    Fortunately, even if Congress doesn't raise the debt ceiling, a default on our debt need not follow when our borrowings reach their limit in the next few months. I intend to introduce legislation to make sure of this. For months, some political leaders and commentators have argued that failure to raise the debt ceiling would necessarily cause the U.S. to default on its debt. President Obama's Council of Economic Advisors chairman, Austan Goolsbee, recently warned, "If we get to the point where you've damaged the full faith and credit of the United States, that would be the first default in history caused purely by insanity. I don't see why anybody's talking about playing chicken with the debt ceiling." In fact, if Congress refuses to raise the debt ceiling, the federal government will still have far more than enough money to fully service our debt. Next year, for instance, about 6.5% of all projected federal government expenditures will go to interest on our debt, and tax revenue is projected to cover about 67% of all government expenditures. With roughly 10 times more income than needed to honor our debt obligations, why would we ever default? To make absolutely sure, I intend to introduce legislation that would require the Treasury to make interest payments on our debt its first priority in the event that the debt ceiling is not raised. This would not only ensure the continued confidence of investors at home and abroad, but would enable us to have an honest debate about the consequences of our eventual decision about the debt ceiling.

    YES!  This works for me.  The Banksters should not profit from the corruption of our politicians.   Keep in mind that the recent GAO audit of the Federal Reserve - the first audit in a 100 yrs, making it the first audit ever, has disclosed that in 2009 and 2010, the bankster cartel gave over $16 Trill to international and wall street banks - interest free.  Don't you think they could spare us $1.6 Trill of our own money?   Many thanks to Dan Ferris ......  There's another solution to the debt ceiling problem that would instantly eliminate $1.6 trillion in government debt. In other words, it would instantly reduce the national debt to approximately $1.6 trillion below the debt ceiling. That would give the President and Congress at least a year to hash out an agreement on spending cuts and tax increases. The plan is elegantly simple and radical. The largest holder of U.S. Treasury debt is the Federal Reserve Bank of the United States, the central bank of the United States. Texas Congressman Ron Paul has proposed the Federal Reserve simply cancel the $1.6 trillion in Treasury debt it holds. The Federal Reserve owns the bonds, so the Treasury is paying the Fed interest. The Fed in turn refunds the interest back to the Treasury. This is theatre of the absurd. Though the Fed is technically a privately owned bank, it's really the hand maiden of the government. It was created by a government act and is overseen by a government-appointed board of governors. For practical intents and purposes, the government owns the Fed's Treasury debt holdings. In other words, the government is borrowing from itself and manufacturing an enormous liability on which it must make interest payments - to itself! I hope you're starting to get the feeling the government is playing games and inventing a phony crisis. That's much closer to the truth. But the government's shell game of lending to itself could turn genuinely ugly.

" No matter what happens, there is still an enormous and growing debt.  Dr. Roberts contends, "The situation is unsustainable."  It will blow up at some point, and Dr. Roberts predicts, "It will be worse than the Great Depression because in the Great Depression, prices fell along with employment.  Now, prices will be rising and employment would be falling. . . .     If your angry over the National Debt Ceiling Scam, you're not alone. Ann Barnhardt is fist pounding furious. And with good reason. This is going to be a long battle. One thing i do disagree with her on though is where Obama will borrow the money to fund the $2.4 Trillion debt increase. She's right that no country in the world has $2.4 Trillion to lend us. But the Banksters have plenty! Two weeks ago the GAO released the results of the first time ever inventory of the Federal Reserve Bankster Cartel. They found that the FRBC had created $16.1 Trillion of our money between 2009 and 2010, and passed that money to member Banksters, international Bankster associates, and too-big-to-fail Wall Street gamblers; at near zero percent interest. Combined with the the US TARP bailout, and the AiG - Fannie Mae - Freddie Mac bailouts, the total cost of converting Bankster debt to USA Taxpayer debt tops out at over $23.4 Trillion. The Banksters are flush with dollars, but what are they going to invest in? It's said that the Federal Reserve owns somewhere between 70%- 80% of the US Treasury issued debt. The way this happens however is that the Federal Reserve first "lends" (at near 0%) created dollars to member Banksters. Then the Banksters purchase the Treasuries at 3.25% and up depending on the payout period per note. In effect, American Taxpayers get to borrow back their own money while paying the Banksters a hefty, risk free handling fee of at least 3.25%. So, with $16.1 Trillion sloshing around, and not much too invest in, the Banksters really need Obama to borrow $2.4 Trillion, and spend a whole lot more. At some point this ponzi scheme will collapse, but not today. Least ways not until the Banksters can launder that $16.1 Trillion freebi. My guess is that the Banksters would like to turn the $16.1 Trill into 3.25% bonds, and then into land, indentured tax obligations (inter-generational), and investments in debt free third world countries - where the

Very strange, and i think it's something that might be reported to Maggie. What i have found out is that if you use the diigo plug-in, your comments will be unexpectedly truncated. I've lost losts of stuff over the years. Then i switched to the Chrome plug-in "Share This". There is no truncation, except in the Group view of a post!!! So, the question for Maggie is, "Why are the Group comments to a bookmark unexpectedly truncated?"

  • If Bernanke stops QE, he fulfills his role as an independent central banker. Presumably, that action stops the decline in the dollar and reduces the risk of future inflation. It was the course that Paul Volcker chose in the late 1970s. Volcker's action was bold, highly controversial, and highly criticized. Volcker's action had the support of President Reagan, who was willing to face short-term unpopularity to fix the economy. Bernanke's task is harder than Volcker's. Volcker stopped the economy dead in its tracks. If Bernanke ends QE, he will stop both the economy and the federal government dead in their tracks.Without QE, the government will be unable to honor its obligations. Non-payment of Social Security or Medicare or federal payroll or welfare checks or retirement checks, or military payroll, etc., etc., would show up almost immediately. That would jeopardize foreign (and domestic) purchases of additional federal debt, exacerbating the problem. Bernanke's second option enables the government to continue operating irresponsibly until market forces eventually stop the profligate behavior. Market discipline would likely be imposed in the form of a collapse of the dollar or raging inflation (or both). Under either scenario, the Obama presidency is destroyed.

  • Social Security Administration employees are being instructed to tell people who ask that if the debt ceiling is not raised, their social security benefits could be in danger. In an email sent Friday, obtained by The Daily Caller, employees are instructed: “If a member of the public asks whether their Social Security payment will be affected if the federal debt ceiling is not raised, you may give the following response: ‘Unlike a federal shutdown which has no impact on the payment of Social Security benefits, failure to raise the debt ceiling puts Social Security benefits at risk.’ “Direct all program–related and technical questions to your supervisor.”
  • This was done before in 2011 also and the answer is the same as it was then. Social Security holds $2.6 trillion in special-issue Treasury securities. Those bonds are part of the $14.3 trillion debt amassed by the U.S. government, and benefits are paid out of those securities. So, the theory goes, if Treasury redeemed the needed Social Security bonds, and issued new marketable Treasury bonds to make good on the Social Security bonds, it would be a one for one swap and the debt ceiling would not be increased. There is a technical wrinkle involving the fact that payroll taxes that are collected are supposed to be immediately turned into Treasury securities, but there could be ways around that, such as putting the monies in a noninterest bearing account, as during the 1985 debt crisis. [...] “I’m now 99.9 percent positive that Treasury has legal authority to pay Social Security benefits in both cases of a government shutdown and hitting the debt limit, since the payment of benefits shouldn’t affect the debt limit because it reduces the trust funds to the exact extent that it increase publicly-held debt,” Fichtner said. “What I don’t know is whether Treasury has to pay benefits if it chooses not to.” Dean Baker, co-director of the Center for Economic and Policy Research who has derided “the phony crisis” of Social Security, also believes the checks could keep flowing. “I would think that they could legally pay Social Security by reducing the obligations of the fund,” he said. “It no doubt would be a huge political issue.”

Whether Congress approves or shoots down an increase in the borrowing limit of the government, the Banksters win.  If the the debt limit is raised, the Banksters win in that they can unload that $16.1 Trillion in free taxpayer money at a minimum of 3.25% interest through new Treasury bond initiatives forced by uncontrolled increases in government spending.  They also win in that their hand maiden credit agencies, having insisted on Congressional spending cuts of $4 Trill that are not going to materialize, WILL downgrade the USA credit rating. This will result in interest rates much higher than 3.25%!!! Cha Ching! If the outcome is no debt increase, there will be a constitutional crisis beyond imagination. Banksters always win in a crisis because panicked citizens will trade their constitutionally guaranteed liberty, freedoms and property rights for security and calm. This perhaps translates into a long term cha ching for th eBanksters that will have them owning America. The one outcome where the Banksters don't gain, would be where the debt ceiling is raised enough to cover the obligations of the continuing resolution, but includes serious and immediate across the board spending cuts, caps on future spending increases, and the end of base line budgeting through a Balanced Budget Amendment. Swimming with the Sharks: Goldman Sachs, School Districts, and Capital Appreciation Bon... - 0 views

  • In 2008, after collecting millions of dollars in fees to help California sell its bonds, Goldman urged its bigger clients to place investment bets against those bonds, in order to profit from a financial crisis that was sparked in the first place by irresponsible Wall Street speculation. Alarmed California officials warned that these short sales would jeopardize the state’s bond rating and drive up interest rates. But that result also served Goldman, which had sold credit default swaps on the bonds, since the price of the swaps rose along with the risk of default.
  • In 2009, the lenders’ lobbying group than proposed and promoted AB1388, a California bill eliminating the debt ceiling requirement on long-term debt for school districts. After it passed, bankers traveled all over the state pushing something called “capital appreciation bonds” (CABs) as a tool to vault over legal debt limits. (Think Greece again.) Also called payday loans for school districts, CABs have now been issued by more than 400 California districts, some with repayment obligations of up to 20 times the principal advanced (or 2000%).

Unlike conventional bonds that have to be paid off on a regular basis, the bonds approved in AB1388 relaxed regulatory safeguards and allowed them to be paid back 25 to 40 years in the future. The problem is that from the time the bonds are issued until payment is due, interest accrues and compounds at exorbitant rates, requiring a balloon payment in the millions of dollars. . . . Wall Street exploited the school boards’ lack of business acumen and proposed the bonds as blank checks written against taxpayers’ pocketbooks. One school administrator described a Wall Street meeting to discuss the system as like “swimming with the big sharks.” Wall Street has preyed on these school boards because of the millions of dollars in commissions. Banks, financial advisers and credit rating firms have billed California public entities almost $400 million since 2007. [State Treasurer] Lockyer described this as “part of the ‘new’ Wall Street,” which “has done this kind of thing on the private investor side for years, then the housing market and now its public entities.”

  • Among the hundreds of California school districts signing up for CABs were fifteen in Orange County. The Anaheim-based Savanna School District took on the costliest of these bonds, issuing $239,721 in CABs in 2009 for which it will have to repay $3.6 million by the final maturity date in 2034. That works out to $15 for every $1 borrowed. Santa Ana Unified issued $34.8 million in CABs in 2011. It will have to repay $305.5 million by the maturity date in 2047, or $9.76 for every dollar borrowed. Placentia-Yorba Linda Unified issued $22.1 million in capital appreciation bonds in 2011. It will have to repay $281 million by the maturity date in 2049, or $12.73 for every dollar borrowed.
  • In 2013, California finally passed a law limiting debt service on CABs to four times principal, and limiting their maturity to a maximum of 25 years. But the bill is not retroactive. In several decades, the 400 cities that have been drawn into these shark-infested waters could be facing municipal bankruptcy – for capital “improvements” that will by then be obsolete and need to be replaced.
  • Then-State Treasurer Bill Lockyer called the bonds “debt for the next generation.” But some economists argue that it is a transfer of wealth, not between generations, but between classes – from the poor to the rich. Some commentators credit the oil boom, but other states with oil have not fared so well. And the boom did not actually hit in North Dakota until 2010. The budget of every state but North Dakota had already slipped into the red by the spring of 2009.

  • The state-owned Bank of North Dakota (BND) was making 1% loans to school districts even in December 2014, when global oil prices had dropped by half. That month, the BND granted a $10 million construction loan to McKenzie County Public School No. 1, at an interest rate of 1% payable over 20 years. Over the life of the loan, that works out to $.20 in simple interest or $.22 in compound interest for every $1 borrowed. Compare that to the $15 owed for every dollar borrowed by Anaheim’s Savanna School District or the $10 owed for every dollar borrowed by Santa Ana Unified.
  • How can the BND afford to make these very low interest loans and still turn a profit? The answer is that its costs are very low. It has no exorbitantly-paid executives; pays no bonuses, fees, or commissions; pays no dividends to private shareholders; and has low borrowing costs. It does not need to advertise for depositors (it has a captive deposit base in the state itself) or for borrowers (it is a wholesale bank that partners with local banks, which find the borrowers). The BND also has no losses from derivative trades gone wrong. It engages in old-fashioned conservative banking and does not speculate in derivatives. Unlike the vampire squids of Wall Street, it is not motivated to maximize its bottom line in a predatory way. Its mandate is simply to serve the public interest.

U.S. Federal Deficits, Presidents, and Congress - 1 views

    Last updated 6/30/2011.  Awesome tabulation of the numbers.  Stephen Boch runs the deficit spending - deficit numbers for each President going back to 1911, about the time when the Federal Reserve, the IRS, and the Income Tax were first conceived.  He also adjust for inflation.  Not surprisingly, the Obama-Bush 2008-2009 debacle rattles the teeth.  The conversion of private Bankster debt into national "public" debt that took place during that shared fiscal year is something else.  Although Mr. Boch is primarily concerned about War and Budgets, Presidential and Congressional party affiliations, and their impact on the debt; there is nothing in the history of the USA that compares to what the Banksters have done.  Even if you add up the total debt of Bush and Obama, it doesn't come close to the $23 Trillion the Banksters sacked us with.  But then, without the full and complete complicity of Bush and Obama, and their Congresses, the Banksters could not have pulled this off.

    Without a debt ceiling increase by August 2, the government will wake up August 3 unable to pay approximately 44% of its bills for August. The overwhelming majority of those bills are simply disbursements of funds for government programs, without which this would be a richer, freer country. Interest on the national debt due in August is not a big item. in the weeks and months that follow August 2, something unexpected would happen... something nobody in government wants you to know. You'd find out how much you don't need the government. ......

    What kind of a person would make up stories about his mother in order to score political points? The same person who would tell the American people that he wants to cut spending when he has presided over an increase in the federal debt from 53 percent of GDP in 2009 to 72 percent this year. In February, that same person presented Congress with a budget that increases federal debt by $10 trillion over the next decade. In April, that person rejected Republican efforts to raise the debt ceiling in return for spending cuts. Now Obama is claiming he wants spending cuts, but he will not specify which ones beyond a pathetic $2 billion. The disparity between Obama's words and his actions goes back to the healthcare bill. He claimed no one would lose their existing coverage. It turns out that was more hocus-pocus. A McKinsey & Co. survey found that nearly a third of private-sector employers say they will discontinue covering their employees with health insurance because of the rising cost imposed by Obama's healthcare legislation. One reason for the increased cost is the requirement that health insurers cover everyone regardless of whether they have a pre-existing condition. That is like allowing drivers to go without car insurance and then letting them sign up for it to pay for an accident that has already occurred. The rest of the country foots the bill.

The graph is meant to visually demonstrate just what was stated in the video... That after obligations like Social Security, Medicare, Military, Air Traffic Control, and existing debt management are met, there is still another 17 billion left over.  Meaning the aforementioned services are being threatened at the President's own discretion. The politics are thick here, with both the Federal Reserve and the Treasury Department full participants in the political scam.   The question remains, if Obama is not going to meet those debt obligations outlined in the graph, WHAT IS HE GOING TO DO WITH THE $181.1 Billion in MONEY that comes into the Treasury this August?

In fact, in skimming it a few minutes ago, I didn't see anything drastically different from some of the prior related orders. E.g., it reflects that a bunch of agencies that were formerly either independent or under other departments are now under the newish Department of Homeland Security, whose Secretary now gets the authority formerly delegated to other department and agency heads. If blame must be cast, it belongs on the Congress that enacted the Defense Production Act of 1950, 50 U.S.C. 2061, et seq. The executive order does no more than obey that Act's instructions. For example there is a section authorizing pre-emption of manufacturing capacity of critical industries over any existing civilian contracts in the event of a national emergency, but that language is in the statute as well. But that power hasn't had much traction since Harry Truman tried to nationalize the steel industry to break a nationwide strike. The Supreme Court swatted down that effort as an abuse of a power that would be lawful in a true emergency, like another major. But even that semi-radical "survival" power is ameliorated by other provisions of the statute and the order that authorize loan guarantees for companies' construction and maintenance of critical productive capacity. The 6 percent mortgage interest rates that were commonly charged by savings and loans became untenable when inflation and interest rates soared to double-digit levels. The savings and loan industry went out of business. Whether Method B could survive a similar shock is unclear. The right lesson to learn from the 1970's was not that we should use Method B. The right lesson to learn is that we should not let inflation get out of hand.

GNMA pooled loans originated under programs by the Federal Housing Administration (FHA) and the Veterans Administration (VA) and sold these pools to investors. The purpose of this, as with the quasi-privatization of the Federal National Mortgage Association (Fannie Mae) that took place that year, was to take Federally guaranteed mortgage loans off of the books. President Johnson, fighting an unpopular war in Vietnam, wanted to save himself the embarrassment of having to come to Congress to ask for larger and larger increases in the ceiling on the national debt. Thus, the first steps toward mortgage securitization were taken in order to disguise financial reality using accounting gimmicks. It has been the same ever since.

GAO Audit: Fed Gave $16 Trillion in Emergency Loans to Bankster Cartel! - 0 views

    The U.S. Federal Reserve gave out $16.1 trillion in emergency loans to U.S. and foreign financial institutions between Dec. 1, 2007 and July 21, 2010, according to figures produced by the government's first-ever audit of the central bank. Last year, the gross domestic product of the entire U.S. economy was $14.5 trillion. Of the $16.1 trillion loaned out, $3.08 trillion went to financial institutions in the U.K., Germany, Switzerland, France and Belgium, the Government Accountability Office's (GAO) analysis shows. Additionally, asset swap arrangements were opened with banks in the U.K., Canada, Brazil, Japan, South Korea, Norway, Mexico, Singapore and Switzerland. Twelve of those arrangements are still ongoing, having been extended through August 2012. Out of all borrowers, Citigroup received the most financial assistance from the Fed, at $2.5 trillion. Morgan Stanley came in second with $2.04 trillion, followed by Merill Lynch at $1.9 trillion and Bank of America at $1.3 trillion. The audit also found that the Fed mostly outsourced its lending operations to the very financial institutions which sparked the crisis to begin with, and that they delegated contracts largely on a no-bid basis. The GAO report recommends new policies that would eliminate such conflicts of interest, and suggests that in the future the Fed should keep better records of their emergency decision-making process.
