In a new court filing, the Department of Justice revealed that it kept a secret database of telephone metadata—with one party in the United States and another abroad—that ended in 2013. The three-page partially-redacted affidavit from a top Drug Enforcement Agency (DEA) official, which was filed Thursday, explained that the database was authorized under a particular federal drug trafficking statute. The law allows the government to use "administrative subpoenas" to obtain business records and other "tangible things." The affidavit does not specify which countries records were included, but specifically does mention Iran. This database program appears to be wholly separate from the National Security Agency’s metadata program revealed by Edward Snowden, but it targets similar materials and is collected by a different agency. The Wall Street Journal, citing anonymous sources, reported Friday that this newly-revealed program began in the 1990s and was shut down in August 2013.

The criminal case involves an Iranian-American man named Shantia Hassanshahi, who is accused of violating the American trade embargo against Iran. His lawyer, Mir Saied Kashani, told Ars that the government has clearly abused its authority. "They’ve converted this from a war on drugs to a war on privacy," he said. "[Hassanshahi] is not accused of any drug crime but they used this drug enforcement information to gather information against him, that's contrary to the law, and we will revisit that. We will bring motions in the court and we will appeal if necessary." Neither the DEA nor the Department of Justice immediately responded to Ars' query as to whether this program is continuing under a different authority.

The story begins in 2011, when a Department of Homeland Security (DHS) agent received a tip about someone who might be in violation of American sanctions against Iran. The source provided an e-mail from an Iranian businessman, Manoucher Sheiki, who was involved in acquiring power grid equipment. A second Homeland Security agent, Joshua Akronowitz, wrote in a 2013 affidavit that he searched Sheiki’s Iranian phone number in this database, but declined to explain exactly what kind of database it was. Akronowitz found that the Iranian number came up exactly one time in the database, and was linked to an 818 number, based in Los Angeles County. That number turned out to be the Google Voice number of Hassanshahi. DHS then subpoenaed Google, and got Hassanshahi’s call log and later, metadata on his Gmail account. By early 2012, the agency found out that he was set to return to Los Angeles from Iran. At LAX Airport, customs agents seized his phone, laptop, thumb drives, camcorder, and SIM cards and sent them to Homeland Security. Last year, Kashani, Hassanshahi’s lawyer, argued that this evidence should be suppressed on account that it was the "fruit of the poisonous tree"—obtained via illicit means. In support of his arguments, Kashani cited an important ongoing NSA-related lawsuit, Klayman v. Obama, which remains the only instance where a judge has order the NSA metadata program to be shut down—that order was stayed pending an appeal. (Earlier this month, Ars explored Klayman and other pending notable surveillance cases.)

On Feb. 2, the White House rolled out its military and intelligence budget proposal for 2016—and it’s a doozy. The administration wants $534 billion for the Pentagon’s normal “base” budget plus another $51 billion for combat operations in Afghanistan and the Middle East.That’s $585 billion combined, $25 billion more than Congress approved last year. Washington conceals spending on the country’s 16 spy agencies—as much as $80 billion—largely inside the main Pentagon budget.But the official numbers don’t reflect the true cost of America’s wars and national defense. In reality, the United States spends closer to trillion dollars a year on its current and former soldiers, sailors, airmen, Marines, intel agents and their equipment—and also the paramilitary “homeland security” personnel whose equivalents in many other countries are uniformed troops.The U.S. Coast Guard, for instance.

Mandy Smithberger, director of the Straus Military Reform Project at the Center for Defense Information—part of the Project on Government Oversight in Washington, D.C.—has helpfully crunched some of the numbers.Smithberger counts $1.003 trillion in national security spending in the administration’s 2016 budget proposal. That includes the Pentagon’s $534-billion base budget and the $51-billion war fund, which Smithberger points out “is traditionally used as a slush fund to pay for [Defense Department] priorities that couldn’t make it into the base budget.”

Iraq’s army has shot down two British planes as they were carrying weapons for the ISIL terrorists in Al-Anbar province, a senior lawmaker disclosed on Monday. “The Iraqi Parliament’s National Security and Defense Committee has access to the photos of both planes that are British and have crashed while they were carrying weapons for the ISIL,” Head of the committee Hakem al-Zameli said, according to a Monday report of the Arabic-language information center of the Islamic Supreme Council of Iraq. He said the Iraqi parliament has asked London for explanations in this regard. The senior Iraqi legislator further unveiled that the government in Baghdad is receiving daily reports from people and security forces in al-Anbar province on numerous flights by the US-led coalition planes that airdrop weapons and supplies for ISIL in terrorist-held areas.

The Iraqi lawmaker further noted the cause of such western aids to the terrorist group, and explained that the US prefers a chaotic situation in Anbar Province which is near the cities of Karbala and Baghdad as it does not want the ISIL crisis to come to an end. Earlier today, a senior Iraqi provincial official lashed out at the western countries and their regional allies for supporting Takfiri terrorists in Iraq, revealing that US and Israeli-made weapons have been discovered from the areas purged of ISIL terrorists. “We have discovered weapons made in the US, European countries and Israel from the areas liberated from ISIL’s control in Al-Baqdadi region,” the Al-Ahad news website quoted Head of Al-Anbar Provincial Council Khalaf Tarmouz as saying. He noted that the weapons made by the European countries and Israel were discovered from the terrorists in the Eastern parts of the city of Ramadi. Al-Zameli had also disclosed in January that the anti-ISIL coalition’s planes have dropped weapons and foodstuff for the ISIL in Salahuddin, Al-Anbar and Diyala provinces. Al-Zameli underlined that  the coalition is the main cause of ISIL’s survival in Iraq.

“There are proofs and evidence for the US-led coalition’s military aid to ISIL terrorists through air(dropped cargoes),” he told FNA in January. He noted that the members of his committee have already proved that the US planes have dropped advanced weaponry, including anti-aircraft weapons, for the ISIL, and that it has set up an investigation committee to probe into the matter. “The US drops weapons for the ISIL on the excuse of not knowing about the whereabouts of the ISIL positions and it is trying to distort the reality with its allegations. He noted that the committee had collected the data and the evidence provided by eyewitnesses, including Iraqi army officers and the popular forces, and said, “These documents are given to the investigation committee … and the necessary measures will be taken to protect the Iraqi airspace.” Also in January, another senior Iraqi legislator reiterated that the US-led coalition is the main cause of ISIL’s survival in Iraq. “The international coalition is only an excuse for protecting the ISIL and helping the terrorist group with equipment and weapons,” Jome Divan, who is member of the al-Sadr bloc in the Iraqi parliament, said. He said the coalition’s support for the ISIL is now evident to everyone, and continued, “The coalition has not targeted ISIL’s main positions in Iraq.”

The Iraqi popular forces who shot down a US helicopter carrying weapons for the ISIL forces in Al-Baqdadi region released the photos of the shot down chopper through the Internet. A group of Iraqi popular forces known as Al-Hashad Al-Shabi shot down the US Army helicopter that was carrying weapons for the ISIL in the western parts of Al-Baqdadi region in Al-Anbar province on Thursday.

Last week, Head of the Iraqi Parliament’s National Security and Defense Committee Hakem al-Zameli announced that the helicopters of the US-led anti-ISIL coalition were dropping weapons and foodstuff for the ISIL terrorists in the Southern parts of Tikrit. He underscored that he had documents and photos showing that the US Apache helicopters airdropped foodstuff and weapons for the ISIL.

The Justice Department is preparing to file corruption charges against Senator Robert Menendez, a scrappy 61-year-old veteran of New Jersey politics, after a two-year investigation into allegations that he accepted gifts and lavish vacations in exchange for political favors for a longtime friend and political benefactor.A law enforcement official said on Friday that the charges would be filed within a month against Mr. Menendez, the son of Cuban immigrants, who rose from a childhood in the tenements to become the chairman of the Senate Foreign Relations Committee and is now the highest-ranking Latino Democrat in Congress.

With the senator aggressively raising money for a legal-defense fund for more than a year now, charges against him had long been anticipated. But even in New Jersey, a state with a long history of political corruption, the case is jarring.

It revolves around the friendship between the senator and Salomon Melgen, a wealthy Florida eye surgeon. The two spent holidays together at Dr. Melgen’s home in the Dominican Republic, a gated oceanfront resort where the neighbors included Oscar de la Renta. Dr. Melgen eventually delivered hundreds of thousands of dollars to benefit Mr. Menendez and the national Democratic Party.Mr. Menendez accepted two round-trip flights aboard Dr. Melgen’s private jet for personal vacations in the Dominican Republic in 2010, but failed to report them as gifts or to reimburse Dr. Melgen at the time, as required under Senate disclosure rules.

The United States continues to fund and support a network of abusive Afghan strongmen in the name of security. It's time to stop.

n October 2013, police in Kandahar — the Afghan province that is the birthplace of the Taliban and home to some of the fiercest fighting in the war — picked up “Tariq” for alleged ties to the insurgents. Whether those allegations were true will remain unknown. Tariq, whose name has been changed for security purposes, died in custody days later from wounds inflicted on his skull with an electrical drill. His case is not unique. Over the past two years, dozens of Kandahari residents have been tortured to death by the province’s police — one of a range of forces in Afghanistan that the United States supports and equips. As the Obama administration continues its ongoing troop withdrawal, one area of support remains steadfast: material, training, and billions of dollars in financial assistance to Afghanistan’s security infrastructure. Local officials and their U.S. mentors have tasked these forces — which include police units, intelligence services, and the paramilitary Afghan Local Police (ALP), among others — with rooting out the Taliban insurgency. But these groups, who are often led by or linked to former warlords, have also exhibited a pattern of violence for which Afghan victims have obtained no official redress. Human Rights Watch (HRW) has documented systematic, gross human rights violations by some of these forces that has included numerous cases of torture, extrajudicial executions of civilians, and forced disappearance of detainees. The findings raise concerns about Afghan government and U.S. efforts to arm, train, vet, and hold accountable the country’s security apparatus — run by a network of strongmen, many of whom attained official authority as allies of the United States in the fight against the Taliban.

As more police departments equip their officers with body-worn cameras, the question of who gets access to that footage—and at what cost—is fast becoming a new frontier in open-records policy. Here in Florida, with one of the strongest public-records laws in the country, that frontier may soon be shaped by a couple of factors. One is a lawsuit filed by a Sarasota attorney against the local police department over fees for release of video footage. The second is a bill in the state legislature that would create new exemptions in the public records law when it comes to body cameras. The details of the suit and the bill are unique to the Sunshine State. But in the wake of Michael Brown, Eric Garner, and the Justice Department’s scathing report on biased policing in Ferguson, MO, as hopes for greater police accountability and improved community relations are pinned in part on wider use of the cameras, both warrant close attention.

As Egyptian President Sisi calls for more support in the fight against NATO-funded militias in Libya, the West’s refusal to back him raises the question of their ultimate aims in entering the region. The West is complicity in enabling ISIS to gain a strong foothold and further destabilise Libya, Syria and, potentially, Egypt.Western states are trumpeting ISIS as the latest threat to civilisation, claiming total commitment to their defeat, and using the group’s conquests in Syria and Iraq as a pretext for deepening their own military involvement in the Middle East. Yet as Libya seems to be following the same path as Syria – of ‘moderate’ anti-government militias backed by the West paving the way for ISIS takeover – Britain and the US seem reluctant to confront them there, immediately pouring cold water on Egyptian President Sisi’s request for an international coalition to halt their advances. By making the suggestion – and having it, predictably, spurned – Sisi is making clear Western duplicity over ISIS and the true nature of NATO policy in Libya.

On 29th August 2011, two months before the last vestiges of the Libyan state were destroyed and its leader executed, I was interviewed on Russia Today about the country’s future. I told the station: “There’s been a lot of talk about what will happen [in Libya after the ouster of Gaddafi] – will there be Sharia law, will there be a liberal democracy? What we have to understand is that what will replace the Libyan state won’t be any of those things. What will replace the Libyan state will be the same as what has replaced the state in Iraq and Afghanistan, which is a dysfunctional government, complete lack of security, gang warfare and civil war. And this is not a mistake from NATO. They would prefer to see failed states than states that are powerful and independent and able to challenge their hegemony. And people who are fighting for the TNC, fighting for NATO, really need to understand that this is NATO’s vision for their country.” Friends at the time told me I was being overly pessimistic and cynical. I said I hoped to God that they were right. But my experiences over a decade following the results of my own country (Britain)’s wars of aggression in places like Kosovo, Afghanistan and Iraq long after the mainstream media had lost interest, led me to believe otherwise.

Of course, it was not only me who was making such warnings. On March 6th 2011, several weeks before NATO began seven months of bombing, Gaddafi gave a prophetic interview with French newspaper Le Monde du Dimanche, in which he stated: “I want to make myself understood: if one threatens [Libya], if one seeks to destabilize [Libya], there will be chaos, Bin Laden, armed factions. That is what will happen. You will have immigration, thousands of people will invade Europe from Libya. And there will no longer be anyone to stop them. Bin Laden will base himself in North Africa and will leave Mullah Omar in Afghanistan and Pakistan. You will have Bin Laden at your doorstep.”

German officials, including some in Merkel’s office, have recently referred to U.S. statements of Russian involvement in the Ukraine fighting as “dangerous propaganda,” and the German newsmagazine Der Spiegel went so far as to ask: “Do the Americans want to sabotage the European mediation attempts in Ukraine led by Chancellor Merkel?”That was a reference to Merkel’s and French President Francois Hollande’s meetings last month in Minsk, Belarus, with Ukrainian President Petro Poroshenko and Russian President Vladimir Putin to hash out a cease-fire. While the separatists completed their takeover of the Ukrainian city of Debaltseve after the cease-fire went into effect, it’s generally considered to be holding.All sides agree that Russia is supporting the separatists, something a NATO official stressed in responding to German frustrations, saying that there’s “broad agreement on the overall situation.”But Germans and other Europeans are concerned that U.S. Air Force Gen. Philip Breedlove – the NATO supreme allied commander, Europe – and Victoria Nuland, the assistant secretary of state for Europe, have been exaggerating the extent of Russian involvement in the conflict.Of particular concern are Breedlove’s figures on the numbers of troops and tanks Russia reportedly has transferred to Ukraine. The numbers Breedlove offers are routinely higher than those of other intelligence agencies, and Europeans fear he’s playing to an American audience, which they think doesn’t advance peace efforts.

Der Spiegel reported that the first example came early in the conflict, when Breedlove announced that Russia had massed 40,000 troops at the Ukrainian border, and he called the situation “incredibly alarming.” Other NATO nations detected far fewer troops – some said fewer than 20,000 – and ruled out an invasion, saying the “composition and equipment” of the forces were “not appropriate for an invasion or attack,” according to Der Spiegel.Numerous German news reports also have noted a vast difference between the number of Russian troops that European NATO members have estimated are in Ukraine’s conflicted Donbas region and what American NATO commanders have announced. It’s 600, according to the Europeans, versus the 12,000 to 20,000 estimated by U.S. commanders.Last month, Ukrainian military officials said the Russians had moved 50 tanks and dozens of rocket launchers across the border near Luhansk, and a U.S. general said Russian troops had directly interfered in the battles. But German intelligence could verify only that a few armored vehicles had been moved.According to German media reports, a top-level German government official worried that “partly incorrect claims or exaggerated claims could gamble away trust for the entire West.”

Since they began their blitz just over a fortnight ago, Sunni insurgents in Iraq have destroyed half of the Iraqi army and inflicted $10 billion in losses, a senior Iraqi defense official said. Those losses continued to mount Wednesday as the jihadi-led insurgents reportedly overran the Ajeel oil site east of the captured city of Tikrit, and Iraqi television showed helicopters flying in troops as fighting continued for Baiji, the country’s largest oil refinery.

The New York Times reported that Tehran is supplying Maliki with tons of military equipment every day, and that the very powerful commander of Iran’s elite Quds force, Qassem Soleimani, has been in Iraq to coordinate the fight against insurgents, who are led by the jihadi Islamic State in Iraq and Syria (ISIS). The Iraqi defense official told Rudaw, on condition of anonymity, that his ministry had assessed its losses in a report. “The damage to the Iraqi army is estimated to be more than $10 billion, not taking into account the hundreds of army officers lost. So far, seven military divisions have been destroyed,” he quoted the report as saying. Iraq reportedly has about 14 army divisions, which would mean that half have been destroyed.

SPIEGEL has learned from reliable sources that Israeli intelligence eavesdropped on US Secretary of State John Kerry during Middle East peace negotiations. In addition to the Israelis, at least one other intelligence service also listened in as Kerry mediated last year between Israel, the Palestinians and the Arab states, several intelligence service sources told SPIEGEL. Revelations of the eavesdropping could further damage already tense relations between the US government and Israel. During the peak stage of peace talks last year, Kerry spoke regularly with high-ranking negotiating partners in the Middle East. At the time, some of these calls were not made on encrypted equipment, but instead on normal telephones, with the conversations transmitted by satellite. Intelligence agencies intercepted some of those calls. The government in Jerusalem then used the information obtained in international negotiations aiming to reach a diplomatic solution in the Middle East.

More than 400 Ukrainian troops have been allowed to cross into Russia after requesting sanctuary. It’s the largest, but not the first, case of desertion into Russia by Ukrainian soldiers involved in Kiev’s military crackdown in the east of the country.

The Ukrainian Security Council said it is keeping in touch with the soldiers “through diplomatic channels,” but it did not give an exact number of how many troops had crossed the border. “A Foreign Ministry representative is working with them, and negotiations over their return are now ongoing,” Ukraine Security Council representative Andrey Lysenko said. On Sunday, the Ukrainian anti-government militia reported that it was in negotiations with a large contingent of Ukrainian troops they encircled in Lugansk region on a possible surrender.

The Gukovo border checkpoint, through which the Ukrainian troops crossed into the Russian territory, is located on Russia’s border with the Lugansk Region of Ukraine, indicating that these are the same troops that were negotiating with the militia.

Israel has banned Norwegian doctor and human rights activist Mads Gilbert from entering Gaza for life. Gilbert, a professor at the University Hospital of North Norway, where he has worked since 1976, earned international renown for his philanthropic work in late 2008, during Israel’s Operation Cast Lead, an attack that, according to Israeli human rights organization B’Tselem, killed roughly 1,400 Gazans, including almost 800 civilians, 350 of whom were children. The aid worker, along with fellow Norwegian doctor Erik Fosse, decided to volunteer in Gaza as soon as he heard that bombing had started, on 27 December 2008. Thanks to diplomatic and economic support (in the sum of $1 million dollar of emergency funding from the Norwegian Ministry of Foreign Affairs), the two physicians managed to arrive in the strip by 30 December.

The Israeli government prevented all international press from entering Gaza during Cast Lead (a documentary, The War Around Us, was made about the only two foreign reporters in the strip at the time), in what Gilbert called Israel’s insidious “PR plan.” The doctor, as one of the only international aid workers in Gaza, thus devoted considerable time to speaking with local Palestinian news outlets, some of whom were reporting on behalf of foreign networks including BBC, CNN, ABC, and Al Jazeera. BBC aired an interview with Gilbert, conducted in the hospital. The questions asked, and the answers garnered, were eerily similar to those he would give just five years later, during Operation Protective Edge. The interviewer began asking him to respond to Israel’s claims that it was not targeting civilians, that it was only attacking Hamas militants. Gilbert called the claim “an absolutely stupid statement” and explained that, among the hundreds of patients he had seen at that point, only two had been fighters. The “large majority” were women, children, and men civilians. “These numbers are contradictory to everything Israel says,” he reported.

The doctor directed one heart-wrenching passage to President Obama, writing “Mr Obama – do you have a heart? I invite you – spend one night – just one night – with us in Shifa. I am convinced, 100 per cent, it would change history. Nobody with a heart and power could ever walk away from a night in Shifa without being determined to end the slaughter of the Palestinian people.” Israel later attacked Shifa hospital. Doctors Without Borders (MSF) “strongly condemn[ed]” the incursion, saying it “demonstrate[d] how civilians in Gaza have nowhere safe to go.” MSF director Marie-Noëlle Rodrigue stated, in an official statement, “When the Israeli army orders civilians to evacuate their houses and their neighborhoods, where is there for them to go? Gazans have no freedom of movement and cannot take refuge outside Gaza. They are effectively trapped.” Shifa was one of the over 10 medical facilities Israel bombed in its 50-day offensive.

Still, is the Justice Department’s airborne dragnet program legal? The answer is “maybe.” Federal authorities have employed similar tools in the past. The Federal Bureau of Investigation is known to use a surveillance tool called a “stingray,” a portable transceiver that tricks cell phones within a certain area into relaying their locations, not unlike the equipment onboard the Marshals’ aircraft. A government vehicle with a stingray can net hundreds of nearby cell phones’ approximate locations just by driving through a typical neighborhood. The government has said it doesn’t need a probable cause warrant to use stingrays because investigators don’t collect the content of phone calls, just the locations of those phones. Government officials, meanwhile, have said they get court approval to use the devices. Much of the government’s warrantless use of stingray-style technology hinges on a 1979 Supreme Court decision titled Smith v. Maryland. Smith involved law enforcement’s use of a device called a pen register that, when attached to a suspect’s phone line, recorded the numbers of outgoing calls, but not the calls themselves. The Smith decision upheld the warrantless use of such devices because the suspect’s phone company would record the same data picked up by the pen register, and therefore the suspect had no reasonable expectation of privacy when it came to that information. Currently, the law requires a court to approve the use of a pen register, but investigators only have to show that the device’s use is “relevant to an ongoing criminal investigation,” a much weaker standard than a probable cause warrant requires.

However, to get back to the Smith decision, wireless carriers do store your location history for several months to several years, information they obtain by keeping a record of the cell towers to which your device connects as you move from place to place. That could mean Americans don’t have a reasonable expectation of privacy over their location data and the Smith precedent applies, making the DoJ’s aerial surveillance program legal. Still, that would be a matter for the courts to decide. “There are a lot of tricky questions whether a stingray or dirtbox operated by the government directly is a pen register, or the Fourth Amendment concerns dismissed by the Supreme Court 35 years ago in Smith v. Maryland are more applicable here,” Fakhoury said.

Hanni Fakhoury, an attorney at the pro-privacy Electronic Frontier Foundation, says the Department of Justice could use the Smith precedent as legal justification for the airborne dirtbox program. However, Fakhoury also highlighted a key problem with that argument: Location. Pen registers aren’t intended to pick up location data beyond an area code, whereas the airborne dirtboxes can track a person down to a single building. Many courts, he said, have expressed that location data deserves greater constitutional protection than is afforded to other kinds of information.

The United States has attempted to claim that the only way to stop the so-called "Islamic State" in Syria and Iraq is to first remove the government in Syria. Complicating this plan are developments in Libya, benefactor of NATO's last successful regime change campaign. In 2011, NATO armed, funded, and backed with a sweeping air campaign militants in Libya centered around the eastern Libyan cities of Tobruk, Derna, and Benghazi. By October 2011, NATO successfully destroyed the Libyan government, effectively handing the nation over to these militants. 

What ensued was a campaign of barbarism, genocide, and sectarian extremism as brutal in reality as what NATO claimed in fiction was perpetrated by the Libyan government ahead of its intervention. The so-called "rebels" NATO had backed were revealed to be terrorists led by Al Qaeda factions including the Libyan Islamic Fighting Group (LIFG) and Al-Qaeda in the Islamic Maghreb (AQIM). The so-called "pro-democracy protesters" Libyan leader Muammar Qaddafi was poised to attack in what NATO claimed was pending "genocide" were in fact heavily armed terrorists that have festered for decades in eastern Libya. Almost immediately after NATO successfully destroyed Libya's government, its terrorist proxies were mobilized to take part in NATO's next campaign against Syria. Libyan terrorists were sent first to NATO-member Turkey were they were staged, armed, trained, and equipped, before crossing the Turkish-Syrian border to take part in the fighting. 

CNN in an article titled, "ISIS comes to Libya," claims: The black flag of ISIS flies over government buildings. Police cars carry the group's insignia. The local football stadium is used for public executions. A town in Syria or Iraq? No. A city on the coast of the Mediterranean, in Libya.  Fighters loyal to the Islamic State in Iraq and Syria are now in complete control of the city of Derna, population of about 100,000, not far from the Egyptian border and just about 200 miles from the southern shores of the European Union.  The fighters are taking advantage of political chaos to rapidly expand their presence westwards along the coast, Libyan sources tell CNN. Only the black flag of Al Qaeda/ISIS has already long been flying over Libya - even at the height of NATO's intervention there in 2011.  ISIS didn't "come to" Libya, it was always there in the form of Al Qaeda's local franchises LIFG and AQIM - long-term, bitter enemies of the now deposed and assassinated Libyan leader Muammar Qaddafi.

James Comey, director of the Federal Bureau of Investigations (FBI) defended the use of an FBI agent posing as an Associated Press journalist in order to install spyware into the computer of a teenager from Lacy, Washington State.

Comey said in an open letter published in mainstream media that the FBI did not “overstep its bounds” while using deceptive tactics during their investigation into the teen who was in communication “online with the” FBI agent.” According to Comey: “An F.B.I. agent communicated online with the anonymous suspect. Relying on an agency behavioral assessment that the anonymous suspect was a narcissist, the online undercover officer portrayed himself as an employee of The Associated Press, and asked if the suspect would be willing to review a draft article about the threats and attacks, to be sure that the anonymous suspect was portrayed fairly.” To entrap the student, the FBI produced a fake news report provided by the FBI agent to the Associated Press regarding a “technology savvy student holds Timberline High School hostage.”

The Reporters Committee for Freedom of the Press (RCFP) wrote a letter to Holder and Comey explaining : “The warrant for such action apparently did not mention that the tracker was delivered as an AP article, with an AP byline “and therefore impersonated a news media organization.” Concerned that the FBI not only failed to follow its own guidelines for such activity, but also did not make clear to the judge who signed the warrant or FBI counsel that the software ‘impersonated a media organization or that there were First Amendment concerns at stake’.”

The participants of the peace talks on Ukraine within the framework of the Normandy Group in the Belarus capital Minsk set what must be considered a Marathon Diplomacy Record with talks lasting 17 hours and ending in a comprehensive agreement. The Russian, Ukrainian, French and German peace talks between Presidents Putin, Poroshenko, Hollande, and Chancellor Merkel began on February 11 and concluded on February 12, after a little more than 17 hours of talks with only one brief break for Ukrainian President Petro Poroshenko who had to consult with top-Ukrainian military brass.

Following the diplomacy Marathon for Peace the Normandy Group stated that a ceasefire agreement had been reached, to be implemented from 00:00 on February 15, local time. The agreement which reportedly includes some 80 different points also includes the withdrawal of all heavy military equipment as agreed in the Minsk Accords on September 5, 2014 and the line of contact that was designated on September 19, 2014. The withdrawal concerns all conflicting parties, including regular Ukrainian military units, the National Guard, as well as the defense forces of the Donetsk and Lughansk People’s Republics.

The agreement reportedly also stipulates that Ukrainian military and other pro-Kiev military units who are in the Debaltsevo kettle and according to the DPR and LPR encircled in a pocket without the possibility to be resupplied are granted free passage to withdraw.

China wants to have closer military ties with Iran, the Chinese defense minister told the visiting head of the Iranian navy on Thursday, state media reported, reaffirming diplomatic links despite controversy over Iran's nuclear plans.

Naval cooperation between Iran and China is aimed at reinforcing Iran's military capability in the Gulf, analysts say, as well as displaying China's plan to exert greater influence and presence beyond East Asia.“The (port) call reflects China’s military-to-military relationship with Iran," said Christian Le Mière, a naval expert at the International Institute for Strategic Studies think-tank."It is the most explicit sign of Beijing’s acknowledgment of this relationship, which has remained relatively covert until now."

China's People's Liberation Army Daily separately reported that Sayyari had been given tours of a Chinese submarine and warships, where he "listened to an introduction on equipment ability and weapons systems".Sayyari said he hoped Iran and China could cooperate on anti-piracy operations, the newspaper said.China is Iran's top oil buyer and has been the most aggressive in raising its crude purchases after an easing of the Western sanctions aimed at ending Tehran's disputed nuclear program.

Duncan Campbell reports from the United States on the secret Anglo-American plan for a global electronic spy system for the 21st century capable of listening in to most of us most of the time   American, British and Allied intelligence agencies are soon to embark on a massive, billion-dollar expansion of their global electronic surveillance system. According to information given recently in secret to the US Congress, the surveillance system will enable the agencies to monitor and analyse civilian communications into the 21st century. Identified for the moment as Project P415, the system will be run by the US National Security Agency (NSA). But the intelligence agencies of many other countries will be closely involved with the new network, including those from Britain, Australia, Germany and Japan--and, surprisingly, the People's Republic of China. New satellite stations and monitoring centres are to be built around the world, and a chain of new satellites launched, so that NSA and its British counterpart, the Government Communications Headquarters (GCHQ) at Cheltenham, may keep abreast of the burgeoning international telecommunications traffic.

Both the new and existing surveillance systems are highly computerised. They rely on near total interception of international commercial and satellite communications in order to locate the telephone or other messages of target individuals. Last month, a US newspaper, the Cleveland Plain Dealer, revealed that the system had been used to target the telephone calls of a US Senator, Strom Thurmond. The fact that Thurmond, a southern Republican and usually a staunch supporter of the Reagan administration, is said to have been a target has raised fears that the NSA has restored domestic, electronic, surveillance programmes. These were originally exposed and criticised during the Watergate investigations, and their closure ordered by President Carter. After talking to the NSA, Thurmond later told the Plain Dealer that he did not believe the allegation. But Thurmond, a right-wing Republican, may have been unwilling to rock the boat. Staff members of the Permanent Select Committee on Intelligence said that staff were "digging into it" despite the "stratospheric security classification" of all the systems involved. The Congressional officials were first told of the Thurmond interception by a former employee of the Lockheed Space and Missiles Corporation, Margaret Newsham, who now lives in Sunnyvale, California. Newsham had originally given separate testimony and filed a lawsuit concerning corruption and mis-spending on other US government "black" projects. She has worked in the US and Britain for two corporations which manufacture signal intelligence computers, satellites and interception equipment for NSA, Ford Aerospace and Lockheed. Citing a special Executive Order signed by President Reagan. she told me last month that she could not and would not discuss classified information with journalists.
