From Energy War to Currency War: America's Attack on the Russian Ruble | Global Research - 0 views

  • Putin announced that Russia has cancelled the South Stream project on December 1, 2014. Instead the South Stream pipeline project has been replaced by a natural gas pipeline that goes across the Black Sea to Turkey from the Russian Federation’s South Federal District. This alternative pipeline has been popularly billed the «Turk Stream» and partners Russian energy giant Gazprom with Turkey’s Botas. Moreover, Gazprom will start giving Turkey discounts in the purchase of Russian natural gas that will increase with the intensification of Russo-Turkish cooperation. The natural gas deal between Ankara and Moscow creates a win-win situation for both the Turkish and Russian sides. Not only will Ankara get a discount on energy supplies, but Turk Stream gives the Turkish government what it has wanted and desired for years. The Turk Stream pipeline will make Turkey an important energy corridor and transit point, complete with transit revenues. In this case Turkey becomes the corridor between energy supplier Russia and European Union and non-EU energy customers in southeastern Europe. Ankara will gain some leverage over the European Union and have an extra negotiating card with the EU too, because the EU will have to deal with it as an energy broker.
  • For its part, Russia has reduced the risks that it faced in building the South Stream by cancelling the project. Moscow could have wasted resources and time building the South Stream to see the project sanctioned or obstructed in the Balkans by Washington and Brussels. If the European Union really wants Russian natural gas then the Turk Stream pipeline can be expanded from Turkey to Greece, the former Yugoslav Republic (FYR) of Macedonia, Serbia, Hungary, Slovenia, Italy, Austria, and other European countries that want to be integrated into the energy project. The cancellation of South Stream also means that there will be one less alternative energy corridor from Russia to the European Union for some time. This has positive implications for a settlement in Ukraine, which is an important transit route for Russian natural gas to the European Union. As a means of securing the flow of natural gas across Ukrainian territory from Russia, the European Union will be more prone to push the authorities in Kiev to end the conflict in East Ukraine.
  • From the perspective of Russian Presidential Advisor Sergey Glazyev, the US is waging its multi-spectrum war against Russia to ultimately challenge Moscow’s Chinese partners. In an insightful interview, Glazyev explained the following points to the Ukrainian journalist Alyona Berezovskaya — working for a Rossiya Segodnya subsidiary focusing on information involving Ukraine — about the basis for US hostility towards Russia: the bankruptcy of the US, its decline in competitiveness on global markets, and Washington’s inability to ultimately save its financial system by servicing its foreign debt or getting enough investments to establish some sort of innovative economic breakthrough are the reasons why Washington has been going after the Russian Federation. [13] In Glazyev’s own words, the US wants «a new world war». [14] The US needs conflict and confrontation, in other words. This is what the crisis in Ukraine is nurturing in Europe. Sergey Glazyev reiterates the same points months down the road on September 23, 2014 in an article he authors for the magazine Russia in Global Affairs, which is sponsored by the Russian International Affairs Council — a think-tank founded by the Russian Foreign Ministry and Russian Ministry of Education 2010 — and the US journal Foreign Affairs — which is the magazine published by the Council on Foreign Relation in the US. In his article, Glazyev adds that the war Washington is inciting against Russia in Europe may ultimately benefit the Chinese, because the struggle being waged will weaken the US, Russia, and the European Union to the advantage of China. [15] The point of explaining all this is to explain that Russia wants a balanced strategic partnership with China. Glazyev himself even told Berezovskaya in their interview that Russia wants a mutually beneficial relationship with China that does reduce it to becoming a subordinate to Beijing. [16]

  • It is because of the importance of Irano-Turkish and Russo-Turkish trade and energy ties that Ankara has had an understanding with both Russia and Iran not to let politics and their differences over the Syrian crisis get in the way of their economic ties and business relationships while Washington has tried to disrupt Irano-Turkish and Russo-Turkish trade and energy ties like it has disrupted trade ties between Russia and the EU. [9] Ankara, however, realizes that if it lets politics disrupt its economic ties with Iran and Russia that Turkey itself will become weakened and lose whatever independence it enjoys Masterfully announcing the Russian move while in Ankara, Putin also took the opportunity to ensure that there would be heated conversation inside the EU. Some would call this rubbing salt on the wounds. Knowing that profit and opportunity costs would create internal debate within Bulgaria and the EU, Putin rhetorically asked if Bulgaria was going to be economically compensated by the European Commission for the loss.
  • It is clear that Russian business and trade ties have been redirected to the People’s Republic of China and East Asia. On the occasion of the Sino-Russian mega natural gas deal, this author pointed out that this was not as much a Russian countermove to US economic pressure as it was really a long-term Russian strategy that seeks an increase in trade and ties with East Asia. [10] Vladimir Putin himself also corroborated this standpoint during the December 18 press conference mentioned earlier when he dismissed — like this author — the notion that the so-called «Russian turn to the East» was mainly the result of the crisis in Ukraine. In President Putin’s own words, the process of increasing business ties with the Chinese and East Asia «stems from the global economic processes, because the East – that is, the Asia-Pacific Region – shows faster growth than the rest of the world». [11] If this is not convincing enough that the turn towards East Asia was already in the works for Russia, then Putin makes it categorically clear as he proceeds talking at the December 18 press conference. In reference to the Sino-Russian gas deal and other Russian projects in East Asia, Putin explained the following: «The projects we are working on were planned long ago, even before the most recent problems occurred in the global or Russian economy. We are simply implementing our long-time plans». [12]
  • According to Presidential Advisor Sergey Glazyev, Washington is «trying to destroy and weaken Russia, causing it to fragment, as they need this territory and want to establish control over this entire space». [18] «We have offered cooperation from Lisbon to Vladivostok, whereas they need control to maintain their geopolitical leadership in a competition with China,» he has explained, pointing out that the US wants lordship and is not interested in cooperation. [19] Alluding to former US top diplomat Madeline Albright’s sentiments that Russia was unfairly endowed with vast territory and resources, Putin also spoke along similar lines at his December 18 press conference, explaining how the US wanted to divide Russia and control the abundant natural resources in Russian territory. It is of little wonder that in 2014 a record number of Russian citizens have negative attitudes about relations between their country and the United States. A survey conducted by the Russian Public Opinion Research Center has shown that of 39% of Russian respondents viewed relations with the US as «mostly bad» and 27% as «very bad». [20] This means 66% of Russian respondents have negative views about relations with Washington. This is an inference of the entire Russian population’s views. Moreover, this is the highest rise in negative perceptions about the US since 2008 when the US supported Georgian President Mikheil Saakashvili in Tbilisi’s war against Russia and the breakaway republic of South Ossetia; 40% viewed them as «mostly bad» and 25% of Russians viewed relations as «very bad» and at the time. [21]
  • In more ways than one the Turk Stream pipeline can be viewed as a reconfigured of the failed Nabucco natural gas pipeline. Not only will Turk Stream court Turkey and give Moscow leverage against the European Union, instead of reducing Russian influence as Nabucco was originally intended to do, the new pipeline to Turkey also coaxes Ankara to align its economic and strategic interests with those of Russian interests. This is why, when addressing Nabucco and the rivalries for establishing alternate energy corridors, this author pointed out in 2007 that «the creation of these energy corridors and networks is like a two-edged sword. These geo-strategic fulcrums or energy pivots can also switch their directions of leverage. The integration of infrastructure also leads towards economic integration». [8] The creation of Turk Stream and the strengthening of Russo-Turkish ties may even help placate the gory conflict in Syria. If Iranian natural gas is integrated into the mainframe of Turk Stream through another energy corridor entering Anatolia from Iranian territory, then Turkish interests would be even more tightly aligned with both Moscow and Tehran. Turkey will save itself from the defeats of its neo-Ottoman policies and be able to withdraw from the Syrian crisis. This will allow Ankara to politically realign itself with two of its most important trading partners, Iran and Russia.
  • Whatever Washington’s intentions are, every step that the US takes to target Russia economically will eventually hurt the US economy too. It is also highly unlikely that the policy mandarins in Beijing are unaware of what the US may try to be doing. The Chinese are aware that ultimately it is China and not Russia that is the target of the United States.
  • The United States is waging a fully fledged economic war against the Russian Federations and its national economy. Ultimately, all Russians are collectively the target. The economic sanctions are nothing more than economic warfare. If the crisis in Ukraine did not happen, another pretext would have been found for assaulting Russia. Both US Assistant-Secretary of State Victoria Nuland and US Assistant-Secretary of the Treasury Daniel Glaser even told the Foreign Affairs Committee of the US House of Representatives in May 2014 that the ultimate objectives of the US economic sanctions against Russia are to make the Russian population so miserable and desperate that they would eventually demand that the Kremlin surrender to the US and bring about «political change». «Political change» can mean many things, but what it most probably implies here is regime change in Moscow. In fact, the aims of the US do not even appear to be geared at coercing the Russian government to change its foreign policy, but to incite regime change in Moscow and to cripple the Russian Federation entirely through the instigation of internal divisions. This is why maps of a divided Russia are being circulated by Radio Free Europe. [17]
  • Without question, the US wants to disrupt the strategic partnership between Beijing and Moscow. Moscow’s strategic long-term planning and Sino-Russian cooperation has provided the Russia Federation with an important degree of economic and strategic insulation from the economic warfare being waged against the Russian national economy. Washington, however, may also be trying to entice the Chinese to overplay their hand as Russia is economically attacked. In this context, the price drops in the energy market may also be geared at creating friction between Beijing and Moscow. In part, the manipulation of the energy market and the price drops could seek to weaken and erode Sino-Russian relations by coaxing the Chinese into taking steps that would tarnish their excellent ties with their Russian partners. The currency war against the Russian ruble may also be geared towards this too. In other words, Washington may be hoping that China becomes greedy and shortsighted enough to make an attempt to take advantage of the price drop in energy prices in the devaluation of the Russian ruble.
  • Russia can address the economic warfare being directed against its national economy and society as a form of «economic terrorism». If Russia’s banks and financial institutions are weakened with the aim of creating financial collapse in the Russian Federation, Moscow can introduce fiscal measures to help its banks and financial sector that could create economic shockwaves in the European Union and North America. Speaking in hypothetical terms, Russia has lots of options for a financial defensive or counter-offensive that can be compared to its scorched earth policies against Western European invaders during the Napoleonic Wars, the First World War, and the Second World War. If Russian banks and institutions default and do not pay or delay payment of their derivative debts and justify it on the basis of the economic warfare and economic terrorism, there would be a financial shock and tsunami that would vertebrate from the European Union to North America. This scenario has some parallels to the steps that Argentina is taken to sidestep the vulture funds.
  • The currency war eventually will rebound on Washington and Wall Street. The energy war will also reverse directions. Already, the Kremlin has made it clear that it and a coalition of other countries will de-claw the US in the currency market through a response that will neutralize US financial manipulation and the petro-dollar. In the words of Sergey Glazyev, Moscow is thinking of a «systemic and comprehensive» response «aimed at exposing and ending US political domination, and, most importantly, at undermining US military-political power based on the printing of dollars as a global currency». [22] His solution includes the creation of «a coalition of sound forces advocating stability — in essence, a global anti-war coalition with a positive plan for rearranging the international financial and economic architecture on the principles of mutual benefit, fairness, and respect for national sovereignty». [23] The coming century will not be the «American Century» as the neo-conservatives in Washington think. It will be a «Eurasian Century». Washington has taken on more than it can handle, this may be why the US government has announced an end to its sanctions regime against Cuba and why the US is trying to rekindle trade ties with Iran. Despite this, the architecture of the post-Second World War or post-1945 global order is now in its death bed and finished. This is what the Kremlin and Putin’s presidential spokesman and press secretary Dmitry Peskov mean when they impart—as Peskov stated to Rossiya-24 in a December 17, 2014 interview — that the year 2014 has finally led to «a paradigm shift in the international system».

The Syria Endgame: Strategic Stage in the Pentagon's Covert War on Iran - 0 views

  • Since the kindling of the conflict inside Syria in 2011, it was recognized, by friend and foe alike, that the events in that country were tied to a game plan that ultimately targets Iran, Syria’s number one ally. [1] De-linking Syria from Iran and unhinging the Resistance Bloc that Damascus and Tehran have formed has been one of the objectives of the foreign-supported anti-government militias inside Syria. Such a schism between Damascus and Tehran would change the Middle East’s strategic balance in favour of the US and Israel. If  this cannot be accomplished, however, then crippling Syria to effectively prevent it from providing Iran any form of diplomatic, political, economic, and military support in the face of common threats has been a primary objective. Preventing any continued cooperation between the two republics has been a strategic goal. This includes preventing the Iran-Iraq-Syria energy terminal from being built and ending the military pact between the two partners.
  • All Options are Aimed at Neutralizing Syria Regime change in Damascus is not the only or main way for the US and its allies to prevent Syria from standing with Iran. Destabilizing Syria and neutralizing it as a failed and divided state is the key. Sectarian fighting is not a haphazard outcome of the instability in Syria, but an assisted project that the US and its allies have steadily fomented with a clear intent to balkanize the Syrian Arab Republic. Regionally, Israel above all other states has a major stake in securing this outcome. The Israelis actually have several publicly available documents, including the Yinon Plan, which outline that the destruction of Syria into a series of smaller sectarian states is one of their strategic objectives. So do American military planners. Like Iraq next door, Syria does not need to be formally divided. For all intents and purposes, the country can be divided like Lebanon was alongside various fiefdoms and stretches of territory controlled by different groups during the Lebanese Civil War. The goal is to disqualify Syria as an external player.
  • The conflict in Syria is not merely an Israeli affair. The slow bleeding of Syria has other interested parties that want to smash the country and its society into pieces. The US is foremost among these interested parties, followed by the Arab dictators of the petro-sheikhdoms. NATO has also always been covertly involved. NATO’s involvement in Syria is part of the US strategy of using the military alliance to dominate the Middle East. This is why it was decided to establish a component of the missile shield in Turkey. This is also the reason that Patriot missiles are being deployed to the Turkish border with Syria. The Istanbul Cooperation Initiative (ICI) and NATO’s Mediterranean Dialogue are components of these plans too. Additionally, Turkey has ended its veto against the further integration of Israel into NATO. [22] NATO has been reorienting itself towards asymmetrical warfare and greater emphasis is now being put on intelligence operations. NATO strategists have increasingly been studying the Kurds, Iraq, Hezbollah, Syria, Iran, and the Palestinians. In the scenario of an all-out war, NATO has been preparing itself for overt military roles in both Syria and Iran.

  • Although it should be read with caution, it is worth noting the release of the hacked correspondence of Strategic Forecast Incorporated’s Reva Bhalla to her boss, George Friedman, about a December 2011 meeting in the Pentagon between herself (representing Stratfor), US, French, and British officials about Syria. [4] The Stratfor correspondence claimed that the US and its allies had sent in their military special forces to destabilize Syria in 2011 and that there actually were not many Syrian anti-government forces on the ground or, as Bhalla writes, “there isn’t much of a Free Syrian Army to train.”
  • Iraq is being destabilized further too. While Iran’s allies in Damascus have been weighed down, its allies in Baghdad have not. After Syria, the same conglomerate of countries working against Damascus will turn their attention to Iraq. They have already started working to galvanize Iraq further on the basis of its sectarian and political fault lines. Turkey, Qatar, and Saudi Arabia are playing prominent roles in this objective. What is becoming manifest is that the differences between Shiite Muslims and Sunni Muslims that Washington has cultivated since the Anglo-American invasion of Iraq in 2003 are now been augmented by Kurdish sectarianism.

  • Venezuela and China drafted a 10-year plan for strategic cooperation yesterday as part of the China-Venezuela High-Level Joint Commission that is meeting in Caracas through Wednesday. The plan aims to advance development in both nations by deepening partnerships in diverse sectors, including manufacturing, infrastructure, telecommunications, and oil. “We are going to address the issue of ports and airports throughout the country as well as the question of electric infrastructure,” stated Venezuelan Vice-President for Planning Ricardo Menendez. “We are going to be working on the topic of telecommunications," he added, outlining plans for technological exchange in diverse areas, including providing students with digital tablets, building related factories, and constructing undersea cables to connect Venezuela with Caribbean nations. Also on the agenda are plans to expand joint oil projects as well as initiatives to kickstart Venezuela’s domestic production, particularly in the areas of cement, iron, aluminum, and paper.
  • Over the last decade, Venezuela under Chavez and Maduro has sought to strategically reorient its economy towards China, signing over 400 cooperation agreements encompassing a wide array of sectors, including energy, education, health, trade, housing, agriculture, manufacturing, infrastructure, sports, research, and cultural exchange. Since 2007, China has provided Venezuela with $45 billion in loans reportedly to finance development. In return, Venezuela exports over 600,000 barrels of oil a day to the rising economic giant. Relations between Venezuela and China were elevated to a comprehensive strategic partnership last July during a special visit by Chinese President Xi Jinping.

  • And that brings us once again to Henry Kissinger, the putative dalang — puppet master — of Trump’s foreign policy. As leaked late last year in Germany’s Bild Zeitung newspaper, Kissinger has drafted a plan to officially recognize Crimea as part of Russia and lift the Obama administration’s economic sanctions.
  • The plan fits into Kissinger’s overall strategy — call it a traditional British Balance of Power, or Divide and Rule, approach — of breaking up the Eurasian front (Russia-China-Iran) that constitutes the real “threat” to what Mattis defines as the “established world order.” The strategy consists in seducing the alleged weaker top “threat” (Russia) away from the stronger (China), while keeping on antagonizing/harassing the third and weakest pole, Iran. Kissinger is certainly more sophisticated than predictable US Think Tankland in his attempt to dismember the Shanghai Cooperation Organization, one of key nodes of the Russia-China strategic partnership. The SCO has been on the go for a decade and a half now. Iran, an observer, will soon become a full member, as will India and Pakistan; and Turkey — after the failed coup against Erdogan — is being courted by Moscow. German analyst Peter Spengler adds a juicy teaser — if Kissinger’s “Metternichian approach would include some degree of ‘harmonization’ with Russia, how will a Trump presidency then manage to contain the re-engineered ally Germany?” After all, a key priority for sanctions-averse German industrialists is to vastly expand business with Russia.

  • The US deep state plutocracy never sleeps. Admitting both Russia and China, linked by a strategic partnership, as equal stakeholders in the “established world order” is anathema; that would imply the end of US hegemony. And that’s where the top Western would-be dalangs diverge, as they look for the most efficient Divide and Rule opening. Kissinger privileges Russia; Dr Zbig privileges China, painting it as a threat to Russia. Meanwhile, Russian Eurasianists — in frontal opposition to the Atlanticists — visualize the US, China and Russia on an equal geopolitical footing. It will be fascinating to watch how the New Great Game develops in the Central Asian “stans”. Xi Jinping knows this all too well — who better than Ma as China’s top business ambassador? This is not, as Japanese interests spin it, about the “death” of Made in China; it is about globalized China exporting business and jobs to the West. All of the above points to a very crowded chessboard. Trump will do business and clinch deals with China, while his deep state-tinged cabinet barks the usually explosive national security rhetoric, dalang Kissinger plots a Russia-China split, and Moscow-Beijing secretly concoct concerted moves. The United Nations' Response to ISIS Beheadings in Syria. "Resolutions" Calling for "Re... - 0 views

  • Following the gruesome beheading of James Foley, by a terrorist group called “The Islamic State of Iraq and Syria,” and the group’s threats to behead other captives in August 2014, The New York Times headline on page A19 reads, with Kafkaesque “logic”:  “U.S. Invokes Defense of Iraq in Legal Justification of Syria Strikes.”  US/NATO had failed, for three years, to get UN Security Council authorization for military action against Syria, and unilateral military action against Syria would be a violation of international law. However, the very visible emergence of ISIS, now defined as the most dangerous terrorist organization in the Middle East, or, perhaps, globally, and their widely publicized video beheadings of James Foley, Steve Sotloff and others, appeared to give some form of de facto justification for broader military action, including against Syria.  On August 22, 2014, The New York Times reported, page A6: “When the United States began airstrikes in Iraq this month, senior Obama administration officials went out of their way to underscore the limited nature of their action.  ‘This was not an authorization of a broad-based counterterrorism campaign,’ a senior Obama administration official told reporters at the time.  But the beheading of an American journalist and the possibility that more American citizens being held by the group might be slain has prompted outrage at the highest levels of the American government.”
  • In an interview with Anderson Cooper, Diane Foley stated that a military official forbade the family from going to the media and threatened to prosecute them for supporting terrorism if they attempted to raise the $1.32 million dollar ransom demanded by ISIS. “Three times he intimidated us with that message.  We were horrified he would say that.  He just told us we would be prosecuted.  We knew we had to save our son, we had to try,” Mrs. Foley told Anderson Cooper. Foley’s brother, Michael noted in an interview that he was ‘directly threatened with possible prosecution for violating anti-terrorism laws by a State Department official.”  Reporter Michael Isikoff states, in a September 12 article: “The parents of murdered journalist Steven Sotloff were told by a White House counterterrorism official at a meeting last May that they could face criminal prosecution if they paid ransom to try to free their son.”
  • Indeed, it can be asserted that these same administration officials who claimed “outrage” after the beheadings, inflicted the most extreme psychological torture upon the families of James Foley and Stephen Sotloff, who were desperately trying to save the lives of their sons and brother. On September 12, 2014, ABC news reported:  “Obama administration officials repeatedly threatened the family of murdered journalist James Foley that they might face criminal charges for supporting terrorism if they paid ransom to the ISIS killers who ultimately beheaded their son, his mother and brother said this week.  ‘We were told that several times and we took it as a threat and it was appalling,’ Foley’s mother Diane told ABC news in an interview.  She said the warnings over the summer came primarily from a highly decorated military officer serving on the White House National Security Council staff, which five outraged current and former officials with direct knowledge of the Foley case also recounted to ABC news in recent weeks.”

  • Mrs. Foley diplomatically implies that her son’s death was in the “strategic interest” and she stops just short of accusing the administration of using her son’s beheading as the fig-leaf they needed to justify the administration’s unilateral attack on Syria, which was in violation of international law. If saving Foley was not in the “strategic interest,” a very frightening possibility exists. The murders of Foley and Sotloff, both of whom were beheaded by ISIS, were called ‘acts of barbarism’ by Obama in his speech announcing a military campaign to destroy the terrorist organization. Frenzied hysteria over human rights abuses in Syria continues to be incited by mainstream media, as the middle east is fragmented and decomposed by US/NATO bombings and internecine warfare so complex that the UN’s call for the “diplomatic resolution” of multiple devastating conflicts becomes an increasingly remote possibility.  Saudi Arabia and Qatar continue arming the terrorist opposition.

  • The front page headline states:  “U.S. General Says Raiding Syria is Key to Halting Isis.  The Islamic State in Iraq and Syria cannot be defeated unless the United States or its partners take on the Sunni militants in Syria,’ General Martin Dempsey, Chairman of the Joint Chiefs of Staff said on August 21, 2014. ‘This is an organization that has an apocalyptic end-of-days strategic vision that will eventually have to be defeated.  Can they be defeated without addressing that part of the organization that resides in Syria?  The answer is no.” Public horror at the beheading of James Foley and Steven Sotloff transformed public reluctance to engage in yet another seemingly endless and futile distant war, paid for by the U.S. taxpayer, into public outrage and support for retaliation against the terrorists who beheaded Foley and Sotloff.  US/NATO now had a de facto form of support and legitimacy for attacking Syria.  Given little publicity, however, then and now, was the fact that ISIS offered to exchange the lives of James Foley and Stephen Sotloff for $100 million dollars in ransom.  Although top U.S. officials used their “outrage” at the beheading of Foley and Sotloff to “justify” a unilateral attack on Syria, they were not sufficiently outraged to do what was necessary to prevent these beheadings, which, once executed, provided a convenient fig-leaf for the attack on Syria for which  they had sought and failed to attain legal justification during the preceding three years.

The two-day international conference dubbed “Egypt and the World… a New Era” was held in order to “correct misconceptions” of Egypt’s political development after the ouster of President Mohamed Morsi. The members of ECFA, which was formed 15 years ago, are predominantly former diplomats. “To say that Egypt is turning its back to a certain power is emotional for it is rebalancing its relations,” Amr said at the “Egypt and the World’s Major Powers” session of the conference. The U.S. delivered 10 Apache Helicopters to Egypt in November, but other than that, strategic cooperation has pretty much stopped in the past two years, said Mostafa Elwi, a Cairo University professor of political science. China and Russia supported the change after June 30, 2013, when millions marched to topple Morsi, and exchanged visits between Egyptian officials and their counterparts from these two countries have been “very fruitful,” unlike U.S. Secretary of State John Kerry’s visits to Egypt, Elwi added. Amr explained that Egypt’s foreign policy has been successful in moving forward in coalitions, rather than its own, in the face of major powers, such as the Non-Aligned Movement, the Arab League and as part of coordination with regional forces.
  • “Ridding Egypt of the U.S. dominancy is not an easy task because it is the only country in the world that has the four factors of being a dominant power: military, economy, culture and science,” Elwy said. However, he added that as bilateral relations with China and Russia have very wide and open horizons, renewed strategic relations with them should not stop at purchasing arms, but should expand to cooperation in manufacturing weapons in Egypt.

Essentially, the Beijing leadership finally got fed up with trying to manage a possible reset of the China-US strategic relationship, and be treated as an equal. Exceptionalists don’t do equality. So Beijing came up with its own response to the Obama administration’s political/military “pivot to Asia” – originally announced, and that’s quite significant, at the Pentagon. Thus, in late November 2014, during the Central Foreign Affairs Work Conference in Beijing, President Xi Jinping made an earth-shattering announcement; from now on China would stop treating the US – and the EU – as its main strategic priority. The new focus is on the fellow BRICS group of emerging powers, especially Russia; Asian neighbors; and top nations of the Global South, referred to as “major developing powers” (kuoda fazhanzhong de guojia). This is not as much a Chinese pivot to Asia as a Chinese pivot to selected nations in the Global South. And based on a “new type of international relations centered on ‘win-win’ cooperation” – not the bully-or-bomb exceptionalist approach.

NATO military buildup and American Prompt Global Strike concept are listed among them. The new doctrine was approved on Friday by President Vladimir Putin. Its core remains unchanged from the previous version. The Russian military remains a defensive tool which the country pledges to use only as a last resort. Also unchanged are the principles of the use of nuclear weapons which Russia adheres to. Their primary goal is to deter potential enemies from attacking Russia, but it would use them to protect itself from a military attack – either nuclear or conventional – threatening its existence.

The Virtue of Subtlety: A U.S. Strategy Against the Islamic State - 0 views

  • U.S. strategy is sound. It is to allow the balance of power to play out, to come in only when it absolutely must — with overwhelming force, as in Kuwait — and to avoid intervention where it cannot succeed. The tactical application of strategy is the problem. In this case the tactic is not direct intervention by the United States, save as a satisfying gesture to avenge murdered Americans. But the solution rests in doing as little as possible and forcing regional powers into the fray, then in maintaining the balance of power in this coalition. Such an American strategy is not an avoidance of responsibility. It is the use of U.S. power to force a regional solution. Sometimes the best use of American power is to go to war. Far more often, the best use of U.S. power is to withhold it. The United States cannot evade responsibility in the region. But it is enormously unimaginative to assume that carrying out that responsibility is best achieved by direct intervention. Indirect intervention is frequently more efficient and more effective.
  • The United States cannot win the game of small mosaic tiles that is emerging in Syria and Iraq. An American intervention at this microscopic level can only fail. But the principle of balance of power does not mean that balance must be maintained directly. Turkey, Iran and Saudi Arabia have far more at stake in this than the United States. So long as they believe that the United States will attempt to control the situation, it is perfectly rational for them to back off and watch, or act in the margins, or even hinder the Americans. The United States must turn this from a balance of power between Syria and Iraq to a balance of power among this trio of regional powers. It is impossible to forecast how the game is played out. What is important is that the game begins. The Turks do not trust the Iranians, and neither is comfortable with the Saudis. They will cooperate, compete, manipulate and betray, just as the United States or any country might do in such a circumstance. The point is that there is a tactic that will fail: American re-involvement. There is a tactic that will succeed: the United States making it clear that while it might aid the pacification in some way, the responsibility is on regional powers. The inevitable outcome will be a regional competition that the United States can manage far better than the current chaos.

Syrian President Bashar al Assad and others may not have killed Americans or uploaded killings to YouTube, but their history of ghastly acts is comparable. Finally, the Islamic State — engaged in war with everyone around it — is much less dangerous to the United States than a small group with time on its hands, planning an attack. In any event, if the Islamic State did not exist, the threat to the United States from jihadist groups in Yemen or Libya or somewhere inside the United States would remain.

The use of air power against conventional forces that lack anti-aircraft missiles is a useful gambit. It shows that the United States is doing something, while taking little risk, assuming that the Islamic State really does not have anti-aircraft missiles. But it accomplishes little. The Islamic State will disperse its forces, denying conventional aircraft a target. Attempting to defeat the Islamic State by distinguishing its supporters from other Sunni groups and killing them will founder at the first step. But there should be no illusion that bombing them will force them to capitulate or mend their ways. Certainly there is the danger of intercontinental terrorism, and U.S. intelligence should be active in identifying and destroying these threats. But the re-occupation of Iraq, or Iraq plus Syria, makes no sense. The United States does not have the force needed to occupy Iraq and Syria at the same time. The demographic imbalance between available forces and the local population makes that impossible.

This is partly because of Ankara’s fear that the jihadist group might spread to Turkey, but more so because its impact on Iraqi Kurdistan could affect Turkey’s long-term energy plans.

It is impossible to forecast how the game is played out. What is important is that the game begins. The Turks do not trust the Iranians, and neither is comfortable with the Saudis. They will cooperate, compete, manipulate and betray, just as the United States or any country might do in such a circumstance. The point is that there is a tactic that will fail: American re-involvement. There is a tactic that will succeed: the United States making it clear that while it might aid the pacification in some way, the responsibility is on regional powers. The inevitable outcome will be a regional competition that the United States can manage far better than the current chaos.
  • U.S. strategy is sound. It is to allow the balance of power to play out, to come in only when it absolutely must — with overwhelming force, as in Kuwait — and to avoid intervention where it cannot succeed. The tactical application of strategy is the problem. In this case the tactic is not direct intervention by the United States, save as a satisfying gesture to avenge murdered Americans. But the solution rests in doing as little as possible and forcing regional powers into the fray, then in maintaining the balance of power in this coalition. Such an American strategy is not an avoidance of responsibility. It is the use of U.S. power to force a regional solution. Sometimes the best use of American power is to go to war. Far more often, the best use of U.S. power is to withhold it. The United States cannot evade responsibility in the region. But it is enormously unimaginative to assume that carrying out that responsibility is best achieved by direct intervention. Indirect intervention is frequently more efficient and more effective.

But this article should be required reading for all who have fallen for the war fever being spread by the War Party for full-scale military invasion of Iraq and Syria. It is also the part of the world where we have been most compellingly reminded that some struggles cannot be won, but there are no struggles that cannot be lost. It is often said that human beings learn little useful from success but can learn a great deal from defeat. If so, the Middle East now offers a remarkably rich menu of foreign-policy failures for Americans to study. • Our four-decade-long diplomatic effort to bring peace to the Holy Land sputtered to an ignominious conclusion a year ago. • Our unconditional political, economic, and military backing of Israel has earned us the enmity of Israel’s enemies even as it has enabled egregiously contemptuous expressions of ingratitude and disrespect for us from Israel itself.

  • One can only measure success or failure by reference to what one is trying achieve. So, in practice, what have U.S. objectives been? Are these objectives still valid? If we’ve failed to advance them, what went wrong? What must we do now to have a better chance of success? Our objectives in the Middle East have not changed much over the course of the past half century or more. We have sought to 1. Gain acceptance and security for a Jewish homeland from the other states and peoples of the region; 2. Ensure the uninterrupted availability of the region’s energy supplies to sustain global and U.S. security and prosperity; 3. Preserve our ability to transit the region so as to be able to project power around the world; 4. Prevent the rise of a regional hegemon or the deployment of weapons of mass destruction that might threaten any or all of these first three objectives; 5. Maximize profitable commerce; and 6. Promote stability while enhancing respect for human rights and progress toward constitutional democracy. Let’s briefly review what’s happened with respect to each of these objectives. I will not mince words.
  • Israel has come to enjoy military supremacy but it remains excluded from most participation in its region’s political, economic, and cultural life. In the 67 years since the Jewish state was proclaimed, Israel has not made a single friend in the Middle East, where it continues to be regarded as an illegitimate legacy of Western imperialism engaged in racist removal of the indigenous population. International support for Israel is down to the United States and a few of the former colonial powers that originally imposed the Zionist project on the Arabs under Sykes-Picot and the related Balfour Declaration. The two-state solution has expired as a physical or political possibility. There is no longer any peace process to distract global attention from Israel’s maltreatment of its captive Arab populations. After years of deference to American diplomacy, the Palestinians are about to challenge the legality of Israel’s cruelties to them in the International Criminal Court and other venues in which Americans have no veto, are not present, or cannot protect the Jewish state from the consequences of its own behavior as we have always been able to do in the past. Israel’s ongoing occupation of the West Bank and siege of Gaza are fueling a drive to boycott its products, disinvest in its companies, and sanction its political and cultural elite. These trends are the very opposite of what the United States has attempted to achieve for Israel.
  • In a stunning demonstration of his country’s most famous renewable resource — chutzpah — Israel’s Prime Minister chose this very moment to make America the main issue in his reelection campaign while simultaneously transforming Israel into a partisan issue in the United States. This is the very opposite of a sound survival strategy for Israel. Uncertainties about their country’s future are leading many Israelis to emigrate, not just to America but to Europe. This should disturb not just Israelis but Americans, if only because of the enormous investment we have made in attempts to gain a secure place for Israel in its region and the world. The Palestinians have been silent about Mr. Netanyahu’s recent political maneuvers. Evidently, they recall Napoleon’s adage that one should never interrupt an enemy when he is making a mistake. This brings me to an awkward but transcendently important issue. Israel was established as a haven from anti-Semitism — Jew hatred — in Europe, a disease of nationalism and Christian culture that culminated in the Holocaust. Israel’s creation was a relief for European Jews but a disaster for the Arabs of Palestine, who were either ethnically cleansed by European Jewish settlers or subjugated, or both.  But the birth of Israel also proved tragic for Jews throughout the Middle East — the Mizrahim. In a nasty irony, the implementation of Zionism in the Holy Land led to the introduction of European-style anti-Semitism — including its classic Christian libels on Jews — to the region, dividing Arab Jews from their Muslim neighbors as never before and compelling them to join European Jews in taking refuge in Israel amidst outrage over the dispossession of Palestinians from their homeland. Now, in a further irony, Israel’s pogroms and other injustices to the Muslim and Christian Arabs over whom it rules are leading not just to a rebirth of anti-Semitism in Europe but to its globalization.
  • The late King `Abdullah of Saudi Arabia engineered a reversal of decades of Arab rejectionism at Beirut in 2002. He brought all Arab countries and later all 57 Muslim countries to agree to normalize relations with Israel if it did a deal — any deal — with the Palestinians that the latter could accept. Israel spurned the offer. Its working assumption seems to be that it does not need peace with its neighbors as long as it can bomb and strafe them. Proceeding on this basis is not just a bad bet, it is one that is dividing Israel from the world, including Jews outside Israel. This does not look like a story with a happy ending. It’s hard to avoid the thought that Zionism is turning out to be bad for the Jews. If so, given the American investment in it, it will also have turned out to be bad for America. The political costs to America of support for Israel are steadily rising. We must find a way to divert Israel from the largely self-engineered isolation into which it is driving itself, while repairing our own increasing international ostracism on issues related to Israel.  
  • Despite Mr. Netanyahu’s recent public hysteria about Iran and his efforts to demonize it, Israel has traditionally seen Iran’s rivalry with the Arabs as a strategic asset. It had a very cooperative relationship with the Shah. Neither Israelis nor Arabs have forgotten the strategic logic that produced Israel's entente with Iran. Israel is very much on Daesh’s list of targets, as is Iran. For now, however, Israel’s main concern is the possible loss of its nuclear monopoly in the Middle East. Many years ago, Israel actually did what it now accuses Iran of planning to do. It clandestinely developed nuclear weapons while denying to us and others that it was doing so. Unlike Iran, Israel has not adhered to the Nuclear Non-Proliferation Treaty or subjected its nuclear facilities to international inspection. It has expressed no interest in proposals for a nuclear-free zone in the Middle East. It sees its ability to bring on nuclear Armageddon as the ultimate guarantee of its existence.
  • To many, Israel now seems to have acquired the obnoxious habit of biting the American hand that has fed it for so long. The Palestinians have despaired of American support for their self-determination. They are reaching out to the international community in ways that deliberately bypass the United States. Random acts of violence herald mayhem in the Holy Land. Daesh has proclaimed the objective of erasing the Sykes-Picot borders and the states within them. It has already expunged the border between Iraq and Syria. It is at work in Lebanon and has set its sights on Jordan, Palestine, and Israel. Lebanon, under Saudi influence, has turned to France rather than America for support. Hezbollah has intervened militarily in Iraq and Syria, both of whose governments are close to Iran. Egypt and Turkey have distanced themselves from the United States as well as from each other. Russia is back as a regional actor and arms supplier. The Gulf Arabs, Egypt, and Turkey now separately intervene in Libya, Syria, and Iraq without reference to American policy or views. Iran is the dominant influence in Iraq, Syria, parts of Lebanon, and now Yemen. It has boots on the ground in Iraq. And now Saudi Arabia seems to be organizing a coalition that will manage its own nuclear deterrence and military balancing of Ir
  • To describe this as out of control is hardly adequate. What are we to do about it? Perhaps we should start by recalling the first law of holes — “when stuck in one, stop digging.” It appears that “don’t just sit there, bomb something” isn’t much of a strategy. When he was asked last summer what our strategy for dealing with Daesh was, President Obama replied, “We don’t yet have one.” He was widely derided for that. He should have been praised for making the novel suggestion that before Washington acts, it should first think through what it hopes to accomplish and how best to do it. Sunzi once observed that “tactics without strategy is the noise before defeat." America’s noisy but strategy-free approach to the Middle East has proven him right. Again the starting point must be what we are trying to accomplish. Strategy is "the discipline of achieving desired ends through the most efficient use of available means" [John Lewis Gaddis].Our desired ends with respect to the Middle East are not in doubt. They have been and remain to gain an accepted and therefore secure place for Israel there; to keep the region's oil and gas coming at reasonable prices; to be able to pass through the area at will; to head off challenges to these interests; to do profitable business in the markets of the Middle East; and to promote stability amidst the expansion of liberty in its countries. Judging by results, we have been doing a lot wrong. Two related problems in our overall approach need correction. They are “enablement” and the creation of “moral hazard.” Both are fall-out from  relationships of codependency.
  • Enablement occurs when one party to a relationship indulges or supports and thereby enables another party’s dysfunctional behavior. A familiar example from ordinary life is giving money to a drunk or a drug addict or ignoring, explaining away, or defending their subsequent self-destructive behavior.  Moral hazard is the condition that obtains when one party is emboldened to take risks it would not otherwise take because it knows another party will shoulder the consequences and bear the costs of failure. The U.S.-Israel relationship has evolved to exemplify codependency. It now embodies both enablement and moral hazard. U.S. support for Israel is unconditional.  Israel has therefore had no need to cultivate relations with others in the Middle East, to declare its borders, or to choose peace over continued expansion into formerly Arab lands. Confidence in U.S. backing enables Israel to do whatever it likes to the Palestinians and its neighbors without having to worry about the consequences. Israel is now a rich country, but the United States continues to subsidize it with cash transfers and other fiscal privileges. The Jewish state is the most powerful country in the Middle East. It can launch attacks on its neighbors, confident that it will be resupplied by the United States. Its use of U.S. weapons in ways that violate both U.S. and international law goes unrebuked. 41 American vetoes in the United Nations Security Council have exempted Israel from censure and international law. We enable it to defy the expressed will of the international community, including, ironically, our own.
  • We Americans are facilitating Israel's indulgence in denial and avoidance of the choices it must make if it is not to jeopardize its long-term existence as a state in the Middle East. The biggest contribution we could now make to Israel's longevity would be to ration our support for it, so as to cause it to rethink and reform its often self-destructive behavior. Such peace as Israel now enjoys with Egypt, Jordan, and the Palestinians is the direct result of tough love of this kind by earlier American administrations. We Americans cannot save Israel from itself, but we can avoid killing it with uncritical kindness. We should support Israel when it makes sense to do so and it needs our support on specific issues, but not otherwise. Israel is placing itself and American interests in jeopardy. We need to discuss how to reverse this dynamic.
  • Moral hazard has also been a major problem in our relationship with our Arab partners. Why should they play an active role in countering the threat to them they perceive from Iran, if they can get America to do this for them? Similarly, why should any Muslim country rearrange its priorities to deal with Muslim renegades like Daesh when it can count on America to act for it? If America thinks it must lead, why not let it do so? But responsible foreign and defense policies begin with self-help, not outsourcing of military risks. The United States has the power-projection and war-fighting capabilities to back a Saudi-led coalition effort against Daesh. The Saudis have the religious and political credibility, leadership credentials, and diplomatic connections to organize such an effort. We do not. Since this century began, America has administered multiple disappointments to its allies and friends in the Middle East, while empowering their and our adversaries. Unlike the Gulf Arabs, Egypt, and Turkey, Washington does not have diplomatic relations with Tehran. Given our non-Muslim identity, solidarity with Israel, and recent history in the Fertile Crescent, the United States cannot hope to unite the region’s Muslims against Daesh.  Daesh is an insurgency that claims to exemplify Islam as well as a governing structure and an armed force. A coalition led by inhibited foreign forces, built on papered-over differences, and embodying hedged commitments will not defeat such an insurgency with or without boots on the ground.
  • When elections have yielded governments whose policies we oppose, we have not hesitated to conspire with their opponents to overthrow them. But the results of our efforts to coerce political change in the Middle East are not just failures but catastrophic failures. Our policies have nowhere produced democracy. They have instead contrived the destabilization of societies, the kindling of religious warfare, and the installation of dictatorships contemptuous of the rights of religious and ethnic minorities. Frankly, we have done a lot better at selling things, including armaments, to the region than we have at transplanting the ideals of the Atlantic Enlightenment there. The region’s autocrats cooperate with us to secure our protection, and they get it. When they are nonetheless overthrown, the result is not democracy or the rule of law but socio-political collapse and the emergence of  a Hobbesian state of nature in which religious and ethnic communities, families, and individuals are able to feel safe only when they are armed and have the drop on each other. Where we have engineered or attempted to engineer regime change, violent politics, partition, and ethno-religious cleansing have everywhere succeeded unjust but tranquil order. One result of our bungled interventions in Iraq and Syria is the rise of Daesh. This is yet another illustration that, in our efforts to do good in the Middle East, we have violated the principle that one should first do no harm.
  • Americans used to believe that we could best lead by example. We and those in the Middle East seeking nonviolent change would all be better off if America returned to that tradition and forswore ideologically motivated hectoring and intervention. No one willingly follows a wagging finger. Despite our unparalleled ability to use force against foreigners, the best way to inspire them to emulate us remains showing them that we have our act together. At the moment, we do not. In the end, to cure the dysfunction in our policies toward the Middle East, it comes down to this. We must cure the dysfunction and venality of our politics. If we cannot, we have no business trying to use an 8,000-mile-long screwdriver to fix things one-third of the way around the world. That doesn’t work well under the best of circumstances. But when the country wielding the screwdriver has very little idea what it’s doing, it really screws things up.

    Chas Freeman served as US ambassador to Saudi Arabia during the war to liberate Kuwait and as Assistant Secretary of Defense from 1993-94. He was the editor of the Encyclopedia Britannica entry on "diplomacy" and is the author of five books, including "America's Misadventures in the Middle East" and "Interesting Times: China, America, and the Shifting Balance of Prestige."  I have largely omitted highlighting portions of the speech dealing with Muslim nations because Freeman has apparently lost touch with the actual U.S., Saudi, UAE, Kuwait, and Turish roles in creating and expanding ISIL. But his analysis of Israel's situation and recommendations for curing it seem quite valid, as well as his overall Mideast recommendation to heed the First Law of Holes: "when stuck in one, stop digging."   I recommend reading the entire speech notwithstanding his misunderstanding of ISIL. US forces to occupy Syria for decades to come - 0 views

  • According to Syrian Democratic Forces (SDF) spokesman Talal Silo, the strategic interests of the United States in Syria dictate that its forces will continue to occupy the northern regions of the country, in collusion with Kurdish separatist wishes, for many decades to come. According to the SDF representative, Washington will continue to develop its strategic policies in SDF-occupied northern Syria via various military and economic cooperation initiatives with Kurdish-dominated political structures that have been established under the Democratic Union Party (PYD) long after ISIS in gone. In the past, Silo has openly admitted that the SDF is a tool of American foreign policy in Syria and that the alliance group is forbidden by its US handlers from cooperating with either the Damascus government or Russia. The announcement by Silo comes around the same time British Army representative for Operation Inherent Resolve Major General Rupert Jones said that the US-led coalition (supposedly against ISIS) would not allow “Syrian regime forces” to move north of the Euphrates River (into SDF-occupied regions). In doing so, Jones essential confirmed suspicions long-expressed by pro-Damascus analysts that Western powers (led by US) pursue a second unspoken policy in Syria aimed at preventing government forces from restoring sovereignty in the country’s northern regions.

  • The joint Russian – Syrian air campaign that is coordinated via a joint Iranian, Iraqi, Syrian and Russian intelligence center in the Iraqi capital Baghdad has dislodged large numbers of insurgents who have been and continue to flee to their strategic “Hinterland” in Turkey, Jordan, Lebanon, the Israeli occupied Syrian Golan, as well as to Iraq. Meanwhile, several statements from top-Russian and Iraqi diplomats suggest that the Russian air campaign may be extended to also target ISIL troops in Iraq. Iraqi Prime Minister Haider Al-Abadi told the press that his government would not hesitate to grant Russia access to Iraqi territory if Moscow wanted to expand its campaign in cooperation with Iraqi forces. Other developments suggest that Egypt shows interest in joining the intelligence center in Baghdad. While little has been reported about it, the Russian air campaign has, according to Syrian Foreign and Expatriates Minister Walid Al-Muallem been planned for months.

What next? Putin and Xi denounced as a gay couple?

    Let's dump the clowns and get down to the serious business. Right at the start, President Xi urged APEC to "add firewood to



    the fire of the Asia-Pacific and world economy". Two days later, China got what it wanted on all fronts.

The loser was the US-driven, corporate-redacted, fiercely opposed (especially by Japan and Malaysia) 12-nation Trans-Pacific Partnership (TPP). [See also here. 2) Beijing advanced its blueprint for "all-round connectivity" (in Xi's words) across Asia-Pacific - which implies a multi-pronged strategy. One of its key features is the implementation of the Beijing-based US$50 billion Asian Infrastructure Investment Bank. That's China's response to Washington refusing to give it a more representative voice at the International Monetary Fund than the current, paltry 3.8% of votes (a smaller percentage than the 4.5% held by stagnated France).

  • After almost two decades of discussion, the ASEAN Economic Community (AEC) will be proclaimed on 31st December. The AEC is a potentially significant and competitive economic region, should it be allowed to develop according to the aspiration of being a “single market and production base, with free flow of services, investments, and labour, by the year 2020”.
  • The ASEAN region as a composite trading block has the third highest population at 634 million, after China and India. GDP per capita is rapidly rising. The AEC would be the 4th largest exporter after China, the EU, and the United States, with still very much scope for growth from Cambodia, Myanmar, the Philippines, and Vietnam from a diverse range of activities ranging from agriculture, food, minerals and commodities, electronics, and services. The coming AEC is already the 4th largest importer of goods after the United States, EU, and China, making it one of the biggest markets in the world. Unlike the other trade regions, the AEC still has so much potential for growth with rising population, rising incomes, growing consumer sophistication, and improving infrastructure. Perhaps the biggest benefit of the upcoming AEC is the expected boost this will give to intra-ASEAN trade. Most ASEAN nations have previously put their efforts into developing external relationships with the major trading nations like the EU, Japan and the US through bilateral and free trade agreements. To some extent, the potential of intra-ASEAN trade was neglected, perhaps with the exception of the entrepot of Singapore. The AEC is an opportunity to refocus trade efforts within the region, especially when Vietnam, Cambodia, Indonesia are rapidly developing, and Myanmar is opening up for business with the rest of the region.
  • There are no integrated banking structures, no agreement on common and acceptable currencies (some ASEAN currencies are not interchangeable), no double taxation agreements, and no formal agreements on immigration. There is not even any such thing as a common ASEAN business visa. These issues are going to hinder market access for regional SMEs. Any local market operations will have to fulfil local laws and regulations which may not be easy for non-citizens to meet and adhere to. Even though there are some preferential tariffs for a number of classes of ASEAN originating goods, non-tariff barriers are still in existence, which are insurmountable in some cases like the need for import licenses (APs) in Malaysia, and the need to have a registered company which can only be formed by Thai nationals within Thailand. Some of these problems are occurring because of the very nature of ASEAN itself. ASEAN was founded on the basis of consultation, consensus, and non-interference in the internal affairs of other members. This means that no formal problem solving mechanism exists, and the ASEAN Secretariat is a facilitator rather than implementer of policy. Illegal workers, human trafficking, money laundering, and haze issues between member states have no formal mechanisms through which these issues can be solved from an ASEAN perspective. This weakens the force for regional integration.

Some infrastructure development projects have been severely hit by finance shortfalls within member states. There are a number of outstanding issues concerning the growth and development of the AEC. The ASEAN Secretariat based in Jakarta has a small staff, where the best talent is lacking due to the small salaries paid. The Secretariat unlike the EU bureaucratic apparatus in Brussels relies on cooperation between the member state governments for policy direction, funding and implementation of the AEC. Thus the frontline of AEC implementation are the individual country ministries, which presents many problems, as some issues require multi-ministry cooperation and coordination, which is not always easy to achieve as particular ministries have their own visions and agendas. Getting cooperation of these ministries isn’t easy. There are numerous structural and procedural issues yet to be contended with. At the inter-governmental level, laws and regulations are yet to be coordinated and harmonized. So in-effect there is one community with 10 sets of regulations in effect this coming January 1st. Consumer laws, intellectual property rights, company and corporate codes (no provision for ASEAN owned companies), land codes, and investment rules are all different among the individual member states.
  • One of the major issues weakening the potential development of the AEC is the apparent lack of political commitment for a common market by the leadership of the respective ASEAN members. Thailand is currently in a struggle to determine how the country should be governed. Malaysia is in the grip of corruption scandals where the prime minister is holding onto power. Myanmar is going through a massive change in the way it will be governed. Indonesia is still struggling with how its archipelago should be governed. There is a view from Vietnam that business within the country is not ready for the AEC. Intense nationalistic sentiments among for example Thais, exasperated by the recent Preach Vihear Temple conflict along the Thai-Cambodian border need to be softened to get full advantage out of the AEC. The dispute in the International Court of Justice over Pedra Branca, and the Philippine rift with China over the South China Sea show the delicacy of relationships among ASEAN members. The recent Thai court decision on the guilt of Zaw Lin and Win Zaw Tun in the murder of two young British tourists may also show how fragile intra-ASEAN relationships can be. The AEC is going to fall far short of achieving its full potential of becoming a major influence in global trade. The AEC is not intended to be the same model as the EEC. The AEC is far from being any fully integrated economic community. The lack of social, cultural, and political integration within the ASEAN region indicates the massive job ahead that Europe had been through decades ago. There is still a lot of public ignorance about what the AEC is, and lack of excitement or expectation for what should be a major event within the region. Respective national media are scant on information about the forthcoming launch of the AEC.

  • The Iraqi army started a large operation to liberate Mosul from Islamic State jihadists. But the forces, in total some 40,000, are still several dozen kilometers away from the city limits. They will have to capture several towns and villages and pass many IED obstacles before coming near to the center and house to house fighting. It might take many month to eliminated the last stay-behind ISIS cells in Mosul. About one million civilians live in Mosul. Many, many more than in east-Aleppo. Many of them were sympathetic with the new overlords when ISIS stormed in two years ago. French, American, Kurdish, Iraqi and Turkish artillery are pounding them now. Airstrikes attack even the smallest fighting position. When the city will be conquered it will likely be destroyed. The imminent fight over Mosul might be the reason why John Kerry dialed down his hypocritical howling over east-Aleppo in Syria which is under attack from Syrian and Russian forces. The attack on Mosul proceeds on three axes. From the north Kurdish Peshmerga under U.S. special force advisors lead the fighting. Iraqi forces attack from the east and south. The way to the west, towards Syria, is open. The intend of the U.S. is to let ISIS fighters, several thousand of them, flee to Deir Ezzor and Raqqa in Syria. They are needed there to further destroy the Syrian state.

The "mistake" of the U.S. bombing of Syrian army positions in Deir Ezzor was in support of that plan. Other commentators finally catch up with that conclusion.   • Two points in the Turkish plan will not come true. The Iraqi government has ordered that no Turkish troops take part in the Mosul operation and will designate them as enemies should they try. The Sunni "Nineveh Guard", trained by Turkey, paid by the Saudis and led by the former Anbar governor Atheel al-Nujaifi, will also be excluded. It was the Saudi proxy al-Nujaifi who practically handed Anbar over to ISIS by ordering his troops to flee when ISIS attacked. He and his Saudi and Turkish sponsors want to create an independent Sunni statelet in west Iraq just like the Kurds created their own entity within north Iraq. The U.S. hopes that the influx of ISIS fighters into Syria will keep the Russians and Iranians trapped in the "quagmire" Obama prescribed and finally destroy the Syrian state. It seems to have mostly given up on other plans. The U.S. military now acknowledges that fighting the Russian air defense in Syria would be a real challenge: "It’s not like we’ve had any shoot at an F-35,” the official said of the next-generation U.S. fighter jet. “We’re not sure if any of our aircraft can defeat the S-300.”

  • There is a "no-fly zone" over west-Syria and it is the Russians who control it. All U.S. and Turkish talk about such a zone is moot. The Obama administration has for now also given up on other plans. The recent National Security Council meeting deferred on further decisions: Consideration of other alternatives, including the shipment of arms to U.S.-allied Kurdish forces in Syria, and an increase in the quantity and quality of weapons supplied to opposition fighters in Aleppo and elsewhere, were deferred until later, officials said. U.S. military action to stop Syrian and Russian bombing of civilians was even further down the list of possibilities. The only U.S. "hope" for its Syria plans is now the facilitation of another ISIS influx. That and the CIA coordinated actions of its allies. The Saudis Foreign Minister announced that his country will increase weapons flow to its al-Qaeda proxies in Syria. The "rebels" are still receiving TOW anti-tank missiles and other heavy weapons. Turkish proxy forces, some Syrians, some "Turkmen" from Chechnya and elsewhere, have taken Dabiq from ISIS. The village is said to become a focal point of a future apocalyptic Christian-Muslim battle. A lot of "western" commentators pointed to that as a reason why ISIS would fight for it. But that battle is only predicted for the period after the return of the Mahdi which has not been announced. The current ideological value of Dabiq is therefore low and, like in Jarablus, ISIS cooperated well and moved out before the Turkish proxies moved in. The Russians had allowed Turkey to enter Syria only within a limit of some 15 kilometers south of the Turkish border. Heavy artillery would have to stay on the Turkish side. The sole original purpose of the Turkish invasion was to prevent a Kurdish corridor from the eastern Kurdish areas in Syria to Afrin in the west. Such a corridor would have limited ISIS access to Turkey.

But Erdogan and his proxies forces want to go further south and west to attack the Syrian army encirclement of east-Aleppo: President Tayyip Erdogan's spokesman Ibrahim Kalin said on Sunday Dabiq's liberation was a "strategic and symbolic victory" against Islamic State. He told Reuters it was important strategically that the Turkey-backed forces continue their advance toward the Islamic State stronghold of al-Bab. To move to al-Bab Turkish artillery, with its units relying on conscripts, would have to move south of the Turkish-Syrian border. Any attack on them by the Syrian or Russian forces would thus become legal. Kurdish guerilla would be a constant threat. This explains the new split between the Turkish military and political forces. It will be interesting to watch how that dispute develops. For Thursday the Russian command announced a unilateral temporary ceasefire in east-Aleppo to let the Jihadis move out. British and other special forces, said to be embedded with al-Qaeda, will be happy for the chance to leave. In Iraq some Shia militia are moving towards Tal Afar to cut of the ISIS path to the west. Russia promised to take political and military measures should it detect an ISIS move. In east-Syria the Russian and Syrian air-forces, Hizbullah and more Shia militia from Iraq are now preparing surprises for the expected ISIS influx from Mosul. How much can they risk when the U.S. provides further air-support for the ISIS move?

  • It’s been a bad time for foes of ISIS. Islamic State scored a neat hat-trick by invading strategic Ramadi in Iraq’s mainly Sunni Anbar province, occupying Syria’s historic gem Palmyra, and taking over Al-Tanf, the last remaining border crossing with Iraq. The multinational, American-led ‘Coalition’ launched last August to thwart Islamic State’s (IS, formerly ISIS) march across Syria and Iraq…did nothing.
  • The Iraqis have shot back. Key MP Hakim al-Zamili blames Ramadi’s collapse on the US’s failure to provide “good equipment, weapons and aerial support” to troops. Deputy Prime Minister Saleh Mutlaq, himself a Sunni from Anbar Province, concluded that the Americans were coming up short in all areas. “The Coalition airstrikes are not enough to eliminate IS.” Furthermore, the US policy of recruiting Sunni tribes for the fight, he added, was “too late” – it is “important but not enough.” If ever there was an understatement, this is it. Washington’s long-stated objective of rallying together a vetted Sunni fighting force – or its equivalent in the form of a National Guard – has always served as a placeholder to avoid facing realities.
  • One thing we have learned from IS gains in small and large Sunni towns alike, is that the extremist group prides itself on sleeper cells and alliances inside of these areas. Sunni tribes and families, both, are divided on their support of IS. And the militants ensure that everyone else falls in line through a brutal campaign of inflicting fear and pain indiscriminately. So the likelihood of a significant, anti-IS, well-trained and equipped Sunni fighting force emerging anytime soon is just about nil. So too is the idea of a US-led Coalition air force that can cripple Islamic State. Washington has run fewer sorties over Syria and Iraq in the nine months since inception of its air campaign, than Israel ran in its entire three-week Gaza blitz in 2008-09. Where were the American bombers when Ramadi and Palmyra were being taken? And why does the US Air Force only seem to engage in earnest when their Kurdish allies are being threatened – as in Kobani (Ain al-Arab), Syria, and Erbil in Iraq?

  • If actions speak louder than words, then Washington’s moves in the Mideast have been deafening. Forget talk of a ‘unified Iraq’ with a ‘strong central government’. And definitely forget loudly-proclaimed objectives of ‘training moderate forces’ to ‘fight off IS’ across the Jordanian and Turkish borders in Syria. That’s just talk. An objective look at US interests in the region paint an entirely different picture. The Americans seek to maintain absolute hegemony in the Mideast, even as they exit costly military occupations of Iraq and Afghanistan. Their primary interests are 1) access to low cost oil and gas, 2) propping up Israel, and more recently, 3) undermining Russian (and Chinese) influence in the region. Clinging on to hegemony would be a whole lot easier without the presence of a powerful, independent Islamic Republic of Iran, which continues to throw a wrench in many of Washington’s regional projects. So hegemony is somewhat dependent on weakening Iran – and its supportive alliances.
  • But why ignore Sunni groups who are unreservedly opposed to IS? Aren’t they America’s natural constituents inside Iraq? The Takfiri extremist groups serve a purpose for Washington. IS has had the ability – where competing Sunni factions, with their ever-growing lists of demands from Baghdad, have not – to transform the US’ ‘buffer’ project into a physical reality. And Washington has not needed to expend blood, treasure or manpower to get the job done.
  • You only have to look at recent US actions in Iraq to see this unspoken plan in action. Congress has breached all international norms by ushering through legislation to directly arm Sunni and Kurdish militias and bypass the central government in Baghdad. And despite endless promises and commitments, the Americans have failed at every hurdle to train and equip the Iraqi Army and security forces to do anything useful. A weak, divided Iraq can never become a regional powerhouse allied with Iran and the Resistance Axis. Likewise a weak, divided Syria. But without US control over these central governments, the only way to achieve this is 1) through the creation of sectarian and ethnic strife that could carve out pro-US buffers inside the ‘Resistance states’ and/or 2) through the creation of a hostile ‘Sunni buffer’ to break this line from Iran to Palestine.
  • General Walid Sukariyya, a Sunni, pro-resistance member of Lebanon’s parliament, agrees. “ISIS will be better for the US and Israel than having a strong Iran, Iraq and Syria…If they succeed at this, the Sunni state in Iraq will split the resistance from Palestine.” While Washington has long sought to create a buffer in Iraq on the Syrian border, it has literally spent years trying – and failing – to find, then mold, representative Sunni Iraqi leaders who will comfortably toe a pro-American line. An example of this is the Anbar delegation US General John Allen handpicked last December for a DC tour, which excluded representatives of the two most prominent Sunni tribes fighting IS in Iraq – the Albu Alwan and Albu Nimr. A spokesman for the tribes, speaking to Al-Jarida newspaper, objected at the time: “We are fighting ISIL and getting slaughtered, while suffering from a shortage of weapons. In the meantime, others are going to Washington to get funds and will later be assigned as our leaders.”
  • With the removal of Saddam Hussein in Iraq, the US inadvertently extended Iran’s arc of influence in a direct geographic line to Palestine, leaving the Israeli colonial project vulnerable. Former President George W. Bush immediately took on the task of destroying this Resistance Axis by attempting to neuter Iranian allies Hezbollah, Syria and Hamas – and failed. The Arab Spring presented a fresh opportunity to regroup: the US and its Turkish and Persian Gulf allies swung into action to create conditions for regime-change in Syria. The goal? To break this geographic line from Iran – through Iraq, Syria and Lebanon – to Palestine. When regime-change failed, the goalpost moved to the next best plan: dividing Syria into several competing chunks, which would weaken the central state and create a pro-US ‘buffer’ along the border with Israel. Weakening the central government in Iraq by dividing the state along Kurdish, Sunni and Shiite lines has also been a priority for the Americans.
  • The DIA brief makes clear that the escalation of conflict in Syria will create further sectarianism and radicalization, which will increase the likelihood of an ‘Islamic State’ on the Syrian-Iraqi border, one that would likely be manned by the Islamic State of Iraq (ISI). So what did Washington do when it received this information? It lied. Less than one month after the DIA report was published, US Secretary of State John Kerry told the Senate Foreign Relations Committee this about the Syrian opposition: “I just don’t agree that a majority are Al-Qaeda and the bad guys. That’s not true. There are about 70,000 to 100,000 oppositionists … Maybe 15 percent to 25 percent might be in one group or another who are what we would deem to be bad guys…There is a real moderate opposition that exists.” Using the fabricated storyline of ‘moderate rebels’ who need assistance to fight a ‘criminal Syrian regime’, the US government kept the Syrian conflict buzzing, knowing full well the outcome would mean the establishment of a Sunni extremist entity spanning the Syrian-Iraqi border…which could cripple, what the Americans call, “the strategic depth of the Shia expansion.”As US Council on Foreign Relations member and terrorism analyst Max Abrahms conceded on Twitter: “The August 5, 2012 DIA report confirms much of what Assad has been saying all along about his opponents both inside & outside Syria.”
  • Since last year, numerous Iraqi officials have complained about the US airdropping weapons to IS – whether deliberately or inadvertently remains disputed. Military sources, on the other hand, have made clear that the US-led Coalition ignores many of the Iraqi requests for air cover during ground operations. If the US isn’t willing to play ball in Iraq’s existential fight against IS, then why bother with the Americans at all? Iraqi Prime Minister Haider al-Abadi is viewed as a ‘weak’ head of state – a relatively pro-American official who will work diligently to keep a balance between US interests and those of Iraq’s powerful neighbor, Iran. But after the disastrous fall of Ramadi, and more bad news from inside Syria, Abadi has little choice but to mitigate these losses, and rapidly. The prime minister has now ordered the engagement of thousands of Hashd al-Shaabi (Shiite paramilitary groups, commonly known as the Popular Mobilization Forces) troops in the Anbar to wrest back control of Ramadi. And this – unusually – comes with the blessings of Anbar’s Sunni tribes who voted overwhelmingly to appeal to the Hashd for military assistance.
  • Joining the Hashd are a few thousand Sunni fighters, making this a politically palatable response. If the Ramadi operation goes well, this joint Sunni-Shiite effort (which also proved successful in Tikrit) could provide Iraq with a model to emulate far and wide. The recent losses in Syria and Iraq have galvanized IS’ opponents from Lebanon to Iran to Russia, with commitments pouring in for weapons, manpower and funds. If Ramadi is recovered, this grouping is unlikely to halt its march, and will make a push to the Syrian border through IS-heavy territory. There is good reason for this: the militants who took Ramadi came across the Syrian border – in full sight of US reconnaissance capabilities. A senior resistance state official told me earlier this year: “We will not allow the establishment of a big (extremist) demographic and geographic area between Syria and Iraq. We will work to push Syrian ISIS inside Syria and Iraqi ISIS inside Iraq.”
  • Right now, the key to pushing back Takfiri gains inside Syria’s eastern and northwestern theaters lies in the strengthening of the Iraqi military landscape. And an absolute priority will be in clearing the IS ‘buffer’ between the two states. Eighteen months ago, in an analysis about how to fight jihadist militants from the Levant to the Persian Gulf, I wrote that the solution for this battle will be found only within the region, specifically from within those states whose security is most compromised or under threat: Lebanon, Syria, Iraq and Iran. I argued that these four states would be forced to increase their military cooperation as the battles intensified, and that they would provide the only ‘boots on the ground’ in this fight. And they will. But air cover is a necessary component of successful offensive operations, even in situations of unconventional warfare. If the US and its flimsy Coalition are unable or unwilling to provide the required reconnaissance assistance and the desired aerial coverage, as guided by a central Iraqi military command, then Iraq should look elsewhere for help.
  • Iran and Russia come to mind – and we may yet get there. Iraq and Syria need to merge their military strategies more effectively – again, an area where the Iranians and Russians can provide valuable expertise. Both states have hit a dangerous wall in the past few weeks, and the motivation for immediate and decisive action is high today. Lebanese resistance group Hezbollah is coming into play increasingly as well – its Secretary-General Hassan Nasrallah has recently promised that Hezbollah will no longer limit itself geographically, and will go where necessary to thwart this Takfiri enemy. The non-state actors that make up the jihadist and Takfiri core cannot be beaten by conventional armies, which is why local militias accustomed to asymmetric warfare are best suited for these battles. Criticizing the US’s utterly nonexistent response to the Ramadi debacle yesterday, Iran’s elite Quds Force Commander Qassem Suleimani points out: “Today, there is nobody in confrontation with [IS] except the Islamic Republic of Iran, as well as nations who are next to Iran or supported by Iran.” The Iranians have become central figures in the fight against terror, and are right next door to it – as opposed to Washington, over 6,000 miles away.
  • If the US has any real commitment to the War on Terror, it should focus on non-combat priorities that are also essential to undermine extremism: 1) securing the Turkish and Jordanian borders to prevent any further infiltration of jihadists into Syria and Iraq, 2) sanctioning countries and individuals who fund and weaponize the Takfiris, most of whom are staunch US allies, now ironically part of the ‘Coalition’ to fight IS, and 3) sharing critical intelligence about jihadist movements with those countries engaged in the battle. It is time to cut these losses and bring some heavyweights into this battle against extremism. If the US-directed Coalition will not deliver airstrikes under the explicit command of sovereign states engaged at great risk in this fight, it may be time to clear Iraqi and Syrian airspace of coalition jets, and fill those skies with committed partners instead.

  • Saudi Arabia has secretly offered Russia a sweeping deal to control the global oil market and safeguard Russia’s gas contracts, if the Kremlin backs away from the Assad regime in Syria.
  • The revelations come amid high tension in the Middle East, with US, British, and French warship poised for missile strikes in Syria. Iran has threatened to retaliate. The strategic jitters pushed Brent crude prices to a five-month high of $112 a barrel. “We are only one incident away from a serious oil spike. The market is a lot tighter than people think,” said Chris Skrebowski, editor of Petroleum Review. Leaked transcripts of a closed-door meeting between Russia’s Vladimir Putin and Saudi Prince Bandar bin Sultan shed an extraordinary light on the hard-nosed Realpolitik of the two sides. Prince Bandar, head of Saudi intelligence, allegedly confronted the Kremlin with a mix of inducements and threats in a bid to break the deadlock over Syria. “Let us examine how to put together a unified Russian-Saudi strategy on the subject of oil. The aim is to agree on the price of oil and production quantities that keep the price stable in global oil markets,” he said at the four-hour meeting with Mr Putin. They met at Mr Putin’s dacha outside Moscow three weeks ago.

We are not interested in competing with that. We can cooperate in this area,” he said, purporting to speak with the full backing of the US.

  • The talks appear to offer an alliance between the OPEC cartel and Russia, which together produce over 40m barrels a day of oil, 45pc of global output. Such a move would alter the strategic landscape. The details of the talks were first leaked to the Russian press. A more detailed version has since appeared in the Lebanese newspaper As-Safir, which has Hezbollah links and is hostile to the Saudis. As-Safir said Prince Bandar pledged to safeguard Russia’s naval base in Syria if the Assad regime is toppled, but he also hinted at Chechen terrorist attacks on Russia’s Winter Olympics in Sochi if there is no accord. “I can give you a guarantee to protect the Winter Olympics next year. The Chechen groups that threaten the security of the games are controlled by us,” he allegedly said. Prince Bandar went on to say that Chechens operating in Syria were a pressure tool that could be switched on an off. “These groups do not scare us. We use them in the face of the Syrian regime but they will have no role in Syria’s political future.”

Mr Putin was unmoved by the Saudi offer, though western pressure has escalated since then. “Our stance on Assad will never change. We believe that the Syrian regime is the best speaker on behalf of the Syrian people, and not those liver eaters,” he said, referring to footage showing a Jihadist rebel eating the heart and liver of a Syrian soldier. Prince Bandar in turn warned that there can be “no escape from the military option” if Russia declines the olive branch. Events are unfolding exactly as he foretold.

  • The war on terror, that campaign without end launched 14 years ago by George Bush, is tying itself up in ever more grotesque contortions. On Monday the trial in London of a Swedish man, Bherlin Gildo, accused of terrorism in Syria, collapsed after it became clear British intelligence had been arming the same rebel groups the defendant was charged with supporting. The prosecution abandoned the case, apparently to avoid embarrassing the intelligence services. The defence argued that going ahead withthe trial would have been an “affront to justice” when there was plenty of evidence the British state was itself providing “extensive support” to the armed Syrian opposition. That didn’t only include the “non-lethal assistance” boasted of by the government (including body armour and military vehicles), but training, logistical support and the secret supply of “arms on a massive scale”. Reports were cited that MI6 had cooperated with the CIA on a “rat line” of arms transfers from Libyan stockpiles to the Syrian rebels in 2012 after the fall of the Gaddafi regime. Clearly, the absurdity of sending someone to prison for doing what ministers and their security officials were up to themselves became too much. But it’s only the latest of a string of such cases. Less fortunate was a London cab driver Anis Sardar, who was given a life sentence a fortnight earlier for taking part in 2007 in resistance to the occupation of Iraq by US and British forces. Armed opposition to illegal invasion and occupation clearly doesn’t constitute terrorism or murder on most definitions, including the Geneva convention.
  • But terrorism is now squarely in the eye of the beholder. And nowhere is that more so than in the Middle East, where today’s terrorists are tomorrow’s fighters against tyranny – and allies are enemies – often at the bewildering whim of a western policymaker’s conference call.
  • A revealing light on how we got here has now been shone by a recently declassified secret US intelligence report, written in August 2012, which uncannily predicts – and effectively welcomes – the prospect of a “Salafist principality” in eastern Syria and an al-Qaida-controlled Islamic state in Syria and Iraq. In stark contrast to western claims at the time, the Defense Intelligence Agency document identifies al-Qaida in Iraq (which became Isis) and fellow Salafists as the “major forces driving the insurgency in Syria” – and states that “western countries, the Gulf states and Turkey” were supporting the opposition’s efforts to take control of eastern Syria. Raising the “possibility of establishing a declared or undeclared Salafist principality”, the Pentagon report goes on, “this is exactly what the supporting powers to the opposition want, in order to isolate the Syrian regime, which is considered the strategic depth of the Shia expansion (Iraq and Iran)”.

  • Which is pretty well exactly what happened two years later. The report isn’t a policy document. It’s heavily redacted and there are ambiguities in the language. But the implications are clear enough. A year into the Syrian rebellion, the US and its allies weren’t only supporting and arming an opposition they knew to be dominated by extreme sectarian groups; they were prepared to countenance the creation of some sort of “Islamic state” – despite the “grave danger” to Iraq’s unity – as a Sunni buffer to weaken Syria. That doesn’t mean the US created Isis, of course, though some of its Gulf allies certainly played a role in it – as the US vice-president, Joe Biden, acknowledged last year. But there was no al-Qaida in Iraq until the US and Britain invaded. And the US has certainly exploited the existence of Isis against other forces in the region as part of a wider drive to maintain western control.
  • The calculus changed when Isis started beheading westerners and posting atrocities online, and the Gulf states are now backing other groups in the Syrian war, such as the Nusra Front. But this US and western habit of playing with jihadi groups, which then come back to bite them, goes back at least to the 1980s war against the Soviet Union in Afghanistan, which fostered the original al-Qaida under CIA tutelage. It was recalibrated during the occupation of Iraq, when US forces led by General Petraeus sponsored an El Salvador-style dirty war of sectarian death squads to weaken the Iraqi resistance. And it was reprised in 2011 in the Nato-orchestrated war in Libya, where Isis last week took control of Gaddafi’s home town of Sirte. In reality, US and western policy in the conflagration that is now the Middle East is in the classic mould of imperial divide-and-rule. American forces bomb one set of rebels while backing another in Syria, and mount what are effectively joint military operations with Iran against Isis in Iraq while supporting Saudi Arabia’s military campaign against Iranian-backed Houthi forces in Yemen. However confused US policy may often be, a weak, partitioned Iraq and Syria fit such an approach perfectly.
  • What’s clear is that Isis and its monstrosities won’t be defeated by the same powers that brought it to Iraq and Syria in the first place, or whose open and covert war-making has fostered it in the years since. Endless western military interventions in the Middle East have brought only destruction and division. It’s the people of the region who can cure this disease – not those who incubated the virus.

Eurasian emporium or nuclear war?: Pepe Escobar | Asia Times - 0 views

  • A high-level European diplomatic source has confirmed to Asia Times that German chancellor Angela Merkel’s government has vigorously approached Beijing in an effort to disrupt its multi-front strategic partnership with Russia. Beijing won’t necessarily listen to this political gesture from Berlin, as China is tuning the strings on its pan-Eurasian New Silk Road project, which implies close trade/commerce/business ties with both Germany and Russia. The German gambit reveals yet more pressure by hawkish sectors of the U.S. government who are intent on targeting and encircling Russia. For all the talk about Merkel’s outrage over the U.S. National Security Agency’s tapping shenanigans, the chancellor walks Washington’s walk.  Real “outrage” means nothing unless she unilaterally ends sanctions on Russia. In the absence of such a response by Merkel, we’re in the realm of good guy-bad guy negotiating tactics.
  • The bottom line is that Washington cannot possibly tolerate a close Germany-Russia trade/political relationship, as it directly threatens its hegemony in the Empire of Chaos. Thus, the whole Ukraine tragedy has absolutely nothing to do with human rights or the sanctity of borders. NATO ripped Kosovo away from Yugoslavia-Serbia without even bothering to hold a vote, such as the one that took place in Crimea.
  • In parallel, another fascinating gambit is developing. Some sectors of U.S. Think Tankland – with their cozy CIA ties – are now hedging their bets about Cold War 2.0, out of fear that they have misjudged what really happens on the geopolitical chessboard. I’ve just returned from Moscow, and there’s a feeling the Federal Security Bureau and Russian military intelligence are increasingly fed up with the endless stream of Washington/NATO provocations – from the Baltics to Central Asia, from Poland to Romania, from Azerbaijan to Turkey. This is an extensive but still only partial summary of what’s seen all across Russia as an existential threat: Washington/NATO’s intent to block Russia’s Eurasian trade and development; destroy its defense perimeter; and entice it into a shooting war. A shooting war is not exactly a brilliant idea. Russia’s S-500 anti-missile missiles and anti-aircraft missiles can intercept any existing ICBM, cruise missile or aircraft. S-500s travel at 15,480 miles an hour; reach an altitude of 115 miles; travel horizontally 2,174 miles; and can intercept up to ten incoming missiles. They simply cannot be stopped by any American anti-missile system.

  • Some on the U.S. side say  the  S-500 system is being rolled out in a crash program, as an American intel source told Asia Times. There’s been no Russian confirmation. Officially, Moscow says the system is slated to be rolled out in 2017. End result, now or later: it will seal Russian airspace. It’s easy to draw the necessary conclusions. That makes the Obama administration’s “policy” of promoting war hysteria, coupled with unleashing a sanction, ruble and oil war against Russia, the work of a bunch of sub-zoology specimens. Some adults in the EU have already seen the writing on the (nuclear) wall. NATO’s conventional defenses are a joke. Any military buildup – as it’s happening now – is also a joke, as it could be demolished by the 5,000 tactical nuclear weapons Moscow would be able to use.
  • Of course it takes time to turn the current Cold War 2.0 mindset around, but there are indications the Masters of the Universe are listening – as this essay shows. Call it the first (public) break in the ice. Let’s assume Russia decided to mobilize five million troops, and switch to military production. The “West” would back down to an entente cordiale in a flash. And let’s assume Moscow decided to confiscate what remains of dodgy oligarch wealth. Vladimir Putin’s approval rate – which is not exactly shabby as it stands – would soar to at least 98%. Putin has been quite restrained so far. And still his childishly hysterical demonization persists. It’s a non-stop escalation scenario. Color revolutions. The Maidan coup. Sanctions; “evil” Hitler/Putin; Ukraine to enter NATO; NATO bases all over. And yet reality – as in the Crimean counter coup, and the battlefield victories by the armies of the People’s Republics of Donetsk and Lugansk – has derailed the most elaborate U.S. State Department/NATO plans. On top of it Merkel and France’s Francois Hollande were forced into an entente cordiale with Russia – on Minsk 2 – because they knew that would be the only way to stop Washington from further weaponizing Kiev.
  • Putin is essentially committed to a very complex preservation/flowering process of Russia’s history and culture, with overtones of pan-Slavism and Eurasianism. Comparing him to Hitler does not even qualify as a kindergarten prank. Yet don’t expect Washington neo-cons to understand Russian history or culture. Most of them would not even survive a Q&A on their beloved heroes Leo Strauss and Carl Schmitt. Moreover, their anti-intellectualism and exceptionalist arrogance creates only a privileged space for undiluted bullying. A U.S. academic, one of my sources, sent a letter to Nancy Pelosi copied to a notorious neo-con, the husband of Victoria, the Queen of Nulandistan. Here’s the neo-con’s response, via his Brookings Institution email: “Why don’t you go (expletive deleted)  yourself?” Yet another graphic case of husband and wife deserving each other.
  • At least there seem to be sound IQs in the Beltway driven to combat the neo-con cell inside the State Department, the neo-con infested editorial pages of the Wall Street Journal and the Washington Post, an array of think tanks, and of course NATO, whose current military leader, Gen. Breedlove/Breedhate, is working hard on his post-mod impersonation of Dr. Strangelove. Russian “aggression” is a myth. Moscow’s strategy, so far, has been pure self-defense. Moscow in a flash will strongly advance a strategic cooperation with the West if the West understands Russia’s security interests. If those are violated – as in provoking the bear – the bear will respond. A minimum understanding of history reveals that the bear knows one or two things about enduring suffering. It simply won’t collapse – or melt away.
  • Meanwhile, another myth has also been debunked: That sanctions would badly hurt Russia’s exports and trade surpluses. Of course there was hurt, but bearable. Russia enjoys a wealth of raw materials and massive internal production capability – enough to meet the bulk of internal demand. So we’re back to the EU, Russia and China, and everyone in between, all joining the greatest trade emporium in history across the whole of Eurasia. That’s what Putin proposed in Germany a few years ago, and that’s what the Chinese are already doing. And what do the neo-cons propose? A nuclear war on European soil.

    Merkel is in a poor position to break up Russia-China relations, having blown up the South Stream Pipeline project and playing the U.S. lapdog role on sanctions against Russia, which drove Russia into China's arms. China has been happily switching from Gulf Coast oil supply lines to Russian, given that the U.S. is busily blowing up the Middle East.
