  • Israeli Prime Minister Benjamin Netanyahu said on Tuesday that Israeli forces operate in Syria from “time to time.” It is the first public recognition of Israel’s military involvement in its neighboring war-torn country. The Israeli leader said that forces carry out operations to prevent weapons transfers to Lebanon, where Iranian-backed Shiite militant group Hezbollah—which went to war with Israel in 2006—operates, and to stop southern Syria becoming a front against Israel. "We operate in Syria from time to time to prevent it from becoming a front against us, a second terror front against us," Netanyahu said at the Galilee Conference in the northern Israeli city of Acre, the Associated Press reported.
  • He added: "We are also acting of course to prevent the transfer of deadly weapons from Syria to Lebanon in particular and we will continue to do so.” Netanyahu did not elaborate further on Israeli operations in Syrian territory but Israeli forces have carried out airstrikes against a number of regime targets this year and have also attacked Hezbollah fighters—allies of Syrian President Bashar al-Assad— operating on its border. Israeli intelligence service Mossad has also been linked with the 2008 assassination of top Hezbollah commander Imad Mugniyah in Damascus. Other Israeli strikes in Syrian territory have been widely reported since the onset of the Syrian civil war in March 2011. The Israeli military acknowledged this year’s strikes but Israeli officials have never publicly admitted to the country’s involvement within Syrian territory.

  • A military statement has ordered civilians to leave the "Islamic State"-held city, without giving further details. Some analysts believe a major US-led operation to retake the city is imminent.
  • Monday's statement was broadcast on Iraqi state TV, requesting that Ramadi civilians leave the city from its southern Himaira area. No further details were given. The announcement immediately fuelled speculation that a major operation by Iraqi forces to retake Ramadi from "Islamic State" ("IS") militants was about to begin. The statement followed three days of air strikes in Iraq and Syria by the US-led coalition fighting the jihadist group, and was issued after Iraqi forces cut the last "IS" supply line into the city by seizing a key bridge. IS militants were imposing a 5,500 euro ($6,000) levy for anyone who wanted to leave, the military said, adding that around 50,000 civilians have been prevented from traveling.

  • Meanwhile, last week's capture of Palestine Bridge, straddling the Euphrates river in northwestern Ramadi, means Iraqi forces have the city surrounded. An army colonel from the 9th division told Reuters the latest advance had restricted the jihadists ability to function. "This advance is very important," said the colonel on condition of anonymity. "Daesh ("IS") can no longer ferry weapons, food and equipment through the river like they did in the past." Analysts believe the army will now move to clear the city of the Sunni militants one neighborhood at a time. One of the biggest cities in Iraq, Ramadi lies 115 kilometers (70 miles) west of Baghdad.

  • The US-led bombing campaign in Syria is targeting the Al Nusrah Front, an official branch of al Qaeda, as well as the Islamic State, an al Qaeda offshoot that is one of Al Nusrah's fiercest rivals. Before they were launched, the air strikes were framed as being necessary to damage the Islamic State, a jihadist group that has seized large swaths of territory across Syria and Iraq. But in recent days US officials signaled that they were also concerned about al Qaeda's presence in Syria, including the possibility that al Qaeda operatives would seek to use the country as a launching pad for attacks in the West. Several well-connected online jihadists have posted pictures of the Al Nusrah Front positions struck in the bombings. They also claim that al Qaeda veterans dispatched from Afghanistan to Syria, all of whom were part of Al Nusrah, have been killed. US intelligence officials contacted by The Long War Journal confirmed that the Al Nusrah Front has been targeted in the operations, but could not verify any of the specific details reported on the jihadist sites.

Ayman al Zawahiri, the emir of al Qaeda, sent the group to Syria specifically to plan attacks against the US and its interests. Unconfirmed reports on jihadist social media sites say that al Fadhli was killed in the bombings. Neither US officials, nor al Qaeda has verified this reporting. The fog of war often makes it difficult to quickly confirm whether an individual jihadist has been killed, wounded, or survived unscathed. Initial reports should be treated with skepticism and there is no firm evidence yet that al Fadhli has been killed.

  • Two of the main rebel groups receiving weapons from the United States to fight both the regime and jihadist groups in Syria have surrendered to al-Qaeda. The US and its allies were relying on Harakat Hazm and the Syrian Revolutionary Front to become part of a ground force that would attack the Islamic State of Iraq and the Levant (Isil). For the last six months the Hazm movement, and the SRF through them, had been receiving heavy weapons from the US-led coalition, including GRAD rockets and TOW anti-tank missiles. But on Saturday night Harakat Hazm surrendered military bases and weapons supplies to Jabhat al-Nusra, when the al-Qaeda affiliate in Syria stormed villages they controlled in northern Idlib province. The development came a day after Jabhat al-Nusra dealt a final blow to the SRF, storming and capturing Deir Sinbal, home town of the group's leader Jamal Marouf.
  • The collapse of the SRF and attacks on Harakat Hazm have dramatically weakened the presence of moderate rebel fighting groups in Syria, which, after almost four years of conflict is increasingly becoming a battle ground between the Syrian regime and jihadist organisations. For the United States, the weapons they supplied falling into the hands of al-Qaeda is a realisation of a nightmare. It was not immediately clear if American TOW missiles were among the stockpile surrendered to Jabhat al-Nusra on Saturday.   • Jabhat al-Nusra reportedly attacked the groups in part because of personal skirmishes between units, in part because of its ambition to build an Islamic emirate that rivals that of Isil, and in part because they feared that the groups' closeness to the United States would pose a threat, analysts told The Telegraph. Last month one state department official said they would move "quickly" to initiate the program by sourcing men from groups the US already works with, including Harakat Hazm, but that it would still be three months before the programme got under way. "We are sourcing men from brigades who we have already helped with logistical supplies. We have 16 groups so far, but that list is fluid and it can grow," the official said. Now that process is likely to take even longer.
  • Meanwhile, a lack of weapons supplies have rendered moderate groups on the ground in Syria largely irrelevant. Past efforts to build a fighting force on the ground who could fight the regime of President Bashar al-Assad collapsed in skirmishes between the rebels over the very limited weapons supplies. The effort was also hampered by nations backing the opposition, including Saudi Arabia and Qatar, who would circumvent the military council established to supply arms and instead directly back the rebel groups they believed were most loyal to them, creating further divisions. These efforts have since been revamped with new operations rooms in Turkey, to manage the north of Syria, and in Jordan, to manage rebel operations in the south including Deraa and Damascus suburbs. The operations rooms are manned by representatives from Turkey, the US, Britain, France, Saudi Arabia and the UAE, a Syrian source involved in the arms supplies told The Telegraph.

  • In August of 2013, even as the words came out of US President Barack Obama’s mouth regarding an “impending” US military strike against the Syrian state, the impotence of American foreign policy loomed over him and those who wrote his speech for him like an insurmountable wall.  So absurd was America’s attempt to once again use the canard of “weapons of mass destruction” to justify yet another military intervention, that many believed America’s proxy war in Syria had finally reached its end. The counterstroke by Russia included Syria’s immediate and unconditional surrendering of its chemical weapons arsenal, and with that, so evaporated America’s casus belli. Few would believe if one told them then, that in 2015, that same discredited US would be routinely bombing Syrian territory and poised to justify the raising of an entire army of terrorists to wage war within Syria’s borders, yet that is precisely what is happening.     All it took for this miraculous turn in fortune was the creation of "ISIS," and serial provocations committed by these Hollywood-style villains seemingly engineered to reinvigorate America's justification to militarily intervene more directly in a war it itself started in Syria beginning in 2011. ISIS could not be a more effective part of America's plans to overthrow the Syrian government and destroy the Syrian state if it had an office at the Pentagon.

  • It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding. On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day." German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).
  • The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO. The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.
  • But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats. Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel's diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove's bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the "super hawk," whose role is that of increasing the pressure on America's more reserved trans-Atlantic partners.

  • German foreign policy experts are united in their view of Breedlove as a hawk. "I would prefer that Breedlove's comments on political questions be intelligent and reserved," says Social Democrat parliamentarian Niels Annen, for example. "Instead, NATO in the past has always announced a new Russian offensive just as, from our point of view, the time had come for cautious optimism." Annen, who has long specialized in foreign policy, has also been frequently dissatisfied with the information provided by NATO headquarters. "We parliamentarians were often confused by information regarding alleged troop movements that were inconsistent with the information we had," he says. The pressure on Obama from the Republicans, but also from his own political camp, is intense. Should the ceasefire in eastern Ukraine not hold, it will likely be difficult to continue refusing Kiev's requests for shipments of so-called "defensive weapons." And that would represent a dramatic escalation of the crisis. Moscow has already begun issuing threats in anticipation of such deliveries. "Any weapons deliveries to Kiev will escalate the tensions and would unhinge European security," Nikolai Patrushev, secretary of Russia's national security council, told the Russian newspaper Komsomolskaya Pravda on Wednesday.
  • The German government, meanwhile, is doing what it can to influence Breedlove. Sources in Berlin say that conversations to this end have taken place in recent weeks. But there are many at NATO headquarters in Brussels who are likewise concerned about Breedlove's statements. On Tuesday of last week, Breedlove's public appearances were an official item on the agenda of the North Atlantic Council's weekly lunch meeting. Several ambassadors present criticized Breedlove and expressed their incredulity at some of the commander's statements. The government in Berlin is concerned that Breedlove's statements could harm the West's credibility. The West can't counter Russian propaganda with its own propaganda, "rather it must use arguments that are worthy of a constitutional state." Berlin sources also say that it has become conspicuous that Breedlove's controversial statements are often made just as a step forward has been made in the difficult negotiations aimed at a political resolution. Berlin sources say that Germany should be able to depend on its allies to support its efforts at peace.
  • A mixture of political argumentation and military propaganda is necessary. But for months now, many in the Chancellery simply shake their heads each time NATO, under Breedlove's leadership, goes public with striking announcements about Russian troop or tank movements. To be sure, neither Berlin's Russia experts nor BND intelligence analysts doubt that Moscow is supporting the pro-Russian separatists. The BND even has proof of such support. But it is the tone of Breedlove's announcements that makes Berlin uneasy. False claims and exaggerated accounts, warned a top German official during a recent meeting on Ukraine, have put NATO -- and by extension, the entire West -- in danger of losing its credibility.
  • Although President Obama has decided for the time being to give European diplomacy a chance, hawks like Breedlove or Victoria Nuland are doing what they can to pave the way for weapons deliveries. "We can fight against the Europeans, fight against them rhetorically," Nuland said during a private meeting of American officials on the sidelines of the Munich Security Conference at the beginning of February.
  • In reporting on the meeting later, the German tabloid Bild reported that Nuland referred to the chancellor's early February trip to Moscow for talks with Putin as "Merkel's Moscow stuff." No wonder, then, that people in Berlin have the impression that important power brokers in Washington are working against the Europeans. Berlin officials have noticed that, following the visit of American politicians or military leaders in Kiev, Ukrainian officials are much more bellicose and optimistic about the Ukrainian military's ability to win the conflict on the battlefield. "We then have to laboriously bring the Ukrainians back onto the course of negotiations," said one Berlin official.
  • uland, who is seen as a possible secretary of state should the Republicans win back the White House in next year's presidential election, is an important voice in US policy concerning Ukraine and Russia.
  • She is also very direct. She can be very keen and entertaining, but has been known to take on an undiplomatic tone -- and has not always been wrong to do so. Mykola Asarov, who was prime minister under toppled Ukrainian President Viktor Yanukovych, recalls that Nuland basically blackmailed Yanukovych in order to prevent greater bloodshed in Kiev during the Maidan protests. "No violence against the protesters or you'll fall," Nuland told him according to Asarov. She also, he said, threatened tough economic and political sanctions against both Ukraine and the country's leaders. According to Asarov, Nuland said that, were violence used against the protesters on Maidan Square, information about the money he and his cronies had taken out of the country would be made public.
  • Nuland has also been open -- at least internally -- about her contempt for European weakness and is famous for having said "Fuck the EU" during the initial days of the Ukraine crisis in February of 2014. Her husband, the neo-conservative Robert Kagan, is, after all, the originator of the idea that Americans are from Mars and Europeans, unwilling as they are to realize that true security depends on military power, are from Venus. When it comes to the goal of delivering weapons to Ukraine, Nuland and Breedlove work hand-in-hand. On the first day of the Munich Security Conference, the two gathered the US delegation behind closed doors to discuss their strategy for breaking Europe's resistance to arming Ukraine
  • On the seventh floor of the Bayerischer Hof hotel in the heart of Munich, it was Nuland who began coaching. "While talking to the Europeans this weekend, you need to make the case that Russia is putting in more and more offensive stuff while we want to help the Ukrainians defend against these systems," Nuland said. "It is defensive in nature although some of it has lethality."
  • Breedlove complemented that with the military details, saying that moderate weapons aid was inevitable -- otherwise neither sanctions nor diplomatic pressure would have any effect. "If we can increase the cost for Russia on the battlefield, the other tools will become more effective," he said. "That's what we should do here." In Berlin, top politicians have always considered a common position vis-a-vis Russia as a necessary prerequisite for success in peace efforts. For the time being, that common front is still holding, but the dispute is a fundamental one -- and hinges on the question of whether diplomacy can be successful without the threat of military action. Additionally, the trans-Atlantic partners also have differing goals. Whereas the aim of the Franco-German initiative is to stabilize the situation in Ukraine, it is Russia that concerns hawks within the US administration. They want to drive back Moscow's influence in the region and destabilize Putin's power. For them, the dream outcome would be regime change in Moscow.

While you’re strolling the aisle with your cart, a shadowy figure looms over your shoulder and changes the prices on the items you want to buy before you get a chance to pick them up. As you reach for some vine tomatoes, you notice the price just jumped 20 cents. When you select some brie from among the cheeses, you witness the number on the sticker change right before your eyes. Ditto when you look for your favorite brand of granola.
  • This is the essence of what regulators learned might be happening in the foreign exchange market, where US$5.3 trillion of dollars, euros and yen are traded every day. In June 2013, Bloomberg reported that traders at some of the world’s biggest banks worked to manipulate key currency rates, racking up profits and costing investors – including your retirement fund – hundreds of millions of dollars globally. They are accused of placing their own transactions ahead of trades requested by clients – known as front-running – which was the reason prices kept changing as people tried to make their own trades, like in the shopping analogy above. They bought euros or dollars, driving up the rate, and then profited by selling to other investors at a higher level.

  • When institutions like these need to buy or sell assets across borders, they call a dealer at one of the big banks, which provides what is basically a wholesale version of the cambio currency kiosks you see at the airport. The dealer quotes a buying price and a selling price, and the fund chooses whether to buy or sell. In addition to trading with customers, the dealers trade among themselves, sometimes to manage their inventory and sometimes hoping to make money by taking speculative positions for a few minutes or even seconds. And that’s how we arrive at the scandal. Every day at 4pm in London, the market sets special “fixing” exchange rates that are used to value the funds’ international investments. The fixing price is set in a simple way: it’s just the average of all prices paid among dealing banks during the 30 seconds before and after the clock strikes 4. Many international fund managers prefer to trade currencies at exactly the fixing price because it’s simpler and smarter to trade at the same price used to value your portfolio. To make these transactions happen, international funds often place large orders with dealers at major banks before the fix.
  • Suppose, for example, a pension fund with major investments in Europe knows it will receive a lot of new IRA money on November 30, when many US employees get paid. Most currency trading is handled by 10 or so mega banks, so if just a few of them compared notes, they would have a good sense of whether the exchange rate would rise or fall during the fixing interval that day. The shadowy figure looking over your shoulder at the supermarket to see what you’re going to buy next is like the banks comparing their customer orders before the fix. To finish the supermarket analogy, we need to know how and why the dealing banks could raise the fixing rate to the disadvantage of international pension and mutual funds. Suppose once again that many customers have placed big orders to buy euros at the fix, and the banks figure the euro-dollar exchange rate will rise during the window. This would give them an incentive to buy a lot of euros before it’s set (remember the golden rule of trading: buy low, sell high).

  • It’s spy thriller stuff; no one is talking. But there are indications Russia would not announce a partial withdrawal from Syria right before the Geneva negotiations ramp up unless a grand bargain with Washington had been struck.Some sort of bargain is in play, of which we still don’t know the details; that's what the CIA itself is basically saying through their multiple US Think Tankland mouthpieces. And that's the real meaning hidden under a carefully timed Barack Obama interview that, although inviting suspension of disbelief, reads like a major policy change document. Obama invests in proverbial whitewashing, now admitting US intel did not specifically identify the Bashar al-Assad government as responsible for the Ghouta chemical attack. And then there are nuggets, such as Ukraine seen as not a vital interest of the US – something that clashes head on with the Brzezinski doctrine. Or Saudi Arabia as freeloaders of US foreign policy – something that provoked a fierce response from former Osama bin Laden pal and Saudi intel supremo Prince Turki.
  • Tradeoffs seem to be imminent. And that would imply a power shift has taken place above Obama — who is essentially a messenger, a paperboy. Still that does not mean that the bellicose agendas of both the Pentagon and the CIA are now contained.

Obama owes it to Putin and Lavrov, who literally saved him not only from tremendous embarrassment but from yet another massive Middle East quagmire.
  • Russia will be closely monitoring the current “cessation of hostilities”; and if the War Party decides to ramp up “support” for ISIS/ISIL/Daesh or the “moderate rebel” front via any shadow war move, Russia will be back in a flash. As for Sultan Erdogan, he can brag what he wants about his “no-fly zone” pipe dream; but the fact is the northwestern Syria-Turkish border is now fully protected by the S-400 air defense system. Moreover, the close collaboration of the “4+1” coalition – Russia, Syria, Iran, Iraq, plus Hezbollah – has broken more ground than a mere Russia-Shi’te alignment. It prefigures a major geopolitical shift, where NATO is not the only game in town anymore, dictating humanitarian imperialism; this “other” coalition could be seen as a prefiguration of a future, key, global role for the Shanghai Cooperation Organization.
  • As we stand, it may seem futile to talk about winners and losers in the five-year-long Syrian tragedy – especially with Syria destroyed by a vicious, imposed proxy war. But facts on the ground point, geopolitically, to a major victory for Russia, Iran and Syrian Kurds, and a major loss for Turkey and the GCC petrodollar gang, especially considering the huge geo-energy interests in play. It’s always crucial to stress that Syria is an energy war – with the “prize” being who will be better positioned to supply Europe with natural gas; the proposed Iran-Iraq-Syria pipeline, or the rival Qatar pipeline to Turkey that would imply a pliable Damascus. Other serious geopolitical losers include the self-proclaimed humanitarianism of the UN and the EU. And most of all the Pentagon and the CIA and their gaggle of weaponized “moderate rebels”. It ain’t over till the last jihadi sings his Paradise song. Meanwhile, “time out” Russia is watching.

  • The importance of the new arms deal between Israel and the United States cannot be overstated. The arrival of an as yet undisclosed number of KC-135 aerial refuelling aircraft will give the Israeli Air Force (IAF) the range to attack any target in Iran that it deems necessary in order to suppress the Iranian nuclear program.
  • In absolute terms the tankers on their own ensure that the IAF can reach every target in Iran that they need to, everything is in range. What they don’t do is increase the destructive power of the ordnance that their F-15s and F-16s can carry. Any strike that would be launched is likely to be launched at targets that were built with defense in mind. Essentially meaning that a large part of them is underground. Although the much vaunted BLU-109 bunker buster bombs are on their way into the inventory of the IAF they are able to penetrate six feet of reinforced concrete whereas, for example, the Natanz nuclear plant is built under 22 meters of dirt as well as eight meters of reinforced concrete and in a facility that is about 100,000 square meters in size. Now multiply those problems by at least another 20 facilities that need to be attacked, probably more and the scale of the challenge still involved in destroying the Iranian program becomes clear.

  • With the Osprey the IDF will gain the capability to transport troops and their equipment to the target zone in sufficient numbers not merely to conduct the reconnaissance that they are already carrying out but to launch direct action attacks. Although it’s unlikely that the IDF has the power to stop the Iranian nuclear programme dead in its tracks, it does have the power to set it back a long way.

Julani depicts Russia as being “Eastern Crusaders,” calls for reprisal attacks inside Russia, says the jihadists should attack Shiite villages, and argues that groups fighting the Assad regime shouldn’t seek assistance from the West or countries throughout the region. He also offers bounties of several million Euros to anyone who kills Bashar al Assad or Hezbollah leader Hassan Nasrallah. Julani’s 21-minute audio message, which was released online yesterday, is entitled “The Russian Intervention – The Last Arrow.” It has been translated by the SITE Intelligence Group.
  • Julani urges the “mujahideen in the Caucasus to distract” Russia’s attention from the war in Syria whenever possible by killing Russians in their home country, including soldiers. “If the Russian soldier kills from the masses of [Syria], kill from their masses. And if they kill from our soldiers, kill from theirs,” Julani says, according to SITE. “One for one. We will not be the ones who begin.” The infighting between various factions must come to a stop, Julani argues, so that the jihadists can focus on “breaking” the “Eastern and Western Crusader campaigns.” And the jihadists should mobilize on “all the fronts” throughout Syria in response. “All must start a large battle on the most sensitive areas for the regime, and the battle must be escalated and the Nusayri [Shiite] villages in Latakia targeted.” Latakia is a coastal province that has long been a stronghold for the Assad family. “I call upon all the factions to gather the largest possible amount of shells and rockets and strike the Nusayri [Shiite] villages every day with hundreds of rockets, just as the cursed ones do in the cities and villages of the Sunnis,” Julani says, according to SITE. “Make them taste some of the torture of our people. If they leave the villages and cities of the Sunnis, we will leave them alone and will not attack, for he who treats others the same as he treats himself is not unjust.”
  • Here, Julani is likely discussing the Sunni jihadists’ strategy of attacking Shiite civilian areas in order to force the Assad regime to refrain from attacking predominately Sunni areas. Al Nusrah, Ahrar al Sham and other Sunni jihadist groups have employed this strategy throughout the year by, for example, attacking Shiite villages in northern Syria until Assad, Iranian forces, and Hezbollah lay off of areas in the south where Sunnis, including jihadists, are cornered. Jaysh al Fateh has effectively used this plan to free civilians and some fighters stationed in Zabadani, a small city close to the border with Lebanon. Julani warns other groups in Syria to avoid seeking assistance from “the Western states and the regional states,” saying it will only bring more “humiliation and shame.” Julani does not address this warning to any specific parties, but he could be referring to Al Nusrah’s ally, Ahrar al Sham, which receives assistance from Turkey and Qatar. Al Nusrah itself has likely received support from Gulf nations, Turkey and other actors at times. In fact, al Qaeda ideologues have explicitly condoned such arrangements, arguing that it can advance the jihadists’ cause. Al Qaeda has even said it is permissible on theological grounds to receive support from Iran, which is currently the Sunni jihadists’ foe in Syria and elsewhere. So, while Julani may openly decry this practice, it is one al Qaeda has repeatedly deemed to be acceptable.

The intelligence included imagery and maps about Iranian troop movements, as well as the locations of Iranian logistics facilities and details about Iranian air defenses. The Iraqis used mustard gas and sarin prior to four major offensives in early 1988 that relied on U.S. satellite imagery, maps, and other intelligence. These attacks helped to tilt the war in Iraq's favor and bring Iran to the negotiating table, and they ensured that the Reagan administration's long-standing policy of securing an Iraqi victory would succeed. But they were also the last in a series of chemical strikes stretching back several years that the Reagan administration knew about and didn't disclose.

    Such is the power of the Israel Lobby. Many members of Congress have been getting private briefings by Israeli "intelligence officials"  and publicly stating that they have more confidence in the Israeli briefings than in U.S. intelligence. One might question the honesty of the so-called Israeli "intelligence briefings;" numerous retired Israeli intelligence agency heads have publicly stated that Iran has no present intention to build nuclear weapons and has not made any decision to make such a decision later. It should be kept in mind that the economic sanctions on Iran strike its middle and lower economic classes. They do nothing to harm the Iranian government or military capabilities or R&D. Economic sanctions are widely recognized as acts of war that violate the Fourth Geneva Convention's protections for non-combatants.
