Congress Votes to Give Jihadists Anti-Aircraft Missiles | Global Research - Centre for ... - 0 views

  • On Thursday, the Senate passed a bill that puts every American who travels by plane at risk.  It is among the stupidest pieces of legislation ever written and it explains– to a great extent– why the US Congress has a public approval rating of 13 percent and is among the most loathed institutions in America. The 2017 National Defense Authorization Act (NDAA) passed the House last Friday in a 375-34 vote. On Thursday, it cleared the senate with a 92 to 7 margin.  The bill will now be sent to Obama where it is expected to be signed into law. According to an article on SOFREP titled  “Congress authorizes anti-aircraft missiles for Syrian opposition”: Congress for the first time authorized the Department of Defense to provide vetted-Syrian rebels with anti-aircraft missiles. The provision is contained within the $619 billion Fiscal Year 2017 National Defense Authorization Act, which passed the Senate on Dec. 8 and the House on Dec. 2. Under the bill, the Secretaries of Defense and State must submit a report to Congress explaining why they determined Syrian groups need man-portable air defense systems (MANPADS).   • You read that right, Congress just passed a bill that will provide shoulder-launched ground-to-air missiles to lunatic jihadists who will undoubtedly use them to take down American or Israeli jetliners. The argument that these Islamic militants are fully vetted is complete nonsense as both the New York Times and the Wall Street Journal have repeatedly shown. According to a recent article in the New York Times, rebel groups supported by the USG  “have entered into battlefield alliances with the affiliate of al Qaida in Syria formerly known as al Nusra.”  The Wall Street Journal reports that rebel groups are “doubling-down on their alliance with al Qaida. This alliance has rendered the phrase ‘moderate rebels’ meaningless.” Everyone who has followed developments on the ground in Syria knows that the distinction between the “good” terrorists and the “bad” terrorists is pure bunkum. The various militias are merely the many heads of the same homicidal anti-government hydra that has killed over 400,000 Syrians and decimated a large part of the country. The CIA should not be assisting any of these madmen let alone providing them with lethal state-of the-art weapons that will inevitably be used to take down US aircraft.  Here’s more from the same article: The inclusion of the provision represents a departure from previous versions of the NDAA. The original House bill specifically prohibited the transfer of MANPADS to “any entity” in Syria, while the Senate bill did not address it. So, the original bill forbid “the transfer of MANPADS” to Syrian militants because it was considered too dangerous. But now that Obama’s proxy-army is getting pulverized in Aleppo,  Congress has taken off the gloves and gone into full-revenge mode.  Isn’t that what’s really going on?

Obama weighs sending shoulder-fired missiles to Syrian rebels - latimes.com - 0 views

  • President Obama is weighing whether to allow shoulder-launched anti-aircraft missiles to be shipped to moderate factions of the Syrian opposition, possibly with help from the Saudi government, a U.S. official said Friday. Obama is considering sending man-portable air defense systems, known as “manpads,” along with other supplies to help opposition groups fighting the brutal regime of Syrian President Bashar Assad, said the official, who requested anonymity to talk about the internal White House discussions. The Saudi government has long wanted to provide such armaments to bolster the Syrian opposition. The U.S. has opposed the move out of concern that the weapons could fall into the hands of extremists. Out of respect for Obama’s wishes, the Saudis have so far held off. The president and his advisors still have concerns about proliferation, but over time, the United States has become more familiar and comfortable with the opposition forces in Syria, the official said. The manpads are just one item on a long list of military supplies being considered, the official said, as the White House looks to broaden its coordination with allies in the region.

Déjà vu? Saudi clerics declare jihad on Russia | Brookings Institution - 0 views

  • In a statement harkening back to the war against the Soviet Union 36 years ago in Afghanistan, fifty-five Saudi Wahhabi clerics have signed a call for jihad against Russia for its military intervention in Syria. America and the West are accused of colluding with Moscow by only pretending to support the Syrian opposition since 2011. The statement is not an official document of the Kingdom, but it undoubtedly has much support in the House of Saud. The statement calls on all Sunni Muslims to unite to defeat "tsars and Caesars" who have backed the "Christian regime" and its Alawi partners in Damascus. Russians, the "fanatical people of the cross," are warned to remember how the Afghan mujaheddin destroyed the Soviet Union in 1989 in Afghanistan. The Russian state will suffer the same fate. Iran is also targeted for the jihad. The Persians and their Iraqi Shiite allies—as well as Hezbollah—have aligned themselves with the Russian Orthodox Christians against Islam. All of the Safavids (the Persian dynasty that adopted Shiism as the state religion) are legitimate targets for the holy war, the statement says.

The statement reflects the growing intensification of sectarian extremism in the region. The Sunni-Shiite war has been escalating for the last few decades but it is now boiling at a fever pitch.     The Saudi govenment has been making lots of threat about increasing aid and weapons for Sunni fighters in Syria to fight Russia. I wonder which side of that issue the CIA is on? (Note that U.S. DoD  Secretary Ash Carter has been publicly warning Russia that its intervention in Syria will povoke Islamic militants across the region and into Russia itself.) The Saudis have also been threatening to arm jihadis in Syria MANPAD should-fired anti-aircraft missiles that are capable of taking down Russian and Syrian fighters that would have to be provided by U.S. manufacturers. I don't know whether the Saudis already have more than enough for the nation's military defense forces.

  • The State Department has yet to turn over any documents from the secret email accounts of Hillary Clinton and other top State Department officials. “These documents are jaw-dropping. No wonder we had to file more FOIA lawsuits and wait over two years for them.  If the American people had known the truth – that Barack Obama, Hillary Clinton and other top administration officials knew that the Benghazi attack was an al-Qaeda terrorist attack from the get-go – and yet lied and covered this fact up – Mitt Romney might very well be president. And why would the Obama administration continue to support the Muslim Brotherhood even after it knew it was tied to the Benghazi terrorist attack and to al Qaeda? These documents also point to connection between the collapse in Libya and the ISIS war – and confirm that the U.S. knew remarkable details about the transfer of arms from Benghazi to Syrian jihadists,” stated Tom Fitton, Judicial Watch president.  “These documents show that the Benghazi cover-up has continued for years and is only unraveling through our independent lawsuits. An October 2012 report confirms: Weapons from the former Libya military stockpiles were shipped from the port of Benghazi, Libya to the Port of Banias and the Port of Borj Islam, Syria. The weapons shipped during late-August 2012 were Sniper rifles, RPG’s, and 125 mm and 155mm howitzers missiles. During the immediate aftermath of, and following the uncertainty caused by, the downfall of the ((Qaddafi)) regime in October 2011 and up until early September of 2012, weapons from the former Libya military stockpiles located in Benghazi, Libya were shipped from the port of Benghazi, Libya to the ports of Banias and the Port of Borj Islam, Syria. The Syrian ports were chosen due to the small amount of cargo traffic transiting these two ports. The ships used to transport the weapons were medium-sized and able to hold 10 or less shipping containers of cargo. The DIA document further details: The weapons shipped from Syria during late-August 2012 were Sniper rifles, RPG’s and 125mm and 155mm howitzers missiles.  The numbers for each weapon were estimated to be: 500 Sniper rifles, 100 RPG launchers with 300 total rounds, and approximately 400 howitzers missiles [200 ea – 125mm and 200ea – 155 mm.] The heavily redacted document does not disclose who was shipping the weapons.
  • Another DIA report, written in August 2012 (the same time period the U.S. was monitoring weapons flows from Libya to Syria), said that the opposition in Syria was driven by al Qaeda and other extremist Muslim groups: “the Salafist, the Muslim Brotherhood, and AQI are the major forces driving the insurgency in Syria.” The growing sectarian direction of the war was predicted to have dire consequences for Iraq, which included the “grave danger” of the rise of ISIS: The deterioration of the situation has dire consequences on the Iraqi situation and are as follows: This creates the ideal atmosphere for AQI [al Qaeda Iraq] to return to its old pockets in Mosul and Ramadi, and will provide a renewed momentum under the presumption of unifying the jihad among Sunni Iraq and Syria, and the rest of the Sunnis in the Arab world against what it considers one enemy, the dissenters. ISI could also declare an Islamic state through its union with other terrorist organizations in Iraq and Syria, which will create grave danger in regards to unifying Iraq and the protection of its territory. Some of the “dire consequences” are blacked out but the DIA presciently warned one such consequence would be the “renewing facilitation of terrorist elements from all over the Arab world entering into Iraqi Arena.”

    "Administration knew three months before the November 2012 presidential election of ISIS plans to establish a caliphate in Iraq  Administration knew of arms being shipped from Benghazi to Syria (Washington, DC) - Judicial Watch announced today that it obtained more than 100 pages of previously classified "Secret" documents from the Department of Defense (DOD)and the Department of State revealing that DOD almost immediately reported that the attack on the U.S. Consulate in Benghazi was committed by the al Qaeda and Muslim Brotherhood-linked "Brigades of the Captive Omar Abdul Rahman" (BCOAR), and had been planned at least 10 days in advance. Rahman is known as the Blind Sheikh, and is serving life in prison for his involvement in the 1993 World Trade Center bombing and other terrorist acts.  The new documents also provide the first official confirmation that shows the U.S. government was aware of arms shipments from Benghazi to Syria.  The documents also include an August 2012 analysis warning of the rise of ISIS and the predicted failure of the Obama policy of regime change in Syria. The documents were released in response to a court order in accordance with a May 15, 2014, Freedom of Information Act (FOIA) lawsuit filed against both the DOD and State Department seeking communications between the two agencies and congressional leaders "on matters related to the activities of any agency or department of the U.S. government at the Special Mission Compound and/or classified annex in Benghazi." Spelling and punctuation is duplicated in this release without corrections. Breakthrough hopes dented as Ukraine accuses Russia of new incursion | Reuters - 0 views

  • Late-night talks in the Belarussian capital Minsk had appeared to yield some progress towards ending a war in which more than 2,200 people have been killed, according to the U.N. -- a toll that excludes the 298 who died when a Malaysian airliner was shot down over rebel-held territory in July.Ukrainian President Petro Poroshenko said he would work on an urgent 'road map' towards a ceasefire with the rebels. Russia's Vladimir Putin said it would be for Ukrainians to work out ceasefire terms, but Moscow would "contribute to create a situation of trust".

    Highlighted statements are scattered and buried deep in an article mostly about new accusations against Russia. Coup government President Poroshenko's statement that he is working toward a peace roadmap represents an abrupt departure from that government's stance since it began its invasion of separatist-held territory in eastern Ukraine, that only the unconditional surrender of the separatists could halt the coup government's attack. Lying behind that statement (from other reports) is the fact that the tide of battle has turned sharply; the coup government's mostly-conscript army forces are variously surrounded or retreating as the separatists gain the upper hand. Moreover, nearly all of the coup government attack airplanes and helicopters have been destroyed by separatist MANPAD shoulder-fired ground-to-air missiles.  On coup government Prime Minister Yatseniuk's expressed need for "'practical help' and 'momentous decisions' from NATO at an alliance summit next month," I'd love to be a fly on wall during that meeting if the coup government's military situation continues to deteriorate. The U.S. is the only NATO member that wants further confrontation in Ukraine. Notwithstanding U.S. rhetoric threatening military action against Russia, it's doubtful that any military officers holding the rank needed to attend that NATO meeting would support NATO action against Russia so close to its own backyard. Russia has nukes aplenty, so it comes down to the ability to win a conventional war against Russia in Russia and the Ukraine. Far easier said than done, as both Napoleon Bonaparte and Adolph Hitler learned the hard way. Russia remains the nation with the second post powerful military in the world and would be playing on the home court with the ferocity of the Russian Bear. Well, maybe it is and maybe it isn't; what do you know? They said the same thing before, most recently on August 13, and then on August 17, each time with either no evidence or fake evidence. But let's give them the benefit of the doubt. You be the judge. I put together this helpful list of top ten telltale signs that will allow you to determine whether indeed Russia invaded Ukraine last Thursday, or whether Thursday's announcement is yet another confabulation.     Very nicely done sarcastic rebuttal of U.S./Ukraine coup government charges that Russia has invaded Ukraine, done as a set of 10 questions. Leading to the same conclusion I reached in short order: If Russia had invaded, that war would already be over. Russia v. the coup government would be more akin to the "shock and awe" invasion of Iraq by the U.S. in 2003, with far less distance to travel. I doubt that any present or former member of any military force around the globe who has heard the propaganda believes it, except for those with such severe brain trauma that their IQs are now lower than their belt sizes. Russia has the second most powerful national military in the world; Ukraine ranks; one credible ranking of nations' military power puts Ukraine way down the list, at 21st, and that ranking was done before the bulk of the Ukraine fighter/interceptors and fixed wing attack aircraft were downed by shoulder-fired MANPAD ground-to-air missiles.

Saudi Arabia wants missiles for Syrian rebels: report - FRANCE 24 - 0 views

  • Saudi Arabia plans to supply the Syrian opposition with anti-aircraft missiles to counter President Bashar al-Assad's air force, German news weekly Der Spiegel reported Sunday. The article, citing a classified report received by the German foreign intelligence service and the German government last week, said Riyadh was looking at sending European-made Mistral-class MANPADS, or man-portable air-defence systems. Der Spiegel noted the shoulder-launched surface-to-air missiles can target low-flying aircraft including helicopters and had given mujahideen fighters in Afghanistan a decisive edge against Soviet troops in the 1980s.

    This is troubling news. Saudi Arabia has been supplying weapons to the Jihadi Syrian "rebels", i.e., al-Nusra/al-Qaeda, who are the most potent fighting anti-Syrian government forces. The particular class of anti-aircraft missiles to be provided are equivalent to the currently-deployed American Stinger B. His December 19 report, “Whose Sarin?” -was his first report to expose the Syria chemical attack hoax based on close contact with US Intelligence officials. While “Whose Sarin” was originally prepared for the Washington Post, the newspaper rejected it and a media blackout followed in American press. Currently, Hersh’s newest investigative findings are going unacknowledged in mainstream US media.

It is critical to remember the political battle being waged at the time over whether President Obama had the authority to take “offensive military action”, without congressional approval,  when the threat was not against the United States. It’s critical because from that initial impetus you find the reason why arming the Libyan rebels had to be done by another method – because President Obama never consulted congress, nor sought permission.

He did not want to do that.   Partly because he was arrogant, and partly because he did not want the politically charged fight that such a request would engage.  It would hamper his ability to take unilateral action in Libya.

Weapons, specifically MANPADS or shoulder fired missiles, would be funneled to the Benghazi rebels by the State Dept, through the CIA under the auspices of ongoing NATO operations.   May, June, July, August, Sept, 2011 this covert process was taking place. It was this covert missile delivery process which later became an issue after Gaddafi was killed.    It was during the recovery of these missiles , and the redeployment/transfer to the now uprising “Syrian Rebels” when Ambassador Chris Stevens was killed on Sept. 11th 2012.

  • [O]n July 25, 2012, Taliban fighters in Kunar province successfully targeted a US Army CH-47 helicopter with a new generation Stinger missile. They thought they had a surefire kill. But instead of bursting into flames, the Chinook just disappeared into the darkness as the American pilot recovered control of the aircraft and brought it to the ground in a hard landing. The assault team jumped out the open doors and ran clear in case it exploded. Less than 30 seconds later, the Taliban gunner and his comrade erupted into flames as an American gunship overhead locked onto their position and opened fire. The next day, an explosive ordnance disposal team arrived to pick through the wreckage and found unexploded pieces of a missile casing that could only belong to a Stinger missile. Lodged in the right nacelle, they found one fragment that contained an entire serial number. The investigation took time. Arms were twisted, noses put out of joint. But when the results came back, they were stunning: The Stinger tracked back to a lot that had been signed out by the CIA recently, not during the anti-Soviet ­jihad. Reports of the Stinger reached the highest echelons of the US command in Afghanistan and became a source of intense speculation, but no action. Everyone knew the war was winding down. Revealing that the Taliban had US-made Stingers risked demoralizing coalition troops. Because there were no coalition casualties, government officials made no public announcement of the attack. My sources in the US Special Operations community believe the Stinger fired against the Chinook was part of the same lot the CIA turned over to the ­Qataris in early 2011, weapons Hillary Rodham Clinton’s State Department intended for anti-Khadafy forces in Libya. MH17: World See Tragedy, US Sees "Game Changer" | New Eastern Outlook - 0 views

  • Power asserted that the most likely culprits behind the downing of MH17 were eastern Ukrainian separatists. Because of the high altitude MH17 was travelling at – approximately 33,000 feet – Power conceded that the weapons separatists have been using to down Ukrainian military aircraft would have been inadequate to down MH17. After claiming separatists had “bragged” about downing the airliner based on information from “social media,” she explained that Russia most likely assisted the separatists in operating the sophisticated anti-air missile systems required to reach MH17′s altitude. Power gives no explanation as to why after multiple successful downings of Ukrainian military aircraft with man-portable air defense systems (MANPADS), Russia and the separatists decided to employ larger, more complex weapon systems that would link any incident directly back to Moscow. Power also failed to explain how in one breath she suggests the separatists shot down MH17, then in the next claimed they did not have the ability to do so, and that Russia instead “assisted.”

  • The tragedy will stain Russia’s relations with the world for years to come. Nations determined to keep on good terms with Russia – such as China or Vietnam which relies on Russian weapon supplies and wishes these to continue – will keep quiet. And there will always be some plausible deniability, giving other countries enough room for manoeuvre to avoid accusing Russia directly for this disaster. But the culprits for the crime will be pursued by international investigators and tribunals. And many Russian officials will be added to the ‘wanted’ lists of police forces around the world. The story will linger, and won’t be pretty for Russian diplomats. Given the fact that the majority of the victims are European citizens, it is also getting increasingly difficult to see how France would be able to deliver the Mistral ships which Russia ordered for its navy, or how Britain could continue shielding Russia from financial sanctions. And, given the fact that scores of US citizens were also killed on the MH17 flight means that the US Congress will demand greater sanctions on Russia, making any improvement in relations with Washington highly unlikely.

An international flight, with passengers from across the globe would invoke unifying outrage against Russia as well as universal support for NATO’s so far unsuccessful attempts to isolate Moscow. RUSI itself admits that individual members of the EU have until now, been reluctant to back sanctions and further confrontation with Moscow.

The dubious circumstances surrounding the downing of MH17 – occurring just as Kiev’s forces were deteriorating across the country and additional US sanctions against Russia fell flat –  is more than a mere coincidence. RUSI and the Atlantic Council’s statement represent an increasingly desperate and shrinking corner the West finds itself in. With the ascension of Russia along with other BRICS nations, a “game changer” was desperately needed to “stain Russia’s relations with the world for years to come,” and help arrest what appeared to be the irreversible rise of the global East and South, in tandem with the irreversible decline of the West. If the West was so sure of who was responsible for the downing of MH17, it would patiently allow the facts to reveal themselves, giving them unassailable credibility as they begin an effective campaign to contain, isolate, and dismantle Russia’s global influence. However, just like in Damascus, Syria in August 2013 when NATO gassed thousands of Syrians in what is now confirmed to be a false flag attack, the West is racing against the clock to do maximum damage before the truth of MH17 emerges.

  • Some more thoughts on the leaked tape from a meeting in the Turkish foreign ministry which is only very selectively reported in "western" media. A video with recorded voices and English text is available as is the seemingly complete text in two parts. The setting of the recording is this: The voices of the illegal recording believed to belong to Davutoğlu, National Intelligence Organization (MİT) Hakan Fidan, Foreign Ministry Undersecretary Feridun Sinirlioğlu, and Deputy Chief of General Staff Gen. Yaşar Gürel. According to the information obtained from sources, the recording consists of a chat between four officials in Davutoğlu’s office before the commencement of the official meeting with the participation of more civil and military bureaucrats in another room at the Foreign Ministry. It is not clear when exactly the meeting happened. It would fit the situation late last year or early 2014.
  • The major points from my view: Turkey has delivered 2,000 trucks of weapons and ammunition to the insurgents in Syria. There are plans for false flag attacks on Turkey or Turkish property to justify an attack from Turkey on Syria. The Turkish military has great concerns going into and fighting Syria. The general atmosphere between these deciders is one of indecisiveness. Everyone seems to be unclear what Erdogan wants and is waiting for clear orders from above. U.S. military has shortly before the meeting presented fresh plans for a no-fly one over Syria. Then there is the fact in itself that this tape and others leaked. Internal government communication in Turkey and personal communication of Turkish official has been thoroughly compromised. This will hinder future decision making and will erode any trust Turkish government allies may have in it.
  • It is somewhat astonishing how "western" media avoid the content of the leaked tape. An AP report on it makes a lot of the youtube blocking the Turkish government ordered in reaction to the tape. Of the recording itself the AP only mentions this: The four are allegedly heard discussing a military intervention in neighboring Syria, a sensitive political issue in Turkey, although the context of the conversation is not clear. The Washington Post filed that AP report under Technology. This is an incredible disservice to its readers. The Guardian report based on Reuters is not any better: The move by the TIB came hours after an anonymous YouTube account posted a leaked audio recording allegedly of a confidential conversation between Turkish intelligence chief Hakan Fidan, foreign minister Ahmet Davutoglu, undersecretary of the foreign ministry Feridun Sinirlioglu and deputy chief of the general staff, Yasar Gürel, discussing possible military action in Syria. There is no mentioning at all of the false flag attack. The Wall Street Journal comes somewhat nearer to the truth: ... a leaked recording published anonymously on the platform purported to reveal a conversation in which Turkey's foreign minister, spy chief and a top general appear to discuss how to create a pretext for a possible Turkish attack within Syria. For once kudos to the NYT which at least touches one point but leaves out the other important ones: ... the officials were heard discussing a plot to establish a justification for military strikes in Syria. One option that is said to have been discussed was orchestrating an attack on the Tomb of Suleyman Shah ... German media did not do any better.

This is ludicrous. Related to the Syria issue is another thinly sourced trial balloon, the tenth or so, by the unofficial CIA spokesperson David Ignatius in the Washington Post: The Obama administration, stung by reversals in Ukraine and Syria, appears to have decided to expand its covert program of training and assistance for the Syrian opposition, deepening U.S. involvement in that brutal and stalemated civil war. ... Details of the plan were still being debated Thursday, but its likely outlines were described by knowledgeable officials: ... It follows the list of issues that have been discussed on and on over the last three years, more CIA training for insurgents in Jordan, more weapons, maybe some MANPADs. Ignatius source is here seems to be the CIA friends in the Syrian opposition: The expanded program would “send a clear message to the Assad regime that there is no military solution to the struggle,” according to a March memo to the White House from the opposition. Assad “has no incentive to talk” now, the memo argued, because he thinks he is winning. The rationale, bluntly stated, is that to reach an eventual diplomatic settlement in Syria, it is necessary now to escalate the conflict militarily. This has been a hard pill for Obama to swallow, but prodded by the Saudis, he seems to have reached that point.
  • There are so many caveats in here - "appears to have decided", 2still being debated", "seems to have reached that point" - that I do not believe a word of it. The loudly announced, by Ignatius and others, attack on south Syria has yet to appear and the halfhearted attack by the Turkish supported Jihadists in the north seems to be stuck. I do not anticipate any bigger action by Turkey or the U.S. especially as the such action right now would likely lead to harsher reaction by Russia.

On Tuesday, mainstream journalists, including for the Los Angeles Times and the Washington Post, were given a briefing about the U.S. intelligence information that supposedly points the finger of blame at the rebels and Russia. While much of this circumstantial case was derived from postings on “social media,” the briefings also addressed the key issue of who fired the Buk anti-aircraft missile that is believed to have downed the airliner killing all 298 people onboard.
  • After last Thursday’s shoot-down, I was told that U.S. intelligence analysts were examining satellite imagery that showed the crew manning the suspected missile battery wearing what looked like Ukrainian army uniforms, but my source said the analysts were still struggling with whether that essentially destroyed the U.S. government’s case blaming the rebels. The Los Angeles Times article on Tuesday’s briefing seemed to address the same information this way: “U.S. intelligence agencies have so far been unable to determine the nationalities or identities of the crew that launched the missile. U.S. officials said it was possible the SA-11 [anti-aircraft missile] was launched by a defector from the Ukrainian military who was trained to use similar missile systems.” That statement about a possible “defector” might explain why some analysts thought they saw soldiers in Ukrainian army uniforms tending to the missile battery in eastern Ukraine. But there is another obvious explanation that the U.S. intelligence community seems unwilling to accept: that the missile may have been launched by someone working for the Ukrainian military.
  • In other words, we may be seeing another case of the U.S. government “fixing the intelligence” around a desired policy outcome, as occurred in the run-up to war with Iraq. The Los Angeles Times also reported: “U.S. officials have not released evidence proving that Russia’s military played a direct role in the downing of the jet or in training separatists to use the SA-11 missile system. But they said Tuesday that the Russian military has been training Ukrainian separatists to operate antiaircraft batteries at a base in southwestern Russia.” Though that last charge also has lacked verifiable proof – and could refer to training on less powerful anti-aircraft weapons like so-called Manpads – the key question is whether the Russian government trained the rebels in handling a sophisticated anti-aircraft system, like the SA-11, and then was reckless enough to supply one or more of those missile batteries to the rebels — knowing that these rockets could reach above 30,000 feet where passenger airlines travel. The Russian government has denied doing anything that dangerous, if not crazy, and the eastern Ukrainian rebels also deny ever possessing such a missile battery. But the question that needs answering is: Are the Russians and the rebels lying?

  • The Obama administration threatened to pull out of talks with Russia over a collapsed cease-fire in Syria and has renewed an internal debate over giving rebels more firepower to fend off a stepped-up Russian and Syrian assault on their Aleppo stronghold, U.S. officials said. The White House put the weaponry debate on hold earlier this year to give Secretary of State John Kerry an opportunity to try to negotiate a cease-fire with his counterpart in Russia.

The White House and Mr. Kerry backed negotiations with the Russians instead. The White House has been wary of deepening a proxy fight with Moscow that could suck Washington further into the conflict.

By the way, the covert CIA program to arm the Syrian opposition began in 2011, not 2013 as reported in this article. It began with the CIA's shipment of Libyan arms to the rebels from Benghazi. This has been documented by many reporters, notably Seymour Hersh. I don't know why the WSJ wants to post-date that event.
