at the F.B.I., Mr. McCabe’s fate is also entangled in presidential politics and the special counsel investigation. He was involved from the beginning in the investigation into the Trump campaign’s ties to Russia. He is also a potential witness in the inquiry into whether Mr. Trump tried to obstruct justice.

The Russian Finance Ministry has announced a plan to wean the country of dollar dependence. It is expected to be a long and painful process. RT has asked analysts to explain how this could be done. According to the plan published this week, Russia seeks to de-dollarize the economy by 2024. The program is long and complicated, but its key point is that Russian exporters who use rubles instead of dollars would get huge taxation benefits including quicker VAT returns and other stimulus to ditch the greenback.

But there are also other ways to strengthen the role of the ruble in Russia. “It is necessary to gradually switch to such a system of international payments, which implies payment in rubles for Russia’s best and most popular goods on the world market like oil, gas and arms exclusively,” Andrey Perekalsky, analyst at financial institute FinIst, told RT.Russia should also unite with China and the European Union in creating a payment channel that can’t be controlled by the United States. The alternative to the SWIFT interbank settlement network that could bypass Iranian sanctions could be seen as a first step in that direction, the analyst notes.

Reporter David Fahrenthold got a phone call around 11 a.m. Friday from a source with a tip about Donald Trump. The source asked: Would Fahrenthold be interested in seeing some previously unaired video of Trump? Fahrenthold didn’t hesitate. Within a few moments of watching an outtake of footage from a 2005 segment on “Access Hollywood,” the Washington Post reporter was on the phone, calling Trump’s campaign, “Access Hollywood” and NBC for reaction. By 4 p.m., his story was causing shock waves.

Fahrenthold’s story about the recording — which some observers said might deal a death blow to Trump’s presidential campaign — was the second major revelation, or “October surprise,” that came courtesy of an anonymous source. The New York Times last week revealed that Trump took a $916 million loss on his 1995 taxes, which could have relieved him from paying federal income taxes for as many as 18 years. The Times’ story was based on tax returns supplied by a source whose identity is unknown even to the Times. Fahrenthold, a 16-year veteran of The Post, said he knows who pointed him to the “Access Hollywood” video, but he will not reveal the identity because he promised anonymity to his tipster. But like many readers, he said he was surprised and shocked by what he saw on the tape.

As it happens, Fahrenthold was racing to produce his story in competition with “Access Hollywood” itself. The syndicated show, owned by NBC Universal, had found the Trump recording in its archives and was preparing its own story. NBC News, tipped by “Access Hollywood,” was also aware of the tape and was preparing a story, which it intended to broadcast after the entertainment show aired the recording. It was not clear, however, when “Access Hollywood” and NBC News were planning to go ahead with their stories.

The tensions between Russia and the USA have reached an unprecedented level. I fully agree with the participants of this CrossTalk show – the situation is even worse and more dangerous than during the Cuban Missile Crisis. Both sides are now going to the so-called “Plan B” which, simply put, stand for, at best, no negotiations and, at worst, a war between Russia and the USA.

In theory, these are, very roughly, the possible levels of confrontation: A military standoff à la Berlin in 1961. One could argue that this is what is already taking place right now, albeit in a more long-distance and less visible way. A single military incident, such as what happened recently when Turkey shot down a Russian SU-24 and Russia chose not to retaliate. A series of localized clashes similar to what is currently happening between India and Pakistan. A conflict limited to the Syrian theater of war (say like the war between the UK and Argentina over the Malvinas Islands). A regional or global military confrontation between the USA and Russia. A full scale thermonuclear war between the USA and Russia During my years as a student of military strategy I have participated in many exercises on escalation and de-escalation and I can attest that while it is very easy to come up with escalatory scenarios, I have yet to see a credible scenario for de-escalation. What is possible, however, is the so-called “horizontal escalation” or “asymmetrical escalation” in which one side choses not to up the ante or directly escalate, but instead choses a different target for retaliation, not necessarily a more valuable one, just a different one on the same level of conceptual importance (in the USA Joshua M. Epstein and Spencer D. Bakich did most of the groundbreaking work on this topic).

The main reason why we can expect the Kremlin to try to find asymmetrical options to respond to a US attack is that in the Syrian context Russia is hopelessly outgunned by the US/NATO, at least in quantitative terms. The logical solutions for the Russians is to use their qualitative advantage or to seek “horizontal targets” as possible retaliatory options. This week, something very interesting and highly uncharacteristic happened: Major General Igor Konashenkov, the Chief of the Directorate of Media service and Information of the Ministry of Defence of the Russian Federation, openly mentioned one such option. Here is what he said: “As for Kirby’s threats about possible Russian aircraft losses and the sending of Russian servicemen back to Russia in body bags, I would say that we know exactly where and how many “unofficial specialists” operate in Syria and in the Aleppo province and we know that they are involved in the operational planning and that they supervise the operations of the militants. Of course, one can continue to insist that they are unsuccessfully involved in trying to separate the al-Nusra terrorists from the “opposition” forces. But if somebody tries to implement these threats, it is by no means certain that these militants will have to time to get the hell out of there.” Nice, no? Konashenkov appears to be threatening the “militants” but he is sure to mention that there are plenty of “unofficial specialists” amongst these militants and that Russia knows exactly where they are and how many of them there are. Of course, officially, Obama has declared that there are a few hundred such US special advisors in Syria. A well-informed Russian source suggests that there are up to 5’000 foreign ‘advisors’ to the Takfiris including about 4’000 Americans. I suppose that the truth is somewhere between these two figures.

Secretary of State John Kerry was clearly exasperated, not least at his own government. Over and over again, he complained to a small group of Syrian civilians that his diplomacy had not been backed by a serious threat of military force, according to an audio recording of the meeting obtained by The New York Times.

At the meeting last week, Mr. Kerry was trying to explain that the United States has no legal justification for attacking Mr. Assad’s government, whereas Russia was invited in by the government.

His frustrations and dissent within the Obama administration have hardly been a secret, but in the recorded conversation, Mr. Kerry lamented being outmaneuvered by the Russians, expressed disagreement with some of Mr. Obama’s policy decisions and said Congress would never agree to use force. 0:19

The Obama administration threatened to pull out of talks with Russia over a collapsed cease-fire in Syria and has renewed an internal debate over giving rebels more firepower to fend off a stepped-up Russian and Syrian assault on their Aleppo stronghold, U.S. officials said. The White House put the weaponry debate on hold earlier this year to give Secretary of State John Kerry an opportunity to try to negotiate a cease-fire with his counterpart in Russia.

The renewed debate on what is referred to within the administration as Plan B, according to U.S. officials, centers on whether to authorize the Central Intelligence Agency and its partners in the region to deliver weapons systems that would enable CIA-vetted rebel units to strike Syrian and Russian artillery positions from longer distances. The Obama administration has ruled out providing so-called man-portable air-defense systems, known as Manpads, to the rebels, but officials said they are considering arming them with antiaircraft systems that are less mobile and would pose less of a proliferation risk. State Department spokesman John Kirby said Wednesday that the Obama administration was discussing options to address the conflict “that are outside diplomacy,” but declined to provide specifics.

Officials said the speed of the Russian and Syrian offensive against Aleppo has put pressure on the White House to accelerate its deliberations and forced policy makers to look at options they previously were reluctant to seriously consider. In addition to the CIA and its partners providing weapons, the U.S. is considering giving a green light to its regional allies, including Turkey and Saudi Arabia, to provide more-powerful weapons systems to the rebels. Some U.S. officials believe that it already may be too late to have any impact on the battlefield, and that the administration should consider taking direct U.S. military action against the Assad regime to halt the campaign. Officials predicted there would be strong opposition at the White House to any options involving direct U.S. military action against the Assad regime, because of the risk of triggering a wider conflict with Russia. The U.S. military has been conducting strikes in Syria against Islamic State since 2014.

President Obama has authorized sending an additional 600 American troops to Iraq to assist Iraqi forces in the looming battle to take back the city of Mosul from the Islamic State, United States officials said on Wednesday.The announcement means that there will soon be 5,000 American troops in Iraq, seven years after the Obama administration withdrew all American troops from the country.

Defense Secretary Ashton B. Carter, traveling in New Mexico, said the additional troops would help with logistics as well as providing intelligence for Iraqi security forces in the fight for Mosul. Gen. Joseph F. Dunford Jr., chairman of the Joint Chiefs of Staff, said last week that Iraqi forces would be ready to retake the city by early October.“These are military forces that will be deployed to intensify the strategy that’s in place, to support Iraqi forces as they prepare for an offensive,” Josh Earnest, the White House press secretary, said Wednesday. Mrs. Clinton said at an NBC News forum on national security this month that she would not put ground troops in Iraq “ever again.” Mr. Trump said in March that he would deploy up to 30,000 American troops in the Middle East to defeat the Islamic State.
