  • The United States special forces currently stationed in Iraq are engaged in fighting against the Islamic State group, several Kurdish Iraqi fighters have told the British newspaper The Guardian, contradicting President Barack Obama’s assertion that no U.S. personnel were in direct combat with the extremist group. According to The Guardian, none of the fighters with Kurdish Iraqi army, known as Peshmerga, were willing to publish their photos or video footage for fear of dismissal, but they allowed the newspaper's crew to watch the video and see the images on their cellphones.
  • A 29-year-old peshmerga fighter named Peshawa showed a video through his cellphone filmed just after dawn on Sept. 11, showing four Western-looking men in a battle against the Islamic State group in Iraq. “These are the Americans,” Peshawa said referring to U.S. soldiers. He added that such footage and other asserts that Washington has been involved directly in the fight against the Islamic State group.
  • President Obama announced in June last year the deployment of 3,500 U.S. special forces to Iraq in order to “advise and train” Kurdish fighters in their fight against the extremist group, according to the Pentagon, but denied that this was part of a boots-on-the-ground operation. “The joke going around here is there are no boots on the ground because they’re all wearing sneakers,” an unnamed western volunteer with the peshmerga, told the Guardian. Major Loqman Mohammed with the peshmerga force showed another video, dated 11 June,  where a U.S. soldier was  seen wearing the uniform and badge of a Kurdish counter-terrorism unit and walking with two dozen peshmerga fighters after several hours of fighting with Islamic State group militants in the village of Wastana and Saddam settlement.

  • Major General Qassem Soleimani, the commander of Iran’s Islamic Revolutionary Guards Corps – Qods Force, has been seen addressing Iranian military officers and members of Lebanese Hezbollah in western Syria. In the past, the leader of Iran’s expeditionary special operations forces has been spotted on key battlefields in Iraq and Syria prior to the launch of major operations against jihadist groups such as the Islamic State. Recent images of Soleimani (above) appeared on social media sites such as Twitter. His presence in the western province of Latakia in Syria was confirmed by Reuters. According to the news service, Soleimani was “addressing Iranian officers and Hezbollah fighters with a microphone, wearing dark clothes as he spoke to the men in camouflage.” In the photographs, Soleimani is flanked by by a handful of men wearing military fatigues. The faces of the individuals standing next to him are digitally altered to prevent their identity from being disclosed. A crowd of armed fighters who appear to be wearing US Marine Corps desert camouflage uniforms listens to his speech.
  • Latakia is a western coastal province that has long been a stronghold for the Assad family. Jihadists from the Jaysh al Fateh alliance, which is led by Al Nusrah Front, al Qaeda’s official branch in Syria, and its close ally, Ahrar al Sham, have launched attacks in the province in an effort to break Assad’s power base. Just two days ago, Abu Muhammad al Julani, Al Nusrah’s emir, threatened to indiscriminately shell villages in the province to avenge regime attacks, including airstrikes and barrel bombs dropped from helicopters, on Sunni villages, towns, and cities controlled by jihadist groups and allied rebel forces. Iran is reported to have deployed significant forces, estimated at thousands of troops, to support the Assad regime’s offensive to retake areas controlled by Jaysh al Fateh in Hama and Aleppo. But Omran al Zoubi, Syria’s Information Minister, has denied a large Iranian presence in Syria. “Only some Iranian military advisers, whose mission is to provide consultations and nothing more, are present in Syria,” Zoubi said, according to Iran’s Tasnim News Agency. Soleimani is instrumental in organizing Syrian and Iraqi militias, as well as Hezbollah, to battle Sunni jihadists and allied rebels in Syria. He has played a similar role in Iraq, where he has organized, trained, and equipped Shiite militias along the lines of Lebanese Hezbollah to fight the Islamic State. The leaders of some of these militias are listed by the US as Specially Designated Global Terrorists, and remain hostile to the US. Soleimani is occasionally photographed with these militia leaders.
  • Hezbollah has also committed a large force to back the government’s offensive in Hama and Idlib in western Syria. Thousands of the group’s fighters are said to be involved in the operation. In the past week, a senior Hezbollah leader known as Hassan al Haj was killed during the offensive. A senior Lebanese government official told Reuters that Haj was “the most important [Hezbollah] figure killed in battles in Syria since the start of the war.” Russia has also committed an expeditionary military force to back the Assad regime’s offensive. After building up its forces in Syria, the Russian military launched airstrikes on Sept. 30 and have primarily targeted Jaysh al Fateh and allied rebel groups in the northwest. Russia entered the fight under the guise of attacking the Islamic State, but few of its airstrikes have hit the jihadist group. In addition to warplanes and attack helicopters, the Russian military has deployed “marines, paratroopers, and special forces” to Syria, and even executed a sea-launched cruise missile strike from the Caspian Sea. Russia very likely coordinated its entry into the Syrian civil war with Iran and Soleimani. In July, Soleimani is reported to have visited Russia and met with met President Vladimir Putin and Defence Minister Sergei Shoigu, despite a United Nations travel ban.

  • On 21 August 2013, the Syrian Arab Army launched a major military campaign in Damascus. The campaign, called “Operation Shield of the Capital”, was the largest military operation of the Syrian Arab Army in the Damascus region since the beginning of the war in 2011.
  • Although U.S. Intelligence reports repeatedly stressed that the opposition was incapable of launching a major, well coordinated attack, the Syrian Army in Damascus was confronted with an organized fighting force of 25.000 men under arms. The Saudi Arabia backed Jihadist front had amassed 25.000 fighters, organized in 13 battalions or kitab, to to launch a major assault against the capital Damascus. Most of the battalions belonged to Jabhat al-Nusrah and Liwa-al-Islam. The other battalions that took part in the campaign, were the Abou Zhar al-Ghaffari, al-Ansar, al-Mohajereen, Daraa al-Sham, Harun al-Rashid, Issa bin Mariam, Sultan Mohammad al-Fatih, Syouf al-Haqq, the Glory of the Caliphate, the Jobar Martyrs. During the night of 20 to 21 August and during the early morning hours of 21 August, the Syrian Arab Army broke through the insurgent lines in the area near the Jobar entrance. The breakthrough resulted in a collapse of the jihadists defensive positions and to a crushing and decisive strategic defeat of the Jabhat al-Nusrah led brigades.
  • Loosing Jobar effectively cut off the insurgents connection to the Jordanian border town of Al-Mafraq, the most important logistical base for the insurgents as well as for Saudi Arabia and the United States in Jordan. Al-Mafraq was already used as a major staging ground for the two failed attempts to conquer the city of Homs in June and July 2012. In 2012 al-Mafraq became the staging ground for some 40.000 fighters; more than 20.000 of them fought under the Libyan Islamic Fighting Group, which was under the command of Abdelhakim Belhadj and his second in command, Mahdi al-Harati. The CIA maintains a station, US Special Forces (JSOC) train insurgents, and several other US institutions are present in al-Mafraq. The point is of particular importance with regards to the visit of the U.S. Chairman of the Joint Chiefs of Staff to Jordan, which will be detailed below. Al-Mafraq has been the major transit point for Saudi and U.S. arms shipments since 2012, and the delivery of advanced Saudi and U.S. weapons to the insurgents since early August 2013.

  • The collapse of the insurgent front prompted the front commanders, most of which work in liaison to U.S. Special Forces, to deploy an elite force that should prevent the Syrian Army, at all costs, from gaining access to the Jobar Entrance, and from gaining control over the Jobar area. The majority of the insurgent crack forces came from Liwa-al-Islam with some additional troops from Jabhat al-Nusrah. The commanding officer of the elite forces was a Saudi national who is known by the name Abu Ayesha, whom eyewitnesses from Ghouta later identified as Abu Abdul-Moneim. Abdul-Moneim had established a cache of weapons, some of which had a tube-like structure, and others which looked like big gas bottles. The cache was located in a tunnel in the Eastern Ghouta district of Damascus. Reports about this tunnel and the weapons cache emerged in international media, after the son of Abdul-Moneim and 12 other fighters lost their lives there, because they mishandled improvised chemical weapons and caused a leak in one of them. Besides Abu Abdul-Moneim, the supreme leader of the Liwa-al-Islam and commander of their chemical weapons specialists, Zahran Alloush took personal charge of the elite troops and chemical weapons specialists who were operating under his direct command. Liwa-al-Islam has, along with other al-Qaeda brigades, the capability to manufacture and launch primitive, but none the less very deadly chemical weapons. The chemical weapons which Zahran Alloush had delivered to Damascus were most likely from al-Qaeda’s (ISIL) chemical weapons stockpiles in Iraq.
  • In early September 2013, Iran’s Foreign Minister Mohammad Javad Zarif stated, that Iran had sent a memo to the White House via the Swiss Embassy in Tehran. Tehran had reportedly informed the USA that handmade articles for chemical weapons, including Sarin gas, were being transferred to Syria. The White House failed to respond. Having to hold the Jobar Entrance and the Jobar district of Damascus “at any cost to maintain any hopes of launching a successful, major military assault on Damascus”, the insurgent commanders decided to launch a chemical weapons attack to halt the advance of the Syrian Arab Army. The political and military opposition and core members of the international alliance behind them had already decided that chemical weapons should be used in August – September. The large scale use of chemical weapons should justify renewed calls for a military intervention. Intelligence about this decision transpired in June.  nsnbc international issued several reports in late June and early July, warning that the insurgents would use large scale chemical weapons attacks in August or September.
  • The decision to launch the chemical weapon on 21 August was most likely based on two considerations. That the use of chemical weapons was already planned. That the Jobar Entrance should be defended at all costs. The final decision, made by Zahran Alloush may in fact have been predetermined together with his U.S. – Saudi liaison officers. Launching a chemical weapons attack would allow the USA, UK and France, to call for military strikes against Syria and to turn the tide. Also, Russian and Syrian intelligence sources described the weapons which were used in the attack as rockets which were altered so as to carry chemicals, launched by Liwa-al-Islam. The projectiles were most likely fired from a flatbed.
  • There is a growing and substantial amount of evidence that indicates direct U.S. and Saudi involvement in the chemical weapons attack. To begin with one merely has to answer the fundamental question “Who Benefits”, and the answer is definitely not “the Syrian government”. In fact, the  Federal German Intelligence Service (BND) claims that it has intercepted phone calls between Syrian officers and the Syrian High Command. The BND is convinced that none of the Syrian forces have used a chemical weapon. Leaving alone any moral considerations, the domestic and international repercussions were foreseeable and there would not have been any strategic benefit for the Syrian Army or the government.
  • Also, the involvement of Saudi Arabia ultimately points towards Washington and the White House. The involvement of Liwa-al-Islam in the chemical weapons attack establishes a strong chain of circumstantial evidence to the Saudi Intelligence Chief Prince Bandar bin Sultan. The supreme leader of Liwa-al-Islam and commander of the groups’ chemical weapons specialists, Zahran Alloush, has been working for the then Saudi Intelligence Chief Prince Turki al-Faisal in both Afghanistan and Yemen in the 1980s. Since the 1990s, Alloush was involved in the Salafist – Wahabbist terrorist networks in Syria which led to his arrest by Syrian intelligence. He was released in early of 2011, when the Assad administration granted a general amnesty. Immediately after his March 2011 release from prison, Zahran Alloush began receiving substantial funds and weapons from Saudi intelligence, which enabled him to establish Liwa-al-Islam as a de facto Saudi Arabia sponsored mercenary brigade under the auspices of the Saudi Interior Ministry.
  • Saudi funding enabled Alloush to establish the Liwa-al-Islam as a major fighting force in Syria. The group gained fame due to risky, high-profile attacks. On 8 July 2012, the group carried out a bomb attack against the headquarters of Syria’s National Security Council in Rawda Square, Damascus. The group succeeded in assassinating several high profile members of Syria’s security establishment, including the Deputy Minister of Defense and brother-in-law of President Bashar al-Assad, Assaf Shawkat, Defense Minister Dawoud Rajiha, Hassan Turkmani, a former Defense Minister and military adviser to then Vice-President Farouk al-Sharaa.

  • In response to the tragic Paris events of November 13, Central Intelligence Agency director  John Brennan  warned that “ISIL is planning additional attacks… It is clear to me that ISIL has an external agenda, that they are determined to carry out these types of attacks.” (Quoted in Daily Telegraph, November 16, 2015) Five days later following the CIA Chief’s  premonition, the Bamako Radisson Hotel Blu in Mali’s capital was the object of a terrorist attack, resulting in  21 people dead. Following the attack and the taking of hostages by the terrorists, French and Malian special forces raided the hotel. US. Africa Command (AFRICOM) also confirmed that US special forces were involved.
  • The Bamako terror operation was allegedly coordinated by Mokhtar Belmokhtar (aka Khaled Abu al-Abbas), leader of an affiliate of Al Qaeda in the Islamic Maghreb (AQIM), the Islamist al-Mulathameen (Masked) Brigade, or “Those who Sign with Blood.” Belmokhtar’s group was created in 2012 in the wake of the war on Libya. His organization has also allegedly been involved in the drug trade, smuggling as well kidnapping operations of foreigners in North Africa.  While his whereabouts are said to be known, French intelligence has dubbed Belmokhtar “the uncatchable”. In June he was reported dead  as a result in a U.S. air strike in Libya. His death was subsequently denied. Based on shaky evidence, The New York Times report below (November 20) concludes that Belmokhtar’s group (together with AQIM) is unequivocally behind the Bamako attacks:
  • A member of Al Qaeda in Africa confirmed Saturday that the attack Friday on a hotel in Bamako, Mali, had been carried out by a jihadist group loyal to Mokhtar Belmokhtar, an Algerian operative for Al Qaeda. The Qaeda member, who spoke via an online chat, said that an audio message and a similar written statement in which the group claimed responsibility for the attack were authentic. The SITE Intelligence Group, which monitors jihadist groups, also confirmed the authenticity of the statement. The Qaeda member, who refused to be named for his protection, said that Mr. Belmokhtar’s men had collaborated with the Saharan Emirate of Al Qaeda in the Islamic Maghreb, … In the audio recording, the group, known as Al Mourabitoun, says it carried out the operation in conjunction with Al Qaeda’s branch in the Islamic Maghreb. The recording was released to the Al Jazeera network and simultaneously to Al Akhbar, … The recording states: “We, in the group of the Mourabitoun [Arabic Rebel Group], in cooperation with our brothers in Al Qaeda in Islamic Maghreb, the great desert area, claim responsibility for the hostage-taking operation in the Radisson hotel in Bamako.” (emphasis added)

  • In turn, the French Minister of Defense acknowledged –prior to the conduct of a police investigation– that the authors of the attack were “most likely” led by Mokhtar Belmokhtar’s group in association with Al Qaeda in the Islamic Maghreb (AQIM). What Defense Minister Jean-Yves Le Drain failed to mention was that both Belmokhtar and AQIM have longstanding links to the CIA, which in turn has a working relationship with France’s  General Directorate for External Security, Direction générale de la sécurité extérieure (DGSE).  Casually ignored by the Western media, the leaders of Al Qaeda in the Islamic Maghreb (AQIM) including Belmokhtar were trained and recruited by the CIA in Afghanistan. Acknowledged by the Washington based Council on Foreign Relations (CFR): Most of AQIM’s major leaders are believed to have trained in Afghanistan during the 1979-1989 war against the Soviets as part of a group of North African volunteers known as “Afghan Arabs” that returned to the region and radicalized Islamist movements in the years that followed. The group is divided into “katibas” or brigades, which are clustered into different and often independent cells. The group’s top leader, or emir, since 2004 has been  Abdelmalek Droukdel, also known as Abou Mossab Abdelwadoud, a trained engineer and explosives expert who has fought in Afghanistan and has roots with the GIA in Algeria.   • Mokhtar Belmokhtar: Post Cold War CIA intelligence asset?  The Council on Foreign Relations erroneously describes “Mokhtar Belmokhtar as the one-eyed veteran of the anti-Soviet Afghan insurgency.” (CFR, op cit, emphasis added). Belmokhtar (born in 1972) did not fight in the Soviet-Afghan war (1979-1989). He was recruited in 1991 at the age of 19 in the immediate wake of the Cold War. CIA recruitment continued in the wake of the Cold War. It was in large part directed against the Russian Federation and the former Soviet Republics as well as the Middle East. The purpose of this later CIA recruitment was to establish a network of “intelligence assets” to be used in the CIA’s post-cold war insurgencies. Leaders of the Chechen Islamist insurgencies were also trained in CIA camps in Afghanistan and Pakistan, including the notorious leader of the Chechen insurrection Ibn al-Khattab (a citizen of Saudi Arabia).
  • Following his training and recruitment and a two year stint in Afghanistan (1991-1993), Mokhtar Belmokhtar was sent back to Algeria in 1993 at age 21 where he joined the  Salafist Group for Preaching and Combat (GSPC) (emblem left). The latter was initially part of the so-called Armed Islamic Group  (Groupe islamique armé (GIA)) in Algeria which sought to overthrow the secular Algerian Government with a view to installing a theocratic Islamic State. Supported covertly by the CIA, Belmokhtar fought in Southern Algeria in the civil war opposing Islamist forces and the secular government. He was also  instrumental in the integration and merging of “jihadist” forces. In January 2007,  the Armed islamic Group (GIA) which had been prominent in the 1990s, officially changed its name to the Al-Qaeda Organization in the Islamic Maghreb (AQIM). In turn, as of 2007, the newly formed AQIM established a close relationship with the Libya Islamic Fighting Group (LIFG), which was directly supported by NATO during the 2011 war on Libya, “providing weapons, training, special forces and even aircraft to support them in the overthrow of Libya’s government.” (Tony Cartalucci, The Geopolitical Reordering of Africa: US Covert Support to Al Qaeda in Northern Mali, France “Comes to the Rescue”, Global Research, January 2013). British SAS Special Forces had also been brought into Libya prior to the onset of the insurrection, acting as military advisers to the LIFG. In fact, what has unfolded since the war on Libya is the merging of LIFG and AQIM forces. In turn, many of the LIFG operatives have been dispatched to Syria to fight within the ranks of Al Nusrah and the ISIS.
  • It is worth noting that the 2007  restructuring  of jihadist forces in Algeria and the Maghreb coincided with  the appointment of Robert Stephen Ford as US ambassador to Algeria in August 2006. Ford had been reassigned by the State Department from Baghdad to Algiers. From 2004 to 2006, he worked closely with Ambassador John Negroponte at the US embassy in Baghdad in supporting the creation of  both Shia and Sunni death squads in Iraq. This project consisted in recruiting and training terrorists modelled on the so-called “Salvador Option” which had been applied by the CIA in Central America. Negroponte as we recall played a central role in supporting the Contras terrorists in Nicaragua as ambassador to Honduras from 1981-1985. It coincided with the consolidation of jihadist groups within Algeria and the Maghreb. It preceded the 2011 US-NATO sponsored insurrections in Libya and Syria. In 2010, Ford was approved by the US Congress as US Ambassador to Syria. He presented his credentials to president Bashar al Assad in January 2011, barely two months prior to the onslaught of the terrorist insurrection in the border city of Daraa in mid-March 2011. Ford played a central role in assisting the channelling of US and allied support to Syrian “opposition” groups including Al Nusrah and the ISIS.
  • Belmokhtar’s history and involvement in Afghanistan confirms that from the very outset he was an instrument of US intelligence. While, he operates with a certain degree of independence and autonomy in relation to his intelligence sponsors, he and his organization are bona fide CIA “intelligence assets”, which can be used by the CIA as part of a covert agenda. There are various definitions of  an “intelligence asset”. In the words of bin Laden (quoted by Beardman): “neither I, nor my brothers saw evidence of American help”(Michel Chossudovsky, Who is Osama bin Laden, Global Research, September 12, 2001): Motivated by nationalism and religious fervor, the Islamic warriors were unaware that they were fighting the Soviet Army on behalf of Uncle Sam. While there were contacts at the upper levels of the intelligence hierarchy, Islamic rebel leaders in theatre had no contacts with Washington or the CIA.  (Ibid) Amply documented, Al Qaeda in the Islamic Maghreb (AQIM)and its affiliated groups including the Libya Islamic Fighting Group (LIFG) was serving the interests of the Western military alliance. Confirmed by the Washington Post, June 29, 2011 (See below), France was supplying weapons to the LIFG at the height of NATO’s bombing raids.
  • AQIM in turn was receiving weapons from the LIFG, which was supported by NATO. Moreover, LIFG mercenaries had integrated AQIM brigades. France’s  Canard enchaîné revealed (June 2012) that Qatar (a staunch ally of the United States) has been funding various terrorist entities in Mali: The original report cites a French military intelligence report as indicating that Qatar has provided financial support to all three of the main armed groups in northern Mali: Iyad Ag Ghali’s Ansar Ed-Dine, al-Qa’ida in the Islamic Maghreb (AQIM) and the Movement for Unity and Jihad in West Africa (MUJWA). The amount of funding given to each of the groups is not mentioned but it mentions that repeated reports from the French DGSE to the Defense Ministry have mentioned Qatar’s support for ‘terrorism’ in northern Mali.   • Qatar is a proxy state, a de facto Persian Gulf territory largely controlled by Washington. It hosts  a number of Western military and intelligence facilities. The Emir of Qatar does not finance terrorism without the consent of the CIA. And with regard to Mali, the CIA coordinates its activities in liaison with its French intelligence partners and counterparts, including la Direction du renseignement militaire (DRM) and the Direction générale de la sécurité extérieure (DGSE). The implications are obvious and should be carefully understood by Western public opinion.   • On Thursday, the Senate Foreign Relations Committee approved a draft authorization for the use of military force (AUMF) against ISIL (full text) by a margin of 10-8 along party lines. The text also includes an amendment that would sunset the 2001 AUMF in three-years. Most of today’s news headlines will be focused on the authorization to fight ISIL—and we will have plenty of discussion about it at Just Security. But the sunset of the 2001 AUMF is highly significant in its own right – and it should be welcome news to a wide range of national security law experts across the political spectrum, as Jack Goldsmith, Steve Vladeck, and I discussed in an  Op-Ed in the Washington Post. (Indeed, a sunset of the 2001 AUMF is endorsed by the Principles for drafting an ISIL AUMF published at Just Security and a proposed AUMF published at Lawfare.)
  • The action on the 2001 sunset was a bit of a surprise because  Sen. Menendez’s draft ISIL AUMF did not originally include a provision to sunset the 2001 AUMF. Nor did Sen. Tim Kaine’s similar draft AUMF. Both Senators Menendez and Kaine, however, spoke strongly in favor of the amendment today (and I applaud them for that). The action on the 2001 AUMF is significant as a potential turning point in the armed conflict with Al Qaeda. In his National Defense University speech in May 2013, President Obama called for refining and eventually repealing the 2001 AUMF when conditions permit. He stated: “I look forward to engaging Congress and the American people in efforts to refine, and ultimately repeal, the [2001] AUMF’s mandate.” Placing a sunset on the 2001 AUMF has been a key plank in Harold Koh’s position, in testimony and in Just Security posts (here and here), outlining how the President can bring an eventual end to the “Forever War.” Another part of that roadmap includes disengaging from Afghanistan. It is notable that today’s decision on the 2001 sunset also comes on the heels of yesterday’s news of the closure of the detention facility at the Bagram Airfield in Afghanistan. At least these aspects of the armed conflict with Al Qaeda and the Taliban may be winding down or narrowing, albeit while the conflict with ISIL heats up.
  • Increase transparency. Neither Congress nor the American public has a clear idea whom the United States is fighting or where, especially when it comes to forces associated with al-Qaeda. Any new AUMF should require the president to identify the groups against which force is used, along with related details, regularly in a report to Congress and, unless strictly required by national security, the American people. The president should also share with Congress, and the public to the extent possible, the administration’s legal rationales for using force. Such transparency rules should also be imposed on the 2001 AUMF … Congress should also consider imposing these transparency requirements on uses of force against terrorists under the president’s Article II powers. 3) Geographic limits on ISIL AUMF Sen. Rand Paul proposed an amendment to limit the ISIL AUMF so that the authorization to use force does not apply “outside of the geographic boundaries of Iraq and Syria.” He explained that if ISIL moves some of its forces outside of Iraq and Syria, the administration could return to Congress for additional authorities. That amendment was defeated in a separate vote. With a group of seven other national security law experts, I have supported geographic limits on an ISIL AUMF, but not as restrictive as the limits that Sen. Paul proposes. Our set of Principles recommend Congress to authorize force in Iraq and Syria as well as “any other locations from which ISIL forces actively plan and/or launch attacks against the United States or Iraq.” As Sen. Paul noted, a recent study found that 60 percent of congressional force authorizations have contained geographic limitations.

  • ABU DHABI, United Arab Emirates, June 7 (UPI) -- Colombia's defense ministry is alarmed about an exodus of top soldiers to the United Arab Emirates to join a highly paid U.S.-led mercenary force organized by Erik Prince, billionaire founder of the security firm Blackwater. Prince, who sold Blackwater in 2010 after it was involved in killings and scandals in Iraq, went to Abu Dhabi, capital of the Persian Gulf federation, in 2011. He signed on to form an 800-man battalion of mercenaries for what emirati officials termed "anti-terrorism operations" inside and outside the country. But it's widely believed in Gulf security circles the force, being assembled under considerable secrecy by Prince's Reflex Responses registered in the emirates, will be used for undisclosed special operations for the seven desert emirates that make up the federation.
  • That's expected to include putting down "internal unrest" that might challenge the ruling families, as happened in Egypt, Libya, Tunisia and Yemen, and which is growing in Kuwait and Bahrain. The Reflex Responses force, which is officially described in a contract leaked to the New York Times in 2011 as "independent of formal command and support structures throughout the United Arab Emirates," will have its own air wing, with fixed wing aircraft and helicopters, plus its own private navy. The naval wing's tasks will primarily be "small boat operations ... maritime interdiction operations and securing oil delivery platforms." The mercenaries have a custom-built high-security base in the desert where troops live and train.
  • But the over-riding security threat is widely perceived to be Iran, 100 miles across the gulf and which occupies several islands claimed by the Emirates. Prince's mercenary force is made up largely of Colombian soldiers, including senior officers and men with a Special Forces background There are also many veterans of Executive Outcomes, a South African security firm that became notorious in the 1990s for suppressing rebellions in mineral-rich African dictatorships and staging coups to gain control of such assets. The GWOT, since its conceptualization 13 years ago, in the aftermath of 9/11, is the gift that keeps on giving. And no gift is bigger than a Transformer Al-Qaeda on steroids – bigger, brasher, and wealthier than anything Osama Bin Laden and Ayman al-Zawahiri had ever dreamt of; the IS (Islamic State, formerly known as ISIS) of Caliph Ibrahim, former Abu Bakr al-Baghdadi. US President Barack Obama, before deploying his golf holidays in Martha’s Vineyard, casually dropped that bombing the Caliph’s goons in Iraq will take months. One may interpret it as another layer of the Obama administration’s self-avowed “Don't Do Stupid Stuff” foreign policy doctrine, not so subtly mocked by prospective presidential candidate Hillary Clinton. Shock and Awe in 2003 destroyed the whole of Baghdad’s infrastructure in only a few hours. Obama also confirmed the US was showering Iraq again with humanitarian bombing “to protect American interests” (first and foremost) and, as an afterthought, “human rights in Iraq.” One could not possibly expect Obama to declare the US would now bomb “our” allies the House of Saud, who have supported/financed/weaponized IS, in Syria and Iraq. The same erstwhile ISIS that thoroughly enjoyed the marvels of US military training in a secret base in Jordan.
  • Obama also could not possibly explain why the US always supported ISIS in Syria and now decides to bomb them in Iraq. Oh, the perils of ‘Don’t Do Stupid Stuff’. So a quick translation applies.
  • Obama’s bombing of the Caliph’s goons has absolutely nothing to do with US ambassador to the UN Samantha Power’s much beloved R2P (‘responsibility to protect’) doctrine – as in the responsibility to protect up to 150,000 Yazidis, not to mention Kurds and remaining Christians, from a ‘potential’ genocide carried out by the Caliph’s goons. The whole fighter jets + drones bombing exercise, lasting ‘months’, has to do with the Benghazi syndrome. The Caliph’s goons were dead set on conquering Irbil - the capital of Iraqi Kurdistan. The Kurdistan Regional Government (KRG) is led by the wily Massoud Barzani – a long-time US client/vassal. The US maintains a consulate in Irbil. Crammed with CIA types. Or, as the New York Times so lovingly puts it, “thousands of Americans.” Enter Benghazi. This is an electoral year. Obama is absolutely terrified of another Benghazi – which Republicans have been trying non-stop to blame on his administration’s incompetence. The last thing Obama needs is the Caliph’s goons killing ‘diplomats’ in Erbil. That would certainly raise a tsunami of questions all over again about the shady CIA weapon-smuggling racket – as in arming Syrian ‘rebels’ with weapons from Libya - at the time Benghazi took place. As secretary of state, Hillary Clinton, of course, also knew about it all. But then, and especially now, no one should know that the CIA was weaponizing the bulk of the future Caliph’s forces.

  • Obama said this humanitarian bombing adventure could last “months,” but in fact it could last only days. The price is cheap: regime change. As in former Iraqi Prime Minister Nouri al-Maliki blocked from having a third term. That explains why all hell broke loose in Baghdad, as Iraqi parliamentarians clearly saw which way the wind is blowing. Haider al-Abadi was chosen by new President Fuad Masoum, a Kurd, as the new prime minister – hours after Maliki positioned Special Forces in strategic sites in and around the Green Zone and may (or may not) have tried to stage a coup. Maliki maintains that Masoum violated the Iraqi constitution by not selecting him to form a new cabinet; after all, his State of Law bloc got the most votes in last April’s parliamentary elections.
  • Obama, predictably, was delighted. But whatever happens next, Maliki won’t go down quietly – to say the least. Even as the predominant narrative among Sunnis, a substantial number of Kurds and even some Shiite political blocs is that Maliki antagonized Sunnis all-out; and that’s what drove them to support the Caliph en masse (although now many are having second thoughts.) As for the KRG and Barzani, in the Obama administration scheme of things, what matters is that they should not declare independence. As long as Barzani promises to Obama that Kurdistan stays inside Iraq, the KRG will get more bombs and drones and the ‘humanitarian’ operation will speed up. US Special Forces are already deployed all over the huge area where the Caliphate borders the KRG, in so-called desert forward operating positions. And the US for all practical purposes is now the Iraqi Air Force against the Caliph. Watch ‘the Hillarator’ This Obama administration warped R2P – protection for Americans first, refugees second – will accomplish nothing for a key reason; no bombing – ‘humanitarian’ or otherwise - exterminates a political/religious movement, even one as demented as IS. The Caliphate prospers, somewhat, and expands, because unlike that pathetic Free Syrian Army (FSA) it’s winning territory, desert and urban, in both Syria and Iraq; an area bigger than Great Britain already, holding at least 6 million people.
  • As for the much-peddled Washington myth of ‘good’ and ‘bad’ jihadists, the Caliphate also exploded it. Virtually every jihadi Washington - and Riyadh – weaponized and trained in Jordan and in the Turkey-Syria border is now among the Caliph’s goons, wallowing in cash raised from oil smuggling, hardcore blackmail and ‘donations’, and weaponized to their teeth after looting four Iraqi divisions and a Syrian brigade. As for the GWOT gift, it will keep on giving in a bigger and bigger bang because of the dream narrative now displayed for every aspiring multinational jihadi; we are now defending our Caliphate from the mighty Crusader Air Force, no less. The US lost the war in Iraq, miserably, only nine days after the fall of Baghdad, in April 2003. No ‘humanitarian’ bombing will turn it into a victory. And no ‘humanitarian’ bombing will finish the Caliphate off. As for prospective presidential candidate Hillary Clinton, she’s taking no prisoners. She insists the US should have bombed Syria in the first place; then there would be no Caliphate. But now she worries the Caliph will attack Europe and even the US (“I’m thinking a lot about containment, deterrence and defeat”). Predictably positioning herself, Clinton could not but totally dismiss Obama’s foreign policy doctrine, a.k.a. ‘Don’t do stupid stuff’: “‘Don’t do stupid stuff’ is not an organizing principle.” So the world will have to wait until 2017, when she’s finally able to implement her own doctrine/organizing principle: “We came, we saw, he died.”

  • During the fiscal year that ended on September 30, 2014, US Special Operations forces (SOF) deployed to 133 countries—roughly 70 percent of the nations on the planet—according to Lieutenant Colonel Robert Bockholt, a public affairs officer with US Special Operations Command (SOCOM). This capped a three-year span in which the country’s most elite forces were active in more than 150 different countries around the world, conducting missions ranging from kill/capture night raids to training exercises. And this year could be a record-breaker. Only a day before the failed raid that ended Luke Somers life—just 66 days into fiscal 2015—America’s most elite troops had already set foot in 105 nations, approximately 80% of 2014’s total. Despite its massive scale and scope, this secret global war across much of the planet is unknown to most Americans. Unlike the December debacle in Yemen, the vast majority of special ops missions remain completely in the shadows, hidden from external oversight or press scrutiny. Philip Breedlove, until recently the supreme commander of NATO forces in Europe, plotted in private to overcome President Barack Obama’s reluctance to escalate military tensions with Russia over the war in Ukraine in 2014, according to apparently hacked emails from Breedlove’s Gmail account that were posted on a new website called DC Leaks. Obama defied political pressure from hawks in Congress and the military to provide lethal assistance to the Ukrainian government, fearing that doing so would increase the bloodshed and provide Russian President Vladimir Putin with the justification for deeper incursions into the country. Breedlove, during briefings to Congress, notably contradicted the Obama administration regarding the situation in Ukraine, leading to news stories about conflict between the general and Obama. But the leaked emails provide an even more dramatic picture of the intense back-channel lobbying for the Obama administration to begin a proxy war with Russia in Ukraine. In a series of messages in 2014, Breedlove sought meetings with former Secretary of State Colin Powell, asking for advice on how to pressure the Obama administration to take a more aggressive posture toward Russia.

  • Der Spiegel reported that Breedlove “stunned” German leaders with a surprise announcement in 2015 claiming that pro-Russian separatists had “upped the ante” in eastern Ukraine with “well over a thousand combat vehicles, Russian combat forces, some of the most sophisticated air defense, battalions of artillery” sent to Donbass, a center of the conflict. Breedlove’s numbers were “significantly higher” than the figures known to NATO intelligence agencies and seemed exaggerated to German officials. In fact, much of the Russian military equipment identified by Breedlove, the Germans said, had been stored there well before the revolution in Ukraine.

James Inhofe, R-Okla., and were published by a neoconservative blog. The pictures turned out to be a deception; one supposed picture of Russian tanks in Ukraine was, in fact, an old photograph of Russian tanks in Ossetia during the war with Georgia.

  • The Islamic State in Iraq and Syria (ISIS) is being touted as the newest "threat" to the American homeland: hysterics have pointed to Chicago as the locus of their interest, and we are told by everyone from the President on down that if we don’t attack them – i.e. go back into Iraq (and even venture into Syria) to root them out – they’ll soon show up on American shores.
  • If we step back from the hysteria generated by the beheading of US journalist James Foley, what’s clear is that this new bogeyman is the creation of the United States and its allies in the region. ISIS didn’t just arise out of the earth like some Islamist variation on the fabled Myrmidons: they needed money, weapons, logistics, propaganda facilities, and international connections to reach the relatively high level of organization and lethality they seem to have achieved in such a short period of time. Where did they get these assets? None of this is any secret: Saudi Arabia, Qatar, and the rest of the oil-rich Gulf states have been backing them all the way. Prince Bandar al-Sultan, until recently the head of the Kingdom’s intelligence agency – and still the chief of its National Security Council – has been among their biggest backers. Qatar and the Gulf states have also been generous in their support for the Syrian jihadists who were too radical for the US to openly back. Although pressure from Washington – only recently exerted – has reportedly forced them to cut off the aid, ISIS is now an accomplished fact – and how can anyone say that support has entirely evaporated instead of merely going underground?
  • Washington’s responsibility for the success of ISIS is less direct, but no less damning. The US was in a de facto alliance with the groups that merged to form ISIS ever since President Barack Obama declared Syria’s Bashar al-Assad "must go" – and Washington started funding Syrian rebel groups whose composition and leadership kept changing. By funding the Free Syrian Army (FSA), our "vetted" Syrian Islamists, this administration has actively worked to defeat the only forces capable of rooting out ISIS from its Syrian nest – Assad’s Ba’athist government. Millions of dollars in overt aid – and who knows how much covertly? – were pumped into the FSA. How much of that seeped into the coffers of ISIS when constantly forming and re-forming chameleon-like rebel groups defected from the FSA? These defectors didn’t just go away: they joined up with more radical – and militarily effective – Islamist militias, some of which undoubtedly found their way to ISIS. How many ISIS cadres who started out in the FSA were trained and equipped by American "advisors" in neighboring Jordan? We’ll never know the exact answer to that question, but the number is very likely not zero – and this Mother Jones piece shows that, at least under the Clinton-Petraeus duo, the "vetting" process was a joke. Furthermore, Senator Rand Paul (R-Kentucky) may have been on to something when he confronted Hillary with the contention that some of the arms looted from Gaddafi’s arsenals may well have reached the Syrian rebels. There was, after all, the question of where that mysterious "charity ship," the Al Entisar, carrying "humanitarian aid" to the Syrian rebels headquartered in Turkey, sailed from.

  • Secondly, the open backing by the US of particular Syrian rebel groups no doubt discredited them in the eyes of most Islamist types, driving them away from the FSA and into the arms of ISIS. When it became clear Washington wasn’t going to provide air support for rebel actions on the ground, these guys left the FSA in droves – and swelled the ranks of groups that eventually coalesced into ISIS. Thirdly, the one silent partner in all this has been the state of Israel. While there is no evidence of direct Israeli backing, the public statements of some top Israeli officials lead one to believe Tel Aviv has little interest in stopping the ISIS threat – except, of course, to urge Washington to step deeper into the Syrian quagmire.
  • In a recent public event held at the Aspen Institute, former Israeli ambassador to the US Michael Oren bluntly stated that in any struggle between the Sunni jihadists and their Iranian Shi’ite enemies, the former are the "lesser evil." They’re all "bad guys," says Oren, but "we always wanted Bashar Assad to go, we always preferred the bad guys who weren’t backed by Iran to the bad guys who were backed by Iran." Last year, Sima Shine, Israel’s Minister of Strategic Affairs, declared: "The alternative, whereby [Assad falls and] Jihadists flock to Syria, is not good. We have no good options in Syria. But Assad remaining along with the Iranians is worse. His ouster would exert immense pressure on Iran." None of this should come as much of a surprise to anyone who has been following Israel’s machinations in the region. It has long been known that the Israelis have been standing very close to the sidelines of the Syrian civil war, gloating and hoping for "no outcome," as this New York Times piece put it.
  • Israel’s goal in the region has been to gin up as much conflict and chaos as possible, keeping its Islamic enemies divided, making it impossible for any credible challenge to arise among its Arab neighbors – and aiming the main blow at Tehran. As Ambassador Oren so brazenly asserted – while paying lip service to the awfulness of ISIS and al-Qaeda – their quarrel isn’t really with the Arabs, anyway – it’s with the Persians, whom they fear and loathe, and whose destruction has been their number one objective since the days of Ariel Sharon. Why anyone is shocked that our Middle Eastern allies have been building up Sunni radicals in the region is beyond me – because this has also been de facto US policy since the Bush administration, which began recruiting American assets in the Sunni region as the linchpin of the Iraqi "surge." This was part and parcel of the so-called "Sunni turn," or "redirection," in Seymour Hersh’s phrase, which, as I warned in 2006, would become Washington’s chosen strategy for dealing with what they called the "Shia crescent" – the crescent-shaped territory spanning Iran, Iraq, Syria, and parts of Lebanon under Hezbollah’s control, which the neocons began pointing to as the Big New Threat shortly after Saddam Hussein’s defeat.

    If one were to attempt to write the most damning yet throughly referenced report on U.S. involvement with ISIL, this manuscript would make a very good first draft.  But probably unintentionally, the author gives less credit to Israel than it is due. At least twice (and I think more but would have to check), the Israeli Air Force has struck Syria, destroying Russian heavy weaponry, missiles capable of reaching Israel, being delivered to the Lebanonese Hezbollah in Syria. Hesbollah is fighting side-by-side with the Syrian government forces in Syria. So Israel has had a direct and overt hand in the Syrian war.

  • The US and UK announced Wednesday the suspension of non-lethal military aid to the Syrian opposition in the northern part of the country after Free Syrian Army bases near the Turkish border were seized by a new Islamist front. debkafile reports that that was only part of the rationale for pulling the last rug from under the feet of the moderate Syrian rebel wing holding the border with Turkey.  debkafile’s military and intelligence sources report exclusively that Washington decided to switch its military support, such as it is, from the North to a pro-American security sector which is being carved out in the South by the US and Britain. The aid will be transferred to the Syrian rebels they trained in Jordan to man the sector, under the supervision of two US war rooms established in the northern Jordanian town of Irbid. The two war rooms fall under the head of the US Special Operations Command, Adm.  William Harry “Bill” McRaven, who is headquartered at MacDill Air Force Base in Tampa, Florida.
  • An American general, whose identity is kept secret, is posted on the spot. His job, supported by a team of US officers, is to operate the two war rooms and assign their tasks to the 11,000 American special forces and air force troops personnel posted in the Hashemite Kingdom. Their primary mission, as laid down by the White House in Washington in a directive to the Pentagon, is to run the rebel units charged with taking control of the security zone, which runs south of Damascus, west to the Syrian border with Lebanon, southwest to its border with Israel including the Syrian Golan, south to its border with Jordan and east to its border with Iraq. This wedge of land covers about one-tenth of Syrian territory. Washington has designed this zone to distance Al Qaeda’s Jabhat al-Nusra and ISIS (The Islamic State of Iraq and the Sham) from Syria’s borderlands with Jordan, Israel and Lebanon – and prevent them coming close to Damascus. By this security enclave, the US also contributes to shoring up Syrian central government in the capital, including that of Bashar Assad, against Al Qaeda encroachments from the east.

  • More important, Erdogan intends to use his landslide victory to persuade the Military High Command that he has a popular mandate for his foreign policy, a policy that has amassed thousands of Turkish troops, armored vehicles and tanks on the Syrian border for a possible invasion. Up to now, the military has resisted Erdogan on this matter, but now that Chief of General Staff Gen. Necdet Özel, has been replaced as head of the Turkish Armed Forces (TSK) by the more compliant General Hulusi Akar, the plan to invade Syria and secure a so called “safety zone” along the Syrian side of the Turkish border, becomes much more probable. The plan to annex sovereign Syrian territory and use it to launch attacks on the government of Syrian President Bashar al Assad dates back to 2012.  In 2015, however, the strategy was expanded upon by Brookings analyst Michael E. O’Hanlon in a piece  titled “Deconstructing Syria: A new strategy for America’s most hopeless war”. Here’s an excerpt:
  • “…the only realistic path forward may be a plan that in effect deconstructs Syria….the international community should work to create pockets with more viable security and governance within Syria over time… The idea would be to help moderate elements establish reliable safe zones within Syria once they were able. American, as well as Saudi and Turkish and British and Jordanian and other Arab forces would act in support, not only from the air but eventually on the ground via special forces. … Western forces themselves would remain in more secure positions in general—within the safe zones but back from the front lines—at least until the reliability of such defenses, and also local allied forces, made it practical to deploy and live in more forward locations. Creation of these sanctuaries would produce autonomous zones that would never again have to face the prospect of rule by either Assad ….The interim goal might be a confederal Syria, with several highly autonomous zones… The confederation would likely require support from an international peacekeeping force….to make these zones defensible and governable,….and to train and equip more recruits so that the zones could be stabilized and then gradually expanded.”  (Deconstructing Syria: A new strategy for America’s most hopeless war, Michael E.   • This is the Obama administration’s basic blueprint for toppling Assad and reducing Syria into an ungovernable failed state run by regional warlords, renegade militias and Islamic extremists.   • Why has Obama “authorized further activities to secure the rest”? Because no one in Washington believes that the US-backed jihadis will beat the combined forces of the Russian-led coalition which is gradually annihilating the terrorist militias across Syria. So now, Obama is moving on to Plan B, the creation of a terrorist sanctuary on the Syrian side of the Syrian-Turkish border where the US and its partners can continue to arm, train and deploy their jihadi maniacs back into Syria whenever they choose to do so. Undoubtedly, Obama’s Special Forces will be used to oversee this operation and to make sure that everything goes according to plan. There is, of course, a question about the Kurdish militias role in this strategy. Recently, the US has air-dropped pallet-loads of weapons and ammo to the Democratic Union Party (PYD)  hoping the group could help the US secure the last stretch of land along the border west of the Euphrates thus keeping vital supplylines open for the jihadis while establishing a safe haven on Syrian territory. Erdogan violently opposes any operation that will create a contiguous Kurdish state on the Syrian side of the border. So how will this situation be resolved? Will Obama stick with the Kurds or realign with Erdogan in exchange for Turkish boots on the ground?
