Then they got elected and supported legislation that actually weakens border security and puts people on a path not just to legalization, but to citizenship, before ever securing our borders.

Intelligence agencies of the United States and Saudi Arabia plan to allow more than 9,000 Daesh fighters leave the Iraqi city of Mosul and travel to eastern Syria where they will take part in a major offensive to recapture Deir ez-Zor and Palmyra among over things, an unnamed source in military and diplomatic circles in Moscow told RIA Novosti. “American and Saudi intelligence services have reached an agreement to provide all militants a safe passage to leave the city with their families before” Iraqi security forces and their allies launch the operation to free Mosul, he suggested. The matter was ostensibly settled during the preliminary phase of the offensive. When the Mosul campaign begins, “coalition warplanes will launch airstrikes solely against isolated and abandoned houses within the city,” the source noted, adding that these targets have been chosen in coordination with the militants. Daesh fighters, he said, will then move to Syria. “More than 9,000 Daesh fighters from Mosul will be redeployed to eastern Syria to carry out a large-scale offensive which will involve among other things taking control over Deir ez-Zor and Palmyra,” the source detailed. For Washington, this plan, the source suggested, will be an attempt to diminish Russia’s success in Syria. Moscow has been credited with helping the Syrian Arab Army turn the tide of war that has seen Damascus fighting against foreign-sponsored terrorist groups for more than five years. “Apart from political dividends, the other goal of this operation clearly involves discrediting the achievements of the Russian Aerospace Forces. Surely, this is also an attempt to undermine [Bashar] al-Assad,” the source said.

Senior officials at the General Intelligence Directorate, Saudi Arabia’s primary intelligence, served as mediators between the US and the militants, the source said, adding that they will also guarantee that Washington delivers on the deal. He explained that a similar idea was previously employed in Fallujah. Baghdad-led forces freed Fallujah in late June after a three-months-long siege. Political analyst Alexander Perendzhiev doubted that this plan will work. Daesh “has Iraqi roots; Mosul is their stronghold and they will clearly be unwilling to leave Iraq,” he told RIA Novosti. “Mosul will probably remain in the hands of terrorists. Some of them will travel to Syria and the rest will pretend that they surrender.”

In fact, the pedophile allegation has little to do with Assange’s plight that has kept him in the embassy in London, which involves incidents in Stockholm in the summer of 2010.

Rather, it is a bizarre tale involving a Houston-based dating website and its global and well-funded efforts to discredit Assange around the globe. The byzantine saga involves disconnected telephones and mystery websites. The website, toddandclare.com, launched and ramped up its efforts against Assange during the U.S. presidential campaign, as WikiLeaks released hacked emails related to the campaign of Democratic nominee Hillary Clinton.Whoever is behind the dating site has marshaled significant resources to target Assange, enough to gain entry into a United Nations body, operate in countries in Europe, North America and the Caribbean, conduct surveillance on Assange’s lawyer in London, obtain the fax number of Canada’s prime minister and seek to prod a police inquiry in the Bahamas.The dating site’s campaign sought to thwart WikiLeaks’ efforts and discredit Assange, who played a role in a presidential campaign season that deeply divided the U.S. electorate and illuminated Russia as a major cyber adversary of the U.S. government.One part of toddandclare’s two-pronged campaign put a megaphone to unproven charges that Assange made contact with a young Canadian girl in the Bahamas through the internet with the intention of molesting her. The second part sought to entangle him in a plan to receive $1 million from the Russian government.

WikiLeaks claims the dating site is “a highly suspicious and likely fabricated” company. In turn, the company has lashed out at Assange and “his despicable activities against American national security,” and warned journalists to “check with your libel lawyers first before printing anything that could impact or endanger innocent people’s lives.”For nearly two months after the October allegations, toddandclare.com went off line. But it recently reappeared, repeating charges about the 8-year-old Canadian girl. The website did not immediately respond Thursday to a new query from McClatchy, and no respondent in the past has given a name or allowed telephone contact.The online company paints itself as all-American. Online material says its founders, Todd and Clare Hammond, “are an average American couple from Michigan, who met in the eighth grade.” In 2011, the company says, the Christian couple started an email dating service, and “have married 3,000 couples to date.” Their online network began in 2015, and a statement it filed to a U.N. body says it has “100,000+ female singles” in six countries. The company’s operating address is a warehouse loading dock in Houston. Its mail goes to a Houston drop box. Its phone numbers no longer work. WikiLeaks says Texas officials tell it the entity is not registered there either under toddandclare.com or a parent company, T&C Network Solutions.A person who answered emails to the website in November declined to identify him or herself.

The Obama administration this week declassified papers, after 45 years of top-secret status, documenting contacts between Jerusalem and Washington over American agreement to the existence of an Israeli nuclear option. The Interagency Security Classification Appeals Panel (ISCAP), which is in charge of approving declassification, had for decades consistently refused to declassify these secrets of the Israeli nuclear program. The documents outline how the American administration worked ahead of the meeting between President Richard Nixon and Prime Minister Golda Meir at the White House in September 1969, as officials came to terms with a three-part Israeli refusal – to sign the Non-Proliferation Treaty; to agree to American inspection of the Dimona nuclear facility; and to condition delivery of fighter jets on Israel’s agreement to give up nuclear weaponry in exchange for strategic ground-to-ground Jericho missiles “capable of reaching the Arab capitals” although “not all the Arab capitals.”

The officials – cabinet secretaries and senior advisers who wrote the documents – withdrew step after step from an ambitious plan to block Israeli nuclearization, until they finally acceded, in internal correspondence – the content of the conversation between Nixon and Meir is still classified – to recognition of Israel as a threshold nuclear state. In fact, according to the American documents, the Nixon administration defined a double threshold for Israel’s move from a “technical option” to a “possessor” of nuclear weapons. The first threshold was the possession of “the components of nuclear weapons that will explode,” and making them a part of the Israel Defense Forces operational inventory.

The second threshold was public confirmation of suspicions internationally, and in Arab countries in particular, of the existence of nuclear weapons in Israel, by means of testing and “making public the fact of the possession of nuclear weapons.” Officials under Nixon proposed to him, on the eve of his conversation with Meir, to show restraint with regard to the Israeli nuclear program, and to abandon efforts to get Israel to cease acquiring 500-kilometer-range missiles with one-ton warheads developed in the Marcel Dassault factory in France, if it could reach an agreement with Israel on these points.

Soon after the U.S. and other major powers entered negotiations last year to curtail Iran’s nuclear program, senior White House officials learned Israel was spying on the closed-door talks. The spying operation was part of a broader campaign by Israeli Prime Minister Benjamin Netanyahu’s government to penetrate the negotiations and then help build a case against the emerging terms of the deal, current and former U.S. officials said. In addition to eavesdropping, Israel acquired information from confidential U.S. briefings, informants and diplomatic contacts in Europe, the officials said.

The espionage didn’t upset the White House as much as Israel’s sharing of inside information with U.S. lawmakers and others to drain support from a high-stakes deal intended to limit Iran’s nuclear program, current and former officials said. “It is one thing for the U.S. and Israel to spy on each other. It is another thing for Israel to steal U.S. secrets and play them back to U.S. legislators to undermine U.S. diplomacy,” said a senior U.S. official briefed on the matter.

The U.S. and Israel, longtime allies who routinely swap information on security threats, sometimes operate behind the scenes like spy-versus-spy rivals. The White House has largely tolerated Israeli snooping on U.S. policy makers—a posture Israel takes when the tables are turned. The White House discovered the operation, in fact, when U.S. intelligence agencies spying on Israel intercepted communications among Israeli officials that carried details the U.S. believed could have come only from access to the confidential talks, officials briefed on the matter said. Israeli officials denied spying directly on U.S. negotiators and said they received their information through other means, including close surveillance of Iranian leaders receiving the latest U.S. and European offers. European officials, particularly the French, also have been more transparent with Israel about the closed-door discussions than the Americans, Israeli and U.S. officials said.

Despite the post-Snowden spotlight on mass surveillance, the intelligence community’s easiest end-run around the Fourth Amendment since 2001 has been something called a National Security Letter. FBI agents can demand that an Internet service provider, telephone company or financial institution turn over its records on any number of people — without any judicial review whatsoever — simply by writing a letter that says the information is needed for national security purposes. The FBI at one point was cranking out over 50,000 such letters a year; by the latest count, it still issues about 60 a day. The letters look like this:

Recipients are legally required to comply — but it doesn’t stop there. They also aren’t allowed to mention the order to anyone, least of all the person whose data is being searched. Ever. That’s because National Security Letters almost always come with eternal gag orders. Here’s that part:

That means the NSL process utterly disregards the First Amendment as well. More than a year ago, President Obama announced that he was ordering the Justice Department to terminate gag orders “within a fixed time unless the government demonstrates a real need for further secrecy.” And on Feb. 3, when the Office of the Director of National Intelligence announced a handful of baby steps resulting from its “comprehensive effort to examine and enhance [its] privacy and civil liberty protections” one of the most concrete was — finally — to cap the gag orders: In response to the President’s new direction, the FBI will now presumptively terminate National Security Letter nondisclosure orders at the earlier of three years after the opening of a fully predicated investigation or the investigation’s close. Continued nondisclosures orders beyond this period are permitted only if a Special Agent in Charge or a Deputy Assistant Director determines that the statutory standards for nondisclosure continue to be satisfied and that the case agent has justified, in writing, why continued nondisclosure is appropriate.

Israel has banned Norwegian doctor and human rights activist Mads Gilbert from entering Gaza for life. Gilbert, a professor at the University Hospital of North Norway, where he has worked since 1976, earned international renown for his philanthropic work in late 2008, during Israel’s Operation Cast Lead, an attack that, according to Israeli human rights organization B’Tselem, killed roughly 1,400 Gazans, including almost 800 civilians, 350 of whom were children. The aid worker, along with fellow Norwegian doctor Erik Fosse, decided to volunteer in Gaza as soon as he heard that bombing had started, on 27 December 2008. Thanks to diplomatic and economic support (in the sum of $1 million dollar of emergency funding from the Norwegian Ministry of Foreign Affairs), the two physicians managed to arrive in the strip by 30 December.

The Israeli government prevented all international press from entering Gaza during Cast Lead (a documentary, The War Around Us, was made about the only two foreign reporters in the strip at the time), in what Gilbert called Israel’s insidious “PR plan.” The doctor, as one of the only international aid workers in Gaza, thus devoted considerable time to speaking with local Palestinian news outlets, some of whom were reporting on behalf of foreign networks including BBC, CNN, ABC, and Al Jazeera. BBC aired an interview with Gilbert, conducted in the hospital. The questions asked, and the answers garnered, were eerily similar to those he would give just five years later, during Operation Protective Edge. The interviewer began asking him to respond to Israel’s claims that it was not targeting civilians, that it was only attacking Hamas militants. Gilbert called the claim “an absolutely stupid statement” and explained that, among the hundreds of patients he had seen at that point, only two had been fighters. The “large majority” were women, children, and men civilians. “These numbers are contradictory to everything Israel says,” he reported.

The doctor directed one heart-wrenching passage to President Obama, writing “Mr Obama – do you have a heart? I invite you – spend one night – just one night – with us in Shifa. I am convinced, 100 per cent, it would change history. Nobody with a heart and power could ever walk away from a night in Shifa without being determined to end the slaughter of the Palestinian people.” Israel later attacked Shifa hospital. Doctors Without Borders (MSF) “strongly condemn[ed]” the incursion, saying it “demonstrate[d] how civilians in Gaza have nowhere safe to go.” MSF director Marie-Noëlle Rodrigue stated, in an official statement, “When the Israeli army orders civilians to evacuate their houses and their neighborhoods, where is there for them to go? Gazans have no freedom of movement and cannot take refuge outside Gaza. They are effectively trapped.” Shifa was one of the over 10 medical facilities Israel bombed in its 50-day offensive.

Powerful elites are using the credibility of the US Intelligence agencies to demonize Russia and prepare the country for war. This is the real meaning of the “Russia hacking” story which, as yet, has not produced any hard evidence of Russian complicity. Last week’s 25-page report, that was released by the Director of National Intelligence James Clapper, illustrates to what extent intelligence is being “fixed around the policy”.  Just as the CIA generated false information related to Weapons of Mass Destruction to soften public resistance to war with Iraq, so too, the spurious allegations in the DNI’s politically-motivated report are designed to depict Russia as a growing threat to US national security. The timing of the report has less to do with the election of Donald Trump as President than it does with critical developments in Syria where the Russian military has defeated US-proxies in Syria’s industrial hub, Aleppo, rolling back Washington’s 15-year War of Terror and derailing the imperialist plan to control vital resources and pipeline corridors across the Middle East and Central Asia. Russia has become the main obstacle to Washington achieving its strategic vision of pivoting to Asia and maintaining its dominant role into the next century. The Intelligence Community has been coerced into compromising its credibility to incite fear of Russia and to advance the geopolitical ambitions of deep state powerbrokers.

The “Russia hacking” flap shows how far the Intel agencies have veered from their original mandate, which is to impartially gather and analyze information that may be vital to US national security. As we have seen in the last two weeks, the leaders of these organizations feel free to offer opinions on  issues that clearly conflict with those of the new President-elect. Trump has stated repeatedly that he wants to reduce tensions and reset relations with Russia, but that policy is being sabotaged by members of the intelligence community, particularly CIA Director John Brennan who appeared just last week on PBS Newshour with Judy Woodruff. Here’s an excerpt from the interview: “We see that there are still a lot of actions that Russia is undertaking that undermine the principles of democracy in so many countries. What has happened in our recent election is not new. The Russians have engaged in trying to manipulate elections in Europe for a number of years… the Russians tried to interfere in our electoral process recently, and were actively involved in that. And that is something that we can’t countenance.” (“Interview with CIA Director John Brennan”,  PBS Newshour)

Brennan, of course, provided no evidence for his claims nor did he mention the hundreds of CIA interventions around the world. But Brennan’s accusations are less important than the fact that his appearance on a nationwide broadcast identifies him as a political advocate for policies that conflict with those of the new president. Do we really want unelected intelligence officials — whose job it is to provide the president with sensitive information related to national security– to assume a partisan role in shaping policy? And why would Brennan –whose is supposed to “serve at the pleasure of the president”– accept an invitation to offer his views on Russia when he knew they would be damaging to the new administration? Powerful people behind the scenes are obviously pushing the heads of these intelligence agencies to stick to their ‘anti-Moscow’ narrative to force Trump to abandon his plan for peaceful relations with Moscow.  Brennan isn’t calling the shots and neither are Clapper or Comey. They’re all merely agents serving the interests of establishment plutocrats whose geopolitical agenda doesn’t jibe with that of the incoming administration. If that wasn’t the case, then why would the Intelligence Community stake its reputation on such thin gruel as this Russian hacking gibberish? It doesn’t make any sense. The people who launched this campaign are either supremely arrogant or extremely desperate. Which is it?

The fact that the Obama administration is preparing to overhaul its approach and vet, train and equip the so-called moderate Syrian rebels attests to its lack of confidence in the only opposition fighters it has backed so far: the loosely organized Free Syrian Army, more a shifting franchise operation than a unified fighting force with a coherent central command.Analysts doubt that the White House's initial pledge of about $500 million will be sufficient to train and equip a new army to defeat the Islamists, who are flush with captured weapons and cash from oil smuggling and other illicit enterprises. Moreover, the Syrian rebels say their principal aim is to overthrow not the Islamists but the Syrian government, whose formidable military is backed by Iran and Russia.

In effect, this newly revamped, U.S.-backed rebel force, whenever it is ready to deploy — the buildup could take years — will be fighting a war against two powerful adversaries, Islamic State and the Syrian military. That equation hasn't generated much optimism."We spent hundreds of billions of dollars and years of effort trying to build up forces in Afghanistan and Iraq, and look at what we got for it," said Joshua Landis, a Middle East expert at the University of Oklahoma. "We don't have a partner in Syria. That's the reality of the situation."

It's not yet clear whether Washington's purported allies in Syria are completely on board with the U.S. offensive against Islamic State. One of the administration's favored moderate rebel factions, Harakat Hazm, part of the Free Syrian Army alliance and a recipient of U.S. missiles and training, issued a statement Tuesday denouncing the "external intervention" — that is, the U.S.-led bombing campaign in Syria — as "an attack on the revolution."The group said its main goal was toppling Assad. It is demanding "unconditional arming" of the Free Syrian Army, yet its members also acknowledge fighting alongside Al Nusra Front, the official Al Qaeda force in Syria.Still, the country's motley bands of fighters labeled as moderates may well be the White House's best hope for now. It has few other options.Some analysts have urged the administration to forge a limited, conditional alliance against Islamic State with the government of Syrian President Bashar Assad, a kind of lesser-of-two-evils approach. Syrian warplanes have been pummeling Islamic State positions for weeks, and Assad has long presented himself as a bulwark against regional "terrorism."

Sun Tzu, the ancient author of The Art of War, must be throwing a rice wine party in his heavenly tomb in the wake of the shirtsleeves California love-in between President Obama and President Xi Jinping. "Know your enemy" was, it seems, the theme of the meeting. Beijing was very much aware of -- and had furiously protested -- Washington’s deep plunge into China’s computer networks over the past 15 years via a secretive NSA unit, the Office of Tailored Access Operations (with the apt acronym TAO). Yet Xi merrily allowed Obama to pontificate on hacking and cyber-theft as if China were alone on such a stage. Enter -- with perfect timing -- Edward Snowden, the spy who came in from Hawaii and who has been holed up in Hong Kong since May 20th. And cut to the wickedly straight-faced, no-commentary-needed take on Obama’s hacker army by Xinhua, the Chinese Communist Party’s official press service. With America’s dark-side-of-the-moon surveillance programs like Prism suddenly in the global spotlight, the Chinese, long blistered by Washington’s charges about hacking American corporate and military websites, were polite enough. They didn’t even bother to mention that Prism was just another node in the Pentagon’s Joint Vision 2020 dream of “full spectrum dominance.” By revealing the existence of Prism (and other related surveillance programs), Snowden handed Beijing a roast duck banquet of a motive for sticking with cyber-surveillance. Especially after Snowden, a few days later, doubled down by unveiling what Xi, of course, already knew -- that the National Security Agency had for years been relentlessly hacking both Hong Kong and mainland Chinese computer networks.

But the ultimate shark fin’s soup on China’s recent banquet card was an editorial in the Communist Party-controlled Global Times.  “Snowden,” it acknowledged, “is a ‘card’ that China never expected,” adding that “China is neither adept at nor used to playing it.” Its recommendation: use the recent leaks “as evidence to negotiate with the U.S.” It also offered a warning that “public opinion will turn against China’s central government and the Hong Kong SAR [Special Administrative Region] government if they choose to send [Snowden] back.” With a set of cyber-campaigns -- from cyber-enabled economic theft and espionage to the possibility of future state-sanctioned cyber-attacks -- evolving in the shadows, it’s hard to spin the sunny “new type of great power relationship” President Xi suggested for the U.S. and China at the recent summit. It’s the (State) Economy, Stupid The unfolding Snowden cyber-saga effectively drowned out the Obama administration’s interest in learning more about Xi’s immensely ambitious plans for reconfiguring the Chinese economy -- and how to capture a piece of that future economic pie for American business. Essential to those plans is an astonishing investment of $6.4 trillion by China’s leadership in a drive to “urbanize” the economy yet further by 2020.

Putin announced that Russia has cancelled the South Stream project on December 1, 2014. Instead the South Stream pipeline project has been replaced by a natural gas pipeline that goes across the Black Sea to Turkey from the Russian Federation’s South Federal District. This alternative pipeline has been popularly billed the «Turk Stream» and partners Russian energy giant Gazprom with Turkey’s Botas. Moreover, Gazprom will start giving Turkey discounts in the purchase of Russian natural gas that will increase with the intensification of Russo-Turkish cooperation. The natural gas deal between Ankara and Moscow creates a win-win situation for both the Turkish and Russian sides. Not only will Ankara get a discount on energy supplies, but Turk Stream gives the Turkish government what it has wanted and desired for years. The Turk Stream pipeline will make Turkey an important energy corridor and transit point, complete with transit revenues. In this case Turkey becomes the corridor between energy supplier Russia and European Union and non-EU energy customers in southeastern Europe. Ankara will gain some leverage over the European Union and have an extra negotiating card with the EU too, because the EU will have to deal with it as an energy broker.

For its part, Russia has reduced the risks that it faced in building the South Stream by cancelling the project. Moscow could have wasted resources and time building the South Stream to see the project sanctioned or obstructed in the Balkans by Washington and Brussels. If the European Union really wants Russian natural gas then the Turk Stream pipeline can be expanded from Turkey to Greece, the former Yugoslav Republic (FYR) of Macedonia, Serbia, Hungary, Slovenia, Italy, Austria, and other European countries that want to be integrated into the energy project. The cancellation of South Stream also means that there will be one less alternative energy corridor from Russia to the European Union for some time. This has positive implications for a settlement in Ukraine, which is an important transit route for Russian natural gas to the European Union. As a means of securing the flow of natural gas across Ukrainian territory from Russia, the European Union will be more prone to push the authorities in Kiev to end the conflict in East Ukraine.

From the perspective of Russian Presidential Advisor Sergey Glazyev, the US is waging its multi-spectrum war against Russia to ultimately challenge Moscow’s Chinese partners. In an insightful interview, Glazyev explained the following points to the Ukrainian journalist Alyona Berezovskaya — working for a Rossiya Segodnya subsidiary focusing on information involving Ukraine — about the basis for US hostility towards Russia: the bankruptcy of the US, its decline in competitiveness on global markets, and Washington’s inability to ultimately save its financial system by servicing its foreign debt or getting enough investments to establish some sort of innovative economic breakthrough are the reasons why Washington has been going after the Russian Federation. [13] In Glazyev’s own words, the US wants «a new world war». [14] The US needs conflict and confrontation, in other words. This is what the crisis in Ukraine is nurturing in Europe. Sergey Glazyev reiterates the same points months down the road on September 23, 2014 in an article he authors for the magazine Russia in Global Affairs, which is sponsored by the Russian International Affairs Council — a think-tank founded by the Russian Foreign Ministry and Russian Ministry of Education 2010 — and the US journal Foreign Affairs — which is the magazine published by the Council on Foreign Relation in the US. In his article, Glazyev adds that the war Washington is inciting against Russia in Europe may ultimately benefit the Chinese, because the struggle being waged will weaken the US, Russia, and the European Union to the advantage of China. [15] The point of explaining all this is to explain that Russia wants a balanced strategic partnership with China. Glazyev himself even told Berezovskaya in their interview that Russia wants a mutually beneficial relationship with China that does reduce it to becoming a subordinate to Beijing. [16]

Global developments in finance and geopolitics are prompting a rethinking of the structure of banking and of the nature of money itself. Among other interesting news items: * In Russia, vulnerability to Western sanctions has led to proposals for a banking system that is not only independent of the West but is based on different design principles. * In Iceland, the booms and busts culminating in the banking crisis of 2008-09 have prompted lawmakers to consider a plan to remove the power to create money from private banks. * In Ireland, Iceland and the UK, a recession-induced shortage of local credit has prompted proposals for a system of public interest banks on the model of the Sparkassen of Germany. * In Ecuador, the central bank is responding to a shortage of US dollars (the official Ecuadorian currency) by issuing digital dollars through accounts to which everyone has access, effectively making it a bank of the people.

A major concern with stripping private banks of the power to create money as deposits when they make loans is that it will seriously reduce the availability of credit in an already sluggish economy. One solution is to make the banks, or some of them, public institutions. They would still be creating money when they made loans, but it would be as agents of the government; and the profits would be available for public use, on the model of the US Bank of North Dakota and the German Sparkassen (public savings banks). In Ireland, three political parties – Sinn Fein, the Green Party and Renua Ireland (a new party) — are now supporting initiatives for a network of local publicly-owned banks on the Sparkassen model. In the UK, the New Economy Foundation (NEF) is proposing that the failed Royal Bank of Scotland be transformed into a network of public interest banks on that model. And in Iceland, public banking is part of the platform of a new political party called the Dawn Party.

Russia plans to transform its auxiliary naval base in Tartus, Syria, into a permanent Russian military base. Situated at the eastern Mediterranean coast, the permanent base would not only increase Russia’s presence in the Mediterranean but help circumvent the Bosporus bottleneck in NATO member State Turkey. The decision comes against the backdrop of a widening Middle East war and tensions over Crimea.

Pankov’s announcement about Russia’s plans for Tartus came only days after the Russian Defense Ministry announced that it was considering to re-establish a presence at military bases it used before the discontinuation of the Soviet Union. Talks between Russia and Vietnam are reportedly ongoing, as part of the Russian Federation’s new posture. The Deputy Chairman of  the international affairs committee of Russia’s State Duma (parliament), Alexey Chapa also called for restoring Russian military bases in Latin America, Southeast Asia and Africa. The naval base in Tartus at the northwestern coast of Syria is currently used as auxiliary bas. That is, as a logistics supply base for Russian vessels and as a base to support Russian operations in Syria via the Hmeymim Air Base in Latakia province. Russia recently deployed S-400 surface to air missile batteries in Tartus. The State Duma on October 7 ratified a Russian-Syrian agreement on the open-ended deployment of the Russian air group in Syria. The agreement was signed in Damascus on August 26, 2015. Nearly a year later President Vladimir Putin submitted it to the State Duma for consideration. The Federation Council will consider the agreement on October 12.

The  establishment of a permanent naval presence in Tartus involves political posturing, An unequivocal sign that Russia, as already forecast by this author in 2012, draws a red line in the Syrian sand. The transformation of Tartus into a permanent Russian base has, however, geopolitical and strategic implications within a wider context than Syria. The Russian Black Sea fleet in Crimea would have to pass through the Bosporus and the narrow Dardanelles to reach the Mediterranean. This “choke point” is controlled by NATO member Turkey. Moreover, NATO member States have increased their naval presence in the Black Sea since the eruption of the crisis in Ukraine and Russia’s annexation of Crimea, or Crimea’s accession into the Russian Federation. Which of the two constructs one considers as valid largely depends on whether one interprets international law to the effect that self-determination has primacy over territorial integrity or whether territorial integrity has primacy over self-determination. The outcome is the same; The Russian Black Sea fleet and its access to the Mediterranean has been threatened by the escalation of the situation in Ukraine.

CIA Director John Brennan, under fire over the Senate report on the CIA’s use of torture, is facing new heat over his role in what a senior lawmaker calls an apparent coverup involving bogus intelligence used by the George W. Bush administration to help justify the 2003 invasion of Iraq.Carl Levin, D-Mich., who’s ending 36 years in the Senate, plans to press Brennan one last time to fulfill a pledge to support the full declassification of a CIA cable debunking the claim that the leader of the 9/11 hijackers met with an Iraqi intelligence officer in the Czech capital of Prague just months before the attacks.“Director Brennan’s apparent refusal to do what he has committed to do – to ask the Czech government if it objects to release of the cable – now takes on the character of a continuing coverup,” Levin plans to tell the Senate on Thursday, according to a draft of his speech obtained by McClatchy.

At a Christian Science Monitor breakfast with reporters on Wednesday, Levin said he’s been told by Czech officials that “they have no objection” to the release of the cable.Levin also pointed out that the former chief of the Czech counterintelligence service, who was in the post at the time of the alleged meeting, published a memoir this year in which he asserted that the CIA pressured him to confirm the encounter and that U.S. officials pressured the Czech government when he couldn’t do so.“Without any regard to us, they used our intelligence information for propaganda press leaks. They wanted to mine certainty from unconfirmed suspicion and use it as an excuse for military action,” wrote Jiri Ruzek. “We were to play the role of useful idiot.”The CIA declined to comment. But a U.S. intelligence official said that Levin had been told that releasing the full cable couldn’t be done without damaging intelligence sources.

The March 13, 2003, cable was sent by CIA field officers in response to a request for more information on a single-source intelligence report of a meeting in a Prague park between Atta and al Ani. The cable warned that U.S. government officials shouldn’t cite the unverified report.Even so, Cheney continued to give the report credibility in media interviews, telling CNN in June 2004 that the truth of the report hadn’t been resolved.“Those statements were simply not true,” Levin said in the draft. “The vice president was recklessly disregarding the truth, and he did so in a way calculated to maintain support for the administration’s decision to go to war in Iraq.”During his February 2013 hearing to be confirmed as CIA director, Brennan was urged by Levin to ask the Czech government if it would object to the release of the cable. “Absolutely, Senator, I will,” Brennan replied.

Duncan Campbell reports from the United States on the secret Anglo-American plan for a global electronic spy system for the 21st century capable of listening in to most of us most of the time   American, British and Allied intelligence agencies are soon to embark on a massive, billion-dollar expansion of their global electronic surveillance system. According to information given recently in secret to the US Congress, the surveillance system will enable the agencies to monitor and analyse civilian communications into the 21st century. Identified for the moment as Project P415, the system will be run by the US National Security Agency (NSA). But the intelligence agencies of many other countries will be closely involved with the new network, including those from Britain, Australia, Germany and Japan--and, surprisingly, the People's Republic of China. New satellite stations and monitoring centres are to be built around the world, and a chain of new satellites launched, so that NSA and its British counterpart, the Government Communications Headquarters (GCHQ) at Cheltenham, may keep abreast of the burgeoning international telecommunications traffic.

Both the new and existing surveillance systems are highly computerised. They rely on near total interception of international commercial and satellite communications in order to locate the telephone or other messages of target individuals. Last month, a US newspaper, the Cleveland Plain Dealer, revealed that the system had been used to target the telephone calls of a US Senator, Strom Thurmond. The fact that Thurmond, a southern Republican and usually a staunch supporter of the Reagan administration, is said to have been a target has raised fears that the NSA has restored domestic, electronic, surveillance programmes. These were originally exposed and criticised during the Watergate investigations, and their closure ordered by President Carter. After talking to the NSA, Thurmond later told the Plain Dealer that he did not believe the allegation. But Thurmond, a right-wing Republican, may have been unwilling to rock the boat. Staff members of the Permanent Select Committee on Intelligence said that staff were "digging into it" despite the "stratospheric security classification" of all the systems involved. The Congressional officials were first told of the Thurmond interception by a former employee of the Lockheed Space and Missiles Corporation, Margaret Newsham, who now lives in Sunnyvale, California. Newsham had originally given separate testimony and filed a lawsuit concerning corruption and mis-spending on other US government "black" projects. She has worked in the US and Britain for two corporations which manufacture signal intelligence computers, satellites and interception equipment for NSA, Ford Aerospace and Lockheed. Citing a special Executive Order signed by President Reagan. she told me last month that she could not and would not discuss classified information with journalists. A secret listening agreement, called UKUSA (UK-USA), assigns parts of the globe to each participating agency. GCHQ at Cheltenham is the co-ordinating centre for Europe, Africa and the Soviet Union (west of the Ural Mountains). The NSA covers the rest of the Soviet Union and most of the Americas. Australia--where another station in the NSA listening network is located in the outback--co-ordinates the electronic monitoring of the South Pacific, and South East Asia.

She is troubled, however, that Risen “makes no mention of the press,” which she considers a key member of the terrorism industry and “at least as guilty as others in his book of stirring up public anxiety for public gain.”             

Fear-mongering by officials and by the media is politically (and economically) understandable, but it is also decidedly irresponsible. Especially when public safety is the concern, it is vital to get the threats right and to evaluate counterterrorism measures in a systematic and coherent manner. Money and effort spent to deal with lesser threats is money unavailable for dealing with greater ones.     

We’ve long noted that Saudi Arabia is a huge supporter of terrorism. But the new Saudi king is particularly bad. Investors Business Daily notes: King Salman has a history of funding al-Qaida, and his son has been accused of knowing in advance about the 9/11 attacks. *** Salman once ran a Saudi charity tied to al-Qaida and has been named a defendant in two lawsuits accusing the Saudi royal family of helping the 9/11 terrorists, one of which the U.S. Supreme Court recently let move forward after years of being blocked by the State Department and the well-funded Saudi lobby. Plaintiffs have provided an enormous amount of material to source their accusations against Salman. Here’s why his ascension to the throne is not good news, especially as the terrorism threat grows: • Salman once headed the Saudi High Commission for Relief to Bosnia and Herzegovina, which served as a key charitable front for al-Qaida in the Balkans. • According to a United Nations-sponsored investigation, Salman in the 1990s transferred more than $120 million from commission accounts under his control — as well as his own personal accounts — to the Third World Relief Agency, another al-Qaida front and the main pipeline for illegal weapons shipments to al-Qaida fighters in the Balkans.

• A U.N. audit found that the money was transferred following meetings with Salman, transfers that had no legitimate “humanitarian” purpose. • Former CIA officer Robert Baer has reported that an international raid of Saudi High Commission offices found evidence of terrorist plots against America. • Baer also revealed that Salman “personally approved” distribution of funds from the International Islamic Relief Organization, which also has provided material support to al-Qaida. • A recent Gulf Institute report says Salman and former Saudi intelligence chief Prince Turki al-Faisal knowingly aided and abetted al-Qaida in the run-up to 9/11. • Salman works closely with Saudi clerics Saleh al-Moghamsy, a radical anti-Semite, and Safar Hawali, a one-time mentor of Osama bin Laden, according to the Washington Free Beacon. • In “Why America Slept,” author Gerald Posner claimed that Salman’s son Ahmed bin Salman also had ties to al-Qaida and even advance knowledge of the Sept. 11, 2001 attacks.

David Andrew Weinberg provides a superb round-up of Salman’s ties to terrorism and extremism: As former CIA official Bruce Riedel astutely pointed out, Salman was the regime’s lead fundraiser for mujahideen, or Islamic holy warriors, in Afghanistan in the 1980s, as well as for Bosnian Muslims during the Balkan struggles of the 1990s. In essence, he served as Saudi Arabia’s financial point man for bolstering fundamentalist proxies in war zones abroad. As longtime governor of Riyadh, Salman was often charged with maintaining order and consensus among members of his family. Salman’s half brother King Khalid (who ruled from 1975 to 1982) therefore looked to him early on in the Afghan conflict to use these family contacts for international objectives, appointing Salman to run the fundraising committee that gathered support from the royal family and other Saudis to support the mujahideen against the Soviets. Riedel writes that in this capacity, Salman “work[ed] very closely with the kingdom’s Wahhabi clerical establishment.” Another CIA officer who was stationed in Pakistan in the late 1980s estimates that private Saudi donations during that period reached between $20 million and $25 million every month. And as Rachel Bronson details in her book, Thicker Than Oil: America’s Uneasy Partnership With Saudi Arabia, Salman also helped recruit fighters for Abdul Rasul Sayyaf, an Afghan Salafist fighter who served as a mentor to both Osama bin Laden and 9/11 mastermind Khalid Sheikh Mohammed.

FSB source to "Komsomolskaya Pravda": "the customer of Nemtsov's murder was preparing an assassination of Vladimir Putin" The main suspect in the organization of the high-profile crime - is a commander of the Ukrainian battalion in the name of Dzhokhar Dudayev, Adam Osmayev. The correspondent of "Komsomolskaya Pravda" met with the FSB agent, who is part of the team investigating the murder of Boris Nemtsov. In an exclusive interview he spoke about the new details of the crime and named the most likely customer of the murder.

Today the investigators have irrefutable proof that all persons detained on suspicion of murder of the politician are the perpetrators, - said our source in the FSB. First of all, billing (data about calls and movements of the subscriber. - Ed.) from their mobile phones showed that they conducted surveillance of Nemtsov before the murder, following him closely. The suspects were tracked with their phones at the location where Nemtsov was present with his phone. During the murder all the detainees "were in the area": some under the bridge, some in a car, some nearby. Zaur Dadaev pulled the trigger. He first made a confession, and then, on the advice of his lawyers, took it back. But it changes nothing, the investigation has already collected compelling evidence of his guilt. I will not give details of how this was done. The pistol was thrown into the river after the crime, it was later recovered by divers. That Zaur Dadaev immediately said to the TV cameras: "I love prophet Muhammad" - is just a cover. There was no religious motive for the killings. They cynically carried out an order. They are far from devout Muslims. In fact, just real gangsters. And the most important thing. The executor of the murder was in close contact with Adam Osmaev, who recently became the commander of the Ukrainian battalion in the name of Dzhokhar Dudayev. They met, talked a lot on the phone. Zaur Dadaev and his cronies worked with Osmaev on Ukrainian affairs. And also with Chechens, who fought on the territory of Ukraine for the new regime. Zaur Dadaev was listed in the battalion "North" ("Sever") of the Chechen Interior Ministry, but while serving in it, in fact, was engaged in activities against Russia. He was associated with Osmaev by a certain relationship and mutual obligations.

The evidence is still being gathered. But I can say that today the main suspected customer of Nemtsov's murder is Adam Osmayev.

A Senate Intelligence Committee report provides the first official confirmation that the CIA secretly operated a black site prison out of Guantánamo Bay, two U.S. officials who have read portions of the report have told Al Jazeera. The officials — who spoke on condition of anonymity because the 6,600-page report on the CIA’s detention and interrogation program remains classified — said top-secret agency documents reveal that at least 10 high-value targets were secretly held and interrogated at Guantánamo’s Camp Echo at various times from late 2003 to 2004. They were then flown to Rabat, Morocco, before being officially sent to the U.S. military’s detention facility at Guantánamo in September 2006. In September 2006, President George W. Bush formally announced that 14 CIA captives had been transferred to Guantánamo and would be prosecuted before military tribunals. He then acknowledged for the first time that the CIA had been operating a secret network of prisons overseas to detain and interrogate high-value targets.

The Senate report, according to Al Jazeera’s sources, says that the CIA detained some high-value suspects on Diego Garcia, an Indian Ocean island controlled by the United Kingdom and leased to the United States. The classified CIA documents say the black site arrangement at Diego Garcia was made with the “full cooperation” of the British government. That would confirm long-standing claims by human rights investigators and journalists, whose allegations — based on flight logs and unnamed government sources — have routinely been denied by the CIA. The CIA and State Department declined Al Jazeera’s requests for comment. The Intelligence Committee last week voted 11 to 3 to declassify the report’s 480-page executive summary and 20 conclusions and findings, which incorporate responses from Republican members of the committee and from the CIA. The executive summary will undergo a declassification review, led by the CIA, with input from the State Department and the Office of the Director of National Intelligence, the U.S. officials said. The panel’s chairwoman, Democratic Sen. Dianne Feinstein, said in a statement last Thursday that the full 6,600-page report, with 37,000 footnotes, “will be held for declassification at a later time.”

Leaked details of the committee’s report have caused waves in countries like Poland, where the CIA is known to have operated a black site prison — which Polish officials continue to deny having known about. The U.S. officials who spoke to Al Jazeera said that the Senate report reveals 20 prisoners were secretly detained in Poland from 2002 to 2005. They added that Polish officials recently sought assurances from diplomats and visiting U.S. officials that the Senate report would conceal details about Poland’s role in allowing the CIA black site to be operated on Polish soil. Al Jazeera’s sources said U.S. officials reassured their Polish counterparts last year that it was almost certain that the declassified version of the report would not identify the countries that cooperated with the CIA’s detention and interrogation program.
