  • The Turkish government Tuesday denied accusations by Syrian rebels that its intelligence service had tipped off an al Qaida-linked group that then abducted the commander and 20 members of a U.S.-trained group of Syrian fighters about to confront the Islamic State.In a statement to McClatchy, which first reported on Monday the allegations from multiple Syrian rebel groups that the Nusra Front had been alerted by the Turkish government, Turkish Prime Minister Ahmet Davutoglu’s office said it denied “the allegations in the strongest terms possible. The idea that Turkey, a key supporter of the Train and Equip Program, would seek to undermine its own interests in Syria is ludicrous.” The statement was attributed to a senior member of the prime minister’s office.The dispute centers around the arrival into Syria of the first 54 members of a program by a coalition of anti-Islamic State members – including the U.S., Jordan, the United Kingdom and Turkey – to train and equip carefully vetted Syrian rebels for the fight against the Islamic State in Syria. The so called “T&E” group is part of a moderate Syrian rebel group known as Division 30, which has drawn members from a variety of units that were once under the umbrella of the Free Syrian Army. The FSA led the initial military uprising against the Syrian regime of Bashar Assad before being eclipsed by a number of jihadist and Islamist groups, including the Islamic State.
  • On July 29, the 54 fighters and their commander, Col. Nadim Hassan, arrived in Azaz, along the Turkish border, where they were immediately abducted or attacked by the Nusra Front. Hassan and about 20 of his men remain held by Nusra, which has declared the group an American front designed to target Islamists, despite the group’s repeated insistence that it would only participate in operations against the Islamic State, which Nusra, despite sharing a common ideology and origins in al Qaida in Iraq, also fights.
  • The United States has frequently clashed with both the Syrian opposition and Turkey over the role of Islamist groups in the Syrian civil war. But many of America’s allies in the region and inside Syria have been loath to cut ties to the groups and continue to cooperate with them both politically and on the battlefield.   • Activists worried about online privacy are sending Congress a message with some old-school technology: They're sending faxes -- more than 6.2 million, they claim -- to express opposition to the Cybersecurity Information Sharing Act (CISA).Why faxes? "Congress is stuck in 1984 and doesn't understand modern technology," according to the campaign Fax Big Brother. The week-long campaign was organized by the nonpartisan Electronic Frontier Foundation, the group Access and Fight for the Future, the activist group behind the major Internet protests that helped derail a pair of anti-piracy bills in 2012. It also has the backing of a dozen groups like the ACLU, the American Library Association, National Association of Criminal Defense Lawyers and others.

Fight for the Future started sending faxes to all 100 Senate offices on Monday, but the campaign really took off after it garnered attention on the website Reddit and on social media. The faxed messages are generated by Internet users who visit faxbigbrother.com or stopcyberspying.com -- or who simply send a message via Twitter with the hashtag #faxbigbrother. To send all those faxes, Fight for the Future set up a dedicated server and a dozen phone lines and modems they say are capable of sending tens of thousands of faxes a day.

  • A study released earlier this year revealed the shocking death toll of the United States’s “War on Terror” since the 9/11 terrorist attacks, but the true body count could be even higher. Published in March by Physicians for Social Responsibility, the study, conducted by a team that included some Nobel Prize winners, determined that at least 1.3 million people have died as a result of war since Sept.11, 2001, but the real figure might be as high as two million. The study was an attempt to “close the gaps” in existing research, including studies like the Iraq Body Count,” which puts the number of violent deaths in that country at about 219,000 since 2003, based on media reports of the time period. Investigative journalist Nafeez Ahmed, writing in April for Middle East Eye, explained some of the ways the previous figures fell short, according to the physicians’ research: “For instance, although 40,000 corpses had been buried in Najaf since the launch of the war, IBC [Iraq Body Count] recorded only 1,354 deaths in Najaf for the same period. That example shows how wide the gap is between IBC’s Najaf figure and the actual death toll – in this case, by a factor of over 30.
  • Such gaps are replete throughout IBC’s database. In another instance, IBC recorded just three airstrikes in a period in 2005, when the number of air attacks had in fact increased from 25 to 120 that year. Again, the gap here is by a factor of 40.” The physicians behind the study also praised a controversial report from the medical journal The Lancet that placed the toll count far higher than that of Iraq Body Count, at closer to one million dead. In addition to the war in Iraq, the PSR study added additional victims from other countries where the United States has waged war: “To this, the PSR study adds at least 220,000 in Afghanistan and 80,000 in Pakistan, killed as the direct or indirect consequence of US-led war: a ‘conservative’ total of 1.3 million. The real figure could easily be ‘in excess of 2 million’.” These figures may still be underestimating the real death toll, according to Ahmed. These studies only account for the victims of violent conflict, but not the many more who will die as a result of the damage war brings to crucial infrastructure, from roads to farms to hospitals — not to mention devastating sanctions like those placed on Iraq after the first Gulf War in 1991. He continues:
  • “Undisputed UN figures show that 1.7 million Iraqi civilians died due to the West’s brutal sanctions regime, half of whom were children. The mass death was seemingly intended. Among items banned by the UN sanctions were chemicals and equipment essential for Iraq’s national water treatment system. A secret US Defence Intelligence Agency (DIA) document discovered by Professor Thomas Nagy of the School of Business at George Washington University amounted, he said, to ‘an early blueprint for genocide against the people of Iraq.’” Similar figures for Afghanistan, he reports, could bring totals to four million or more. As Ahmed points out in his article, the majority of those killed in these wars and those suffering most from these wars, statistically speaking, were Muslim — a stark contrast to the common view that radical Muslim terrorists are the deadliest group in the Middle East. Rather, it would seem the American military are the worst killers, and the death toll resembles religious genocide. In 2009, Stephen M.   • Before I begin, I’ll make a prediction, since I’m an investor and my job is to predict. I increasingly believe that the dollar will collapse, and its ramifications could be as violent as when the credit markets cracked in July 2007. Currency collapses are nothing new, just as the bursting of a credit market bubble was nothing new. A dollar collapse could very well lead to carnage in domestic asset markets, whether it be the stock market, bond market, etc. Also, US imports and the overvalued dollar are fueling many of the export-oriented economies abroad, so a dollar collapse could wreak havoc on foreign asset markets as well. And once it happens, we’re going to view the collapse of the dollar as an obvious event that we should have long seen coming. Just as we now view the subprime wreckage and bursting of the real estate bubble as an event we should have easily predicted.The problem is timing. Does the dollar collapse in 2009, or 2015? And is it a slow depreciation, or a sudden 50% fall? Those are tougher questions. Richard Duncan predicted the dollar’s demise in 2002. His error of timing discredited an otherwise brilliant book.

Huge trade imbalances and large foreign reserves didn’t really exist during the gold standard. During the gold standard, a country’s money supply was determined by the amount of gold it had. Banks’ reserves were either gold or indirectly tied to gold, and so the amount of money they could lend, and that the nation could print, was backed by the nation’s gold reserves. To see the implications of that sort of monetary system on trade imbalances, let’s take a hypothetical United States and China, where the US is buying lots of goods from China. The US gets goods; China gets dollars. China takes its excess dollars, gives them to the US, and gets gold in exchange. The US gold reserves would decline, causing credit contraction in the US. This would lead to recession; prices would adjust downwards; and falling prices would enhance the trade competitiveness of the US. The US would stop exporting so many goods from China as China’s costs of production begin rising relative to the United States’. The US would stop being a net importer; gold would flow back in; and equilibrium on the balance of payments would be re-established.Under the gold standard, trade imbalances were unsustainable and self-correcting.

  • A federal judge has ordered the government to stop destroying National Security Agency surveillance records that could be used to challenge the legality of its spying programs in court. U.S. District Court Judge Jeffrey White’s ruling came at the request of the Electronic Frontier Foundation, which is in the midst of a case challenging NSA’s ability to surveil foreign citizen’s U.S.-based email and social media accounts. According to the EFF, the signals intelligence agency and the Department of Justice were knowingly destroying key evidence in the case by purposefully misinterpreting earlier preservation orders by multiple courts, multiple times.

    Folks at the NSA are getting scared and desperate. Ordered three times to stop destroying evidence, NSA continued destroying it anyway. They're playing with fire. Judge White has the power to hold them in criminal contempt of court and slap them in the pokey. Lots of lesser sanctins too. The federal justice system is not kind to those who wilfully disobey court orders, especially on preservation of evidence. If you don't want to obey a federal district court judge, the correct route is to appeal the order, not just disobey it. Judges cannot tolerate disobedience or the judicial system unravels. Judges know that. Federal officials and lawyers are granted more leeway than mere mortals, but not when it comes to obedience.

  • Two of the main rebel groups receiving weapons from the United States to fight both the regime and jihadist groups in Syria have surrendered to al-Qaeda. The US and its allies were relying on Harakat Hazm and the Syrian Revolutionary Front to become part of a ground force that would attack the Islamic State of Iraq and the Levant (Isil). For the last six months the Hazm movement, and the SRF through them, had been receiving heavy weapons from the US-led coalition, including GRAD rockets and TOW anti-tank missiles. But on Saturday night Harakat Hazm surrendered military bases and weapons supplies to Jabhat al-Nusra, when the al-Qaeda affiliate in Syria stormed villages they controlled in northern Idlib province. The development came a day after Jabhat al-Nusra dealt a final blow to the SRF, storming and capturing Deir Sinbal, home town of the group's leader Jamal Marouf.
  • The collapse of the SRF and attacks on Harakat Hazm have dramatically weakened the presence of moderate rebel fighting groups in Syria, which, after almost four years of conflict is increasingly becoming a battle ground between the Syrian regime and jihadist organisations. For the United States, the weapons they supplied falling into the hands of al-Qaeda is a realisation of a nightmare. It was not immediately clear if American TOW missiles were among the stockpile surrendered to Jabhat al-Nusra on Saturday. However several Jabhat al-Nusra members on Twitter announced triumphantly that they were.
  • Also the loss of a group that had been held up to the international media as being exemplary of Western efforts in Syria is a humiliating blow at the time that the US is increasing its military involvement in the country, with both air strikes and training of local rebels. In Idlib, Harakat Hazm gave up their positions to Jabhat al-Nusra "without firing a shot", according to some reports, and some of the men even defected to the jihadists. In Aleppo, where Harakat Hazm also has a presence, the group has survived, but only by signing a ceasefire agreement with Jabhat al-Nusra, and giving up some of their checkpoints to the group. Activists circulated the ceasefire document on social media last week.

  • Jabhat al-Nusra reportedly attacked the groups in part because of personal skirmishes between units, in part because of its ambition to build an Islamic emirate that rivals that of Isil, and in part because they feared that the groups' closeness to the United States would pose a threat, analysts told The Telegraph. Mr Tammimi said: "One of the conditions for giving Harakat Hazm weapons was that they did not work with Jabhat al-Nusra. The Western bolstering of these groups posed a threat to them." But rigorous procedures to vet Syrian candidates for the programme mean it will be several months before military tuition can get under way, and up to one year before they have a force ready to fight the jihadists. Last month one state department official said they would move "quickly" to initiate the program by sourcing men from groups the US already works with, including Harakat Hazm, but that it would still be three months before the programme got under way. "We are sourcing men from brigades who we have already helped with logistical supplies. We have 16 groups so far, but that list is fluid and it can grow," the official said. Now that process is likely to take even longer.
  • Meanwhile, a lack of weapons supplies have rendered moderate groups on the ground in Syria largely irrelevant. Past efforts to build a fighting force on the ground who could fight the regime of President Bashar al-Assad collapsed in skirmishes between the rebels over the very limited weapons supplies. The effort was also hampered by nations backing the opposition, including Saudi Arabia and Qatar, who would circumvent the military council established to supply arms and instead directly back the rebel groups they believed were most loyal to them, creating further divisions. These efforts have since been revamped with new operations rooms in Turkey, to manage the north of Syria, and in Jordan, to manage rebel operations in the south including Deraa and Damascus suburbs. The operations rooms are manned by representatives from Turkey, the US, Britain, France, Saudi Arabia and the UAE, a Syrian source involved in the arms supplies told The Telegraph.
  • Qatar was reportedly thrown out over suggestions that it had been helping Jabhat al-Nusra, but is about to rejoin the effort. "The operations rooms have been supplying anti-tank missiles, and individual GRAD rockets to rebel groups," the source said. "There are 11 groups that they are helping."

  • What’s worse: Launching a disastrous military campaign under false pretenses to achieve goals you wrongly believe are attainable? Or launching a disastrous military campaign you know is doomed in order to help your party win an election? I ask in light of today’s New York Times story about how President Obama asked the CIA a while back whether arming rebel forces – pretty much the agency’s signature strategy — had ever worked in the past. He was told that it almost never has. But then in June, once the political pressure for intervention in Syria got too great, he did just that — sending weapons to rebels fighting the Syrian military. Yes: He knew better, but he did it anyway.
  • Obama’s biggest such decision killed a lot of American servicemembers who he sent to fight and die in Afghanistan. During his 2008 presidential campaign, which was marked by his opposition to the war in Iraq, then-Senator Obama’s vow to re-engage in Afghanistan was seen by many as a ploy to avoid being cast as a dove, first by Hillary Clinton and then by John McCain. What’s not clear to this day is precisely when Obama knew better; when he realized that the war in Afghanistan was hopeless. By inauguration time, that conclusion seemed fairly obvious to many foreign-policy watchers. So why not him?
  • But one month into his presidency, Obama announced he was sending more troops there – 30,000, as it would turn out. Despite the obvious lack of what he himself had frequently described as a must — an exit strategy – he increased the number of troops in Afghanistan by 50 percent. David Sanger, in his book Confront and Conceal, wrote that Obama actually began a “reassessment of whether the war was as necessary as he first believed” even earlier, in the summer of 2009. (At an off-the-record June 2009 dinner with historians the “main point” his guests tried to make was “that pursuit of war in Afghanistan would be for him what Vietnam was to Lyndon Johnson,” Garry Wills wrote  later.)

  • (Obama’s latest doomed-to-fail show of force explicitly keeps U.S. servicemembers out of harm’s way. ) But Bush at least thought the war in Iraq would do some good. He was incredibly wrong, mind you. He was both delusional — and actively manipulated by neocons like Dick Cheney (who believe the application of American power is always and inherently a good thing). He intentionally misled the public about his real reasons for going to war (the terrorist attacks of 9/11 were an excuse, not a reason; there were no Iraqi weapons of mass destruction). His eventual goal was both unachievable (a sudden flowering of pro-Western democracy in the Middle East) and perverse (American control of Iraqi oil fields). His methods (firing all the Baathists; trying to install a corrupt puppet) were spectacularly misguided. Much of the rest of his presidency was consumed with sectarian warfare in Iraq and new lies to  cover up the old ones at home. And the end result was a massive human rights catastrophe, including torture of U.S. detainees, a refugee crisis, mass casualties, social disorder and – finally – the Islamic State.

  • UN General Assembly’s Third Committee passed a Russia-proposed resolution condemning attempts to glorify Nazism ideology and denial of German Nazi war crimes. The US, Canada and Ukraine were the only countries to vote against it. The resolution was passed on Friday by the committee, which is tasked with tackling social and humanitarian issues and human rights abuses, by 115 votes against three, with 55 nations abstaining, Tass news agency reported.
  • The resolution also decried attempts to whitewash Nazi collaborators by depicting them as fighters of nationalist resistance movements and honoring them as such. It condemned any form of denial of Nazi war crimes, including the Jewish Holocaust.

  • As U.S. forces withdraw from parts of Afghanistan, the Taliban is making gains in several areas of the country. The Afghan police and army are slowly giving way, despite the United States spending 13 years and tens of billions of dollars training those forces. When the United States completes its withdrawal from ground combat at the end of this year, this unfavorable trend will undoubtedly accelerate — that is, if the Afghan security forces don’t collapse altogether, as did similarly U.S. trained Iraqi forces in that country. Thus, in the longest war in American history, the U.S. military has failed to pacify Afghanistan — as had the mighty British Empire three times in the 19th and early 20th centuries and the Soviet superpower more recently in the 1980s. In fact, an outside force has not pacified Afghanistan since Cyrus the Great of Persia did it in ancient times.
  • Why did the United States have the hubris to think it could succeed in taming Afghanistan, when all of these other strenuous efforts had failed? Because many in the American foreign policy elite, media and citizenry believe in “American exceptionalism.” As propounded by politicians of both parties — for example, Hillary Clinton and Madeleine Albright in the Democratic Party and people such as John McCain and his sidekick Lindsay Graham in the Republican Party — America is the “indispensable nation” to a world that cannot do without its solving most major problems using military power. Yet despite the current public fawning over military personnel and veterans of American wars, the U.S. military has been fairly incompetent in most major engagements since World War II that required significant ground forces — with only Desert Storm in 1991 being an unvarnished success in recent years. The U.S. armed forces are probably more powerful than any other military in world history, both absolutely and relative to other countries, yet their battlefield performance has not been that great, especially against irregular guerrilla forces in the developing world.
  • But what exactly went wrong in Afghanistan? As in Vietnam and Iraq, the U.S. military has not been fighting conventional armies, such as Iraqi forces during Desert Storm, which it is best at. Instead, in all three places, it was conducting what amounts to military social work. U.S. armed forces are fighting guerrillas that melt back into an all-important supportive indigenous civilian population. In Vietnam, initially, U.S. forces used excessive firepower, which alienated civilians; in Afghanistan and Iraq, the U.S. military, forgetting the lessons of Vietnam, did the same thing. But American citizens ask, “Aren’t our forces more benevolent than the brutal Taliban? Why does the Taliban still get so much support in Afghanistan?” The answer: because they are Afghans. As my book, The Failure of Counterinsurgency: Why Hearts and Minds Are Seldom Won, notes, when fighting indigenous insurgents, the foreign invader never gets the benefit of the doubt. This central point makes it difficult for great powers to win wars against insurgents, no matter how nice they try to be to the civilian populace. And the U.S. military is usually fairly unfamiliar with the language and culture of distant lands in which they intervene, thus making it difficult to get good information about who is a guerrilla and who is not.

  • Exclusive: U.S. intelligence officials suggest that the person who fired the missile that downed Malaysia Airlines Flight 17 may have been “a defector” from the Ukrainian army, an apparent attempt to explain why some CIA analysts thought satellite images revealed men in Ukrainian army uniforms manning the missile battery, writes Robert Parry. By Robert Parry As the U.S. government seeks to build its case blaming eastern Ukrainian rebels and Russia for the shoot-down of Malaysia Airlines Flight 17, the evidence seems to be getting twisted to fit the preordained conclusion, including a curious explanation for why the troops suspected of firing the fateful missile may have been wearing Ukrainian army uniforms. On Tuesday, mainstream journalists, including for the Los Angeles Times and the Washington Post, were given a briefing about the U.S. intelligence information that supposedly points the finger of blame at the rebels and Russia. While much of this circumstantial case was derived from postings on “social media,” the briefings also addressed the key issue of who fired the Buk anti-aircraft missile that is believed to have downed the airliner killing all 298 people onboard.
  • After last Thursday’s shoot-down, I was told that U.S. intelligence analysts were examining satellite imagery that showed the crew manning the suspected missile battery wearing what looked like Ukrainian army uniforms, but my source said the analysts were still struggling with whether that essentially destroyed the U.S. government’s case blaming the rebels. The Los Angeles Times article on Tuesday’s briefing seemed to address the same information this way: “U.S. intelligence agencies have so far been unable to determine the nationalities or identities of the crew that launched the missile. U.S. officials said it was possible the SA-11 [anti-aircraft missile] was launched by a defector from the Ukrainian military who was trained to use similar missile systems.” That statement about a possible “defector” might explain why some analysts thought they saw soldiers in Ukrainian army uniforms tending to the missile battery in eastern Ukraine. But there is another obvious explanation that the U.S. intelligence community seems unwilling to accept: that the missile may have been launched by someone working for the Ukrainian military.
  • In other words, we may be seeing another case of the U.S. government “fixing the intelligence” around a desired policy outcome, as occurred in the run-up to war with Iraq. The Los Angeles Times also reported: “U.S. officials have not released evidence proving that Russia’s military played a direct role in the downing of the jet or in training separatists to use the SA-11 missile system. But they said Tuesday that the Russian military has been training Ukrainian separatists to operate antiaircraft batteries at a base in southwestern Russia.” Though that last charge also has lacked verifiable proof – and could refer to training on less powerful anti-aircraft weapons like so-called Manpads – the key question is whether the Russian government trained the rebels in handling a sophisticated anti-aircraft system, like the SA-11, and then was reckless enough to supply one or more of those missile batteries to the rebels — knowing that these rockets could reach above 30,000 feet where passenger airlines travel. The Russian government has denied doing anything that dangerous, if not crazy, and the eastern Ukrainian rebels also deny ever possessing such a missile battery. But the question that needs answering is: Are the Russians and the rebels lying?

  • That requires a serious and impartial investigation, but what the Obama administration and most of the mainstream U.S. news media have delivered so far is another example of “information warfare,” assembling a case to make an adversary look bad regardless of the actual evidence — and then marginalizing any dissents to the desired conclusion.   • By Paul Craig Roberts August 29, 2014 "ICH" - The latest Washington lie, this one coming from NATO, is that Russia has invaded Ukraine with 1,000 troops and self-propelled artillery. How do we know that this is a lie? Is it because we have heard nothing but lies about Russia from NATO, from US ambassador to the UN Samantha Power, from assistant secretary of state Victoria Nuland, from Obama and his entire regime of pathological liars, and from the British, German, and French governments along with the BBC and the entirety of the Western media? This, of course, is a good reason for knowing that the latest Western propaganda is a lie. Those who are pathological liars don’t suddenly start telling the truth. But there are even better reasons for understanding that Russia has not invaded Ukraine with 1,000 troops. One reason is that Putin has invested heavily in diplomacy backed by unprovocative behavior. He would not risk his bet on diplomacy by sending in troops too few in number to have a decisive effect on the outcome.
  • Another reason is that if Putin decides he has no alternative to sending the Russian military to protect the Russian residents in eastern and southern Ukraine, Putin will send in enough troops to do the job quickly as he did in Georgia when the American and Israeli trained Georgian army invaded South Ossetia and was destroyed in a few hours by the Russian response. If you hear that 100,000 Russian troops accompanied by air cover have invaded Ukraine, it would be a more believable claim. A third reason is that the Russian military does not need to send troops into Ukraine in order to stop the bombing and artillery shelling of the Russian populations by Washington’s puppet government in Kiev. The Russian air force can easily and quickly destroy the Ukrainian air force and artillery and, thereby, stop the Ukrainian attack on the secessionist provinces.
  • It was only two weeks ago that a fabricated report spread by the UK Guardian and the BBC that a Russian armored convoy entered Ukraine and was destroyed by the Ukrainian Military. And two weeks prior to that we had the hoax of the satellite images allegedly released by the US State Department that the corrupt US ambassador in Kiev spread around the world on social media allegedly showing that Russian forces were firing into Ukraine. One or two weeks from now we will have another lie, and another a week or two after that, and so on. The cumulative effect of lie piled upon lie for most people is to build the view that the Russians are up to no good. Once this view is established, Western governments can take more serious moves against Russia.

Intelligence reports of the stolen jetliners were distributed within the U.S. government over the past two weeks and included a warning that one or more of the aircraft could be used in an attack later this month on the date marking the anniversary of the Sept. 11, 2001, terrorist attacks against New York and Washington, said U.S. officials familiar with the reports. “There are a number of commercial airliners in Libya that are missing,” said one official. “We found out on September 11 what can happen with hijacked planes.”

The reforms are part of new legislation that would force telecom operators and Internet services providers to store more data on people’s online activities, including social network messages. “Are we going to allow a means of communications which it simply isn’t possible to read?” Mr. Cameron said at an event on Monday, in reference to services like WhatsApp, Snapchat and other encrypted online applications. “My answer to that question is: ‘No, we must not.’ ” Mr. Cameron said his first duty was to protect the country against terrorist attacks.

  • China’s new draft anti-terror legislation has sent waves across the U.S. tech community. If there is a brewing tech war between U.S. and China over government surveillance backdoors and a preference for indigenous software, China’s new draft terror law makes it clear that Beijing is happy to give the United States a taste of its own medicine. The law has already drawn considerable criticism from international human rights groups, including Amnesty International and Human Rights Watch for its purported attempts to legitimize wanton human rights violations in the name of counter-terrorism. Additionally, China has opted to implement its own definition of terrorism, placing  “any thought, speech, or activity that, by means of violence, sabotage, or threat, aims to generate social panic, influence national policy-making, create ethnic hatred, subvert state power, or split the state” under the umbrella of the overused T-word. The problematic human rights issues aside, the draft anti-terror law will have important implications for foreign tech firms within China. According to Reuters’ reporting on the draft anti-terror law, counter-terrorism precautions by the Chinese government would essentially require foreign firms to “hand over encryption keys and install security ‘backdoors’” into their software. Additionally, these firms would have to store critical data — certainly data on Chinese citizens and residents — on Chinese soil. The onerous implications of this law could have lead to an immediate freeze to the activities of several Western tech companies in China, the world’s second largest economy and a booming emerging market for new technologies.
  • On the surface, the most troublesome implication of this law is that in order to comply with this law, Western firms, including non-technical ventures such as financial institutions and manufacturers, will be forced to give up a great deal of security. In essence, corporate secrets, financial data — all critical data — would be insecure and available for access by Chinese regulators. The new law would also prohibit the use of secure virtual private networks (VPNs) to get around these requirements.
  • The U.S. diplomatic response to Beijing’s new draft law is perhaps best captured in the fact that a whopping four cabinet members in the Obama administration, including Secretary of State John Kerry and U.S. Trade Representative Michael Froman, wrote the Chinese government expressing “serious concern.” China, for its part, seemed unfazed by U.S. concerns. Foreign Ministry spokesperson Hua Chunying told the press that she hoped the United States would view the new anti-terror precautions in “in a calm and objective way.” Indeed, following Edward Snowden’s revelations regarding the extent of the United States’ surveillance of private firms both within and outside the United States, Beijing likely views U.S. concerns as hypocritical. One U.S. industry source told Reuters that the new law was ”the equivalent of the Patriot Act on really, really strong steroids.”

  • Foreign Minister Sveinsson issued a formal statement, saying that he had informed the current Latvian EU President as well as the European Commission about Island’s decision to withdraw its EU membership application.
  • The application was submitted to the EU six years ago. Gunnar Bragi Sveinsson explained: “The EU and Iceland have discussed the country’s position on the status of its bid to join the European Union. … The government doesn’t intend to resume preparing for EU membership”. The decision didn’t come without forewarning. In January Island’s Prime Minister Sigmundur Davið Gunnlaugsson went on the record about the possible withdrawal of Island’s EU membership application, saying: “Participation in EU talks is not really valid any more. .. Both due to changes in the European Union and because it’s not in line with the policies of the ruling government to accept everything that the last government was willing to accept. Because of that we are back to square one”. The announcement about Island’s withdrawal of its application for EU membership comes as EU-skeptic parties in the Scandinavian neighbor country Denmark complain that their parties are denied access to documents which other parties receive. That is, documents pertaining an upcoming decision about whether Denmark should abolish its reservations about the coordination of Danish and EU law.
  • One of the primary drivers behind Island’s reservations with regard to an EU membership are EU fishing quota which, according to Icelandic fishery experts would be devastating for the Atlantic  island nation’s fishery and related industries. Island is a member of the European Economic Area (EEA), the European Free Trade Association (EFTA) and a member of the Schengen areas. Reservations about a full EU membership are also driven by an increasing EU interference in national sovereignty with regard to legislation, the development of a military column within the EU, lack of transparency, money spent on influencing EU election outcomes by infiltrating social media, corruption and interference into domestic economic and monetary policies such as in Greece.

  • It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding. On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day." German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).
  • The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO. The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.
  • But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats. Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel's diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove's bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the "super hawk," whose role is that of increasing the pressure on America's more reserved trans-Atlantic partners.

  • German foreign policy experts are united in their view of Breedlove as a hawk. "I would prefer that Breedlove's comments on political questions be intelligent and reserved," says Social Democrat parliamentarian Niels Annen, for example. "Instead, NATO in the past has always announced a new Russian offensive just as, from our point of view, the time had come for cautious optimism." Annen, who has long specialized in foreign policy, has also been frequently dissatisfied with the information provided by NATO headquarters. "We parliamentarians were often confused by information regarding alleged troop movements that were inconsistent with the information we had," he says. The pressure on Obama from the Republicans, but also from his own political camp, is intense. Should the ceasefire in eastern Ukraine not hold, it will likely be difficult to continue refusing Kiev's requests for shipments of so-called "defensive weapons." And that would represent a dramatic escalation of the crisis. Moscow has already begun issuing threats in anticipation of such deliveries. "Any weapons deliveries to Kiev will escalate the tensions and would unhinge European security," Nikolai Patrushev, secretary of Russia's national security council, told the Russian newspaper Komsomolskaya Pravda on Wednesday.
  • The German government, meanwhile, is doing what it can to influence Breedlove. Sources in Berlin say that conversations to this end have taken place in recent weeks. But there are many at NATO headquarters in Brussels who are likewise concerned about Breedlove's statements. On Tuesday of last week, Breedlove's public appearances were an official item on the agenda of the North Atlantic Council's weekly lunch meeting. Several ambassadors present criticized Breedlove and expressed their incredulity at some of the commander's statements. The government in Berlin is concerned that Breedlove's statements could harm the West's credibility. The West can't counter Russian propaganda with its own propaganda, "rather it must use arguments that are worthy of a constitutional state." Berlin sources also say that it has become conspicuous that Breedlove's controversial statements are often made just as a step forward has been made in the difficult negotiations aimed at a political resolution. Berlin sources say that Germany should be able to depend on its allies to support its efforts at peace.
  • A mixture of political argumentation and military propaganda is necessary. But for months now, many in the Chancellery simply shake their heads each time NATO, under Breedlove's leadership, goes public with striking announcements about Russian troop or tank movements. To be sure, neither Berlin's Russia experts nor BND intelligence analysts doubt that Moscow is supporting the pro-Russian separatists. The BND even has proof of such support. But it is the tone of Breedlove's announcements that makes Berlin uneasy. False claims and exaggerated accounts, warned a top German official during a recent meeting on Ukraine, have put NATO -- and by extension, the entire West -- in danger of losing its credibility.
  • Although President Obama has decided for the time being to give European diplomacy a chance, hawks like Breedlove or Victoria Nuland are doing what they can to pave the way for weapons deliveries. "We can fight against the Europeans, fight against them rhetorically," Nuland said during a private meeting of American officials on the sidelines of the Munich Security Conference at the beginning of February.
  • In reporting on the meeting later, the German tabloid Bild reported that Nuland referred to the chancellor's early February trip to Moscow for talks with Putin as "Merkel's Moscow stuff." No wonder, then, that people in Berlin have the impression that important power brokers in Washington are working against the Europeans. Berlin officials have noticed that, following the visit of American politicians or military leaders in Kiev, Ukrainian officials are much more bellicose and optimistic about the Ukrainian military's ability to win the conflict on the battlefield. "We then have to laboriously bring the Ukrainians back onto the course of negotiations," said one Berlin official.
  • uland, who is seen as a possible secretary of state should the Republicans win back the White House in next year's presidential election, is an important voice in US policy concerning Ukraine and Russia.
  • She is also very direct. She can be very keen and entertaining, but has been known to take on an undiplomatic tone -- and has not always been wrong to do so. Mykola Asarov, who was prime minister under toppled Ukrainian President Viktor Yanukovych, recalls that Nuland basically blackmailed Yanukovych in order to prevent greater bloodshed in Kiev during the Maidan protests. "No violence against the protesters or you'll fall," Nuland told him according to Asarov. She also, he said, threatened tough economic and political sanctions against both Ukraine and the country's leaders. According to Asarov, Nuland said that, were violence used against the protesters on Maidan Square, information about the money he and his cronies had taken out of the country would be made public.
  • Nuland has also been open -- at least internally -- about her contempt for European weakness and is famous for having said "Fuck the EU" during the initial days of the Ukraine crisis in February of 2014. Her husband, the neo-conservative Robert Kagan, is, after all, the originator of the idea that Americans are from Mars and Europeans, unwilling as they are to realize that true security depends on military power, are from Venus. When it comes to the goal of delivering weapons to Ukraine, Nuland and Breedlove work hand-in-hand. On the first day of the Munich Security Conference, the two gathered the US delegation behind closed doors to discuss their strategy for breaking Europe's resistance to arming Ukraine
  • On the seventh floor of the Bayerischer Hof hotel in the heart of Munich, it was Nuland who began coaching. "While talking to the Europeans this weekend, you need to make the case that Russia is putting in more and more offensive stuff while we want to help the Ukrainians defend against these systems," Nuland said. "It is defensive in nature although some of it has lethality."
  • Breedlove complemented that with the military details, saying that moderate weapons aid was inevitable -- otherwise neither sanctions nor diplomatic pressure would have any effect. "If we can increase the cost for Russia on the battlefield, the other tools will become more effective," he said. "That's what we should do here." In Berlin, top politicians have always considered a common position vis-a-vis Russia as a necessary prerequisite for success in peace efforts. For the time being, that common front is still holding, but the dispute is a fundamental one -- and hinges on the question of whether diplomacy can be successful without the threat of military action. Additionally, the trans-Atlantic partners also have differing goals. Whereas the aim of the Franco-German initiative is to stabilize the situation in Ukraine, it is Russia that concerns hawks within the US administration. They want to drive back Moscow's influence in the region and destabilize Putin's power. For them, the dream outcome would be regime change in Moscow.

  • U.S.–Russian tensions are building in a precarious way over Ukraine, and we are far from certain that your advisers fully appreciate the danger of escalation. The New York Times and other media outlets are treating sensitive issues in dispute as flat-fact, taking their cue from U.S. government sources. Twelve days after the shoot-down of Malaysian Airlines Flight 17, your administration still has issued no coordinated intelligence assessment summarizing what evidence exists to determine who was responsible – much less to convincingly support repeated claims that the plane was downed by a Russian-supplied missile in the hands of Ukrainian separatists.

  • As intelligence professionals we are embarrassed by the unprofessional use of partial intelligence information. As Americans, we find ourselves hoping that, if you indeed have more conclusive evidence, you will find a way to make it public without further delay. In charging Russia with being directly or indirectly responsible, Secretary of State John Kerry has been particularly definitive. Not so the evidence. His statements seem premature and bear earmarks of an attempt to “poison the jury pool.”
  • Regarding the Malaysia Airlines shoot-down of July 17, we believe Kerry has typically rushed to judgment and that his incredible record for credibility poses a huge disadvantage in the diplomatic and propaganda maneuvering vis-a-vis Russia. We suggest you call a halt to this misbegotten “public diplomacy” offensive. If, however, you decide to press on anyway, we suggest you try to find a less tarnished statesman or woman.
  • If the U.S. has more convincing evidence than what has so far been adduced concerning responsibility for shooting down Flight 17, we believe it would be best to find a way to make that intelligence public – even at the risk of compromising “sources and methods.” Moreover, we suggest you instruct your subordinates not to cheapen U.S. credibility by releasing key information via social media like Twitter and Facebook. The reputation of the messenger for credibility is also key in this area of “public diplomacy.” As is by now clear to you, in our view Secretary Kerry is more liability than asset in this regard. Similarly, with regard to Director of National Intelligence James Clapper, his March 12, 2013 Congressional testimony under oath to what he later admitted were “clearly erroneous” things regarding NSA collection should disqualify him. Clapper should be kept at far remove from the Flight 17 affair. What is needed, if you’ve got the goods, is an Interagency Intelligence Assessment – the genre used in the past to lay out the intelligence. We are hearing indirectly from some of our former colleagues that what Secretary Kerry is peddling does not square with the real intelligence. Such was the case late last August, when Kerry created a unique vehicle he called a “Government (not Intelligence) Assessment” blaming, with no verifiable evidence, Bashar al-Assad for the chemical attacks near Damascus, as honest intelligence analysts refused to go along and, instead, held their noses.
  • We believe you need to seek out honest intelligence analysts now and hear them out. Then, you may be persuaded to take steps to curb the risk that relations with Russia might escalate from “Cold War II” into an armed confrontation. In all candor, we see little reason to believe that Secretary Kerry and your other advisers appreciate the enormity of that danger. In our most recent (May 4) memorandum to you, Mr. President, we cautioned that if the U.S. wished “to stop a bloody civil war between east and west Ukraine and avert Russian military intervention in eastern Ukraine, you may be able to do so before the violence hurtles completely out of control.” On July 18, you joined the top leaders of Germany, France, and Russia in calling for an immediate ceasefire. Most informed observers believe you have it in your power to get Ukrainian leaders to agree. The longer Kiev continues its offensive against separatists in eastern Ukraine, the more such U.S. statements appear hypocritical. We reiterate our recommendations of May 4, that you remove the seeds of this confrontation by publicly disavowing any wish to incorporate Ukraine into NATO and that you make it clear that you are prepared to meet personally with Russian President Putin without delay to discuss ways to defuse the crisis and recognize the legitimate interests of the various parties. The suggestion of an early summit got extraordinary resonance in controlled and independent Russian media. Not so in “mainstream” media in the U.S. Nor did we hear back from you.     Veteran Intelligence Professionals for Sanity (VIPS) savage thecredibility of John Kerry and James Clapper, saying that Kerry's claims of Russian responsibility for shooting down MH17 are at odds with what they are being told by intelligence analysts still working for the government, and challenge Obama to release any evidence he has to support Kerry's version of events.
