A new leaked test, which was first exposed by War is Boring, provides more evidence that the F-35 Joint Strike Fighter’s demonstrated performance is inferior to the current fighters it is designed to replace. Specifically, the report finds that, in a series of 17 dogfights, the F-35 was consistently outmatched by an aging F-16. An F-35A test pilot with extensive dogfighting experience in F-16s and F-15s wrote the report, detailing his cockpit observations during the January 2015 maneuvering combat tests of the F-35 against a 30-year-old F-16 at Edwards Flight Test Center in California. The report, marked for official use only (FOUO), highlighted serious concerns about the plane’s performance in this key mission.

Amidst an astonishing, relentless, wide-ranging purge that shows no signs of abating, with 60,000 – and counting – civil servants, academics, judges, prosecutors, policemen, soldiers jailed, fired, suspended or stripped of professional accreditation, it’s relatively established by now the Turkish government was very much informed a military coup was imminent on July 15. The information may have come from Russian intelligence, although neither Moscow nor Ankara will reveal any details. So, once and for all, this was no false flag.

As Erdogan solidifies his internal iron grip, a formerly iron clad connection – NATO/Turkey – slowly dissolves into thin air. It’s as if the fate of Incirlik air base was hangin’ – literally – by a few, selected radar threads. There’s extreme suspicion across the spectrum in Turkey that the Pentagon knew what the «rebels» were up to. It’s a fact that not a pin drops in Incirlik without the Americans knowing it. AKP members stress the use of NATO’s communication network to coordinate the putschists and thus escape Turkish intel. At a minimum, the putschists may have believed NATO would have their backs. No «NATO ally» deigned itself to warn Erdogan about the coup. Then there’s the saga of the refueling tanker for the «rebel» F-16s. The tankers in Incirlik are all the same model – KC-135R Stratotanker – for Americans and Turks alike. They work side by side and are all under the same command; the 10th Main Tanker Base, led by Gen. Bekir Ercan Van, who was duly arrested this past Sunday – as seven judges also confiscated all the control tower communications. Not by accident Gen. Bekir Ercan Van happened to be very close to Pentagon head Ash Carter. What happened in Turkish airspace after Erdogan’s Gulfstream IV left the Mediterranean coast and landed in Istanbul’s Ataturk airport has been largely mapped – but there are still some crucial gaps in the narrative open to speculation. As Erdogan has been tight-lipped in all his interviews, one is left with a Mission Impossible-style scenario featuring «rebel» F-16s «Lion One» and «Lion Two» on a «special mission» with their transponder off; their face off with loyalist «Falcon One» and «Falcon Two»; one of the «Lions» piloted by the none other than the man who shot down the Russian Su-24 last November; the by now famous tanker that took off from Incirlik to refuel the «rebels»; and three extra pairs of F-16s that took off from Dalaman, Erzurum and Balikesir to intercept the «rebels», including the pair that protected Erdogan’s Gulfsteam (which was using callsign THY 8456 to disguise it as a Turkish Airlines flight).

Notorious Saudi whistleblower «Mujtahid» caused a sensation as he revealed that the UAE not only «played a role» in the coup but also kept the House of Saud in the loop. As if this was not damning enough, the self-deposed emir of Qatar, Sheikh Hamad al-Thani, very close to Erdogan, has alleged that the US and another Western nation (France is a strong possibility) had staged the whole thing, with Saudi Arabian involvement. Ankara, predictably, denied all of it.

US fighter jets have been deployed in Turkey to protect slower American warplanes from potential Russian or Syrian attacks, a Pentagon official says.Six F-15C warplanes are tasked with providing cover for bomber, attack and cargo aircraft from threats posed by Syrian and Russian fighters, an unnamed US defense official told USA Today on Tuesday.The US Air Force B-1 bombers, A-10 and AC-130 attack planes, which are reportedly used in US-led strikes on Daesh (ISIL) positions in Syria, all fly at slow speeds and are vulnerable to attacks from enemy pilots, the official added.He added that cargo planes that are airdropping ammunition for US-backed militants will also be protected.

Meanwhile, the Pentagon announced Tuesday that the fighter jets, sent to Turkey’s Incirlik Airbase last week, will be protecting the Turkish airspace."At the request of the government of Turkey, the US Air Force F-15Cs that arrived last week will conduct combat air patrols to assist in defense of the Turkish airspace," Laura Seal, a Pentagon spokesman, said in a statement Tuesday."We will be conducting these patrols at the request of the government of Turkey. Turkey faces increased instability along its border with Syria and Iraq and irresponsible behavior from actors in the region. This includes the incursions Russia made into Turkey's — and thereby NATO's — airspace in October," the statement noted.According to NATO officials, Russian Sukhoi SU-30 and SU-24 jets, based in Syria, entered the Turkish airspace early in October. Ankara scrambled two F-16s to intercept the planes.

According to the conservative English language newspaper Yeni Savak,  ”a former U.S. commander of the International Security Assistance Force (ISAF), a NATO-led security mission in Afghanistan, was the organizer of the July 15 military coup attempt in Turkey”.  Four Star US Army General Campbell and Vice Chief of Staff (March 2013-August 2014) assumed command of  ISAF from August to December of 2014. He was then appointed Commander of NATO’s Afghanistan Operation Resolute Support, “a training, advisory, assistance, and counter-terror mission” from which he retired in March 2016, four months prior to Turkey’s failed coup.  It should be noted that the Turkey based news media does not fully acknowledge its sources of information. The report remains to be fully corroborated.

According to Yeni Savak:   General John F. Campbell was one of the top figures who organized and managed the soldiers behind the failed coup attempt in Turkey, sources close to ongoing legal process of pro-coup detainees said. Campbell also managed more than $2 billion money transactions via UBA Bank in Nigeria by using CIA links to distribute among the pro-coup military personnel in Turkey. The ongoing investigation unveiled that Campbell had paid at least two secret visits to Turkey since May, until the day of the coup attempt.

The report intimates that General Campbell operated in tandem with  the Fethullah Gülen organization. It also intimates that US intelligence and military were behind the failed coup. Military sources said Campbell, who was the commander of ISAF between August 26, 2014 and May 1, 2016, had made some top secret meetings in Erzurum military base and Adana İnicrlik Airbase. İncirlik Airbase has been used by the U.S. Military for conducting the anti-Daesh campaign in Syria. Military sources said that Campbell was the man, who directed the process of trending / blacklisting the military officers in the base. If the coup attempt was successful, Campbell would visit Turkey in a short time, according to the sources. The report also examined the alleged money transactions focussing on the role of  The Nigeria branch of the United Bank of Africa (UBA), which allegedly constituted “the main base for the last six-months of money transactions for the coup plotters”. The report also underscored the role of the CIA in implementing the money transfers

Research firm Forensic Asia calculates that HSBC has overstated the value of the assets on its balance sheet by more than £50bnHSBC could have overstated its assets by more than £50bn and ultimately need a capital injection of close to £70bn before the end of this decade, according to an incendiary report published by a Hong Kong-based research firm . Forensic Asia on Tuesday began its coverage of Britain’s largest banking group with a ‘sell’ recommendation, warning the lender had between $63.6bn (£38.7bn) and $92.3bn of “questionable assets” on its balance sheet, ranging from loan loss reserves and accrued interest to deferred tax assets, defined benefit pension schemes and opaque Level 3 assets. The broker’s note is written by two of its senior analysts, Thomas Monaco and Andrew Haskins . Mr Monaco is a former senior bank examiner at the Federal Reserve Bank of New York and previously worked as a fund manager at FrontPoint Partners, the hedge fund that spotted the US subprime bubble. As well as this, he has also spent a decade as a banks analyst at various leading investment banks. Mr Haskins previously worked at HSBC for 15 years, mainly as a telecoms analyst, and also co-ran Japanese bank Mitsubishi UFJ’s Hong Kong-based research team.

In the report, the analysts apply what they describe as a “moderate stress test” to the balance sheets of HSBC’s major subsidiaries. From this analysis they conclude that even using a low-end estimate, the assets of the bank’s Hong Kong division, for instance, are overstated by about $15bn, while those of its UK subsidiary could be overvalued by $17bn. Taking the analysis further, the report sets out the impact of incoming Basel III capital rules and says HSBC could be required at a minimum to raise close to $60bn in new capital by 2019 and potentially as much as $111bn. “In our view, HSBC has not made the necessary adjustments, during the quantitative easing reprieve. Rather, it has allowed legacy problems to linger as new ones in emerging markets gather pace. The result has been extreme earnings overstatement, causing HSBC to become one of the largest practitioners of capital forebearance globally. This charade appears to be ending, given how few earnings levers remain besides selling off core elements of the franchise and the stringencies of Basel III compliance,” wrote Forensic Asia.

The broker adds: “While having stated capital ratios well above peer averages is all well and good, HSBC’s stated capital ratios would appear to be nothing more than a mirage if our analysis is correct.” Even under current capital rules, Forensic Asia estimates that its valuations of HSBC’s group and subsidiary balance sheets suggests the bank has a current capital shortfall of $45.1bn. The report adds the workings do not include probable litigation costs linked to various claims on the bank, which they see coming in at no less than $10bn. HSBC, Britain’s biggest bank by market capitalisation and total assets, is also reckoned to be the UK’s best capitalised major lender, with a tier 1 ratio of 12.8pc, well above the minimum required by the Prudential (Frankfurt: PRU.F - news) Regulation Authority

The United States and "partner nation forces" have expanded airstrikes against the Islamic State into Syria, broadening the war with the jihadist group beyond Iraq. Additionally, the US targeted the Khorasan Group, a coordinating council made up of al Qaeda leaders in Syria. US military officials involved in the operation told The Long War Journal that the strike package includes US B-1 bombers, carrier-based F/A-18 fighters and ground-based F-15s and F-16s, remotely piloted drones, and Tomahawk cruise missiles launched from warships. Airstrikes targeted Islamic State command and control centers in Raqqah, the jihadist group's de facto capital in Raqqah province in eastern Syria, as well as arms caches, supply depots, and ground units near the Iraqi border. Rear Admiral James Kirby, the Pentagon's spokesman, confirmed that airstrikes have begun. "I can confirm that US military and partner nation forces are undertaking military action against ISIL [Islamic State] terrorists in Syria using a mix of fighter, bomber and Tomahawk Land Attack Missiles," Kirby said in a statement obtained by The Long War Journal. In the early morning of Sept. 23, US Central Command, or CENTCOM, which is directing the operations in Iraq and Syria, provided further details of the attack.

Fourteen strikes against the Islamic State were executed using by "a mix of fighters, bombers, remotely piloted aircraft and Tomahawk Land Attack Missiles," according to a statement by CENTCOM. Forty-seven cruise missiles were "launched from the USS Arleigh Burke and USS Philippine Sea, which were operating from international waters in the Red Sea and North Arabian Gulf." "The strikes destroyed or damaged multiple ISIL targets in the vicinity of the towns of Raqqah in north central Syria, Dier al Zour, and Abu Kamal in eastern Syria and Hasakah in northeastern Syria," the statement says. "The targets included ISIL fighters, training compounds, headquarters and command and control facilities, storage facilities, a finance center, supply trucks and armed vehicles." According to the Syrian Observator for Human Rights, more than 70 Islamic State fighters were killed in the strikes and and over 300 were wounded. Other countries that participated in the operation include Bahrain, Jordan, Saudi Arabia, Qatar and the United Arab Emirates. Additionally, the US launched eight airstrikes against "a network of seasoned al Qaeda veterans - sometimes referred to as the Khorasan Group - who have established a safe haven in Syria to develop external attacks, construct and test improvised explosive devices and recruit Westerners to conduct operations." The strikes targeted "training camps, an explosives and munitions production facility, a communication building and command and control facilities" as part of an effort "to disrupt the imminent attack plotting against the United States and Western interests."

CENTCOM did not provide details on the names or numbers of Islamic State and al Qaeda fighters killed. The Syrian Observatory for Human Rights reported that "no less than 50 fighters from Jabhat al-Nusra (most of them were Syrian fighters), were killed by air strikes by the warplanes of the international coalition." In addition, eight civilians, including three children and a women, are reported to have been killed. CENTCOM was clear that only the US targeted al Qaeda's network in Syria. The Khorasan Group is closely tied to the Al Nusrah Front and other jihadist groups in Syria, which are at odds with the Islamic State. These groups are poised to gain from any setbacks to the rival Islamic State. President Barrack Obama stated 13 days ago that the US air campaign against the Islamic State, which began in northern Iraq on Aug. 7, would be expanded into Syria. US and French warplanes are now operating over Irbil, Sinjar, Kirkuk, the Mosul and Haditha dams, southwest of Baghdad (likely in Jurf al Sakhar in northern Babil), and somewhere on the Euphrates River. According to CENTCOM, the US has launched 194 airstrikes in Iraq since Aug. 7. The Islamic State has threatened to retaliate against the US and other Western countries that participate in military action against the jihadist group. Just yesterday, Abu Muhammad al Adnani, the spokesman for the Islamic State, called for Muslims in Western countries to wage jihad. But he will not endorse leaving bulk data in the custody of telecommunications firms, nor will he require court permission for all so-called national security letters seeking business records.

The emerging approach, described by current and former government officials who insisted on anonymity in advance of Mr. Obama’s widely anticipated speech, suggested a president trying to straddle a difficult line in hopes of placating foreign leaders and advocates of civil liberties without a backlash from national security agencies. The result seems to be a speech that leaves in place many current programs, but embraces the spirit of reform and keeps the door open to changes later. The decision to provide additional privacy protections for non-American citizens or residents, for instance, largely codifies existing practices but will be followed by a 180-day study by the director of national intelligence about whether to go further. Likewise, instead of taking the storage of bulk data out of government hands, as recommended by a review panel he appointed, Mr. Obama will leave it in place for now and ask lawmakers to weigh in.The blend of decisions, to be outlined in a speech at the Justice Department and in a presidential guidelines memorandum, will be Mr. Obama’s highest-profile response to the disclosures about the National Security Agency made in recent months by Edward J. Snowden, a former N.S.A. contractor who has fled to Russia.

Geopolitically, China has also tweaked its model, but the West, especially the US, has barely noticed it. Essentially, the Beijing leadership finally got fed up with trying to manage a possible reset of the China-US strategic relationship, and be treated as an equal. Exceptionalists don’t do equality. So Beijing came up with its own response to the Obama administration’s political/military “pivot to Asia” – originally announced, and that’s quite significant, at the Pentagon. Thus, in late November 2014, during the Central Foreign Affairs Work Conference in Beijing, President Xi Jinping made an earth-shattering announcement; from now on China would stop treating the US – and the EU – as its main strategic priority. The new focus is on the fellow BRICS group of emerging powers, especially Russia; Asian neighbors; and top nations of the Global South, referred to as “major developing powers” (kuoda fazhanzhong de guojia). This is not as much a Chinese pivot to Asia as a Chinese pivot to selected nations in the Global South. And based on a “new type of international relations centered on ‘win-win’ cooperation” – not the bully-or-bomb exceptionalist approach.

China’s new foreign policy and strategic configuration is all the more evident in the courting of Asian neighbors, invited to embark on China’s extremely ambitious twin strategy and the greatest trade/commerce story of the young 21st century: the Silk Road Economic Belt and the 21st Century Maritime Silk Road, in short “Belt and Road initiative,” as it’s known in China, now officially launched with the first $40 billion attributed to a Silk Road Fund. The enormity of the challenge is on a par with Beijing’s ambition: a pan-Eurasia trade/commerce utopia weaved by high-speed rail, fiber optic networks, ports and pipelines, and connecting East Asia, Central Asia, Russia, the Middle East and Europe.

Plenty to be excited about then as the Year of the Sheep (or Goat) starts. What’s certain is that the Chinese caravan, much in contrast with the dogs of war - and austerity – pivoting across the West, has already pivoted towards “win-win” pan-Eurasia integration.

The National Security Agency’s recently revealed surveillance programs undermine the purpose of the Foreign Intelligence Surveillance Act, which was established to prevent this kind of overreach. They violate the Fourth Amendment’s guarantee against unreasonable search and seizure. And they underscore the dangers of growing executive power.

It may be right, but only because FISA has ceased to provide a meaningful constraint.Under the traditional FISA, if the government wants to conduct electronic surveillance, it must make a classified application to a special court, identitying or describing the target. It must demonstrate probable cause that the target is a foreign power or an agent thereof, and that the facilities to be monitored will be used by the target.In 2008, Congress added section 702 to the statute, allowing the government to use electronic surveillance to collect foreign intelligence on non-U.S. persons it reasonably believes are abroad, without a court order for each target. A U.S. citizen may not intentionally be targeted.To the extent that the FISC sanctioned PRISM, it may be consistent with the law. But it is disingenuous to suggest that millions of Americans’ e-mails, photographs and documents are “incidental” to an investigation targeting foreigners overseas.

The importance of the new arms deal between Israel and the United States cannot be overstated. The arrival of an as yet undisclosed number of KC-135 aerial refuelling aircraft will give the Israeli Air Force (IAF) the range to attack any target in Iran that it deems necessary in order to suppress the Iranian nuclear program.

In absolute terms the tankers on their own ensure that the IAF can reach every target in Iran that they need to, everything is in range. What they don’t do is increase the destructive power of the ordnance that their F-15s and F-16s can carry. Any strike that would be launched is likely to be launched at targets that were built with defense in mind. Essentially meaning that a large part of them is underground. Although the much vaunted BLU-109 bunker buster bombs are on their way into the inventory of the IAF they are able to penetrate six feet of reinforced concrete whereas, for example, the Natanz nuclear plant is built under 22 meters of dirt as well as eight meters of reinforced concrete and in a facility that is about 100,000 square meters in size. Now multiply those problems by at least another 20 facilities that need to be attacked, probably more and the scale of the challenge still involved in destroying the Iranian program becomes clear.

No attack on Iran can take place without Israeli boots on the ground! What’s really interesting is that the announcement of the imminent arrival of the V-22 Osprey into the inventory of the IAF came almost as an aside to the news of the KC-135s

On September 15, 2008, a former Goldman Sachs chairman, US Treasury Secretary Henry Paulsen, deliberately triggered a predictable global financial meltdown when he decided to break precedent and let Lehman Bros, the fourth-largest Wall Street investment bank, go bankrupt. The reasons for his decision are for another time. The fallout from that traumatic financial crisis remains very much with the world financial system to this day, more than seven years later. One of the little-noticed casualties of that Lehman Bros. debacle was the worst banking crisis in the history of one of the world’s smallest countries, Iceland. How that country of 323,000 citizens chose to deal with the crisis is a model for the rest of the world. Instead of beatifying the criminal bankers responsible for worst world financial crisis in history, the people of Iceland did something quite different.

Here's the US's exceptionalist promotion of "democracy" in action; Washington has recognized a coup d'etat in Ukraine that regime-changed a - for all its glaring faults - democratically elected government. And here is Russian President Vladimir Putin, already last year, talking about how Russia and China decided to trade in roubles and yuan, and stressing how Russia needs to quit the "excessive monopoly" of the US dollar. He had to be aware the Empire would strike back. Now there's more; Russian presidential adviser Sergey Glazyev <a href='http://asianmedia.com/GAAN/www/delivery/ck.php?n=a9473bc7&cb=%n' target='_blank'><img src='http://asianmedia.com/GAAN/www/delivery/avw.php?zoneid=36&cb=%n&n=a9473bc7&ct0=%c' border='0' alt='' ></a> told RIA Novosti, "Russia will abandon the US dollar as a reserve currency if the United States initiates sanctions against the Russian Federation." So the Empire struck back by giving "a little help" to regime change in the Ukraine. And Moscow counter-punched by taking control of Crimea in less than a day without firing a shot - with or without crack Spetsnaz brigades (UK-based think tanks say they are; Putin says they are not).

Putin's assessment of what happened in Ukraine is factually correct; "an anti-constitutional takeover and armed seizure of power". It's open to endless, mostly nasty debate whether the Kremlin overreacted or not. Considering the record of outright demonization of both Russia and Putin going on for years - and now reaching fever pitch - the Kremlin's swift reaction was quite measured. Putin applied Sun Tzu to the letter, and now plays the US against the EU. He has made it clear Moscow does not need to "invade" Ukraine. The 1997 Ukraine-Russia partition treaty specifically allows Russian troops in Crimea. And Russia after all is an active proponent of state sovereignty; it's under this principle that Moscow refuses a Western "intervention" in Syria. What he left the door open for is - oh cosmic irony of ironies - an American invention/intervention (and that, predictably, was undetectable by Western corporate media); the UN's R2P - "responsibility to protect" - in case the Western-aligned fascists and neo-nazis in Ukraine threaten Russians or Russian-speaking civilians with armed conflict. Samantha Power should be proud of herself.

The "West" once again has learned you don't mess with Russian intelligence, which in a nutshell preempted in Crimea a replica of the coup in Kiev, largely precipitated by UNA-UNSO - a shady, ultra-rightwing, crack paramilitary NATO-linked force using Ukraine as base, as exposed by William Engdahl. And Crimea was an even murkier operation, because those neo-nazis from Western Ukraine were in tandem with Tatar jihadis (the House of Saud will be heavily tempted to finance them from now on). The Kremlin is factually correct when pointing out that the coup was essentially conducted by fascists and ultra-right "nationalists" - Western code for neo-nazis. Svoboda ("Freedom") party political council member Yury Noyevy even admitted openly that using EU integration as a pretext "is a means to break our ties with Russia." Western corporate media always conveniently forgets that Svoboda - as well as the Right Sector fascists - follow in the steps of Galician fascist/terrorist Stepan Bandera, a notorious asset of a basket of "Western" intel agencies. Now Svoboda has managed to insert no less than six bigwigs as part of the new regime in Kiev.

Previously, with narrow exceptions, an intelligence agency was permitted to disseminate information gathered from court-approved wiretaps only after deleting irrelevant private details and masking the names of innocent Americans who came into contact with a terrorism suspect. The Raw Take order significantly changed that system, documents show, allowing counterterrorism analysts at the N.S.A., the F.B.I. and the C.I.A. to share unfiltered personal information.

The leaked documents that refer to the rulings, including one called the “Large Content FISA” order and several more recent expansions of powers on sharing information, add new details to the emerging public understanding of a secret body of law that the court has developed since 2001. The files help explain how the court evolved from its original task — approving wiretap requests — to engaging in complex analysis of the law to justify activities like the bulk collection of data about Americans’ emails and phone calls.“These latest disclosures are important,” said Steven Aftergood, the director of the Project on Government Secrecy at the Federation of American Scientists. “They indicate how the contours of the law secretly changed, and they represent the transformation of the Foreign Intelligence Surveillance Court into an interpreter of law and not simply an adjudicator of surveillance applications.”

The number of Americans whose unfiltered personal information has been shared among agencies is not clear. Since the Sept. 11 attacks, the court has approved about 1,800 FISA orders each year authorizing wiretaps or physical searches — which can involve planting bugs in homes or offices, or copying hard drives — inside the United States. But the government does not disclose how many people had their private conversations monitored as a result.

A century ago, crowds in Paris were cheering, “on to Berlin!” Crowds in Berlin cried, “on to Paris.” World War I, the supreme example of nationalist/militaristic stupidity, was about to begin.One hundred years later we hear cries across America to “get tough” with Moscow over fragmenting Ukraine. A dozen US F-16 fighters are being sent to the Baltic, a squadron of F-15’s to Poland, and a US warship to the Black Sea. In short, just enough to spark a war but certainly not enough to win one.No one seems to have remembered – except Vlad Putin, of course – that the roughly 50,000 US troops and officials now based in Afghanistan are in large part at the mercy of Russia which controls their major supply and exit routes.As the Ukraine crisis continues to build, it’s absolutely horrifying to recall that most of the American politicians and general public now lustily shouting “on to…where was it again?….oh yes….Kharkov” had no idea where Ukraine is, never mind Kharkov or Luhansk.Ignorance is a primary fuel of nationalism and aggression. Patriotism is the last refuge of scoundrel, as Dr . Johnson observed, and the first platform of fools.

Leading US newspapers – “The Wall Street Journal” and “New York Times” – have been beating the war drums. The most-watched TV network, Fox, is a mouthpiece for the War Party. Millions of Americans and Canadians of Ukrainian background are naturally deeply concerned by events there. Israel is now involved in Ukraine.Too few voice urge calm and restraint. President Putin is being demonized into America’s leading hate figure. Few in the media dare say that Putin is reacting in Russia’s interests to NATO’s foolish push right up to his borders.

By Editor Filed in News May 19th, 2015 @ 11:50 am The Consumer Financial Protection Bureau (CFPB) filed a complaint and proposed consent order in federal court against PayPal, Inc. for illegally signing up consumers for its online credit product, PayPal Credit, formerly known as Bill Me Later. The CFPB alleges that PayPal deceptively advertised promotional benefits that it failed to honor, signed consumers up for credit without their permission, made them use PayPal Credit instead of their preferred payment method, and then mishandled billing disputes.

Under the proposed order, PayPal would pay $15 million in consumer redress and a $10 million penalty, and it would be required to improve its disclosures and procedures. “PayPal illegally signed up consumers for its online credit product without their permission and failed to address disputes when they complained,” said CFPB Director Richard Cordray. “Online shopping has become a way of life for many Americans and it’s important that they are treated fairly. The CFPB’s action should send a signal that consumers are protected whether they are opening their wallets or clicking online to make a purchase.”

As with credit cards and other forms of credit, consumers using PayPal Credit may incur interest, late fees, and other charges. Consumers often enroll in PayPal Credit while purchasing a good or service online or while creating a PayPal account. Since 2008, PayPal has offered PayPal Credit to consumers across the country making purchases from thousands of online merchants, including eBay. The CFPB alleges that many consumers who were attempting to enroll in a regular PayPal account, or make an online purchase, were signed up for the credit product without realizing it. The company also failed to post payments properly, lost payment checks, and mishandled billing disputes that consumers had with merchants or the company. Tens of thousands of consumers experienced these issues.

The United States has started daily aerial refueling for warplanes in the Saudi-led coalition carrying out air strikes against the Iranian-backed Houthi rebels in Yemen, the Pentagon said Wednesday. The first refueling flight took place on Tuesday night with a U.S. Air Force KC-135 Stratotanker providing fuel for a F-15 fighter jet operated by Saudi Arabia and an F-16 flown by the United Arab Emirates, spokesman Colonel Steven Warren told reporters. “We will have a tanker sortie every day,” Warren said, adding that all flights will be outside of Yemeni air space.

Who would’ve thought it would come to this? Certainly not the Obama Administration, and their brilliant geo-political think-tank neo-conservative strategists. John Kerry’s brilliant “win-win” proposal of last September during his September 11 Jeddah meeting with ailing Saudi King Abdullah was simple: Do a rerun of the highly successful State Department-Saudi deal in 1986 when Washington persuaded the Saudis to flood the world market at a time of over-supply in order to collapse oil prices worldwide, a kind of “oil shock in reverse.” In 1986 was successful in helping to break the back of a faltering Soviet Union highly dependent on dollar oil export revenues for maintaining its grip on power. So, though it was not made public, Kerry and Abdullah agreed on September 11, 2014 that the Saudis would use their oil muscle to bring Putin’s Russia to their knees today.

It seemed brilliant at the time no doubt. On the following day, 12 September 2014, the US Treasury’s aptly-named Office of Terrorism and Financial Intelligence, headed by Treasury Under-Secretary David S. Cohen, announced new sanctions against Russia’s energy giants Gazprom, Gazprom Neft, Lukoil, Surgutneftgas and Rosneft. It forbid US oil companies to participate with the Russian companies in joint ventures for oil or gas offshore or in the Arctic. Then, just as the ruble was rapidly falling and Russian major corporations were scrambling for dollars for their year-end settlements, a collapse of world oil prices would end Putin’s reign. That was clearly the thinking of the hollowed-out souls who pass for statesmen in Washington today. Victoria Nuland was jubilant, praising the precision new financial warfare weapon at David Cohen’s Treasury financial terrorism unit. In July, 2014 West Texas Intermediate, the benchmark price for US domestic oil pricing, traded at $101 a barrel. The shale oil bonanza was booming, making the US into a major oil player for the first time since the 1970’s. When WTI hit $46 at the beginning of January this year, suddenly things looked different. Washington realized they had shot themselves in the foot.

They realized that the over-indebted US shale oil industry was about to collapse under the falling oil price. Behind the scenes Washington and Wall Street colluded to artificially stabilize what then was an impending chain-reaction bankruptcy collapse in the US shale oil industry. As a result oil prices began a slow rise, hitting $53 in February. The Wall Street and Washington propaganda mills began talking about the end of falling oil prices. By May prices had crept up to $62 and almost everyone was convinced oil recovery was in process. How wrong they were.
