  • Soon after the U.S. and other major powers entered negotiations last year to curtail Iran’s nuclear program, senior White House officials learned Israel was spying on the closed-door talks. The spying operation was part of a broader campaign by Israeli Prime Minister Benjamin Netanyahu’s government to penetrate the negotiations and then help build a case against the emerging terms of the deal, current and former U.S. officials said. In addition to eavesdropping, Israel acquired information from confidential U.S. briefings, informants and diplomatic contacts in Europe, the officials said.
  • The espionage didn’t upset the White House as much as Israel’s sharing of inside information with U.S. lawmakers and others to drain support from a high-stakes deal intended to limit Iran’s nuclear program, current and former officials said. “It is one thing for the U.S. and Israel to spy on each other.   • Mr. Netanyahu and Israeli Ambassador Ron Dermer early this year saw a rapidly closing window to increase pressure on Mr. Obama before a key deadline at the end of March, Israeli officials said. Using levers of political influence unique to Israel, Messrs. Netanyahu and Dermer calculated that a lobbying campaign in Congress before an announcement was made would improve the chances of killing or reshaping any deal. They knew the intervention would damage relations with the White House, Israeli officials said, but decided that was an acceptable cost. The campaign may not have worked as well as hoped, Israeli officials now say, because it ended up alienating many congressional Democrats whose support Israel was counting on to block a deal. Obama administration officials, departing from their usual description of the unbreakable bond between the U.S. and Israel, have voiced sharp criticism of Messrs. Netanyahu and Dermer to describe how the relationship has changed.

U.S. officials said Israel has long topped the list of countries that aggressively spy on the U.S., along with China, Russia and France. The U.S. expends more counterintelligence resources fending off Israeli spy operations than any other close ally, U.S. officials said.
  • A senior official in the prime minister’s office said Monday: “These allegations are utterly false. The state of Israel does not conduct espionage against the United States or Israel’s other allies. The false allegations are clearly intended to undermine the strong ties between the United States and Israel and the security and intelligence relationship we share.” Current and former Israeli officials said their intelligence agencies scaled back their targeting of U.S. officials after the jailing nearly 30 years ago of American Jonathan Pollard for passing secrets to Israel. Americans shouldn’t be surprised, said a person familiar with the Israeli practice, since U.S. intelligence agencies helped the Israelis build a system to listen in on high-level Iranian communications.

Mr. Obama didn’t tell Mr. Netanyahu until September 2013. Mr. Netanyahu and Mr. Dermer went to Congress after seeing they had little influence on the White House. Before the interim deal was made public, Mr. Dermer gave lawmakers Israel’s analysis: The U.S. offer would dramatically undermine economic sanctions on Iran, according to congressional officials who took part. After learning about the briefings, the White House dispatched senior officials to counter Mr. Dermer. The officials told lawmakers that Israel’s analysis exaggerated the sanctions relief by as much as 10 times, meeting participants said.
  • When the next round of negotiations with Iran started in Switzerland last year, U.S. counterintelligence agents told members of the U.S. negotiating team that Israel would likely try to penetrate their communications, a senior Obama administration official said. The U.S. routinely shares information with its European counterparts and others to coordinate negotiating positions. While U.S. intelligence officials believe secured U.S. communications are relatively safe from the Israelis, they say European communications are vulnerable. Mr. Netanyahu and his top advisers received confidential updates on the Geneva talks from Undersecretary of State for Political Affairs Wendy Sherman and other U.S. officials, who knew at the time that Israeli intelligence was working to fill in any gaps. The White House eventually curtailed the briefings, U.S. officials said, withholding sensitive information for fear of leaks. Current and former Israeli officials said their intelligence agencies can get much of the information they seek by targeting Iranians and others in the region who are communicating with countries in the talks. In November, the Israelis learned the contents of a proposed deal offered by the U.S. but ultimately rejected by Iran, U.S. and Israeli officials said. Israeli officials told their U.S. counterparts the terms offered insufficient protections.
  • U.S. officials urged the Israelis to give the negotiations a chance. But Mr. Netanyahu’s top advisers concluded the emerging deal was unacceptable. The White House was making too many concessions, Israeli officials said, while the Iranians were holding firm. Obama administration officials reject that view, saying Israel was making impossible demands that Iran would never accept. “The president has made clear time and again that no deal is better than a bad deal,” a senior administration official said. On Jan. 21, House Speaker John Boehner (R., Ohio) announced Mr. Netanyahu would address a joint meeting of Congress. That same day, Mr. Dermer and other Israeli officials visited Capitol Hill to brief lawmakers and aides, seeking a bipartisan coalition large enough to block or amend any deal. Most Republicans were already prepared to challenge the White House on the negotiations, so Mr. Dermer focused on Democrats. “This deal is bad,” he said in one briefing, according to participants.
  • A spokesman for the Israeli embassy in Washington, Aaron Sagui, said Mr. Dermer didn’t launch a special campaign on Jan 21. Mr. Dermer, the spokesperson said, has “consistently briefed both Republican and Democrats, senators and congressmen, on Israel’s concerns regarding the Iran negotiations for over a year.” Mr. Dermer and other Israeli officials over the following weeks gave lawmakers and their aides information the White House was trying to keep secret, including how the emerging deal could allow Iran to operate around 6,500 centrifuges, devices used to process nuclear material, said congressional officials who attended the briefings. The Israeli officials told lawmakers that Iran would also be permitted to deploy advanced IR-4 centrifuges that could process fuel on a larger scale, meeting participants and administration officials said. Israeli officials said such fuel, which under the emerging deal would be intended for energy plants, could be used to one day build nuclear bombs. The information in the briefings, Israeli officials said, was widely known among the countries participating in the negotiations. When asked in February during one briefing where Israel got its inside information, the Israeli officials said their sources included the French and British governments, as well as their own intelligence, according to people there.
  • “Ambassador Dermer never shared confidential intelligence information with members of Congress,” Mr. Sagui said. “His briefings did not include specific details from the negotiations, including the length of the agreement or the number of centrifuges Iran would be able to keep.” Current and former U.S. officials confirmed that the number and type of centrifuges cited in the briefings were part of the discussions. But they said the briefings were misleading because Israeli officials didn’t disclose concessions asked of Iran. Those included giving up stockpiles of nuclear material, as well as modifying the advanced centrifuges to slow output, these officials said. The administration didn’t brief lawmakers on the centrifuge numbers and other details at the time because the information was classified and the details were still in flux, current and former U.S. officials said. Unexpected reaction The congressional briefings and Mr. Netanyahu’s decision to address a joint meeting of Congress on the emerging deal sparked a backlash among many Democratic lawmakers, congressional aides said.
  • On Feb. 3, Mr. Dermer huddled with Sen. Joe Manchin, a West Virginia Democrat, who said he told Mr. Dermer it was a breach of protocol for Mr. Netanyahu to accept an invitation from Mr. Boehner without going through the White House. Dianne Feinstein of California, the top Democrat on the SenateIntelligence Committee, at her Washington, D.C., home. He pressed for her support because he knew that she, too, was angry about Mr. Netanyahu’s planned appearance. Ms. Feinstein said afterward she would oppose legislation allowing Congress to vote down an agreement.

    Well this is interesting. The U.S. was covertly working through an Argentinian prosecutor to topple Argentina's head of state. On the plan to reform the Argentine intelligence service, that service's subordination to the CIA was the prototype operation than led to Operation Condor, in which the CIA subverted most intelligence services in Latin America, leading to coups and the deaths and disappearnaces of hundreds of thousands Latin American citizens suspected of being left-leaning. The overthrow of the Allende government in Chile is perhaps the best known in the U.S.

  • According to SPIEGEL research, United States intelligence agencies have not only targeted Chancellor Angela Merkel's cellphone, but they have also used the American Embassy in Berlin as a listening station. The revelations now pose a serious threat to German-American relations.
  • Research by SPIEGEL reporters in Berlin and Washington, talks with intelligence officials and the evaluation of internal documents of the US' National Security Agency and other information, most of which comes from the archive of former NSA contractor Edward Snowden, lead to the conclusion that the US diplomatic mission in the German capital has not merely been promoting German-American friendship. On the contrary, it is a nest of espionage. From the roof of the embassy, a special unit of the CIA and NSA can apparently monitor a large part of cellphone communication in the government quarter. And there is evidence that agents based at Pariser Platz recently targeted the cellphone that Merkel uses the most. The NSA spying scandal has thus reached a new level, becoming a serious threat to the trans-Atlantic partnership. The mere suspicion that one of Merkel's cellphones was being monitored by the NSA has led in the past week to serious tensions between Berlin and Washington.
  • A "top secret" classified NSA document from the year 2010 shows that a unit known as the "Special Collection Service" (SCS) is operational in Berlin, among other locations. It is an elite corps run in concert by the US intelligence agencies NSA and CIA. The secret list reveals that its agents are active worldwide in around 80 locations, 19 of which are in Europe -- cities such as Paris, Madrid, Rome, Prague and Geneva. The SCS maintains two bases in Germany, one in Berlin and another in Frankfurt. That alone is unusual. But in addition, both German bases are equipped at the highest level and staffed with active personnel. The SCS teams predominantly work undercover in shielded areas of the American Embassy and Consulate, where they are officially accredited as diplomats and as such enjoy special privileges. Under diplomatic protection, they are able to look and listen unhindered. They just can't get caught.

  • This would correspond to internal NSA documents seen by SPIEGEL. They show, for example, an SCS office in another US embassy -- a small windowless room full of cables with a work station of "signal processing racks" containing dozens of plug-in units for "signal analysis." On Friday, author and NSA expert James Bamford also visited SPIEGEL's Berlin bureau, which is located on Pariser Platz diagonally opposite the US Embassy. "To me, it looks like NSA eavesdropping equipment is hidden behind there," he said. "The covering seems to be made of the same material that the agency uses to shield larger systems." The Berlin-based security expert Andy Müller Maguhn was also consulted. "The location is ideal for intercepting mobile communications in Berlin's government district," he says, "be it technical surveillance of communication between cellphones and wireless cell towers or radio links that connect radio towers to the network."
  • Wiretapping from an embassy is illegal in nearly every country. But that is precisely the task of the SCS, as is evidenced by another secret document. According to the document, the SCS operates its own sophisticated listening devices with which they can intercept virtually every popular method of communication: cellular signals, wireless networks and satellite communication. The necessary equipment is usually installed on the upper floors of the embassy buildings or on rooftops where the technology is covered with screens or Potemkin-like structures that protect it from prying eyes. That is apparently the case in Berlin, as well. SPIEGEL asked British investigative journalist Duncan Campbell to appraise the setup at the embassy. In 1976, Campbell uncovered the existence of the British intelligence service GCHQ. In his so-called "Echelon Report" in 1999, he described for the European Parliament the existence of the global surveillance network of the same name.
  • Campbell refers to window-like indentations on the roof of the US Embassy. They are not glazed but rather veneered with "dielectric" material and are painted to blend into the surrounding masonry. This material is permeable even by weak radio signals. The interception technology is located behind these radio-transparent screens, says Campbell. The offices of SCS agents would most likely be located in the same windowless attic.
  • Apparently, SCS agents use the same technology all over the world. They can intercept cellphone signals while simultaneously locating people of interest. One antenna system used by the SCS is known by the affable code name "Einstein." When contacted by SPIEGEL, the NSA declined to comment on the matter. The SCS are careful to hide their technology, especially the large antennas on the roofs of embassies and consulates. If the equipment is discovered, explains a "top secret" set of classified internal guidelines, it "would cause serious harm to relations between the United States and a foreign government." According to the documents, SCS units can also intercept microwave and millimeter-wave signals. Some programs, such as one entitled "Birdwatcher," deal primarily with encrypted communications in foreign countries and the search for potential access points. Birdwatcher is controlled directly from SCS headquarters in Maryland.
  • With the growing importance of the Internet, the work of the SCS has changed. Some 80 branches offer "thousands of opportunities on the net" for web-based operations, according to an internal presentation. The organization is now able not only to intercept cellphone calls and satellite communication, but also to proceed against criminals or hackers. From some embassies, the Americans have planted sensors in communications equipment of the respective host countries that are triggered by selected terms.

  • Venezuelan president Nicolas Maduro has warned of “interventionist” activity emanating from the U.S. Embassy in Caracas, and says he is reevaluating relations with his country’s northern neighbour. In an interview with Telesur on Saturday Maduro claimed that actions being taken by the U.S. embassy were aimed at undermining Venezuela’s stability and were “beginning to become intolerable” despite Venezuelan efforts to “normalise diplomatic relations”.
  • “It’s lamentable that [U.S. president Barack] Obama allows his own U.S. embassy in Venezuela to act in a dangerous way…I have a lot of information about the interventionism of the U.S. embassy,” he said. The Venezuelan head of state explained that as a result his administration was “reevaluating” relations with the U.S. “At the right moment I will pertinently explain to our nation the actions that I have to take,” he added. Maduro also gave his opinion that racism had worsened in the U.S. under Obama. He said that the U.S. president had become “tired” of struggling for a progressive agenda and had “joined the worst causes, in the United States and the world”. The comments are the latest indicator of the poor state of U.S. – Venezuelan relations, which have remained frosty since the early years of the administration of former Venezuelan president Hugo Chavez.
  • Venezuela accuses the U.S. of having supported the short-lived coup against Chavez in 2002 and of plotting to destabilise and overthrow the Bolivarian government. U.S. government agencies have funneled over $100 million to pro-opposition groups since 2002. The U.S. meanwhile has expressed worry over some of Venezuela’s international alliances and has claimed the Bolivarian government displays authoritarian practices and tendencies domestically. In July the United States introduced a visa and travel ban against a handful of top Venezuelan officials for what it says were “human rights abuses” committed during an opposition-led wave of unrest in the country earlier this year which caused 43 deaths. Venezuelan officials counter that the opposition was responsible for the violence, and that any member of security forces suspected of using excessive force has been arrested or investigated.

The U.S. intervention in Venezuela, as In Syria, Ukraine, and elsewhere, is thus profoundly anti-democratic. Several governments around the world are well along the path of shutting down U.S. (e.g., USAID, National Endowment for Democracy, Soros Open Society Foundation, Einstein Institute, etc/)  funding for rabble-rousers. The Trump campaign made much of its intention to move the US Embassy in the lead-up to the election, though official comments have not been nearly so cut and dry since the vote, with officials saying they were very early in the decision making process. Top Trump Administration officials also reportedly spoke with Palestinian leadership in recent days on issues beyond the embassy, assuring them of the American position on Israel’s settlement expansion. Administration officials have criticized the settlement growth, though Israeli officials have so far spun this as a “green light” to keep building.     Was the "intelligence" real that sparked the closing of embassies across the Mideast and Northern Africa or was it fabricated to beef up Obama Administration claims of necessity to conduct dragnet NSA surveillance of electronic communications? Although not mentioned in this McClatchy report, other media outlets have disclosed that the claimed intercept was of a 20-person al-Qaeda leadership telephone conference call, which would suggest -- if one were to accept that version as fact -- that al-Qaeda leadership is oblivious to the facts spilling out around the NSA scandal. Certainly, there has been no effort made by the Administration to brand such disclosures about the "intelligence" as fabricated, nor has there been a call for prosecution of the leaker(s). But the Administration can't have it both ways; either they have no real concern about alerting al-Qaeda to specific instances of surveillance that would allow discernment of surveillance methods, which conflicts with the claimed need for secrecy on the scope of surveillance; or [ii] the "intelligence" was fabricated, embassies were closed, and the  "intelligence" leaked  purely to defend the NSA surveillance program politically in the U.S.

President Obama notified Congress of the latest American involvement yesterday, stating that “[t]he failure of the Mosul Dam could threaten the lives of large numbers of civilians, endanger U.S. personnel and facilities, including the U.S. Embassy in Baghdad.” Obama said the operations will be “limited in their scope and duration.” The significantly expanded air campaign, including the first reported use of U.S. bombers, has strengthened the Kurdish forces’ ground offensive to reclaim the strategic dam from Islamic State control [Wall Street Journal’s Matt Bradley et al.; Washington Post’s Liz Sly et al.].     Until about a month ago, I thought that Barack Obama would leave only two lasting accomplishments for future history books: [i] first African-American President; and [ii] ending the U.S. war in Iraq. Make it item 1 only now. It's no longer U.S. military "mission creep" in Iraq; it's full bore reinvasion topped off with a U.S. enguineered coup of the Iraqi government.   Just Security is a very high quality politico-legal site for issues involving U.S. and U.S.-sponsored violence and surveillance issues. The multi-part, multi-media series was put on line beginning Friday morning, though some parts weren’t up until evening. And others are said to be coming during the coming weeks. The U.S. Embassy in Germany press office statement came out just after 3 p.m.

  • Julian Assange will be questioned by Swedish prosecutors inside the Ecuadorian embassy in London, in a possible breakthrough to end the impasse over his case. The Ecuadorian attorney general delivered a document agreeing to a request by the Swedish prosecutor to question the founder of WikiLeaks. He is wanted for questioning over a rape allegation, which he denies. If he goes to Sweden he believes he will be taken to the US because of the activities of WikiLeaks. Assange has been living inside the embassy for more than four years and has been granted political asylum by Ecuador.
  • He has offered to be questioned inside the embassy but Swedish prosecutors have only recently agreed. A statement issued in Ecuador said: “In the coming weeks a date will be established for the proceedings to be held at the embassy of Ecuador in the United Kingdom.
  • The statement said the proceedings did not affect the recent opinion of the Working Group on Arbitrary Detentions of the United Nations, which found that Assange was being arbitrarily detained. The working group called for Assange to be released and given compensation for violation of his rights.     Assange justifiably fears that if he submits to extradition to Sweden, that nation would in turn hand him over to the U.S. for prosecution under the Espionage Act. It is known that a grand jury handed down indictments in the case involving a leak of massive numbers of State Department cables by Chelsea (formerly Bradley) Manning. Wikileaks received and published those documents. Soon after, a prosecutor in Sweden began a rape investigation, despite both women involved saying that they were not raped. No rape charges have actually been filed. The British courts later granted Sweden's extradition request, despite there being no charges pending, at which point Assange was granted asylum by Ecuador and has been effectively imprisoned in that nation's London embassy ever since.

  • Cables leaked by U.S. Army whistleblower Chelsea Manning reveal an apparent plot by the U.S. government to assassinate Bolivian President Evo Morales and overthrow his administration. The cables in question were published in August in “The WikiLeaks Files: The World According to US Empire,” a book in which multiple journalists along with Julian Assange analyze the contents of the treasure trove of cables Manning provided to WikiLeaks in 2010. The book devotes a section to what “The WikiLeaks Files” contributors Alexander Main and Dan Beeton call “the day-to-day mechanics of Washington’s political intervention in Latin America.” According to the cables, the plot to orchestrate a coup or carry out an assassination against Morales came after years of resistance by the Morales government to the United States’ Latin American agenda. TeleSUR, a Latin American TV network, reported last week that the Bolivian government is continuing a formal investigation into the allegations, despite denials by U.S. government officials:
  • “In a strongly worded statement the U.S. Embassy in Bolivia said, ‘The government of the United States was not involved in any conspiracy, attempt to overthrow the government of Bolivia or assassinate President Morales. This kind of unfounded allegations does not contribute to improving bilateral relations.’” These allegations of a U.S. plot mirror recent revelations that the DEA is targeting the Morales government with secret drug indictments after his administration kicked the U.S. agency out of Bolivia to pursue their own, locally-oriented and highly successful cocaine-reduction strategies. Contrary to the official denials, the WikiLeaks cables show how the U.S. escalated attempts to put pressure on Morales and his government over several years. According to Main and Beeton’s analysis of the cables, pressure on Morales began soon after his 2005 election as part of a wave of left-leaning candidates winning elections in Latin America. But Morales resisted U.S. directives and continued with his plans to nationalize the fossil fuels industry and move away from dependence on foreign aid and international loans. The cables suggest that starting from 2007 the U.S. government began providing aid to the “Media Luna” region of Bolivia, which is controlled by Morales’ opposition:
  • “A USAID report from 2007 stated that its Office of Transition Initiatives (OTI) ‘ha[d] approved 101 grants for $4,066,131 to help departmental governments operate more strategically.’ Funds also went to local indigenous groups that were ‘opposed to Evo Morales’ vision for indigenous communities.’” A year later, the residents of Media Luna were rebelling against the Morales government in clashes that led to 20 deaths. A coup seemed imminent, and the opposition had the support of U.S. officials: “[T]he United States was in regular communication with the leaders of the separatist opposition movement, even as they spoke openly of ‘blow[ing] up gas lines’ and ‘violence as a probability to force the government to . . . take seriously any dialogue.’” While officially supporting the Morales administration in public statements, the cables show the U.S. government preparing “a plan for immediate response in the event of a sudden emergency, i.e. a coup attempt or President Morales’ death.” Tensions only eased as other South American governments declared their support for Bolivia’s democratically-elected government.

  • To further justify expanding across the border and into Syria already ongoing US military operations in Iraq, the Western media has begun claiming that ISIS leadership, “fearing” US airstrikes, are fleeing to safety in neighboring Syria. The Wall Street Journal in its article, “Iraqis Say Some Commanders of Insurgency in Iraq Retreat to Syria,” claimed: According to the Iraqis, the commanders went to eastern Syria, where Islamic State has built an operational base amid the chaos of civil war over the past few years. The insurgents are able to dash across the border into Syria, where that base continues to offer the space to recruit and reorganize largely unchallenged. “They’ve got much better cover in Syria than they do in Iraq,” said Will McCants, an expert on militant Islam at the Brookings Institution and a former State Department adviser. “When they have that kind of strategic depth, they’re just allowed to live another day.”

  • Clearly, the answer, left for readers to arrive at on their own, is that these “successful” US airstrikes in Iraq must be carried over into Syria – where mission creep can do the rest, finally dislodging the Syrian government from power after an ongoing proxy war has failed to do so since 2011. After arming and aiding the Kurds in fighting ISIS in Iraq, the US will attempt to make a similar argument regarding the arming of terrorists in Syria and providing them direct US air support to defeat ISIS – and of course – Damascus. It should be remembered that ISIS itself is a creation of the United States, Saudi Arabia, Israel, Qatar, and has been harbored and provided material assistance by NATO-member Turkey for years. Portrayed by various names by the Western media – ISIS, al-Nusra, the “Free Syrian Army” – in reality it is a conglomerate of Western-backed mercenary forces raised as early as 2007 to overthrow the government in Damascus  and confront Iranian influence across the entire region, including in Lebanon and in Iraq.

But Barack Obama to the rescue with the combined  propaganda power of the War Party and Israel Lobby, the U.S. bombers and drones are sent in on their humanitarian mission to rescue about 40,000 Yahidzi (sp?) trapped by ISIL (now the Islamic Caliphate) on a mountaintop.   Then the U.S. expands its bombing to win back the Mosul Dam because it's such a threat to the U.S. Embassy in Baghdad if the dam breaks. Terrorized by the U.S. bombing, ISIL commanders are now said by the NYT and Wall St. J. to be retreating into Syria. Voila! Now the U.S. can send bombs and missiles to Syria ostensibly to kill ISIL leadership and troops, but in reality to bomb the heck out of the Syrian government forces.   • Ukraine’s new Finance Minister Natalie Jaresko, a former U.S. State Department officer who was granted Ukrainian citizenship only this week, headed a U.S. government-funded investment project for Ukraine that involved substantial insider dealings, including $1 million-plus fees to a management company that she also controlled. Jaresko served as president and chief executive officer of Western NIS Enterprise Fund (WNISEF), which was created by the U.S. Agency for International Development (U.S. AID) with $150 million to spur business activity in Ukraine. She also was cofounder and managing partner of Horizon Capital which managed WNISEF’s investments at a rate of 2 to 2.5 percent of committed capital, fees exceeding $1 million in recent years, according to WNISEF’s 2012 annual report.
  • Based on the data from WNISEF’s 2012 annual report, it also appeared that the U.S. taxpayers had lost about one-third of their investment in WNISEF, with the fund’s balance at $98,074,030, compared to the initial U.S. government grant of $150 million. Given the collapsing Ukrainian economy since the Feb. 22 coup, the value of the fund is likely to have slipped even further. (Efforts to get more recent data from WNISEF’s and Horizon Capital’s Web sites were impossible Friday because the sites were down.) Beyond the long list of “related party transactions” in the annual report, there also have been vague allegations of improprieties involving Jaresko from one company insider, her ex-husband, Ihor Figlus. But his whistle-blowing was shut down by a court order issued at Jaresko’s insistence. John Helmer, a longtime foreign correspondent in Russia, disclosed the outlines of this dispute in an article examining Jaresko’s history as a recipient of U.S. AID’s largesse and how it enabled her to become an investment banker via WNISEF, Horizon Capital and Emerging Europe Growth Fund.
  • Helmer wrote: “Exactly what happened when Jaresko left the State Department to go into her government-paid business in Ukraine has been spelled out by her ex-husband in papers filed in the Chancery Court of Delaware in 2012 and 2013. … “Without Figlus and without the US Government, Jaresko would not have had an investment business in Ukraine. The money to finance the business, and their partnership stakes, turns out to have been loaned to Figlus and Jaresko from Washington.” According to Helmer’s article, Figlus had reviewed company records in 2011 and concluded that some loans were “improper,” but he lacked the money to investigate so he turned to Mark Rachkevych, a reporter for the Kyiv Post, and gave him information to investigate the propriety of the loans. “When Jaresko realized the beans were spilling, she sent Figlus a reminder that he had signed a non-disclosure agreement” and secured a temporary injunction in Delaware on behalf of Horizon Capital and EEGF to prevent Figlus from further revealing company secrets, Helmer wrote.

Ukrainian President Petro Poroshenko cited her experience in these investment fields to explain his unusual decision to bring in an American to run Ukraine’s finances and grant her citizenship.
  • The substantial U.S. government sum invested in Jaresco’s WNISEF-based equity fund also sheds new light on how it was possible for Assistant Secretary of State for European Affairs Victoria Nuland to tally up U.S. spending on Ukraine since it became independent in 1991 and reach the astounding figure of “more than $5 billion,” which she announced to a meeting of U.S.-Ukrainian business leaders last December as she was pushing for “regime change” in Kiev. The figure was so high that it surprised some of Nuland’s State Department colleagues. Several months later – after a U.S.-backed coup had overthrown Yanukovych and pitched Ukraine into a nasty civil war – Under Secretary of State for Public Affairs Richard Stengel cited the $5 billion figure as “ludicrous” Russian disinformation after hearing the number on Russia’s RT network.
  • Stengel, a former Time magazine editor, didn’t seem to know that the figure had come from a fellow senior State Department official. Nuland’s “more than $5 billion” figure did seem high, even if one counted the many millions of dollars spent over the past couple of decades by U.S. AID (which puts its contributions to Ukraine at $1.8 billion) and the U.S.-funded National Endowment for Democracy, which has financed hundreds of projects for supporting Ukrainian political activists, media operatives and non-governmental organizations. But if one looks at the $150 million largesse bestowed on Natalie Jaresco, you can begin to understand the old adage that a hundred million dollars here and a hundred million dollars there soon adds up to real money.

  • Failing to Learn America’s global war of terror can this week be declared officially a failure, total and complete. After twelve years of invasions, drones, torture, spying and gulags, the U.S. closed its embassies and consulates across (only) the Muslim world. Not for a day, but in most cases heading toward a week, with terror warnings on file lasting through the month. The U.S. evacuated all non-essential diplomatic and military personnel from Yemen; dependents are already gone from most other MidEast posts. Only our fortress embassies in Kabul and Baghdad ironically were considered safe enough to reopen a day or two ago. The cause of all this? Apparently a message from al Qaeda leader Ayman al Zawahiri to his second in command in Yemen telling him to “do something.”

The idea that al Qaeda sought to seize infrastructure is a certain falsehood , as the whole point of guerrilla war is never to seize things, which would create a concentrated, open, stationary target that plays right into the Big Hardware advantage the U.S. holds. Just does not make sense, and supports the idea that this is all made-up for some U.S. domestic purpose. – However, the third way of looking at this is that the U.S. has failed to walk away from the climate of fear and paranoia that has distorted foreign and domestic policy since 9/12, Chicken Littles if you will. What if the U.S. really believed that al Qaeda was planning to take over Yemen this week in spite of the odd inconsistencies? What if “chatter” was enough to provoke the last Superpower into a super-sized public cower?
