Revealed in an Associated Press (AP) investigation, the United States Agency for International Development (USAID) had for two years attempted to create and exploit a social network within Cuba for the purpose of sparking unrest and overthrowing the Cuban government. The program was an abject failure, primarily because the Cuban government took the necessary measures to investigate, interrogate, and otherwise disrupt what was foreign-backed sedition. AP would reveal in its report titled, "US co-opted Cuba's hip-hop scene to spark change," that:

Regarding USAID's denial, AP would report: "Any assertions that our work is secret or covert are simply false," USAID said in a statement Wednesday. Its programs were aimed at strengthening civil society "often in places where civic engagement is suppressed and where people are harassed, arrested, subjected to physical harm or worse."

What other nations have suffered recent political unrest? Knowing what we now know regarding Cuba and considering attempts by USAID to first cover up their program of concerted political subversion, then denying it, what parallels can we draw elsewhere?

Washington’s decision to arm Syria’s Sunni Muslim rebels has plunged America into the great Sunni-Shia conflict of the Islamic Middle East, entering a struggle that now dwarfs the Arab revolutions which overthrew dictatorships across the region. For the first time, all of America’s ‘friends’ in the region are Sunni Muslims and all of its enemies are Shiites. Breaking all President Barack Obama’s rules of disengagement, the US is now fully engaged on the side of armed groups which include the most extreme Sunni Islamist movements in the Middle East.The Independent on Sunday has learned that a military decision has been taken in Iran – even before last week’s presidential election – to send a first contingent of 4,000 Iranian Revolutionary Guards to Syria to support President Bashar al-Assad’s forces against the largely Sunni rebellion that has cost almost 100,000 lives in just over two years.  Iran is now fully committed to preserving Assad’s regime, according to pro-Iranian sources which have been deeply involved in the Islamic Republic’s security, even to the extent of proposing to open up a new ‘Syrian’ front on the Golan Heights against Israel.

In years to come, historians will ask how America – after its defeat in Iraq and its humiliating withdrawal from Afghanistan scheduled for  2014 – could have so blithely aligned itself with one side in a titanic Islamic struggle stretching back to the seventh century death of the Prophet Mohamed. The profound effects of this great schism, between Sunnis who believe that the father of Mohamed’s wife was the new caliph of the Muslim world and Shias who regard his son in law Ali as his rightful successor – a seventh century battle swamped in blood around the present-day Iraqi cities of Najaf and Kerbala – continue across the region to this day. A 17th century Archbishop of Canterbury, George Abbott, compared this Muslim conflict to that between “Papists and Protestants”.

Iraq, a largely Shiite nation which America ‘liberated’ from Saddam Hussein’s Sunni minority in the hope of balancing the Shiite power of Iran, has – against all US predictions – itself now largely fallen under Tehran’s influence and power.  Iraqi Shiites as well as Hizballah members, have both fought alongside Assad’s forces.

New York Police Department detectives and prosecutors working an alleged underage sexting case against former Congressman Anthony Weiner have turned over a newly-found laptop he shared with wife Huma Abedin to the FBI with enough evidence “to put Hillary (Clinton) and her crew away for life,” NYPD sources told True Pundit. NYPD sources said Clinton’s “crew” also included several unnamed yet implicated members of Congress in addition to her aides and insiders. The NYPD seized the computer from Weiner during a search warrant and detectives discovered a trove of over 500,000 emails to and from Hillary Clinton, Abedin and other insiders during her tenure as secretary of state. The content of those emails sparked the FBI to reopen its defunct email investigation into Clinton on Friday.

But new revelations on the contents of that laptop, according to law enforcement sources, implicate the Democratic presidential candidate, her subordinates, and even select elected officials in far more alleged serious crimes than mishandling classified and top secret emails, sources said. NYPD sources said these new emails include evidence linking Clinton herself and associates to: Money laundering Child exploitation Sex crimes with minors (children) Perjury Pay to play through Clinton Foundation Obstruction of justice Other felony crimes NYPD detectives and a NYPD Chief, the department’s highest rank under Commissioner, said openly that if the FBI and Justice Department fail to garner timely indictments against Clinton and co- conspirators, NYPD will go public with the damaging emails now in the hands of FBI Director James Comey and many FBI field offices. “What’s in the emails is staggering and as a father, it turned my stomach,” the NYPD Chief said. “There is not going to be any Houdini-like escape from what we found. We have copies of everything. We will ship them to Wikileaks or I will personally hold my own press conference if it comes to that.”

The NYPD Chief said once Comey saw the alarming contents of the emails he was forced to reopen a criminal probe against Clinton. “People are going to prison,” he said. Meanwhile, FBI sources said Abedin and Weiner were cooperating with federal agents, who have taken over the non-sexting portions the case from NYPD. The husband-and-wife Clinton insiders  are both shopping for separate immunity deals, sources said. “If they don’t cooperate they are going to see long sentences,” a federal law enforcement source said. NYPD sources said Weiner or Abedin stored all the emails in a massive Microsoft Outlook program on the laptop. The emails implicate other current and former members of Congress and one high-ranking Democratic Senator as having possibly engaged in criminal activity too, sources said. Prosecutors in the office of US Attorney Preet Bharara have issued a subpoena for Weiner’s cell phones and travel records, law enforcement sources confirmed. NYPD said it planned to order the same phone and travel records on Clinton and Abedin, however, the FBI said it was in the process of requesting the identical records. Law enforcement sources are particularly interested in cell phone activity and travel to the Bahamas, U.S. Virgin Islands and other locations that sources would not divulge.

As U.S. President Donald Trump ramps up his attack on immigration, his executive order to cut federal funding to so-called “sanctuary cities” protecting immigrants could face a number of legal and logistical loopholes.

The executive order signed on Wednesday orders federal agencies to withhold grant money from around 300 cities and counties that block local law enforcement from targeting undocumented immigrants, or as White House Press Secretary Sean Spice put it, “harbor illegal immigrants.” Spicer said that Trump will look at means to strip funding to cities and counties that “willfully refuse to comply” with his new plan to crack down on immigration, which also included ordering the construction of the infamous border wall between Mexico and the U.S. and increasing immigration authorities' power to deport people from the U.S., often without due process. These measures have sparked outrage among many immigrant rights organizations and caused city mayors to speak out against them. Opponents likely have the law on their side. Politico reported that the White House failed to consult the proper federal agencies and lawmakers before signing the executive orders. This means the orders are likely fraught with contradictions to current laws that can be easily exploited by opponents to dismantle them. The legal fight has already begun. Mayors of targeted cities are teaming up with immigration advocacy groups and attorneys to gear up for a legal battle against the presidential orders. Opponents of Trump’s order say that federal money allocated to cities can only be cut if the funding is directly linked to behavior that opposes the federal government’s plan for immigration.

Trump's plan to make police and other key services exempt from any funding cuts has also sparked legal debate. Trump had previously stated that even if a city was stripped of funding for non-compliance, police departments' funding would not be cut. Opponents also say that making police exempt would make it possible for a judge to deem parts of the order unconstitutional. Richard Doyle, city attorney in San Jose, California, argues that Trump cannot cut a city's funding for healthcare and education while protecting the police force from cuts because its function relates more closely to immigration enforcement, adding that it was uncertain whether only future or existing federal funding would be targeted under the order. Others have argued that there would be significant barriers and a long process for the federal government to cut off funding to sanctuary cities that would first have to go through states and local government where targeted jurisdictions have rights to appeal. Edward Waters from Feldesman Tucker Leifer Fidell in Washington told Reuters that for the Trump administration, “It’s fair to say that they don't understand the scope and reach of federal grants law.”

The Obama administration’s sweeping response to an alleged al Qaida plot – closing diplomatic posts in parts of Africa, the Middle East and Asia – suggests a terrorist organization that’s capable of striking virtually anywhere, not the one U.S. officials have depicted as a group that’s near defeat. Counterterrorism analysts said Monday that the U.S. government’s global response to a threat emanating from Yemen, home to al Qaida’s most active affiliate, was at odds with how dismissive President Barack Obama was in a speech in May, when he said that “not every collection of thugs that labels themselves as al Qaida will pose a credible threat to the United States.”That was only one of a series of public statements by Obama and his Cabinet members that played down the capabilities of al Qaida-linked groups. For at least the past two years, the administration has sought to reassure Americans that al Qaida is “on the run,” while counterterrorism experts were warning about the semiautonomous affiliates that have wreaked havoc in North Africa, Yemen, Iraq and Syria.

“The actions the administration is taking now are deeply inconsistent with the portrait of al Qaida strength the administration has been painting,” said Daveed Gartenstein-Ross, a counterterrorism specialist at the Foundation for Defense of Democracies, a Washington research institute.U.S. officials have been secretive about what precise information led to the worldwide travel advisory and embassy closings, but a Yemeni official told McClatchy on Sunday that authorities had intercepted “clear orders” from al Qaida leader Ayman Zawahiri to Nasir al Wuhayshi, the head of the affiliate in Yemen, to carry out an attack.

“It’s called politics. They know it’s not true,” said Aaron Zelin, who researches militants for the Washington Institute for Near East Policy and blogs about them at Jihadology.net. “The movement has grown over the past two years. The ideology is thriving.” Since the attacks last Sept. 11 on U.S. posts in the eastern Libyan city of Benghazi, the administration has dialed back some of that rhetoric and is now more careful to distinguish between “core al Qaida” – Zawahiri and his inner circle – and the resurgent affiliates in the Arabian Peninsula, North Africa, Iraq and Syria. At the White House on Monday, spokesman Jay Carney repeated that distinction, distancing the administration from some of the rosier language of the recent past. He insisted that the administration had made clear that al Qaida in the Arabian Peninsula was “of particular concern and has demonstrated both an interest in and a willingness to attempt serious attacks.”

Leaders of Syria's Nusra Front are considering cutting their links with al Qaeda to form a new entity backed by some Gulf states trying to topple President Bashar al-Assad, sources said. Sources within and close to Nusra said that Qatar, which enjoys good relations with the group, is encouraging the group to go ahead with the move, which would give Nusra a boost in funding.

While it awaits the final word from its decision-making Shoura council, Nusra is not wasting time. It has turned on small non-jihadi groups, seizing their territory and forcing them to disarm so as to consolidate Nusra's power in northern Syria and pave the way for the new group.Intelligence officials from Gulf states including Qatar have met the leader of Nusra, Abu Mohamad al-Golani, several times in the past few months to encourage him to abandon al Qaeda and to discuss what support they could provide, the sources said.They promised funding once it happens. "A new entity will see the light soon, which will include Nusra and Jaysh al Muhajereen wel Ansar and other small brigades," said Muzamjer al-Sham, a prominent jihadi figure who is close to Nusra and other Islamist groups in Syria."The name of Nusra will be abandoned. It will disengage from al Qaeda. But not all the Nusra emirs agree and that is why the announcement has been delayed," said Sham.

A source close to the foreign ministry confirmed that Qatar wanted Nusra to become a purely Syrian force not linked to al Qaeda."They are promising Nusra more support, i.e. money, supplies etc, once they let go of the Qaeda ties," the official said.The Qatari-led bid to rebrand Nusra and to provide it with new support could further complicate the war in Syria as the United States prepares to arm and train non-jihadist rebels to fight Islamic State.The Nusra Front is listed as a terrorist group by the United States and has been sanctioned by the United Nations Security Council. But for Qatar at least, rebranding Nusra would remove legal obstacles to supporting it.

It would seem the CIA has gone back into their archives, blown the dust off the Phoenix Program, and put it into play again as the “Drone War.” The similarities with the Drone War are readily evident to anyone old enough to know of the Phoenix Program. For those who aren’t old enough or who have forgotten, the Phoenix Program is usually referred to as an assassination program and was the subject of investigation by the Senate’s “Church Committee.” Indisputably, thousands of South Vietnamese civilians were killed under this CIA directed program.

Phoenix was far more than a mere assassination program , however. It was a Counter-Insurgency, COIN, program, using the tactic of counter-terrorism, including assassination, against the insurgent’s so-called infrastructure. This was the Vietnamese civilian population in which the insurgent, the Viet Cong guerilla, operated and from some of whom they drew their support. To the U.S., these civilians were the Viet Cong Infrastructure, the VCI. And the VCI was the target to be terrorized by any means necessary in the hope that they would turn against the Viet Cong. The VCI would have included the families, close and extended kinship groups, of alleged active Viet Cong combatants, fellow villagers, and other Vietnamese civilians who were not actively opposed to the Viet Cong. Some of this “support” was voluntary and some coerced. As the Phoenix Program went on, with its assassinations, torture practices, and “disappearances,” more support became voluntary as Vietnamese peasants turned against the U.S. and the South Vietnamese government as a result of the program. An error in identification of a victim was irrelevant to those in control of the program, the CIA, as it still served the purpose of terrorizing the civilian population, which was the true purpose of the program.

For the Viet Cong, this was a classic example of achieving the guerilla’s goal of having a civilian population turn against a government by a government’s own harsh over-reaction to the guerilla threat. Today, a guerilla and the people whom they are amongst are deemed “terrorists” if they find themselves on the wrong side of a domestic conflict that the U.S. has taken a side in, such as Yemen. As we saw in Libya, and see in Syria, these guerillas can become instant U.S. allies who must be supported, if, or when, the U.S. makes policy changes. But unless those U.S. policy changes occur, these groups remain part of the global terrorist network of “associated forces” with al Qaeda, in the eyes of CIA and military officials, and targeted with drones. From the relatively large number of civilian victims of drone attacks as claimed by residents of Pakistan’s Federally Administered Tribal Areas (FATA) and the political party, Pakistan Tehreek Insaf (PTI), this Drone Program has all the hallmarks of the Phoenix Program.

This could be a bloody, prolonged battle with an uncertain outcome. Oil supply and demand are rather inelastic to the price in the short term. The price's trajectory this year will, therefore, be largely dictated by the news and the market's reaction to it. A wave of bankruptcies in the U.S. shale industry will probably drive it up because it will be perceived as a negative factor for supply. How high it will go, however, is unpredictable. It may actually rise enough to enable consolidation in the U.S. shale industry, giving it second wind and driving OPEC countries, Russia, Mexico and Norway into greater difficulties -- or it might just even out at a level that would make the U.S. forget about its shale boom. That would have dire consequences for the U.S. economic recovery. It may be time for the U.S. government to consider whether it wants to up the stakes in this price war by entering it as a sovereign country. That might mean bailing out or temporarily subsidizing the shale producers. After all, they are competing with states now, not with businesses like themselves.

On July 19, the Trump administration announced that it would end the CIA’s covert program aimed at arming and training terrorist-linked “moderate rebels” in Syria, sparking hope among some Trump supporters that he was finally enacting the anti-interventionist rhetoric of his campaign. However, a recently released report shows that the Pentagon has picked up the slack left by the end of the CIA’s program — pumping billions of dollars worth of weapons into the hands of Syrian “rebels,” while attempting to mask the paper trail and their suppliers’ ties to organized crime. The report, published Tuesday by the Organized Crime and Corruption Reporting Project (OCCRP) and the Balkan Investigative Reporting Network (BIRN), provides conclusive evidence that the Pentagon plans to provide up to $2.2 billion in weapons to Syrian “rebel” groups, particularly Kurdish militant groups like the Syrian Democratic Forces (SDF). The Pentagon has requested an additional $322.5 million for the financial year ending October 2017 and $261.9 million for the following 12 months. For fiscal years 2017 and 2018, the budget for the program has been set at $584 million while another $900 million has been earmarked to continue the program through 2022.

The dangerous brinkmanship pitting Israel against the alliance of Iran, Syria and Hezbollah has brought the region closer to war than at any time since the end of the July-August 2006 conflict. A combination of bellicose rhetoric, aggressive acts, warnings and threats set against the backdrop of Syria’s grueling civil war and its critical implications for the Middle East has revived the era of miscalculation after nearly seven years of calm and restraint, with potentially disastrous consequences, diplomats and observers say. In the past two weeks, Israel has confirmed its unprecedented policy of airstrikes against suspected Hezbollah arms caches in Syria with two more attacks in swift succession after the inaugural bombing in January. Syria has warned of an “automatic response” should Israel stage a fourth strike.

Israel upped the stakes by using Thursday’s edition of the New York Times to deliver a clear warning to Syrian President Bashar Assad that he would “risk forfeiting his regime” if he fulfilled the vow of retaliation to any further airstrikes. That same warning was delivered by Israeli Defense Minister Moshe Yaalon to CIA Director John Brennan Thursday.

Israel has sensed a window of opportunity opened by the war in Syria to attack Hezbollah arms supplies stockpiled in Syria, calculating that there will be no reaction while the Assad regime is fighting for its existence. This is an unprecedented act. Since the late 1990s, Israel has watched Hezbollah’s rocket and missile arsenal grow in size and quality but never risked targeting the caches in Syria in case it sparked an escalation. So far, Israel’s calculation has paid off. But the tolerance threshold grows a little closer with each fresh airstrike. The Syrian authorities have warned that orders have been given to the army to launch an “automatic” – if unspecified – retaliation should the Israelis launch another airstrike into Syria.

Following a series of similar widely ridiculed so-called “sting” operations, the Federal Bureau of Investigation announced last week that it had foiled yet another “terror plot” that, like virtually every supposed “terrorist” case in recent years, was created and managed from start to finish by the FBI itself. This time, the dupe was a 28-year-old California man, Matthew Aaron Llaneza, with a documented history of mental illness, who apparently believed his government handlers were helping him wage “jihad.” Critics, however, say the whole scheme smacks of entrapment and a waste of taxpayer money. Llaneza was arrested by federal agents on February 7 in Oakland after he supposedly tried to blow up a bogus bomb the FBI helped him create. According to authorities, the mentally ill San Jose suspect planned to detonate the fake explosives outside a Bank of America branch. The alleged plan, officials said, was to start a “civil war” by making it appear as if the attack had been carried out by “anti-government militias,” sparking a crackdown by the government on right-of-center dissidents.       “Unbeknownst to Llaneza, the explosive device that he allegedly attempted to use had been rendered inoperable by law enforcement and posed no threat to the public,” the FBI admitted in a press release celebrating the arrest of its mentally unstable stooge. The man was charged in a criminal complaint with “attempted use of a weapon of mass destruction against property used in an activity that affects interstate or foreign commerce.” If convicted, he could face life in prison.

According to the government’s court filings, the mentally ill man met with an undercover FBI agent late last year under mysterious circumstances. The federal official somehow managed to convince the naïve dupe that he was connected to the “Taliban and the mujahidin in Afghanistan” — Islamist forces that were originally armed and trained by the U.S. government before becoming official enemies. From there, federal handlers worked with the man to develop the half-baked plot and the fake bomb to blow something up.  

Any country that grants asylum to Snowden risks retaliation from the United States, including diplomatic isolation and costly trade sanctions. Several don't seem to care. The fact that Latin America has become the favored refuge for a United States citizen accused of treason and espionage is an eye-popping reminder of how fully the continent has emerged from Washington's shadow."Latin America is not gone, and we want to keep it," President Richard Nixon told aides as he was pressing the covert operation that brought down the Chilean government in 1973. A decade later, the Reagan administration was fighting proxy wars in Nicaragua, El Salvador and Guatemala. In the 1980s the US Army invaded two Caribbean countries, Grenada and Panama, to depose leaders who had defied Washington.

During the 1990s the United States sought to impose the "Washington Consensus" on Latin American governments. It embodied what Latin Americans call "neo-liberal" principles: budget cuts, privatization, deregulation of business, and incentives for foreign companies. This campaign sparked bitter resistance and ultimately collapsed. In spite of these military, political, and economic assaults – or perhaps because of them – much of Latin America has become profoundly dissatisfied with the made-in-USA model. Some of the continent's most popular leaders rose to power by denouncing the "Washington Consensus" and pledging to pull their countries out of the United States orbit.Because President Hugo Chavez of Venezuela was the most flamboyant of these defiant leaders, some outsiders may have expected that following his death, the region would return to its traditional state of submission. In fact, not just a handful of leaders but huge populations in Latin America have decided that they wish for more independence from Washington.

This is vital for Snowden because it reduces the chances that a sudden change of government could mean his extradition. If he can make it to Latin America, he will never lack for friends or supporters.
