Fukushima - A Global Threat That Requires a Global Response - 0 views

  • The story of Fukushima should be on the front pages of every newspaper. Instead, it is rarely mentioned. The problems at Fukushima are unprecedented in human experience and involve a high risk of radiation events larger than any that the global community has ever experienced. It is going to take the best engineering minds in the world to solve these problems and to diminish their global impact. When we researched the realities of Fukushima in preparation for this article, words like apocalyptic, cataclysmic and Earth-threatening came to mind. But, when we say such things, people react as if we were the little red hen screaming "the sky is falling" and the reports are ignored. So, we’re going to present what is known in this article and you can decide whether we are facing a potentially cataclysmic event.
  • There are three major problems at Fukushima: (1) Three reactor cores are missing; (2) Radiated water has been leaking from the plant in mass quantities for 2.5 years; and (3) Eleven thousand spent nuclear fuel rods, perhaps the most dangerous things ever created by humans, are stored at the plant and need to be removed, 1,533 of those are in a very precarious and dangerous position. Each of these three could result in dramatic radiation events, unlike any radiation exposure humans have ever experienced.  We’ll discuss them in order, saving the most dangerous for last.
  • Missing reactor cores:  Since the accident at Fukushima on March 11, 2011, three reactor cores have gone missing.  There was an unprecedented three reactor ‘melt-down.’ These melted cores, called corium lavas, are thought to have passed through the basements of reactor buildings 1, 2 and 3, and to be somewhere in the ground underneath.  Harvey Wasserman, who has been working on nuclear energy issues for over 40 years, tells us that during those four decades no one ever talked about the possibility of a multiple meltdown, but that is what occurred at Fukushima.  It is an unprecedented situation to not know where these cores are. TEPCO is pouring water where they think the cores are, but they are not sure. There are occasional steam eruptions coming from the grounds of the reactors, so the cores are thought to still be hot. The concern is that the corium lavas will enter or may have already entered the aquifer below the plant. That would contaminate a much larger area with radioactive elements. Some suggest that it would require the area surrounding Tokyo, 40 million people, to be evacuated. Another concern is that if the corium lavas enter the aquifer, they could create a "super-heated pressurized steam reaction beneath a layer of caprock causing a major 'hydrovolcanic' explosion." A further concern is that a large reserve of groundwater which is coming in contact with the corium lavas is migrating towards the ocean at the rate of four meters per month. This could release greater amounts of radiation than were released in the early days of the disaster.

  • Radioactive water leaking into the Pacific Ocean:  TEPCO did not admit that leaks of radioactive water were occurring until July of this year. Shunichi Tanaka the head of Japan’s Nuclear Regulation Authority finally told reporters this July that radioactive water has been leaking into the Pacific Ocean since the disaster hit over two years ago. This is the largest single contribution of radionuclides to the marine environment ever observed according to a report by the French Institute for Radiological Protection and Nuclear Safety.  The Japanese government finally admitted that the situation was urgent this September – an emergency they did not acknowledge until 2.5 years after the water problem began. How much radioactive water is leaking into the ocean? An estimated 300 tons (71,895 gallons/272,152 liters) of contaminated water is flowing into the ocean every day.  The first radioactive ocean plume released by the Fukushima nuclear power plant disaster will take three years to reach the shores of the United States.  This means, according to a new study from the University of New South Wales, the United States will experience the first radioactive water coming to its shores sometime in early 2014.
  • One month after Fukushima, the FDA announced it was going to stop testing fish in the Pacific Ocean for radiation.  But, independent research is showing that every bluefin tuna tested in the waters off California has been contaminated with radiation that originated in Fukushima. Daniel Madigan, the marine ecologist who led the Stanford University study from May of 2012 was quoted in the Wall Street Journal saying, "The tuna packaged it up (the radiation) and brought it across the world’s largest ocean. We were definitely surprised to see it at all and even more surprised to see it in every one we measured." Marine biologist Nicholas Fisher of Stony Brook University in New York State, another member of the study group, said: "We found that absolutely every one of them had comparable concentrations of cesium 134 and cesium 137." In addition, Science reports that fish near Fukushima are being found to have high levels of the radioactive isotope, cesium-134. The levels found in these fish are not decreasing,  which indicates that radiation-polluted water continues to leak into the ocean. At least 42 fish species from the area around the plant are considered unsafe.  South Korea has banned Japanese fish as a result of the ongoing leaks.
  • Wasserman builds on the analogy, telling us it is "worse than pulling cigarettes out of a crumbled cigarette pack." It is likely they used salt water as a coolant out of desperation, which would cause corrosion because the rods were never meant to be in salt water.  The condition of the rods is unknown. There is debris in the coolant, so there has been some crumbling from somewhere. Gundersen  adds, "The roof has fallen in, which further distorted the racks," noting that if a fuel rod snaps, it will release radioactive gas which will require at a minimum evacuation of the plant. They will release those gases into the atmosphere and try again. The Japan Times writes: "The consequences could be far more severe than any nuclear accident the world has ever seen. If a fuel rod is dropped, breaks or becomes entangled while being removed, possible worst case scenarios include a big explosion, a meltdown in the pool, or a large fire. Any of these situations could lead to massive releases of deadly radionuclides into the atmosphere, putting much of Japan — including Tokyo and Yokohama — and even neighboring countries at serious risk."  
  • The most recent news on the water problem at Fukushima adds to the concerns. On October 11, 2013, TEPCO disclosed that the radioactivity level spiked 6,500 times at a Fukushima well.  "TEPCO said the findings show that radioactive substances like strontium have reached the groundwater. High levels of tritium, which transfers much easier in water than strontium, had already been detected." Spent Fuel Rods:  As bad as the problems of radioactive water and missing cores are, the biggest problem at Fukushima comes from the spent fuel rods.  The plant has been in operation for 40 years. As a result, they are storing 11 thousand spent fuel rods on the grounds of the Fukushima plant. These fuel rods are composed of highly radioactive materials such as plutonium and uranium. They are about the width of a thumb and about 15 feet long. The biggest and most immediate challenge is the 1,533 spent fuel rods packed tightly in a pool four floors above Reactor 4.  Before the storm hit, those rods had been removed for routine maintenance of the reactor.  But, now they are stored 100 feet in the air in damaged racks.  They weigh a total of 400 tons and contain radiation equivalent to 14,000 times the amount released by the Hiroshima atomic bomb.
  • The building in which these rods are stored has been damaged. TEPCO reinforced it with a steel frame, but the building itself is buckling and sagging, vulnerable to collapse if another earthquake or storm hits the area. Additionally, the ground under and around the building is becoming saturated with water, which further undermines the integrity of the structure and could cause it to tilt. How dangerous are these fuel rods?  Harvey Wasserman explains that the fuel rods are clad in zirconium which can ignite if they lose coolant. They could also ignite or explode if rods break or hit each other. Wasserman reports that some say this could result in a fission explosion like an atomic bomb, others say that is not what would happen, but agree it would be "a reaction like we have never seen before, a nuclear fire releasing incredible amounts of radiation," says Wasserman. These are not the only spent fuel rods at the plant, they are just the most precarious.  There are 11,000 fuel rods scattered around the plant, 6,000 in a cooling pool less than 50 meters from the sagging Reactor 4.  If a fire erupts in the spent fuel pool at Reactor 4, it could ignite the rods in the cooling pool and lead to an even greater release of radiation. It could set off a chain reaction that could not be stopped.
  • What would happen? Wasserman reports that the plant would have to be evacuated.  The workers who are essential to preventing damage at the plant would leave, and we will have lost a critical safeguard.  In addition, the computers will not work because of the intense radiation. As a result we would be blind - the world would have to sit and wait to see what happened. You might have to not only evacuate Fukushima but all of the population in and around Tokyo, reports Wasserman.  There is no question that the 1,533 spent fuel rods need to be removed.  But Arnie Gundersen, a veteran nuclear engineer and director of Fairewinds Energy Education, who used to build fuel assemblies, told Reuters "They are going to have difficulty in removing a significant number of the rods." He described the problem in a radio interview: "If you think of a nuclear fuel rack as a pack of cigarettes, if you pull a cigarette straight up it will come out — but these racks have been distorted. Now when they go to pull the cigarette straight out, it’s going to likely break and release radioactive cesium and other gases, xenon and krypton, into the air. I suspect come November, December, January we’re going to hear that the building’s been evacuated, they’ve broke a fuel rod, the fuel rod is off-gassing."
  • As bad as the ongoing leakage of radioactive water is into the Pacific, that is not the largest part of the water problem.  The Asia-Pacific Journal reported last month that TEPCO has 330,000 tons of water stored in 1,000 above-ground tanks and an undetermined amount in underground storage tanks.  Every day, 400 tons of water comes to the site from the mountains, 300 tons of that is the source for the contaminated water leaking into the Pacific daily. It is not clear where the rest of this water goes.   Each day TEPCO injects 400 tons of water into the destroyed facilities to keep them cool; about half is recycled, and the rest goes into the above-ground tanks. They are constantly building new storage tanks for this radioactive water. The tanks being used for storage were put together rapidly and are already leaking. They expect to have 800,000 tons of radioactive water stored on the site by 2016.  Harvey Wasserman warns that these unstable tanks are at risk of rupture if there is another earthquake or storm that hits Fukushima. The Asia-Pacific Journal concludes: "So at present there is no real solution to the water problem."
  • This is not the usual moving of fuel rods.  TEPCO has been saying this is routine, but in fact it is unique – a feat of engineering never done before.  As Gundersen says: "Tokyo Electric is portraying this as easy. In a normal nuclear reactor, all of this is done with computers. Everything gets pulled perfectly vertically. Well nothing is vertical anymore, the fuel racks are distorted, it’s all going to have to be done manually. The net effect is it’s a really difficult job. It wouldn’t surprise me if they snapped some of the fuel and they can’t remove it." Gregory Jaczko, Former Chairman of the U.S. Nuclear Regulatory Commission concurs with Gundersen describing the removal of the spent fuel rods as "a very significant activity, and . . . very, very unprecedented." Wasserman sums the challenge up: "We are doing something never done before – bent, crumbling, brittle fuel rods being removed from a pool that is compromised, in a building that is sinking, sagging and buckling, and it all must done under manual control, not with computers."  And the potential damage from failure would affect hundreds of millions of people.
  • The first thing that is needed is to end the media blackout.  The global public needs to be informed about the issues the world faces from Fukushima.  The impacts of Fukushima could affect almost everyone on the planet, so we all have a stake in the outcome.  If the public is informed about this problem, the political will to resolve it will rapidly develop. The nuclear industry, which wants to continue to expand, fears Fukushima being widely discussed because it undermines their already weak economic potential.  But, the profits of the nuclear industry are of minor concern compared to the risks of the triple Fukushima challenges. 
  • The second thing that must be faced is the incompetence of TEPCO.  They are not capable of handling this triple complex crisis. TEPCO "is already Japan’s most distrusted firm" and has been exposed as "dangerously incompetent."  A poll found that 91 percent of the Japanese public wants the government to intervene at Fukushima. Tepco’s management of the stricken power plant has been described as a comedy of errors. The constant stream of mistakes has been made worse by constant false denials and efforts to minimize major problems. Indeed the entire Fukushima catastrophe could have been avoided: "Tepco at first blamed the accident on ‘an unforeseen massive tsunami’ triggered by the Great East Japan Earthquake on March 11, 2011. Then it admitted it had in fact foreseen just such a scenario but hadn’t done anything about it."
  • The reality is Fukushima was plagued by human error from the outset.  An official Japanese government investigation concluded that the Fukushima accident was a "man-made" disaster, caused by "collusion" between government and Tepco and bad reactor design. On this point, TEPCO is not alone, this is an industry-wide problem. Many US nuclear plants have serious problems, are being operated beyond their life span, have the same design problems and are near earthquake faults. Regulatory officials in both the US and Japan are too corruptly tied to the industry. Then, the meltdown itself was denied for months, with TEPCO claiming it had not been confirmed.  Japan Times reports that "in December 2011, the government announced that the plant had reached ‘a state of cold shutdown.’ Normally, that means radiation releases are under control and the temperature of its nuclear fuel is consistently below boiling point."  Unfortunately, the statement was false – the reactors continue to need water to keep them cool, the fuel rods need to be kept cool – there has been no cold shutdown.
  • TEPCO has done a terrible job of cleaning up the plant.  Japan Times describes some of the problems: "The plant is being run on makeshift equipment and breakdowns are endemic. Among nearly a dozen serious problems since April this year there have been successive power outages, leaks of highly radioactive water from underground water pools — and a rat that chewed enough wires to short-circuit a switchboard, causing a power outage that interrupted cooling for nearly 30 hours. Later, the cooling system for a fuel-storage pool had to be switched off for safety checks when two dead rats were found in a transformer box."  TEPCO has been constantly cutting financial corners and not spending enough to solve the challenges of the Fukushima disaster resulting in shoddy practices that cause environmental damage. Washington’s Blog reports that the Japanese government is spreading radioactivity throughout Japan – and other countries – by burning radioactive waste in incinerators not built to handle such toxic substances. Workers have expressed concerns and even apologized for following order regarding the ‘clean-up.’
  • Indeed, the workers are another serious concern. The Guardian reported in October 2013 the plummeting morale of workers, problems of alcohol abuse, anxiety, loneliness, Post-Traumatic Stress Disorder and depression. TEPCO cut the pay of its workers by 20 percent in 2011 to save money even though these workers are doing very difficult work and face constant problems. Outside of work, many were traumatized by being forced to evacuate their homes after the Tsunami; and they have no idea how exposed to radiation they have been and what health consequences they will suffer. Contractors are hired based on the lowest bid, resulting in low wages for workers. According to the Guardian, Japan's top nuclear regulator, Shunichi Tanaka, told reporters: "Mistakes are often linked to morale. People usually don't make silly, careless mistakes when they're motivated and working in a positive environment. The lack of it, I think, may be related to the recent problems." The history of TEPCO shows we cannot trust this company and its mistreated workforce to handle the complex challenges faced at Fukushima. The crisis at Fukushima is a global one, requiring a global solution.
  • In an open letter to the United Nations, 16 top nuclear experts urged the government of Japan to transfer responsibility for the Fukushima reactor site to a worldwide engineering group overseen by a civil society panel and an international group of nuclear experts independent from TEPCO and the International Atomic Energy Administration , IAEA. They urge that the stabilization, clean-up and de-commissioning of the plant be well-funded. They make this request with "urgency" because the situation at the Fukushima plant is "progressively deteriorating, not stabilizing." 
  • The problems at Fukushima are in large part about facing reality – seeing the challenges, risks and potential harms from the incident. It is about TEPCO and Japan facing the reality that they are not equipped to handle the challenges of Fukushima and need the world to join the effort.

    Excellent roundup of evidence that the Fukushima disaster recovery process has gone badly awry and is devolving quickly to looming further disasters. Political momentum is gathering to wrest the recovery efforts away from the Japanese government and to place its leadership in the hands of an international group of experts. The disaster was far worse than its portrayal in mainstream media, is continuing, and even worse secondary disasters now loom.

  • Tell Chairman Macfarlane: Shut down Diablo Canyon! This week, the Associated Press revealed that the nuclear reactors at Diablo Canyon are surrounded by faults capable of causing an earthquake far larger than they were designed to withstand. There is no way that the NRC should allow these reactors to continue to operate given this new information. Demand that Chairman Macfarlane put peoples' safety ahead of profits and shut down Diablo Canyon!

    Dear Chairman Macfarlane: It has come to my attention that the former Senior Resident Inspector at the Diablo Canyon Nuclear Power Plant filed a differing professional opinion with the NRC in which he recommended that the Commission shut Diablo Canyon while addressing the fact that the reactors and internal equipment are no longer correctly tested and licensed given new earthquake information that exists in regard to the Shoreline, Los Osos and San Luis Bay faults which surround the plant. It is unconscionable that the NRC has allowed Diablo Canyon to continue operating without fully analyzing seismic threats to the reactors.  It is also astonishing to me that your agency has not only failed to act on this report but has suppressed the publication of the report despite the request by the author that his paper be made public. I understand that Friends of the Earth has now petitioned the agency to close the reactors and to force Pacific Gas and Electric to undergo a public licensing review should they wish to continue to operate these reactors.  I strongly support this petition and ask that you take immediate action to comply. As a geologist, I am sure that you are aware that USGS technical staff posit that the Shoreline, Los Osos, San Luis Bay, and Hosgri faults could be connected, potentially causing larger earthquakes than Diablo Canyon was designed to withstand. According to PG&E itself, the Shoreline, Los Osos and San Luis Bay faults could all produce ground motion beyond that considered as the basis for both Diablo's license and safety evaluation. This means that the reactors and internal equipment have not been tested and certified to withstand the kind of earthquakes that we now know are possible in the area. This is unacceptable. If there were a proposal to build reactors on the Diablo Canyon site today, there is no way, knowing what we do now, that it would be accepted. Is Ukraine Hiding A Huge Radiation Leak At The Largest Nuclear Power Plant In Europe? |... - 0 views

  • Two days ago we reported of the odd coincidence of a 2nd emergency shutdown at Ukraine's Zaporozhye Nuclear reactor - Europe's largest nuclear power plant - following our earlier fears of disinformation. Today, we get information of a leaked report sourced from three different place - unconfirmed for now (but RT is trying to verify) - that Ukrainian nuclear scioentists misled the public and a radioactive leak has been detected - citing the country’s emergency services claiming that levels of radiation are 16.3 times the legally permitted norm.
  • Recall first of background radiation above the threshold of 14 times in the area of ??Zaporozhye NPP evening of December 28 said the deputy chairman of the People's Council DNI Dennis Pushilin. He explained leak Ukrainian nuclear scientists attempt to install power rod blocks produced by the American company Westinghouse.
  • Curiously, all this takes place at a peculiar time: just as Ukraine announces it is replacing its nuclear fuel supplier from Russia to US conglomerate Westinghouse: Ukraine on Tuesday sealed an additional nuclear fuel supply deal with US giant Westinghouse in order to ease its energy dependence on Russia.    Westinghouse Electric Company said it signed a deal in Brussels with Ukraine's Energoatom state nuclear power provider "to significantly increase fuel deliveries to Ukrainian nuclear power plants through 2020."   No figures were immediately available for the value of a deal which Ukrainian Prime Minister Arseniy Yatsenyuk had said would take place.    Nor were there details on the quantities of fuel or number of reactors involved.  The two sides had earlier this year extended their existing cooperation agreement through 2020.   A top Energoatom official said this month that Kiev would like to purchase additional Westinghouse nuclear fuel for 13 of its reactors.   US-based Westinghouse currently supplies fuel for only one of Ukraine's 15 operating units -- the third reactor of the South Ukranian Nuclear Power Plant that is located 300 kilometres (185 miles) south of Kiev.   Ukranian media said Energoatom and the US firm had been cooperating on nuclear fuel supplies since 2000.   The former Soviet republic had previously relied on Russian nuclear fuel manufacturer TVEL.

Soviet nuclear submarine carrying nuclear weapons sank north of Bermuda - 0 views

  • Top Secret Minutes of Politburo discussion show Soviets learned the lessons of Chernobyl Open U.S.-Soviet communication regarding the accident on the eve of the Reykjavik summit of Reagan and Gorbachev
  • Thirty years ago, a Soviet nuclear submarine with about 30 nuclear warheads on board sank off U.S. shores north of Bermuda as Mikhail Gorbachev and Ronald Reagan were preparing for their historic summit in Reykjavik, Iceland.  But instead of Chernobyl-style denials, the Soviet government reached out to the Americans, issued a public statement, and even received offers of help from Washington, according to the never-before-published transcript of that day’s Politburo session, posted today by the National Security Archive. The submarine, designated K-219, suffered an explosion in one of its missile tubes due to the leakage of missile fuel into the tube on October 3.  The 667-A project Yankee-class boat was armed with 16 torpedoes and 16 ballistic missiles. After the initial explosion, the crew members heroically put out fire and were forced to shut down the nuclear reactors manually because the command-and-control equipment had been damaged.  Three crew members died in the blast and fire. Senior Seaman Sergey Preminin stayed in the reactor compartment to shut down reactors, and could not be evacuated.  The rest escaped safely. Initially, it seemed the submarine could be salvaged; it was attached to the Soviet commercial ship Krasnogvardeisk for towing.  However, the tow cord broke for unknown reasons and the submarine sank.  Submarine Commander Captain Second rank Igor Britanov stayed with the sub until its final moments.  He initially came under investigation at home but all charges were removed in 1987.  According to statements by U.S. Vice Admiral Powell Carter, the submarine did not present a danger of nuclear explosion or radioactive contamination, as was reported by the New York Times.[1]
  • The Politburo also heard a report from Deputy Defense Minister Chief of Navy Admiral Vladimir Chernavin.  Other members present express concerns about a possible U.S. effort to salvage parts of the submarine and gain access to design information.  But Chernavin assures them that the boat design is outdated and therefore is not of any interest to the Americans.  Another major concern raised is the possibility of a nuclear explosion or radioactive contamination due to water pressure at extreme depths.  Chernavin cites Soviet Navy commission experts who ruled out the possibility of a nuclear detonation and concluded that contamination would happen over a long period and would not reach the surface.

    Oh, great. 30 nuclear warheads slowly leaking radiation off the U.S. East Coast. But not to worry, dilution is the pollution solution! Except that plutonium has no no-effect level, has a half-life in the billions of years, and this simply adds to the radioactive pollution contributed by nuclear weapons testing, various nuclear reactor "accidents," and direct river pollution by weapons manufacturing factories. Now add to that the incredible levels of halogenated hydrocarbon pollution we've pumped into our oceans that have additive and sometimes synergistic effects with radioactive pollution. What happens when you use the planet's oceans as toxic waste dumps? Hint: there's a reason that whales try to beach themselves.

Nunn-Lugar Revisited - 0 views

  • Washington, DC, November 22, 2013 – The final shipment of highly enriched uranium from former Soviet nuclear warheads to the U.S. on November 14, and President Obama's award of the Presidential Medal of Freedom to former Senator Richard Lugar on November 20, have brought new public attention to the underappreciated success story of the Nunn-Lugar initiative — the subject of a new research project by the National Security Archive, which organized the first "critical oral history" gathering this fall of U.S. and Russian veterans of Nunn-Lugar. The former Soviet Union in the 1990s achieved an unprecedented "proliferation in reverse" with the denuclearization of former republics and the consolidation of nuclear weapons and fissile material inside Russia. Notwithstanding the well-grounded fears of policymakers on both sides of the waning Cold War in 1990-1991, the dissolution of the Soviet Union did not result in a nuclear Yugoslavia spread over eleven time zones. Instead, the "doomsday clock" of the Bulletin of the Atomic Scientists marched backwards, in its largest leaps ever away from midnight. Key to this extraordinary accomplishment was the U.S.-Russian Cooperative Threat Reduction Program, colloquially known as Nunn-Lugar after its two leading sponsors in the U.S. Senate, Sam Nunn of Georgia and Richard Lugar of Indiana.
  • Unfortunately, this success did not get major publicity at the time, and remains largely unknown today outside the expert communities in both countries. This lack of appreciation culminated in 2012 with Russia's withdrawal from the program and assertion of independence from foreign aid. Yet below the radar the cooperation continued, for example with the February 2013 U.S.-Russian removal of enriched uranium from the Czech Republic, and the September 2013 agreement to work together to destroy Syrian chemical weapons — clear signals of the continuing relevance of the two-decade-long Nunn-Lugar experiment.
  • One week earlier, on November 14, the Washington Post reported from St. Petersburg, Russia: "Take a canister, fill it with down-blended uranium worth $2.5 million, secure it and 39 others to the deck of a container ship, send it off toward Baltimore, and you've just about completed a deal that provided commercial uses in the United States for the remains of 20,000 dismantled Russian nuclear bombs." The story, headlined "U.S.-Russia uranium deal sends its last shipment," by Will Englund, reported: "The program provided jobs to nuclear technicians at a time when Russia was in chaos; it sparked the development of a dilution process than enables bombs to become fuel for power plants; and it may have helped to keep poorly secured nuclear materials out of the wrong hands — at least that's what Americans say. Russians strongly deny that the materials were not secured."

  • To ground the Musgrove discussions in the primary sources, Archive staff prepared a 450-page conference briefing book containing 70 key documents, primarily on the early Nunn-Lugar years from 1991 through 1997, but also including the March 2013 summary of Nunn-Lugar success that is featured on The Lugar Center website. The documents range from telcons of President George H. W. Bush's conversations with then-Soviet leader Mikhail Gorbachev about safe dismantling of nuclear warheads in 1991, to the memcons of the Bush meetings with Russian President Boris Yeltsin in 1992 on nuclear weapons withdrawal from the former Soviet republics, to the State Department cables about negotiations with Ukraine over the Soviet-era nuclear weapons located there. Sources of the documents range from Freedom of Information Act requests to the Bush Presidential Library, to donations by veterans such as Ambassador James Goodby and experts such as David Hoffman, to files at the Archives of the Russian Federation in Moscow and at the Hoover Institution at Stanford.

The downside: all of those former Soviet warheads had their uranium diluted and exported to the U.S. for manufacturer of nuclear fuel rods, which means that the U.S. nuclear power industry was perpetuated and our legacy of radioactive wastes continues to grow, despite not even yet having a safe disposal site or method. All of those expended nuclear fuel rods still sitting on reactor sites around the nation, being water cooled, and posing the risk of Fukushima-like disasters. This is progress?

Chernobyl: new tomb will make site safe for 100 years - 0 views

  • Thirty years after the Chernobyl nuclear accident, there’s still a significant threat of radiation from the crumbling remains of Reactor 4. But an innovative, €1.5 billion super-structure is being built to prevent further releases, giving an elegant engineering solution to one of the ugliest disasters known to man. Since the disaster that directly killed at least 31 people and released large quantities of radiation, the reactor has been encased in a tomb of steel-reinforced concrete. Usually buildings of this kind can be protected from corrosion and environmental damage through regular maintenance. But because of the hundreds of tonnes of highly radioactive material inside the structure, maintenance hasn’t been possible. Water dripping from the sarcophagus roof has become radioactive and leaks into the soil on the reactor floor, birds have been sighted in the roof space. Every day, the risk of the sarcophagus collapsing increases, along with the risk of another widespread release of radioactivity to the environment. Thanks to the sarcophagus, up to 80% of the original radioactive material left after the meltdown remains in the reactor. If it were to collapse, some of the melted core, a lava-like material called corium, could be ejected into the surrounding area in a dust cloud, as a mixture of highly radioactive vapour and tiny particles blown in the wind. The key substances in this mixture are iodine-131, which has been linked to thyroid cancer, and cesium-137, which can be absorbed into the body, with effects ranging from radiation sickness to death depending on the quantity inhaled or ingested.
  • With repair of the existing sarcophagus deemed impossible because of the radiation risks, a new structure designed to last 100 years is now being built. This “new safe confinement” will not only safely contain the radioactivity from Reactor 4, but also enable the sarcophagus and the reactor building within to be safely taken apart. This is essential if potential future releases of radioactivity, 100 years or more into the future, are to be prevented. Construction of the steel arch-shaped structure began in 2010 and is currently scheduled for completion in 2017. At 110 metres tall with a span of 260 metres, the confinement structure will be large enough to house St Paul’s Cathedral or two Statues of Liberty on top of one another. But the major construction challenges are not down to size alone.

    In 1981, an Israeli air strike destroyed a nuclear reactor under construction in Iraq. http://en.wikipedia.org/wiki/Osirak The UN Security Council, where the U.S. had and has veto power, promptly issued Resolution 487 condemning Israel for violation of the U.N. Charter provision forbidding the use of force against the territorial integrity of another nation. The resolution also recognized Iraq and all other nations' right to nuclear development for peaceful purposes. Israel was instructed to never do such things in the future. Yet here we stand today with both Israel and the U.S. threatening military strikes against Iran's nuclear facilities.

  • What's striking about Peck's analysis is that it comes from within the NRC itself, and gives a rare look at a dispute within the agency. At issue are whether the plant's mechanical guts could survive a big jolt, and what yardsticks should be used to measure the ability of the equipment to withstand the potentially strong vibrations that could result.The conflict between Peck and his superiors stems from the 2008 discovery of the Shoreline fault, which snakes offshore about 650 yards from the reactors. A larger crack, the Hosgri fault, had been discovered in the 1970s about 3 miles away, after the plant's construction permits had been issued and work was underway. Surveys have mapped a network of other faults north and south of the reactors.According to Peck's filing, PG&E research in 2011 determined that any of three nearby faults — the Shoreline, Los Osos and San Luis Bay — is capable of producing significantly more ground motion during an earthquake than was accounted for in the design of important plant equipment. In the case of San Luis Bay, it is as much as 75 percent more.Those findings involve estimates of what's called peak ground acceleration, a measurement of how hard the earth could shake in a given location. The analysis says PG&E failed to demonstrate that the equipment would remain operable if exposed to the stronger shaking, violating its operating license.

  • A fascinating nuclear/energy ballet involving Iran, Russia, the US and the EU is bound to determine much of what happens next in the new great game in Eurasia. Let’s start with what’s going on with the Iranian nuclear dossier.
  • As we stand, the gap between the US, Russia, China, Britain, France and Germany on one side, and Iran on the other side, remains very wide. Essentially, the gap that really matters is between Washington and Tehran. And that, unfortunately, translates as a few more months for the vast sabotage brigade – from US neo-cons and assorted warmongers to Israel and the House of Saud – to force the deal to collapse. One of Washington’s sabotage mantras is “breakout capability”; a dodgy concept which boils down to total centrifuge capacity/capability to produce enough enriched uranium for a single nuclear bomb. This implies an arbitrary limit on Iran’s capacity to enrich uranium. The other sabotage mantra forces Iran to shut down the whole of its uranium enrichment program, and on top of it negotiate on its missiles. That’s preposterous; missiles are part of conventional armed forces. Washington in this instance is changing the subject to missiles that might carry the nuclear warheads that Iran does not have. So they should also be banned. Moscow and Beijing see “breakout capability” for what it is; a manufactured issue. While Washington says it wants a deal, Moscow and Beijing do want a deal – stressing it can be respected via strict monitoring.

Needless to add, Israel – which has over 200 nuclear warheads and the missiles to bomb Iran, the whole thing acquired through espionage and illegal arms deals – presses for zero enrichment. In parallel undercurrents, we still have the usual US/Israeli “experts” predicting that Iran can produce a bomb in two to three months while blasting Tehran for “roadblocks” defending its “illicit” nuclear program. At least US National Security Adviser Susan Rice has momentarily shut up.

  • Another key contention point is the Arak heavy-water research reactor. Washington wants it scrapped – or converted into a light-water plant. Tehran refuses, arguing the reactor would only produce isotopes for medicine and agriculture. And then there’s the sanctions hysteria. The UN and the US have been surfing a sanction tidal wave since 2006. Tehran initially wanted those heavy sanctions which amount to economic war lifted as soon as possible; then it settled for a progressive approach. Obama might be able to lift some sanctions – but a US Congress remote-controlled by Tel Aviv will try to keep others for eternity. Here, with plenty of caveats is a somewhat detailed defense of a good deal compared to what may lead towards an apocalyptic road to war.

Washington plays The Great Pretender, faking it full-time that Israel is not a nuclear-armed power while trying to convince the whole planet Israel is entitled to amass as many weapons as it wants while Iran is not allowed to even have conventional means to defend itself. What he really wants, much more than a deal, is an improved economy. Now, with the sanctions cracking after the initial Geneva agreement, there is light at the end of the tunnel. Enter turbo-charged Russia-Iran negotiations. They include a power deal worth up to $10 billion, including new thermal and hydroelectric plants and a transmission network.
  • In many overlapping ways, the Iranian nuclear dossier now is like a hall of mirrors. It reflects an unstated Washington dream; unfettered access for US corporations to a virgin market of 77 million, including a well- educated young urban population, plus an energy bonanza for US Big Oil. But in the hall of mirrors there’s also the Iranian projection – as in fulfilling its destiny as the top geopolitical power in Southwest Asia, the ultimate crossroads between East and West. So in a sense the Supreme Leader has it all covered. If Rouhani shines and there is a final nuclear deal, the economic scenario will vastly improve, especially via massive European investment. If Washington scotches the deal over pressure from the usual lobbies, Tehran can always say it exercised all of its “heroic flexibility,” and move on – as in closer and closer integration with both Russia and China.

  • After repeated delays since the summer of 2011, the Tokyo Electric Power Company has launched a high-risk operation to empty the spent-fuel pool atop Reactor 4 at the Dai-ichi (No.1) Fukushima Nuclear Power Plant. The urgency attached to this particular site, as compared with reactors damaged in meltdowns, arises from several factors: -         over 400 tons of nuclear material in the pool could reignite -         the fire-damaged tank is tilting badly and may topple over sooner than later -         collapse of the structure could trigger a chain reaction and nuclear blast, and -         consequent radioactive releases would heavily contaminate much of the world. The potential for disaster at the Unit 4 SFP is probably of a higher magnitude than suspected due to the presence of fresh fuel rods, which were delivered during the technical upgrade of Reactor 4 under completion at the time of the March 11, 2011 earthquake and tsunami. The details of that reactor overhaul by GE and Hitachi have yet to be disclosed by TEPCO and the Economy Ministry and continue to be treated as a national-security matter. Here, the few clues from whistleblowers will be pieced together to decipher the nature of the clandestine activity at Fukushima No.1.

    What's remarkable here is that Obama has apparently ratcheted down his fear of the Israel Lobby. But it's not as though Mr. Netanyahu was not warned that the world would see Israel as responsible if it blew up the Kerry-brokered negotiation between Israel and Palestine. Israel did blow it up by not delivering the last shipment of Palestinian prisoners required by the pre-negotiation agreement, attempting to gain further concessions using their release as leverage.  Palestine responded by joining a large number of U.N. treaty organizations and was thus recognized by most nations on the planet as a nation: a critically important move, because it is recognition by other nations as a nation that qualifies Palestine as a full-fledged U.N. member rather than an observer state, an application Palestine can now make at the time of its choosing. That is also important because Palestine is now positioned to join the Rome Convention that created the International Criminal Court, providing Palestine with legal standing to file war crime charges against high Israeli officials that would then obligate the Court to investigate. Palestine is holding back on that move, using it as bargaining leverage on the world stage.   Palestine also responded by forming a coalition "unity" government with Hamas, the political party that nominally rules the Gaza strip, the world's largest open-air concentration camp. At Israel's request, the U.S. had several years ago designated Hamas as a terrorist organization. But that was a purely political move. It seems that the political situation has changed. Obama is pivoting out of the Mideast as he performs his ballyhooed "pivot to Asia," which is actually a pivot to contain Russia that isn't working and a pivot to subjugate Africa and its huge store of untapped natural resources, including lots of oil.   • Iranian parliamentarians have proposed a bill to increase uranium enrichment to 60 percent in the event of new Western sanctions, the Iranian Press TV reported Wednesday. In addition to raising the enrichment level significantly, the draft, signed by 100 legislators, would resume activity at the Arak heavy water reactor.
  • “If the bill is approved, the government will be obliged to complete nuclear infrastructure at the Fordo and Natanz [enrichment facilities] if sanctions [against Iran] are ratcheted up, new sanctions are imposed, the country’s nuclear rights are violated and the Islamic Republic of Iran’s peaceful nuclear rights are ignored by members of the P5+1,” Seyyed Mehdi Mousavinejad, an Iranian lawmaker, said on Wednesday, according to Press TV.

The drafting of the bill came days after a group of US senators proposed The Nuclear Weapon Free Iran Act, which would ramp up sanctions against Iran in the event that the Islamic Republic violates the interim deal, or should later nuclear talks fail to produce a long-term agreement.

    Hawks on all fronts trying to blow up the negotiations with Iran, including inside Iran. However, the article errs somewhat in stating that the Iranian bill would violate the interim agreement between Iran and the PF+1 nations. The bill as reported would only take effect if new sanctions are adopted by the U.S. In the interim agreement, Obama committed to vetoing any new sanctions enacted during the period of the interim agreement. So the actual position of the Iranian legislators is that the U.S. has to violate the agreement before the bill would take effect.   But I think this is a blunder anyway. Iran has no need to enrich uranium beyond 20 per cent, which is the maximum allowed under the Nuclear Nonproliferation Agreement. This bit of grandstanding will be used by Iran's enemies as "proof" that Iran has nuclear weapon ambitions.   However, I'm sensitive to the fact that this is an article in The Times of Israel, which often puts a rather overt Zionist spin on news. I'll be watching for less prejudiced sources on this issue.

  • The decree, published on the Russian Cabinet’s website, states that: “In connection with the imposition of restrictions on cooperation with the Russian Federation in nuclear energy by the United States of America … to suspend the agreement between the government of the Russian Federation and the government of the United States of America on cooperation in research and development in the nuclear and energy sectors of September 16, 2013″. The Russian Foreign Ministry has been instructed to send a written notification of the suspension of the agreement to the United States. An explanatory note in the decree explains that “the actions taken by the US in connection with imposing sanctions against Russia have directly affected the areas of cooperation envisaged by the agreement. … The regular extension of anti-Russian sanctions by the US, which include the suspension of the Russian-US cooperation in nuclear energy, requires countermeasures against the American side”.

  • Three gruelling days of high-level and high-stakes diplomacy came to an end in Geneva with no agreement on Iran's nuclear programme, after France blocked a stopgap deal aimed at defusing tensions and buying more time for negotiations.A six-nation group of major powers and Iran agreed only to meet again on 20 November, but on a lower level – senior diplomats rather than foreign ministers. The EU foreign policy chief, Catherine Ashton, said: "A lot of concrete progress has been achieved, but differences remain." Asked about the part France had played, Ashton said that all parties to the talks had played an important role.The Iranian foreign minister, Mohammad Javad Zarif, also sought to play down the disagreements that had surfaced with France, and the divisions between the six-nation group, known as the P5+1.

  • Iran has claimed it has thwarted a number of sabotage attempts against the country's nulcear programme and infrastructure, including one at its heavy water reactor. Asghar Zarean, a senior official in charge of nuclear security at the Atomic Energy Organisation of Iran, said that Iran's intelligence agencies were instrumental in uncovering plots over the last few months. They included one at the Arak facility, according to a report from the Fars semi-official news agency quoted by the Associated Press.  The organisation said: "Several cases of industrial sabotage have been neutralized in the past few months before achieving the intended damage, including sabotage at a part of the IR-40 facility at Arak." It did not state the nature of the attacks, nor the suspected culprits, but the statements coincided with the launch of an intelligence team to fight cyber-attacks and industrial sabotage.

  • When Israeli Prime Minister Benjamin Netanyahu met with Google chairman Eric Schmidt on Tuesday afternoon, he boasted about Israel’s “robust hi-tech and cyber industries.” According to The Jerusalem Post, “Netanyahu also noted that ‘Israel was making great efforts to diversify the markets with which it is trading in the technological field.'” Just how diversified and developed Israeli hi-tech innovation has become was revealed the very next morning, when the Russian cyber-security firm Kaspersky Labs, which claims more than 400 million users internationally, announced that sophisticated spyware with the hallmarks of Israeli origin (although no country was explicitly identified) had targeted three European hotels that had been venues for negotiations over Iran’s nuclear program.
  • Wednesday’s Wall Street Journal, one of the first news sources to break the story, reported that Kaspersky itself had been hacked by malware whose code was remarkably similar to that of a virus attributed to Israel. Code-named “Duqu” because it used the letters DQ in the names of the files it created, the malware had first been detected in 2011. On Thursday, Symantec, another cyber-security firm, announced it too had discovered Duqu 2 on its global network, striking undisclosed telecommunication sites in Europe, North Africa, Hong Kong, and  Southeast Asia. The original Duqu shared coding with — and was written on the same platform as — Stuxnet, the computer worm  that partially disabled enrichment centrifuges in Iranian nuclear power plants, according to a 2012 report in The New York Times. Intelligence and military experts said that Stuxnet was first tested at Dimona, a nuclear-reactor complex in the Negev desert that houses Israel’s own clandestine nuclear weapons program. While Stuxnet is widely believed to have been a joint Israeli-U.S. operation, Israel seems to have developed and implemented Duqu on its own.
  • Coding of the spyware that targeted two Swiss hotels and one in Vienna—both sites where talks were held between the P5+1 and Iran—so closely resembled that of Duqu that Kaspersky has dubbed it “Duqu 2.” A Kaspersky report contends that the new and improved Duqu would have been almost impossible to create without access to the original Duqu code. Duqu 2’s one hundred “modules” enabled the cyber attackers to commandeer infected computers, compress video feeds  (including those from hotel surveillance cameras), monitor and disrupt telephone service and Wi-Fi, and steal electronic files. The hackers’ penetration of computers used by the front desk would have allowed them to determine the room numbers of negotiators and delegation members. Duqu 2 also gave the hackers the ability to operate two-way microphones in the hotels’ elevators and control their alarm systems.

  • Egyptian President Abdel Fattah al-Sisi has hailed the economic and security relationship between Egypt and Russia, and announced the establishment of a “free trade zone” between Egypt and the Russian-led Eurasian Economic Union (EEU).
  • Sisi also announced a strengthening of trade relations between the two countries, culminating in a preliminary agreement to create a Russian industrial zone in Egypt, near the Suez Canal. The pair also said that they would set up a nuclear power plant designed to “help Egypt reach its energy needs”. Egypt had taken steps in the early 1980s to launch a nuclear plant to produce electricity in Dabaa but it was shut down after the Chernobyl disaster in 1986. The EEU currently consists of Russia, Armenia, Belarus, Kyrgyzstan and Kazakhstan and has generally been seen as an attempt by Russia to provide a counterweight to the European Union (EU).
