U.S. Treasury Says Financial Crisis Is Over But The Next One May Be Right In Front Of Us - 0 views

    More great charts, this time courtesy of the US Treasury Department. The charts use select areas of measurement to show a slowly improving economy, with the private sector leading the way. What the charts don't show or discuss is that the Obama economy has been assisted by $3 Trillion in Federal Reserve Bankster Cartel "quantitative easing", and the $5 Trillion in debt that Obama spending has racked up. Throw in the secret $16.1 Trillion the Federal Reserve pumped into the international bankster system, and the question becomes, "Where is all this money going? And why isn't the economy jumping?" The numbers are staggering. One chart provided by Treasury shows a successful TARP program where the Banksters have paid back in full the massive bailout funds. One has to wonder though, are they paying back the taxpayer bailout with newly generated profits? Or are they simply using freshly printed Federal Reserve dollars ($19.1 Trillion by the Federal Reserve's count), passed to them at zero interest? The shell game Obama, the ruling establishment, and the Federal Reserve Bankster Cartel have been playing may be running out of steam. We're now in the money laundering stage where Banksters and trading partners like China are dumping their digital-ions of dollars for real property, corporate assets and hard currencies. Privacy Board Urges New Criteria for Secrecy - Secrecy News - 0 views

  • The public controversy that erupted over NSA bulk collection of Americans’ telephone records was a clear sign, if one were needed, that the boundaries of government secrecy had been drawn incorrectly, and that the public had been wrongly denied an opportunity to grant or withhold its consent in such cases. To remedy this systemic problem, the Privacy and Civil Liberties Oversight Board said in a new report yesterday that the government needs to develop new criteria for secrecy and openness.
  • “The Board concludes that Section 215 [of the USA Patriot Act] does not provide an adequate legal basis to support this [bulk collection] program. Because the program is not statutorily authorized, it must be ended,” the report said. Even in the absence of overt abuse, it was argued, the mere collection of American telephone records in bulk is an infringement on privacy and other civil liberties. “Permitting the government to routinely collect the calling records of the entire nation fundamentally shifts the balance of power between the state and its citizens.” While there are procedures in place to limit the official use of such records, “in our view they cannot fully ameliorate the implications for privacy, speech, and association that follow from the government’s ongoing collection of virtually all telephone records of every American. Any governmental program that entails such costs requires a strong showing of efficacy. We do not believe the NSA’s telephone records program conducted under Section 215 meets that standard.”
  • If the bulk collection program were demonstrably effective in saving lives, the report implied, then certain infringements on privacy might well be warranted. But that is not the case, the Board majority concluded. “Given the limited value this [bulk collection] program has demonstrated to date… we find little reason to expect that it is likely to provide significant value, much less essential value, in safeguarding the nation in the future,” the Board report said.

Is Thailand Heading for a Coup This Week? | VICE United Kingdom - 0 views

  • Mass protests, made up largely of middle-class urbanites, have been taking place in Bangkok since November of last year. The demonstrations are in reaction to Shinawatra's party, the Pheu Thai Party, trying to rush an amnesty bill through parliament, which, if passed, would see her brother – controversial former PM, Thaksin Shinawatra – being able to return from exile. Because the protesters widely view him as corrupt – owing predominately to the fact he was sentenced to two years' imprisonment for corruption while serving as prime minister – they don't want that to happen, and their plan is to oust the ruling party and replace them with an unelected people's council. Their newest plan to ramp up the pressure is to move their main rally site from Bangkok’s historic quarter to the heart of the capital, sparking concerns ranging from traffic gridlock to a fear of bloodshed and military intervention.
  • But as the protesters prepare to move, the Royal Thai Army – generally considered to be sympathetic to the anti-government movement – has been busy ferrying troops and tanks into the city. The generals say it is in preparation for the annual Armed Forces Day, which is to be held later this month (as it is every year). However, many are sceptical, and Bangkok’s rumour mill has worked itself into a frenzy over what the influx of troops really means. In addition – just in case tanks and imminent city shutdowns weren't enough – the protest movement’s own astrologer has apparently nominated the 14th of next week as an auspicious day for a military takeover, which has many convinced that a coup is inevitable. That said, much of the talk about coups and the potential for violence has come from the current government and its own supporters, happy to drum up a bit of fear into the rest of the country over what they say the protesters are planning. But a bit of fear is perhaps not entirely misplaced. There have been almost nightly attacks on the current protest camp, and fears that this will continue when they move to the city centre have left many demonstrators nervous. On Saturday, at least seven protest guards were injured when unknown gunmen on motorcycles reportedly opened fired with M16 assault rifles. The day before, battles had taken place in a town just north of Bangkok when anti-government and pro-government supports clashed, leaving a number of people injured.
  • In fact, in almost every situation where supporters from both sides have confronted each other, violence – often involving guns – has broken out almost immediately. These outbreaks of violence stoke fears that the move further into Bangkok is a provocation designed to escalate violence, thus opening the door to military intervention – an accusation that the protesters firmly deny. In an interview earlier this week, Army Chief General Prayuth Chan-ocha said that, "The military does not shut nor open the door to a coup. Anything can happen, depending on the situation." Other army spokespersons have since tried to allay fears of an imminent coup, but considering Thailand’s history (18 coups in the last 80 years), not many of those fears have been quelled. The reality is that a coup is entirely possible, if not likely. It could come in the aftermath of potential chaos next week, or following an indecisive outcome in the upcoming elections, which are scheduled to be held on the 2nd of February. The elections are being boycotted by the opposition, and (if they take place at all) are unlikely to produce the required number of parliamentarians to fill the house. In this scenario, the army may well feel justified in taking over the running of the country.

  • However, we might not need to wait that long. Last week, the National Anti Corruption Commission found evidence for 308 lawmakers to be charged for supporting a bill that looked to amend certain workings of the government. According to at least one interpretation of the constitution, all those members are now – or will be – suspended, leaving a vacuum that, again, the army may feel obligated to fill. And the rumours don’t stop at coups. There is talk of civil war, of a divided country: the north, run from Chiang Mai (where Yingluck lives when she's not in Bangkok), versus those in the south, in Bangkok – the power base of the opposition and current protest movement. It could happen. It could all spiral out of control and there could be widespread bloodshed. But it's unlikely. This isn’t a grassroots revolution where the masses are rising up against the ruling, power-hungry elite. These are heavily invested, largely middle-class members of society who would have nothing to gain from a crumbling nation.
  • Instead, according to long-term observers of Thailand's political landscape, this whole affair is about more than removing the present government. They suggest it's wrapped up in what will happen when the current – and deeply revered – king dies, but due to Thailand’s strict lèse-majesté law, not much more can be said on the matter. Internationally, Thailand is too deeply integrated into the global community for it to fall into bloody conflict unnoticed. It’s not a pariah state, nor a country shielding itself from globalisation or the winds of international opinion. Earlier today, for the first time, it was reported that United Nations Secretary General Ban Ki-moon has been holding talks between Yingluck and the leader of the opposition party in an effort to help them bridge their differences. Ultimately, though, nobody knows what is going to happen. The city has been busily preparing itself for the shutdown, with schools closing, public transport routes bolstered and measures underway to help maintain some semblance of normalcy. The US Embassy in Thailand recently updated their own travel advice, suggesting that their citizens living in Bangkok stock up on food and supplies for the next two weeks. However, most people are just waiting to see what happens, with few precautions being taken by local businesses and no reports of a rush on shops.
  • So the shutdown could be a major inconvenience and nothing more, or it could be the start of a whole new violent chapter for Thailand. At the very least, next week should provide a little more clarity on where Thailand is headed amid its current political turmoil.

    "Simulated sun, authentic opportunity" At the University's Solar Energy Laboratory, the process begins with an indoor solar simulator in the form of seven mirrored, 6,500-watt lamps that concentrate the light on a 10-centimeter spot with an irradiance of 3,000 suns. (One "sun" equals 1,000 watts of solar energy falling per square meter of surface.) With this concentrated radiant energy, one can generate temperatures of more than 3,600 F in a chemical reactor. There, carbon dioxide and water are split to form carbon monoxide and hydrogen, the two components of syngas. Davidson, along with mechanical engineering professor Tom Chase and their students, have developed two prototype reactors to split water and CO2. Deploying these technologies in the Earth's sunbelt could yield enough renewable energy to significantly exceed the world's current needs, the researchers say. "More sun falls on Earth in one hour than is consumed globally in a year," Davidson notes. "Harvesting the sun to meet our energy needs is a challenge with a huge payoff." Of course, it's a little more complicated than focusing concentrated sunlight into a reactor filled with carbon dioxide and water. The key to the technology rests with using metal oxides in a reduction/oxidation cycle to reduce the temperature required to split water and carbon dioxide. "Metal oxides allow you to split water and carbon dioxide at temperatures achievable with modern solar concentrating devices," Davidson explains. In the reactor, the metal oxides go through cycles in which they strip oxygen alternately from carbon dioxide or water-forming carbon monoxide or hydrogen, respectively-then release the oxygen as a byproduct. The syngas formed from the carbon monoxide and hydrogen can be converted into gasoline, diesel, jet fuel, methane (natural gas), or other products. The Great Depression thus did not represent the failure of capitalism or some inherent suicidal tendency of the free market to plunge into cyclical depression-absent the constant ministrations of the state through monetary, fiscal, tax and regulatory interventions.  Instead, the Great Depression was a unique historical occurrence-the delayed consequence of the monumental folly of the Great War, abetted by the financial deformations spawned by modern central banking. But ironically, the "failure of capitalism" explanation of the Great Depression is exactly what enabled the Warfare State to thrive and dominate the rest of the 20th century because it gave birth to what have become its twin handmaidens--Keynesian economics and monetary central planning. Together, these two doctrines eroded and eventually destroyed the great policy barrier--that is, the old-time religion of balanced budgets- that had kept America a relatively peaceful Republic until 1914. To be sure, under Mellon's tutelage, Harding, Coolidge and Hoover strove mightily, and on paper successfully, to restore the pre-1914 status quo ante on the fiscal front.  But it was a pyrrhic victory-since Mellon's surpluses rested on an artificially booming, bubbling economy that was destined to hit the wall. The Hoover Recovery of 1932 Worse still, Hoover's bitter-end fidelity to fiscal orthodoxy, as embodied in his infamous balanced budget of June 1932, got blamed for prolonging the depression.  Yet, as I have demonstrated in the chapter of my book called "New Deal Myths of Recovery", the Great Depression was already over by early summer 1932."

Half of Federal Agencies Still Use Outdated Freedom of Information Regulations - 0 views

  • Nearly half (50 out of 101) of all federal agencies have still not updated their Freedom of Information Act regulations to comply with Congress's 2007 FOIA amendments, and even more agencies (55 of 101) have FOIA regulations that predate and ignore President Obama's and Attorney General Holder's 2009 guidance for a "presumption of disclosure," according to the new National Security Archive FOIA Audit released today to mark Sunshine Week. Congress amended the Freedom of Information Act in 2007 to prohibit agencies from charging processing fees if they missed their response deadlines, to include new online journalists in the fee waiver category for the media, to order agencies to cooperate with the new FOIA ombudsman (the Office of Government Information Services, OGIS), and to require reports of specific data on their FOIA output, among other provisions co-authored by Senators Patrick Leahy (D-VT) and John Cornyn (R-TX). But half the government has yet to incorporate these changes in their regulations, according to the latest National Security Archive FOIA Audit. After President Obama's "Day One" commitments to open government, Attorney General Eric Holder issued new FOIA guidance on March 19, 2009, declaring that agencies should adopt a "presumption of disclosure," encourage discretionary releases if there was no foreseeable harm (even if technically covered by an exemption), proactively post the records of greatest public interest online, and remove "unnecessary bureaucratic hurdles" from the FOIA process. But five years later, the Archive found a majority of agencies have old regulations that simply ignore this guidance.
  • The Archive's FOIA Audit also highlights some good news this Sunshine Week: New plans from both the House of Representatives and White House have the potential to compel delinquent agencies to update their regulations. "Both Congress and the White House now recognize the problem of outdated FOIA regulations, and that is something to celebrate," said Archive director Tom Blanton. "But new regs should not follow the Justice Department's terrible lead, they must follow the best practices already identified by the FOIA ombuds office and FOIA experts." "If and when this important FOIA reform occurs, open government watchdogs must be vigilant to ensure that the agencies' updated regulations are progressive, rather than regressive, and embrace best practices to ensure that more documents are released to requesters, more quickly" said Nate Jones, the Archive's FOIA coordinator.
  • In 2011, the back-to-back Rosemary Award-winning Department of Justice proposed FOIA regulations that would have — among many other FOIA setbacks — allowed the Department to lie to FOIA requesters, eliminated online-only publications from receiving media fee status, and made it easier to destroy records. After intense pushback by openness advocates, the DOJ temporarily pulled these regulations, and Pustay claimed, "some people misinterpreted what we were trying to do, misconstrued some of the provisions, and didn't necessarily understand some of the fee guidelines." Pustay also claimed — to an incredulous Senate Judiciary Committee — that updating FOIA regulations to conform with the 2007 OPEN Government Act was merely optional and "not required." National Security Archive director Tom Blanton warned in his own 2013 Senate testimony that these terrible "vampire" regulations were not gone for good. This year, Pustay testified that the Department of Justice has indeed resubmitted its FOIA regulations for OMB approval; their content is unknown to the public.

  • The House of Representatives recently unanimously passed the bipartisan Freedom of Information Act Implementation Act (H.R. 1211), which includes a provision compelling agencies to update their FOIA regulations. The House bill — which now awaits Senate approval — would require each agency to update its FOIA regulations "not later than 180 days after the enactment of this Act." The White House is also addressing the problem of outdated FOIA regulations, albeit in a different manner. In its latest Open Government Partnership National Action Plan, the White House has committed (on paper, at least) to creating one "core FOIA regulation and common set of practices [that] would make it easier for requesters to understand and navigate the FOIA process and easier for the Government to keep regulations up to date." Transparency watchdogs went on alert this week after the Department of Justice's Director of Information Policy Melanie Pustay announced during her Senate testimony on March 11, 2014 that, "My office is leading that project" to create the White House-backed common regulation which, she estimated will be, "a one or two year project." Despite Pustay's pledge that she would accept input from OGIS and the requester community, her Department's history of crafting FOIA regulations has been anything but stellar.
  • As the Department of Justice and other agencies have demonstrated, new regulations do not necessarily make good regulations. As such, the National Security Archive has recommended that any updated FOIA regulations must: mandate that FOIA officers embrace direct communications with requesters; require agencies to receive requests by e-mail and post all responses and documents online; direct agencies to update their FOIA processing software so documents can be posted to any online repository, including the government-sponsored FOIAonline; encourage agencies to join FOIAonline to make their FOIA processing more cost-effective and efficient; stream-line inter and intra-agency "referral" black holes — and keep requesters abreast of where their requests are if the agency does have to refer them; include language encouraging use of the OGIS, which can help requesters and agencies mediate disputes to avoid animosity and costly litigation; end the practice of using fees to discourage FOIA requesters. The Office of Government Information Services — which reviews and comments on agency regulations as they are proposed — has also compiled a list of best practices for agencies to consider while crafting regulations. These include: "let the Freedom of Information Act itself" — and its presumption for disclosure — "be your guide;" bring attorneys, FOIA processors, records managers and IT pros to the table; include your plan for records management and preservation; and alert requesters of their option to contact OGIS for mediation and dispute resolution services.
  • A useful compilation of current agency FOIA regulation language — already on the books — put together by the Center of Effective Government also includes helpful guidelines on preventing the destruction of requested records; narrowly interpreting claims of confidential business information; and clarifying fee waivers and procedures. FOIA experts are currently working to craft model, pro-transparency, CFR-ready language that agencies — or the drafters of government-wide common regulations — can use to bring agencies' Freedom of Information Act regulations up to standard. Watch this space, and then watch the Code of Federal Regulations (CFR). "As the staffer who waded through every single federal agencies' FOIA website and CFR chapter to locate their — sometimes hidden — regulations, I learned FOIA officials often say they view their FOIA requesters as customers," said Archive researcher Lauren Harper, "I think easy to find, updated model FOIA regulations are the best way for agencies to demonstrate they truly value their customer service, and the spirit of the FOIA."

This time with a stuffed-shirt, pompous type who does an exceedingly poor job of concealing that his is the voice of GCHQ. How many documents do you have? Who else has them? How are they protected? Don't you think that you should give them back to NSA? What makes you think you are qualified to make decisions about what to publish? Haven't you endangered the security of millions of people with your sensational, advocacy journalism. Don't you know that Bob Woodward has severely criticized the way you have handled this?   Greenwald, of course, makes mincemeat of the latest BBC talking head to tackle him without knowing the subject matter and always turns the questions back onto the real story: that government agencies have created an Orwellian surveillance state, that goverrnent can't be trusted to operate in secrecy. Greenwald so thoroughly danced on the fellow's brain that he probably missed that Greenwald had not only demonstrated that the guy was a government stooge but then told him flat out that he was.   When the guy tried the old shouting match trick, Greenwald calmly informed him that if he wanted to filibuster that Greenwald would hang up and let him filibuster to his heart's content but that if he wanted to conduct an interview he would darned well allow Greenwald to answer the questions before changing the subject. All in all, a masterful performance by a U.S. constitutional lawyer, uncowed by the interviewer's highbrow received pronunciation.   • The White House and State Department signed off on surveillance targeting phone conversations of friendly foreign leaders, current and former U.S. intelligence officials said Monday, pushing back against assertions that President Obama and his aides were unaware of the high-level eavesdropping. Professional staff members at the National Security Agency and other U.S. intelligence agencies are angry, these officials say, believing the president has cast them adrift as he tries to distance himself from the disclosures by former NSA contractor Edward Snowden that have strained ties with close allies. The resistance emerged as the White House said it would curtail foreign intelligence collection in some cases and two senior U.S. senators called for investigations of the practice. France, Germany, Italy, Mexico and Sweden have all publicly complained about the NSA surveillance operations, which reportedly captured private cellphone conversations by German Chancellor Angela Merkel, among other foreign leaders.

"With respect to NSA collection of intelligence on leaders of U.S. allies — including France, Spain, Mexico and Germany — let me state unequivocally: I am totally opposed," said Sen. Dianne Feinstein (D-Calif.), who chairs the Senate Intelligence Committee. "Unless the United States is engaged in hostilities against a country or there is an emergency need for this type of surveillance, I do not believe the United States should be collecting phone calls or emails of friendly presidents and prime ministers," she said in a statement. Feinstein said the Intelligence Committee had not been told of "certain surveillance activities" for more than a decade, and she said she would initiate a major review of the NSA operation. She added that the White House had informed her that "collection on our allies will not continue," although other officials said most U.S. surveillance overseas would not be affected. Sen. John McCain (R-Ariz.), ranking minority member of the Armed Services Committee, said Congress should consider creating a special select committee to examine U.S. eavesdropping on foreign leaders.

And McCain says we need a select Congressional committee to look into what the president knew and when he knew it. That's an implicit slam of the Feinstein-led Senate Select Committee on Intelligence's oversight of the intelligence agencies and a signal that there is a scandal lurking here. More importantly, a new select committee would not have the same membership as the existing Intelligence Community, which has largely functioned as a rubber stamp for what the intelligence agencies want. We have been down this road before, in the mid-70s, when the Defense Dept. intelligence agencies were caught spying on Americans, leading to the Select Committee investigation headed by former Sen. Frank Church and to the initial passage of the Foreign Intelligence Surveillance Act, among other legislation delivering a strong message to the intelligence agencies that what happens within the U.S. is off-limits to them. But that was a lesson forgotten as new technology came along for NSA to play with. If Obama is smart, he will promptly respond to the LA Times article with a clarification that top members of his staff knew and the previous statement dealt only with his personal knowledge. But the Obama Administration has overwhelmingly demonstrated an inability to head off scandals and a big tendency to cover-up rather than get out in front of story, particularly in matters involving the NSA. So we may see a major scandal emerge from this already enormous scandal that is laid directly at Barack Obama's feet, a cover-up scandal.   Who knew what when, where, why, and how?   • A federal judge in Washington ruled on Monday that the bulk collection of Americans’ telephone records by the National Security Agency is likely to violate the US constitution, in the most significant legal setback for the agency since the publication of the first surveillance disclosures by the whistleblower Edward Snowden. Judge Richard Leon declared that the mass collection of metadata probably violates the fourth amendment, which prohibits unreasonable searches and seizures, and was "almost Orwellian" in its scope. In a judgment replete with literary swipes against the NSA, he said James Madison, the architect of the US constitution, would be "aghast" at the scope of the agency’s collection of Americans' communications data. The ruling, by the US district court for the District of Columbia, is a blow to the Obama administration, and sets up a legal battle that will drag on for months, almost certainly destined to end up in the supreme court. It was welcomed by campaigners pressing to rein in the NSA, and by Snowden, who issued a rare public statement saying it had vindicated his disclosures. It is also likely to influence other legal challenges to the NSA, currently working their way through federal courts.

    This is the case I thought was the weakest because of poor drafting in the complaint. The judge noted those issues in dismissing the plaintiffs' claims under the Administrative Procedures Act, but picked his way through what remained to find sufficient allegations to support the 4th Amendment challenge. Because he ruled for the plaintiffs on the 4th Amendment count, the judge did not reach the plaintiffs' arguments under the First and Fifth Amendments. This case is about cellphone call metadata, which the FISA Court has been ordering cell phone companies to provide every day, with the orders updated every 90 days. The judge's 68-page opinion is at https://ecf.dcd.uscourts.gov/cgi-bin/show_public_doc?2013cv0881-40 (cleaner copy than the Guardian's, which was apparently faxed). Notably, the judge, Richard Leon, is a Bush II appointee and one of the plaintiffs is a prominent conservative civil libertarian lawyer. The other plaintiff is the father of an NSA cryptologist who worked closely with SEAL Team 6 and was killed along with members of that team when their helicopter crashed in Afghanistan. In ruling on the plaintiffs' standing to raise the 4th Amendment claim, Judge Leon postulated two possible search issues: [i] the bulk daily collection of metadata and its retention in the database for five years; and [ii] the analysis of that data through the NSA's querying process. The judge had no difficulty with the first issue; it definitely qualifies as a search. But the judge rejected the plaintiffs' argument on the second type (which was lame), demonstrating that at least one federal judge understands how computers work. The government's filings indicated that a "seed" telephone number or other identifier is used as the query string. Judge Leon figured out for himself from this fact that the NSA of necessity had to compare that number or identifier to every number or identifier in its database looking for a match. The judge concluded that the plaintiffs' metadata --- indeed everyone's metadata --- had to be searched for comparison purposes *every* time the NSA analysts ran any query against the database. See his incisive discussion at pp. 39-41. So having established that two searches were involved, one every time the NSA queried the database, the judge moved on to the next question, whether "the plaintiffs had a reasonable expectation of privacy that is violated when the Government indiscriminately collects their telephony metadata along with the metadata of hundreds of millions of other citizens without any particularized suspicion of wrongdoing, retains that metadata for five years, and then queries, analyzes, and investigates that data without prior judicial approval of the investigative targets." pg. 43.   • In the eastern Ukrainian city of Donetsk, a group of activists have declared their region independent from Kiev. This comes after protesters stormed a local government building last night. Mass demonstrations against the country's new leadership started peacefully on Sunday, but the situation quickly escalated. Pro-Russian protesters in Donetsk have seized the local power building, including the headquarters of the Security Service of Ukraine and proclaimed the creation of a People’s Republic of Donetsk. Ukraine’s police and security services have not interfered, although officials in Kiev are threatening punishment for the rioters.
  • Today at 12:20 local time, a session of the people's Council of Donbass (Donetsk region) took place in the main hall of the Regional Council and unanimously voted on a declaration to form a new independent state: the People’s Republic of Donetsk. The Council proclaimed itself the only legitimate body in the region until the regions in southeast Ukraine conduct a general referendum, set to take place no later than May 11. “The Donetsk Republic is to be created within the administrative borders of the Donetsk region. This decision will come into effect after the referendum,” the statement said. The Council in Donetsk issued an address to Russian President Vladimir Putin, asking for deployment of a temporary peacekeeping force to the region.

  • It is alleged that some of the bail money that released Sturgis and the other Watergate burglars was drug money from the CIA asset turned drug trafficker, Manuel Artime, and delivered by Artime’s money-launderer, Ramón Milián Rodríguez. After the Iran-Contra scandal went public, Milián Rodríguez was investigated by a congressional committee – not for Watergate, but because, in support of the Contras, he had managed two Costa Rican seafood companies, Frigorificos and Ocean Hunter, that laundered drug money.6

It included not just banks and other financial institutions but also the oil majors whose cartel arrangements were successfully defended against the U.S. Government by the Wall Street law firm Sullivan and Cromwell, home to the Dulles brothers. The inclusion of Wall Street conforms with Franklin Roosevelt’s observation in 1933 to his friend Col. E.M. House that “The real truth … is, as you and I know, that a financial element in the larger centers has owned the Government ever since the days of Andrew Jackson.”18 FDR’s insight is well illustrated by the efficiency with which a group of Wall Street bankers (including Nelson Rockefeller’s grandfather Nelson Aldrich) were able in a highly secret meeting in 1910 to establish the Federal Reserve System – a system which in effect reserved oversight of the nation’s currency supply and of all America’s banks in the not impartial hands of its largest.19 The political clout of the quasi-governmental Federal Reserve Board was clearly demonstrated in 2008, when Fed leadership secured instant support from two successive administrations for public money to rescue the reckless management of Wall Street banks: banks Too Big To Fail, and of course far Too Big To Jail, but not Too Big To Bail.20

The CIA’s first covert operation was the use of “over $10 million in captured Axis funds to influence the [Italian] election [of 1948].”25 (The fundraising had begun at the wealthy Brook Club in New York; but Allen Dulles, then still a Wall Street lawyer, persuaded Washington, which at first had preferred a private funding campaign, to authorize the operation through the National Security Council and the CIA.)26 Dulles, together with George Kennan and James Forrestal, then found a way to provide a legal source for off-the-books CIA funding, under the cover of the Marshall Plan. The three men “helped devise a secret codicil [to the Marshall Plan] that gave the CIA the capability to conduct political warfare. It let the agency skim millions of dollars from the plan.”27

The fact of the matter is that most of these politicians are highly insular and nationalistic and because the political organization of the world has under such influence been so backward, business people who have had to cope realistically with international problems have had to find ways for getting through and around stupid political barriers.21
  • In the 1960s and especially the 1970s America began to import more and more oil from the Middle East. But the negative effect on the U.S. balance of payments was offset by increasing arms and aviation sales to Iran and Saudi Arabia. Contracts with companies like Northrop and especially Lockheed (the builder of the CIA’s U-2) included kickbacks to arms brokers, like Kodama Yoshio in Japan and Adnan Khashoggi in Saudi Arabia, who were also important CIA agents. Lockheed alone later admitted to the Church Committee that it had provided $106 million in commissions to Khashoggi between 1970 and 1975, more than ten times what it had paid to the next most important connection, Kodama.31 These funds were then used by Khashoggi and Kodama to purchase pro-Western influence. But Khashoggi, advised by a team of ex-CIA Americans like Miles Copeland and Edward Moss, distributed cash, and sometimes provided women, not just in Saudi Arabia but around the world – including cash to congressmen and President Nixon in the United States.32 Khashoggi in effect served as a “cutout,” or representative, in a number of operations forbidden to the CIA and the companies he worked with. Lockheed, for one, was conspicuously absent from the list of military contractors who contributed illicitly to Nixon’s 1972 election campaign. But there was no law prohibiting, and nothing else to prevent their official representative, Khashoggi, from cycling $200 million through the bank of Nixon’s friend Bebe Rebozo.33
  • The most dramatic use of off-the-books drug profits to finance foreign armies was seen in the 1960s CIA-led campaign in Laos. There the CIA supplied airstrips and planes to support a 30,000-man drug-financed Hmong army. At one point Laotian CIA station chief Theodore Shackley even called in CIA aircraft in support of a ground battle to seize a huge opium caravan on behalf of the larger Royal Laotian Army.30

The two firms were SEA Supply Inc. in Bangkok and CAT Inc. (later Air America) in Taiwan. Significantly, the CIA split ownership of CAT Inc.’s plane with KMT bankers in Taiwan – this allowed the CIA to deny responsibility for the flights when CAT planes, having delivered arms from Sea Supply to the opium-growing army, then returned to Taiwan with opium for the KMT. Even after the CIA officially severed its connection to the KMT Army in 1953, its proprietary firm Sea Supply Inc. supplied arms for a CIA-led paramilitary force, PARU, that also was financed, at least in part, by the drug traffic.28 Profits from Thailand filtered back, in part through the same Paul Helliwell, as donations to members from both parties in Congress. Thai dictator Phao Sriyanon, a drug trafficker who was then alleged to be the richest man in the world, hired lawyer Paul Helliwell…as a lobbyist in addition to [former OSS chief William] Donovan [who in 1953-55 was US Ambassador to Thailand]. Donovan and Helliwell divided the Congress between them, with Donovan assuming responsibility for the Republicans and Helliwell taking the Democrats.29
  • The power exerted by Khashoggi was not limited to his access to funds and women. By the 1970s, Khashoggi and his aide Edward Moss owned the elite Safari Club in Kenya.34 The exclusive club became the first venue for another and more important Safari Club: an alliance between Saudi and other intelligence agencies that wished to compensate for the CIA’s retrenchment in the wake of President Carter’s election and Senator Church’s post-Watergate reforms.35
  • As former Saudi intelligence chief Prince Turki bin Faisal once told Georgetown University alumni, In 1976, after the Watergate matters took place here, your intelligence community was literally tied up by Congress. It could not do anything. It could not send spies, it could not write reports, and it could not pay money. In order to compensate for that, a group of countries got together in the hope of fighting Communism and established what was called the Safari Club. The Safari Club included France, Egypt, Saudi Arabia, Morocco, and Iran.36 Prince Turki’s candid remarks– “your intelligence community was literally tied up by Congress. …. In order to compensate for that, a group of countries got together … and established what was called the Safari Club.” – made it clear that the Safari Club, operating at the level of the deep state, was expressly created to overcome restraints established by political decisions of the public state in Washington (decisions not only of Congress but also of President Carter).
  • Specifically Khashoggi’s activities involving corruption by sex and money, after they too were somewhat curtailed by Senator Church’s post-Watergate reforms, appear to have been taken up quickly by the Bank of Credit and Commerce International (BCCI), a Muslim-owned bank where Khashoggi’s friend and business partner Kamal Adham, the Saudi intelligence chief and a principal Safari Club member, was a part-owner.37 In the 1980s BCCI, and its allied shipping empire owned by the Pakistani Gokal brothers, supplied financing and infrastructure for the CIA’s (and Saudi Arabia’s) biggest covert operation of the decade, support for the Afghan mujahedin. To quote from a British book excerpted in the Senate BCCI Report: “BCCI’s role in assisting the U.S. to fund the Mujaheddin guerrillas fighting the Soviet occupation is drawing increasing attention. The bank’s role began to surface in the mid-1980′s when stories appeared in the New York Times showing how American security operatives used Oman as a staging post for Arab funds. This was confirmed in the Wall Street Journal of 23 October 1991 which quotes a member of the late General Zia’s cabinet as saying ‘It was Arab money that was pouring through BCCI.’ The Bank which carried the money on from Oman to Pakistan and into Afghanistan was National Bank of Oman, where BCCI owned 29%.”38
  • In 1981 Vice-president Bush and Saudi Prince Bandar, working together, won congressional approval for massive new arms sales of AWACS (airborne warning and control system) aircraft to Saudi Arabia. In the $5.5 billion package, only ten percent covered the cost of the planes. Most of the rest was an initial installment on what was ultimately a $200 billion program for military infrastructure through Saudi Arabia.41 It also supplied a slush fund for secret ops, one administered for over a decade in Washington by Prince Bandar, after he became the Saudi Ambassador (and a close friend of the Bush family, nicknamed “Bandar Bush”). In the words of researcher Scott Armstrong, the fund was “the ultimate government-off-the-books.” Not long after the AWACS sale was approved, Prince Bandar thanked the Reagan administration for the vote by honoring a request by William Casey that he deposit $10 million in a Vatican bank to be used in a campaign against the Italian Communist Party. Implicit in the AWACS deal was a pledge by the Saudis to fund anticommunist guerrilla groups in Afghanistan, Angola, and elsewhere that were supported by the Reagan Administration.42 The Vatican contribution, “for the CIA’s long-time clients, the Christian Democratic Party,” of course continued a CIA tradition dating back to 1948.
  • The activities of the Safari Club were exposed after Iranians in 1979 seized the records of the US Embassy in Tehran. But BCCI support for covert CIA operations, including Iran-Contra, continued until BCCI’s criminality was exposed at the end of the decade. Meanwhile, with the election of Ronald Reagan in 1980, Washington resumed off-budget funding for CIA covert operations under cover of arms contracts to Saudi Arabia. But this was no longer achieved through kickbacks to CIA assets like Khashoggi, after Congress in 1977 made it illegal for American corporations to make payments to foreign officials. Instead arrangements were made for payments to be returned, through either informal agreements or secret codicils in the contracts, by the Saudi Arabian government itself. Two successive arms deals, the AWACS deal of 1981 and the al-Yamamah deal of 1985, considerably escalated the amount of available slush funds.
  • It is reported in two books that the BCCI money flow through the Bank of Oman was handled in part by the international financier Bruce Rappaport, who for a decade, like Khashoggi, kept a former CIA officer on his staff.39 Rappaport’s partner in his Inter Maritime Bank, which interlocked with BCCI, was E.P. Barry, who earlier had been a partner in the Florida money-laundering banks of Paul Helliwell.40
  • After a second proposed major U.S. arms sale met enhanced opposition in Congress in 1985 from the Israeli lobby, Saudi Arabia negotiated instead a multi-billion pound long-term contract with the United Kingdom – the so-called al-Yamamah deal. Once again overpayments for the purchased weapons were siphoned off into a huge slush fund for political payoffs, including “hundreds of millions of pounds to the ex-Saudi ambassador to the US, Prince Bandar bin Sultan.”43 According to Robert Lacey, the payments to Prince Bandar were said to total one billion pounds over more than a decade.44 The money went through a Saudi Embassy account in the Riggs Bank, Washington; according to Trento, the Embassy’s use of the Riggs Bank dated back to the mid-1970s, when, in his words, “the Saudi royal family had taken over intelligence financing for the United States.”45 More accurately, the financing was not for the United States, but for the American deep state.
  • This leads me to the most original and important thing I have to say. I believe that these secret funds from BCCI and Saudi arms deals – first Khashoggi’s from Lockheed and then Prince Bandar’s from the AWACS and al-Yamamah deals – are the common denominator in all of the major structural deep events (SDEs) that have afflicted America since the supranational Safari Club was created in l976. I am referring specifically to 1) the covert US intervention in Afghanistan (which started about 1978 as a Safari Club intervention, more than a year before the Russian invasion), 2) the 1980 October Surprise, which together with an increase in Saudi oil prices helped assure Reagan’s election and thus give us the Reagan Revolution, 3) Iran-Contra in 1984-86, 4) and – last but by no means least – 9/11. That is why I believe it is important to analyze these events at the level of the supranational deep state. Let me just cite a few details.
  • 1) the 1980 October Surprise. According to Robert Parry, Alexandre de Marenches, the principal founder of the Safari Club, arranged for William Casey (a fellow Knight of Malta) to meet with Iranian and Israeli representatives in Paris in July and October 1980, where Casey promised delivery to Iran of needed U.S. armaments, in exchange for a delay in the return of the U.S. hostages in Iran until Reagan was in power. Parry suspects a role of BCCI in both the funding of payoffs for the secret deal and the subsequent flow of Israeli armaments to Iran.46 In addition, John Cooley considers de Marenches to be “the Safari Club player who probably did most to draw the US into the Afghan adventure.”47 2) the Iran-Contra scandal (including the funding of the Contras, the illegal Iran arms sales, and support for the Afghan mujahideen There were two stages to Iran-Contra. For twelve months in 1984-85, after meeting with Casey, King Fahd of Saudi Arabia, in the spirit of the AWACS deal, supported the Nicaraguan Contras via Prince Bandar through a BCCI bank account in Miami. But in April 1985, after the second proposed arms sale fell through, McFarlane, fearing AIPAC opposition, terminated this direct Saudi role. Then Khashoggi, with the help of Miles Copeland, devised a new scheme in which Iranian arms sales involving Israel would fund the contras. The first stage of Iran-Contra was handled by Prince Bandar through a BCCI account in Miami; the second channel was handled by Khashoggi through a different BCCI account in Montecarlo. The Kerry-Brown Senate Report on BCCI also transmitted allegations from a Palestinian-American businessman, Sam Bamieh, that Khashoggi’s funds from BCCI for arms sales to Iran came ultimately from King Fahd of Saudi Arabia, who “was hoping to gain favor with Ayatollah Ruhollah Khomeini.”48
  • 3) 9/11 When the two previously noted alleged hijackers or designated culprits, al-Mihdhar and al-Hazmi, arrived in San Diego, a Saudi named Omar al-Bayoumi both housed them and opened bank accounts for them. Soon afterwards Bayoumi’s wife began receiving monthly payments from a Riggs bank account held by Prince Bandar’s wife, Princess Haifa bint Faisal.49 In addition, Princess Haifa sent regular monthly payments of between $2,000 and $3,500 to the wife of Osama Basnan, believed by various investigators to be a spy for the Saudi government. In all, “between 1998 and 2002, up to US $73,000 in cashier cheques was funneled by Bandar’s wife Haifa … – to two Californian families known to have bankrolled al-Midhar and al-Hazmi.”50 Although these sums in themselves are not large, they may have been part of a more general pattern. Author Paul Sperry claims there was possible Saudi government contact with at least four other of the alleged hijackers in Virginia and Florida. For example, “9/11 ringleader Mohamed Atta and other hijackers visited s home owned by Esam Ghazzawi, a Saudi adviser to the nephew of King Fahd.”51
  • But it is wrong to think of Bandar’s accounts in the Riggs Bank as uniquely Saudi. Recall that Prince Bandar’s payments were said to have included “a suitcase containing more than $10 million” that went to a Vatican priest for the CIA’s long-time clients, the Christian Democratic Party.52 In 2004, the Wall Street Journal reported that the Riggs Bank, which was by then under investigation by the Justice Department for money laundering, “has had a longstanding relationship with the Central Intelligence Agency, according to people familiar with Riggs operations and U.S. government officials.”53 Meanwhile President Obiang of Equatorial Guinea “siphoned millions from his country’s treasury with the help of Riggs Bank in Washington, D.C.”54 For this a Riggs account executive, Simon Kareri, was indicted. But Obiang enjoyed State Department approval for a contract with the private U.S. military firm M.P.R.I., with an eye to defending offshore oil platforms owned by ExxonMobil, Marathon, and Hess.55 Behind the CIA relationship with the Riggs Bank was the role played by the bank’s overseas clients in protecting U.S. investments, and particularly (in the case of Saudi Arabia and Equatorial Guinea), the nation’s biggest oil companies.
  • The issue of Saudi Embassy funding of at least two (and possibly more) of the alleged 9/11 hijackers (or designated culprits) is so sensitive that, in the 800-page Joint Congressional Inquiry Report on 9/11, the entire 28-page section dealing with Saudi financing was very heavily redacted.56 A similar censorship occurred with the 9/11 Commission Report: According to Philip Shenon, several staff members felt strongly that they had demonstrated a close Saudi government connection to the hijackers, but a senior staff member purged almost all of the most serious allegations against the Saudi government, and moved the explosive supporting evidence to the report’s footnotes.57 It is probable that this cover-up was not designed for the protection of the Saudi government itself, so much as of the supranational deep state connection described in this essay, a milieu where American, Saudi, and Israeli elements all interact covertly. One sign of this is that Prince Bandar himself, sensitive to the anti-Saudi sentiment that 9/11 caused, has been among those calling for the U.S. government to make the redacted 28 pages public.58
  • This limited exposure of the nefarious use of funds generated from Saudi arms contracts has not created a desire in Washington to limit these contracts. On the contrary, in 2010, the second year of the Obama administration, The Defense Department … notified Congress that it wants to sell $60 billion worth of advanced aircraft and weapons to Saudi Arabia. The proposed sale, which includes helicopters, fighter jets, radar equipment and satellite-guided bombs, would be the largest arms deal to another country in U.S. history if the sale goes through and all purchases are made.59 The sale did go through; only a few congressmen objected.60 The deep state, it would appear, is alive and well, and impervious to exposures of it. It is clear that for some decades the bottom-upwards processes of democracy have been increasingly supplanted by the top-downwards processes of the deep state.
  • But the deeper strain in history, I would like to believe, is in the opposite direction: the ultimate diminution of violent top-down forces by the bottom-up forces of an increasingly integrated civil society.61 In the last months we have had Wikileaks, then Edward Snowden, and now the fight between the CIA and its long-time champion in Congress, Dianne Feinstein. It may be time to see a systemic correction, much as we did after Daniel Ellsberg’s release of the Pentagon Papers, which was followed by Watergate and the Church Committee reforms. I believe that to achieve this correction there must be a better understanding of deep events and of the deep state. Ultimately, however, whether we see a correction or not will depend, at least in part, on how much people care.

  • Russia issued a blunt warning Wednesday it would respond if its interests are attacked in Ukraine, as pro-Kremlin rebels in the restive east of the country braced for a new military offensive by Kiev. The threat by Russian Foreign Minister Sergei Lavrov, recalling the 2008 war with Georgia over South Ossetia, came as US troops were headed to region in a show of force after Washington again warned Moscow of new sanctions over the escalating crisis. “If we are attacked, we would certainly respond,” Lavrov told state-controlled RT television. “If our interests, our legitimate interests, the interests of Russians have been attacked directly, like they were in South Ossetia for example, I do not see any other way but to respond in accordance with international law.” He did not elaborate, but the reference to South Ossetia strongly hinted at the possibility of military action
  • The United States, meanwhile, said it plans to deploy 600 troops to Poland and the Baltic states starting Wednesday to “reassure our allies and partners”. Ukraine’s acting president Oleksandr Turchynov late Tuesday ordered a new “anti-terrorist” operation against separatists holding a string of eastern towns after the discovery of two “brutally tortured” bodies. One of the dead was a local politician from Turchynov’s party who was kidnapped nearly a week ago, the leader said, blaming his death on the rebels. Kiev’s offensive threatens to sound the final death knell for an already tattered agreement struck last week in Geneva between Ukraine, Russia and the West to ease the crisis, which some fear could tip the country into civil war.
  • “Security agencies are working to liquidate all the groups currently operating in Kramatorsk, Slavyansk and the other towns in the Donetsk and Lugansk regions,” said Deputy Prime Minister Vitaly Yarema, according to the Interfax Ukraine news agency. Lavrov charged that the timing of the renewed offensive during US Vice President Joe Biden’s visit to Kiev on Tuesday demonstrated that “the Americans are running the show”.

Turkey Cooks the Books in Syria | The American Conservative - 0 views

  • If you had been a reader of The American Conservative magazine back in December 2011, you might have learned from an article written by me that “Unmarked NATO warplanes are arriving at Turkish military bases close to Iskenderum on the Syrian border, delivering weapons [to the Free Syrian Army] derived from Colonel Muammar Gaddafi’s arsenals…” Well, it seems that the rest of the media is beginning to catch up with the old news, supplemented with significant details by Sy Hersh in the latest issue of the London Review of Books in an article entitled “The Red Line and the Rat Line.” The reality is that numerous former intelligence officials, like myself, have long known most of the story surrounding the on-again off-again intervention by the United States and others in Syria, but what was needed was a Sy Hersh, with his unmatched range of contacts deep in both the Pentagon as well as at CIA and State Department, to stitch it all together with corroboration from multiple sources. In a sense it was a secret that wasn’t really very well hidden but which the mainstream media wouldn’t touch with a barge pole because it revealed that the Obama Administration, just like the Bushies who preceded it, has been actively though clandestinely conspiring to overthrow yet another government in the Middle East. One might well conclude that the White House is like the Bourbon Kings of France in that it never forgets anything but never learns anything either.
  • The few media outlets that are willing to pick up the Syria story even now are gingerly treating it as something new, jumping in based on their own editorial biases, sometimes emphasizing the CIA and MI6 role in cooperating with the Turks to undermine Bashar al-Assad. But Hersh’s tale is only surprising if one had not been reading between the lines over the past three years, where the clandestine role of the British and American governments was evident and frequently reported on over the internet and, most particularly, in the local media in the Middle East. Far from being either rogue or deliberately deceptive, operations by the U.S. and UK intelligence services, the so-called “ratlines” feeding weapons into Syria, were fully vetted and approved by both the White House and Number 10 Downing Street. The more recent exposure of the Benghazi CIA base’s possible involvement in obtaining Libyan arms as part of the process of equipping the Syrian insurgents almost blew the lid off of the arrangement but somehow the media attention was diverted by a partisan attack on the Obama Administration over who said what and when to explain the security breakdown and the real story sank out of sight.
  • So this is what happened, roughly speaking: the United States had been seeking the ouster of President Bashar al-Assad of Syria since at least 2003, joining with Saudi Arabia, which had been funding efforts to destabilize his regime even earlier. Why? Because from the Saudi viewpoint Syria was an ally of Iran and was also a heretical state led by a secular government dominated by Alawite Muslims, viewed as being uncomfortably close to Shi’ites in their apostasy. From the U.S. viewpoint, the ties to Iran and reports of Syrian interference in Lebanon were a sufficient casus belli coupled with a geostrategic assessment shared with the Saudis that Syria served as the essential land bridge connecting Hezbollah in Lebanon to Iran. The subsequent Congressional Syria Accountability Acts of 2004 and 2010, like similar legislation directed against Iran, have resulted in little accountability and have instead stifled diplomacy. They punished Syria with sanctions for supporting Hezbollah in Lebanon and for its links to Tehran, making any possible improvement in relations problematical. The 2010 Act even calls for steps to bring about regime change in Damascus. The United States also engaged in a program eerily reminiscent of its recent moves to destabilize the government in Ukraine, i.e., sending in ambassadors and charges who deliberately provoked the Syrian government by meeting with opposition leaders and openly making demands for greater democracy. The last U.S. Ambassador to Syria Robert Ford spoke openly in support of the protesters while serving in Damascus in 2010. On one occasion he was pelted with tomatoes and was eventually removed over safety concerns.

  • Lost in translation is the fact that Washington’s growing support for radical insurgency in Syria would also inevitably destabilize all its neighbors, most notably including Iraq, which has indeed been the case, making a shambles of U.S. claims that it was seeking to introduce stable democracies into the region. Some also saw irony in the fact that a few years before Washington decided al-Assad was an enemy it had been sending victims of the CIA’s rendition program to Syria, suggesting that at least some short-term and long-term strategies were on a collision course from the start, if indeed the advocates of the two policies were actually communicating with each other at all. Prime Minister Recep Tayyip Erdogan of Turkey, whose country shared a long border with Syria and who had legitimate security concerns relating to Kurdish separatists operating out of the border region, became the proxy in the secret war for Washington and its principal European allies, the British and French. When the U.S.-Saudi supported insurgency began to heat up and turn violent, Turkey became the key front line state in pushing for aggressive action against Damascus. Erdogan miscalculated, thinking that al-Assad was on his last legs, needing only a push to force him out, and Ankara saw itself as ultimately benefiting from a weak Syria with a Turkish-controlled buffer zone along the border to keep the Kurds in check.
  • Hersh reports how President Barack Obama had to back down from attacking Syria when the Anglo-American intelligence community informed him flatly and unambiguously that Damascus was not responsible for the poison gas attack that took place in Damascus on August 21, 2013 that was being exploited as a casus belli. The information supporting that assertion was known to many like myself who move around the fringes of the intelligence community, but the real revelation from Hersh is the depth of Turkish involvement in the incident in order to have the atrocity be exploitable as a pretext for American armed intervention, which, at that point, Erdogan strongly desired. As the use of weapons of mass destruction against civilians was one of the red lines that Obama had foolishly promoted regarding Syria Erdogan was eager to deliver just that to force the U.S.’s hand. Relying on unidentified senior U.S. intelligence sources, Hersh demonstrates how Turkey’s own preferred militant group Jabhat al-Nusra, which is generally regarded as an al-Qaeda affiliate, apparently used Turkish-provided chemicals and instructions to stage the attack.
  • Is it all true? Unless one has access to the same raw information as Sy Hersh it is difficult to say with any certainty, but I believe I know who some of the sources are and they both have good access to intelligence and are reliable. Plus, the whole narrative has an undeniable plausibility, particularly if one also considers other evidence of Erdogan’s willingness to take large risks coupled with a more general Turkish underhandedness relating to Syria. On March 23rd, one week before local elections in Turkey that Erdogan feared would go badly for him, a Turkish air force F-16 shot down a Syrian Mig-23, claiming that it had strayed half a mile into Turkish airspace. The pilot who bailed out, claimed that he was attacking insurgent targets at least four miles inside the border when he was shot down, an assertion borne out by physical evidence as the plane’s remains landed inside Syria. Was Erdogan demonstrating how tough he could be just before elections? Possibly.
  • Critics of Hersh claim that the Turks would be incapable of carrying out such a grand subterfuge, but I would argue that putting together some technicians, chemicals, and a couple of trucks to carry the load are well within the capability of MIT, an organization that I have worked with and whose abilities I respect. And one must regard with dismay the “tangled webs we weave,” with due credit to Bobby Burns, for what has subsequently evolved in Syria. Allies like Turkey that are willing to cook the books to bring about military action are exploiting the uncertainty of a White House that continues to search for foreign policy successes while simultaneously being unable to define any genuine American interests. Syria is far from an innocent in the ensuing mayhem, but it has become the fall guy for a whole series of failed policies. Turkey meanwhile has exploited the confusion to clamp down on dissent and to institutionalize Erdogan’s authoritarian inclinations. Ten years of American-licensed meddling combined with obliviousness to possible consequences has led to in excess of 100,000 dead Syrians and the introduction of large terrorist infrastructures into the Arab heartland, yet another foreign policy disaster in the making with no clear way out.

Espionage Act Case Was "Overcharged," Defense Says | Federation Of American Scientists - 0 views

  • In 2012, former Navy linguist James F. Hitselberger was indicted on two felony counts under the Espionage Act statutes after several classified documents were found in his possession. In 2013, a superseding indictment charged him with another four felony counts. But in the end, Mr. Hitselberger pleaded guilty this year to a single misdemeanor charge of removing classified documents without authorization. Now both the defense and the prosecution are endorsing Hitselberger’s request that any jail penalty be limited to the time he has already served, including two months in DC jail and eight months of home confinement. The sentencing hearing is scheduled for July 17. Despite the stark disparity between the multiple felony counts with which Hitselberger was charged, and the single misdemeanor of which he was convicted, the prosecution said that it had no second thoughts about the way the matter was handled.
  • “It is important to note that the government’s case against Mr. Hitselberger did not collapse,” prosecutors said in a June 27 sentencing memorandum. To the contrary, prosecutors wrote, “in several ways, the government’s case became stronger than what it had been when the charges were first obtained.” Defense attorneys disputed that assertion and said the government had overreached. “At a minimum, the evidence demonstrates that the government significantly overcharged the case, and the guilty plea to a misdemeanor not only was the appropriate result, but also demonstrates how the offense should have been charged from the beginning,” the defense wrote in a June 27 reply. This recurring pattern may indicate that overcharging is a standard prosecutorial approach to such cases, or that the judicial process is effectively winnowing out excessive felony charges, or perhaps both.

  • The fact that the Obama administration is preparing to overhaul its approach and vet, train and equip the so-called moderate Syrian rebels attests to its lack of confidence in the only opposition fighters it has backed so far: the loosely organized Free Syrian Army, more a shifting franchise operation than a unified fighting force with a coherent central command.Analysts doubt that the White House's initial pledge of about $500 million will be sufficient to train and equip a new army to defeat the Islamists, who are flush with captured weapons and cash from oil smuggling and other illicit enterprises. Moreover, the Syrian rebels say their principal aim is to overthrow not the Islamists but the Syrian government, whose formidable military is backed by Iran and Russia.

    It's becoming more and more clear that the Obama Administration has no realistic plan for military operations in Syria. The only force there with a demonstrated ability to combat ISIL is the government of Syria and Obama will not partner with them because of that government's close ties with Iran Russia and because it is the end point of the planned Iran-Iraq-Syria pipeline.

Freedom Flotilla III heads for Gaza - 0 views

  • The ship Marianne of Gothenburg set sail Monday night on its journey to break the Israeli blockade of the Gaza Strip. It's journey will mark five years since the Israeli navy forcibly boarded the first Freedom Flotilla's ship Mavi Marmara, killing nine Turkish activists. Israel has announced it will not permit unauthorised ships to enter its territorial waters. Marianne will join additional ships to form the Freedom Flotilla III to perform a peaceful, nonviolent action to break the illegal and inhumane blockade of the Gaza Strip. In passing, Marianne will call at European ports for demonstrations and actions against Israel's blockade of Gaza. The ship is bringing a limited cargo of solar panels and medical equipment for the people of Gaza. The group Ship to Gaza stated that “In the blockaded Gaza Strip, where the infrastructure has been demolished, solar cells will thus provide an opportunity to independent local production of clean energy. The sun can not be blockaded.”
  • In addition to a crew of five people, Marianne will have up to eight delegates as passengers in each section of the route. The Freedom Flotilla’s first attempt to break the blockade ended in the deaths of nine Turkish activists after Israeli Navy commandos on May 31, 2010 boarded the Mavi Marmara. The United Nations declared that Israel used excessive force in stopping the ship, and a diplomatic crisis opened between Turkey and Israel which has yet to fully subside. A second attempt was turned back in October 2012. Without relating specifically to the Marianne of Gothenburg, Foreign Ministry spokesman Emmanuel Nachshon told the Jerusalem Post that “if the so-called helpful Gaza flotillas were really interested in the welfare of the population in Gaza, they would send their aid via Israel. The fact that they insist on a flotilla demonstrates this is an unnecessary provocation.” Israel is clearly concerned about the possible ramifications of Freedom Flotilla III, however; the Foreign Ministry has appointed a point-person to coordinate policy on the matter between the foreign ministry, the prime minister’s office, and the defense ministry.
