First, they target a Muslim: not due to any evidence of intent or capability to engage in terrorism, but rather for the “radical” political views he expresses. In most cases, the Muslim targeted by the FBI is a very young (late teens, early 20s), adrift, unemployed loner who has shown no signs of mastering basic life functions, let alone carrying out a serious terror attack, and has no known involvement with actual terrorist groups. They then find another Muslim who is highly motivated to help disrupt a “terror plot”: either because they’re being paid substantial sums of money by the FBI or because (as appears to be the case here) they are charged with some unrelated crime and are desperate to please the FBI in exchange for leniency (or both). The FBI then gives the informant a detailed attack plan, and sometimes even the money and other instruments to carry it out, and the informant then shares all of that with the target. Typically, the informant also induces, lures, cajoles, and persuades the target to agree to carry out the FBI-designed plot. In some instances where the target refuses to go along, they have their informant offer huge cash inducements to the impoverished target. Once they finally get the target to agree, the FBI swoops in at the last minute, arrests the target, issues a press release praising themselves for disrupting a dangerous attack (which it conceived of, funded, and recruited the operatives for), and the DOJ and federal judges send their target to prison for years or even decades (where they are kept in special GITMO-like units). Subservient U.S. courts uphold the charges by applying such a broad and permissive interpretation of “entrapment” that it could almost never be successfully invoked. As AP noted last night, “defense arguments have repeatedly failed with judges, and the stings have led to many convictions.”

There are countless similar cases where the FBI triumphantly disrupts its own plots, causing people to be imprisoned as terrorists who would not and could not have acted on their own. Trevor Aaronson has comprehensively covered what amounts to the FBI’s own domestic terror network, and has reported that “nearly half [of all DOJ terrorism] prosecutions involved the use of informants, many of them incentivized by money (operatives can be paid as much as $100,000 per assignment) or the need to work off criminal or immigration violation.” He documents “49 [terrorism] defendants [who] participated in plots led by an agent provocateur—an FBI operative instigating terrorist action.” In 2012, Petra Bartosiewicz in The Nation reviewed the post-9/11 body of terrorism cases and concluded: Nearly every major post-9/11 terrorism-related prosecution has involved a sting operation, at the center of which is a government informant. In these cases, the informants — who work for money or are seeking leniency on criminal charges of their own — have crossed the line from merely observing potential criminal behavior to encouraging and assisting people to participate in plots that are largely scripted by the FBI itself. Under the FBI’s guiding hand, the informants provide the weapons, suggest the targets and even initiate the inflammatory political rhetoric that later elevates the charges to the level of terrorism.

Automatic new sanctions if no agreement or further delay: Like the earlier version, this text stipulates that new sanctions would automatically be imposed, escalating over a period of months, in the event that  the Presidents fails to send to Congress the details of a comprehensive deal reached with Iran and the required “verification assessment” by July 5. This appears to apply even in the case of an additional extension or the sides agreeing to a period to iron out the details of implementation of an agreement.  It also stipulates that in the event that the President fails to send to Congress the details of a comprehensive deal reached with Iran and the required “verification assessment” by July 5, any sanctions previously waived by the President under the JPOA will automatically snap back on.

Laying out far-reaching parameters for a deal: Like in the previous version, the Sense of Congress included in the bill is, by definition, non-binding. It nonetheless sends a strong statement of Congressional intent. And this Sense of Congress, like the previous version, sends a statement of hardline red lines in order for any deal to be acceptable to Congress (and the lengthy review period imposed by this bill clearly implies that Congress will be reviewing any agreement to determine if it meets its standards – and implies that if it does not meet its standards, there will be concrete consequences). Promising that sanctions will continue, regardless of a deal. While, like in the previous version, the Sense of Congress is by definition non-binding, it nonetheless sends a strong statement of Congressional intent. And this Sense of Congress once again makes clear that even if there is a deal that verifiably addresses U.S. concerns about Iran’s nuclear program, Congress will seek to continue to impose far-reaching sanctions against Iran for other reasons.

Planting the seeds for a deal to far apart:  The key provisions of this updated version of the bill, even amended, are a clear poison pill for any agreement.  In effect, this bill undermines negotiations and weakens U.S. negotiators. Rather than offering more sanctions relief to Iran in exchange for a deal, it prohibits it, and establishes a 4-month period during which the President is explicitly deprived of any authority to deliver anything to Iran beyond what was already delivered during negotiations. Assuming Iran would agree to a deal under such circumstances – which is doubtful – this bill sets into motion a dynamic in which Iranian opponents of a diplomacy will have an easy time arguing against the deal, and in which mischief-makers in Congress will have ample time to push ahead with new legislation rejecting a deal or putting new conditions on its implementation and limitations on sanctions relief. And given the Sense of Congress in this bill – which makes the case for continued Iran sanctions even after a nuclear deal, it is not a stretch to imagine that members of Congress would adopt such an approach during this 4 month waiting period.

Regin has been used to spy on telecom providers, financial institutions, energy companies, airlines, research institutes and the hospitality industry, and on European Union officials. The 14 countries found to have been penetrated include Russia, Malaysia, Afghanistan, and Fiji. Even though the trail is hot now, security experts say that Regin is still out there committing wholesale espionage. That’s because parts of it like QWERTY help mask other components. Like any good spy, it’s constantly changing disguises.

Reprising this role in Bosnia, Salman was appointed by his full brother and close political ally King Fahd to direct the Saudi High Commission for Relief of Bosnia and Herzegovina (SHC) upon its founding in 1992. Through the SHC, Salman gathered donations from the royal family for Balkan relief, supervising the commission until its until its recent closure in 2011. By 2001, the organization had collected around $600 million — nominally for relief and religious purposes, but money that allegedly also went to facilitating arms shipments, despite a U.N. arms embargo on Bosnia and other Yugoslav successor states from 1991 to 1996. And what kind of supervision did Salman exercise over this international commission? In 2001, NATO forces raided the SHC’s Sarajevo offices, discovering a treasure trove of terrorist materials: before-and-after photographs of al Qaeda attacks, instructions on how to fake U.S. State Department badges, and maps marked to highlight government buildings across Washington. The Sarajevo raid was not the first piece of evidence that the SHC’s work went far beyond humanitarian aid. Between 1992 and 1995, European officials tracked roughly $120 million in donations from Salman’s personal bank accounts and from the SHC to a Vienna-based Bosnian aid organization named the Third World Relief Agency (TWRA). Although the organization claimed to be focused on providing humanitarian relief, Western intelligence agencies estimated that the TWRA actually spent a majority of its funds arming fighters aligned with the Bosnian government.

A defector from al Qaeda called to testify before the United Nations, and who gave a deposition for lawyers representing the families of 9/11 victims, alleged that both Salman’s SHC and the TWRA provided essential support to al Qaeda in Bosnia, including to his 107-man combat unit. In a deposition related to the 9/11 case, he stated that the SHC “participated extensively in supporting al Qaida operations in Bosnia” and that the TWRA “financed, and otherwise supported” the terrorist group’s fighters. The SHC’s connection to terrorist groups has long been scrutinized by U.S. intelligence officials as well. The U.S. government’s Joint Task Force Guantanamo once included the Saudi High Commission on its list of suspected “terrorist and terrorist support entities.” The Defense Intelligence Agency also once accused the Saudi High Commission of shipping both aid and weapons to Mohamed Farrah Aidid, the al Qaeda-linked Somali warlord depicted as a villain in the movie Black Hawk Down. Somalia was subject to a United Nations arms embargo starting in January 1992. *** The board of trustees for the Prince Salman Youth Center, which Salman himself chairs, today includes Saleh Abdullah Kamel, a Saudi billionaire whose name showed up on a purported list of al Qaeda’s earliest supporters known as the “golden chain.” (The Wall Street Journal reported that Kamel “denies supporting terror.”) But as the United States sought to shut down Saudi charities with ties to terrorism in the aftermath of the 9/11 attacks, Kamel and Salman both condemned the effort as an anti-Islamic witch hunt.

In 1995, US aid worker William Jefferson is killed in Bosnia. One of the likely suspects, Ahmed Zuhair Handala, is linked to the SHC. He also is let go, despite evidence linking him to massacres of civilians in Bosnia. [Schindler, 2007, pp. 263-264] In 1997, a Croatian apartment building is bombed, and Handala and two other SHC employees are suspected of the bombing. They escape, but Handala will be captured after 9/11 and sent to Guantanamo prison. [Schindler, 2007, pp. 266] In 1997, SHC employee Saber Lahmar is arrested for plotting to blow up the US embassy in Saravejo. He is convicted, but pardoned and released by the Bosnian government two years later. He will be arrested again in 2002 for involvement in an al-Qaeda plot in Bosnia and sent to Guantanamo prison (see January 18, 2002). By 1996, NSA wiretaps reveal that Prince Salman is funding Islamic militants using charity fronts (Between 1994 and July 1996).

History Commons adds important details: By 1994, if not earlier, the NSA is collecting electronic intercepts of conversations between Saudi Arabian royal family members. Journalist Seymour Hersh will later write, “according to an official with knowledge of their contents, the intercepts show that the Saudi government, working through Prince Salman [bin Abdul Aziz], contributed millions to charities that, in turn, relayed the money to fundamentalists. ‘We knew that Salman was supporting all of the causes,’ the official told me.” By July 1996 or soon after, US intelligence “had more than enough raw intelligence to conclude… bin Laden [was] receiving money from prominent Saudis.” [Hersh, 2004, pp. 324, 329-330] One such alleged charity front linked to Salman is the Saudi High Commission in Bosnia (see 1996 and After). Prince Salman has long been the governor of Riyadh province. At the time, he is considered to be about fourth in line to be king of Saudi Arabia. His son Prince Ahmed bin Salman will later be accused of having connections with al-Qaeda leader Abu Zubaida (see Early April 2002). [PBS, 10/4/2004] It appears this surveillance of Saudi royals will come to an end in early 2001 (see (February-March 2001)).

Author Roland Jacquard will later claim that in 1996, al-Qaeda revives its militant network in Bosnia in the wake of the Bosnian war and uses the Saudi High Commission (SHC) as its main charity front to do so. [Jacquard, 2002, pp. 69] This charity was founded in 1993 by Saudi Prince Salman bin Abdul-Aziz and is so closely linked to and funded by the Saudi government that a US judge will later render it immune to a 9/11-related lawsuit after concluding that it is an organ of the Saudi government. [New York Law Journal, 9/28/2005] In 1994, British aid worker Paul Goodall is killed in Bosnia execution-style by multiple shots to the back of the head. A SHC employee, Abdul Hadi al-Gahtani, is arrested for the murder and admits the gun used was his, but the Bosnian government lets him go without a trial. Al-Gahtani will later be killed fighting with al-Qaeda and the Taliban in Afghanistan. [Schindler, 2007, pp. 143-144; Schindler is a professor at the U.S. Army War College] In 1995, the Bosnian Ministry of Finance raids SHC’s offices and discovers documents that show SHC is “clearly a front for radical and terrorism-related activities.” [Burr and Collins, 2006, pp. 145]

In November 2002, Prince Salman patronized a fundraising gala for three Saudi charities under investigation by Washington: the International Islamic Relief Organization, al-Haramain Foundation, and the World Assembly of Muslim Youth. Since 9/11, all three organizations have had branches shuttered or sanctioned over allegations of financially supporting terrorism. That same month, Salman cited his experience on the boards of charitable societies, asserting that “it is not the responsibility of the kingdom” if others exploit Saudi donations for terrorism. *** The new king has also embraced Saudi cleric Saleh al-Maghamsi, an Islamic supremacist who declared in 2012 that Osama bin Laden had more “sanctity and honor in the eyes of Allah,” simply for being a Muslim, than “Jews, Christians, Zoroastrians, apostates, and atheists,” whom he described by nature as “infidels.” That didn’t put an end to Salman’s ties to Maghamsi, however. The new Saudi king recently served as head of the supervisory board for a Medina research center directed by Maghamsi. A year after Maghamsi’s offensive comments, Salman sponsored and attended a large cultural festival organized by the preacher. Maghamsi also advises two of Salman’s sons ….

A 1996 CIA report mentions, “We continue to have evidence that even high ranking members of the collecting or monitoring agencies in Saudi Arabia, Kuwait, and Pakistan – such as the Saudi High Commission – are involved in illicit activities, including support for terrorists” (see January 1996). Jacquard claims that most of the leadership of the SHC supports bin Laden. The SHC, while participating in some legitimate charitable functions, uses its cover to ship illicit goods, drugs, and weapons in and out of Bosnia. In May 1997, a French military report concludes: ”(T)he Saudi High Commission, under cover of humanitarian aid, is helping to foster the lasting Islamization of Bosnia by acting on the youth of the country. The successful conclusion of this plan would provide Islamic fundamentalism with a perfectly positioned platform in Europe and would provide cover for members of the bin Laden organization.” [Jacquard, 2002, pp. 69-71] However, the US will take no action until shortly after 9/11, when it will lead a raid on the SHC’s Bosnia offices. Incriminating documents will be found, including information on how to counterfeit US State Department ID badges, and handwritten notes about meetings with bin Laden. Evidence of a planned attack using crop duster planes is found as well. [Schindler, 2007, pp. 129, 284]

He helped conduct a trial explosion of a 750-kilogram bomb as a trial run for a planned truck-bomb attack on the American Embassy in London, he said, using the same weapon used in the Qaeda attacks in 1998 on the American Embassies in Kenya and Tanzania. He also studied the possibility of staging attacks with crop-dusting aircraft.In addition, Mr. Moussaoui said, “We talk about the feasibility of shooting Air Force One.” Specifically, he said, he had met an official of the Islamic Affairs Department of the Saudi Embassy in Washington when the Saudi official visited Kandahar. “I was supposed to go to Washington and go with him” to “find a location where it may be suitable to launch a Stinger attack and then, after, be able to escape,” he said.

Also filed on Monday in the survivors’ lawsuit were affidavits from former Senators Bob Graham of Florida and Bob Kerrey of Nebraska and the former Navy secretary John Lehman, arguing that more investigation was needed into Saudi ties to the 9/11 plot. Mr. Graham was co-chairman of the Joint Congressional Inquiry into the attacks, and Mr. Kerrey and Mr. Lehman served on the 9/11 Commission.

“I am convinced that there was a direct line between at least some of the terrorists who carried out the Sept. 11 attacks and the government of Saudi Arabia,” wrote Mr. Graham, who has long demanded the release of 28 pages of the congressional report on the attacks that explore Saudi connections and remain classified.Mr. Kerrey said in the affidavit that it was “fundamentally inaccurate and misleading” to argue, as lawyers for Saudi Arabia have, that the 9/11 Commission exonerated the Saudi government.

It is noteworthy that the Minsk Accords on September 5, 2014, which resulted in the volatile but nonetheless a ceasefire agreement and a return to dialog were reached by sidelining the United States and the United Kingdom.

Meanwhile, the situation on the ground in southeastern Ukraine remains critical. The pocket around some 7,000 regular Ukrainian troops plus about 1,000 militia, including foreign mercenaries in the Debaltsevo region has been closed by militia from the Lughansk and Donetsk People’s Republics. An interim ceasefire agreement that would have allowed the evacuation of civilians has not been upheld, with both sides blaming the other. The evacuation had to be abandoned.

UPDATE: The ACLU of Massachusetts’s Kade Crockford notes this extraordinarily revealing quote from former FBI assistant director Thomas Fuentes, as he defends one of the worst FBI terror “sting” operations of all (the Cromitie prosecution we describe at length here): If you’re submitting budget proposals for a law enforcement agency, for an intelligence agency, you’re not going to submit the proposal that “We won the war on terror and everything’s great,” cuz the first thing that’s gonna happen is your budget’s gonna be cut in half. You know, it’s my opposite of Jesse Jackson’s ‘Keep Hope Alive’—it’s ‘Keep Fear Alive.’ Keep it alive. That is the FBI’s terrorism strategy — keep fear alive — and it drives everything they do.

If the sadists of ISIS are seeking — with their mass executions, child rapes, immolations, and beheadings of Christians — to stampede us into a new war in the Middle East, they are succeeding. Repeatedly snapping the blood-red cape of terrorist atrocities in our faces has the Yankee bull snorting, pawing the ground, ready to charge again. "Nearly three-quarters of Republicans now favor sending ground troops into combat against the Islamic State," says a CBS News poll. The poll was cited in a New York Times story about how the voice of the hawk is ascendant again in the GOP. In April or May 2015, said a Pentagon briefer last week, the Iraqi Army will march north to recapture Mosul from the Islamic State. On to Mosul! On to Raqqa! Yet, who, exactly, will be taking Mosul?

In 2010, Sen. Graham declared: "Instead of a surgical strike on [Iran's] nuclear infrastructure ... we're to the point now that you have to really neuter the regime's ability to wage war against us and our allies. ... [We must] destroy the ability of the regime to strike back." If Congress scuttles the nuclear talks, look for Congress to next write an authorization for the use of military force — on Iran. Today, the entire Shiite Crescent — Iran, Iraq, Bashar Assad's Syria, Hezbollah — is fighting ISIS. All these Shiites are de facto allies in any war against ISIS. But should we attack Iran, they will become enemies. And what would war with Iran mean for U.S. interests? With its anti-ship missiles and hundreds of missile boats, Iran could imperil our fleet in the Persian Gulf and Arabian Sea. The Gulf could be closed to commercial shipping by a sinking or two.

Hezbollah could go after the U.S. embassy in Beirut. The Green Zone in Baghdad could come under attack by Shiite militia loyal to Iran. Would Assad's army join Iran's fight against America? It surely would if America listened to those Republicans who now say we must bring down Assad to convince Saudi Arabia and the Gulf Arabs to join the fight against ISIS. By clashing with Iran, we would make enemies of Damascus and Baghdad and the Shiite militias in Iraq and Beirut battling ISIS today — in the hope that, tomorrow, the conscientious objectors of the Sunni world — Turks, Saudis, Gulf Arabs — might come and fight beside us. Listen for long to GOP foreign policy voices, and you can hear calls for war on ISIS, al-Qaida, Boko Haram, the Houthi rebels, the Assad regime, the Islamic Republic of Iran, to name but a few.

Are we to fight them all? How many U.S. troops will be needed? How long will all these wars take? What will the Middle East look like after we crush them all? Who will fill the vacuum if we go? Or must we stay forever? Nor does this exhaust the GOP war menu. Enraged by Vladimir Putin's defiance, Republicans are calling for U.S. weapons, trainers, even troops, to be sent to Ukraine and Moldova. Says John Bolton, himself looking at a presidential run, "Most of the Republican candidates or prospective candidates are heading in the right direction; there's one who's headed in the wrong direction." That would be Rand Paul, who prefers "Arab boots on the ground."

The ministry added that Lieberman’s statements indicate an escalation of Israel’s recklessness and disregard for the UN Security Council and the UN General Assembly and stressed, that Israel must not be allowed to escape from compliance with international law, resolutions, and if necessary punishment. Syria requests that the UN Secretary General and the President of the UN Security Council guarantee that Israel respects the UN resolutions, to oblige Israel to end its occupation of the Syrian Golan, and to withdraw from the Golan according to the red line on 4 June 1967. The Foreign Ministry asserted, that the UN continuously deals with the Israeli occupation of the Syrian Golan “on a routine basis without any serious move to enforce the Security Council’s resolutions” and that this nonchalant posture encourages the illegal situation to continue” thus “undermining the credibility of the UN organization”.

It is worth reiterating, that Lehmann, already in 2011, warned that US President Obama’s statement pertaining the recognition of Palestine, and his article based on information from a Palestinian intelligence expert explicitly stated, that the US administration of Barak Obama and Israel are complicit in planning Israel’s permanent annexation of the Israeli occupied Syrian Golan Heights, parts of southern Lebanon and some 97 percent of the Palestinian West Bank, while establishing Palestinian small enclaves, dependent on Jordan, in the remaining 3 percent of the West Bank and a recognized Palestinian State in the Gaza Strip.

his is the state of affairs NATO bequeathed to Libya, reversing the country’s trajectory as a stable, prosperous pan-African state that was a leading player in the African Union, and a thorn in the side of US and British attempts to re-establish military domination. And it is not only Libya that has suffered; the power vacuum resulting from NATO’s wholesale destruction of the Libyan state apparatus has dragged the whole region into the vortex. As Brendan O Neill has shown in detail, the daily horrors being perpetrated in Mali, Nigeria and now Cameroon are all a direct result of NATO’s bloodletting, as death squads from across the entire Sahel-Sahara region have been given free reign to set up training camps and loot weapons across the giant zone of lawlessness which NATO have sculpted out of Libya.

The result? African states that in 2010 were forging ahead economically, greatly benefitting from Chinese infrastructure and manufacturing investment, moving away from centuries of colonial and neo-colonial dependence on extortionate Western financial institutions, have been confronted with massive new terror threats from groups such as Boko Haram, flush with new weaponry and facilities courtesy of NATO’s humanitarianism. Algeria and Egypt, too, still governed by the same independent-minded movements which overthrew European colonialism, have seen their borders destabilised, setting the stage for ongoing debilitating attacks planned and executed from NATO’s new Libyan militocracy. This is the context in which Egypt is launching the regional fightback against NATO’s destabilisation strategy.

Over the past year in particular, Egyptians have witnessed their Western neighbour rapidly descending down the same path of ISIS takeover as Syria. In Syria, a civil war between a Western-sponsored insurgency and an elected secular government has seen the anti-government forces rapidly fall under the sway of ISIS, as the West’s supposed ‘moderates’ in the Free Syrian Army either join forces with ISIS (impressed by their military prowess, hi-tech weaponry, and massive funding) or find themselves overrun by them. In Libya, the same pattern is quickly developing. The latest phase in the Libyan disaster began last June when the militias who dominated the previous parliament (calling themselves the ‘Libya Dawn’ coalition) lost the election and refused to accept the results, torching the country’s airport and oil storage facilities as opening salvos in an ongoing civil war between them and the newly elected parliament. Both parliaments have the allegiance of various armed factions, and have set up their own rival governments, each controlling different parts of the country. But, starting in Derna last November, areas taken by the Libya Dawn faction have begun falling to ISIS. Last weekend’s capture of Sirte was the third major town to be taken by them, and there is no sign that it will be the last. This is the role that has consistently been played by the West’s proxies across the region – paving the way and laying the ground for ISIS takeover. Egyptian President Sisi’s intervention – airstrikes against ISIS targets in Libya - aims to reverse this trajectory before it reaches Iraqi-Syrian proportions.

The internationally-recognised Libyan government based in Tobruk – the one appointed by the House of Representatives that won the election last summer - has welcomed the Egyptian intervention. Not only, they hope, will it help prevent ISIS takeover, but will also cement Egyptian support for their side in the ongoing civil war with ‘Libya Dawn’. Indeed, Egypt could, with some justification, claim that winning the war against ISIS requires a unified Libyan government committed to this goal, and that the Dawn’s refusal to recognise the elected parliament , not to mention their ‘ambiguous’ attitude towards ISIS, is the major obstacle to achieving such an outcome. Does this mean that the Egyptian intervention will scupper the UN’s ‘Libya dialogue’ peace talks initiative? Not necessarily; in fact it could have the opposite effect. The first two rounds of the talks were boycotted by the General National Congress (GNC) - the Libya Dawn parliament- safe in the knowledge that they would continue to receive weapons and financing from NATO partners Qatar and Turkey whilst the internationally-recognised Tobruk government remained under an international arms embargo. As the UK’s envoy to the Libya Dialogue, Jonathan Powell, noted this week, the “sine qua non for a [peace] settlement” is a “mutually hurting stalemate”. By balancing up the scales in the civil war, Egyptian support military support for the Tobruk government may show the GNC that taking the talks seriously will be more in their interests than continuation of the fight.

Sisi’s call for the military support of the West in his intervention has effectively been rejected, as he very likely expected it to be. A joint statement by the US and Britain and their allies on Tuesday poured cold water on the idea, and no wonder – they did not go to all the bother of turning Libya into the centre of their regional destabilisation strategy only to then try to stabilise it just when it is starting to bear fruit. However, by forcing them to come out with such a statement, Sisi has called the West’s bluff. The US and Britain claim to be committed to the destruction of ISIS, a formation which is the product of the insurgency they have sponsored in Syria for the past four years, and Sisi is asking them to put their money where their mouth is. They have refused to do so. In the end, the Egyptian resolution to the UN Security Council (UNSC) on Wednesday made no mention of calling for military intervention by other powers, and limited itself to calling for an end to the one-sided international arms embargo which prevents the arming of the elected government but does not seem to deter NATO’s regional partners from openly equipping the ‘Libya Dawn’ militias. Sisi has effectively forced the West to show its hand: their rejection of his proposal to support the intervention makes it clear to the world the two-faced nature of their supposed commitment to the destruction of ISIS.

There are, however, deep divisions on this issue in Europe. France is deepening its military presence in the Sahel-Sahara region, with 3000 troops based in Chad, Niger, Burkina Faso and Mali and a massive new base opened on the Libyan border in Niger last October, and would likely welcome a pretext to extend its operations to its historic protectorate in Southern Libya. Italy, likewise, is getting cold feet about the destabilisation it helped to unleash, having not only damaged a valuable trading partner, but increasingly being faced with hundreds of thousands of refugees fleeing the horror and destitution that NATO has gifted the region. But neither are likely to do anything without UNSC approval, which is likely to continue to be blocked by the US and Britain, who are more than happy to see countries like Russian-allied Egypt and Chinese-funded Nigeria weakened and their development retarded by terror bombings. Sisi’s actions will, it is hoped, not only make abundantly clear the West’s acquiescence in the horrors it has created – but also pave the way for an effective fightback against them.

In a joint statement, the foreign and finance ministers of Germany, France and Italy said they would work to ensure the new institution "follows the best standards and practices in terms of governance, safeguards, debt and procurement policies." Luxembourg’s Finance Ministry confirmed the country, a big financial centre, has also applied to be a founding member of the $50 billion AIIB.

A spokeswoman for the European Commission, the EU's executive arm, endorsed member states' participation in the AIIB as a way of tackling global investment needs and as an opportunity for EU companies.

Lew told lawmakers that the U.S. delay in ratifying the agreement was undermining its credibility and influence as countries question the United States' commitment to international institutions. “It's not an accident that emerging economies are looking at other places because they are frustrated that, frankly, the United States has stalled a very mild and reasonable set of reforms in the IMF,” Lew said.

Some Republicans have complained the changes would cost too much at a time Washington is running big budget deficits. The reforms have also ran afoul of a growing isolationist trend among the party's influential Tea Party wing.

Washington says it sees a role for the IAAB given Asia's immense infrastructure needs and regards it as a potential partner for established institutions like the ADB. But its strategy of questioning the IAAB's standards has drawn criticism from some observers, who say the administration should have been more accepting of the new bank or offered alternatives within the existing institutions. "If you try to fight the rising power's peaceful ascent you sow big problems in the future," said Fred Bergsten, a former top international affairs official at the U.S. Treasury and currently a fellow at the Peterson Institute in Washington. Scott Morris, a former U.S. Treasury official who led U.S. engagement with the multilateral development banks during the first Obama administration, said Washington was paying the price for delay on IMF reform. "It's a clear sentiment among a pretty diverse group of countries: We would like to mobilize more capital for infrastructure through MDBs (multilateral development banks)," said Morris, now with the Washington-based Center for Global Development. "And the U.S. stands in the way of that and now finds itself increasingly isolated as a result.”

Japan, Australia and South Korea remain notable regional absentees from the AIIB. Australian Prime Minister Tony Abbott said at the weekend he would make a final decision on membership soon. South Korea has said it is still in discussions with China and other countries about possible participation. Japan is unlikely to join the AIIB, but ADB head Takehiko Nakao told the Nikkei Asian Review that the two institutions were in discussions and could work together.

The accusation is one of the gravest the US intelligence agencies have faced in the year since the Guardian and other news outlets began publishing material leaked by Snowden. A central aspect of the intelligence agency's public defense is that it cannot surveil US persons for constitutionally-protected activity and that its court-certified privacy protections are too robust to allow for privacy intrusions of the sort the Intercept reported.The allegation threatens to sever the tenuous relationship between US law enforcement and surveillance agencies and American Muslim communities, many of whom have long suspected that their government views them as an internal threat and not a population to be protected.The NSA, the Justice Department and the Office of the Director of National Intelligence sharply pushed back against the accusations that protected speech, unrelated to terrorism or espionage, turned American Muslims into counterterrorism targets.

US Muslim leaders and civil rights groups reacted with fury to the Intercept report.A coalition of 44 civil rights organizations wrote Obama on Wednesday to request a meeting with him, attorney general Eric Holder and FBI director James Comey. "In short, the government’s domestic counterterrorism policies treat entire minority communities as suspect, and American Muslims have borne the brunt of government suspicion, stigma and abuse," reads an open letter issued by a coalition that includes the ACLU, the Presbyterian Church (USA), the Arab-American Institute, and dozens of others.In a statement, the law firm Muslim Advocates said the spying, apparently conducted between 2002 and 2008, "confirms the worst fears of American Muslims"."The federal government has targeted Americans, even those who have served their country in the military and government, simply because of their faith or religious heritage," the group said. "The report clearly documents how biased training by the FBI leads to biased surveillance."

Vincent Warren, executive director of the Center for Constitutional Rights, issued a statement comparing the surveillance of Nihad Awad of the Council on American-Islamic Relations, named by the Intercept as one of the five surveillance targets, to the infamous surveillance of the Civil Rights Movement."The NSA’s surveillance of Nihad Awad and CAIR fits the same pattern as the FBI surveillance of Martin Luther King Jr, Ella Baker, Jesse Jackson, Malcolm X, and other leaders of the civil rights movement. Then it was based on manufactured suspicions of associations with the Communist party. Now it is seemingly based on unproven claims of tangential associations with Hamas," Warren said.
