Israel Spied on Iran Nuclear Talks With U.S. - WSJ - 0 views

  • Soon after the U.S. and other major powers entered negotiations last year to curtail Iran’s nuclear program, senior White House officials learned Israel was spying on the closed-door talks. The spying operation was part of a broader campaign by Israeli Prime Minister Benjamin Netanyahu’s government to penetrate the negotiations and then help build a case against the emerging terms of the deal, current and former U.S. officials said. In addition to eavesdropping, Israel acquired information from confidential U.S. briefings, informants and diplomatic contacts in Europe, the officials said.
  • The espionage didn’t upset the White House as much as Israel’s sharing of inside information with U.S. lawmakers and others to drain support from a high-stakes deal intended to limit Iran’s nuclear program, current and former officials said. “It is one thing for the U.S. and Israel to spy on each other. Using levers of political influence unique to Israel, Messrs. Netanyahu and Dermer calculated that a lobbying campaign in Congress before an announcement was made would improve the chances of killing or reshaping any deal. They knew the intervention would damage relations with the White House, Israeli officials said, but decided that was an acceptable cost. The campaign may not have worked as well as hoped, Israeli officials now say, because it ended up alienating many congressional Democrats whose support Israel was counting on to block a deal. Obama administration officials, departing from their usual description of the unbreakable bond between the U.S. and Israel, have voiced sharp criticism of Messrs. Netanyahu and Dermer to describe how the relationship has changed.

U.S. officials said Israel has long topped the list of countries that aggressively spy on the U.S., along with China, Russia and France. The U.S. expends more counterintelligence resources fending off Israeli spy operations than any other close ally, U.S. officials said.

The state of Israel does not conduct espionage against the United States or Israel’s other allies. Americans shouldn’t be surprised, said a person familiar with the Israeli practice, since U.S. intelligence agencies helped the Israelis build a system to listen in on high-level Iranian communications.

Mr. Obama didn’t tell Mr. Netanyahu until September 2013. Before the interim deal was made public, Mr. Dermer gave lawmakers Israel’s analysis: The U.S. offer would dramatically undermine economic sanctions on Iran, according to congressional officials who took part. After learning about the briefings, the White House dispatched senior officials to counter Mr. Dermer. The officials told lawmakers that Israel’s analysis exaggerated the sanctions relief by as much as 10 times, meeting participants said.
  • When the next round of negotiations with Iran started in Switzerland last year, U.S. counterintelligence agents told members of the U.S. negotiating team that Israel would likely try to penetrate their communications, a senior Obama administration official said. The U.S. routinely shares information with its European counterparts and others to coordinate negotiating positions. While U.S. intelligence officials believe secured U.S. communications are relatively safe from the Israelis, they say European communications are vulnerable. Mr. Netanyahu and his top advisers received confidential updates on the Geneva talks from Undersecretary of State for Political Affairs Wendy Sherman and other U.S. officials, who knew at the time that Israeli intelligence was working to fill in any gaps. The White House eventually curtailed the briefings, U.S. officials said, withholding sensitive information for fear of leaks. Current and former Israeli officials said their intelligence agencies can get much of the information they seek by targeting Iranians and others in the region who are communicating with countries in the talks. In November, the Israelis learned the contents of a proposed deal offered by the U.S. but ultimately rejected by Iran, U.S. and Israeli officials said. Israeli officials told their U.S. counterparts the terms offered insufficient protections.
  • U.S. officials urged the Israelis to give the negotiations a chance. But Mr. Netanyahu’s top advisers concluded the emerging deal was unacceptable. The White House was making too many concessions, Israeli officials said, while the Iranians were holding firm. Most Republicans were already prepared to challenge the White House on the negotiations, so Mr. Dermer focused on Democrats. “This deal is bad,” he said in one briefing, according to participants.
  • A spokesman for the Israeli embassy in Washington, Aaron Sagui, said Mr. Dermer didn’t launch a special campaign on Jan 21. Mr. Dermer, the spokesperson said, has “consistently briefed both Republican and Democrats, senators and congressmen, on Israel’s concerns regarding the Iran negotiations for over a year.” Mr. Dermer and other Israeli officials over the following weeks gave lawmakers and their aides information the White House was trying to keep secret, including how the emerging deal could allow Iran to operate around 6,500 centrifuges, devices used to process nuclear material, said congressional officials who attended the briefings. The Israeli officials told lawmakers that Iran would also be permitted to deploy advanced IR-4 centrifuges that could process fuel on a larger scale, meeting participants and administration officials said. Israeli officials said such fuel, which under the emerging deal would be intended for energy plants, could be used to one day build nuclear bombs. The information in the briefings, Israeli officials said, was widely known among the countries participating in the negotiations. When asked in February during one briefing where Israel got its inside information, the Israeli officials said their sources included the French and British governments, as well as their own intelligence, according to people there.
  • “Ambassador Dermer never shared confidential intelligence information with members of Congress,” Mr. Sagui said. “His briefings did not include specific details from the negotiations, including the length of the agreement or the number of centrifuges Iran would be able to keep.” Current and former U.S. officials confirmed that the number and type of centrifuges cited in the briefings were part of the discussions. But they said the briefings were misleading because Israeli officials didn’t disclose concessions asked of Iran. Those included giving up stockpiles of nuclear material, as well as modifying the advanced centrifuges to slow output, these officials said. The administration didn’t brief lawmakers on the centrifuge numbers and other details at the time because the information was classified and the details were still in flux, current and former U.S. officials said. Unexpected reaction The congressional briefings and Mr. Netanyahu’s decision to address a joint meeting of Congress on the emerging deal sparked a backlash among many Democratic lawmakers, congressional aides said.
  • On Feb. 3, Mr. Dermer huddled with Sen. Joe Manchin, a West Virginia Democrat, who said he told Mr. Dermer it was a breach of protocol for Mr. Netanyahu to accept an invitation from Mr. Boehner without going through the White House. Dianne Feinstein of California, the top Democrat on the SenateIntelligence Committee, at her Washington, D.C., home. He pressed for her support because he knew that she, too, was angry about Mr. Netanyahu’s planned appearance. Ms. Feinstein said afterward she would oppose legislation allowing Congress to vote down an agreement.

  • Over the last year the U.S. bombed Jabhat al-Nusra personal and facilities in Syria some five or six times. The al-Qaeda subgroup also has a history of attacking U.S. paid "relative moderate" proxy forces in Syria. The Pentagon recently inserted another U.S. mercenary group into north Syria. This was accompanied by a media campaign in which the administration lauded itself for the operation. The newly inserted group is especially trained and equipped to direct U.S. air attacks like those that earlier hit al-Nusra fighters. Now that freshly inserted group was attacked by Jabhat al-Nusra. Some of its members were killed and others were abducted. The Obama administration is shocked, SHOCKED, ABSOLUTELY SHOCKED that Jabhat al-Nusra would do such a ghastly deed. "Why would they do that?" "Who could have known that they would attack U.S. proxy forces???"

That those people you bomb might want to take revenge against you and your proxies? That people you bombed will not like your targeting team moving in next door to them? That alQaeda is not an "ally"? These people are too pathetically clueless to even be embarrassed about it. The accumulated intelligence quotient of the administration and Pentagon officials running the anti-Syria operation must be below three digits. But aside from their lack of basic intelligence the utter lack of simple "street smarts" is the real problem here. These people have no idea how life works outside of their beltway cages.

  • On more thought from me on why the dimwits did not foresee that Nusra would attack. The White House insisted on calling a part of Nusra the "Khorasan group" and explained that it was only bombing this groups of alQaeda veterans now part of Nusra because the "Khorasan group" planning to hit in "western" countries. No expert nor anyone on the ground in Syria thought that this differentiation was meaningful. Nusra is alQaeda and so are all of its members. But the White House and Pentagon probably thought that Nusra would accept the artificial separation they themselves had made up. That Nusra would understand that it is seen as an "ally" and only the "Khorasan group" is seen as an enemy. If that was the line of thinking, and the situation seems to point to that, then these people have fallen for their own propaganda stunt. They probably believed that the "Khorasan group" was an accepted narrative because they were telling that tale to themselves. Poor idiots.
  • UPDATE: The one sane guy at the Council of Foreign relations, Micah Zenko, foresaw this debacle and wrote on March 2: [The U.S. trained mercenaries] will immediately be an attractive target for attacks by the Islamic State, Assad’s ground and air forces, and perhaps Nusra and other forces. Killing or taking prisoner fighters (or the families of those fighters) who were trained by the U.S. military will offer propaganda value, as well as leverage, to bargain for those prisoners’ release. He compared the whole operation to the 1961 CIA invasion of Cuba: Last September, the White House and Congress agreed to authorize and fund a train-and-equip project similar to the Bay of Pigs, but this time in the Middle East, without any discussion about phase two. The Syrian project resembles 1961 in two ways: What happens when the fighting starts is undecided, and the intended strategic objective is wholly implausible.
  • The attack on Friday was mounted by the Nusra Front, which is affiliated with Al Qaeda. It came a day after the Nusra Front captured two leaders and at least six fighters of Division 30, which supplied the first trainees to graduate from the Pentagon’s anti-Islamic State training program. In Washington, several current and former senior administration officials acknowledged that the attack and the abductions by the Nusra Front took American officials by surprise and amounted to a significant intelligence failure. While American military trainers had gone to great lengths to protect the initial group of trainees from attacks by Islamic State or Syrian Army forces, they did not anticipate an assault from the Nusra Front. In fact, officials said on Friday, they expected the Nusra Front to welcome Division 30 as an ally in its fight against the Islamic State....A senior Defense Department official acknowledged that the threat to the trainees and their Syrian recruiters had been misjudged, and said that officials were trying to understand why the Nusra Front had turned on the trainees. Like other Obama administration operations this one did not fail because of "intelligence failure" but because an utter lack of common sense.
  • U.S. media can no agree with itself if Russia is giving ISIS an airforce or if Russia pounds ISIS with the biggest bomber raid in decades. Such confusion occurs when propaganda fantasies collide with the observable reality. To bridge such divide requires some fudging. So when the U.S. claims to act against the finances of the Islamic State while not doing much, the U.S Public Broadcasting Service has to use footage of Russian airstrikes against the Islamic State while reporting claimed U.S. airstrike successes. The U.S. military recently claimed to have hit Islamic State oil tankers in Syria. This only after Putin embarrassed Obama at the G-20 meeting in Turkey. Putin showed satellite pictures of ridiculous long tanker lines waiting for days and weeks to load oil from the Islamic State without any U.S. interference.
  • The U.S. then claimed to have hit 116 oil tankers while the Russian air force claims to have hit 500. But there is an important difference between these claims. The Russians provided videos showing how their airstrikes hit at least two different very large oil tanker assemblies with hundreds of tankers in each. They also provided video of several hits on oil storage sites and refinery infrastructure. I have found no video of U.S. hits on Islamic State oil tanker assemblies. The U.S. PBS NewsHour did not find any either. In their TV report yesterday about Islamic State financing and the claimed U.S. hits on oil trucks they used the videos Russia provided without revealing the source. You can see the Russian videos played within an interview with a U.S. military spokesperson at 2:22 min.
  • The U.S. military spokesperson speaks on camera about U.S. airforce hits against the Islamic State. The video cuts to footage taken by Russian airplanes hitting oil tanks and then trucks. The voice-over while showing the Russian video with the Russians blowing up trucks says: "For the first time the U.S. is attacking oil delivery trucks." The video then cuts back to the U.S. military spokesperson. At no point is the Russian campaign mentioned or the source of the footage revealed. Any average viewer of the PBS report will assume that the black and white explosions of oil trucks and tanks are from of U.S. airstrikes filmed by U.S. air force planes. The U.S. military itself admitted that its strikes on IS oil infrastructure over the last year were "minimally effective". One wonders then how effective the claimed strike against 116 trucks really was. But unless we have U.S. video of such strikes and not copies of Russian strike video fraudulently passed off as U.S. strikes we will not know if those strikes happened at all.
  • The wannabe Sultan Erdogan did not get his will in Syria where he had planned to capture and annex Aleppo. The Russians prevented that. He now goes for his secondary target, Mosul in Iraq, which many Turks see as historic part of their country
  • Mosul, Iraq's second biggest city with about a million inhabitants, is currently occupied by the Islamic State. On Friday a column of some 1,200 Turkish soldiers with some 20 tanks and heavy artillery moved into a camp near Mosul. The camp was one of four small training areas where Turkey was training Kurds and some Sunni-Arab Iraqis to fight the Islamic State. The small camps in the northern Kurdish area have been there since the 1990s. They were first established to fight the PKK. Later their Turkish presence was justified as ceasefire monitors after an agreement ended the inner Kurdish war between the KDP forces loyal to the Barzani clan and the PUK forces of the Talabani clan. The bases were actually used to monitor movement of the PKK forces which fight for Kurdish independence in Turkey. The base near Mosul is new and it was claimed to be just a small weapons training base. But tanks and artillery have a very different quality than some basic AK-47 training. Turkey says it will increase the numbers in these camps to over 2000 soldiers.
  • Should Mosul be cleared of the Islamic State the Turkish heavy weapons will make it possible for Turkey to claim the city unless the Iraqi government will use all its power to fight that claim. Should the city stay in the hands of the Islamic State Turkey will make a deal with it and act as its protector. It will benefit from the oil around Mosul which will be transferred through north Iraq to Turkey and from there sold on the world markets. In short: This is an effort to seize Iraq's northern oil fields. That is the plan but it is a risky one. Turkey did not ask for permission to invade Iraq and did not inform the Iraqi government. The Turks claim that they were invited by the Kurds: Turkey will have a permanent military base in the Bashiqa region of Mosul as the Turkish forces in the region training the Peshmerga forces have been reinforced, Hürriyet reported. The deal regarding the base was signed between Kurdistan Regional Government (KRG) President Massoud Barzani and Turkish Foreign Minister Feridun Sinirlioğlu, during the latter’s visit to northern Iraq on Nov. 4. There are two problems with this. First: Massoud Barzani is no longer president of the KRG. His mandate ran out and the parliament refused to prolong it. Second: Mosul and its Bashiqa area are not part of the KRG. Barzani making a deal about it is like him making a deal about Paris.
  • The Iraqi government and all major Iraqi parties see the Turkish invasion as a hostile act against their country. Abadi demanded the immediate withdrawal of the Turkish forces but it is unlikely that Turkey will act on that. Some Iraqi politicians have called for the immediate dispatch of the Iraqi air force to bomb the Turks near Mosul. That would probably the best solution right now but the U.S. installed Premier Abadi is too timid to go for such strikes. The thinking in Baghdad is that Turkey can be kicked out after the Islamic State is defeated. But this thinking gives Turkey only more reason to keep the Islamic State alive and use it for its own purpose. The cancer should be routed now as it is still small. Barzani's Kurdistan is so broke that is has even confiscated foreign bank accounts to pay some bills. That may be the reason why Barzani agreed to the deal now. But the roots run deeper. Barzani is illegally selling oil that belongs to the Iraqi government to Turkey. The Barzani family occupies  not only the presidential office in the KRG but also the prime minister position and the local secret services. It is running the oil business and gets a big share of everything else. On the Turkish side the oil deal is handled within the family of President Erdogan. His son in law, now energy minister, had the exclusive right to transport the Kurdish oil through Turkey. Erdogan's son controls the shipping company that transports the oil over sea to the customer, most often Israel. The oil under the control of the Islamic State in Iraq passes the exactly same route. These are businesses that generate hundreds of millions per year.
  • It is unlikely that U.S., if it is not behinds Turkey new escapade, will do anything about it. The best Iraq could do now is to ask the Russians for their active military support. The Turks insisted on their sovereignty when they ambushed a Russian jet that brushed its border but had no intend of harming Turkey. Iraq should likewise insist on its sovereignty, ask Russia for help and immediately kick the Turks out. The longer it waits the bigger the risk that Turkey will eventually own Mosul.
  • Another fake news item currently circling is that Trump has given order to the military to create safe zones for Syria. The reality is still far from it: [H]is administration crafted a draft order that would direct the Pentagon and the State Department to submit plans for the safe zones within 90 days. The order hasn't yet been issued. The draft of the order, which will be endlessly revised, says that safe zones could be in Syria or in neighboring countries. The Pentagon has always argued against such zones in Syria and the plans it will submit, should such an order be issued at all, will reflect that. The safe zones in Syria ain't gonna happen

  • Exclusive: A problem with President Obama’s plan to expand the war against ISIS into Syria was always the risk that Syrian air defenses might fire on U.S. warplanes, but now a source says Syria’s President Assad has quietly agreed to permit strikes in some parts of Syria, reports Robert Parry.
  • The Obama administration, working through the Russian government, has secured an agreement from the Syrian regime of Bashar al-Assad to permit U.S. airstrikes against Islamic State targets in parts of Syria, according to a source briefed on the secret arrangements. The reported agreement would clear away one of the chief obstacles to President Barack Obama’s plan to authorize U.S. warplanes to cross into Syria to attack Islamic State forces – the concern that entering Syrian territory might prompt anti-aircraft fire from the Syrian government’s missile batteries.
  • In essence, that appears to be what is happening behind the scenes in Syria despite the hostility between the Obama administration and the Assad government. Obama has called for the removal of Assad but the two leaders find themselves on the same side in the fight against the Islamic State terrorists who have battled Assad’s forces while also attacking the U.S.-supported Iraqi government and beheading two American journalists.

  • The usual protocol for the U.S. military – when operating in territory without a government’s permission – is to destroy the air defenses prior to conducting airstrikes so as to protect American pilots and aircraft, as was done with Libya in 2011. However, in other cases, U.S. intelligence agencies have arranged for secret permission from governments for such attacks, creating a public ambiguity usually for the benefit of the foreign leaders while gaining the necessary U.S. military assurances.
  • In a national address last week, Obama vowed to order U.S. air attacks across Syria’s border without any coordination with the Syrian government, a proposition that Damascus denounced as a violation of its sovereignty. So, in this case, Syria’s behind-the-scenes acquiescence also might provide some politically useful ambiguity for Obama as well as Assad. Yet, this secret collaboration may go even further and include Syrian government assistance in the targeting of the U.S. attacks, according to the source who spoke on condition of anonymity. That is another feature of U.S. military protocol in conducting air strikes – to have some on-the-ground help in pinpointing the attacks. As part of its public pronouncements about the future Syrian attacks, the Obama administration sought $500 million to train “vetted” Syrian rebels to handle the targeting tasks inside Syria as well as to carry out military ground attacks. But that approach – while popular on Capitol Hill – could delay any U.S. airstrikes into Syria for months and could possibly negate Assad’s quiet acceptance of the U.S. attacks, since the U.S.-backed rebels share one key goal of the Islamic State, the overthrow of Assad’s relatively secular regime.
  • Just last month, Obama himself termed the strategy of arming supposedly “moderate” Syrian rebels “a fantasy.” He told the New York Times’ Thomas L. Friedman: “This idea that we could provide some light arms or even more sophisticated arms to what was essentially an opposition made up of former doctors, farmers, pharmacists and so forth, and that they were going to be able to battle not only a well-armed state but also a well-armed state backed by Russia, backed by Iran, a battle-hardened Hezbollah, that was never in the cards.” Obama’s point would seem to apply at least as much to having the “moderate” rebels face down the ruthless Islamic State jihadists who engage in suicide bombings and slaughter their captives without mercy. But this “fantasy” of the “moderate” rebels has a big following in Congress and on the major U.S. op-ed pages, so Obama has included the $500 million in his war plan despite the risk it poses to Assad’s acquiescence to American air attacks.
  • Without Assad’s consent, the U.S. airstrikes might require a much wider U.S. bombing campaign to first target Syrian government defenses, a development long sought by Official Washington’s influential neoconservatives who have kept “regime change” in Syria near the top of their international wish list. For the past several years, the Israeli government also has sought the overthrow of Assad, even at the risk of Islamic extremists gaining power. The Israeli thinking had been that Assad, as an ally of Iran, represented a greater threat to Israel because his government was at the center of the so-called Shiite crescent reaching from Tehran through Damascus to Beirut and southern Lebanon, the base for Hezbollah.
  • The thinking was that if Assad’s government could be pulled down, Iran and Hezbollah – two of Israel’s principal “enemies” – would be badly damaged. A year ago, then-Israeli Ambassador to the United States Michael Oren articulated this geopolitical position in an interview with the Jerusalem Post. “The greatest danger to Israel is by the strategic arc that extends from Tehran, to Damascus to Beirut. And we saw the Assad regime as the keystone in that arc,” Oren said. “We always wanted Bashar Assad to go, we always preferred the bad guys who weren’t backed by Iran to the bad guys who were backed by Iran.” He said this was the case even if the other “bad guys” were affiliated with al-Qaeda. More recently, however, with the al-Qaeda-connected Nusra Front having seized Syrian territory adjacent to the Israeli-occupied Golan Heights – forcing the withdrawal of UN peacekeepers – the balance of Israeli interests may be tipping in favor of preferring Assad to having Islamic extremists possibly penetrating directly into Israeli territory.
  • Direct attacks on Israel would be a temptation to al-Nusra Front, which is competing for the allegiance of young jihadists with the Islamic State. While the Islamic State, known by the acronyms ISIS or ISIL, has captured the imaginations of many youthful extremists by declaring the creation of a “caliphate” with the goal of driving Western interests from the Middle East, al-Nusra could trump that appeal by actually going on the offensive against one of the jihadists’ principal targets, Israel. Yet, despite Israel’s apparent rethinking of its priorities, America’s neocons appear focused still on their long-held strategy of using violent “regime change” in the Middle East to eliminate governments that have been major supporters of Lebanon’s Hezbollah and Palestine’s Hamas, i.e. Syria and Iran. One reason why Obama may have opted for a secretive overture to the Assad regime, using intelligence channels with the Russians as the middlemen, is that otherwise the U.S. neocons and their “liberal interventionist” allies would have howled in protest.
  • The Russian Hand Besides the tactical significance of U.S. intelligence agencies arranging Assad’s tacit acceptance of U.S. airstrikes over Syrian territory, the reported arrangement is also significant because of the role of Russian intelligence serving as the intermediary. That suggests that despite the U.S.-Russian estrangement over the Ukraine crisis, the cooperation between President Obama and Russian President Vladimir Putin has not been extinguished; it has instead just gone further underground. Last year, this growing behind-the-scenes collaboration between Obama and Putin represented a potential tectonic geopolitical shift in the Middle East. In the short term, their teamwork produced agreements that averted a U.S. military strike against Syria last September (by getting Assad to surrender his chemical weapons arsenal) and struck a tentative deal with Iran to constrain but not eliminate its nuclear program.
  • In the longer term, by working together to create political solutions to various Mideast crises, the Obama-Putin cooperation threatened to destroy the neocons’ preferred strategy of escalating U.S. military involvement in the region. There was the prospect, too, that the U.S.-Russian tag team might strong-arm Israel into a peace agreement with the Palestinians. So, starting last September – almost immediately after Putin helped avert a U.S. air war against Syria – key neocons began taking aim at Ukraine as a potential sore point for Putin. A leading neocon, Carl Gershman, president of the U.S.-government-funded National Endowment for Democracy, took to the op-ed pages of the neocon Washington Post to identify Ukraine as “the biggest prize” and explaining how its targeting could undermine Putin’s political standing inside Russia. “Ukraine’s choice to join Europe will accelerate the demise of the ideology of Russian imperialism that Putin represents,” Gershman wrote. “Russians, too, face a choice, and Putin may find himself on the losing end not just in the near abroad but within Russia itself.” At the time, Gershman’s NED was funding scores of political and media projects inside Ukraine.
  • By early 2014, American neocons and their “liberal interventionist” pals were conspiring “to midwife” a coup to overthrow Ukraine’s elected President Viktor Yanukovych, according to a phrase used by U.S. Ambassador Geoffrey Pyatt in an intercepted phone conversation with Assistant Secretary of State for European Affairs Victoria Nuland, who was busy handpicking leaders to replace Yanukovych. A neocon holdover from George W. Bush’s administration, Nuland had been a top aide to Vice President Dick Cheney and is married to prominent neocon Robert Kagan, a co-founder of the Project for a New American Century which prepared the blueprint for the neocon strategy of “regime change” starting with the 2003 U.S.-led invasion of Iraq.
  • The U.S.-backed coup ousted Yanukovych on Feb. 22 and sparked a bloody civil war, leaving thousands dead, mostly ethnic Russians in eastern Ukraine. But the Gershman-Nuland strategy also drove a deep wedge between Obama and Putin, seeming to destroy the possibility that their peace-seeking collaboration would continue in the Middle East. [See Consortiumnews.com’s “Neocons’ Ukraine-Syria-Iran Gambit.”] New Hope for ‘Regime Change’ The surprise success of Islamic State terrorists in striking deep inside Iraq during the summer revived neocon hopes that their “regime change” strategy in Syria might also be resurrected. By baiting Obama to react with military force not only in Iraq but across the border in Syria, neocons like Sens. John McCain and Lindsey Graham put the ouster of Assad back in play.
  • In a New York Times op-ed on Aug. 29, McCain and Graham used vague language about resolving the Syrian civil war, but clearly implied that Assad must go. They wrote that thwarting ISIS “requires an end to the [civil] conflict in Syria, and a political transition there, because the regime of President Bashar al-Assad will never be a reliable partner against ISIS; in fact, it has abetted the rise of ISIS, just as it facilitated the terrorism of ISIS’ predecessor, Al Qaeda in Iraq.” Though the McCain-Graham depiction of Assad’s relationship to ISIS and al-Qaeda was a distortion at best – in fact, Assad’s army has been the most effective force in pushing back against the Sunni terrorist groups that have come to dominate the Western-backed rebel movement – the op-ed’s underlying point is obvious: a necessary step in the U.S. military operation against ISIS must be “regime change” in Damascus.
  • That would get the neocons back on their original track of forcing “regime change” in countries seen as hostile to Israel. The first target was Iraq with Syria and Iran always meant to follow. The idea was to deprive Israel’s close-in enemies, Lebanon’s Hezbollah and Palestine’s Hamas, of crucial support. But the neocon vision got knocked off track when Bush’s Iraq War derailed and the American people balked at extending the conflict to Syria and Iran. Still, the neocons retained their vision even after Bush and Cheney departed. They also remained influential by holding onto key positions inside Official Washington – at think tanks, within major news outlets and even inside the Obama administration.   • The neocons’ new hope arrived with the public outrage over ISIS’s atrocities. Yet, while pushing to get this new war going, the neocons have downplayed their “regime change” agenda, getting Obama to agree only to extend his anti-ISIS bombing campaign from Iraq into Syria. But it was hard to envision expanding the war into Syria without ousting Assad. Now, however, if the source’s account is correct regarding Assad’s quiet assent to U.S. airstrikes, Obama may have devised a way around the need to bomb Assad’s military, an maneuver that might again frustrate the neocons’ beloved goal of “regime change.”

But beware of government officials who leak government plans because they do not invariably speak the truth.  I am particularly wary of this report because Obama's planned arming and training of the "moderate Syrian opposition" was such a patent lie. The "moderate Syrian opposition" disappeared over two years ago as peaceful protesters were replaced by Saudi, Qatari, Turkish, and American-backed Salafist mercenaries took their place. Up until this article, there has been every appearance that the U.S. was about to become ISIL's Air Force in Syria. In other words, there has been a steady gushing of lies from the White House on fundamental issues of war and peace. In that light, I do not plan to accept this article as truth before I see much more confirmation that ISIL rather than the Assad government is the American target in Syria. Maybe Obama's Sanctions on Venezuela are Not Really About His "Deep Concern" Over Suppr... - 0 views

  • The White House on Monday announced the imposition of new sanctions on various Venezuelan officials, pronouncing itself “deeply concerned by the Venezuelan government’s efforts to escalate intimidation of its political opponents”: deeply concerned. President Obama also, reportedly with a straight face, officially declared that Venezuela poses “an extraordinary threat to the national security” of the U.S. — a declaration necessary to legally justify the sanctions. Today, one of the Obama administration’s closest allies on the planet, Saudi Arabia, sentenced one of that country’s few independent human rights activists, Mohammed al-Bajad, to 10 years in prison on “terrorism” charges. That is completely consistent with that regime’s systematic and extreme repression, which includes gruesome state beheadings at a record-setting rate, floggings and long prison terms for anti-regime bloggers, executions of those with minority religious views, and exploitation of terror laws to imprison even the mildest regime critics. Absolutely nobody expects the “deeply concerned” President Obama to impose sanctions on the Saudis — nor on any of the other loyal U.S. allies from Egypt to the UAE whose repression is far worse than Venezuela’s. Perhaps those who actually believe U.S. proclamations about imposing sanctions on Venezuela in objection to suppression of political opposition might spend some time thinking about what accounts for that disparity.
  • That nothing is more insincere than purported U.S. concerns over political repression is too self-evident to debate. Supporting the most repressive regimes on the planet in order to suppress and control their populations is and long has been a staple of U.S. (and British) foreign policy. “Human rights” is the weapon invoked by the U.S. Government and its loyal media to cynically demonize regimes that refuse to follow U.S. dictates, while far worse tyranny is steadfastly overlooked, or expressly cheered, when undertaken by compliant regimes, such as those in Riyadh and Cairo (see this USA Today article, one of many, recently hailing the Saudis as one of the “moderate” countries in the region). This is exactly the tactic that leads neocons to feign concern for Afghan women or the plight of Iranian gays when doing so helps to gin up war-rage against those regimes, while they snuggle up to far worse but far more compliant regimes. Any rational person who watched the entire top echelon of the U.S. government drop what they were doing to make a pilgrimage to Riyadh to pay homage to the Saudi monarchs (Obama cut short a state visit to India to do so), or who watches the mountain of arms and money flow to the regime in Cairo, would do nothing other than cackle when hearing U.S. officials announce that they are imposing sanctions to punish repression of political opposition. And indeed, that’s what most of the world outside of the U.S. and Europe do when they hear such claims. But from the perspective of U.S. officials, that’s fine, because such pretenses to noble intentions are primarily intended for domestic consumption.
  • As for Obama’s decree that Venezuela now poses an “extraordinary threat to the national security” of the United States, is there anyone, anywhere, that wants to defend the reasonability of that claim? Think about what it says about our discourse that Obama officials know they can issue such insultingly false tripe with no consequences. But what’s not too obvious to point out is what the U.S is actually doing in Venezuela. It’s truly remarkable how the very same people who demand U.S. actions against the democratically elected government in Caracas are the ones who most aggressively mock Venezuelan leaders when they point out that the U.S. is working to undermine their government. The worst media offender in this regard is The New York Times, which explicitly celebrated the 2002 U.S.-supported coup of Hugo Chavez as a victory for democracy, but which now regularly derides the notion that the U.S. would ever do something as untoward as undermine the Venezuelan government. Watch this short video from Monday where the always-excellent Matt Lee of Associated Press questions a State Department spokesperson this week after she said it was “ludicrous” to think that the U.S. would ever do such a thing:

  • The real question is this: if concern over suppression of political rights is not the real reason the U.S. is imposing new sanctions on Venezuela (perish the thought!), what is? Among the most insightful commentators on U.S. policy in Latin America is Mark Weisbrot of Just Foreign Policy. Read his excellent article for Al Jazeera on the recent Obama decree on Venezuela. In essence, Venezuela is one of the very few countries with significant oil reserves which does not submit to U.S. dictates, and this simply cannot be permitted (such countries are always at the top of the U.S. government and media list of Countries To Be Demonized). Beyond that, the popularity of Chavez and the relative improvement of Venezuela’s poor under his redistributionist policies petrifies neoliberal institutions for its ability to serve as an example; just as the Cuban economy was choked by decades of U.S. sanctions and then held up by the U.S. as a failure of Communism, subverting the Venezuelan economy is crucial to destroying this success. As Weisbrot notes, every country in the hemisphere except for the U.S. and Canada have united to oppose U.S. sanctions on Venezuela. The Community of Latin American and Caribbean States (CELAC) issued a statement in February in response to the prior round of U.S. sanctions on Venezuela that “reiterates its strong repudiation of the application of unilateral coercive measures that are contrary to international law.” This week, the chief of the Union of South American Nations (UNASUR) issued a statement announcing that “UNASUR rejects any external or internal attempt at interference that seeks to disrupt the democratic process in Venezuela.” Weisbrot compares Obama’s decree this week on Venezuela to President Reagan’s quite similar 1985 decree that Nicaragua was a national security threat to the U.S., and notes: “The Obama administration is more isolated today in Latin America than even George W. Bush’s administration was.”
  • If Obama and supporters want the government of Venezuela to be punished and/or toppled because they refuse to comply with U.S. dictates, they should at least be honest about their beliefs so that their true character can be seen. Pretending that any of this has to do with the U.S. Government’s anger over suppression of political opponents — when their closest allies are the world champions at that — should be too insulting of everyone’s intelligence to even be an option.

  • Amidst another week of deadly Israeli-Palestinian violence, fifteen faith leaders representing U.S. churches and faith organizations have called on Congress to condition U.S. military aid to Israel upon Israel’s “compliance with applicable U.S. laws and policies.” These leaders--representing Baptist, Lutheran, Catholic, Presbyterian, Methodist, Orthodox, Quaker and other major Christian groups--agree that unconditional U.S. military assistance to Israel has contributed to “sustaining the conflict and undermining the long-term security interests of both Israelis and Palestinians.”  [SEE LETTER BELOW]   As a Quaker peace lobby that has advocated for Israeli-Palestinian peace for decades in Washington, the Friends Committee on National Legislation (FCNL) is proud to be a partner in this effort.   These organizations draw upon their decades of experience in the region, during which they have collectively witnessed the horror of suicide bombing, rocket attacks, shootings of civilians, home demolitions, forced displacement, and other widespread human rights violations. These faith groups “recognize that each party — Israeli and Palestinian — bears responsibilities for its actions and we therefore continue to stand against all violence regardless of its source.”      Unconditional U.S. military aid has become one of those sources fueling violence and further entrenchment of Israel’s military occupation of the Palestinian territories. This statement highlights the United States’ responsibility to hold Israel accountable for “a troubling and consistent pattern of disregard by the government of Israel for U.S. policies that support a just and lasting peace.”
  • Congress must investigate possible violations of U.S. law The latest State Department human rights report on Israel and the Occupied Territories provides a devastating account of Israel’s human rights violations against civilians, many of which involve the misuse of U.S.-supplied weapons. This diverse religious coalition has called for “an immediate investigation into possible violations by Israel of the U.S. Foreign Assistance Act and the U.S. Arms Export Control Act,” and urges Congress to “ensure that our aid is not supporting actions by the government of Israel that undermine prospects for peace”.     The signers affirm that these are laws that “should be enforced in all instances regardless of location,” but that it is especially critical for Israel to comply with laws that regulate the use of U.S. supplied weapons, since Israel is the single largest recipient of U.S. foreign aid since World War II. Notably, the United States has initiated investigations of violations of these laws by other countries, and on four different occasions between 1978 and 1982, the Secretary of State notified Congress that Israel “may” have violated the provisions of the Arms Export Control Act.   The coalition has called for renewed investigations into human rights violations documented by the State Department’s report, including Israel’s escalation of home demolitions, forced displacement, suppression of dissent, and its use of prohibited weapons in densely populated areas during Israel’s military Operation Cast Lead in the Gaza Strip.  
  • Echoing urgent warnings from Israeli leader The letter also echoes the urgency for immediate action to secure a diplomatic settlement to the crisis that has been acknowledged by scores of Israeli and Palestinian leaders, including Ehud Barak, Israel’s current Defense Minister and former Prime Minister. In a historic speech delivered at the prestigious Herzliya National Security Conference in Israel in early 2010, Mr. Barak warned of Israel’s future in the absence of a political settlement, saying in stark terms:   “The reality is cruel but simple. Between the Jordan River...and the Mediterranean, 12 million people live, 7.5 million Israelis and 4.5 million Palestinians. And the simple truth is that as long as in this territory to the West of the Jordan River, there is one political entity which is called Israel[...]and if this bloc of Palestinians would not be able to vote, it’s going to be an apartheid state.”     Israeli, Palestinian, and U.S. interests require urgent efforts to avoid the nightmare that Israeli leader Ehud Barak has described as an apartheid state. A just and peaceful future for Israelis and Palestinians requires that all parties to a conflict are held accountable and that a comprehensive, inclusive diplomatic settlement be secured. An essential step for Congress to support Israeli-Palestinian peace efforts is to heed these warnings, and hold Israel accountable for how it uses U.S. military aid.   • Unfortunately, unconditional U.S. military assistance to Israel has contributed to this deterioration, sustaining the conflict and undermining the long-term security interests of both Israelis and Palestinians. This is made clear in the most recent 2011 State Department Country Report on Human Rights Practices covering Israel and the Occupied Territories (1), which details widespread Israeli human rights violations committed against Palestinian civilians, many of which involve the misuse of U.S.-supplied weapons. Accordingly, we urge an immediate investigation into possible violations by Israel of the U.S. Foreign Assistance Act and the U.S. Arms Export Control Act which respectively prohibit assistance to any country which engages in a consistent pattern of human rights violations and limit the use of U.S. weapons (2) to “internal security” or “legitimate self-defense.” (3) More broadly, we urge Congress to undertake careful scrutiny to ensure that our aid is not supporting actions by the government of Israel that undermine prospects for peace. We urge Congress to hold hearings to examine Israel’s compliance, and we request regular reporting on compliance and the withholding of military aid for non-compliance.

The American Deep State, Deep Events, and Off-the-Books Financing | Global Research - 0 views

  • It is alleged that some of the bail money that released Sturgis and the other Watergate burglars was drug money from the CIA asset turned drug trafficker, Manuel Artime, and delivered by Artime’s money-launderer, Ramón Milián Rodríguez. After the Iran-Contra scandal went public, Milián Rodríguez was investigated by a congressional committee – not for Watergate, but because, in support of the Contras, he had managed two Costa Rican seafood companies, Frigorificos and Ocean Hunter, that laundered drug money.6
  • In the 1950s Wall Street was a dominating complex. It included not just banks and other financial institutions but also the oil majors whose cartel arrangements were successfully defended against the U.S. Government by the Wall Street law firm Sullivan and Cromwell, home to the Dulles brothers. The inclusion of Wall Street conforms with Franklin Roosevelt’s observation in 1933 to his friend Col. E.M. House that “The real truth … is, as you and I know, that a financial element in the larger centers has owned the Government ever since the days of Andrew Jackson.”18 FDR’s insight is well illustrated by the efficiency with which a group of Wall Street bankers (including Nelson Rockefeller’s grandfather Nelson Aldrich) were able in a highly secret meeting in 1910 to establish the Federal Reserve System – a system which in effect reserved oversight of the nation’s currency supply and of all America’s banks in the not impartial hands of its largest.19 The political clout of the quasi-governmental Federal Reserve Board was clearly demonstrated in 2008, when Fed leadership secured instant support from two successive administrations for public money to rescue the reckless management of Wall Street banks: banks Too Big To Fail, and of course far Too Big To Jail, but not Too Big To Bail.20
  • since its outset, the CIA has always had access to large amounts of off-the books or offshore funds to support its activities. Indeed, the power of the purse has usually worked in an opposite sense, since those in control of deep state offshore funds supporting CIA activities have for decades also funded members of Congress and of the executive – not vice versa. The last six decades provide a coherent and continuous picture of historical direction being provided by this deep state power of the purse, trumping and sometimes reversing the conventional state. Let us resume some of the CIA’s sources of offshore and off-the-books funding for its activities. The CIA’s first covert operation was the use of “over $10 million in captured Axis funds to influence the [Italian] election [of 1948].”25 (The fundraising had begun at the wealthy Brook Club in New York; but Allen Dulles, then still a Wall Street lawyer, persuaded Washington, which at first had preferred a private funding campaign, to authorize the operation through the National Security Council and the CIA.)26 Dulles, together with George Kennan and James Forrestal, then found a way to provide a legal source for off-the-books CIA funding, under the cover of the Marshall Plan. The three men “helped devise a secret codicil [to the Marshall Plan] that gave the CIA the capability to conduct political warfare. It let the agency skim millions of dollars from the plan.”27

But the negative effect on the U.S. balance of payments was offset by increasing arms and aviation sales to Iran and Saudi Arabia. Contracts with companies like Northrop and especially Lockheed (the builder of the CIA’s U-2) included kickbacks to arms brokers, like Kodama Yoshio in Japan and Adnan Khashoggi in Saudi Arabia, who were also important CIA agents. Lockheed alone later admitted to the Church Committee that it had provided $106 million in commissions to Khashoggi between 1970 and 1975, more than ten times what it had paid to the next most important connection, Kodama.31 These funds were then used by Khashoggi and Kodama to purchase pro-Western influence. But Khashoggi, advised by a team of ex-CIA Americans like Miles Copeland and Edward Moss, distributed cash, and sometimes provided women, not just in Saudi Arabia but around the world – including cash to congressmen and President Nixon in the United States.32 Khashoggi in effect served as a “cutout,” or representative, in a number of operations forbidden to the CIA and the companies he worked with. Lockheed, for one, was conspicuously absent from the list of military contractors who contributed illicitly to Nixon’s 1972 election campaign. But there was no law prohibiting, and nothing else to prevent their official representative, Khashoggi, from cycling $200 million through the bank of Nixon’s friend Bebe Rebozo.33
  • The most dramatic use of off-the-books drug profits to finance foreign armies was seen in the 1960s CIA-led campaign in Laos. There the CIA supplied airstrips and planes to support a 30,000-man drug-financed Hmong army. At one point Laotian CIA station chief Theodore Shackley even called in CIA aircraft in support of a ground battle to seize a huge opium caravan on behalf of the larger Royal Laotian Army.30
  • At the time of the Marshall Plan slush fund in Europe, the CIA also took steps which resulted in drug money to support anti-communist armies in the Far East. In my book American War Machine I tell how the CIA, using former OSS operative Paul Helliwell, created two proprietary firms as infrastructure for a KMT army in Burma, an army which quickly became involved in managing and developing the opium traffic there. The two firms were SEA Supply Inc. in Bangkok and CAT Inc. (later Air America) in Taiwan. Significantly, the CIA split ownership of CAT Inc.’s plane with KMT bankers in Taiwan – this allowed the CIA to deny responsibility for the flights when CAT planes, having delivered arms from Sea Supply to the opium-growing army, then returned to Taiwan with opium for the KMT. Even after the CIA officially severed its connection to the KMT Army in 1953, its proprietary firm Sea Supply Inc. supplied arms for a CIA-led paramilitary force, PARU, that also was financed, at least in part, by the drug traffic.28 Profits from Thailand filtered back, in part through the same Paul Helliwell, as donations to members from both parties in Congress. Thai dictator Phao Sriyanon, a drug trafficker who was then alleged to be the richest man in the world, hired lawyer Paul Helliwell…as a lobbyist in addition to [former OSS chief William] Donovan [who in 1953-55 was US Ambassador to Thailand]. Donovan and Helliwell divided the Congress between them, with Donovan assuming responsibility for the Republicans and Helliwell taking the Democrats.29
  • The power exerted by Khashoggi was not limited to his access to funds and women. By the 1970s, Khashoggi and his aide Edward Moss owned the elite Safari Club in Kenya.34 The exclusive club became the first venue for another and more important Safari Club: an alliance between Saudi and other intelligence agencies that wished to compensate for the CIA’s retrenchment in the wake of President Carter’s election and Senator Church’s post-Watergate reforms.35
  • As former Saudi intelligence chief Prince Turki bin Faisal once told Georgetown University alumni, In 1976, after the Watergate matters took place here, your intelligence community was literally tied up by Congress. It could not do anything. It could not send spies, it could not write reports, and it could not pay money. In order to compensate for that, a group of countries got together in the hope of fighting Communism and established what was called the Safari Club. The Safari Club included France, Egypt, Saudi Arabia, Morocco, and Iran.36 Prince Turki’s candid remarks– “your intelligence community was literally tied up by Congress. …. In order to compensate for that, a group of countries got together … and established what was called the Safari Club.” – made it clear that the Safari Club, operating at the level of the deep state, was expressly created to overcome restraints established by political decisions of the public state in Washington (decisions not only of Congress but also of President Carter).
  • Specifically Khashoggi’s activities involving corruption by sex and money, after they too were somewhat curtailed by Senator Church’s post-Watergate reforms, appear to have been taken up quickly by the Bank of Credit and Commerce International (BCCI), a Muslim-owned bank where Khashoggi’s friend and business partner Kamal Adham, the Saudi intelligence chief and a principal Safari Club member, was a part-owner.37 In the 1980s BCCI, and its allied shipping empire owned by the Pakistani Gokal brothers, supplied financing and infrastructure for the CIA’s (and Saudi Arabia’s) biggest covert operation of the decade, support for the Afghan mujahedin. To quote from a British book excerpted in the Senate BCCI Report: “BCCI’s role in assisting the U.S. to fund the Mujaheddin guerrillas fighting the Soviet occupation is drawing increasing attention. The bank’s role began to surface in the mid-1980′s when stories appeared in the New York Times showing how American security operatives used Oman as a staging post for Arab funds. This was confirmed in the Wall Street Journal of 23 October 1991 which quotes a member of the late General Zia’s cabinet as saying ‘It was Arab money that was pouring through BCCI.’ The Bank which carried the money on from Oman to Pakistan and into Afghanistan was National Bank of Oman, where BCCI owned 29%.”38
  • In 1981 Vice-president Bush and Saudi Prince Bandar, working together, won congressional approval for massive new arms sales of AWACS (airborne warning and control system) aircraft to Saudi Arabia. In the $5.5 billion package, only ten percent covered the cost of the planes. Most of the rest was an initial installment on what was ultimately a $200 billion program for military infrastructure through Saudi Arabia.41 It also supplied a slush fund for secret ops, one administered for over a decade in Washington by Prince Bandar, after he became the Saudi Ambassador (and a close friend of the Bush family, nicknamed “Bandar Bush”). In the words of researcher Scott Armstrong, the fund was “the ultimate government-off-the-books.” Not long after the AWACS sale was approved, Prince Bandar thanked the Reagan administration for the vote by honoring a request by William Casey that he deposit $10 million in a Vatican bank to be used in a campaign against the Italian Communist Party. Implicit in the AWACS deal was a pledge by the Saudis to fund anticommunist guerrilla groups in Afghanistan, Angola, and elsewhere that were supported by the Reagan Administration.42 The Vatican contribution, “for the CIA’s long-time clients, the Christian Democratic Party,” of course continued a CIA tradition dating back to 1948.
  • The activities of the Safari Club were exposed after Iranians in 1979 seized the records of the US Embassy in Tehran. But BCCI support for covert CIA operations, including Iran-Contra, continued until BCCI’s criminality was exposed at the end of the decade. Meanwhile, with the election of Ronald Reagan in 1980, Washington resumed off-budget funding for CIA covert operations under cover of arms contracts to Saudi Arabia. But this was no longer achieved through kickbacks to CIA assets like Khashoggi, after Congress in 1977 made it illegal for American corporations to make payments to foreign officials. Instead arrangements were made for payments to be returned, through either informal agreements or secret codicils in the contracts, by the Saudi Arabian government itself. Two successive arms deals, the AWACS deal of 1981 and the al-Yamamah deal of 1985, considerably escalated the amount of available slush funds.
  • It is reported in two books that the BCCI money flow through the Bank of Oman was handled in part by the international financier Bruce Rappaport, who for a decade, like Khashoggi, kept a former CIA officer on his staff.39 Rappaport’s partner in his Inter Maritime Bank, which interlocked with BCCI, was E.P. Barry, who earlier had been a partner in the Florida money-laundering banks of Paul Helliwell.40
  • After a second proposed major U.S. arms sale met enhanced opposition in Congress in 1985 from the Israeli lobby, Saudi Arabia negotiated instead a multi-billion pound long-term contract with the United Kingdom – the so-called al-Yamamah deal. Once again overpayments for the purchased weapons were siphoned off into a huge slush fund for political payoffs, including “hundreds of millions of pounds to the ex-Saudi ambassador to the US, Prince Bandar bin Sultan.”43 According to Robert Lacey, the payments to Prince Bandar were said to total one billion pounds over more than a decade.44 The money went through a Saudi Embassy account in the Riggs Bank, Washington; according to Trento, the Embassy’s use of the Riggs Bank dated back to the mid-1970s, when, in his words, “the Saudi royal family had taken over intelligence financing for the United States.”45 More accurately, the financing was not for the United States, but for the American deep state.
  • This leads me to the most original and important thing I have to say. I believe that these secret funds from BCCI and Saudi arms deals – first Khashoggi’s from Lockheed and then Prince Bandar’s from the AWACS and al-Yamamah deals – are the common denominator in all of the major structural deep events (SDEs) that have afflicted America since the supranational Safari Club was created in l976. I am referring specifically to 1) the covert US intervention in Afghanistan (which started about 1978 as a Safari Club intervention, more than a year before the Russian invasion), 2) the 1980 October Surprise, which together with an increase in Saudi oil prices helped assure Reagan’s election and thus give us the Reagan Revolution, 3) Iran-Contra in 1984-86, 4) and – last but by no means least – 9/11. That is why I believe it is important to analyze these events at the level of the supranational deep state. Let me just cite a few details.
  • 1) the 1980 October Surprise. According to Robert Parry, Alexandre de Marenches, the principal founder of the Safari Club, arranged for William Casey (a fellow Knight of Malta) to meet with Iranian and Israeli representatives in Paris in July and October 1980, where Casey promised delivery to Iran of needed U.S. armaments, in exchange for a delay in the return of the U.S. hostages in Iran until Reagan was in power. Parry suspects a role of BCCI in both the funding of payoffs for the secret deal and the subsequent flow of Israeli armaments to Iran.46 In addition, John Cooley considers de Marenches to be “the Safari Club player who probably did most to draw the US into the Afghan adventure.”47 2) the Iran-Contra scandal (including the funding of the Contras, the illegal Iran arms sales, and support for the Afghan mujahideen There were two stages to Iran-Contra. For twelve months in 1984-85, after meeting with Casey, King Fahd of Saudi Arabia, in the spirit of the AWACS deal, supported the Nicaraguan Contras via Prince Bandar through a BCCI bank account in Miami. But in April 1985, after the second proposed arms sale fell through, McFarlane, fearing AIPAC opposition, terminated this direct Saudi role. Then Khashoggi, with the help of Miles Copeland, devised a new scheme in which Iranian arms sales involving Israel would fund the contras. The first stage of Iran-Contra was handled by Prince Bandar through a BCCI account in Miami; the second channel was handled by Khashoggi through a different BCCI account in Montecarlo. The Kerry-Brown Senate Report on BCCI also transmitted allegations from a Palestinian-American businessman, Sam Bamieh, that Khashoggi’s funds from BCCI for arms sales to Iran came ultimately from King Fahd of Saudi Arabia, who “was hoping to gain favor with Ayatollah Ruhollah Khomeini.”48
  • 3) 9/11 When the two previously noted alleged hijackers or designated culprits, al-Mihdhar and al-Hazmi, arrived in San Diego, a Saudi named Omar al-Bayoumi both housed them and opened bank accounts for them. Soon afterwards Bayoumi’s wife began receiving monthly payments from a Riggs bank account held by Prince Bandar’s wife, Princess Haifa bint Faisal.49 In addition, Princess Haifa sent regular monthly payments of between $2,000 and $3,500 to the wife of Osama Basnan, believed by various investigators to be a spy for the Saudi government. In all, “between 1998 and 2002, up to US $73,000 in cashier cheques was funneled by Bandar’s wife Haifa … – to two Californian families known to have bankrolled al-Midhar and al-Hazmi.”50 Although these sums in themselves are not large, they may have been part of a more general pattern. Author Paul Sperry claims there was possible Saudi government contact with at least four other of the alleged hijackers in Virginia and Florida. For example, “9/11 ringleader Mohamed Atta and other hijackers visited s home owned by Esam Ghazzawi, a Saudi adviser to the nephew of King Fahd.”51
  • But it is wrong to think of Bandar’s accounts in the Riggs Bank as uniquely Saudi. Recall that Prince Bandar’s payments were said to have included “a suitcase containing more than $10 million” that went to a Vatican priest for the CIA’s long-time clients, the Christian Democratic Party.52 In 2004, the Wall Street Journal reported that the Riggs Bank, which was by then under investigation by the Justice Department for money laundering, “has had a longstanding relationship with the Central Intelligence Agency, according to people familiar with Riggs operations and U.S. government officials.”53 Meanwhile President Obiang of Equatorial Guinea “siphoned millions from his country’s treasury with the help of Riggs Bank in Washington, D.C.”54 For this a Riggs account executive, Simon Kareri, was indicted. But Obiang enjoyed State Department approval for a contract with the private U.S. military firm M.P.R.I., with an eye to defending offshore oil platforms owned by ExxonMobil, Marathon, and Hess.55 Behind the CIA relationship with the Riggs Bank was the role played by the bank’s overseas clients in protecting U.S. investments, and particularly (in the case of Saudi Arabia and Equatorial Guinea), the nation’s biggest oil companies.
  • The issue of Saudi Embassy funding of at least two (and possibly more) of the alleged 9/11 hijackers (or designated culprits) is so sensitive that, in the 800-page Joint Congressional Inquiry Report on 9/11, the entire 28-page section dealing with Saudi financing was very heavily redacted.56 A similar censorship occurred with the 9/11 Commission Report: According to Philip Shenon, several staff members felt strongly that they had demonstrated a close Saudi government connection to the hijackers, but a senior staff member purged almost all of the most serious allegations against the Saudi government, and moved the explosive supporting evidence to the report’s footnotes.57 It is probable that this cover-up was not designed for the protection of the Saudi government itself, so much as of the supranational deep state connection described in this essay, a milieu where American, Saudi, and Israeli elements all interact covertly. One sign of this is that Prince Bandar himself, sensitive to the anti-Saudi sentiment that 9/11 caused, has been among those calling for the U.S. government to make the redacted 28 pages public.58
  • This limited exposure of the nefarious use of funds generated from Saudi arms contracts has not created a desire in Washington to limit these contracts. On the contrary, in 2010, the second year of the Obama administration, The Defense Department … notified Congress that it wants to sell $60 billion worth of advanced aircraft and weapons to Saudi Arabia. The proposed sale, which includes helicopters, fighter jets, radar equipment and satellite-guided bombs, would be the largest arms deal to another country in U.S. history if the sale goes through and all purchases are made.59 The sale did go through; only a few congressmen objected.60 The deep state, it would appear, is alive and well, and impervious to exposures of it. It is clear that for some decades the bottom-upwards processes of democracy have been increasingly supplanted by the top-downwards processes of the deep state.
  • But the deeper strain in history, I would like to believe, is in the opposite direction: the ultimate diminution of violent top-down forces by the bottom-up forces of an increasingly integrated civil society.61 In the last months we have had Wikileaks, then Edward Snowden, and now the fight between the CIA and its long-time champion in Congress, Dianne Feinstein. It may be time to see a systemic correction, much as we did after Daniel Ellsberg’s release of the Pentagon Papers, which was followed by Watergate and the Church Committee reforms. I believe that to achieve this correction there must be a better understanding of deep events and of the deep state. Ultimately, however, whether we see a correction or not will depend, at least in part, on how much people care.

  • On September 20 I wrote about the likely reason for the willful U.S. bombing attack on a critical Syrian army position in Deir Ezzor: Two recent attacks against the Syrian Arab Army in east-Syria point to a U.S. plan to eliminate all Syrian government presence east of Palmyra. This would enable the U.S. and its allies to create a "Sunni entity" in east-Syria and west-Iraq which would be a permanent thorn in side of Syria and its allies. ... The U.S. plan is to eventually take Raqqa by using Turkish or Kurdish proxies. It also plans to let the Iraqi army retake Mosul in Iraq. The only major city in Islamic State territory left between those two is Deir Ezzor. Should IS be able to take it away from the isolated Syrian army garrison it has at least a decent base to survive. (Conveniently there are also rich oil wells nearby.) No one, but the hampered Syrian state, would have an immediate interest to remove it from there. There are new signs that this analysis was correct.

  • A good plan when your overall aim is to create an obedient mercenary statelet in the center of the Middle East. As the U.S. Defense Intelligence Agency wrote in 2012: THERE IS THE POSSIBILITY OF ESTABLISHING A DECLARED OR UNDECLARED SALAFIST PRINCIPALITY IN EASTERN SYRIA (HASAKA AND DER ZOR), AND THIS IS EXACTLY WHAT THE SUPPORTING POWERS TO THE OPPOSITION WANT, IN ORDER TO ISOLATE THE SYRIAN REGIME. But this plan requires to fight the Syrian and Russian air-forces which will do their utmost to defend the SAA group and the 100-200,000 ISIS besieged Syrian civilians in Deir Ezzor. The the U.S. and its allies may be willing to do that. A well known British Tory member of parliament already made noise that British fighter jets should be free to shoot down Russian planes in Syria. The U.S. had claimed that British planes took part in the Deir Ezzor ambush. The defenders of Deir Ezzor lack their own air defenses. The Russian systems at the Syrian west-coast can not reach that far east. The Syrian system are mostly positioned to defend Damascus and other cities from attacks by Israel. Russia recently talked about delivering 10 new Pantsyr-S1 short-to-medium range air defense systems to Syria. At least two of those should be airlifted to Deir Ezzor as soon as possible.
  • UPDATE: I was just made aware of a recent speech by Hizbullah leader Nasrallah who smells the same stinking plot: Sayyed Nasrallah said that the Americans intend to repeat Fallujah plot when they opened a way for ISIL to escape towards eastern Syria before the Iraqi warplanes targeted the terrorists’ convoy, warning that the same deceptive scheme is possible to be carried out in Mosul.

The only thing we couldn't figure out was what kind of false flag the U.S. would use to Tomahawk Yemen because nobody would believe the Houthis would be dumb enough to fire on a U.S. missile cruiser.   • So we know the U.S. Navy lied when they said the missiles came from Yemen. The RSNF most likely did launch the missiles and used the 'Iranian arms smuggling' as a cover story in case anyone noticed. The U.S. destroyers were never targeted or in danger, but probably did use the occasion to test their anti-missile defenses. All this set up the false flag, providing Obama and excuse to order the U.S. Navy to Tomahawk the Yemeni coastal radars at the behest of some pissed-off UAE emir (likely a Clinton Foundation donor).

Today, MSM is full of news about the launch of the Iraqi attack on Mosul. But no mention of the deal to allow ISIL to escape into Syria, of course. Make no mistake: this is the U.S. launching ISIL against Russia, Syria, Iran, and Hezbollah in Syria. With the added bonus of being able to claim that this time, they trained the Iraqi Army correctly, as it walks into Mosul against only token resistance. Smoke and mirrors. This is U.S. war against Russia.

The largest foreign holder of U.S. debt is China, which owns more about $1.2 trillion in bills, notes and bonds, according to the Treasury. In total, China owns about 8 percent of publicly held U.S. debt. Of all the holders of U.S. debt China is the third-largest, behind only the Social Security Trust Fund's holdings of nearly $3 trillion and the Federal Reserve's nearly $2 trillion holdings in Treasury investments, purchased as part of its quantitative easing program to boost the economy.   The truth is the bulk of the $14.3 trillion U.S. debt - $9.8 trillion in all - is owned by the American people and its government.

  • Meanwhile, their “expert media panels” almost always feature the most extremist “pro-Israel,” anti-Iran American pundits such as Jeffrey Goldberg, who played a leading role in spreading false claims about Iraq under the guise of “reporting” (and only became more beloved and credible in DC for it), was dubbed Netanyahu’s “faithful stenographer” by New York Times columnist Roger Cohen, and even joined the Israeli military in his young adulthood. In 2014, Face the Nation interviewed Netanyahu five times and featured his “faithful stenographer,” Goldberg, three times; in 2015, the CBS show just last week interviewed Netanyahu and has already hosted Goldberg four times. ABC’s This Week with George Stephanopoulos actually features supreme neocon propagandist Bill Kristol as a regular “ABC News Contributor” and has also interviewed Netanyahu. And that’s to say nothing of the “hawkish,” AIPAC-loyal and/or evangelical members of the U.S. Congress who are fanatically devoted to Israel and appear literally almost every week on these programs. But as these shows “cover” the Iran deal, one thing is glaringly missing: Iranian voices. There has not been a single Iranian official recently interviewed by any of these Sunday morning shows. When I raised this issue on Twitter a couple of weeks ago, a Meet the Press senior editor, Shawna Thomas, said the show had “put in a request” with Iran for an interview, while MSNBC’s Chris Hayes also suggested that it can be difficult to secure interviews with Iranian government officials.

  • That may be, but even if it is difficult to obtain interviews with Iranian government officials, it is extremely easy to interview Iranian experts, scholars, journalists and other authoritative voices from Tehran. Last week, Democracy Now’s Amy Goodman and Juan Gonzalez hosted a fascinating hour-long discussion about Iran with Seyed Hossein Mousavian, a former nuclear negotiator for Iran who was Iran’s ambassador to Germany from 1990 to 1997, and now teaches at Princeton. Just this week, CNN International’s Christiane Amanpour interviewed Tehran University Professor Sadegh Zibakalam about Tehran’s views and actions in the Iran deal. Beyond those in Iran, there are Iranian-American groups and Iranian-American experts who actually speak Farsi who don’t see the world the way Jeffrey Goldberg and Lindsey Graham do. Outside the Sunday shows, Iranian officials have been interviewed occasionally by U.S. media figures. In sum, the only way to exclude Iranian voices is if you choose to exclude them. That’s exactly what Sunday morning television programs have done, and continue to do. And it matters a great deal for several reasons.
  • For one, excluding the Iranian viewpoint ensures that these shows spew propaganda to the American public. Iran is talked about, almost always in demonic terms, but is almost never heard from. That means that these shows, which endlessly boast of their own “objectivity,” are in fact far more akin to state media. My Intercept colleague Jon Schwarz this week wrote an article detailing seven historically indisputable facts about what the U.S. has done to Iran — which cause some in that country to chant “Death to America” — and it went viral. Why? Because those facts, though quite well-established, are virtually never mentioned in U.S. media accounts that depict Iran as filled with irrational, primitive, inexplicable hatred for the U.S., designed to show how unstable and blindly hateful they are. That is propaganda by definition: amplifying one side’s views (the U.S. and Israeli governments’) while suppressing others’. Then there’s the ease with which those who are rendered invisible are easily demonized. For decades, the key to depicting gay people as mentally ill predators was ensuring they were never heard from, forced to be mute in the closet; once they were out in the open and understood, that demonization became impossible.
  • This has also been the favored foreign policy dynamic in the U.S. for decades. When Americans are killed by a foreign Muslim, we are deluged with information about the American victims and their grieving families, while we hear almost nothing about the innocent victims killed by the U.S. or its allies — not even their names. This gross imbalance in coverage creates the illusion that Americans are innocent victims of terrorism but never its perpetrators. Identically, when American journalists are imprisoned by an adversary of the U.S. government, American journalists trumpet it endlessly, while foreign journalists imprisoned for years with no trial by the U.S. government are all but disappeared. Silencing The Other Side is a key U.S. media propaganda tactic. There are all sorts of dubious claims presented about Iran, the U.S. and Israel that are treated as unchallenged truth in U.S. media discourse. The range of “debate” allowed by the U.S. media — is Obama’s deal with Iran a good idea or not? — all assumes those dubious claims about Iran to be true. But those claims are vehemently disputed in large parts of the world, certainly in Tehran. But Americans, especially the millions who get their news from Sunday morning television or from outlets whose agenda is shaped by those programs, literally have no idea about any of that, because the people who can best advocate those views — i.e. Iranians — are simply never heard from.
  • It’s remarkably telling that the only voices heard on Sunday morning TV shows are those who spout the U.S. government line about Iran, including officials from the repressive regimes most closely allied with the U.S. Obviously, one can find the arguments of Iranians unpersuasive or even harbor hostility to that nation’s government, but what possible justification is there for the leading Sunday morning news shows in the U.S. to simply suppress those views altogether?

Top-Secret Document Reveals NSA Spied On Porn Habits As Part Of Plan To Discredit 'Radi... - 0 views

  • WASHINGTON -- The National Security Agency has been gathering records of online sexual activity and evidence of visits to pornographic websites as part of a proposed plan to harm the reputations of those whom the agency believes are radicalizing others through incendiary speeches, according to a top-secret NSA document. The document, provided by NSA whistleblower Edward Snowden, identifies six targets, all Muslims, as “exemplars” of how “personal vulnerabilities” can be learned through electronic surveillance, and then exploited to undermine a target's credibility, reputation and authority. The NSA document, dated Oct. 3, 2012, repeatedly refers to the power of charges of hypocrisy to undermine such a messenger. “A previous SIGINT" -- or signals intelligence, the interception of communications -- "assessment report on radicalization indicated that radicalizers appear to be particularly vulnerable in the area of authority when their private and public behaviors are not consistent,” the document argues. Among the vulnerabilities listed by the NSA that can be effectively exploited are “viewing sexually explicit material online” and “using sexually explicit persuasive language when communicating with inexperienced young girls.”
  • The Director of the National Security Agency -- described as "DIRNSA" -- is listed as the "originator" of the document. Beyond the NSA itself, the listed recipients include officials with the Departments of Justice and Commerce and the Drug Enforcement Administration. "Without discussing specific individuals, it should not be surprising that the US Government uses all of the lawful tools at our disposal to impede the efforts of valid terrorist targets who seek to harm the nation and radicalize others to violence," Shawn Turner, director of public affairs for National Intelligence, told The Huffington Post in an email Tuesday. Yet Jameel Jaffer, deputy legal director of the American Civil Liberties Union, said these revelations give rise to serious concerns about abuse. "It's important to remember that the NSA’s surveillance activities are anything but narrowly focused -- the agency is collecting massive amounts of sensitive information about virtually everyone," he said. "Wherever you are, the NSA's databases store information about your political views, your medical history, your intimate relationships and your activities online," he added. "The NSA says this personal information won't be abused, but these documents show that the NSA probably defines 'abuse' very narrowly."
  • None of the six individuals targeted by the NSA is accused in the document of being involved in terror plots. The agency believes they all currently reside outside the United States. It identifies one of them, however, as a "U.S. person," which means he is either a U.S. citizen or a permanent resident. A U.S. person is entitled to greater legal protections against NSA surveillance than foreigners are. Stewart Baker, a one-time general counsel for the NSA and a top Homeland Security official in the Bush administration, said that the idea of using potentially embarrassing information to undermine targets is a sound one. "If people are engaged in trying to recruit folks to kill Americans and we can discredit them, we ought to," said Baker. "On the whole, it's fairer and maybe more humane" than bombing a target, he said, describing the tactic as "dropping the truth on them." Any system can be abused, Baker allowed, but he said fears of the policy drifting to domestic political opponents don't justify rejecting it. "On that ground you could question almost any tactic we use in a war, and at some point you have to say we're counting on our officials to know the difference," he said.

  • In addition to analyzing the content of their internet activities, the NSA also examined the targets' contact lists. The NSA accuses two of the targets of promoting al Qaeda propaganda, but states that surveillance of the three English-speakers’ communications revealed that they have "minimal terrorist contacts." In particular, “only seven (1 percent) of the contacts in the study of the three English-speaking radicalizers were characterized in SIGINT as affiliated with an extremist group or a Pakistani militant group. An earlier communications profile of [one of the targets] reveals that 3 of the 213 distinct individuals he was in contact with between 4 August and 2 November 2010 were known or suspected of being associated with terrorism," the document reads. The document contends that the three Arabic-speaking targets have more contacts with affiliates of extremist groups, but does not suggest they themselves are involved in any terror plots. Instead, the NSA believes the targeted individuals radicalize people through the expression of controversial ideas via YouTube, Facebook and other social media websites. Their audience, both English and Arabic speakers, "includes individuals who do not yet hold extremist views but who are susceptible to the extremist message,” the document states. The NSA says the speeches and writings of the six individuals resonate most in countries including the United Kingdom, Germany, Sweden, Kenya, Pakistan, India and Saudi Arabia.
  • The NSA possesses embarrassing sexually explicit information about at least two of the targets by virtue of electronic surveillance of their online activity. The report states that some of the data was gleaned through FBI surveillance programs carried out under the Foreign Intelligence and Surveillance Act. The document adds, "Information herein is based largely on Sunni extremist communications." It further states that "the SIGINT information is from primary sources with direct access and is generally considered reliable." According to the document, the NSA believes that exploiting electronic surveillance to publicly reveal online sexual activities can make it harder for these “radicalizers” to maintain their credibility. "Focusing on access reveals potential vulnerabilities that could be even more effectively exploited when used in combination with vulnerabilities of character or credibility, or both, of the message in order to shape the perception of the messenger as well as that of his followers," the document argues. An attached appendix lists the "argument" each surveillance target has made that the NSA says constitutes radicalism, as well the personal "vulnerabilities" the agency believes would leave the targets "open to credibility challenges" if exposed.
  • One target's offending argument is that "Non-Muslims are a threat to Islam," and a vulnerability listed against him is "online promiscuity." Another target, a foreign citizen the NSA describes as a "respected academic," holds the offending view that "offensive jihad is justified," and his vulnerabilities are listed as "online promiscuity" and "publishes articles without checking facts." A third targeted radical is described as a "well-known media celebrity" based in the Middle East who argues that "the U.S perpetrated the 9/11 attack." Under vulnerabilities, he is said to lead "a glamorous lifestyle." A fourth target, who argues that "the U.S. brought the 9/11 attacks on itself" is said to be vulnerable to accusations of “deceitful use of funds." The document expresses the hope that revealing damaging information about the individuals could undermine their perceived "devotion to the jihadist cause." The Huffington Post is withholding the names and locations of the six targeted individuals; the allegations made by the NSA about their online activities in this document cannot be verified. The document does not indicate whether the NSA carried out its plan to discredit these six individuals, either by communicating with them privately about the acquired information or leaking it publicly. There is also no discussion in the document of any legal or ethical constraints on exploiting electronic surveillance in this manner.
  • While Baker and others support using surveillance to tarnish the reputation of people the NSA considers "radicalizers," U.S. officials have in the past used similar tactics against civil rights leaders, labor movement activists and others. Under J. Edgar Hoover, the FBI harassed activists and compiled secret files on political leaders, most notably Martin Luther King, Jr. The extent of the FBI's surveillance of political figures is still being revealed to this day, as the bureau releases the long dossiers it compiled on certain people in response to Freedom of Information Act requests following their deaths. The information collected by the FBI often centered on sex -- homosexuality was an ongoing obsession on Hoover's watch -- and information about extramarital affairs was reportedly used to blackmail politicians into fulfilling the bureau's needs. Current FBI Director James Comey recently ordered new FBI agents to visit the Martin Luther King, Jr. Memorial in Washington to understand "the dangers in becoming untethered to oversight and accountability."
  • James Bamford, a journalist who has been covering the NSA since the early 1980s, said the use of surveillance to exploit embarrassing private behavior is precisely what led to past U.S. surveillance scandals. "The NSA's operation is eerily similar to the FBI's operations under J. Edgar Hoover in the 1960s where the bureau used wiretapping to discover vulnerabilities, such as sexual activity, to 'neutralize' their targets," he said. "Back then, the idea was developed by the longest serving FBI chief in U.S. history, today it was suggested by the longest serving NSA chief in U.S. history." That controversy, Bamford said, also involved the NSA. "And back then, the NSA was also used to do the eavesdropping on King and others through its Operation Minaret. A later review declared the NSA’s program 'disreputable if not outright illegal,'" he said. Baker said that until there is evidence the tactic is being abused, the NSA should be trusted to use its discretion. "The abuses that involved Martin Luther King occurred before Edward Snowden was born," he said. "I think we can describe them as historical rather than current scandals. Before I say, 'Yeah, we've gotta worry about that,' I'd like to see evidence of that happening, or is even contemplated today, and I don't see it."

  • Linda Woodford spent the last 15 years of her career inserting phony numbers in the U.S. Department of Defense’s accounts. Every month until she retired in 2011, she says, the day came when the Navy would start dumping numbers on the Cleveland, Ohio, office of the Defense Finance and Accounting Service, the Pentagon’s main accounting agency. Using the data they received, Woodford and her fellow DFAS accountants there set about preparing monthly reports to square the Navy’s books with the U.S. Treasury’s - a balancing-the-checkbook maneuver required of all the military services and other Pentagon agencies. And every month, they encountered the same problem. Numbers were missing. Numbers were clearly wrong. Numbers came with no explanation of how the money had been spent or which congressional appropriation it came from. “A lot of times there were issues of numbers being inaccurate,” Woodford says. “We didn’t have the detail … for a lot of it.”

As the clock ticked down, Woodford says, staff were able to resolve a lot of the false entries through hurried calls and emails to Navy personnel, but many mystery numbers remained. Using a report from the Congressional Research Service, 24/7 Wall St. reviewed the most expensive wars in U.S. history. While the Mexican-American War cost just $2.4 billion, or 1.4% of GDP in 1847, spending on World War II accounted for nearly 36% of GDP in 1945, or $4.1 trillion. The Mexican-American War in the 1840s yielded much of the territory that makes up the present-day Southwest. President Dilma Rousseff ordered a series of measures aimed at greater Brazilian online independence and security following revelations that the U.S. National Security Agency intercepted her communications, hacked into the state-owned Petrobras oil company’s network and spied on Brazilians who entrusted their personal data to U.S. tech companies such as Facebook and Google. The leader is so angered by the espionage that on Tuesday she postponed next month’s scheduled trip to Washington, where she was to be honored with a state dinner. Internet security and policy experts say the Brazilian government’s reaction to information leaked by former NSA contractor Edward Snowden is understandable, but warn it could set the Internet on a course of Balkanization.

Rousseff is urging Brazil’s Congress to compel Facebook, Google and all companies to store data generated by Brazilians on servers physically located inside Brazil in order to shield it from the NSA. If that happens, and other nations follow suit, Silicon Valley’s bottom line could be hit by lost business and higher operating costs: Brazilians rank No. 3 on Facebook and No. 2 on Twitter and YouTube. An August study by a respected U.S. technology policy nonprofit estimated the fallout from the NSA spying scandal could cost the U.S. cloud computing industry, which stores data remotely to give users easy access from any device, as much as $35 billion by 2016 in lost business.
  • Brazil also plans to build more Internet exchange points, places where vast amounts of data are relayed, in order to route Brazilians’ traffic away from potential interception. And its postal service plans by next year to create an encrypted email service that could serve as an alternative to Gmail and Yahoo!, which according to Snowden-leaked documents are among U.S. tech giants that have collaborated closely with the NSA. “Brazil intends to increase its independent Internet connections with other countries,” Rousseff’s office said in an emailed response to questions from The Associated Press on its plans. It cited a “common understanding” between Brazil and the European Union on data privacy, and said “negotiations are underway in South America for the deployment of land connections between all nations.” It said Brazil plans to boost investment in home-grown technology and buy only software and hardware that meet government data privacy specifications.
  • While the plans’ technical details are pending, experts say they will be costly for Brazil and ultimately can be circumvented. Just as people in China and Iran defeat government censors with tools such as “proxy servers,” so could Brazilians bypass their government’s controls. International spies, not just from the United States, also will adjust, experts said. Laying cable to Europe won’t make Brazil safer, they say. The NSA has reportedly tapped into undersea telecoms cables for decades. Meinrath and others argue that what’s needed instead are strong international laws that hold nations accountable for guaranteeing online privacy.

Matthew Green, a Johns Hopkins computer security expert, said Brazil won’t protect itself from intrusion by isolating itself digitally. It will also be discouraging technological innovation, he said, by encouraging the entire nation to use a state-sponsored encrypted email service. “It’s sort of like a Soviet socialism of computing,” he said, adding that the U.S. “free-for-all model works better.”

    So both Brazil and the European Union are planning to boycott the U.S.-based cloud industry, seizing on the NSA's activities as legal grounds. Under the various GATT series of trade agreements, otherwise forbidden discriminatory actions taken that restrict trade in aid of national security are exempt from redress through the World Trade Organization Dispute Resolution Process. So the NSA voyeurs can add legalizing economic digital discrimination against the U.S. to its score card.

  • The White House and State Department signed off on surveillance targeting phone conversations of friendly foreign leaders, current and former U.S. intelligence officials said Monday, pushing back against assertions that President Obama and his aides were unaware of the high-level eavesdropping. Professional staff members at the National Security Agency and other U.S. intelligence agencies are angry, these officials say, believing the president has cast them adrift as he tries to distance himself from the disclosures by former NSA contractor Edward Snowden that have strained ties with close allies. The resistance emerged as the White House said it would curtail foreign intelligence collection in some cases and two senior U.S. senators called for investigations of the practice. France, Germany, Italy, Mexico and Sweden have all publicly complained about the NSA surveillance operations, which reportedly captured private cellphone conversations by German Chancellor Angela Merkel, among other foreign leaders.

Feinstein said the Intelligence Committee had not been told of "certain surveillance activities" for more than a decade, and she said she would initiate a major review of the NSA operation. She added that the White House had informed her that "collection on our allies will not continue," although other officials said most U.S. surveillance overseas would not be affected. Sen. John McCain (R-Ariz.), ranking minority member of the Armed Services Committee, said Congress should consider creating a special select committee to examine U.S. eavesdropping on foreign leaders.

Any useful intelligence is then given to the president's counter-terrorism advisor, Lisa Monaco, among other White House officials.     Good. The Intelligence community is calling BS on Obama's claim that he didn't know about the spying on foreign heads of allied states. And McCain says we need a select Congressional committee to look into what the president knew and when he knew it. That's an implicit slam of the Feinstein-led Senate Select Committee on Intelligence's oversight of the intelligence agencies and a signal that there is a scandal lurking here. More importantly, a new select committee would not have the same membership as the existing Intelligence Community, which has largely functioned as a rubber stamp for what the intelligence agencies want. We have been down this road before, in the mid-70s, when the Defense Dept. intelligence agencies were caught spying on Americans, leading to the Select Committee investigation headed by former Sen. Frank Church and to the initial passage of the Foreign Intelligence Surveillance Act, among other legislation delivering a strong message to the intelligence agencies that what happens within the U.S. is off-limits to them. But that was a lesson forgotten as new technology came along for NSA to play with. If Obama is smart, he will promptly respond to the LA Times article with a clarification that top members of his staff knew and the previous statement dealt only with his personal knowledge. But the Obama Administration has overwhelmingly demonstrated an inability to head off scandals and a big tendency to cover-up rather than get out in front of story, particularly in matters involving the NSA. So we may see a major scandal emerge from this already enormous scandal that is laid directly at Barack Obama's feet, a cover-up scandal.   Who knew what when, where, why, and how? My favorite question.

  • The old recruiting slogan was “Join the Navy and See the World.” Those advertisements were prescient; the U.S. military has a presence of some kind in 171 nations and jurisdictions in addition to the United States and its possessions. Many times the presence is one officer as a military attaché or similar post or even a military dependent. But some countries host significant numbers of members of the U.S. armed forces. The two countries hosting the most members of the U.S. military are the two the U.S. conquered in World War II. There were 49,503 members of the military in Japan as of the end of last year, according to the Department of Defense. Germany was next with 38,826 members of the U.S. armed forces stationed there. Although it’s difficult to nail down the exact worldwide number of U.S. military sites, the most recent Department of Defense report lists buildings in 38 foreign nations and territories. The U.S. has 179 bases in Germany and 109 installations in Japan.
  • Other countries have much smaller U.S. contingents. Greenland is the home of 142 lucky Air Force personnel. Fourteen members of different military branches are now stationed in Vietnam, 40 years after U.S. troops abandoned the ill-fated war there. From 2010 to 2014, Americans sent weapons to at least 94 countries, according to a report (pdf) by the Stockholm International Peace Research Institute (SIPRI). The country that got the largest share of the weaponry was South Korea, at 9%, followed by the United Arab Emirates at 8% and Australia at 8%. The United States accounts for 31% of the world’s arms exports, followed by Russia at 27% and China at 5%.

Revealed: How DOJ Gagged Google over Surveillance of WikiLeaks Volunteer - The Intercept - 0 views

  • The Obama administration fought a legal battle against Google to secretly obtain the email records of a security researcher and journalist associated with WikiLeaks. Newly unsealed court documents obtained by The Intercept reveal the Justice Department won an order forcing Google to turn over more than one year’s worth of data from the Gmail account of Jacob Appelbaum (pictured above), a developer for the Tor online anonymity project who has worked with WikiLeaks as a volunteer. The order also gagged Google, preventing it from notifying Appelbaum that his records had been provided to the government. The surveillance of Appelbaum’s Gmail account was tied to the Justice Department’s long-running criminal investigation of WikiLeaks, which began in 2010 following the transparency group’s publication of a large cache of U.S. government diplomatic cables. According to the unsealed documents, the Justice Department first sought details from Google about a Gmail account operated by Appelbaum in January 2011, triggering a three-month dispute between the government and the tech giant. Government investigators demanded metadata records from the account showing email addresses of those with whom Appelbaum had corresponded between the period of November 2009 and early 2011; they also wanted to obtain information showing the unique IP addresses of the computers he had used to log in to the account.
  • The Justice Department argued in the case that Appelbaum had “no reasonable expectation of privacy” over his email records under the Fourth Amendment, which protects against unreasonable searches and seizures. Rather than seeking a search warrant that would require it to show probable cause that he had committed a crime, the government instead sought and received an order to obtain the data under a lesser standard, requiring only “reasonable grounds” to believe that the records were “relevant and material” to an ongoing criminal investigation. Google repeatedly attempted to challenge the demand, and wanted to immediately notify Appelbaum that his records were being sought so he could have an opportunity to launch his own legal defense. Attorneys for the tech giant argued in a series of court filings that the government’s case raised “serious First Amendment concerns.” They noted that Appelbaum’s records “may implicate journalistic and academic freedom” because they could “reveal confidential sources or information about WikiLeaks’ purported journalistic or academic activities.” However, the Justice Department asserted that “journalists have no special privilege to resist compelled disclosure of their records, absent evidence that the government is acting in bad faith,” and refused to concede Appelbaum was in fact a journalist. It claimed it had acted in “good faith throughout this criminal investigation, and there is no evidence that either the investigation or the order is intended to harass the … subscriber or anyone else.” Google’s attempts to fight the surveillance gag order angered the government, with the Justice Department stating that the company’s “resistance to providing the records” had “frustrated the government’s ability to efficiently conduct a lawful criminal investigation.”
  • The Justice Department wanted to keep the surveillance secret largely because of an earlier public backlash over its WikiLeaks investigation. In January 2011, Appelbaum and other WikiLeaks volunteers’ – including Icelandic parlimentarian Birgitta Jonsdottir – were notified by Twitter that the Justice Department had obtained data about their accounts. This disclosure generated widepread news coverage and controversy; the government says in the unsealed court records that it “failed to anticipate the degree of  damage that would be caused” by the Twitter disclosure and did not want to “exacerbate this problem” when it went after Appelbaum’s Gmail data. The court documents show the Justice Department said the disclosure of its Twitter data grab “seriously jeopardized the [WikiLeaks] investigation” because it resulted in efforts to “conceal evidence” and put public pressure on other companies to resist similar surveillance orders. It also claimed that officials named in the subpeona ordering Twitter to turn over information were “harassed” after a copy was published by Intercept co-founder Glenn Greenwald at Salon in 2011. (The only specific evidence of the alleged harassment cited by the government is an email that was sent to an employee of the U.S. Attorney’s office that purportedly said: “You guys are fucking nazis trying to controll [sic] the whole fucking world. Well guess what. WE DO NOT FORGIVE. WE DO NOT FORGET. EXPECT US.”)

  • Google accused the government of hyperbole and argued that the backlash over the Twitter order did not justify secrecy related to the Gmail surveillance. “Rather than demonstrating how unsealing the order will harm its well-publicized investigation, the government lists a parade of horribles that have allegedly occurred since it unsealed the Twitter order, yet fails to establish how any of these developments could be further exacerbated by unsealing this order,” wrote Google’s attorneys. “The proverbial toothpaste is out of the tube, and continuing to seal a materially identical order will not change it.” But Google’s attempt to overturn the gag order was denied by magistrate judge Ivan D. Davis in February 2011. The company launched an appeal against that decision, but this too was rebuffed, in March 2011, by District Court judge Thomas Selby Ellis, III.
  • The government agreed to unseal some of the court records on Apr. 1 this year, and they were apparently turned over to Appelbaum on May 14 through a notification sent to his Gmail account. The files were released on condition that they would contain some redactions, which are bizarre and inconsistent, in some cases censoring the name of “WikiLeaks” from cited public news reports. Not all of the documents in the case – such as the original surveillance orders contested by Google – were released as part of the latest disclosure. Some contain “specific and sensitive details of the investigation” and “remain properly sealed while the grand jury investigation continues,” according to the court records from April this year. Appelbaum, an American citizen who is based in Berlin, called the case “a travesty that continues at a slow pace” and said he felt it was important to highlight “the absolute madness in these documents.”
  • He told The Intercept: “After five years, receiving such legal documents is neither a shock nor a needed confirmation. … Will we ever see the full documents about our respective cases? Will we even learn the names of those signing so-called legal orders against us in secret sealed documents? Certainly not in a timely manner and certainly not in a transparent, just manner.” The 32-year-old, who has recently collaborated with Intercept co-founder Laura Poitras to report revelations about National Security Agency surveillance for German news magazine Der Spiegel, said he plans to remain in Germany “in exile, rather than returning to the U.S. to experience more harassment of a less than legal kind.”

Since 2010, the secretive probe has seen activists affiliated with WikiLeaks compelled to appear before a grand jury and the FBI attempting to infiltrate the group with an informant. Earlier this year, it was revealed that the government had obtained the contents of three core WikiLeaks staffers’ Gmail accounts as part of the investigation.

    Good explanation of this 2007 FASB accounting rule that wrecked havoc in September of 2008 when GSA subprime mortgage giants Fannie Mae and Freddie Mac both failed. When the bottom fell out from under the government backed securitized mortgage pools, banks were forced by this accounting rule to radically downgrade their assets. Since banks can only lend against their assets using government controlled ratios, as the asset value was marked to a market decimated by Fannie and Freddie failures and falling housing values, this accounting rule triggered the failure of Lehman Brothers. Because of credit default swaps used to insure these thought to be publicly guaranteed securities, the Lehman failure triggered a massive default at AIG as all Lehman security holders filed insurance claims. What a mess. The authors here propose an end or at the least suspension of mark-to-market accounting rules as an immediate solution. ".... In the 1930s, because mark-to-market accounting existed, we limited the amount of time available to fix problems. At the same time, the U.S. raised taxes, increased spending and economic interference, and became protectionist. This hurt growth. The reason the Great Depression was so bad is that we took away time and growth.
