Israel Spied on Iran Nuclear Talks With U.S. - WSJ - 0 views

  • Soon after the U.S. and other major powers entered negotiations last year to curtail Iran’s nuclear program, senior White House officials learned Israel was spying on the closed-door talks. The spying operation was part of a broader campaign by Israeli Prime Minister Benjamin Netanyahu’s government to penetrate the negotiations and then help build a case against the emerging terms of the deal, current and former U.S. officials said. In addition to eavesdropping, Israel acquired information from confidential U.S. briefings, informants and diplomatic contacts in Europe, the officials said.
  • The espionage didn’t upset the White House as much as Israel’s sharing of inside information with U.S. lawmakers and others to drain support from a high-stakes deal intended to limit Iran’s nuclear program, current and former officials said. “It is one thing for the U.S. and Israel to spy on each other.   • Mr. Netanyahu and Israeli Ambassador Ron Dermer early this year saw a rapidly closing window to increase pressure on Mr. Obama before a key deadline at the end of March, Israeli officials said. Using levers of political influence unique to Israel, Messrs. Netanyahu and Dermer calculated that a lobbying campaign in Congress before an announcement was made would improve the chances of killing or reshaping any deal. They knew the intervention would damage relations with the White House, Israeli officials said, but decided that was an acceptable cost. The campaign may not have worked as well as hoped, Israeli officials now say, because it ended up alienating many congressional Democrats whose support Israel was counting on to block a deal. Obama administration officials, departing from their usual description of the unbreakable bond between the U.S. and Israel, have voiced sharp criticism of Messrs. Netanyahu and Dermer to describe how the relationship has changed.

U.S. officials said Israel has long topped the list of countries that aggressively spy on the U.S., along with China, Russia and France. The U.S. expends more counterintelligence resources fending off Israeli spy operations than any other close ally, U.S. officials said.
  • A senior official in the prime minister’s office said Monday: “These allegations are utterly false. The state of Israel does not conduct espionage against the United States or Israel’s other allies. Americans shouldn’t be surprised, said a person familiar with the Israeli practice, since U.S. intelligence agencies helped the Israelis build a system to listen in on high-level Iranian communications.

Mr. Obama didn’t tell Mr. Netanyahu until September 2013. Mr. Netanyahu and Mr. Dermer went to Congress after seeing they had little influence on the White House. Before the interim deal was made public, Mr. Dermer gave lawmakers Israel’s analysis: The U.S. offer would dramatically undermine economic sanctions on Iran, according to congressional officials who took part. After learning about the briefings, the White House dispatched senior officials to counter Mr. Dermer. The officials told lawmakers that Israel’s analysis exaggerated the sanctions relief by as much as 10 times, meeting participants said.
  • When the next round of negotiations with Iran started in Switzerland last year, U.S. counterintelligence agents told members of the U.S. negotiating team that Israel would likely try to penetrate their communications, a senior Obama administration official said. The U.S. routinely shares information with its European counterparts and others to coordinate negotiating positions. While U.S. intelligence officials believe secured U.S. communications are relatively safe from the Israelis, they say European communications are vulnerable. Mr. Netanyahu and his top advisers received confidential updates on the Geneva talks from Undersecretary of State for Political Affairs Wendy Sherman and other U.S. officials, who knew at the time that Israeli intelligence was working to fill in any gaps. The White House eventually curtailed the briefings, U.S. officials said, withholding sensitive information for fear of leaks. Current and former Israeli officials said their intelligence agencies can get much of the information they seek by targeting Iranians and others in the region who are communicating with countries in the talks. In November, the Israelis learned the contents of a proposed deal offered by the U.S. but ultimately rejected by Iran, U.S. and Israeli officials said. Israeli officials told their U.S. counterparts the terms offered insufficient protections.
  • U.S. officials urged the Israelis to give the negotiations a chance. But Mr. Netanyahu’s top advisers concluded the emerging deal was unacceptable. The White House was making too many concessions, Israeli officials said, while the Iranians were holding firm. Obama administration officials reject that view, saying Israel was making impossible demands that Iran would never accept. “The president has made clear time and again that no deal is better than a bad deal,” a senior administration official said. On Jan. 21, House Speaker John Boehner (R., Ohio) announced Mr. Netanyahu would address a joint meeting of Congress. That same day, Mr. Dermer and other Israeli officials visited Capitol Hill to brief lawmakers and aides, seeking a bipartisan coalition large enough to block or amend any deal. Most Republicans were already prepared to challenge the White House on the negotiations, so Mr. Dermer focused on Democrats. “This deal is bad,” he said in one briefing, according to participants.
  • A spokesman for the Israeli embassy in Washington, Aaron Sagui, said Mr. Dermer didn’t launch a special campaign on Jan 21. Mr. Dermer, the spokesperson said, has “consistently briefed both Republican and Democrats, senators and congressmen, on Israel’s concerns regarding the Iran negotiations for over a year.” Mr. Dermer and other Israeli officials over the following weeks gave lawmakers and their aides information the White House was trying to keep secret, including how the emerging deal could allow Iran to operate around 6,500 centrifuges, devices used to process nuclear material, said congressional officials who attended the briefings. The Israeli officials told lawmakers that Iran would also be permitted to deploy advanced IR-4 centrifuges that could process fuel on a larger scale, meeting participants and administration officials said. Israeli officials said such fuel, which under the emerging deal would be intended for energy plants, could be used to one day build nuclear bombs. The information in the briefings, Israeli officials said, was widely known among the countries participating in the negotiations. When asked in February during one briefing where Israel got its inside information, the Israeli officials said their sources included the French and British governments, as well as their own intelligence, according to people there.
  • “Ambassador Dermer never shared confidential intelligence information with members of Congress,” Mr. Sagui said. “His briefings did not include specific details from the negotiations, including the length of the agreement or the number of centrifuges Iran would be able to keep.” Current and former U.S. officials confirmed that the number and type of centrifuges cited in the briefings were part of the discussions. But they said the briefings were misleading because Israeli officials didn’t disclose concessions asked of Iran. Those included giving up stockpiles of nuclear material, as well as modifying the advanced centrifuges to slow output, these officials said. The administration didn’t brief lawmakers on the centrifuge numbers and other details at the time because the information was classified and the details were still in flux, current and former U.S. officials said. Unexpected reaction The congressional briefings and Mr. Netanyahu’s decision to address a joint meeting of Congress on the emerging deal sparked a backlash among many Democratic lawmakers, congressional aides said.
  • On Feb. 3, Mr. Dermer huddled with Sen. Joe Manchin, a West Virginia Democrat, who said he told Mr. Dermer it was a breach of protocol for Mr. Netanyahu to accept an invitation from Mr. Boehner without going through the White House. Mr. Manchin said he told Mr. Dermer he would attend the prime minister’s speech to Congress, but he was noncommittal about supporting any move by Congress to block a deal. Mr. Dermer spent the following day doing damage control with Sen. Kirsten Gillibrand, a New York Democrat, congressional aides said. Two days later, Mr. Dermer met with Sen. Dianne Feinstein of California, the top Democrat on the SenateIntelligence Committee, at her Washington, D.C., home. He pressed for her support because he knew that she, too, was angry about Mr. Netanyahu’s planned appearance. Ms. Feinstein said afterward she would oppose legislation allowing Congress to vote down an agreement.
  • Congressional aides and Israeli officials now say Israel’s coalition in Congress is short the votes needed to pass legislation that could overcome a presidential veto, although that could change. In response, Israeli officials said, Mr. Netanyahu was pursuing other ways to pressure the White House. This week, Mr. Netanyahu sent a delegation to France, which has been more closely aligned with Israel on the nuclear talks and which could throw obstacles in Mr. Obama’s way before a deal is signed. The Obama administration, meanwhile, is stepping up its outreach to Paris to blunt the Israeli push. “If you’re wondering whether something serious has shifted here, the answer is yes,” a senior U.S. official said. “These things leave scars.”

What America will offer Israel after the nuclear deal | Jewish Telegraphic Agency - 0 views

  • The moment the Iran nuclear deal becomes law, as seems increasingly likely given growing congressional support for the agreement, the focus of the U.S.-Israel conversation will shift to the question of what’s next. What more will Washington do to mitigate the Iranian threat and reassure Israel and other regional allies? For starters, President Barack Obama seems ready to offer an array of security enhancements. Among them are accelerating and increasing defense assistance to Israel over the next decade; increasing the U.S. military presence in the Middle East; stepping up the enforcement of non-nuclear related Iran sanctions; enhancing U.S. interdiction against disruptive Iranian activity in the region; and increasing cooperation on missile defense.
  • Obama in an interview Monday with the Forward attached urgency to confronting Hezbollah and other Iranian proxies. Speaking of Israel, he said, “We can do even more to enhance the unprecedented military and intelligence cooperation that we have with them, and to see, are there additional capabilities that Israel may be able to use to prevent Hezbollah, for example, from getting missiles.” The emphasis on Hezbollah was appropriate, said Uzi Arad, Netanyahu’s national security adviser from 2009 to 2011. “The president on sensing a degree of urgency with Hezbollah sooner rather than later is absolutely right,” Arad said, noting the group’s role as an Iranian proxy in helping prop up the Assad regime in Syria. “It relates to the need to uproot and to neutralize the violent and anti-American and anti-Israel radical group. It is a matter of urgent joint concern.” Arad outlined a number of areas that would enhance Israel’s sense of security in a post-deal environment, including:
  • Israeli Prime Minister Benjamin Netanyahu, not wanting to be seen as endorsing the deal while there’s still a chance Congress could scuttle it, has directed Israeli officials not to engage with U.S. officials on what could be done after the deal is in place. The Israeli envoy to Washington, Ron Dermer, has said that Israel would be ready for discussions only after options to kill the agreement formally known as the Joint Comprehensive Plan of Action are exhausted.

  • Congress has until Sept. 17 to decide whether to allow the deal to proceed. The American Israel Public Affairs Committee, which is leading the opposition to the deal, argued in a memo distributed Monday that U.S. pledges of post-deal security enhancements are inadequate.

  • Obama touched on many of these issues in a letter he sent to Rep. Jerrold Nadler, D-N.Y., on Aug. 19. “It is imperative that, even as we effectively cut off Iran’s pathways to a nuclear weapon through the implementation of the JCPOA, we take steps to ensure that we and our allies and our partners are more capable than ever to deal with Iran’s destabilizing activities and support for terrorism,” Obama said in the letter, which was first obtained by The New York Times. The president specified four areas where cooperation would be enhanced: extending defense assistance for a decade, joint missile defense research, joint efforts to improve tunnel detection (following the advances made by Hamas in its 2014 war with Israel), and “strengthening our efforts to confront conventional and asymmetric threats.” The letter persuaded Nadler to back the deal and should be a salve to Israeli security officials, said Dan Arbell, a former deputy chief of mission at the U.S. Embassy in Washington.
  • Persian Gulf allies would want the reassurances that Israel is receiving as well as specific assurances of assistance in keeping Iran from meddling in Arab affairs, said Michael Eisenstadt, a longtime officer in the U.S. Army Reserve who served in the Middle East. Even with such assurances, Eisenstadt said, Gulf allies would remain concerned that the deal enhances Iran’s stature. “Weapons are Band-Aids on a hemorrhage,” said Eisenstadt, now a fellow at the Washington Institute for Near East Policy. “From the point of view of our allies in the region, we’ve contributed to a lot of the problem” by advancing the Iran deal.

As Optimism Grows, Possible Iran Deal Gains Key Endorsement « LobeLog - 0 views

  • Optimism that the US and world powers can, after all, strike a nuclear deal with Iran by or shortly after the current November 24 deadline appeared to grow here in Washington substantially this week. Such a deal also gained a critical endorsement, one that should provide a lot of political cover to shaky Democrats, as well as voices in the US Jewish community who, in contrast to the right-wing leadership of AIPAC and other “mainstream” Jewish organizations, have long favored President Obama’s diplomatic efforts. In an interview with the Jerusalem Post, Amb. Stuart Eizenstat, who played a key role in promoting sanctions against Iran under both Jimmy Carter and Bill Clinton and who succeeded Dennis Ross as chairman of the Jerusalem-based Jewish People Policy Institute (JPPI), challenged Israeli Intelligence Minister Yuval Steinitz’s recent claim in a New York Times op-ed that the failure to reach an agreement “can be regarded a qualified success, because it would represent the integrity of an international community adhering to its principles rather than sacrificing the future of global security.”
  • According to Eizenstat, whose experience in Democratic foreign policy circles was described as “vast” by none other than Bill Kristol’s Weekly Standard two years ago: No deal is not a success, because it means an unrestrained use of centrifuges, the Iranian plutonium plant at Arak continuing, no intrusive inspections, no elimination of 20-percent enriched uranium, and less likelihood of eliminating weaponization. …[A deal] would not be a bouquet of roses. It has a lot of thorns in it. But the alternative is nothing but thorns. It would almost force a military reaction, which even under the best circumstances  …would set back Iran two to three years and have ripple effects that would tremendously harm Israel, such as attacks from Hezbollah.
  • Eizenstat’s remarks came during a week in which, according to the Wall Street Journal’s well-connected Jay Solomon, the administration has begun actively promoting a possible nuclear deal with foreign allies, key members of Congress, and former senior foreign policy officials. While administration officials insist that important gaps between Iran and the P5+1 (US, UK, France, Russia, China and Germany) remain on some key issues, it appears that last week’s meetings in Vienna made important progress. The Journal also reported that the two sides may be moving toward a compromise on one key issue that has gained a lot of attention here—the number of centrifuges (around 4,000) that Iran could keep spinning to produce low-enriched uranium under an accord.

  • The fact that the administration is indeed briefing interested parties on the likely parameters of a final accord—and apparently aggressively defending it—indicates a higher degree of confidence that it will get a deal than even ten days ago. Of course, the administration’s hand may have been forced somewhat by the backlash provoked by the very damaging—and, in my view, quite misleading (because the administration has never tried to hide its intentions in this regard)—New York Times article by David Sanger, “Obama Sees an Iran Deal That Could Avoid Congress.”
  • Again, administration officials privately stress that the deal is not yet done, but I think it’s pretty clear from the past week’s developments that the negotiators and the administration believe that one is definitely within reach, and within the next month or soon thereafter. In his interview, Eizenstat, who met with Iranian Foreign Minister Javad Zarif during the UN General Assembly in September and enjoys access to top administration officials as well, said he believed there was a 20-40% chance of reaching a comprehensive deal by Nov. 24, but the Post also noted that “he was certain a deal would be attained before President Obama leaves office in January 2017.”

US, Afghan security deal at risk as Karzai calls for delay in signing | Fox News - 0 views

  • The tentative security deal reached between Secretary of State John Kerry and Afghan President Hamid Karzai could be at risk after Karzai told a gathering of elders that the signing should be put off until after next year's Afghan presidential election -- and signed only if it is approved by the council and the parliament. 
  • A delay in the signing would be problematic for the U.S. government, which wants an agreement as soon as possible to allow American planners to prepare for a military presence after 2014, when the majority of foreign combat forces will have left Afghanistan.  Despite the decision to defer signing the agreement until after the scheduled April 5 election, Karzai spoke in support of the deal on the first day of the meeting of the 2,500-member national consultative council of Afghan elders known as the Loya Jirga Thursday in Kabul.  At one point, Karzai acknowledged there was little trust between his government and Washington. He was quoted by Reuters as saying "My trust with America is not good. I don't trust them and they don't trust me. During the past 10 years I have fought with them and they have made propaganda against me.'' 
  • Karzai did not address one of the biggest points of contention in the proposed deal, the U.S. request for jurisdiction over its own troops. Lack of agreement over that issue helped scuttle a similar agreement with Iraq and prompted Washington to order most troops out of that country in 2011.  The Loya Jirga retains the right to revise or reject any clause of the deal. If the deal is approved by the council, whatever version of the pact that is extant must also be approved by the Afghan parliament.

    Here's hoping that the Jirga or Afghan Parliament will nix the deal as Iraq did, by refusing to grant U.S. troops and contractors immunity from Afghan criminal law. I read the leaked U.S. markup version of the deal two days ago. It would extend the U.S. Afghan War until 2024 or beyond. Kerry and Obama might be upset; both announced that Kerry had signed the deal this morning. According to Kerry, U.S. involvement will gradually wind down to about 15K troops plus who-knows-how-many contractors and subcontractors. Number of U.S. troops in Afghanistan when Obama took office: 26,607. Number of U.S. troops there as of October, 2013: roughly 51,000. Our Nobel Peace Prize Prez who jokes to his staff about how many people he kills. Ha, ha. Funny. Not.  Let's remember that as recently as June, Obama said that the U.S. could have all troops out before the present deal expires in 2014 if there's no new agreement. I can hope.

'Israel will attack Iran if you sign the deal, French MP told Fabius' | The Times of Is... - 0 views

  • French member of parliament telephoned French Foreign Minister Laurent Fabius in Geneva at the weekend to warn him that Prime Minister Benjamin Netanyahu would attack Iran’s nuclear facilities if the P5+1 nations did not stiffen their terms on a deal with Iran, Israel’s Channel 2 News reported Sunday
  • “I know [Netanyahu],” the French MP, Meyer Habib, reportedly told Fabius, and predicted that the Israeli prime minister would resort to the use of force if the deal was approved in its form at the time. “If you don’t toughen your positions, Netanyahu will attack Iran,” the report quoted Habib as saying. “I know this. I know him. You have to toughen your positions in order to prevent war.” France’s Fabius is widely reported to have scuppered the finalizing of the emerging deal late Saturday, leading to the halting of the negotiations with Iran, and an agreement to reconvene on November 20. Explaining his concerns to reporters in Geneva, Fabius said Tehran was resisting demands that it suspend work on its plutonium-producing reactor at Arak and downgrade its stockpile of higher-enriched uranium. Habib, the deputy president of the Jewish umbrella organization in France, was elected to the National Assembly in Paris in June, to represent the district of southern Europe, which includes French nationals residing in Israel.
  • The TV report on Sunday said Jerusalem believed that Netanyahu’s angry public criticism of the emerging deal, and his phone conversations with world leaders — including Presidents Barack Obama, Vladimir Putin, and Francois Hollande, Chancellor Angela Merkel and Prime Minister David Cameron — had played a crucial role in stalling the deal, but that Israel was well aware that an agreement would be reached very soon. Netanyahu himself said Sunday that he was aware of the “strong desire” for a deal on the part of the P5+1 negotiators, and had asked the various leaders in his calls, “What’s the hurry?” The report, quoting sources in Jerusalem, said Netanyahu and ministers close to him were castigating the United States for its “radical eagerness” in seeking a deal, and saying that Washington appeared fearful of confrontation with Iran. “This is no way to run a negotiation,” the sources were quoted as saying. The Americans “are giving up all of their pressure points, and the Iranians recognize the Americans’ weakness.”

  • At Sunday’s cabinet meeting, Netanyahu expressed outrage that under the terms of the emerging deal, “not a single centrifuge would be dismantled, not one.” Israel believes the imminent deal will leave Iran with uranium enrichment capabilities, and thus enable it to become a nuclear breakout state at a time of its choosing. Secretary of State John Kerry hit back at Netanyahu on Sunday, declaring, “I’m not sure that the prime minister, who I have great respect for, knows exactly what the amount or the terms are going to be because we haven’t arrived at them all yet. That’s what we’re negotiating.”

    Let's remember that Netanyahu made identical go-it-alone threats to attack Iran during the run-up to the U.S. 2012 presidential election to bring pressure on Obama to send U.S. military forces in to bomb Iranian nuclear facilities. All the while, the Israeli Defense Force top brass were telling the press that Israel doesn't have the military power to go it alone against Iran. I doubt that Netanyahu's message mattered much to the French. Netanyahu has a credibility problem on that issue. So Netanyahu tried to play the stick role while the House of Saud offered the carrot of weapons purchases from the French and the like. Some stick.

Saudi Prince Threatens 'Military Action Without American Support' Against Iran | MRCTV - 0 views

  • In the first public criticism of the P5+Iran deal by a member of the Saudi Arabian royal family, Prince Bandar bin Sultan told Lebanon’s Daily Star the deal would allow Iran to acquire a nuclear bomb and would “wreak havoc in the region." Covered in The Times of London, the prince also told Daily Star, "Saudi Arabia and the Gulf powers are prepared to take military action without American support after the Iran nuclear deal" Iran and Saudi Arabia are the two leading players in the Sunni/Shia divide and are competing for leadership of the Muslim world. The Sunni Islam Saudi Arabian monarchy fears that the Shia Islam Iranians will employ terrorists in an attempt topple the monarchy and the ruling House of Saud.  Prince Bandar was the Saudi ambassador to Washington for 20 years before returning home to run the country’s intelligence service from 2005-2014. While he is no longer a part of the inner ring of Saudi decision-making, the prince is still a very connected member of the ruling family. The prince would not be conducting interviews without the permission of highest authorities; most likely he was asked to to put himself out there by his uncle King Salman.

Obama on the other hand knew he was making a lousy deal and made it anyway.  Quoted in a Washington Post article which translated part of the Elaph piece: Bandar says [about the North Korean pact], "it turned out that the strategic foreign policy analysis was wrong and there was a major intelligence failure." He added that if Clinton had known the full picture, "I am absolutely confident he would not have made that decision."

  • The sponsors of the latest Kirk-Menendez Iran sanctions bill appear determined to move the legislation as quickly as possible, although it has yet to be formally introduced. Of course, both Obama and visiting British Prime Minister David Cameron came out strongly against any sanctions legislation during their joint press appearance at the White House Friday, warning that approval risked sabotaging not only the ongoing negotiations, but also unity among the P5+1 (U.S., U.K, France, Russia, China plus Germany) themselves. In olden times one would have expected most Republicans to take seriously what a British prime minister–especially one from Winston Churchill’s Conservative Party–has to say about a foreign policy issue of mutual interest. But the combination of their real hatred for Obama and purported love for Israel (and especially for the campaign funds from wealthy Republican Jewish Coalition donors like Sheldon Adelson) is likely to supersede the historic “special relationship” extolled by Churchill himself. In any event, the best and most up-to-date summary of where things stand was provided in the weekly Legislative Round-Up by Lara Friedman of Americans for Peace Now (APN), lengthy excerpts of which are reproduced below with permission. (APN legislative round-ups are an excellent source for tracking what’s happening on Capitol Hill on Middle East policy.) Note that there are two parts to her account: the first is regarding an AIPAC draft that circulated earlier this week (and Lara’s analysis of that legislation); the second, an updated version circulated at week’s end apparently in the hope of securing more Democratic support, as well as Lara’s analysis of that draft.
  • Updated analysis of Kirk-Menendez text (as of 3pm, 1/16) In some annoying corollary to Murphy’s Law, shortly after posting analysis of the draft text of the new Kirk-Menendez sanctions bill (in which it was noted that the text should not be considered final or authoritative), a newer draft of the bill began circulating (underscoring the oddness of AIPAC circulating a “summary” of the bill while it was/is apparently still being tweaked).  Bearing in mind that this new text should still not be considered final or authoritative, the following are some observations about this newer text:
  • Existing sanctions don’t snap back, but additional sanctions relief remains elusive: This newer text repeats language in the earlier draft to the effect that while following an agreement (and required notification to Congress) the President may not waive any sanctions on Iran until Congress has had time to review the deal and the Administration’s plans to verify Iranian compliance. The newer version includes language – completely absent in the earlier draft – stipulating that this ban on waiving sanctions does not apply to sanctions previously waived under the JPOA. Notably, the updated version of the bill still stipulates that the Congressional review period during which the President is barred from waiving any new sanctions must last “30 days of continuous session of Congress,” and defines “continuous session” as not including periods where Congress is in recess for more than 3 days.  What does this mean? Looking at the House Calendar for 2105 and counting the days, it means that if the President sends the details of a deal and the required “verification assessment” to Congress on July 5, no new sanctions may be waived until at least November 13.

  • Automatic new sanctions if no agreement or further delay: Like the earlier version, this text stipulates that new sanctions would automatically be imposed, escalating over a period of months, in the event that  the Presidents fails to send to Congress the details of a comprehensive deal reached with Iran and the required “verification assessment” by July 5. This appears to apply even in the case of an additional extension or the sides agreeing to a period to iron out the details of implementation of an agreement.  It also stipulates that in the event that the President fails to send to Congress the details of a comprehensive deal reached with Iran and the required “verification assessment” by July 5, any sanctions previously waived by the President under the JPOA will automatically snap back on.
  • Laying out far-reaching parameters for a deal: Like in the previous version, the Sense of Congress included in the bill is, by definition, non-binding. It nonetheless sends a strong statement of Congressional intent. And this Sense of Congress, like the previous version, sends a statement of hardline red lines in order for any deal to be acceptable to Congress (and the lengthy review period imposed by this bill clearly implies that Congress will be reviewing any agreement to determine if it meets its standards – and implies that if it does not meet its standards, there will be concrete consequences). Promising that sanctions will continue, regardless of a deal. While, like in the previous version, the Sense of Congress is by definition non-binding, it nonetheless sends a strong statement of Congressional intent. And this Sense of Congress once again makes clear that even if there is a deal that verifiably addresses U.S. concerns about Iran’s nuclear program, Congress will seek to continue to impose far-reaching sanctions against Iran for other reasons.
  • Planting the seeds for a deal to far apart:  The key provisions of this updated version of the bill, even amended, are a clear poison pill for any agreement.  In effect, this bill undermines negotiations and weakens U.S. negotiators. Rather than offering more sanctions relief to Iran in exchange for a deal, it prohibits it, and establishes a 4-month period during which the President is explicitly deprived of any authority to deliver anything to Iran beyond what was already delivered during negotiations. Assuming Iran would agree to a deal under such circumstances – which is doubtful – this bill sets into motion a dynamic in which Iranian opponents of a diplomacy will have an easy time arguing against the deal, and in which mischief-makers in Congress will have ample time to push ahead with new legislation rejecting a deal or putting new conditions on its implementation and limitations on sanctions relief. And given the Sense of Congress in this bill – which makes the case for continued Iran sanctions even after a nuclear deal, it is not a stretch to imagine that members of Congress would adopt such an approach during this 4 month waiting period.

The American Deep State, Deep Events, and Off-the-Books Financing | Global Research - 0 views

  • It is alleged that some of the bail money that released Sturgis and the other Watergate burglars was drug money from the CIA asset turned drug trafficker, Manuel Artime, and delivered by Artime’s money-launderer, Ramón Milián Rodríguez. After the Iran-Contra scandal went public, Milián Rodríguez was investigated by a congressional committee – not for Watergate, but because, in support of the Contras, he had managed two Costa Rican seafood companies, Frigorificos and Ocean Hunter, that laundered drug money.6
  • In the 1950s Wall Street was a dominating complex. It included not just banks and other financial institutions but also the oil majors whose cartel arrangements were successfully defended against the U.S. Government by the Wall Street law firm Sullivan and Cromwell, home to the Dulles brothers. The inclusion of Wall Street conforms with Franklin Roosevelt’s observation in 1933 to his friend Col. E.M. House that “The real truth … is, as you and I know, that a financial element in the larger centers has owned the Government ever since the days of Andrew Jackson.”18 FDR’s insight is well illustrated by the efficiency with which a group of Wall Street bankers (including Nelson Rockefeller’s grandfather Nelson Aldrich) were able in a highly secret meeting in 1910 to establish the Federal Reserve System – a system which in effect reserved oversight of the nation’s currency supply and of all America’s banks in the not impartial hands of its largest.19 The political clout of the quasi-governmental Federal Reserve Board was clearly demonstrated in 2008, when Fed leadership secured instant support from two successive administrations for public money to rescue the reckless management of Wall Street banks: banks Too Big To Fail, and of course far Too Big To Jail, but not Too Big To Bail.20

Indeed, the power of the purse has usually worked in an opposite sense, since those in control of deep state offshore funds supporting CIA activities have for decades also funded members of Congress and of the executive – not vice versa. The last six decades provide a coherent and continuous picture of historical direction being provided by this deep state power of the purse, trumping and sometimes reversing the conventional state. Let us resume some of the CIA’s sources of offshore and off-the-books funding for its activities. The CIA’s first covert operation was the use of “over $10 million in captured Axis funds to influence the [Italian] election [of 1948].”25 (The fundraising had begun at the wealthy Brook Club in New York; but Allen Dulles, then still a Wall Street lawyer, persuaded Washington, which at first had preferred a private funding campaign, to authorize the operation through the National Security Council and the CIA.)26 Dulles, together with George Kennan and James Forrestal, then found a way to provide a legal source for off-the-books CIA funding, under the cover of the Marshall Plan. The three men “helped devise a secret codicil [to the Marshall Plan] that gave the CIA the capability to conduct political warfare. It let the agency skim millions of dollars from the plan.”27

  • The international lawyers of Wall Street did not hide from each other their shared belief that they understood better than Washington the requirements for running the world. As John Foster Dulles wrote in the 1930s to a British colleague, The word “cartel” has here assumed the stigma of a bogeyman which the politicians are constantly attacking. The fact of the matter is that most of these politicians are highly insular and nationalistic and because the political organization of the world has under such influence been so backward, business people who have had to cope realistically with international problems have had to find ways for getting through and around stupid political barriers.21
  • In the 1960s and especially the 1970s America began to import more and more oil from the Middle East. But the negative effect on the U.S. balance of payments was offset by increasing arms and aviation sales to Iran and Saudi Arabia. Contracts with companies like Northrop and especially Lockheed (the builder of the CIA’s U-2) included kickbacks to arms brokers, like Kodama Yoshio in Japan and Adnan Khashoggi in Saudi Arabia, who were also important CIA agents. Lockheed alone later admitted to the Church Committee that it had provided $106 million in commissions to Khashoggi between 1970 and 1975, more than ten times what it had paid to the next most important connection, Kodama.31 These funds were then used by Khashoggi and Kodama to purchase pro-Western influence. But Khashoggi, advised by a team of ex-CIA Americans like Miles Copeland and Edward Moss, distributed cash, and sometimes provided women, not just in Saudi Arabia but around the world – including cash to congressmen and President Nixon in the United States.32 Khashoggi in effect served as a “cutout,” or representative, in a number of operations forbidden to the CIA and the companies he worked with. Lockheed, for one, was conspicuously absent from the list of military contractors who contributed illicitly to Nixon’s 1972 election campaign. But there was no law prohibiting, and nothing else to prevent their official representative, Khashoggi, from cycling $200 million through the bank of Nixon’s friend Bebe Rebozo.33
  • The most dramatic use of off-the-books drug profits to finance foreign armies was seen in the 1960s CIA-led campaign in Laos. There the CIA supplied airstrips and planes to support a 30,000-man drug-financed Hmong army. At one point Laotian CIA station chief Theodore Shackley even called in CIA aircraft in support of a ground battle to seize a huge opium caravan on behalf of the larger Royal Laotian Army.30
  • At the time of the Marshall Plan slush fund in Europe, the CIA also took steps which resulted in drug money to support anti-communist armies in the Far East. In my book American War Machine I tell how the CIA, using former OSS operative Paul Helliwell, created two proprietary firms as infrastructure for a KMT army in Burma, an army which quickly became involved in managing and developing the opium traffic there. The two firms were SEA Supply Inc. in Bangkok and CAT Inc. (later Air America) in Taiwan. Significantly, the CIA split ownership of CAT Inc.’s plane with KMT bankers in Taiwan – this allowed the CIA to deny responsibility for the flights when CAT planes, having delivered arms from Sea Supply to the opium-growing army, then returned to Taiwan with opium for the KMT. Even after the CIA officially severed its connection to the KMT Army in 1953, its proprietary firm Sea Supply Inc. supplied arms for a CIA-led paramilitary force, PARU, that also was financed, at least in part, by the drug traffic.28 Profits from Thailand filtered back, in part through the same Paul Helliwell, as donations to members from both parties in Congress. Thai dictator Phao Sriyanon, a drug trafficker who was then alleged to be the richest man in the world, hired lawyer Paul Helliwell…as a lobbyist in addition to [former OSS chief William] Donovan [who in 1953-55 was US Ambassador to Thailand]. Donovan and Helliwell divided the Congress between them, with Donovan assuming responsibility for the Republicans and Helliwell taking the Democrats.29
  • The power exerted by Khashoggi was not limited to his access to funds and women. By the 1970s, Khashoggi and his aide Edward Moss owned the elite Safari Club in Kenya.34 The exclusive club became the first venue for another and more important Safari Club: an alliance between Saudi and other intelligence agencies that wished to compensate for the CIA’s retrenchment in the wake of President Carter’s election and Senator Church’s post-Watergate reforms.35
  • As former Saudi intelligence chief Prince Turki bin Faisal once told Georgetown University alumni, In 1976, after the Watergate matters took place here, your intelligence community was literally tied up by Congress. It could not do anything. It could not send spies, it could not write reports, and it could not pay money. In order to compensate for that, a group of countries got together in the hope of fighting Communism and established what was called the Safari Club. The Safari Club included France, Egypt, Saudi Arabia, Morocco, and Iran.36 Prince Turki’s candid remarks– “your intelligence community was literally tied up by Congress. …. In order to compensate for that, a group of countries got together … and established what was called the Safari Club.” – made it clear that the Safari Club, operating at the level of the deep state, was expressly created to overcome restraints established by political decisions of the public state in Washington (decisions not only of Congress but also of President Carter).
  • Specifically Khashoggi’s activities involving corruption by sex and money, after they too were somewhat curtailed by Senator Church’s post-Watergate reforms, appear to have been taken up quickly by the Bank of Credit and Commerce International (BCCI), a Muslim-owned bank where Khashoggi’s friend and business partner Kamal Adham, the Saudi intelligence chief and a principal Safari Club member, was a part-owner.37 In the 1980s BCCI, and its allied shipping empire owned by the Pakistani Gokal brothers, supplied financing and infrastructure for the CIA’s (and Saudi Arabia’s) biggest covert operation of the decade, support for the Afghan mujahedin. To quote from a British book excerpted in the Senate BCCI Report: “BCCI’s role in assisting the U.S. to fund the Mujaheddin guerrillas fighting the Soviet occupation is drawing increasing attention. The bank’s role began to surface in the mid-1980′s when stories appeared in the New York Times showing how American security operatives used Oman as a staging post for Arab funds. This was confirmed in the Wall Street Journal of 23 October 1991 which quotes a member of the late General Zia’s cabinet as saying ‘It was Arab money that was pouring through BCCI.’ The Bank which carried the money on from Oman to Pakistan and into Afghanistan was National Bank of Oman, where BCCI owned 29%.”38
  • In 1981 Vice-president Bush and Saudi Prince Bandar, working together, won congressional approval for massive new arms sales of AWACS (airborne warning and control system) aircraft to Saudi Arabia. In the $5.5 billion package, only ten percent covered the cost of the planes. Most of the rest was an initial installment on what was ultimately a $200 billion program for military infrastructure through Saudi Arabia.41 It also supplied a slush fund for secret ops, one administered for over a decade in Washington by Prince Bandar, after he became the Saudi Ambassador (and a close friend of the Bush family, nicknamed “Bandar Bush”). In the words of researcher Scott Armstrong, the fund was “the ultimate government-off-the-books.” Not long after the AWACS sale was approved, Prince Bandar thanked the Reagan administration for the vote by honoring a request by William Casey that he deposit $10 million in a Vatican bank to be used in a campaign against the Italian Communist Party. Implicit in the AWACS deal was a pledge by the Saudis to fund anticommunist guerrilla groups in Afghanistan, Angola, and elsewhere that were supported by the Reagan Administration.42 The Vatican contribution, “for the CIA’s long-time clients, the Christian Democratic Party,” of course continued a CIA tradition dating back to 1948.
  • The activities of the Safari Club were exposed after Iranians in 1979 seized the records of the US Embassy in Tehran. But BCCI support for covert CIA operations, including Iran-Contra, continued until BCCI’s criminality was exposed at the end of the decade. Meanwhile, with the election of Ronald Reagan in 1980, Washington resumed off-budget funding for CIA covert operations under cover of arms contracts to Saudi Arabia. But this was no longer achieved through kickbacks to CIA assets like Khashoggi, after Congress in 1977 made it illegal for American corporations to make payments to foreign officials. Instead arrangements were made for payments to be returned, through either informal agreements or secret codicils in the contracts, by the Saudi Arabian government itself. Two successive arms deals, the AWACS deal of 1981 and the al-Yamamah deal of 1985, considerably escalated the amount of available slush funds.
  • It is reported in two books that the BCCI money flow through the Bank of Oman was handled in part by the international financier Bruce Rappaport, who for a decade, like Khashoggi, kept a former CIA officer on his staff.39 Rappaport’s partner in his Inter Maritime Bank, which interlocked with BCCI, was E.P. Barry, who earlier had been a partner in the Florida money-laundering banks of Paul Helliwell.40
  • After a second proposed major U.S. arms sale met enhanced opposition in Congress in 1985 from the Israeli lobby, Saudi Arabia negotiated instead a multi-billion pound long-term contract with the United Kingdom – the so-called al-Yamamah deal. Once again overpayments for the purchased weapons were siphoned off into a huge slush fund for political payoffs, including “hundreds of millions of pounds to the ex-Saudi ambassador to the US, Prince Bandar bin Sultan.”43 According to Robert Lacey, the payments to Prince Bandar were said to total one billion pounds over more than a decade.44 The money went through a Saudi Embassy account in the Riggs Bank, Washington; according to Trento, the Embassy’s use of the Riggs Bank dated back to the mid-1970s, when, in his words, “the Saudi royal family had taken over intelligence financing for the United States.”45 More accurately, the financing was not for the United States, but for the American deep state.
  • This leads me to the most original and important thing I have to say. I believe that these secret funds from BCCI and Saudi arms deals – first Khashoggi’s from Lockheed and then Prince Bandar’s from the AWACS and al-Yamamah deals – are the common denominator in all of the major structural deep events (SDEs) that have afflicted America since the supranational Safari Club was created in l976. I am referring specifically to 1) the covert US intervention in Afghanistan (which started about 1978 as a Safari Club intervention, more than a year before the Russian invasion), 2) the 1980 October Surprise, which together with an increase in Saudi oil prices helped assure Reagan’s election and thus give us the Reagan Revolution, 3) Iran-Contra in 1984-86, 4) and – last but by no means least – 9/11. That is why I believe it is important to analyze these events at the level of the supranational deep state. Let me just cite a few details.
  • 1) the 1980 October Surprise. According to Robert Parry, Alexandre de Marenches, the principal founder of the Safari Club, arranged for William Casey (a fellow Knight of Malta) to meet with Iranian and Israeli representatives in Paris in July and October 1980, where Casey promised delivery to Iran of needed U.S. armaments, in exchange for a delay in the return of the U.S. hostages in Iran until Reagan was in power. Parry suspects a role of BCCI in both the funding of payoffs for the secret deal and the subsequent flow of Israeli armaments to Iran.46 In addition, John Cooley considers de Marenches to be “the Safari Club player who probably did most to draw the US into the Afghan adventure.”47 2) the Iran-Contra scandal (including the funding of the Contras, the illegal Iran arms sales, and support for the Afghan mujahideen There were two stages to Iran-Contra. For twelve months in 1984-85, after meeting with Casey, King Fahd of Saudi Arabia, in the spirit of the AWACS deal, supported the Nicaraguan Contras via Prince Bandar through a BCCI bank account in Miami. But in April 1985, after the second proposed arms sale fell through, McFarlane, fearing AIPAC opposition, terminated this direct Saudi role. Then Khashoggi, with the help of Miles Copeland, devised a new scheme in which Iranian arms sales involving Israel would fund the contras. The first stage of Iran-Contra was handled by Prince Bandar through a BCCI account in Miami; the second channel was handled by Khashoggi through a different BCCI account in Montecarlo. The Kerry-Brown Senate Report on BCCI also transmitted allegations from a Palestinian-American businessman, Sam Bamieh, that Khashoggi’s funds from BCCI for arms sales to Iran came ultimately from King Fahd of Saudi Arabia, who “was hoping to gain favor with Ayatollah Ruhollah Khomeini.”48
  • 3) 9/11 When the two previously noted alleged hijackers or designated culprits, al-Mihdhar and al-Hazmi, arrived in San Diego, a Saudi named Omar al-Bayoumi both housed them and opened bank accounts for them. Soon afterwards Bayoumi’s wife began receiving monthly payments from a Riggs bank account held by Prince Bandar’s wife, Princess Haifa bint Faisal.49 In addition, Princess Haifa sent regular monthly payments of between $2,000 and $3,500 to the wife of Osama Basnan, believed by various investigators to be a spy for the Saudi government. In all, “between 1998 and 2002, up to US $73,000 in cashier cheques was funneled by Bandar’s wife Haifa … – to two Californian families known to have bankrolled al-Midhar and al-Hazmi.”50 Although these sums in themselves are not large, they may have been part of a more general pattern. Author Paul Sperry claims there was possible Saudi government contact with at least four other of the alleged hijackers in Virginia and Florida. For example, “9/11 ringleader Mohamed Atta and other hijackers visited s home owned by Esam Ghazzawi, a Saudi adviser to the nephew of King Fahd.”51
  • But it is wrong to think of Bandar’s accounts in the Riggs Bank as uniquely Saudi. Recall that Prince Bandar’s payments were said to have included “a suitcase containing more than $10 million” that went to a Vatican priest for the CIA’s long-time clients, the Christian Democratic Party.52 In 2004, the Wall Street Journal reported that the Riggs Bank, which was by then under investigation by the Justice Department for money laundering, “has had a longstanding relationship with the Central Intelligence Agency, according to people familiar with Riggs operations and U.S. government officials.”53 Meanwhile President Obiang of Equatorial Guinea “siphoned millions from his country’s treasury with the help of Riggs Bank in Washington, D.C.”54 For this a Riggs account executive, Simon Kareri, was indicted. But Obiang enjoyed State Department approval for a contract with the private U.S. military firm M.P.R.I., with an eye to defending offshore oil platforms owned by ExxonMobil, Marathon, and Hess.55 Behind the CIA relationship with the Riggs Bank was the role played by the bank’s overseas clients in protecting U.S. investments, and particularly (in the case of Saudi Arabia and Equatorial Guinea), the nation’s biggest oil companies.
  • The issue of Saudi Embassy funding of at least two (and possibly more) of the alleged 9/11 hijackers (or designated culprits) is so sensitive that, in the 800-page Joint Congressional Inquiry Report on 9/11, the entire 28-page section dealing with Saudi financing was very heavily redacted.56 A similar censorship occurred with the 9/11 Commission Report: According to Philip Shenon, several staff members felt strongly that they had demonstrated a close Saudi government connection to the hijackers, but a senior staff member purged almost all of the most serious allegations against the Saudi government, and moved the explosive supporting evidence to the report’s footnotes.57 It is probable that this cover-up was not designed for the protection of the Saudi government itself, so much as of the supranational deep state connection described in this essay, a milieu where American, Saudi, and Israeli elements all interact covertly. One sign of this is that Prince Bandar himself, sensitive to the anti-Saudi sentiment that 9/11 caused, has been among those calling for the U.S. government to make the redacted 28 pages public.58
  • This limited exposure of the nefarious use of funds generated from Saudi arms contracts has not created a desire in Washington to limit these contracts. On the contrary, in 2010, the second year of the Obama administration, The Defense Department … notified Congress that it wants to sell $60 billion worth of advanced aircraft and weapons to Saudi Arabia. The proposed sale, which includes helicopters, fighter jets, radar equipment and satellite-guided bombs, would be the largest arms deal to another country in U.S. history if the sale goes through and all purchases are made.59 The sale did go through; only a few congressmen objected.60 The deep state, it would appear, is alive and well, and impervious to exposures of it. It is clear that for some decades the bottom-upwards processes of democracy have been increasingly supplanted by the top-downwards processes of the deep state.
  • But the deeper strain in history, I would like to believe, is in the opposite direction: the ultimate diminution of violent top-down forces by the bottom-up forces of an increasingly integrated civil society.61 In the last months we have had Wikileaks, then Edward Snowden, and now the fight between the CIA and its long-time champion in Congress, Dianne Feinstein. It may be time to see a systemic correction, much as we did after Daniel Ellsberg’s release of the Pentagon Papers, which was followed by Watergate and the Church Committee reforms. I believe that to achieve this correction there must be a better understanding of deep events and of the deep state. Ultimately, however, whether we see a correction or not will depend, at least in part, on how much people care.

  • A fascinating nuclear/energy ballet involving Iran, Russia, the US and the EU is bound to determine much of what happens next in the new great game in Eurasia. Let’s start with what’s going on with the Iranian nuclear dossier.
  • As we stand, the gap between the US, Russia, China, Britain, France and Germany on one side, and Iran on the other side, remains very wide. Essentially, the gap that really matters is between Washington and Tehran. And that, unfortunately, translates as a few more months for the vast sabotage brigade – from US neo-cons and assorted warmongers to Israel and the House of Saud – to force the deal to collapse. One of Washington’s sabotage mantras is “breakout capability”; a dodgy concept which boils down to total centrifuge capacity/capability to produce enough enriched uranium for a single nuclear bomb. This implies an arbitrary limit on Iran’s capacity to enrich uranium. The other sabotage mantra forces Iran to shut down the whole of its uranium enrichment program, and on top of it negotiate on its missiles. That’s preposterous; missiles are part of conventional armed forces. Washington in this instance is changing the subject to missiles that might carry the nuclear warheads that Iran does not have. So they should also be banned. Moscow and Beijing see “breakout capability” for what it is; a manufactured issue. While Washington says it wants a deal, Moscow and Beijing do want a deal – stressing it can be respected via strict monitoring.
  • ranian Supreme Leader Ayatollah Khamenei has established his red line on the record, so there should be no misunderstanding; the final nuclear deal must preserve Tehran’s legitimate right to enrich uranium - on an industrial scale – as part of a long-term energy policy. This is what Iranian negotiators have been saying from the beginning. So shutting down uranium enrichment is a non-starter. Sanction me baby one more time Uranium enrichment, predictably, is the key to the riddle. As it stands, Tehran now has more than 19,000 installed enrichment centrifuges. Washington wants it reduced to a few thousand. Needless to add, Israel – which has over 200 nuclear warheads and the missiles to bomb Iran, the whole thing acquired through espionage and illegal arms deals – presses for zero enrichment. In parallel undercurrents, we still have the usual US/Israeli “experts” predicting that Iran can produce a bomb in two to three months while blasting Tehran for “roadblocks” defending its “illicit” nuclear program. At least US National Security Adviser Susan Rice has momentarily shut up.

  • Another key contention point is the Arak heavy-water research reactor. Washington wants it scrapped – or converted into a light-water plant. Tehran refuses, arguing the reactor would only produce isotopes for medicine and agriculture. And then there’s the sanctions hysteria. The UN and the US have been surfing a sanction tidal wave since 2006. Tehran initially wanted those heavy sanctions which amount to economic war lifted as soon as possible; then it settled for a progressive approach. Obama might be able to lift some sanctions – but a US Congress remote-controlled by Tel Aviv will try to keep others for eternity. Here, with plenty of caveats is a somewhat detailed defense of a good deal compared to what may lead towards an apocalyptic road to war.
  • It’s a tragicomedy, really. Washington plays The Great Pretender, faking it full-time that Israel is not a nuclear-armed power while trying to convince the whole planet Israel is entitled to amass as many weapons as it wants while Iran is not allowed to even have conventional means to defend itself. Not to mention that nuclear-armed Israel has threatened and invaded virtually all of its neighbors, while Iran has invaded nothing.
  • As harsh as they really are, sanctions did not force Tehran to kneel and submit. Khamenei has repeatedly said he’s not optimistic about a nuclear deal. What he really wants, much more than a deal, is an improved economy. Now, with the sanctions cracking after the initial Geneva agreement, there is light at the end of the tunnel. Enter turbo-charged Russia-Iran negotiations. They include a power deal worth up to $10 billion, including new thermal and hydroelectric plants and a transmission network.
  • In many overlapping ways, the Iranian nuclear dossier now is like a hall of mirrors. It reflects an unstated Washington dream; unfettered access for US corporations to a virgin market of 77 million, including a well- educated young urban population, plus an energy bonanza for US Big Oil. But in the hall of mirrors there’s also the Iranian projection – as in fulfilling its destiny as the top geopolitical power in Southwest Asia, the ultimate crossroads between East and West. So in a sense the Supreme Leader has it all covered. If Rouhani shines and there is a final nuclear deal, the economic scenario will vastly improve, especially via massive European investment. If Washington scotches the deal over pressure from the usual lobbies, Tehran can always say it exercised all of its “heroic flexibility,” and move on – as in closer and closer integration with both Russia and China.

Republicans Warn Iran -- and Obama -- That Deal Won't Last - Bloomberg View - 0 views

  • A group of 47 Republican senators has written an open letter to Iran's leaders warning them that any nuclear deal they sign with President Barack Obama's administration won’t last after Obama leaves office. Organized by freshman Senator Tom Cotton and signed by the chamber's entire party leadership as well as potential 2016 presidential contenders Marco Rubio, Ted Cruz and Rand Paul, the letter is meant not just to discourage the Iranian regime from signing a deal but also to pressure the White House into giving Congress some authority over the process. “It has come to our attention while observing your nuclear negotiations with our government that you may not fully understand our constitutional system … Anything not approved by Congress is a mere executive agreement,” the senators wrote. “The next president could revoke such an executive agreement with the stroke of a pen and future Congresses could modify the terms of the agreement at any time.”
  • Arms-control advocates and supporters of the negotiations argue that the next president and the next Congress will have a hard time changing or canceling any Iran deal -- -- which is reportedly near done -- especially if it is working reasonably well. Many inside the Republican caucus, however, hope that by pointing out the long-term fragility of a deal with no congressional approval -- something Supreme Leader Ayatollah Ali Khamenei has also noted -- the Iranian regime might be convinced to think twice. "Iran's ayatollahs need to know before agreeing to any nuclear deal that … any unilateral executive agreement is one they accept at their own peril,” Cotton told me. The issue has already become part of the 2016 GOP campaign. Former Florida Governor Jeb Bush came out against the negotiations in a speech at the Chicago Council last month. Former Texas Governor Rick Perry released a video criticizing the negotiations and calling for Congressional oversight. “An arms control agreement that excludes our Congress, damages our security and endangers our allies has to be reconsidered by any future president,” Perry said. Republicans also have a new argument to make in asserting their role in the diplomatic process: Vice President Joe Biden similarly insisted -- in a letter to then-Secretary of State Colin Powell -- on congressional approval for the Moscow Treaty on strategic nuclear weapons with Russia in 2002, when he was head of the Senate Foreign Relations Committee.
  • The new letter is the latest piece of an effort by Senators in both parties to ensure that Congress will have some say if and when a deal is signed. Senators Bob Corker, Lindsey Graham, Tim Kaine and the embattled Bob Menendez have a bill pending that would mandate a Congressional review of the Iran deal, but Republicans and Democrats have been bickering over how to proceed in the face of a threatened presidential veto. Still, Senators from both parties are united in an insistence that, at some point, the administration will need their buy-in for any nuclear deal with Iran to succeed. There’s no sign yet that Obama believes this -- or, if he does, that he plans to engage Congress in any meaningful way.

    I'm reserving judgment on this deal until I can read it. I am deeply suspicious of the mainstream media coverage of the deal, which is driven entirely by the White House and by spokesmen of AIPAC-founded organizations known to represent the views of the right-wing pro-war Israeli government (although not identified as such). As reported in the NY Times, Washington Post, Al-Jazeera-America, and the Jerusalem Post, the deal so lopsidedly disfavors Iran -- along with other factors -- as to provoke the suspicion that I'm reading propaganda rather than accurate reporting. Certainly, the accounts make no effort at all to present the Iranian government's reaction. Not a single sentence. The Iranian Press so far has only a few paragraphs that read as though they might have been garnered from what has been published by western mainstream media, although I did see a statement attributed to an anonymous Iranian government official who said that the deal recognizes Iran's right to enrich uranium. Obviously there is not yet an official statement by the Iranian government.  The mystery at this point is why America's Israel-Firsters fought to scuttle this negotiation so hard but are suddenly bubbling with enthusiasm for the interim deal. My strong sniff is that Obama has secretly promised the Israeli government a carrot that they could not refuse. Keep in mind that this entire charade is not in reality about Iranian nuclear weapons plans that do not exist. It's been about whether the U.S. will buckle to Israeli and American Zionist pressure to commence a war against Iran. So did Obama just secretly agree to launch that war via a false flag excuse? Something else? What is that carrot? Something reeks here.

AIPAC spending estimated $40 million to oppose Iran Deal - Mondoweiss - 0 views

  • The American Israel Public Affairs Committee (AIPAC) is throwing mountains of money around in an attempt to derail the Iran nuclear deal. Mondoweiss reported in early August that AIPAC’s education wing was taking all but three freshmen House Representatives on a visit to Israel in hopes of sabotaging the US government’s negotiations with Iran. A few days later, the New York Times picked up the story. It reported that 58 congresspeople—including 22 Democrats and 36 Republicans—in total would be traveling to Israel in August. The Times also revealed just how much money AIPAC is hemorrhaging in hopes of stymieing the international diplomacy between the P5+1 (the US, the UK, France, China, and Russia, as well as Germany) and Iran. In the first half of 2015, AIPAC spent approximately $1.7 million lobbying Congress to oppose the deal. Yet this is mere chump change compared to what it has since funneled into advertisements and lobbying.
  • IPAC created a new tax-exempt lobbying group in July called Citizens for a Nuclear Free Iran. The sole purpose of the organization is to oppose the Iran deal—which, in spite of the name of the group, will in fact prevent Iran from developing nuclear weapons (weapons the Iranian government denies ever even seeking in the first place, and for which there is not a shred of evidence) in return for an end to Western sanctions on the country. Citizens for a Nuclear Free Iran is spending up to $40 million to place anti-Iran deal ads in 35 states, according to the Times, up from a previous estimate of $20 million. This figure may increase even more as the 60-day period in which Congress can review the deal draws to a close. In August 2013, AIPAC paid for a congressional trip to Israel. The organization paid around $18,000 for each congressperson who went. Assuming these costs remain the same today, AIPAC will be shelling out another $1 million to send US lawmakers to Israel. NPR estimates AIPAC will spend $20 million to $40 million to oppose the Iran deal. In light of the above findings, $40 million may in fact be a lower limit. AIPAC’s spending dwarfs the estimated $5 million liberal pro-Israel organization J-Street plans to spend in support of the international diplomacy.

    Best Deal You Can Get? Notice the rank and file starting to cave in to Boehner's gaseous proposal. Rep. Steve Chabot, R-Ohio called it "the best deal we can get." No it's not. It's not even the best deal you can't get. The Senate will not go along, so there is nothing to get. As long as you are going to submit proposals you can't get, you may as well make it a good one. $950 billion over 10 years is not a good deal. It's not even a down payment on a good deal, and with that, Boehner just pissed away his credibility. In the end, something will pass. But it will not do a damn thing credible to reduce the deficit. Reid's plan and Boehner's plan are both back-loaded. Republicans had a golden opportunity to attempt to extract some major concessions in return for tiny tax concessions. Instead, they are going to settle for nothing. This fiasco is exactly why Republicans need someone like Chris Christie running for president. No one else has managed to show any leadership.

  • There’s a charming naiveté to the open letter [PDF] by 47 Republican senators that condescendingly seeks to explain features of the U.S. constitutional system to Iran’s leaders that they otherwise “may not fully understand.” The missive warns that, with respect to “your nuclear negotiations with our government ... any agreement regarding your nuclear-weapons program that is not approved by the Congress” could be revoked by the next president “with the stroke of a pen and future Congresses could modify the terms of the agreement at any time.”
  • Beyond the amusing inaccuracies about U.S. parliamentary order, it seems there are some features of the nuclear negotiations that the signatory senators don’t fully understand — not only on the terms of the deal, but also on who would be party to an agreement. There are no negotiations on Iran’s “nuclear-weapons program” because the world’s intelligence agencies (including those of the U.S. and Israel) do not believe Iran is currently building nuclear weapons, nor has it made a strategic decision to use its civilian nuclear infrastructure to produce a bomb. An active Iranian nuclear-weapons program would render moot the current negotiations, because Iran would be in fundamental violation of the Nuclear Non-Proliferation Treaty (NPT). As things stand, Tehran remains within the terms of the NPT, which allows nuclear technology for peaceful purposes, but monitors member states to prevent weaponization. Tehran and the IAEA remain in dispute over full compliance with all transparency requirements of the NPT, particularly over alleged previous research into weapons design. But Iran’s nuclear facilities remain under constant monitoring by international inspectors who certify that no nuclear material is being diverted.
  • The current negotiations are focused on strengthening verifiable safeguards against weaponization over-and-above those required by the NPT, yet the Republican-led Congress, egged on by Israeli Prime Minister Benjamin Netanyahu, is warning that those goals are insufficient, and the terms and time-frame of the deal are unacceptable. The key element missing from the GOP Senators’ letter, however, is that the deal is not being negotiated between Iran and the United States; it is being negotiated between Iran and the P5+1 group, in which the U.S. is joined by Britain, France, Germany, Russia and China. Even if the U.S. is the key player in that group, the deal being pursued reflects an international consensus — the same consensus that has made sanctions against Iran so effective. This was likely in the mind of Iran’s foreign minister, Javad Zarif, who dismissed the letter as “of no legal value” and a “propaganda ploy.” Zarif noted that the deal would indeed be an international agreement adopted by the U.N. Security Council, which a new administration would be obliged to uphold — and that any attempt by the White House or Congress to abrogate, unilaterally modify or impede such an agreement would be a breach of U.S. obligations.

Apparently, I was wrong. I thought Obama would work around the demand for Congressional input by letting the other P5+1 members ink the deal but the U.S. not signing. But a U.N. Security Council Resolution is even stronger medicine for the War Party, since the SC has the power to forbid economic sanctions as well. Take that, Mr. Netanyahu and Mr. Boehner!

    Could anything make it more clear that Netanyahu's speech to Congress was only to aid in his reelection in Israel? Israel has been briefed on the negotiations all along, so Netanyahu surely knew that the goal was a Security Council resolution that Congress could not affect. And while admittedly, the fact that it was a Security Council Resolution in the making was not widely known, are we to believe that the Speaker of the House of Representatives did not know that too? So are now not down to the entire spectacle of Netanyahu's speech being political, Netanyahu electioneering and Boehner mud-slinging the President?

Congress Seeks to undermine Iran Deal by Linking Iran with ISIS | Global Research - Cen... - 0 views

  • One of the consequences of the Iran Deal was the declaration by countless politicians that they were going to crack down on Iran’s sponsorship of terrorism. Even the White House signed on to this idea. Well now some of the backlash has officially begun: Congress is linking Iran with ISIS, even though Iran is fighting ISIS. [and ISIS is supported by the US, GR ed.] Few mainstream publications have picked up on the fact that in a response to the San Bernardino killings, the Congress last week passed legislation, which the president duly signed, that puts Iran in an axis of international-terrorist evil along with Syria, Iraq and Sudan. The legislation amends our country’s visa waiver program. Iranian dual nationals, as well as US citizens who have visited Iran, will need visas to get into the U.S. Reuters: Iranian Foreign Minister Mohammad Javad Zarif on Friday said it was “absurd” that Tehran should be included on the list. “No Iranian nor anybody who visited Iran had anything to do with the tragedies that have taken place in Paris or in San Bernardino or anywhere else,” he said in an interview with Middle East-focused website Al Monitor. Secretary of State John Kerry promptly met with Zarif, his Iranian counterpart, to assure him that the new law doesn’t undercut the Iran deal. But the Iranians say that the legislation is the result of pro-Israel lobbying. And even the State Department describes Iran as a state sponsor of terrorism.

The measure, which President Barack Obama signed into law on Friday, also applies to Iraq, Syria and Sudan, and was introduced as a security measure after the Islamic State attacks in Paris and a similar attack in San Bernardino, California.

  • Here is some more blindness in the media on these issues. NPR has continually deceived listeners about Sheldon Adelson’s agenda, and it did so again yesterday. Adelson is a leading opponent of the Iran Deal, as a supporter of Israel. He has called on President Obama to nuke Iran. But in a report on Adelson’s purchase of a Nevada newspaper, NPR once again leaves out the Israel angle of Adelson’s interests. It says blandly: Adelson is also prominently involved in national politics. That link is to a story about his on-line gambling concerns. But as Cory Bennett of the Hill said on CSPAN the other day– something I did not know till now– Iran is said to have undertaken a cyber-attack on Sheldon Adelson’s casino last year because of his call to nuke Iran.  The alleged cyber-attack:  Investigators determined that hacker activists were the ones who broke into servers belonging to the Las Vegas Sands Corporation in February 2014, costing the company more than $40 million in damages and data recovery costs, Bloomberg Businessweek reported Thusday citing a report by cybersecurity firm Dell SecureWorks. The hackers were acting in retaliation to the company’s CEO, casino magnate Sheldon Adelson’s statement that Obama should detonate a nuclear bomb in Tehran, which stirred controversy around the world. This is the battle behind the headlines. And in a transparent effort to get Adelson’s backing, as well as that of the Andrew Herenstein’s of the world, the neoconservative favorite in the Republican race, Senator Marco Rubio, has vowed to tear up the Iran deal on his first day in the White House if he’s elected. Thus the ideological war over how much the U.S. should support Israel is playing out in global terms; and our media are shying away from the story.

    It's preposterous for Congress to say that Iran is associated with ISIL and for Obama to sign such a bill. Iran is one of the major military forces in the fight against ISIL in both Syria and Iraq.

  • House Speaker Paul Ryan, R-Wisconsin, said Thursday that the landmark Trans-Pacific Partnership trade deal doesn't have enough votes to pass Congress right now."I don't think the votes are there right now because of the concerns about what's in the TPP," Ryan told reporters at his weekly press conference. "The point is we shouldn't bring something up if we're not confident that we have the support there for it so I think the president and the administration has a lot more work to do to get support for this document because there are some legitimate concerns about it."

  • France’s sabotage of a compromise agreement on Iran’s nuclear program is a textbook case of how the new Saudi-Israel alliance can disrupt President Barack Obama’s strategy for resolving Middle East disputes through diplomacy, not war. Over the summer, Saudi officials including intelligence chief Prince Bandar bin Sultan visited European capitals dangling financial deals and energy concessions to countries if they would line up behind Saudi and Israeli desires for military intervention in the Syrian civil war and heightened economic warfare against Iran. [State Department photo]The carrots were particularly appealing to the French who are struggling with a sluggish economy, high unemployment and a recent credit downgrade. So, the flash of Saudi petro-dollars got the attention of the French government.

In July, Saudi Arabia’s ally, United Arab Emirates, signed a $913 million deal with France to buy two high-resolution Helios military satellites. The Saudis, however, had less success with other countries.

  • Much of the subsequent commentary has focused on why the French were coming to the aid of the Israelis in blocking the interim agreement that Netanyahu has denounced in apocalyptic terms. But France’s interest in undercutting the deal can perhaps best be understood by factoring in the Saudi money. Indeed, the logic behind the behind-the-scenes Saudi-Israeli alliance has been that the two former adversaries now view their interests as mostly aligning, especially their contempt for Iran’s Shiite government and its influence extending along the Shiite Crescent from Tehran through Baghdad and Damascus to Beirut. Israel and Saudi Arabia agree that Iran is the greatest threat to their regional interests. Both countries have indicated that they want the Iranian-backed government in Syria to be overthrown even if that means it will be replaced by Saudi-backed Sunni jihadists linked to al-Qaeda.   • Israel and Saudi Arabia also took the same side on the Egyptian military coup d’etat which ousted elected President Mohamed Morsi, a leader of the Muslim Brotherhood. Though the Muslim Brotherhood is Sunni – like the Saudis – it represents a populist movement that the Saudi monarchy considers a threat to its anti-democratic structure. Israel views the Muslim Brotherhood as sympathetic to Hamas in Gaza. But what makes the Saudi-Israeli alliance so influential is the complementary strengths of the two countries. Israel has extraordinary skills at lobbying and propaganda, especially in influencing Official Washington and Capitol Hill. Saudi Arabia has vast financial resources that can turn the heads of defense officials in Paris, oil men in Houston or investment bankers on Wall Street. Together these strengths can make the negotiation of any good-faith compromise with Iran or Syria difficult, if not impossible. Between Netanyahu pulling the strings of his political and media marionettes in Washington and the Saudis manipulating the French government and others with financial inducements, it will take toughness and savvy for the Obama administration to guide the process to a peaceful resolution. And, toughness and savvy are not attributes that the administration is known to have in great supply.
