Using the criterion cui bono (who benefits?) to the Paris outrage, one notes an apparent shortage of “bono” to ISIL, unless the thinking of the leadership runs to: “It would be an excellent idea to focus the fury of the West upon us here in Iraq instead of laying low and letting the West go along with the GCC/Turkish plan of quagmiring Russia in Syria.” Doesn’t make too much sense.  Which is why, in my opinion, is why you see a lot of metaphysical hand waving that the real motive for the attacks was to erase the Muslim “grey zone,” provoke a fatal over-reaction from the West, contribute to the agonies of the Syrian refugees in Europe, rend the time-space continuum and thereby bring the Crusaders to their knees, etc.

Media and analyst coverage appears determined to overlay a profitable traffic-building and mission-enhancing narrative of “Western civilization under attack by ISIL,” and ignore the factors that point to the attack as a murderous local initiative, not by ISIL or the mythical immigrant threat, but by alienated Muslim citizens of the EU.  The rhetoric of righteous, united fury against a monstrosity committed by the external “other,” perhaps, is easier to digest than the awkward theme of national minorities committing extreme acts of violence against societies they believe oppress and marginalize them. So we get lots about the horrors of ISIL and relatively little about the, to me, rather eye-opening statistic that while 8% of the population of France is Muslim, it is estimated that 70% of the prison population is.  I suppose it would be churlish to explore the issue of blowback from French penal and social policies at this juncture.  But there is some interesting data that places the alleged and now apparently deceased mastermind, Abdelhamid Abaaoud, in context concerning the degree of his allegiance to ISIL.

Katibat al-Battar al-Libi, in other words, was formed as a rather bloody piece of outreach by Libyan Islamists to share Libya experience in insurrection and revolution with Syria.  After IS arose and became a dominant military and financial force, the “KBL” threw in their lot with ISIS, and members of the brigade subsequently returned to Libya to establish an IS beachhead. A July 2015 study by Small Arms Survey confirms the autonomous character of Katibat al-Battar al-Libi. While the uncertain relationship between JAN and IS was being clarified, Libyans stayed ‘outside’ the fray, remaining in their own units and not integrating into other IS hierarchies or command structures. In Latakia for instance, Libyans kept their own separate battalion (The Daily Star, 2013). As the split between JAN and IS deepened, Libyans chose IS but remained apart, forming the Katibat al-Battar al-Libiya (KBL) (The Libyan al-Battar Brigade), under the auspices of IS. Since its formation, the KBL has been active in eastern Syria, notably in Al Hasakah and Deir az-Zor. The battalion maintained links with Ansar al-Sharia in Libya, an early and prominent supporter of IS. Ansar al-Sharia proved to be an excellent recruiting tool and played a role in the arrival of many Libyans in Syria prior to 2014. And who is Ansar al-Sharia in Libya?  Via The Telegraph:

A mostly neoconservative group of national-security analysts have published perhaps the first comprehensive outline of what they believe a Republican foreign policy should look like as of Inauguration Day 2017. It’s titled “Choosing to Lead: American Foreign Policy for a Disordered World.” Although it concedes that “there are limitations on American power,” according to the book’s “Forward” by former George W. Bush speechwriter, Peter Wehner, all of the contributors …understand, too, that with the right leadership and policies in place, the United States can once again be a guarantor of global order and peace, a champion of human rights, and a beacon of economic growth and human flourishing. There is no reason the 21st century cannot be the next American Century. …Choosing to Lead offers perspectives and recommendations on how to make the next American Century happen. In doing so, we believe it will serve the world as well as the United States of America.[Emphasis added.] If you sense a rebirth of the Project for the New American Century (PNAC), you’re probably not far off, although Bob Kagan and Bill Kristol, who co-founded PNAC, are not among the large number of contributors. PNAC published two volumes, Present Dangers and Rebuilding American Defenses, that together formed a neocon manifesto for the Republican presidential candidate in the 2000 election in which the organization initially backed John McCain.

The new compilation is the product of the John Hay Initiative, named after Theodore Roosevelt’s chief diplomat, and brings together many of the foreign-policy advisers to Mitt Romney’s 2012 presidential campaign. The Initiative is co-chaired by Eliot Cohen (a charter member of PNAC), former Romney adviser Brian Hook, and Eric Edelman (who succeeded Doug Feith as undersecretary of defense under George W. Bush and has since served as co-founder and director—with Kagan and Kristol—of PNAC’s lineal descendant, the Foreign Policy Initiative). The 200 “experts” connected to the Initiative have reportedly advised almost all of the 2016 Republican presidential candidates. The Initiative has made no secret of its hope that a successful Republican presidential candidate will appoint many of its members to senior policy-making positions (much as PNAC’s charter members, such as Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, and Elliott Abrams, were all rewarded with senior posts under George W. Bush. Cohen positioned himself for an appointment in that administration by writing the perfectly timed book, Supreme Command, in the run-up to the Iraq invasion about how the best wartime presidents ignored the more cautious advice of their generals. A faithful signer of PNAC’s letters, Cohen was named counsel to Condoleezza Rice in Bush’s second term.

The International Monetary Fund agreed Monday to add the Chinese yuan to its reserve currency basket. The decision — which marks another step in China's global economic emergence — came after the IMF evaluated the Asian nation's standing as an exporter and the yuan's role as a "freely usable" currency. In a statement, IMF Managing Director Christine Lagarde noted the yuan's inclusion is a "clear representation of the reforms" taking place in China.

The addition of the yuan, or renminbi, will take effect next October. Lagarde and the United States had supported its inclusion in the basket, known as Special Drawing Rights (SDR). It will join the euro, yen, pound and dollar in the reserves basket. The yuan will have about an 11 percent weighting in the SDR.

The IMF said the yuan's inclusion will make the SDR more diverse and representative of the international community. The basket determines the currency mix countries like Greece receive when the IMF disburses financial aid. The decision to add the yuan will likely increase demand for the currency.

Former President Jimmy Carter said recently that he provided maps of Islamic State positions in Syria to the Russian embassy in Washington, a move apparently at odds with the Obama administration’s official policy of not cooperating with Russia in the Syrian war. Carter said on Sunday in Georgia that he knows Russian President Vladimir Putin “fairly well” because they “have a common interest in fly fishing.” When he met with Putin in April along with other global leaders to discuss the crises in Syria and Ukraine, the Russian president gave him an email address so the two could discuss his “fly fishing experiences, particularly in Russia,” Carter said. The civil war in Syria, where U.S. officials say Russia has bombed rebels and CIA-backed groups rather than the Islamic State terrorist group, has also been a topic of conversation between the two. Carter said he sent maps of the Islamic State’s locations in Syria, produced by the Carter Center, to the Russian embassy so Moscow could improve the accuracy of its strikes.

The Black Lives Matter movement that swept the country in 2015 has—among other accomplishments—forced global media outlets to afford victims of police killings the most basic acknowledgement: a public record of their names and deaths. Such a grim tally was maintained this year by both the Guardian and the Washington Post, following the consistent failure of the U.S. government to keep adequate records. According to the Guardian, 1,126 people were killed by police so far in 2015, averaging more than three a day, with 27 percent of those slain facing mental health issues. The numbers confirm the racial injustices highlighted by nationwide protests. Among black people in America, 6.9 per million were killed by police, compared to 2.86 white people per million. In other words, African-Americans were nearly 2.5 times as likely to be killed by police as their white counterparts. Native-Americans and Latinos were also disproportionately likely to have their lives taken by law enforcement, with 3.4 per million and 3.35 per million killed respectively.

The high number of killings was corroborated by the Washington Post, which only tracks fatal police shootings—not killings by taser, beating, and other forms of force, such as the high-profile death of African-American man Freddie Gray in Baltimore. The paper concluded, nonetheless, that nearly 1,000 civilians were shot and killed by police this year. What’s more, the Post‘s analysis found that the FBI, which is tasked with tracking such shootings, is dramatically undercounting killings because “fewer than half of the nation’s police departments report their incidents to the agency.” “The Post documented well more than twice as many fatal shootings this year as the average annual tally reported by the FBI over the past decade,” journalists Kimberly Kindy, Marc Fisher, Julie Tate, and Jennifer Jenkins reported this week.

But perhaps, more than anything, both databases show that heightened visibility, in itself, will not end police killings or bring justice to its victims.

Al Jazeera America will shutter its cable TV and digital operations by April 30 of this year, the company announced Wednesday. The decision by the AJAM board was “driven by the fact that our business model is simply not sustainable in light of the economic challenges in the U.S. media marketplace,” said AJAM CEO Al Anstey.

The announcement of AJAM’s closure coincides with a decision by its global parent company to commit to a significant expansion of its worldwide digital operations into the U.S. market. “As audiences increasingly turn to multiple platforms, including mobile devices, for news and information, this expansion will allow U.S. and non-U.S. consumers alike to access the network’s journalism and content wherever and whenever they want,” the Al Jazeera Media Network said in a statement. “By expanding its digital content and distribution services to now include the U.S., the network will be better positioned to innovate and compete in an overwhelmingly digital world to serve today’s 24-hour digitally focused audience.”

It’s spy thriller stuff; no one is talking. But there are indications Russia would not announce a partial withdrawal from Syria right before the Geneva negotiations ramp up unless a grand bargain with Washington had been struck.Some sort of bargain is in play, of which we still don’t know the details; that's what the CIA itself is basically saying through their multiple US Think Tankland mouthpieces. And that's the real meaning hidden under a carefully timed Barack Obama interview that, although inviting suspension of disbelief, reads like a major policy change document. Obama invests in proverbial whitewashing, now admitting US intel did not specifically identify the Bashar al-Assad government as responsible for the Ghouta chemical attack. And then there are nuggets, such as Ukraine seen as not a vital interest of the US – something that clashes head on with the Brzezinski doctrine. Or Saudi Arabia as freeloaders of US foreign policy – something that provoked a fierce response from former Osama bin Laden pal and Saudi intel supremo Prince Turki.

Tradeoffs seem to be imminent. And that would imply a power shift has taken place above Obama — who is essentially a messenger, a paperboy. Still that does not mean that the bellicose agendas of both the Pentagon and the CIA are now contained.

Russian intel cannot possibly trust a US administration infested with warmongering neocon cells. Moreover, the Brzezinski doctrine has failed – but it’s not dead. Part of the Brzezinski plan was to flood oil markets with shut-in capacity in OPEC to destroy Russia. That caused damage, but the second part, which was to lure Russia into an war in Ukraine for which Ukrainians were to be the cannon fodder in the name of “democracy”, failed miserably. Then there was the wishful thinking that Syria would suck Russia into a quagmire of Dubya in Iraq proportions – but that also failed miserably with the current Russian time out.

Under her leadership, the State Department worked closely with energy companies to spread fracking around the globe—part of a broader push to fight climate change, boost global energy supply, and undercut the power of adversaries such as Russia that use their energy resources as a cudgel. But environmental groups fear that exporting fracking, which has been linked to drinking-water contamination and earthquakes at home, could wreak havoc in countries with scant environmental regulation. And according to interviews, diplomatic cables, and other documents obtained by Mother Jones, American officials—some with deep ties to industry—also helped US firms clinch potentially lucrative shale concessions overseas, raising troubling questions about whose interests the program actually serves.

Despite the Trump administration’s “maximum pressure” campaign targeting the Iranian economy, Iran’s crude oil and oil product revenues jumped a surprising 60 percent from March 21 to July 23. In addition, figures provided by Iran’s Central Bank show that Iran’s revenues from oil sales soared by 84.2 percent over that same period, setting a new record. The increased revenues seem to have resulted from a jump in oil prices this year as well as Iran’s high oil export volume during part of that period. Notably, the increased revenues were reported despite the United States’ announcement in May that it would sanction those purchasing Iranian oil starting in early November, with the ultimate goal of reducing Iranian oil sales to zero in order to place pressure on the Iranian government

Further dashing U.S. hopes of crushing Iranian oil exports have been recent announcements from Iran’s top two customers, China and India, that they would continue to import Iranian crude despite the looming threat of U.S. sanctions. India, along with some other countries, has sought “waivers” from Washington that would allow them to continue to import Iranian oil and avoid retaliation from the U.S. for a certain period of time. In addition, the European Union, which had previously joined the U.S. in targeting Iranian oil exports in 2012, has shown its unwillingness to follow Washington’s lead this time around, openly vowing to rebel against the U.S. sanctions regimen and increasing the likelihood that Europe will continue to buy some Iranian oil despite U.S. threats.

Another indication that efforts to curb Iranian oil exports are backfiring for the Trump administration is the jump in oil prices that has resulted from concerns about the U.S. sanctions on Iran’s oil exports. The increase in oil prices is likely to be felt domestically in the U.S., the world’s largest consumer of oil, potentially posing a political risk to Trump and his fellow Republicans ahead of the November 6 midterm elections.  In addition, further oil price increases could trigger a slowdown in domestic or global economic growth, which could further complicate the U.S.’ Iran policy and Trump’s domestic political situation.

Thousands of the world's foremost experts on artificial intelligence, worried that any technology they develop could be used to kill, vowed Wednesday to play no role in the creation of autonomous weapons. In a letter published online, 2,400 researchers in 36 countries joined 160 organizations in calling for a global ban on lethal autonomous weapons. Such systems pose a grave threat to humanity and have no place in the world, they argue. "We would really like to ensure that the overall impact of the technology is positive and not leading to a terrible arms race, or a dystopian future with robots flying around killing everybody," said Anthony Aguirre, who teaches physics at the University of California-Santa Cruz and signed the letter. Flying killer robots and weapons that think for themselves remain largely the stuff of science fiction, but advances in computer vision, image processing, and machine learning make them all but inevitable. The Pentagon recently released a national defense strategy calling for greater investment in artificial intelligence, which the Defense Department and think tanks like the Center for a New American Security consider the future of warfare. "Emerging technologies such as AI offer the potential to improve our ability to deter war and enhance the protection of civilians in the form of fewer civilian casualties and less collateral damage to civilian infrastructure," Pentagon spokesperson Michelle Baldanza said in a statement to CNNMoney.

After Hurricane Irma in Florida, millions have been without electricity. But those Floridians who had solar panels plus an inverter or a Tesla powerwall were able to recover electricity immediately. Likewise, cities used solar to power traffic lights and other essential services after the huge storm had blown past. Solar panels kept the lights on in India during the horrific storms and floods of monsoon this year. The CEO of REC, Steve O’Neil which makes solar panels, reveals some amazing progress on green energy:

In 2010, there were 50 gigawatts of solar power in the world. Today it is 305 gigawatts. Globally, solar installations increased by 50% in 2016 alone. The average cost of solar-generated electricity worldwide is currently 8 cents a kilowatt hour. That is down 70% since 2010.

India has gone from having 2.65 gigawatts of solar in 2014 to having 13 gigawatts of solar capacity in 2017.

ou know the old joke: How do you make a killing on Wall Street and never risk a loss? Easy—use other people’s money. Jamie Dimon and his underlings at JPMorgan Chase have perfected this dark art at America’s largest bank, which boasts a balance sheet one-eighth the size of the entire US economy.1 After JPMorgan’s deceitful activities in the housing market helped trigger the 2008 financial crash that cost millions of Americans their jobs, homes, and life savings, punishment was in order. Among a vast array of misconduct, JPMorgan engaged in the routine use of “robo-signing,” which allowed bank employees to automatically sign hundreds, even thousands, of foreclosure documents per day without verifying their contents. But in the United States, white-collar criminals rarely go to prison; instead, they negotiate settlements. Thus, on February 9, 2012, US Attorney General Eric Holder announced the National Mortgage Settlement, which fined JPMorgan Chase and four other mega-banks a total of $25 billion.2 JPMorgan’s share of the settlement was $5.3 billion, but only $1.1 billion had to be paid in cash; the other $4.2 billion was to come in the form of financial relief for homeowners in danger of losing their homes to foreclosure. The settlement called for JPMorgan to reduce the amounts owed, modify the loan terms, and take other steps to help distressed Americans keep their homes. A separate 2013 settlement against the bank for deceiving mortgage investors included another $4 billion in consumer relief.3 A Nation investigation can now reveal how JPMorgan met part of its $8.2 billion settlement burden: by using other people’s money.4 Here’s how the alleged scam worked. JPMorgan moved to forgive the mortgages of tens of thousands of homeowners; the feds, in turn, credited these canceled loans against the penalties due under the 2012 and 2013 settlements. But here’s the rub: In many instances, JPMorgan was forgiving loans on properties it no longer owned.5 The alleged fraud is described in internal JPMorgan documents, public records, testimony from homeowners and investors burned in the scam, and other evidence presented in a blockbuster lawsuit against JPMorgan, now being heard in US District Court in New York City.6 JPMorgan no longer owned the properties because it had sold the mortgages years earlier to 21 third-party investors, including three companies owned by Larry Schneider. Those companies are the plaintiffs in the lawsuit; Schneider is also aiding the federal government in a related case against the bank. In a bizarre twist, a company associated with the Church of Scientology facilitated the apparent scheme. Nationwide Title Clearing, a document-processing company with close ties to the church, produced and filed the documents that JPMorgan needed to claim ownership and cancel the loans.

Observing the presidential elections over the years has been a lot like watching a television series jump the shark. We've gotten to that point where you watch it for the same reason you can't help slowing down and staring as you pass a wreck on the highway. It's the Jerry Springerfication of politics. A morbid fascination with the decline of western civilization. I know. Some of you are on the train. Some of you are actually inspired by the smoke being blown up your collective backsides. I'm not here to burst your bubble. Not necessary. Reality will set in on its own time. No matter who gets inaugurated in January, the American public is going to come to their senses in a ditch, with a hangover and realize that they have no idea where their pants are. That's an ugly picture, but sometimes you have to hit rock bottom to realize you've got a problem. And there's never been a better time for a rude awakening. All around the world we are witnessing the early stages of a massive social and economic upheaval.

The tensions between Russia and the USA have reached an unprecedented level. I fully agree with the participants of this CrossTalk show – the situation is even worse and more dangerous than during the Cuban Missile Crisis. Both sides are now going to the so-called “Plan B” which, simply put, stand for, at best, no negotiations and, at worst, a war between Russia and the USA.

In theory, these are, very roughly, the possible levels of confrontation: A military standoff à la Berlin in 1961. One could argue that this is what is already taking place right now, albeit in a more long-distance and less visible way. A single military incident, such as what happened recently when Turkey shot down a Russian SU-24 and Russia chose not to retaliate. A series of localized clashes similar to what is currently happening between India and Pakistan. A conflict limited to the Syrian theater of war (say like the war between the UK and Argentina over the Malvinas Islands). A regional or global military confrontation between the USA and Russia. A full scale thermonuclear war between the USA and Russia During my years as a student of military strategy I have participated in many exercises on escalation and de-escalation and I can attest that while it is very easy to come up with escalatory scenarios, I have yet to see a credible scenario for de-escalation. What is possible, however, is the so-called “horizontal escalation” or “asymmetrical escalation” in which one side choses not to up the ante or directly escalate, but instead choses a different target for retaliation, not necessarily a more valuable one, just a different one on the same level of conceptual importance (in the USA Joshua M. Epstein and Spencer D. Bakich did most of the groundbreaking work on this topic).

The main reason why we can expect the Kremlin to try to find asymmetrical options to respond to a US attack is that in the Syrian context Russia is hopelessly outgunned by the US/NATO, at least in quantitative terms. The logical solutions for the Russians is to use their qualitative advantage or to seek “horizontal targets” as possible retaliatory options. This week, something very interesting and highly uncharacteristic happened: Major General Igor Konashenkov, the Chief of the Directorate of Media service and Information of the Ministry of Defence of the Russian Federation, openly mentioned one such option. Here is what he said: “As for Kirby’s threats about possible Russian aircraft losses and the sending of Russian servicemen back to Russia in body bags, I would say that we know exactly where and how many “unofficial specialists” operate in Syria and in the Aleppo province and we know that they are involved in the operational planning and that they supervise the operations of the militants. Of course, one can continue to insist that they are unsuccessfully involved in trying to separate the al-Nusra terrorists from the “opposition” forces. But if somebody tries to implement these threats, it is by no means certain that these militants will have to time to get the hell out of there.” Nice, no? Konashenkov appears to be threatening the “militants” but he is sure to mention that there are plenty of “unofficial specialists” amongst these militants and that Russia knows exactly where they are and how many of them there are. Of course, officially, Obama has declared that there are a few hundred such US special advisors in Syria. A well-informed Russian source suggests that there are up to 5’000 foreign ‘advisors’ to the Takfiris including about 4’000 Americans. I suppose that the truth is somewhere between these two figures.

As the numerous and obvious ethical conflicts surrounding the Clinton Foundation receive more media scrutiny, the tactic of Clinton-loyal journalists is to highlight the charitable work done by the foundation, and then insinuate — or even outright state — that anyone raising these questions is opposed to its charity. James Carville announced that those who criticize the foundation are “going to hell.” Other Clinton loyalists insinuated that Clinton Foundation critics are indifferent to the lives of HIV-positive babies or are anti-gay bigots. That the Clinton Foundation has done some good work is beyond dispute. But that fact has exactly nothing to do with the profound ethical problems and corruption threats raised by the way its funds have been raised. Hillary Clinton was America’s chief diplomat, and tyrannical regimes such as the Saudis and Qataris jointly donated tens of millions of dollars to an organization run by her family and operated in its name, one whose works has been a prominent feature of her public persona. That extremely valuable opportunity to curry favor with the Clintons, and to secure access to them, continues as she runs for president.

The claim that this is all just about trying to help people in need should not even pass a laugh test, let alone rational scrutiny. To see how true that is, just look at who some of the biggest donors are. Although it did not give while she was secretary of state, the Saudi regime by itself has donated between $10 million and $25 million to the Clinton Foundation, with donations coming as late as 2014, as she prepared her presidential run. A group called “Friends of Saudi Arabia,” co-founded “by a Saudi Prince,” gave an additional amount between $1 million and $5 million. The Clinton Foundation says that between $1 million and $5 million was also donated by “the State of Qatar,” the United Arab Emirates, and the government of Brunei. “The State of Kuwait” has donated between $5 million and $10 million. Theoretically, one could say that these regimes — among the most repressive and regressive in the world — are donating because they deeply believe in the charitable work of the Clinton Foundation and want to help those in need. Is there a single person on the planet who actually believes this? Is Clinton loyalty really so strong that people are going to argue with a straight face that the reason the Saudi, Qatari, Kuwaiti and Emirates regimes donated large amounts of money to the Clinton Foundation is because those regimes simply want to help the foundation achieve its magnanimous goals?

All those who wish to argue that the Saudis donated millions of dollars to the Clinton Foundation out of a magnanimous desire to aid its charitable causes, please raise your hand. Or take the newfound casting of the Clinton Foundation as a champion of LGBTs, and the smearing of its critics as indifferent to AIDS. Are the Saudis also on board with these benevolent missions? And the Qataris and Kuwaitis?

In the strangest election year in recent American history — one in which the Libertarian Party’s Gary Johnson couldn’t even conjure up the name of a foreign leader he “admired” while Donald Trump remained intent on building his “fat, beautiful wall” and “taking” Iraq oil — the world may be out of focus for many Americans right now.  So a little introduction to the planet we actually inhabit is in order.  Welcome to a multipolar world.  One fact stands out: Earth is no longer the property of the globe’s “sole superpower.” If you want proof, you can start by checking out Moscow’s recent role in reshaping the civil war in Syria and frustrating Washington’s agenda to overthrow President Bashar al-Assad.  And that’s just one of a number of developments that highlight America’s diminishing power globally in both the military and the diplomatic arenas.  On a peaceable note, consider the way China has successfully launched the Asian Infrastructure Investment Bank as a rival to the World Bank, not to speak of its implementation of a plan to link numerous countries in Asia and Europe to China in a vast multinational transportation and pipeline network it grandly calls the One Belt and One Road system, or the New Silk Road project.  In such developments, one can see ways in which the previously overwhelming economic power of the U.S. is gradually being challenged and curtailed internationally.

Russia is ordering all of its officials to fly home any relatives living abroad amid heightened tensions over the prospect of global war, it has been claimed.Politicians and high-ranking figures are said to have received a warning from president Vladimir Putin to bring their loved-ones home to the 'Motherland', according to local media.It comes after Putin cancelled a planned visit to France amid a furious row over Moscow's role in the Syrian conflict and just days after it emerged the Kremlin had moved nuclear-capable missiles near to the Polish border.Former Soviet leader Mikhail Gorbachev has also warned that the world is at a 'dangerous point' due to rising tensions between Russia and the US.According to the Daily Star, administration staff, regional administrators, lawmakers of all levels and employees of public corporations have been ordered to take their children out of foreign schools immediately.Failure to act will see officials jeopardising their chances of promotion, local media has reported.The exact reason for the order is not yet clear.But Russian political analyst Stanislav Belkovsky is quoted by the Daily Star as saying: 'This is all part of the package of measures to prepare elites to some 'big war'.' Relations between Russia and the US are at their lowest since the Cold War and have soured in recent days after Washington pulled the plug on Syria talks and accused Russia of hacking attacks.

The Kremlin has also suspended a series of nuclear pacts, including a symbolic cooperation deal to cut stocks of weapons-grade plutonium. Just days ago, it was reported that Russia had moved nuclear-capable missiles near to the Polish border as tensions escalated between the world’s largest nation and the West.The Iskander missiles sent to Kaliningrad, a Russian enclave on the Baltic Sea between Nato members Poland and Lithuania, are now within range of major Western cities including Berlin.Polish officials – whose capital Warsaw is potentially threatened – have described the move as of the 'highest concern'. Putin's decision to cancel his Paris visit came a day after French President Francois Hollande said Syrian forces had committed a 'war crime' in the battered city of Aleppo with the support of Russian air strikes.Putin had been due in Paris on October 19 to inaugurate a spiritual centre at a new Russian Orthodox church near the Eiffel Tower, but Hollande had insisted his Russian counterpart also took part in talks with him about Syria.The unprecedented cancellation of a visit so close to being finalised is a 'serious step... reminiscent of the Cold War', said Russian foreign policy analyst Fyodor Lukyanov.'This is part of the broader escalation in the tensions between Russia and the West, and Russia and NATO,' he told AFP.The Kremlin has also been angered over the banning of the Russian Paralympic team from the Rio Olympics amid claims of state-sponsored doping of its athletes.

Meanwhile, the top advisor to US presidential candidate Hillary Clinton has said the FBI is investigating Russia's possible role in hacking thousands of his personal emails.But Russian officials have vigorously rejected accusations of meddling in the US presidential elections and dismissed allegations that Moscow was behind a series of recent hacks on US institutions. Retired Russian Lt. Gen. Evgeny Buzhinsky told the BBC: 'Of course there is a reaction. As far as Russia sees it, as Putin sees it, it is full-scale confrontation on all fronts. If you want a confrontation, you'll get one.'But it won't be a confrontation that doesn't harm the interests of the United States. You want a confrontation, you'll get one everywhere.'Earlier this week British Foreign Secretary Boris Johnson waded into the row, calling for anti-war campaigners to protest outside the Russian embassy in London.Johnson said the 'wells of outrage are growing exhausted' and anti-war groups were not expressing sufficient outrage at the conflict in Aleppo.'Where is the Stop the War Coalition at the moment? Where are they?' he said during a parliamentary debate.

The White Helmets have been demonstrated to be a primarily US and NATO funded organisation embedded in Al Nusra and ISIS held areas exclusively. This is an alleged “non-governmental” organisation, the definition of an NGO, that thus far has received funding from at least three major NATO governments, including $23 million from the US Government and $29 million (£19.7 million) from the UK Government, $4.5 million (€4 million) from the Dutch Government. In addition, it receives material assistance and training funded and run by a variety of other EU Nations. A request has been put into the EU Secretary General to provide all correspondence relating to the funding and training of the White Helmets. By law this information must be made transparent and available to the public. There has been a concerted campaign by a range of investigative journalists to expose the true roots of these Syria Civil Defence operatives, known as the White Helmets.  The most damning statement, however, did not come from us, but from their funders and backers in the US State Department who attempted to explain the US deportation of the prominent White Helmet leader, Raed Saleh, from Dulles airport on the 18th April 2016.

To condense our research on the Syria White Helmets, we have collated all relevant articles and interviews below.  We condemn wholeheartedly any senseless murder but we recommend that there is serious public and political re-evauluation of the morality of funding a US NATO organisation established to further “regime change” objectives in Syria. In an article published by the Financial Times on Monday, Iran’s Foreign Minister Mohammad Javad Zarif laid out the country’s proposed framework for bringing stability to the Middle East region. “ISIS displayed the darkest depths of human evil,” Zarif wrote. Yet it also provided an opportunity to come together to battle an existential threat. The cooperative relationships forged in this fight can usher in a new era. We need new approaches and new terminology to make sense of a world which is transitioning to a post-western global order. Here are two concepts to shape the emerging paradigm in west Asia: the idea of a strong region, and security networking, whereby small and large countries — even those with historical rivalries — contribute to stability.” It appears that Iran’s significant contribution to ISIS’ defeat and demise — coupled with its new injection as a major player to be reckoned with in the Middle East — has given the country newfound confidence. Iran is using its battlefield success to propose a new vision for the Middle East — one that would allegedly include open dialogue and cooperation. Zarif continues: The objective of a strong region — as opposed to a quest for hegemony and the exclusion of other actors — is rooted in recognizing the need to respect the interest of all stakeholders. Any domineering effort by one country is not only inappropriate but essentially impossible: those who insist on following that path create instability. The arms race in our region is an instance of this kind of destructive rivalry: siphoning vital resources into the coffers of arms manufacturers has contributed nothing to achieving peace and security. Militarism has only served to fuel disastrous adventurism.” [emphasis added]

Most of the usual modes of forming alliances have also become obsolete. Given our interconnected world, the idea of collective security is now defunct, especially in the Persian Gulf, for one basic reason: it assumes commonality of interests. Security networking is Iran’s innovation to address issues that range from divergence of interests to power and size disparities. Its parameters are simple but effective: rather than trying to ignore conflicts of interests, it accepts differences. Equally, being premised on inclusivity, it acts as a firewall against the emergence of an oligarchy among big states and allows smaller states to participate. The rules of this new order are straightforward: common standards, most significantly the purposes and principles of the UN Charter, such as sovereign equality of states; refraining from the threat or use of force; peaceful resolution of conflicts; respect for the territorial integrity of states; non-intervention in the domestic affairs of states; and respect for self-determination within states.” [emphasis added]

Zarif suggests that the reason for this instability is rooted in a “dialogue deficit.” Opening up such a dialogue could help countries understand that all nations have “similar concerns, fears, aspirations, and hopes” and that this dialogue should replace the rampant propaganda that has plagued the region. This proposed dialogue would be accompanied by “confidence-building measures: promoting tourism; joint task forces on issues ranging from nuclear safety to pollution to disaster management; joint military visits; pre-notification of military exercises; transparency measures in armament; reducing military expenditures; and all leading eventually to a non-aggression pact,” according to Zarif. In proposing this newfound vision for the Middle East, Zarif is extending an olive branch to the rest of the region, stating that as a first step, “the Islamic Republic proposes establishing a Regional Dialogue Forum in the Persian Gulf. Our longstanding invitation to dialogue remains open, and we look forward to the day our neighbors will accept it, and their allies — in Europe and elsewhere in the west — will encourage it.”
