    This report lists hundreds of instances in which the United States has used its Armed Forces abroad in situations of military conflict or potential conflict or for other than normal peacetime purposes. It was compiled in part from various older lists and is intended primarily to provide a rough survey of past U.S. military ventures abroad, without reference to the magnitude of the given instance noted. The listing often contains references, especially from 1980 forward, to continuing military deployments, especially U.S. military participation in multinational operations associated with NATO or the United Nations. Most of these post-1980 instances are summaries based on presidential reports to Congress related to the War Powers Resolution. A comprehensive commentary regarding any of the instances listed is not undertaken here. The instances differ greatly in number of forces, purpose, extent of hostilities, and legal authorization. Eleven times in its history the United States has formally declared war against foreign nations. These 11 U.S. war declarations encompassed 5 separate wars: the war with Great Britain declared in 1812; the war with Mexico declared in 1846; the war with Spain declared in 1898; the First World War, during which the United States declared war with Germany and with Austria-Hungary during 1917; and World War II, during which the United States declared war against Japan, Germany, and Italy in 1941, and against Bulgaria, Hungary, and Rumania in 1942.  Some of the instances were extended military engagements that might be considered undeclared wars. These include the Undeclared Naval War with France from 1798 to 1800; the First Barbary War from 1801 to 1805; the Second Barbary War of 1815; the Korean War of 1950-1953; the Vietnam War from 1964 to 1973; the Persian Gulf War of 1991; global actions against foreign terrorists after the September 11, 2001, attacks on the United States; and the war with Iraq in 2003. Washington Gets Explicit: Its 'War on Terror' is Permanent - 0 views

  • On Thursday, the Senate Armed Services Committee held a hearing on whether the statutory basis for this "war" - the 2001 Authorization to Use Military Force (AUMF) - should be revised (meaning: expanded). This is how Wired's Spencer Ackerman (soon to be the Guardian US's national security editor) described the most significant exchange: "Asked at a Senate hearing today how long the war on terrorism will last, Michael Sheehan, the assistant secretary of defense for special operations and low-intensity conflict, answered, 'At least 10 to 20 years.' . . . A spokeswoman, Army Col. Anne Edgecomb, clarified that Sheehan meant the conflict is likely to last 10 to 20 more years from today - atop the 12 years that the conflict has already lasted. Welcome to America's Thirty Years War." That the Obama administration is now repeatedly declaring that the "war on terror" will last at least another decade (or two) is vastly more significant than all three of this week's big media controversies (Benghazi, IRS, and AP/DOJ) combined. The military historian Andrew Bacevich has spent years warning that US policy planners have adopted an explicit doctrine of "endless war". Obama officials, despite repeatedly boasting that they have delivered permanently crippling blows to al-Qaida, are now, as clearly as the English language permits, openly declaring this to be so.
  • It is hard to resist the conclusion that this war has no purpose other than its own eternal perpetuation. This war is not a means to any end but rather is the end in itself. Not only is it the end itself, but it is also its own fuel: it is precisely this endless war - justified in the name of stopping the threat of terrorism - that is the single greatest cause of that threat.
  • I wrote that the "war on terror" cannot and will not end on its own for two reasons: (1) it is designed by its very terms to be permanent, incapable of ending, since the war itself ironically ensures that there will never come a time when people stop wanting to bring violence back to the US (the operational definition of "terrorism"), and (2) the nation's most powerful political and economic factions reap a bonanza of benefits from its continuation. Whatever else is true, it is now beyond doubt that ending this war is the last thing on the mind of the 2009 Nobel Peace Prize winner and those who work at the highest levels of his administration. Is there any way they can make that clearer beyond declaring that it will continue for "at least" another 10-20 years? The genius of America's endless war machine is that, learning from the unplesantness of the Vietnam war protests, it has rendered the costs of war largely invisible. That is accomplished by heaping all of the fighting burden on a tiny and mostly economically marginalized faction of the population, by using sterile, mechanized instruments to deliver the violence, and by suppressing any real discussion in establishment media circles of America's innocent victims and the worldwide anti-American rage that generates. Though rarely visible, the costs are nonetheless gargantuan. Just in financial terms, as Americans are told they must sacrifice Social Security and Medicare benefits and place their children in a crumbling educational system, the Pentagon remains the world's largest employer and continues to militarily outspend the rest of the world by a significant margin. The mythology of the Reagan presidency is that he induced the collapse of the Soviet Union by luring it into unsustainable military spending and wars: should there come a point when we think about applying that lesson to ourselves?

  • Then there are the threats to Americans' security. Having their government spend decades proudly touting itself as "A Nation at War" and bringing horrific violence to the world is certain to prompt more and more people to want to attack Americans, as the US government itself claims took place just recently in Boston (and as clearly took place multiple other times over the last several years). And then there's the most intangible yet most significant cost: each year of endless war that passes further normalizes the endless rights erosions justified in its name. The second term of the Bush administration and first five years of the Obama presidency have been devoted to codifying and institutionalizing the vast and unchecked powers that are typically vested in leaders in the name of war. Those powers of secrecy, indefinite detention, mass surveillance, and due-process-free assassination are not going anywhere. They are now permanent fixtures not only in the US political system but, worse, in American political culture. Each year that passes, millions of young Americans come of age having spent their entire lives, literally, with these powers and this climate fixed in place: to them, there is nothing radical or aberrational about any of it. The post-9/11 era is all they have been trained to know. That is how a state of permanent war not only devastates its foreign targets but also degrades the population of the nation that prosecutes it.
  • Just to convey a sense for how degraded is this Washington "debate": Obama officials at yesterday's Senate hearing repeatedly insisted that this "war" is already one without geographical limits and without any real conceptual constraints. The AUMF's war power, they said, "stretches from Boston to the [tribal areas of Pakistan]" and can be used "anywhere around the world, including inside Syria, where the rebel Nusra Front recently allied itself with al-Qaida's Iraq affiliate, or even what Sen. Lindsey Graham (R-SC) called 'boots on the ground in Congo'". The acting general counsel of the Pentagon said it even "authorized war against al-Qaida's associated forces in Mali, Libya and Syria". Newly elected independent Sen. Angus King of Maine said after listening to how the Obama administration interprets its war powers under the AUMF: This is the most astounding and most astoundingly disturbing hearing that I've been to since I've been here. You guys have essentially rewritten the Constitution today."
  • In response to that, the only real movement in Congress is to think about how to enact a new law to expand the authorization even further. But it's a worthless and illusory debate, affecting nothing other than the pretexts and symbols used to justify what will, in all cases, be a permanent and limitless war. The Washington AUMF debate is about nothing other than whether more fig leafs are needed to make it all pretty and legal. The Obama administration already claims the power to wage endless and boundless war, in virtually total secrecy, and without a single meaningful check or constraint. No institution with any power disputes this. To the contrary, the only ones which exert real influence - Congress, the courts, the establishment media, the plutocratic class - clearly favor its continuation and only think about how further to enable it. That will continue unless and until Americans begin to realize just what a mammoth price they're paying for this ongoing splurge of war spending and endless aggression.

Fellow soldiers call Bowe Bergdahl a deserter, not a hero - CNN.com - 0 views

  • The sense of pride expressed by officials of the Obama administration at the release of Army Sgt. Bowe Bergdahl is not shared by many of those who served with him: veterans and soldiers who call him a deserter whose "selfish act" ended up costing the lives of better men.

    I've been disgusted with American mainstream media and our political class for a very long time. Every now and then I get super-disgusted.  I'll begin with the Obama Administration. They tried to make political hay with something that should not have been made public other than notifying the released American prisoners' parents before the prisoner had been debriefed. Moreover, while I have no problems with swapping Taliban prisoners to get the American prisoner back even if it meant not giving Congress the full 30-day notice required by statute, the Administration certainly could have done a better job of it, notifying key committee members earlier that the deal might be pulled off. Waiting until the Taliban prisoners were up to the steps of the airplane bound for the exchange was not the way this should have happened. Next up, we have the members of Congress who have done their level best to turn the situation into a partisan issue. Obama may have deserved criticism given that he tried to make political hay with the release. But prisoner swaps during wartime have been a feature of most U.S. wars. It is an ancient custom of war and procedures for doing so are even enshrined in the Geneva Conventions governing warfare. So far, I have not heard any war veteran member of Congress scream about releasing terrorists. During my 2+ years in a Viet Nam combat role, the thought of being captured was horrifying. Pilots shot down over North Viet Nam were the lucky ones. No American soldier captured in South Viet Nam was ever released. The enemy was fighting a guerrilla war in the South. They had no means to confine and care for prisoners. So captured American troops were questioned for intelligence and then killed.  Truth be told, American combat troops were prone to killing enemy who surrendered. War is a very ugly situation and feelings run high. It is perhaps a testament to the Taliban that they kept Sgt. Berdahl alive. Certainly that fact clashes irreconcilably with

How LBJ Was Deceived on Gulf of Tonkin. War Pretext Incident to Justify Vietnam War | G... - 0 views

  • For most of the last five decades, it has been assumed that the Tonkin Gulf incident was a deception by Lyndon Johnson to justify war in Vietnam. But the U.S. bombing of North Vietnam on Aug. 4, 1964, in retaliation for an alleged naval attack that never happened — and the Tonkin Gulf Resolution that followed was not a move by LBJ to get the American people to support a U.S. war in Vietnam. The real deception on that day was that Secretary of Defense Robert S. McNamara’s misled LBJ by withholding from him the information that the U.S. commander in the Gulf — who had initially reported an attack by North Vietnamese patrol boats on U.S. warships — had later expressed serious doubts about the initial report and was calling for a full investigation by daylight. That withholding of information from LBJ represented a brazen move to usurp the President’s constitutional power of decision on the use of military force.

The White House refused. Moreover, like the NIH, the GOP will pass a compromise bill that would fund America's national parks. Obama has threatened to veto that bill. 3. Furloughed Military Chaplains Not Allowed to Work for Free - Furloughed military chaplains willing to celebrate Mass and baptisms for free have been told they will be punished for doing so. 4. Business Stops In Florida Keys - Although the GOP have agreed to compromise in the ongoing budget stalemate and fund the parks, Obama has threatened to veto that funding. As a result, small businesses, hunters, and commercial fisherman can't practice their trade. Iraq, Afghanistan Veterans Filing For Disability Benefits At Historic Rate - 0 views

  • A staggering 45 percent of the 1.6 million veterans from the wars in Iraq and Afghanistan are now seeking compensation for injuries they say are service-related. That is more than double the estimate of 21 percent who filed such claims after the Gulf War in the early 1990s, top government officials told The Associated Press. What's more, these new veterans are claiming eight to nine ailments on average, and the most recent ones over the last year are claiming 11 to 14. By comparison, Vietnam veterans are currently receiving compensation for fewer than four, on average, and those from World War II and Korea, just two.
  • The new veterans have different types of injuries than previous veterans did. That's partly because improvised bombs have been the main weapon and because body armor and improved battlefield care allowed many of them to survive wounds that in past wars proved fatal. "They're being kept alive at unprecedented rates," said Dr. David Cifu, the VA's medical rehabilitation chief. More than 95 percent of troops wounded in Iraq and Afghanistan have survived.
  • "You just can't keep sending people into war five, six or seven times and expect that they're going to come home just fine," he said. For taxpayers, the ordeal is just beginning. With any war, the cost of caring for veterans rises for several decades and peaks 30 to 40 years later, when diseases of aging are more common, said Harvard economist Linda Bilmes. She estimates the health care and disability costs of the recent wars at $600 billion to $900 billion.

    The earlier Gulf War lasted only 100 hours, but still resulted in 21% compensable disabilities among its veterans, not counting those who are still in active military service. But the Iraq and Afghanistan wars still continue after 10 years, albeit we're now fighting the Iraq War with mercenaries only. And thus far, 45 per cent of those who served in Iraq and Aghanistan have applied for VA disability compensation, with far more still in service and thus ineligible for VA disability comp until they are discharged from the military. That's how badly the U.S. government treated its military in these latter wars, with many of them serving as many as seven combat tours of duty. That compares with the Viet Nam war where a 3-year enlistee normally saw only a single combat tour. The incidence of injury increases along with time spent in combat. And some types of injuries, e.g., posttraumatic stress disorder ("PTSD"), result from cumulative time spent in combat. Virtually everyone has their breaking point and the more time spent in combat the more likely that PTSD will result. Likewise, the more time spent handling projectiles weighted with depleted Uranium or walking through areas where such rounds have exploded, the more likely that radiation sickness or cancer will result. And a huge range of injuries may only result in disabilities well after the aggravating factor of aging has worked its magic. As Prof. Bilmes said in 2008, "in World War II and Vietnam and Korea, the number of wounded troops per fatality was about two-to-one or three-to-one. And now, the number of wounded troops per fatality is seven-to-one in combat, and if you include all of those wounded in non-combat and diseased seriously enough to have to be medevaced home, it's fifteen-to-one. So it's a very significant difference. And this difference compared to previous wars is, of course, you know, a great tribute to the medical care that they receive on the field and the enormous advance

    "It was August 2, 1990, and Saddam Hussein, formerly Washington's man in Baghdad and its ally against fundamentalist Iran, had just sent his troops across the border into oil-rich Kuwait.  It would prove a turning point in American Middle East policy. Six days later, a brigade of the 82nd Airborne Division was dispatched to Saudi Arabia as the vanguard of what the U.S. Army termed "the largest deployment of American troops since Vietnam." The rest of the division would soon follow as part of Operation Desert Storm, which was supposed to drive Saddam's troops from Kuwait and fell the Iraqi autocrat.  The division's battle cry: "The road home... is through Baghdad!" In fact, while paratroopers from the 82nd Airborne penetrated deep into Iraq in the 100-day campaign that followed, no American soldier would make it to the Iraqi capital -- not that time around, anyway.  After the quick triumph of the Gulf War, the Airborne's paratroops instead returned to Ft. Bragg, North Carolina.  And that, it seemed, was the end of the matter, victory parades and all.  Naturally, the soldiers using that battle cry did not have the advantage of history.  They had no way of knowing that it would have been more accurate to chant something like: "The road home always leads back to Baghdad!"  After all, when the First Gulf War ended in the crushing defeat of Saddam's forces and he nonetheless remained in power, the stage was set for the invasion that began Iraq War 2.0 a dozen years later.  Perhaps you still remember that particular "mission accomplished" moment. In the course of that invasion, the 82nd Airborne would conduct "sustained combat operations throughout Iraq."  Once the occupation of the country began, paratroopers from the division would return to Iraq in August 2003 to, as an Army website puts it, "continue command and control over combat operations in and around Baghdad."  In other words, they were tasked with repressing the insurgen

After almost 13 years, it's time to end Congress' blanket authorization of force | Wash... - 0 views

  • t may sound hard to believe, but Senate Majority Leader Harry Reid, D-Nev., isn't always wrong -- at least when he states the obvious: “9/11 is a long time ago,” he said Wednesday, “and it's something that needs to be looked at again.” The “it” is the post-9/11 Authorization for Use of Military Force resolution, or AUMF, adopted three days after the terror attacks, and now going on its lucky 13th year. It's been in effect nearly twice as long as the Gulf of Tonkin resolution authorizing Vietnam, what was “America's Longest War” -- until the 21st century, that is.
  • On Sept. 14, 2001, Congress authorized the president to use “all necessary and appropriate force” against the perpetrators of the 9/11 attacks and those who “harbored” them. Two successive administrations have since turned the 60 words of the AUMF's operative clause into what journalist Gregory Johnsen calls “the most dangerous sentence in U.S. history” -- a writ for a war without temporal or spatial limits. The last time the Senate held hearings on the AUMF, Sen. Lindsey Graham, R-S.C., asked the Pentagon's civilian special operations chief, Michael Sheehan, “does [the president] have the authority to put boots on the ground in the Congo?” Answer: “Yes, sir, he does.” Predictably, the hawkish Graham was totally okay with that. “The battlefield is wherever the enemy chooses to make it,” right? Right, said Sheehan: “from Boston to the [Federally Administered Tribal Areas of Pakistan]."
  • Asked how much longer the war on terrorism will last, Sheehan replied, “at least 10 to 20 years.” So presumably the AUMF can serve as the basis for Chelsea Clinton's “kill list” in 2033, after she trounces George P. Bush. Lyndon Johnson once compared the Gulf of Tonkin resolution to “Grandma’s nightshirt” because “it covers everything.” Even LBJ might have marveled at how the last two administrations have stretched the post-9/11 AUMF. Under the theory that “the United States is a battlefield in the war on terror,” the Bush administration invoked it to justify warrantless wiretapping and military detention of American citizens on American soil. The Obama administration cites it as legal authority for the extrajudicial killing of Americans via remote-control.

  • The Senate Foreign Relations Committee will be taking another look at the AUMF this week. The hearing's title, “Authorization For Use Of Military Force After Iraq And Afghanistan,” hints at a preordained conclusion: that an updated authorization is needed. Ranking Republican Sen. Bob Corker of Tennessee wants to be sure the executive branch has “all the tools and capabilities” it needs to address “threats that did not exist in 2001.” Rep. Barbara Lee, D-Calif., the sole member of Congress to vote “no” on the original AUMF, has a better idea: end it, don't mend it. Joined by libertarian-leaning, antiwar Republicans like Reps. Justin Amash and Walter Jones, she's introduced legislation to repeal the AUMF. Two imperial presidents in a row have treated that authorization like a permanent delegation of congressional war power to the president. Their successors would no doubt do the same with any new “tools and capabilities” they’re given.
  • Without the AUMF, presidents still retain the constitutional power to “repel sudden attacks,” as James Madison put it. And if they think groups like al-Shabaab or Boko Haram demand a more sustained military response, they'll be free to make that case to Congress. But delegating new authorities in advance might permanently change our constitutional default setting from peace to war. Madison also said that “No nation could preserve its freedom in the midst of continual warfare.” We're now into our second decade running that experiment; how much longer do we want to risk proving him right?

    I looked at Barbara Lee's bill. It requires a report from the Executive on all actions currently undertaken pursuant to the AUMF and requires that each action identified be terminated 60 days after the report unless Congress reauthorizes the action. It also repeals the AUMF. It's a good approach, but should require a sunset provision for each re-authorization so the Executive is blocked from maintaining us in a perpetual state of war as it has done with the AUMF itself. We're a long way from 9/11 and we are now fighting multiple wars in multiple nations against organizations that had nothing to do with 9/112, ostensibly to retaliate against those responsible for 9/11. No more open ended authorizations for war.

The Legend of the Phoenix - 0 views

  • It would seem the CIA has gone back into their archives, blown the dust off the Phoenix Program, and put it into play again as the “Drone War.” The similarities with the Drone War are readily evident to anyone old enough to know of the Phoenix Program. For those who aren’t old enough or who have forgotten, the Phoenix Program is usually referred to as an assassination program and was the subject of investigation by the Senate’s “Church Committee.” Indisputably, thousands of South Vietnamese civilians were killed under this CIA directed program.
  • Phoenix was far more than a mere assassination program , however. It was a Counter-Insurgency, COIN, program, using the tactic of counter-terrorism, including assassination, against the insurgent’s so-called infrastructure. This was the Vietnamese civilian population in which the insurgent, the Viet Cong guerilla, operated and from some of whom they drew their support. To the U.S., these civilians were the Viet Cong Infrastructure, the VCI. And the VCI was the target to be terrorized by any means necessary in the hope that they would turn against the Viet Cong. The VCI would have included the families, close and extended kinship groups, of alleged active Viet Cong combatants, fellow villagers, and other Vietnamese civilians who were not actively opposed to the Viet Cong. Some of this “support” was voluntary and some coerced. As the Phoenix Program went on, with its assassinations, torture practices, and “disappearances,” more support became voluntary as Vietnamese peasants turned against the U.S. and the South Vietnamese government as a result of the program. An error in identification of a victim was irrelevant to those in control of the program, the CIA, as it still served the purpose of terrorizing the civilian population, which was the true purpose of the program.
  • For the Viet Cong, this was a classic example of achieving the guerilla’s goal of having a civilian population turn against a government by a government’s own harsh over-reaction to the guerilla threat. Today, a guerilla and the people whom they are amongst are deemed “terrorists” if they find themselves on the wrong side of a domestic conflict that the U.S. has taken a side in, such as Yemen. As we saw in Libya, and see in Syria, these guerillas can become instant U.S. allies who must be supported, if, or when, the U.S. makes policy changes. But unless those U.S. policy changes occur, these groups remain part of the global terrorist network of “associated forces” with al Qaeda, in the eyes of CIA and military officials, and targeted with drones. From the relatively large number of civilian victims of drone attacks as claimed by residents of Pakistan’s Federally Administered Tribal Areas (FATA) and the political party, Pakistan Tehreek Insaf (PTI), this Drone Program has all the hallmarks of the Phoenix Program.

  • Without more transparency by the government, no other conclusion can be drawn that the reason we see so many civilians killed by drones, while denying it as John Brennan did, is because we are targeting civilians as the “infrastructure.” While Anwar al-Awlaki was declared to be an “operational leader,” with the extremely elastic category of “infrastructure” as used in Vietnam, his “operational” activity may have only been “spreading antigovernment propaganda and rumors,” as the Rand Corporation put it, which led to his extrajudicial execution. How many other American citizens might that reach?

    Spot on analysis by a retired Navy lawyer who knows his U.S. military history.The striking parallels he points to between contemporary U.S. drone terrorism and the notorious Viet Nam War Phoenix Program terrorism are no accident. Among the super-hawks of the War Party, there has been a persistent meme that the U.S. military suffered no defeat in Viet Nam, that the vaunted "counter-insurgency" strategy and tactics were working, and that the war was lost by politicians and the American public who lost the nerve to continue the war.  If you put your blinders on firmly enough to pretend that the North and South Vietnamese were separate people, there's an element of truth to that myth. The South Vietnamese Viet Cong guerrillas were decimated by 1970. But the North and South Vietnamese were in fact one people of a single nation, who had united to defeat and evict the French military force. The division into two nations was to have been only a one-year thing, prelude to national election of a government for a reunited Viet Nam. Most now support military action against the terrorist group.” A few points: (1) I’ve long considered this September, 2003 Washington Post poll to be one the most extraordinary facts about the post-9/11 era. It found that – almost 2 years after 9/11, and six months after the invasion of Iraq – “nearly seven in 10 Americans believe it is likely that ousted Iraqi leader Saddam Hussein was personally involved in the Sept. 11 attacks . . . .  A majority of Democrats, Republicans and independents believe it’s likely Saddam was involved.”

But in terms of crazed irrationality, how far away from that false belief is the current fear on the part of Americans that there are ISIS sleeper cells “living in the United States”? (2) If the goal of terrorist groups is to sow irrational terror, has anything since the 9/11 attack been more successful than those two journalist beheading videos? It’s almost certainly the case that as recently as six months ago, only a minute percentage of the American public (and probably the U.S. media) had even heard of ISIS. Now, two brutal beheadings later, they are convinced that they are lurking in their neighborhoods, that they are a Grave and Unprecedented Threat (worse than al Qaeda!), and that military action against them is needed.

  • It’s as though ISIS and the U.S. media and political class worked in perfect unison to achieve the same goal here when it comes to American public opinion: fully terrorize them. (3) Although Americans favor military action against ISIS, today’s above-cited CNN poll finds that – at least of now – most do not want ground troops in Iraq or Syria (“61%-38%, oppose placing U.S. soldiers on the ground in Iraq and Syria to combat the terrorist group”). But almost every credible expert has said that airstrikes, without troops, is woefully inadequate to achieve any of the stated goals. Other than further inflaming anti-American sentiment in the region and strengthening ISIS, what possible purpose can such airstrikes have? The answer given by much of the U.S. media, as FAIR documented, seems clear: to “flex muscles” and show “toughness”:
  • What kind of country goes around bombing people with no strategic purpose and with little motive other than to “flex muscles” and “show toughness”? This answer also seems clear: one that is deeply insecure about its ongoing ability to project strength (and one whose elites benefit in terms of power and profit from endless war). (4) For those who favor air strikes: if, as most regional and military experts predict, it turns out that airstrikes are insufficient to seriously degrade ISIS, would you then favor a ground invasion? If you really believe that ISIS is a serious threat to the “homeland” and other weighty interests, how could you justify opposing anything needed to defeat them up to and including ground troops? And if you wouldn’t support that, isn’t that a compelling sign that you don’t really see them as the profound threat that one should have to see them as before advocating military action against them?
  • (5) For those who keep running around beating their chests talking about the imperative to “destroy ISIS”: will that take more or less time than it’s taken to “destroy the Taliban”? Does it ever occur to such flamboyant warriors to ask why those sorts of groups enjoy so much support, and whether yet more bombing of predominantly Muslim countries – and/or flooding the region with more weapons – will bolster rather than subvert their strength? Just consider how a one-day attack in the U.S., 13 years ago, united most of the American population around the country’s most extreme militarists and unleashed an orgy of collective violence that is still not close to ending. Why does anyone think that constantly bringing violence to that part of the world will have a different effect there?
  • 6) When I began writing about politics in 2005, it was very common to hear the “chickenhawk” slur cast about: all as a means of arguing that able-bodied people who advocate war have the obligation to fight in those wars rather than risking other people’s lives to do so. Since January, 2009, I’ve almost never heard that phrase. How come? Does the obligation-to-fight apply now to those wishing to deploy military force to “destroy ISIS”? (7) It’s easy to understand why beheading videos provoke such intense emotion: they’re savage and horrific to watch, by design. But are they more brutal than the constant, ongoing killing of civilians, including children, that the U.S. and its closest allies have been continuously perpetrating? In 2012, for instance, Pakistani teenager Tariq Kahn attended an anti-drone meeting, and then days later, was “decapitated” by a U.S. missile - the high-tech version of beheading – and his 12-year-old cousin was also killed by that drone. Whether “intent” is one difference is quite debatable (see point 3), but the brutality is no less. It’s true that we usually don’t see that carnage, but the fact that it’s kept from the U.S. population doesn’t mean it disappears or becomes more palatable or less savage.
  • (8) Here’s how you know you live in an empire devoted to endless militarism: when a new 3-year war is announced and very few people seem to think the president needs anyone’s permission to start it (including Congress) and, more so, when the announcement - of a new multiple-year war - seems quite run-of-the-mill and normal. (9) How long will we have to wait for the poll finding that most Americans “regret” having supported this new war in Iraq and Syria and view it as a “mistake”, as they prepare, in a frenzy of manufactured fear, to support the next proposed war?   UPDATE [Tues.]: In case you’re wondering how so many Americans have been led to embrace such fear-mongering tripe, consider the statement last week of Democratic Sen. Bill Nelson of Florida:

It ought to be pretty clear when they start cutting off the heads of journalists and say they’re going to fly the black flag of ISIS over the White House that ISIS is a clear and present danger.” They’re a “clear and present danger” because they threatened to “fly the black flag of ISIS over the White House.” It’s hard to believe the fear-mongering is anything but deliberate.

  • As the Obama administration announces plans for further decreases in military spending, Gallup surveys show no broad consensus among Americans that the U.S. is spending too much or too little on the military. Americans' views of the money spent on national defense and the military have held fairly steady in recent years, with 37% now saying the nation spends too much and 28% saying it spends too little. The rest say spending is about right.
  • The most recent data are from Gallup's Feb. 6-9 World Affairs poll. Americans' attitudes on military spending have fluctuated since 1969, with occasional spikes in the "too much" and the "too little" viewpoints. Americans' current views are fairly moderate, with the percentages saying "too much" and "too little" falling about midway in the historical ranges. The complete trend, including the percentage saying spending is "about the right amount," is on page 2. These attitudes have taken on a renewed importance as Secretary of Defense Chuck Hagel announced a far-reaching Pentagon defense plan Monday that would, among other things, cut the Army's size to its lowest level since before World War II. Historically, Americans were most likely to believe the nation was spending "too much" on the military in 1969 (52%) and in the early 1970s, just after the peak of U.S. involvement in the Vietnam War. This belief also reached as high as 50% in 1990 after the major military buildup under Presidents Ronald Reagan and George H.W. Bush. Public concern that military spending was too high rose to 44% in the final year of the George W. Bush administration as the nation's military spending increased for the wars in Afghanistan and Iraq. Americans were most likely to say the government was spending "too little" on the military in January 1981, just as Reagan was taking office after having won the election partly because of his emphasis on the need to build up America's military. Similarly, the "too little" percentage peaked in 2000 and early 2001 as George W. Bush campaigned for and won the presidency after a period of lower military spending during the Clinton administration.

Spending increased from post-World War II levels during the Korean War, stayed relatively high during the Cold War and Vietnam War years that followed, began to fall during the 1970s, rose slightly during the Reagan administration, fell during the Clinton years, rose significantly during the last decade, and has now begun to fall again. The American public's views on military spending have also varied, generally in reaction to these shifts. Americans were most likely to view spending as too high during Vietnam and the 1980s and early '90s, and most likely to view it as too little after the drop in spending in the 1970s and 1990s. Since 2002, Americans' views that the U.S. is spending too much increased concomitant with actual spending increases that followed 9/11 and U.S. involvement in two wars. Now, as the U.S. begins once again to decrease military spending, the public's attitudes are divided. Given these cuts, it would not be unusual if at some point the public once again began to say military spending had dropped too low, potentially making military preparedness a 2016 presidential campaign issue.

Actually, we now know. Washington’s Iraq War 3.0, Operation Inherent Resolve, is what happens. In its early stages, I asked sarcastically, “What could possibly go wrong?” As the mission enters its fourth month, the answer to that question is already grimly clear: just about everything. It may be time to ask, in all seriousness: What could possibly go right?
  • The U.S. Department of State lists 60 participants in the coalition of nations behind the U.S. efforts against the Islamic State. Many of those countries (Somalia, Iceland, Croatia, and Taiwan, among them) have never been heard from again outside the halls of Foggy Bottom. There is no evidence that America’s Arab “allies” like Saudi Arabia, Qatar, and the United Arab Emirates, whose funding had long-helped extreme Syrian rebel groups, including IS, and whose early participation in a handful of air strikes was trumpeted as a triumph, are still flying. Absent the few nations that often make an appearance at America's geopolitical parties (Canada, the Brits, the Aussies, and increasingly these days, the French), this international mess has quickly morphed into Washington's mess. Worse yet, nations like Turkey that might actually have taken on an important role in defeating the Islamic State seem to be largely sitting this one out. Despite the way it’s being reported in the U.S., the new war in the Middle East looks, to most of the world, like another case of American unilateralism, which plays right into the radical Islamic narrative.

Meanwhile, despite the White House's priority on training a new Syrian moderate force of 5,000 fighters, senior military leaders have yet to even select an officer to head up the vetting process that’s supposed to weed out less than moderate insurgents.

Thus the war hero who people would logically imagine as a determined crusader for the interests of POWs and their families became instead the strange champion of hiding the evidence and closing the books.

The sum of the secrets McCain has sought to hide is not small. There exists a telling mass of official documents, radio intercepts, witness depositions, satellite photos of rescue symbols that pilots were trained to use, electronic messages from the ground containing the individual code numbers given to airmen, a rescue mission by a special forces unit that was aborted twice by Washington—and even sworn testimony by two Defense secretaries that “men were left behind.” This imposing body of evidence suggests that a large number—the documents indicate probably hundreds—of the U.S. prisoners held by Vietnam were not returned when the peace treaty was signed in January 1973 and Hanoi released 591 men, among them Navy combat pilot John S. McCain.

It is a permutation of the Golden Rule that allows of no cost-benefit analysis. Commonly, hundreds of lives have been lost to save only a few. Or launching a disastrous military campaign you know is doomed in order to help your party win an election? I ask in light of today’s New York Times story about how President Obama asked the CIA a while back whether arming rebel forces – pretty much the agency’s signature strategy — had ever worked in the past. He was told that it almost never has. But then in June, once the political pressure for intervention in Syria got too great, he did just that — sending weapons to rebels fighting the Syrian military. Yes: He knew better, but he did it anyway.
  • Obama’s biggest such decision killed a lot of American servicemembers who he sent to fight and die in Afghanistan. During his 2008 presidential campaign, which was marked by his opposition to the war in Iraq, then-Senator Obama’s vow to re-engage in Afghanistan was seen by many as a ploy to avoid being cast as a dove, first by Hillary Clinton and then by John McCain. What’s not clear to this day is precisely when Obama knew better; when he realized that the war in Afghanistan was hopeless. By inauguration time, that conclusion seemed fairly obvious to many foreign-policy watchers. So why not him?
  • But one month into his presidency, Obama announced he was sending more troops there – 30,000, as it would turn out. Despite the obvious lack of what he himself had frequently described as a must — an exit strategy – he increased the number of troops in Afghanistan by 50 percent. And the monthly death tolls shot up. Over 1,600 American servicemembers  have died in Afghanistan since the summer of 2009 — well over half of all the dead during the entire war – along with countless Afghans. There were public signs in November 2009 that Obama was “rethinking” his plan. David Sanger, in his book Confront and Conceal, wrote that Obama actually began a “reassessment of whether the war was as necessary as he first believed” even earlier, in the summer of 2009. (At an off-the-record June 2009 dinner with historians the “main point” his guests tried to make was “that pursuit of war in Afghanistan would be for him what Vietnam was to Lyndon Johnson,” Garry Wills wrote  later.)

  • And according to Sanger’s murky sources, the recognition that things were hopeless came at the latest by June 2011. But it wasn’t for three more long years —  until this May — that Obama finally announced U.S. troops would be out of Afghanistan by the end of 2016. Which brings us to the question I raised at the top. George W. Bush’s decision to go to war in Iraq sent vastly more people to their deaths than anything Obama did – nearly 5,000 U.S. servicemembers, plus over 100,000 Iraqi civilians – and left as many as half a million U.S. servicemembers wounded or otherwise permanently damaged

He was incredibly wrong, mind you. He was both delusional — and actively manipulated by neocons like Dick Cheney (who believe the application of American power is always and inherently a good thing). He intentionally misled the public about his real reasons for going to war (the terrorist attacks of 9/11 were an excuse, not a reason; there were no Iraqi weapons of mass destruction). His eventual goal was both unachievable (a sudden flowering of pro-Western democracy in the Middle East) and perverse (American control of Iraqi oil fields). His methods (firing all the Baathists; trying to install a corrupt puppet) were spectacularly misguided. Much of the rest of his presidency was consumed with sectarian warfare in Iraq and new lies to  cover up the old ones at home. And the end result was a massive human rights catastrophe, including torture of U.S. detainees, a refugee crisis, mass casualties, social disorder and – finally – the Islamic State.
  • Bush also certainly saw – and exploited — the political upside of being a war president. But he didn’t let loose the dogs of war simply because his political operatives told him it would poll well.

  • The United States has been at war -- major boots-on-the-ground conflicts and minor interventions, firefights, air strikes, drone assassination campaigns, occupations, special ops raids, proxy conflicts, and covert actions -- nearly nonstop since the Vietnam War began.  That’s more than half a century of experience with war, American-style, and yet few in our world bother to draw the obvious conclusions. Given the historical record, those conclusions should be staring us in the face.  They are, however, the words that can’t be said in a country committed to a military-first approach to the world, a continual build-up of its forces, an emphasis on pioneering work in the development and deployment of the latest destructive technology, and a repetitious cycling through styles of war from full-scale invasions and occupations to counterinsurgency, proxy wars, and back again. So here are five straightforward lessons -- none acceptable in what passes for discussion and debate in this country -- that could be drawn from that last half century of every kind of American warfare:
  • 1. No matter how you define American-style war or its goals, it doesn’t work. Ever. 2. No matter how you pose the problems of our world, it doesn’t solve them. Never. 3. No matter how often you cite the use of military force to “stabilize” or “protect” or “liberate” countries or regions, it is a destabilizing force. 4. No matter how regularly you praise the American way of war and its “warriors,” the U.S. military is incapable of winning its wars. 5. No matter how often American presidents claim that the U.S. military is “the finest fighting force in history,” the evidence is in: it isn’t.
  • And here’s a bonus lesson: if as a polity we were to take these five no-brainers to heart and stop fighting endless wars, which drain us of national treasure, we would also have a long-term solution to the Veterans Administration health-care crisis.  It’s not the sort of thing said in our world, but the VA is in a crisis of financing and caregiving that, in the present context, cannot be solved, no matter whom you hire or fire.  The only long-term solution would be to stop fighting losing wars that the American people will pay for decades into the future, as the cost in broken bodies and broken lives is translated into medical care and dumped on the VA.

War authorization in trouble on Hill - Manu Raju and Burgess Everett - POLITICO - 0 views

  • Key Democrats are hardening their opposition to President Barack Obama’s proposal for attacking Islamic militants in Iraq and Syria, raising fresh doubts the White House can win congressional approval of the plan as concerns grow over its handling of crises around the globe. In interviews this week, not a single Democrat on the Senate Foreign Relations Committee expressed support for the president’s war plan as written; most demanded changes to limit the commander in chief’s authority and more explicitly prohibit sending troops into the conflict.
  • That opposition puts the White House and Sen. Bob Corker (R-Tenn.), the Foreign Relations Committee chairman, in a quandary — stuck between Republican defense hawks who are pushing for a more robust U.S. role against the terrorist group known as Islamic State of Iraq and the Levant, and liberals who fear a repeat of the Iraq war. In an interview, Corker issued a stark warning: If Democrats refuse to lend any support to Obama’s request for the Authorization for Use of Military Force against ISIL, he may scrap a committee vote, making it less likely the full Senate or House would even put it on the floor, much less pass it. The comments put pressure on the White House to deliver Democratic votes or witness the collapse of a second war authorization plan in Congress in as many years.
  • “He is asking us to do something that takes us nowhere,” Corker said of Obama. “Because from what I can tell, he cannot get one single Democratic vote from what he’s sent over. And he certainly wouldn’t get Democratic votes for something Republicans might be slightly more comfortable with. … It’s quite a dilemma.” Corker added: “Before we begin the process of considering marking up a bill, I want to know that there’s a route forward that can lead to success.” Last month, the president proposed a draft AUMF aimed at giving him the flexibility to wage war with ISIL, but also restricting his own authority. The plan would set a three-year time limit and ban “enduring offensive ground combat operations.” While ISIL, also known as ISIS, is the main enemy targeted by the plan, the U.S. would have the flexibility to attack forces “associated” with the terrorist group. And while Obama sought to rescind the 2002 Iraq War authorization, his plan would leave in place the post-9/11 war powers resolution that the U.S. is currently using to justify its ongoing military campaign against ISIL and terrorist organizations worldwide. The effort, to carve a middle ground between hawks and doves, appears to have pleased nobody on Capitol Hill. Republicans want to give this and the next president wide latitude to “degrade and destroy” ISIL, while Democrats want to impose a round of new restrictions further prohibiting ground troops while rescinding the 2001 war authorization.

  • The new challenges facing the White House plan come as a growing number of Democrats are breaking with the administration over its handling of a range of international crises. Several Iran hawks in the Senate Democratic Caucus signed onto a bill calling on the White House to send any nuclear deal with Iran for immediate congressional approval. They were working to gather enough Democratic support to override a threatened presidential veto, but the plan has stalled temporarily over a partisan procedural squabble. Influential Democrats like Dick Durbin of Illinois have joined a push calling on the White House to toughen sanctions against Russia while arming Ukraine in the fight against Russian-backed rebels.
  • And on ISIL, Democrats say the president needs to swallow changes to his proposed draft to win backing from his own party, even if doing so could turn off even more Republicans. “No,” said New Jersey Sen. Bob Menendez, the top Democrat on the Foreign Relations Committee, when asked whether he would support the president’s proposal. “I think we have to do a better job of defining what is ‘no enduring offensive combat troops.’ That is a critical element. I think if we can get past that element of it, other elements could fall into place. But we need to do a better job of that — otherwise, many members feel that is the equivalent of a blank check.”
  • It’s unclear how aggressive the president will be, but senior administration officials have indicated they would not play a heavy hand in the negotiations on Capitol Hill, at least at the onset of the debate. A White House spokesperson said, “We remain open to reasonable adjustments that are consistent with the president’s policy and that can garner bipartisan support. However, it is ultimately up to Congress to pass a new authorization.”
  • There is little margin for error on the committee, given that it is split between 10 Republicans and nine Democrats. On the Republican side, two senators who are likely running for president and have opposite foreign policy views — Rand Paul of Kentucky and Marco Rubio of Florida — will be difficult to court no matter how the proposal is structured. And the nine Democrats on the committee each have strong reservations about the president’s proposal, arguing it’s too broad in scope.
  • “If the Vietnam War taught us anything, and if the president’s interpretation of the 2001 authorization has taught us anything, it’s that Congress better be pretty specific on our authorization,” Cardin said. “The hearings and meetings we’ve had raised as many questions as they have answered,” said Sen. Chris Murphy (D-Conn.). “I appreciate the president has done something unprecedented — he’s proposed restrictions on his authority — but it’s likely got to change for me to support it.”
