Tomgram: Todd Miller, The Creation of a Border Security State | TomDispatch - 0 views

  • Sometimes you really do need a map if you want to know where you are.  In 2008, the ACLU issued just such a map of this country and it’s like nothing ever seen before.  Titled “the Constitution-Free Zone of the United States,” it traces our country’s borders.  Maybe you’re already tuning out.  After all, you probably don’t think you live on or near such a border.  Well, think again.  As it happens, in our brave, new, post-9/11 world, as long as we’re talking “homeland security” or “war on terror,” anything can be redefined.  So why not a border? Our borders have, conveniently enough, long been Constitution-free zones where more or less anything goes, including warrantless searches of various sorts.  In the twenty-first century, however, the border itself, north as well as south, has not only been increasingly up-armored, but redefined as a 100-mile-wide strip around the United States (and Alaska).  In other words -- check that map again -- our “borders” now cover an expanse in which nearly 200 million Americans, or two-thirds of the U.S. population, live.  Included are nine of the 10 largest metropolitan areas.  If you live in Florida, Maine, or Michigan, for example, no matter how far inland you may be, you are “on the border.”
  • Imagine that.  And then imagine what it means.  U.S. Customs and Border Protection, as Todd Miller points out today, is not only the largest law enforcement agency in the country you know next to nothing about, but the largest, flat and simple.  Now, its agents can act as if the Constitution has been put to bed up to 100 miles inland anywhere.  This, in turn, means -- as the ACLU has written -- that at new checkpoints and elsewhere in areas no American would once have considered borderlands, you can be stopped, interrogated, and searched “on an everyday basis with absolutely no suspicion of wrongdoing.” Under the circumstances, it’s startling that, since the ACLU made its case back in 2008, this new American reality has gotten remarkably little attention.  So it’s lucky that TomDispatch regular Miller's invaluable and gripping book, Border Patrol Nation: Dispatches from the Front Lines of Homeland Security, has just been published.  It’s an eye opener, and it’s about time that “border” issues stopped being left to those on the old-fashioned version of the border and immigration mavens.  It’s a subject that, by definition, now concerns at least two-thirds of us in a big way.
  • Border Security Expo 2014 catches in one confined space the expansiveness of a “booming” border market. If you include “cross-border terrorism, cyber crime, piracy, [the] drug trade, human trafficking, internal dissent, and separatist movements,” all “driving factor[s] for the homeland security market,” by 2018 it could reach $544 billion globally. It is here that U.S. Homeland Security officials, local law enforcement, and border forces from all over the world talk contracts with private industry representatives, exhibit their techno-optimism, and begin to hammer out a future of ever more hardened, up-armored national and international boundaries. The global video surveillance market alone is expected to be a $40 billion industry by 2020, almost three times its $13.5 billion value in 2013. According to projections, 2020 border surveillance cameras will be capturing 3.4 trillion video hours globally. In case you were wondering, that’s more than 340 million years of video footage if you were watching 24 hours a day.

  • It is in the U.S. borderlands that, as anthropologist Josiah Heyman once wrote, the U.S. government’s modern expertise in creating and tracking "a marked population” was first developed and practiced. It involved, he wrote prophetically, “the birth and development of a... means of domination, born of the mating between moral panics about foreigners and drugs, and a well-funded and expert bureaucracy.” You may not be able to watch them at the Border Security Expo, but in those borderlands -- make no bones about it -- the Department of Homeland Security, with its tripartite missions of drug interdiction, immigration enforcement, and the war on terror, is watching you, whoever you are. And make no bones about this either: our borders are widening and the zones in which the watchers are increasingly free to do whatever they want are growing.
  • In March, U.S. Customs and Border Protection (CBP) awarded a $145 million contract to that Israeli company through its U.S. division. Elbit Systems prides itself on having spent “10+ years securing the world’s most challenging borders,” above all deploying similar “border protection systems” to the separation wall between Israel and Palestine. It is now poised to enter U.S. indigenous lands.
  • Now, thanks to the Elbit Systems contract, a new kind of border will continue to be added to this layering.  Imagine part of the futuristic Phoenix exhibition hall leaving Border Expo with the goal of incorporating itself into the lands of a people who were living here before there was a “New World,” no less a United States or a Border Patrol. Though this is increasingly the reality from Brownsville, Texas, to San Diego, California, on Tohono O’odham land a post-9/11 war posture shades uncomfortably into the leftovers from a nineteenth century Indian war.  Think of it as the place where the homeland security state meets its older compatriot, Manifest Destiny.

"Crisis At The Border" Is Yet Another Example Of "Blowback." - 0 views

  • If you’re reading this, you probably follow the news. So you’ve probably heard of the latest iteration of the “crisis at the border”: tens of thousands of children, many of them unaccompanied by an adult, crossing the desert from Mexico into the United States, where they surrender to the Border Patrol in hope of being allowed to remain here permanently. Immigration and Customs Enforcement’s detention and hearing system has been overwhelmed by the surge of children and, in some cases, their parents. The Obama Administration has asked Congress to approve new funding to speed up processing and deportations of these illegal immigrants. Even if you’ve followed this story closely, you probably haven’t heard the depressing backstory — the reason so many Central Americans are sending their children on a dangerous thousand-mile journey up the spine of Mexico, where they ride atop freight trains, endure shakedowns by corrupt police and face rapists, bandits and other predators. (For a sense of what it’s like, check out the excellent 2009 film “Sin Nombre.”) NPR and other mainstream news outlets are parroting the White House, which blames unscrupulous “coyotes” (human smugglers) for “lying to parents, telling them that if they put their kids in the hands of traffickers and get to the United States that they will be able to stay.” True: the coyotes are saying that in order to gin up business. Also true: U.S. law has changed, and many of these kids have a strong legal case for asylum. Unfortunately, U.S. officials are ignoring the law.
  • The sad truth is that this “crisis at the border” is yet another example of “blowback.” Blowback is an unintended negative consequence of U.S. political, military and/or economic intervention overseas — when something we did in the past comes back to bite us in the ass. 9/11 is the classic example; arming and funding radical Islamists in the Middle East and South Asia who were less grateful for our help than angry at the U.S.’ simultaneous backing for oppressive governments (The House of Saud, Saddam, Assad, etc.) in the region. More recent cases include U.S. support for Islamist insurgents in Libya and Syria, which destabilized both countries and led to the murders of U.S. consular officials in Benghazi, and the rise of ISIS, the guerilla army that imperils the U.S.-backed Maliki regime in Baghdad, respectively. Confusing the issue for casual American news consumers is that the current border crisis doesn’t involve the usual Mexicans traveling north in search of work. Instead, we’re talking about people from Central American nations devastated by a century of American colonialism and imperialism, much of that intervention surprisingly recent. Central American refugees are merely transiting through Mexico.
  • “The unaccompanied children crossing the border into the United States are leaving behind mainly three Central American countries, Honduras, El Salvador and Guatemala. The first two are among the world’s most violent and all three have deep poverty, according to a Pew Research report based on Department of Homeland Security (DHS) information,” reports NBC News. “El Salvador ranked second in terms of homicides in Latin America in 2011, and it is still high on the list. Honduras, Guatemala and El Salvador are among the poorest nations in Latin America. Thirty percent of Hondurans, 17 percent of Salvadorans and 26 percent of Guatemalans live on less than $2 a day.” The fact that Honduras is the biggest source of the exodus jumped out at me. That’s because, in 2009, the United States government — under President Obama — tacitly supported a military coup that overthrew the democratically elected president of Honduras. “Washington has a very close relationship with the Honduran military, which goes back decades,” The Guardian noted at the time. “During the 1980s, the US used bases in Honduras to train and arm the Contras, Nicaraguan paramilitaries who became known for their atrocities in their war against the Sandinista government in neighbouring Nicaragua.”
  • ...2 more annotations...
  • Honduras wasn’t paradise under President Manuel Zelaya. Since the coup, however, the country has entered a downward death spiral of drug-related bloodshed and political revenge killings that crashed the economy, brought an end to law, order and civil society, and now has some analysts calling it a “failed state” along the lines of Somalia and Afghanistan during the 1990s. “Zelaya’s overthrow created a vacuum in security in which military and police were now focused more on political protest, and also led to a freeze in international aid that markedly worsened socio-economic conditions,” Mark Ungar, professor of political science at Brooklyn College and the City University of New York, told The International Business Times. “The 2009 coup, asserts [Tulane] professor Aaron Schneider, gave the Honduran military more political and economic leverage, at the same time as the state and political elites lost their legitimacy, resources and the capacity to govern large parts of the country.” El Salvador and Guatemala, also narcostates devastated by decades of U.S. support for oppressive, corrupt right-wing dictatorships, are suffering similar conditions.
  • Talk about brass! The United States does it everything it can to screw up Central America — and then acts surprised when desperate people show up at its front gate trying to escape the (U.S.-caused) carnage. Letting the kids stay — along with their families — is less than the least we could do.

"Humanitarian Supplies" for the Islamic State (ISIS): NATO's Terror Convoys Halted at S... - 0 views

  • For years, NATO has granted impunity to convoys packed with supplies bound for ISIS and Al Qaeda. Russian airstrikes have stopped them dead in their tracks. If a legitimate, well-documented aid convoy carrying humanitarian supplies bound for civilians inside Syria was truly destroyed by Russian airstrikes, it is likely the world would never have heard the end of it. Instead, much of the world has heard little at all about a supposed “aid” convoy destroyed near Azaz, Syria, at the very edge of the Afrin-Jarabulus corridor through which the so-called Islamic State (ISIS) and Al Qaeda’s remaining supply lines pass, and in which NATO has long-sought to create a “buffer zone” more accurately described as a Syrian-based, NATO-occupied springboard from which to launch terrorism deeper into Syrian territory. The Turkish-based newspaper Daily Sabah reported in its article, “Russian airstrikes target aid convoy in northwestern Syrian town of Azaz, 7 killed,” claims: At least seven people died, 10 got injured after an apparent airstrike, reportedly by Russian jets, targeted an aid convoy in northwestern Syrian town of Azaz near a border crossing with Turkey on Wednesday. Daily Sabah also reported: Speaking to Daily Sabah, Serkan Nergis from the Humanitarian Relief Foundation (IHH) said that the targeted area is located some 5 kilometers southwest of the Öncüpınar Border Crossing.  Nergis said that IHH has a civil defense unit in Azaz and they helped locals to extinguish the trucks. Trucks were probably carrying aid supplies or commercial materials, Nergis added.
  • Daily Sabah’s report also reveals that the Turkish-Syrian border crossing of Oncupinar is held by what it calls “rebels.” The border crossing of Oncupinar should be familiar to many as it was the scene of Germany’s international broadcaster Deutsche Welle’s (DW) investigative report where DW camera crews videotaped hundreds of trucks waiting at the border, bound for ISIS territory, apparently with full approval of Ankara. The report was published in November of 2014, a full year ago, and revealed precisely how ISIS has been able to maintain its otherwise inexplicable and seemingly inexhaustible fighting capacity. The report titled, “‘IS’ supply channels through Turkey,” included a video and a description which read: Every day, trucks laden with food, clothing, and other supplies cross the border from Turkey to Syria. It is unclear who is picking up the goods. The haulers believe most of the cargo is going to the “Islamic State” militia. Oil, weapons, and soldiers are also being smuggled over the border, and Kurdish volunteers are now patrolling the area in a bid to stem the supplies. The report, and many others like it, left many around the world wondering why, if the US is willing to carry out risky military operations deep within Syrian territory to allegedly “fight ISIS,” the US and its allies don’t commit to a much less riskier strategy of securing the Turkish-Syrian border within Turkey’s territory itself – especially considering that the United States maintains an airbase, training camps, and intelligence outposts within Turkish territory and along the very border ISIS supply convoys are crossing over.
  • Ideally, NATO should have interdicted these supply convoys before they even crossed over into Syria – arresting the drivers and tracking those who filled the trucks back to their source and arresting them as well. Alternatively, the trucks should have been destroyed either at the border or at the very least, once they had entered into Syria and were clearly headed toward ISIS-occupied territory. That none of this took place left many to draw conclusions that the impunity granted to this overt logistical network was intentional and implicated NATO directly in the feeding of the very ISIS terrorists it claimed to be “fighting.”
  • ...3 more annotations...
  • Obviously, any nation truly interested in defeating ISIS would attack it at its very source – its supply lines. Military weaponry may have changed over the centuries, but military strategy, particularly identifying and severing an enemy’s supply lines is a tried and true method of achieving victory in any conflict. Russia, therefore, would find these convoys a natural target and would attempt to hit them as close to the Syrian-Turkish border as possible, to negate any chance the supplies would successfully reach ISIS’ hands. Russian President Vladmir Putin noted, regarding the Azaz convoy in particular, that if the convoy was legitimately carrying aid, it would have been declared, and its activities made known to all nations operating military aircraft in the region.
  • Russia’s increased activity along the Syrian-Turkish border signifies the closing phases of the Syrian conflict. With Syrian and Kurdish forces holding the border east of the Euphrates, the Afrin-Jarabulus corridor is the only remaining conduit for supplies bound for terrorists in Syria to pass. Syrian forces have begun pushing east toward the Euphrates from Aleppo, and then will move north to the Syrian-Turkish border near Jarabulus. Approximately 90-100 km west near Afrin, Ad Dana, and Azaz, it appears Russia has begun cutting off terrorist supply lines right at the border. It is likely Syrian forces will arrive and secure this region as well. For those that have criticized Russia’s air campaign claiming conflicts can’t be won from the air without a ground component, it should be clear by now that the Syrian Arab Army is that ground component, and has dealt ISIS and Al Qaeda its most spectacular defeats in the conflict. When this corridor is closed and supplies cut off, ISIS, Nusra, and all associated NATO-backed factions will atrophy and die as the Syrian military restores order across the country. This may be why there has been a sudden “rush” by the West to move assets into the region, the impetus driving the United States to place special forces into Syrian territory itself, and for Turkey’s ambush of a Russian Su-24 near the Syrian-Turkish border.
  • What all of this adds up to is a clear illustration of precisely why the Syrian conflict was never truly a “civil war.” The summation of support for militants fighting against the Syrian government and people, has come from beyond Syria’s borders. With that support being cut off and the prospect of these militants being eradicated, the true sponsors behind this conflict are moving more directly and overtly to salvage their failed conspiracy against the Syrian state. What we see emerging is what was suspected and even obvious all along – a proxy war started by, and fought for Western hegemonic ambitions in the region, intentionally feeding the forces of extremism, not fighting them.

Watch for new action to begin on the southern supply lines for Al Nusrah running from Jordan and Israel. It's a question of when rather than if.

Not Actually a Shutdown | National Review Online - 0 views

excerpt: "A 1981 memorandum by David Stockman during the Reagan administration that is still relied on by the OMB laid out the services that continue without interruption during any government "shutdown": .... National security, including the conduct of foreign relations essential to the national security or the safety of life and property; .... Benefit payments and the performance of contract obligations under no-year or multi-year appropriations or other funds remaining available for those purposes; .... Medical care of inpatients and emergency outpatient care and activities essential for the safe use of food, drugs, and hazardous materials; .... Air-traffic control and other transportation safety functions; Border and coastal protection and surveillance; .... Protection of federal lands, buildings, waterways, and other property of the U.S.; .... Care of prisoners and others in federal custody; .... Law enforcement and criminal investigations; .... Emergency and disaster assistance; .... Activities essential to the preservation of the money and banking system of the U.S., including borrowing and tax collection; .... Production of power and maintenance of the power-distribution system; and .... Protection of research property. So planes, trains, and automobiles will keep running and TSA will keep patting you down. The president can continue to go on overseas trips to conduct foreign relations. Social Security and Medicaid benefits will keep going out. The Border Patrol will keep patrolling our borders to prevent illegal crossings (at least as much as this administration will let it do that). The Federal Bureau of Prisons will keep convicted criminals in prison and the FBI will continue making arrests and investigating violations of the law. The FDA and the Department of Agriculture will continue their safety testing and inspection of food and drugs, and medical care of inpatients and emergency outpatient care will keep right on going. Gunrunning scandal uncovered at the ATF - CBS News Video - 0 views

This is the Sharyl Attkisson news report video that every American should take the time to view.  This is the trajic and still unfolding story of Obama's Project Gunrunner, where over 2,500 assault weapons, including 50 Caliber rifles, were ordered to be sold to criminal Mexican Drug Cartels.  Obama used over $10 Million of the Stimulous Act to fund the operation.  Now Mexican and American law enforcement and border patrol members are getting gunned down by the thugs Obama armed.  Must see video. excerpt: December 14, 2010. The place: a dangerous smuggling route in Arizona not far from the border. A special tactical border squad was on patrol when gunfire broke out and agent Brian Terry was killed. The assault rifles found at the murder were traced back to a U.S. gun shop. Where they came from and how they got there is a scandal so large, some insiders say it surpasses the shoot-out at Ruby Ridge and the deadly siege at Waco.........

No Weapons Seen Crossing Russian-Ukrainian Border - OSCE | Politics | RIA Novosti - 0 views

  • The Organization for Security and Cooperation in Europe's Special Monitoring Mission working on the Russian-Ukrainian border has not seen any weapons crossing between the countries, an OSCE spokesman working on the Russian side of the border said Tuesday. “We have not seen any weapons. There was a question of whether we saw military vehicles crossing the border. Yesterday at two [border crossing] points, we didn’t see any military vehicles crossing the border,” Paul Picard said at a briefing. On August 15, Ukrainian President Petro Poroshenko claimed Ukrainian artillery destroyed Russian military hardware that had allegedly crossed into Ukraine at night.
  • The Russian Defense Ministry refuted the allegations, calling the claims a 'fantasy' that is not worth discussing. The Russian Border Guard Service also stressed that the reports are not based on reality and explained that cross-border regions were indeed being patrolled by mobile teams of border guards, but only on the Russian side of the border. On August 17, the Special Monitoring Mission (SMM) working in Ukraine under the auspice of the OSCE also could not confirm the reports of Russian military convoys crossing the Ukrainian border. On August 18, Russian Foreign Minister Sergei Lavrov said that Moscow supports the idea of equipping the OSCE monitoring mission with unmanned aerial vehicles (UAVs) to improve the monitoring of the border.

GOP immigration plan devised by Communist Party - 0 views

  • Republican support
  • But why would Republicans get behind such a plan? Some astute political observers advise that when politicians appear to be promoting agendas against their own interest, follow the money.

  • But even if big business benefits, the cheap labor advantages are only temporary. Once illegal aliens are fully legalized, businesses will be required to provide just as much in pay and benefits as they pay American workers.
  • In the meantime, however, it is widely assumed those workers will take jobs from American citizens, depress wages and increase unemployment. Moreover, in many key swing states, projected amnesties will swamp the rolls of the unemployed (see table)
  • So, illegal aliens would be granted legal status immediately, but five years down the road, if the fence still isn’t built and e-verify still isn’t being used, then their legal status would be revoked. Given that the Department of Homeland Security is already allegedly ignoring border security –with immigration and customs agents suing their own agency for failing to enforce the law – many voters place little confidence in political promises of future enforcement.
  • In the meantime, Senate and House opponents have been painstakingly highlighting what they consider to be glaring flaws in these proposals: Every single border security provision in the Senate bill, including the hire of 20,000 Border Patrol agents, denying amnesty to criminals, building fences and installing surveillance devices, can be waived by the Homeland Security secretary. Both the House and Senate proposals emphasize the path to citizenship – the centerpiece of communist efforts – while making border security both vague and secondary. Both bills provide a $5,000 incentive for companies to hire the newly legalized illegal aliens instead of Americans, since the aliens would not be subject to the Obamacare coverage mandate.
  • Although politicians and the media have settled on the claim that there are 11 million illegal aliens, the actual number may well be closer to 20 million to 30 million. There were 10 million in 1996, a mere 10 years after Reagan’s amnesty, and it is doubtful only one million more have been added in the ensuing 17 years. Since 1990, Border agents have apprehended on average more than 1 million illegal aliens per year, almost all from Mexico.
  • When the Reagan amnesty became law, the intention was to naturalize only 1.2 million people, but the actual figure turned out to be 2.7 million. Statistics on illegal immigration have longed tended to be underestimated, sometimes vastly so.
  • Thus, current proposals provide a path to citizenship for as many as 20 to 30 million illegal aliens here now, plus relatives who will be brought in through chain migration and at least 75 percent of those who will come in the future – virtually endless amnesty – while efforts to secure the border are almost certain to be insufficient.
  • With polls showing more than two-thirds of Americans don’t believe “immigration laws would be enforced in the future if illegal aliens were given amnesty,” it is clear that passage of the current Republican-backed bill may indeed fulfill the agenda of its communist originators – the creation of a permanent Democrat voting majority, guaranteeing permanent control of the United States government by leftist progressives.

WPost Seeks US-Patrolled 'Safe Zone' in Syria | Consortiumnews - 0 views

  • Neocons never blush at their own hypocrisies, demanding Russia respect international law and do nothing to protect eastern Ukrainians, while demanding President Obama ignore international law and create a rebel “safe zone” in Syria, writes ex-CIA analyst Ray McGovern. By Ray McGovern The Washington Post’s neocon editors have made another strident appeal for President Barack Obama to “abandon his passivity and do something to help” the rebels in Syria, complaining that they “continue to receive far too little help from the United States.” The Post ups the ante by boldly asserting that “Syrian dictator Bashar al-Assad … continues to launch chemical attacks … in rebel-controlled neighborhoods.” Yet, even premier Bashar-basher John Kerry has been more discreet in inching that dubious claim into the public arena.
  • In effect, the Post’s editors on Saturday called on the Obama administration to undertake a “responsibility to protect” – or R2P – mission by violating the sovereignty of Syria, i.e., by breaking international law through military action inside Syria’s borders to establish and patrol a “safe zone” for the rebels.
  • Indeed, I define a neocon as one who has difficulty distinguishing between the national interests of Israel, on the one hand, and those of the United States, on the other.
  •
Ray McGovern, of Veteran Intelligence Professionals for Sanity (VIPS) fame, administers some serious whup-ass on editors of The Washington Post for its editorial reviving neocon ambition for the U.S. to go to war against Syria, as in American boots on the ground and handing over air-to-ground missiles to the Jihadi-dominated Opposition. As though the U.S. were not already heavily involved in a war-by-proxies against Syria. McGovern dumps gallons of cold water on wild new claims that the Assad government waged chemical warfare in mid-April. Then he bluntly confronts the neocon nature of the Post editorial, which by the way can be found at http://goo.gl/DNg7BL This is McGovern at his finest, a well-written essay that goes right to the heart of the matter, usefully defining a "neocon" as "one who has difficulty distinguishing between the national interests of Israel, on the one hand, and those of the United States, on the other." For as he explains, it is in the psychotic Israeli government's interest, not in the U.S. interest, to prolong the violence in Syria, but sadly the U.S. State Department, and now The Washington Post, are dominated by neocons. All in all, a truly inspired essay by a Citizen who dares to tell the crowd that the Emperor wears no clothes.  Buck naked, caught in the act. A must-read.

Russian Warplane Down: NATO's Act of War | Global Research - Centre for Research on Glo... - 0 views

  • With cameras rolling, Turkey has claimed it has shot down a Russian Sukhoi Su-24 attack aircraft. The New York Times in its article, “Turkey Shoots Down Russian Warplane Near Syria Border,” reports that: Turkish fighter jets on patrol near the Syrian border shot down a Russian warplane on Tuesday after it violated Turkey’s airspace, a long-feared escalation that could further strain relations between Russia and the West. The escalation is “long feared” not because the Turkish government actually fears that Russian warplanes crossing their border pose a threat to it or its people, but because Russia has ended NATO’s proxy war, a proxy war spearheaded in part by Turkey itself, amid Russia’s joint military operations with Syria against the self-proclaimed “Islamic State” (ISIS) and supporting terrorist factions. In addition to having a camera rolling as the plane went down in flames, terrorists operating in region had allegedly surrounded the dead pilot shortly after the incident according to Reuters. While Turkey maintains that it was only reacting in self-defense – it was against a nation’s planes that it knew had no intention of attacking its territory – and what looks like instead was Turkey targeting planes operating along reoccurring routes and shooting one down once the pieces were in place to maximize the event politically.
  • For Russia’s part, it claims its plane had not even entered Turkish territory which would reveal Turkey’s actions as an outright act of war.
  • In recent weeks with Russian air support, Syrian troops have retaken large swaths of territory from ISIS, Al Qaeda, and other terrorist fighters. The Syrian Arab Army (SAA) has even begun approaching the Euphrates River east of Aleppo, which would effectively cut off ISIS from its supply lines leading out of Turkish territory. From there, Syrian troops would move north, into the very “safe zone” the US and its Turkish partners have long-sought but have so far failed to establish within Syria’s borders. This “safe zone” includes a region of northern Syrian stretching from Jarabulus near the west bank of the Euphrates to Afrin and Ad Dana approximately 90-100 kilometers west. Once Syrian troops retake this territory, the prospect of the West ever making an incursion into Syria, holding territory, or compromising Syria’s territorial integrity would be lost forever. Western ambitions toward regime change in Damascus would be indefinitely suspended. The endgame is at hand, and only the most desperate measures can hope to prevent Russia and Syria from finally securing Syria’s borders. Turkey’s provocation is just such a measure.
  • ...1 more annotation...
  • Russia’s time, place, and method of retaliating against Turkey is something only the Kremlin will know. But Russia’s actions upon the international stage have been so far thoroughly thought out, allowing Moscow to outmaneuver the West at every juncture and in the wake of every Western provocation. For Turkey’s government – one that has been consistent only in its constant failure regarding its proxy war against its neighbor Syria, who has been caught planning false flag provocations to trigger wider and more direct war in Syria, and whose government is now exposed and widely known to be directly feeding, not fighting ISIS – the prospect of Russian retaliation against it, either directly or indirectly, and in whatever form will leave it increasingly isolated. Until then, Russia’s best bet is to simply continue winning the war. Taking the Jarabulus-Afrin corridor and fortifying it against NATO incursions while cutting off ISIS and other terrorist factions deeper within Syria would be perhaps the worst of all possible retaliations. With Syria secured, an alternative arc of influence will exist within the Middle East, one that will inevitably work against Saudi and other Persian Gulf regimes’ efforts in Yemen, and in a wider sense, begin the irreversible eviction of Western hegemony from the region. The West, already being pushed out of Asia by China, will suffer immeasurably as the world dismantles its unipolar international order, region by region. As in the game of chess, a player often seeks to provoke their opponent into a series of moves. The more emotional their opponent becomes, the easier it is to control the game as it unfolds. Likewise in geopolitics and war, emotions can get one killed, or, be channeled by reason and superior strategic thinking into a plan that satisfies short-term requirements but serves long-term objectives. Russia has proven time and time again that it is capable of striking this balance and now, more than ever, it must prove so again.

Turkey to be offered €3bn to help curb influx of refugees to EU - RT News - 0 views

  • German Chancellor Angela Merkel and other EU leaders want to clinch a €3-billion deal with Ankara to curb the influx of asylum seekers coming to Europe from Africa and the Mideast. The EU wants Turkey to beef up its border patrols with Greece in return. The EU leaders have agreed to invite Turkish President Recep Tayyip Erdoğan to a special summit in Brussels to speed up an agreement that would see Turkey patrolling the EU’s southern border with Greece in an attempt to halt the flow of refugees.
  • The executive European Commission proposed to EU leaders, meeting in the Maltese capital of Valletta, that Ankara be offered a "refugee grant facility," worth up to €3 billion, to help Turkey accommodate over two million Syrians, Reuters reported. More than 650,000 of the 800,000 refugees who have reached EU countries by sea this year have left from Turkey, according to AFP.In return for its help, Ankara wants the EU to provide visa-free travel for Turkish nationals, and a resumption of negotiations on Turkey's long-stalled application to join the 28-nation bloc, AFP reported.
  • Of the €3 billion ($3.2bn), 500 million would come from the EU budget and the rest, under the Commission proposal, from the 28 member states according to their national incomes. No EU country has yet committed to paying its share of the €3-billion bill, except Britain, according to the Guardian. While in Valletta, Prime Minister David Cameron offered €400 million for the Turkey plan. The current refugee crisis, dubbed the worst since WWII, has already proved to be a real challenge for Europe. Germany (population 80 million) may receive 1.5 million asylum seekers this year alone. It has already accepted more asylum applications than any other European nation, with a number of critics pointing to a high number of uneducated and illiterate people coming to the country.

  • There has been a spike in hate crimes against refugees, with much far-right anger and criticism directed at Chancellor Angela Merkel’s decision to suspend the Dublin Regulation, which stipulates that migrants and refugees can only claim asylum at a German port of entry.
  • The migration crisis has given fresh impetus to the PEGIDA movement (Patriotic Europeans Against the Islamization of the Occident), whose activists staged a number of demos across Germany last month. Some EU member countries are introducing temporary border controls to halt the influx of refugees and to screen those trying to enter the country illegally.

[Conversation] | Mountain Ambush, by Andrew Cockburn | Harper's Magazine - 0 views

  • On November 24, a Turkish F-16 fighter jet shot down a Russian Su-24 bomber near the border of Turkey and Syria. In the immediate aftermath, officials from the two countries offered contradictory versions of what transpired: Russian president Vladimir Putin claimed that the plane was flying over Syrian territory when it was downed; Turkish president Recep Tayyip Erdogan countered that it was inside Turkey’s border and had been warned ten times to alter its course. Hours later, President Obama threw his support behind Erdogan. “Turkey,” he said, “has a right to defend its territory and its airspace.” I asked Pierre Sprey, a longtime defense analyst and member of the team that developed the F-16, to examine what we know about the downing and determine what actually occurred that morning.
  • Looking at the detailed Russian timeline of what happened—as well as the much less detailed Turkish radar maps—I’d say the evidence looks pretty strong that the Turks were setting up an ambush. They certainly weren’t doing anything that would point to a routine air patrol along the border. Their actions in no way represented a routine, all day long type of patrol.

Articles of Impeachment Against Obama - 0 views

  •
Sarasota, FL ( August 12, 2013) - The National Black Republican Association (NBRA) based in Sarasota, FL, headed by Chairman Frances Rice, filed Articles of Impeachment against President Barack Obama with the following language.   We, black American citizens, in order to free ourselves and our fellow citizens from governmental tyranny, do herewith submit these Articles of Impeachment to Congress for the removal of President Barack H. Obama, aka, Barry Soetoro, from office for his attack on liberty and commission of egregious acts of despotism that constitute high crimes and misdemeanors.   On July 4, 1776, the founders of our nation declared their independence from governmental tyranny and reaffirmed their faith in independence with the ratification of the Bill of Rights in 1791.   Asserting their right to break free from the tyranny of a nation that denied them the civil liberties that are our birthright, the founders declared:   "When a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security."  -  Declaration of Independence, July 4, 1776.   THE IMPEACHMENT POWER   Article II, Section IV of the United States Constitution provides: "The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors."   THE ARTICLES OF IMPEACHMENT   In his conduct of the office of President of the United States, Barack H. What the hell just happened? 'Tyranny By Executive Order' | by Constitutional Attorney ... - 0 views

  •
"What the hell just happened? That is the question that many Americans should be asking themselves following the news conference where Obama unveiled his plan for destroying the Bill of Rights to the U.S. Constitution. At first glance it appeared to be a case of Obama shamelessly using the deaths of innocents, and some live children as a backdrop, to push for the passage of radical gun control measures by Congress. Most of these have no chance of passing, yet, Obama's signing of Executive orders initiating 23 so called Executive actions on gun control seemed like an afterthought. Unfortunately, that is the real story, but it is generally being overlooked. The fact is that with a few strokes of his pen Obama set up the mechanisms he will personally use to not only destroy the Second Amendment to the Constitution, but also the First, Fourth, and Fifth Amendments. It will not matter what Congress does, Obama can and will act on his own, using these Executive actions, and will be violating both the Constitution and his oath of office when he does it. Here are the sections of the Executive Order that he will use: "1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background-check system." What exactly is relevant data? Does it include our medical records obtained through Obamacare, our tax returns, our political affiliations, our military background, and our credit history? I suggest that all of the above, even if it violates our fourth Amendment right to privacy will now be relevant data for determining if we are allowed to purchase a firearm. "2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background-check system." This should be read in conjunction with section 16 of the order that says: "16. Clarify that the Affordable Care Act does not prohibit doctors

′IS′ supply channels through Turkey | All media content | DW.DE | 26.11.2014 - 0 views

  • Every day, trucks laden with food, clothing, and other supplies cross the border from Turkey to Syria. It is unclear who is picking up the goods. The haulers believe most of the cargo is going to the "Islamic State" militia. Oil, weapons, and soldiers are also being smuggled over the border, and Kurdish volunteers are now patrolling the area in a bid to stem the supplies.
  •
Video, 4:46 min. German mainstream media has caught on that Turkey --- NATO member and a member of Obama/Kerry's Coalition of the Unwilling in the "fight" against ISIL --- is doing nothing to stem resupply of ISIL via the Turkey-Syrian border. No surprise there because ISIL is a creation of the U.S. and its Mideast allies. Still, that information has yet to reach wide public knowledge in Europe and North America, so the coverage in Germany will assist, pariticularly when it is Germany's market-leading international broadcaster doing the education.

Hollande warns of 'total war' if no action taken in Syria | Middle East Eye - 0 views

  • Failure to act in Syria risks stoking a "total war" in the Middle East, French President François Hollande said in a landmark speech to the European Parliament alongside German Chancellor Angela Merkel."What happens in Syria concerns Europe, what happens there will determine the balance of the whole region for a long time," Hollande told European lawmakers in Strasbourg."If we leave these religious clashes between Sunnis and Shias, they will grow. Don't think we will be sheltered, this will be a total war."Hollande, whose country has launched airstrikes against the Islamic State group in Syria, appeared to criticise Russia for its air attacks in support of President Bashar al-Assad's regime."We have to construct in Syria, with all those who can contribute, a political future which gives the Syrian people an alternative to Bashar or Daesh," Hollande said, using another name for IS.
  • Hollande warned that an influx of refugees, many from Syria, could undermine European cohesion if member nations were not unified in their response."There is a humanitarian crisis which we need to confront, with an influx of refugees," he said. "The only solution is a strong Europe."We need not less Europe but more Europe. Europe must affirm itself otherwise we will see the end of Europe, our demise."Merkel echoed Hollande's statement warning of the consequences of unilateral action by member states."In the refugee crisis, we must not succumb to the temptation of falling back into national action. Quite the contrary, now we need more Europe,"  Merkel said."We must see them (migrants) as people, whether they have the prospect of remaining or not. Humanitarian standards of accommodation and claim processing must be upheld."She then went on to say that Europe needs to rewrite its "obsolete" asylum rules to tackle the crisis as European warships went into action against people smugglers in the Mediterranean.
  • "I appeal for a new procedure" to redistribute asylum seekers "fairly" throughout the 28-nation EU bloc, she said. Merkel added: "It is exactly now that we need more Europe. We need courage and cohesion, which Europe has always shown when it was necessary."Germany is Europe's top destination for people fleeing war and misery in the continent's greatest migrant influx since World War II. The EU's richest economy expects between 800,000 and one million newcomers this year alone. German authorities said Wednesday that they had registered around 577,000 asylum seekers in the first nine months of the year, a third of whom claim to be Syrian.

  • The joint address comes as the EU began a military operation to catch migrant traffickers, with European warships patrolling international waters in the Mediterranean to arrest smugglers dubbed the "mafia of the sea".The European Union's foreign policy chief Federica Mogherini announced last month that EUNAVFOR MED, an operation launched to dismantle the network of smugglers abetting the migrant boat crisis, was to enter its second phase. The first phase, which essentially entailed compiling and analysing information on the trafficker networks, has been up and running since June.Six ships are already in place in international waters off the coast of Libya - the departure point for many of the migrant boats - including an Italian aircraft carrier, a French frigate and one British, one Spanish and two German ships. At least three other vessels supplied by the Belgian, British and Slovenian navies are expected to arrive in the area at the end of October to complete the force, which also include four aircraft and 1,318 personnel."We follow the traffickers and want to arrest them and seize their ships," a German captain told AFP, adding that he'll get as close to Libyan waters as he can.Over the past few weeks, EUNAVFOR MED has identified 20 'escort' boats - the type used by traffickers who take the migrants out to sea in fishing boats and dinghies before leaving them and returning to Libya in the escort boat.
  • It could have taken action against all of the 17 Libyan and three Egyptian 'escort' boats spotted, had phase two of the operation already been up and running. On the map, the operation will patrol over 10 areas off the Libyan coast: four along the 12-nautical mile mark which separates international from Libyan waters, and the others further out to sea.According to the proposals, the whole of the north-western coast of Libya from the Tunisian border to Sirte will be on lockdown, apart from an area directly in front of Tripoli, which will be left open to prevent a total maritime blockade.

PressTV-'US jets in Turkey to deter Russia attacks' - 0 views

  • US fighter jets have been deployed in Turkey to protect slower American warplanes from potential Russian or Syrian attacks, a Pentagon official says.Six F-15C warplanes are tasked with providing cover for bomber, attack and cargo aircraft from threats posed by Syrian and Russian fighters, an unnamed US defense official told USA Today on Tuesday. The US Air Force B-1 bombers, A-10 and AC-130 attack planes, which are reportedly used in US-led strikes on Daesh (ISIL) positions in Syria, all fly at slow speeds and are vulnerable to attacks from enemy pilots, the official added. He added that cargo planes that are airdropping ammunition for US-backed militants will also be protected.
  • Meanwhile, the Pentagon announced Tuesday that the fighter jets, sent to Turkey’s Incirlik Airbase last week, will be protecting the Turkish airspace."At the request of the government of Turkey, the US Air Force F-15Cs that arrived last week will conduct combat air patrols to assist in defense of the Turkish airspace," Laura Seal, a Pentagon spokesman, said in a statement Tuesday."We will be conducting these patrols at the request of the government of Turkey. Turkey faces increased instability along its border with Syria and Iraq and irresponsible behavior from actors in the region. This includes the incursions Russia made into Turkey's — and thereby NATO's — airspace in October," the statement noted.According to NATO officials, Russian Sukhoi SU-30 and SU-24 jets, based in Syria, entered the Turkish airspace early in October. Ankara scrambled two F-16s to intercept the planes.

Failed NATO Invasion of Moldova SITREP, by Scott | The Vineyard of the Saker - 0 views

  • It’s hard to overestimate the value of planning in advance, especially when it comes to getting reservations in popular restaurants and invading countries by military force. In the week of the May 9th Victory Day two significant failures took place  each one remarkable in its own way. Each event went completely unreported by the Western corporate and government media, but discussed on Social Media.
  • In the following three weeks after the incident with the USS Florida, while Russia was preparing for Victory Day celebrations and all eyes were on Moscow, attention of Ukrainians was fully concentrated on the visit of Victoria Nuland to Kiev on April 26th allegedly to discuss the implementation of the Minsk II Agreement and the future elections in Donetsk and Lugansk republics. Since the day when President Putin said that the republics can have their elections anytime they want, the question of these elections ceased to be a subject of blackmail toward the Kremlin.   It appeared that the true reason for Nuland’s visit could be located to the west of Kiev, rather than the east. Just recently, Robert D. Kaplan, a former Stratfor’s Chief Geopolitical Analyst, and currently a senior fellow at the Center for a New American Security (CNAS) has published a book “In Europe’s Shadow” where he lays out a plan to reunite Romania with “its lost province of Moldova.” Nuland visited Moldova back in January, with the task to coerce Moldova’s government and its oligarchs to change the country’s Constitution provision of neutrality. Before she left, she gave a short speech at the American Embassy in Bucharest after a private dinner with PM Ciolos and President Klaus. “We powerfully support the desire of the people in Moldova to have responsible leaders who can implement reforms. This is the best way to assure the future of Moldova. Romania and the United States, in conjunction with NATO, have support programs in place to assure the security of Moldova but the government has to work to implement these programs.”
  • Moldova is one of the poorest countries in Eastern Europe, and its economy heavily relies on Russia. According to the CIA Fact Book: Moldova’s annual remittances of about $1.12 billion comes from the roughly one million Moldovans working in Europe, Russia, and other former Soviet Bloc countries; Moldova imports almost all of its energy supplies from Russia and Ukraine; Moldova’s dependence on Russian energy is underscored by a more than $5 billion debt to Russian natural gas supplier Gazprom; Moldova signed an Association Agreement and a Deep and Comprehensive Free Trade Agreement with the EU during fall 2014, however its biggest trade partner remains Russia. Everyone understands that a NATO membership will cut all economic ties with Russia, including jobs, and it will turn Moldova into a failed state, or in the CIA doublespeak, the country would stop being vulnerable to “Russian pressure.” Apparently, the failure of Moldova as a state, and its disappearance as a nation is also what the EU wants. On January 6, the new Moldovan Ambassador to Germany was presenting his credentials when, out of the blue, the German president asked the new ambassador what the procedure was for Republic of Moldova to formally unite with Romania. On May 4th, the Katehon reported on Vladimir Plahotniuc’s (the infamous Moldavian oligarch and mafia boss) visit to the US and his meeting with Victoria Nuland there. As the Victory Day celebration was approaching, we all fully anticipated from the US to conduct terror acts, military excursions/drills, and political and legal attacks on Russia as the US and the EU always do to harass Russia during its major national and Church holidays.

  • Starting with April 21st,  we saw a flurry of “news” about Ukraine and Romania joining NATO Black Sea flotilla and the organization of Romanian-Ukrainian-Bulgarian brigade similar to that created by Poland. On April 26, Georgia (Gruzia) pitched in via the Georgia Today: “creation of NATO Black Sea Fleet Gains US Support” and praising Turkey, Bulgaria and Romania for calls to expand the Western military. All what Russia said to all this NATO generated noise was a brief statement of  Russia’s envoy to NATO Alexander Grushko. “NATO should be in a position to know that all necessary steps will be taken from our side to neutralize the emerging threats.” With all these  preparations for the war on Russia going on, NATO also planned military drills in neutral Moldova, chosen to start on May 2nd, the day of remembrance for the victims of the Odessa Massacre. Meanwhile, the patriots of Moldavia who worked together regardless of their political views, discovered something interesting and saved Moldova. NATO reported that for drills they would be entering Moldova in four formations, and that the total of motorized units will be 50+. However, the very first formation that made an attempt to enter the territory of Moldova contained 100+ unites. This was just one formation. And there was expected three more formations.
  • The plan of NATO was to enter the country with too large for this tiny country forces, to stage a bloody false flag attack during the Victory Day celebration in Moldova with the participation of Ukrainian Right Sector terrorists masquerading as “pro-Russia separatists.” This plot worked in Ukraine, so it should work in Moldova, right? That’s the true reason why Nuland was in Kiev two weeks prior. After this false flag attack, a Romanian fleet was planned to enter Ukrainian territorial waters “by invitation of the Ukrainian government” and arrive to Odessa in order to block Russian fleets from interfering and helping Transnistria. But… Coming back to the bizarre incident near Gibraltar, when one NATO member’s tiny 20 tone Costal Guards’ boat was attacked by another NATO member for interfering with the 18,000 tones behemoth of a submarine  of the third NATO member. The NATO plan apparently was to stealthy and quietly position the Ohio-class ballistic guided-missile submarine USS Florida (SSGN 728) in the Mediterranean or even in the Black Sea so it would be able to shoot into Moldova to overwhelm Moldovan minuscule defense forces. We have to remember that it was the USS Florida “that opened up the Libya intervention,” firing more than 90 cruise missiles to destroy Libya’s air defenses and clearing the way for NATO air strikes. “Never before in the history of the United States of America has one ship conducted that much land attack strikes, conventionally, in one short time period,” Rear Adm. Rick Breckenridge had said.
  • However, thanks to Spanish Costal Guards the submarine was discovered and talked about all around the world via social media and the press. The USS Florida had no other options but to retreat and return to home base. In fact, there were TWO incidents on the same April 16th  day involving the USS Florida. First, it was  the Spanish patrol boat belonged to the Servicio de Vigilancia Aduanera, at whom the British Navy opened  fire.  A bit later,  the Guardia Civil vessel Rio Cedeña tried to cut across the submarine’s bow and was photographed  by multiple witnesses.
  • According to V.V. Pyakin, a political analyst with the Concept Technologies Foundation, a think tank located in St. Petersburg, NATO was in a process of conducting a full-scale invasion of Moldova with the annexation of a Southern part of Ukraine including Odessa to construct a NATO Navy base there. Moldova was supposed to become a part of Romania automatically with the US military forces arriving to the capital and taking  over the government of Moldova. That’s why NATO needed all those military “drills” in the Black Sea region and in the Baltics simultaneously. When the patriotic forces of Moldavia discovered that NATO was about to enter the territory of Moldova in four formations, 100+ motorized units each, they protested loudly and blocked the entrance of NATO troops on the border. Meanwhile, the biggest political fraction in Moldova threatened with the impeachment of the president for treason, if  NATO troops would be allowed to enter the country. Reports from Moldova at the time disclosed that American troops stopped at the border crossing didn’t have proper ID and other papers. Moldovans came to greet them with the banners “Moldova is a neutral country” and “Stop bases of NATO,” “Stop NATO” and “NATO go home.” As the result, on April 28th only about 60 units and 200 servicemen the U.S. Army 2nd Cavalry Regimental Engineer Squadron were allowed to enter the country.
  • When a formation of American military crossed the Romanian-Moldova border allegedly to take part in  Dragon Pioneer 2016 NATO military drills, Moldavian opposition leaders expressed protests. Several members of the Parliament blocked the road.  They reported to Russian and international media and news outlets that the US troops didn’t have an international agreement signed by the defense ministers of Moldova and USA. They also lacked a legal government agreement on the entrance of the heavy military equipment and weaponry to the territory of the country. 60% of American servicemen didn’t have valid military IDs. According to a TASS report,  “To prevent collisions, officers from the Fulger (Lightning) police battalion of special purpose intervened, which were specially delivered from Chisinau. After checking the documents, a column of military vehicles followed the US to the place of temporary location at the site of Negresht,” said the inspectorate.” “The initiative to invite the US troops into the country and hold the exhibition of American technology belongs to the Minister of Defense of Moldova Anatol Șalaru, who is famous for the organization of the “Museum of Soviet occupation” in Chisinau, calls to repeal neutrality and make the country a member of NATO, and the fight against monuments of the Soviet era.” This move was harshly criticized by Igor Dodon, whose party has the largest faction in Parliament and controls a quarter of the seats.
  • He stated: “We believe military exercises involving US troops on Moldovan territory is a flagrant violation of the constitutional principle of neutrality of Moldova. In this regard, the deputies from the Party of socialists have already initiated a number of procedures. They will continue, and this will be one of the reasons for introducing in May the initiative to dismiss the government.” By Victory Day it became apparent that the Nuland-Kogan-NATO plan for invasion of Moldova was foiled. All Americans could do was   to “crush” a Victory Day parade in the center of Moldova’s capital by coming uninvited and bringing their motorized vehicles to it. And that’s where NATO troops and Moldovan patriots came face to face. War over? Both sides in Ukraine conflict sign treaty banning military action - RT News - 0 views

  • Kiev and self-defense forces signed a memorandum aimed at effectively halting all fighting in eastern Ukraine after talks in Minsk. It creates a buffer zone, demands a pullback of troops and mercenaries, and bans military aviation flybys over the area.
  • The signed memorandum consists of nine points, former Ukrainian president Leonid Kuchma told journalists following peace talks in Minsk, Belarus.
  • The third convoy of Russian humanitarian aid has also crossed the border into Ukraine, Itar-Tass reported. The convoy consists of around 200 vehicles carrying some 2,000 tons of aid to the residents of southeastern Ukraine – including cereals, canned food, generators, medicine, warm clothes, and bottled water. Before the convoy’s departure, Ukrainian border guards had been repeatedly invited to inspect the cargo by the Russian side. However, the border patrol declined all offers without citing any particular reason.

  • The OSCE has been tasked to monitor that both sides adhere to the memorandum’s conditions. The organization’s observers will be sent to observe the situation along the entire zone of the ceasefire, Itar-Tass reported. Five hundred OSCE observers will be sent to monitor the ceasefire in eastern Ukraine, Lugansk People’s Republic representative Aleksey Karyakin said, adding that the meeting was quite difficult.
  • Meanwhile, the prime minister of the self-proclaimed Donetsk People’s Republic, Aleksandr Zakharchenko, declared that there will be “no Ukrainian election” in Donetsk, referring to one of the conditions set out in the September 5 Minsk protocol, which gave special status to the Donetsk and Lugansk regions, both located in eastern Ukraine. Zakharchenko said he considers the special status as a declaration of independence of the self-proclaimed republics.
  • The memorandum follows a more general ceasefire agreement signed on September 5, which outlined a peace roadmap negotiated by Ukraine’s President Petro Poroshenko and representatives of the self-proclaimed republics of Donetsk and Lugansk.
  • On Tuesday, the Ukrainian parliament approved laws on a special status for the Donetsk and Lugansk regions, as well as amnesty for those participating in the hostilities. Both points were originally outlined in the September 5 agreement.

The US/NATO Enlargement Project » CounterPunch: Tells the Facts, Names the Names - 0 views

  • In February, 1990, US Secretary of State James Baker (1989-1992), representing President George HW Bush, traveled to Moscow to meet with Russian President Mikhail Gorbachev regarding the possible reunification of Germany and the removal of 300,000 Soviet troops. There is little serious dispute that as the Berlin Wall teetered, Baker promised Gorbachev “there would be no extension of NATO’s jurisdiction for forces of NATO one inch to the east.” Gorbachev is reported to have taken the US at its word and responded “any extension of the zone of NATO is unacceptable.” “I agree,” replied Baker.” Unfortunately, Gorbachev never got it in writing and most historians, at the time, agreed that NATO expansion was “ill conceived, ill-timed, and above all ill-suited to the realities of the post-Cold War world.”
  • President Bush’s National Security Advisor Brent Scowcroft and Bill Clinton’s Defense Secretary were also in agreement. But by 1994, that verbal contract had not deterred the concerted efforts of a handful of State Department policy professionals to subdue the overwhelming bureaucratic opposition according to James Goldgeier in his classic “Not Whether but When: The US Decision to Enlarge NATO.” By 1997, the Gorbachev-Baker-Bush agreement was a forgotten policy trinket as Hungary, Poland and the Czech Republic were accepted into NATO. In 2004, former Soviet satellite countries Lithuania, Latvia and Estonia were admitted and in 2009, Croatia and Albania joined NATO. Currently, the former Soviet republics of Ukraine, Georgia, Moldova, Kazakhstan, Armenia, and Azerbaijan are pending membership and all five former Soviet republics in Central Asia (Kyrgyzstan, Tajikistan, Turkmenistan, Kazakhstan, and Uzbekistan) provide NATO with logistical support for the US war in Afghanistan. As the US-led NATO alliance tightens its grip on the Caucasus countries, the American public has not been informed about the Ukrainian Parliament’s approval for a series of NATO military exercises that would put US troops on Russia’s border, even though the Ukraine is not yet a member of NATO. Rapid Trident is a 12-nation military ‘interoperability’ exercise led by the US who will commit the majority of participating troops and Sea Breeze is a naval exercise that will take place on the Black Sea adjacent to Russian ports. The NATO buildup includes joint ground operations with Moldova and Romania.
  • Most recently, NATO Secretary General Anders Fogh Rasmussen announced that the military alliance has cut Russia off from civilian and military cooperation and that there would be the deployment and reinforcement of military assets including increased air patrols over the Baltic Sea and AWACS surveillance flights over Poland and Romania. It goes without saying that the NATO build up is in addition to the deployment of US troops and F-16 warplanes to Poland, F-15C warplanes to Lithuania and aircraft carriers to the Black and Mediterranean Seas. All this raises the question about whether a promise and handshake in the world of international diplomacy is a real commitment and what is a 1991 international promise made by a Republican Administration worth in 1994 to a Democratic Administration? Apparently zilch.
  • ...1 more annotation...
  • What all this means is that, behind the diplomatic landscape of verbal jujitsu and summit meetings, there had been a concerted effort at the US State Department with the creation of a NATO Enlargement Office to establish what has become a Russian Wall – an impenetrable US – defined barrier of estrangement along the Russian border meant to cut the country off from land and sea access – as NATO, itching for war, continues to bait Russia with isolation and threats.
