Planting False Evidence on Iran | Consortiumnews - 0 views

  • A month after former CIA officer Jeffrey Sterling was convicted on nine felony counts with circumstantial metadata, the zealous prosecution is now having potentially major consequences — casting doubt on the credibility of claims by the U.S. government that Iran has work on a nuclear weapons program.With negotiations between Iran and the United States at a pivotal stage, fallout from the trial’s revelations about the CIA’s Operation Merlin is likely to cause the International Atomic Energy Agency to re-examine U.S. assertions that Iran has pursued nuclear weapons.
  • In its zeal to prosecute Sterling for allegedly leaking classified information about Operation Merlin — which provided flawed nuclear weapon design information to Iran in 2000 — the U.S. government has damaged its own standing with the IAEA. The trial made public a treasure trove of information about the Merlin operation.Last week Bloomberg News reported from Vienna, where IAEA is headquartered, that the agency “will probably review intelligence they received about Iran as a result of the revelations, said the two diplomats who are familiar with the IAEA’s Iran file and asked not to be named because the details are confidential.”The Bloomberg dispatch, which matter-of-factly referred to Merlin as a “sting” operation, quoted a former British envoy to the IAEA, Peter Jenkins, saying: “This story suggests a possibility that hostile intelligence agencies could decide to plant a ‘smoking gun’ in Iran for the IAEA to find. That looks like a big problem.”
  • Investigative journalist Marcy Wheeler, my colleague at ExposeFacts, has written an extensive analysis of the latest developments. The article on her EmptyWheel blog raises key questions beginning with the headline “What Was the CIA Really Doing with Merlin by 2003?”An emerging big irony of United States of America v. Jeffrey Alexander Sterling is that the government has harmed itself in the process of gunning for the defendant. While the prosecution used innuendos and weak circumstantial evidence to obtain guilty verdicts on multiple felonies, the trial produced no actual evidence that Sterling leaked classified information. But the trial did provide abundant evidence that the U.S. government’s nuclear-related claims about Iran should not be trusted.In the courtroom, one CIA witness after another described Operation Merlin as a vitally important program requiring strict secrecy. Yet the government revealed a great deal of information about Operation Merlin during the trial — including CIA documents that showed the U.S. government to be committed to deception about the Iranian nuclear program.

America's Lead Iran Negotiator Misrepresents U.S. Policy (and International L... - 0 views

  • Last month, while testifying to the Senate Foreign Relations Committee, Wendy Sherman—Undersecretary of State for Political Affairs and the senior U.S. representative in the P5+1 nuclear talks with Iran—said, with reference to Iranians, “We know that deception is part of the DNA.”  This statement goes beyond orientalist stereotyping; it is, in the most literal sense, racist.  And it evidently was not a mere “slip of the tongue”:  a former Obama administration senior official told us that Sherman has used such language before about Iranians. 
  • Putting aside Sherman’s glaring display of anti-Iranian racism, there was another egregious manifestation of prejudice-cum-lie in her testimony to the Senate Foreign Relations Committee that we want to explore more fully.  It came in a response to a question from Senator Marco Rubio (R-Florida) about whether states have a right to enrich under the Nuclear Non-Proliferation Treaty (NPT).  Here is the relevant passage in Sherman’s reply:  “It has always been the U.S. position that Article IV of the Nuclear Non-Proliferation Treaty does not speak about the right of enrichment at all [and] doesn’t speak to enrichment, period.  It simply says that you have the right to research and development.”  Sherman goes on to acknowledge that “many countries such as Japan and Germany have taken that [uranium enrichment] to be a right.”  But, she says, “the United States does not take that position.  We take the position that we look at each one of these [cases].”  Or, as she put it at the beginning of her response to Sen. Rubio, “It has always been the U.S. position that Article IV of the Nuclear Non-Proliferation Treaty does not speak about the right of enrichment at all” (emphasis added). 
  • Two points should be made here.  First, the claim that the NPT’s Article IV does not affirm the right of non-nuclear-weapons states to pursue indigenous development of fuel-cycle capabilities, including uranium enrichment, under international safeguards is flat-out false.  Article IV makes a blanket statement that “nothing in this Treaty shall be interpreted as affecting the inalienable right of all the Parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination.”  And it’s not just “countries such as Japan and Germany”—both close U.S. allies—which affirm that this includes the right of non-weapons states to enrich uranium under safeguards.  The BRICS (Brazil, Russia, India, China, and South Africa) countries and the Non-Aligned Movement (whose 120 countries represent a large majority of UN members) have all clearly affirmed the right of non-nuclear-weapons states, including the Islamic Republic of Iran, to pursue indigenous safeguarded enrichment.  In fact, just four countries in the world hold that there is no right to safeguarded enrichment under the NPT:  the United States, Britain, France, and Israel (which isn’t even a NPT signatory).  That’s it.  Moreover, the right to indigenous technological development—including nuclear fuel-cycle capabilities, should a state choose to pursue them—is a sovereign right.  It is not conferred by the NPT; the NPT’s Article IV recognizes states’ “inalienable right” in this regard, while other provisions bind non-weapons states that join the Treaty to exercise this right under international safeguards.

  • There have been many first-rate analyses demonstrating that the right to safeguarded enrichment under the NPT is crystal clear—from the Treaty itself, from its negotiating history, and from subsequent practice, with at least a dozen non-weapons states building fuel-cycle infrastructures potentially capable of supporting weapons programs.  Bill Beeman published a nice Op Ed in the Huffington Post on this question in response to Sherman’s Senate Foreign Relations Committee testimony, see here and, for a text including references, here.  For truly definitive legal analyses, see the work of Daniel Joyner, for example here and here.  The issue will also be dealt with in articles by Flynt Leverett and Dan Joyner in a forthcoming special issue of the Penn State Journal of Law and International Affairs, which should appear within the next few days.         From any objectively informed legal perspective, denying non-weapons states’ right of safeguarded enrichment amounts to nothing more than a shameless effort to rewrite the NPT unilaterally.  And this brings us to our second point about Sherman’s Senate Foreign Relations Committee testimony. 
  • Sherman claims that “It has always been the U.S. position that Article IV of the Nuclear Non-Proliferation Treaty does not speak about the right of enrichment at all [and] doesn’t speak to enrichment, period.”  But, in fact, the United States originally held that the right to peaceful use recognized in the NPT’s Article IV includes the indigenous development of safeguarded fuel-cycle capabilities.  In 1968, as America and the Soviet Union, the NPT’s sponsors, prepared to open it for signature, the founding Director of the U.S. Arms Control and Disarmament Agency, William Foster, told the Senate Foreign Relations Committee—the same committee to which Sherman untruthfully testified last month—that the Treaty permitted non-weapons states to pursue the fuel cycle.  We quote Foster on this point:   “Neither uranium enrichment nor the stockpiling of fissionable material in connection with a peaceful program would violate Article II so long as these activities were safeguarded under Article III.”  [Note:  In Article II of the NPT, non-weapons states commit not to build or acquire nuclear weapons; in Article III, they agree to accept safeguards on the nuclear activities, “as set forth in an agreement to be negotiated and concluded with the International Atomic Energy Agency.”] 
  • Thus, it is a bald-faced lie to say that the United States has “always” held that the NPT does not recognize a right to safeguarded enrichment.  As a matter of policy, the United States held that that the NPT recognized such a right even before it was opened for signature; this continued to be the U.S. position for more than a quarter century thereafter.  It was only after the Cold War ended that the United States—along with Britain, France, and Israel—decided that the NPT should be, in effect, unilaterally rewritten (by them) to constrain the diffusion of fuel-cycle capabilities to non-Western states.  And their main motive for trying to do so has been to maximize America’s freedom of unilateral military initiative and, in the Middle East, that of Israel.  This is the agenda for which Wendy Sherman tells falsehoods to a Congress that is all too happy to accept them.

Iran Deal Opens a Vitriolic Divide Among American Jews - The New York Times - 0 views

  • This August recess has not produced the kind of fiery town hall-style meetings that greeted lawmakers in 2009 before their vote on the Affordable Care Act, but in one small but influential segment of the electorate, Jewish voters, it has been brutal. Differences of opinion among Jewish Americans may be nothing new, but the vitriol surrounding the accord between Iran and six world powers has become so intense that leaders now speak openly of long-term damage to Jewish organizations, and possibly to American-Israeli relations.

The Effort to Destroy the Iran Agreement: Chapter Two « LobeLog - 0 views

  • The voting and possible vetoing that will take place later this month thus will mark only the end of one chapter in a continuing political contest. Opponents of the agreement will continue to try to subvert it even after it enters into force. The partisan divide in sentiment on the issue, which, as Jim Lobe points out, has become increasingly sharp as reflected in opinion polls over the past year, will be one of the drivers of continued opposition. The issue has exhibited a familiar pattern in which members of the public who have little substantive knowledge of the matter of question take their cues from leaders of the party with which they most identify. A self-reinforcing cycle of adamant opposition by Republican politicians and consequent opposition by a cue-taking Republican base has put the Iranian nuclear issue on a similar trajectory as the Affordable Care Act—i.e., endless preoccupation by the Congressional portion of half the political spectrum with killing it rather than implementing it, no matter what experience may show is working or not working.
  • Efforts to kill the agreement, after the votes this month that will determine whether the agreement will go into effect, will center on getting the United States not to live up to its end of the agreement. Given that the United States has no obligations under the agreement other than to end some of the punishment it has been inflicting in the form of economic sanctions, the agreement-killing strategy will entail slapping new sanctions on Iran until Tehran is pressed passed the limits of its tolerance for such accord-circumventing behavior. The specific tactics may involve in effect restoring some of the nuclear-related sanctions that are due to be relaxed under the agreement, but under some new label such as terrorism or something having to do with other Iranian behavior. Ideas have already been advanced along these lines. Other creative ideas of opponents include having states rather than the federal government sanction Iran. All such maneuvers will make it difficult for Iranian leaders committed to observance of the agreement to deflect charges from their domestic opponents that the United States snookered Iran and that it is not in Iran’s interests to continue to live up to the agreement.
  • The U.S. presidential election calendar has given diehard opponents of the nuclear agreement added incentive to inflict lethal sabotage on the agreement within the next 16 months. The prospect of a Republican entering the White House in January 2017 may in this respect present more of a vulnerability than an opportunity for opponents. Republican presidential candidates have been competing with each other in telling the primary-voter party base how quickly and peremptorily they would renounce the agreement with Iran—with the only differences being whether it would be on the very first day in office, whether renunciation would take place before or after consulting with advisers, etc. It would be tough for any of these candidates, if elected, to back down from such an oft-repeated pledge. But such a presidential renunciation would be a more direct and blatant unilateral U.S. reneging on a multilateral accord than even some of the more aggressive sanctions-restoring tactics mentioned earlier. And such a renunciation would come after three years (counting from when the JPOA came into effect) of Iran living up to its commitments under the agreement and notmoving to make a nuclear weapon. The discomfort that the future president would be feeling in this situation would reflect what has been the underlying concern of confirmed opponents of the nuclear agreement all along: not that the accord will fail, but that it will succeed.

Sen. Menendez Top Recipient of MEK-Related Campaign Funding « LobeLog - 0 views

  • As readers of this blog already know, Sen. Robert Menendez (D-NJ) was the top congressional recipient of “pro-Israel” campaign funding in the 2012 election cycle, the last time he ran for office, according to the Center for Responsive Politics. He has since distinguished himself as the leading proponent among Senate’s Democrats of new sanctions against Iran. He has repeatedly co-sponsored sanctions legislation—with Mark Kirk (R-IL), the top recipient of pro-Israel campaign funding for the past decade—with the ostensible purpose of increasing pressure on Tehran to make far-reaching concessions at the negotiating table. It appears that Menendez has also been the top recipient of campaign funding from donors with ties to the Mojahedin-e Khalq (MeK), the cultish group that was until recently included on the State Department’s terrorism list, according to a new investigative report published Thursday by LobeLog alumni and occasional contributors Ali Gharib and Eli Clifton on The Intercept website. The article, “Long March of the Yellow Jackets: How a One-Time Terrorist Group Prevailed on Capitol Hill,” details how Menendez, then chairman of the Senate Foreign Relations Committee, maintained a hold for some six months—from July 2013 until late January 2014—on an arms package for the Iraqi government that included 24 Apache helicopters. Menendez explained publicly that he was concerned about then-Iraqi Prime Minister Nouri al-Maliki’s record of attacks against civilians and his tacitly allowing Iran to use Iraqi airspace to transport weapons to Syria.
  • But Ali and Eli cite sources that cumulatively suggest that Menendez’s position may have been influenced by intense lobbying on the part of pro-MeK individuals, including the lobbyist for one of the MeK’s political fronts and Menendez’s immediate predecessor, Robert Torricelli. Menendez finally lifted his hold after the Islamic State of Iraq and the Levant (ISIL) launched their first major offensive into al-Anbar province from bases along the Syrian-Iraqi border, taking Fallujah and most of Ramadi.
  • According to the article,Menendez accepted more than $25,000 from donors with ties to the MEK, making him the largest recipient from 2012, when the MeK was delisted that September, to the present. That’s not much compared to the well over $300,000 Menendez received from pro-Israel groups during the 2012 election cycle, but it was more than twice what was provided to the next biggest recipients, Sen. John McCain (R-AZ) and Rep. Dana Rohrabacher (R-CA). In any event, the article casts light on the seamier side of the politics around Iran, and it’s a good read besides.

He noted, pointedly, “We are backed by the P-5 plus 1” — using the diplomatic moniker for Britain, France, Russia, China and Germany, and the United States. Mr. Netanyahu, the official added, should “look carefully” at his own anti-deal coalition, which, besides congressional Republicans, consists mostly of the Sunni Arab states that all detest Israel but lately have come to fear a rising Iran more.

    Haven't made my way back to it yet, but Obama called Netanyahu to congratulate him on reelection, but gave him some marching orders, then the White House leaked enough to make it clear that the tail is no longer wagging the dog.  Coupled with this NY Times piece yesterday, Netanyahu undoubtedly got the message. He did a 180 degree about face today.

What America will offer Israel after the nuclear deal | Jewish Telegraphic Agency - 0 views

  • The moment the Iran nuclear deal becomes law, as seems increasingly likely given growing congressional support for the agreement, the focus of the U.S.-Israel conversation will shift to the question of what’s next. What more will Washington do to mitigate the Iranian threat and reassure Israel and other regional allies? For starters, President Barack Obama seems ready to offer an array of security enhancements. Among them are accelerating and increasing defense assistance to Israel over the next decade; increasing the U.S. military presence in the Middle East; stepping up the enforcement of non-nuclear related Iran sanctions; enhancing U.S. interdiction against disruptive Iranian activity in the region; and increasing cooperation on missile defense.
  • Obama in an interview Monday with the Forward attached urgency to confronting Hezbollah and other Iranian proxies. Speaking of Israel, he said, “We can do even more to enhance the unprecedented military and intelligence cooperation that we have with them, and to see, are there additional capabilities that Israel may be able to use to prevent Hezbollah, for example, from getting missiles.” The emphasis on Hezbollah was appropriate, said Uzi Arad, Netanyahu’s national security adviser from 2009 to 2011. “The president on sensing a degree of urgency with Hezbollah sooner rather than later is absolutely right,” Arad said, noting the group’s role as an Iranian proxy in helping prop up the Assad regime in Syria. “It relates to the need to uproot and to neutralize the violent and anti-American and anti-Israel radical group. It is a matter of urgent joint concern.” Arad outlined a number of areas that would enhance Israel’s sense of security in a post-deal environment, including:
  • Israeli Prime Minister Benjamin Netanyahu, not wanting to be seen as endorsing the deal while there’s still a chance Congress could scuttle it, has directed Israeli officials not to engage with U.S. officials on what could be done after the deal is in place. The Israeli envoy to Washington, Ron Dermer, has said that Israel would be ready for discussions only after options to kill the agreement formally known as the Joint Comprehensive Plan of Action are exhausted.

  • Congress has until Sept. 17 to decide whether to allow the deal to proceed. The American Israel Public Affairs Committee, which is leading the opposition to the deal, argued in a memo distributed Monday that U.S. pledges of post-deal security enhancements are inadequate.

  • Obama touched on many of these issues in a letter he sent to Rep. Jerrold Nadler, D-N.Y., on Aug. 19. “It is imperative that, even as we effectively cut off Iran’s pathways to a nuclear weapon through the implementation of the JCPOA, we take steps to ensure that we and our allies and our partners are more capable than ever to deal with Iran’s destabilizing activities and support for terrorism,” Obama said in the letter, which was first obtained by The New York Times. The president specified four areas where cooperation would be enhanced: extending defense assistance for a decade, joint missile defense research, joint efforts to improve tunnel detection (following the advances made by Hamas in its 2014 war with Israel), and “strengthening our efforts to confront conventional and asymmetric threats.” The letter persuaded Nadler to back the deal and should be a salve to Israeli security officials, said Dan Arbell, a former deputy chief of mission at the U.S. Embassy in Washington.

  • In the United States and Europe, it is unchallenged in political and media circles that intelligence documents purporting to be from a covert Iranian nuclear weapons program for which the IAEA long demanded an Iranian explanation are genuine.   But evidence has continued to accumulate that the documents - sometimes called the “laptop documents” because they were said to have been on a laptop computer belonging to one of the participants in the program - were fabricated by Israel’s foreign intelligence agency (Mossad).  We now know that the documents did not come from an Iranian participant in the alleged project, as the media were led to believe for years; they were turned over to German intelligence by the anti-regime Iranian terrorist organisation, Mujahedeen E Khalq, (MEK). I first reported this in 2008 and have now confirmed from an authoritative German source in my book on the Iran nuclear issue. The MEK was well known to have been a client of the Mossad, serving to launder Israeli intelligence claims that the Israelis did not want attributed to themselves.
  • Although it has never been mentioned in news media, former International Atomic Energy Agency (IAEA) Director General, Mohamed El Baradei recalled in his memoirs that he was doubtful of the authenticity of the documents. “No one knew if any of this was real,” he wrote in reference to the laptop documents. Another former senior IAEA official told me, “It just really didn’t add up.  It made more sense that this information originated in another country.”  And as I have detailed in articles and in my book, key documents in the collection bear clear indications of fabrication. Support for that virtually unknown part of the Iran nuclear story has come from a surprising source: a popular Israeli account, celebrating the successes of the Mossad’s covert operations. “Mossad: The Greatest Missions of the Israeli Secret Service,” first published in Hebrew in 2010, and then published in English in 2012, was Israel’s best-selling book for months in 2010. But not only does it acknowledge that it was indeed the MEK that delivered the documents, it also suggests that at least some of the documents came from the Mossad.  
  • The co-authors of the book are far from critics of Israel’s policy toward Iran; One of the co-authors, Michael Bar-Zohar, is a well-connected former member of the Israeli Knesset and former paratrooper, who had previously written an authorised biography of Shimon Peres, as well as the biography of Isser Harel, the Mossad chief who presided over the kidnapping of Adolph Eichmann in Argentina. Much of what Bar-Zohar chronicled in the book had already been reported earlier by Israeli journalists - especially Ronen Bergman of the daily Yedioth Ahronoth.  In fact, Bergman accused Bar-Zohar of plagiarising his articles for much of the book, while changing only a few words.  But one thing that Bar-Zohar and co-author Nisham Mishal did not get from other Israeli journalists, was the role of the Mossad in regard to the laptop documents.

  • Although they do not flatly state that the Mossad was the source of the documents, they certainly lead the reader to that conclusion. They begin by establishing the fact that the MEK was fronting for the Mossad in its revelation in August 2002 of Iran’s first enrichment facility at Natanz. The CIA, they write, “appeared to believe that the Mossad and the British MI6 were feeding MEK intelligence they had obtained, using the Iranian opposition as a hopefully credible source”.  And they explicitly confirm CIA’s suspicions. “According to Israeli sources,” they write, “It was, in fact, a watchful Mossad officer who had discovered the mammoth centrifuge installation at Natanz.”  Other sources, including Seymour Hersh and Connie Bruck have reported that the MEK got the intelligence on Natanz from the Israelis, but theirs is the first explicit acknowledgement attributed to an Israeli source that the MEK had revealed Natanz on the basis of Mossad intelligence.  What the Israeli co-authors do not say is that the Mossad was simply guessing at the purpose of Natanz, which the MEK mistakenly called a “fuel fabrication” facility, rather than a centrifuge enrichment facility.
  • Turning to the laptop documents, they make it clear that western intelligence had indeed obtained the documents from the MEK and suggest that the MEK got them from somewhere else. “The dissidents wouldn’t say how they had gotten hold of the laptop,” they write. They again frame the question of the origins of those documents in terms of CIA suspicions. “[T]he skeptical Americans suspected that the documents had been only recently scanned into the computer,” they write. “They accused the Mossad of having slipped in some information obtained from our own sources - and passing it to the MEK leaders for delivery to the West." Bar-Zohar and Mishal steer clear of any suggestion that the Mossad fabricated any documents, but their account leaves little doubt that they are convinced that the Mossad should be credited for the appearance of the documents. Their approach of referring to US suspicions, rather than stating it directly, appears to be a way of avoiding problems with Israeli military censors, who often clamp down on local reporting on sensitive issues while allowing references to foreign reports.
  • The authors further suggest that the Mossad was behind information later released by the MEK on Mohsen Fakhrizadeh, the Iranian physics professor said to be shown in the laptop documents as the man in charge of that purported Iranian nuclear weapons research program. The MEK disclosed such personal details as Fakhrizadeh’s passport number and his home telephone number. But the Mossad chroniclers write: “This abundance of detail and means of transmission leads one to believe that, again, “a certain secret service” ever suspected by the West of pursuing its own agenda, painstakingly collected these facts and figures about the Iranian scientists and passed them to the Iranian resistance.” I asked Bar-Zohar’s research assistant, Nilly Ovnat, whether he had Israeli sources for those statements relating to the MEK and the laptop documents. She responded by          e-mail: “Professor Bar Zohar had other sources for most of the material concerning MEK and Natanz [and the] laptop, yet they could not be mentioned and cannot be discussed.”
  • Bar-Zohar and Mishal are little concerned with whether the Mossad’s laptop caper involved fraud or not. They obviously view the Israeli intelligence agency’s use of an Iranian exile group to get out documents that had been central to the international sanctions regime against Iran as a great triumph. But whatever their reasons, their book adds another layer to the growing body of evidence showing that the Bush administration and its allies hoodwinked the rest of the world with those documents.

  • Donald Trump’s rumored picks for key foreign-policy positions have already set off alarm bells about the future administration’s embrace of war hawks and Islamophobes. Today, Washington Post columnist Josh Rogin pointed out that former New York City mayor Rudy Giuliani, who is currently reported to be under consideration for an appointment to secretary of state or attorney general, potentially violated the law when he made paid speaking appearances for the Mojahedin-e Khalq (MEK), when the State Department listed the Iranian dissident group as a foreign terrorist organization. Giuliani isn’t the only likely member of the future administration to have maintained close ties and advocated on behalf of the former terrorist group, which assassinated six Americans in Iran between 1973 and 1976. John Bolton (another rumored choice for secretary of state), Clare Lopez (who is reportedly short-listed for deputy national security adviser), and Newt Gingrich (who allegedly turned down an offer of secretary of state but has shown interest in serving as a policy adviser in the Trump administration) have all advocated for the former terrorist group and praised its cultish leader, Maryam Rajavi. Shortly after the overthrow of the Shah, the group experienced a falling out with Ayatollah Ruhollah Khomeini and fled into exile. Over the following years, the group’s leaders, Maryam and Massoud Rajavi, aligned with Saddam Hussein during the Iran-Iraq war (7,000 members fought alongside Saddam Hussein, against Iran) and shifted toward increasingly cultish behavior, mandating divorces and celibacy for their soldiers while cultivating a cult of personality around themselves.
  • Massoud Rajavi hasn’t been seen since overseeing the surrender of MEK forces to the U.S. following the 2003 invasion of Iraq. This summer, the former head of Saudi Arabia’s intelligence agency, Prince Turki bin Faisal Al Saud referred to Massoud Rajavi as “the late Massoud Rajavi,” suggesting that he may be deceased. Turki’s participation at an MEK event, meanwhile, was a tacit acknowledgement of Saudi Arabia’s support of the group. Indeed, forming opportunistic alliances has been a hallmark of the MEK. In 2012, U.S. officials told NBC News that Israel’s national intelligence agency, Mossad, was training and arming the MEK to assassinate Iranian nuclear scientists. The group seeks to portray itself as a government-in-exile and the secular, democratic alternative to Iran’s theocratic government. But the MEK’s lack of influence inside Iran and skepticism about their allegations regarding Iran’s nuclear program—for example, photographic evidence the MEK provided last year allegedly showing evidence of “Lavizan-3,” a secret uranium enrichment facility in the suburbs of Tehran, turned out to be a stock photo from an Iranian safe company – haven’t prevented the group from gaining footholds in Washington through campaign contributions and lucrative speaking gigs for politicians who praise Rajavi and call for regime change in Iran at MEK rallies. The MEK is known for paying generous sums to former officials who speak at their events. Lee Hamilton, a former chairman of the House Foreign Relations Committee who headed the Woodrow Wilson Center for 12 years, told InterPress Service that he was paid “a substantial amount” to appear on an MEK panel in 2011. Giuliani, Bolton, Lopez, and Gingrich have all sung the praises of Maryam Rajavi, called for the U.S. to work towards regime change in Tehran, and treated the MEK as a legitimate Iranian government in exile.

Gingrich, who also spoke for the group before it was delisted, told the 2016 gathering in Paris: There are no moderates in the dictatorship. The dictatorship cannot be trusted. The [nuclear] agreement made with it is insane.

Although not openly stated by bin Faisal, the new NCRI-Riyadh alliance may be expected to involve funding, intelligence sharing, and possible collaboration in operations aimed at the shared goal of overthrowing the current Tehran regime. If Lopez, Giuliani, Bolton, or Gingrich serve in the Trump administrations, the MEK will have the highest level access its ever enjoyed in the U.S. government, a remarkable journey for a fringe Islamic-Marxist group that, until 2012, was on the State Department’s terrorism list for its role in assassinating Americans.

From Energy War to Currency War: America's Attack on the Russian Ruble | Global Research - 0 views

  • Putin announced that Russia has cancelled the South Stream project on December 1, 2014. Instead the South Stream pipeline project has been replaced by a natural gas pipeline that goes across the Black Sea to Turkey from the Russian Federation’s South Federal District. This alternative pipeline has been popularly billed the «Turk Stream» and partners Russian energy giant Gazprom with Turkey’s Botas. Moreover, Gazprom will start giving Turkey discounts in the purchase of Russian natural gas that will increase with the intensification of Russo-Turkish cooperation. The natural gas deal between Ankara and Moscow creates a win-win situation for both the Turkish and Russian sides. Not only will Ankara get a discount on energy supplies, but Turk Stream gives the Turkish government what it has wanted and desired for years. The Turk Stream pipeline will make Turkey an important energy corridor and transit point, complete with transit revenues. In this case Turkey becomes the corridor between energy supplier Russia and European Union and non-EU energy customers in southeastern Europe. Ankara will gain some leverage over the European Union and have an extra negotiating card with the EU too, because the EU will have to deal with it as an energy broker.
  • For its part, Russia has reduced the risks that it faced in building the South Stream by cancelling the project. Moscow could have wasted resources and time building the South Stream to see the project sanctioned or obstructed in the Balkans by Washington and Brussels. If the European Union really wants Russian natural gas then the Turk Stream pipeline can be expanded from Turkey to Greece, the former Yugoslav Republic (FYR) of Macedonia, Serbia, Hungary, Slovenia, Italy, Austria, and other European countries that want to be integrated into the energy project. The cancellation of South Stream also means that there will be one less alternative energy corridor from Russia to the European Union for some time. This has positive implications for a settlement in Ukraine, which is an important transit route for Russian natural gas to the European Union. As a means of securing the flow of natural gas across Ukrainian territory from Russia, the European Union will be more prone to push the authorities in Kiev to end the conflict in East Ukraine.
  • From the perspective of Russian Presidential Advisor Sergey Glazyev, the US is waging its multi-spectrum war against Russia to ultimately challenge Moscow’s Chinese partners. In an insightful interview, Glazyev explained the following points to the Ukrainian journalist Alyona Berezovskaya — working for a Rossiya Segodnya subsidiary focusing on information involving Ukraine — about the basis for US hostility towards Russia: the bankruptcy of the US, its decline in competitiveness on global markets, and Washington’s inability to ultimately save its financial system by servicing its foreign debt or getting enough investments to establish some sort of innovative economic breakthrough are the reasons why Washington has been going after the Russian Federation. [13] In Glazyev’s own words, the US wants «a new world war». [14] The US needs conflict and confrontation, in other words. This is what the crisis in Ukraine is nurturing in Europe. Sergey Glazyev reiterates the same points months down the road on September 23, 2014 in an article he authors for the magazine Russia in Global Affairs, which is sponsored by the Russian International Affairs Council — a think-tank founded by the Russian Foreign Ministry and Russian Ministry of Education 2010 — and the US journal Foreign Affairs — which is the magazine published by the Council on Foreign Relation in the US. In his article, Glazyev adds that the war Washington is inciting against Russia in Europe may ultimately benefit the Chinese, because the struggle being waged will weaken the US, Russia, and the European Union to the advantage of China. [15] The point of explaining all this is to explain that Russia wants a balanced strategic partnership with China. Glazyev himself even told Berezovskaya in their interview that Russia wants a mutually beneficial relationship with China that does reduce it to becoming a subordinate to Beijing. [16]

  • It is because of the importance of Irano-Turkish and Russo-Turkish trade and energy ties that Ankara has had an understanding with both Russia and Iran not to let politics and their differences over the Syrian crisis get in the way of their economic ties and business relationships while Washington has tried to disrupt Irano-Turkish and Russo-Turkish trade and energy ties like it has disrupted trade ties between Russia and the EU. [9] Ankara, however, realizes that if it lets politics disrupt its economic ties with Iran and Russia that Turkey itself will become weakened and lose whatever independence it enjoys Masterfully announcing the Russian move while in Ankara, Putin also took the opportunity to ensure that there would be heated conversation inside the EU. Some would call this rubbing salt on the wounds. Knowing that profit and opportunity costs would create internal debate within Bulgaria and the EU, Putin rhetorically asked if Bulgaria was going to be economically compensated by the European Commission for the loss.
  • It is clear that Russian business and trade ties have been redirected to the People’s Republic of China and East Asia. On the occasion of the Sino-Russian mega natural gas deal, this author pointed out that this was not as much a Russian countermove to US economic pressure as it was really a long-term Russian strategy that seeks an increase in trade and ties with East Asia. [10] Vladimir Putin himself also corroborated this standpoint during the December 18 press conference mentioned earlier when he dismissed — like this author — the notion that the so-called «Russian turn to the East» was mainly the result of the crisis in Ukraine. In President Putin’s own words, the process of increasing business ties with the Chinese and East Asia «stems from the global economic processes, because the East – that is, the Asia-Pacific Region – shows faster growth than the rest of the world». [11] If this is not convincing enough that the turn towards East Asia was already in the works for Russia, then Putin makes it categorically clear as he proceeds talking at the December 18 press conference. In reference to the Sino-Russian gas deal and other Russian projects in East Asia, Putin explained the following: «The projects we are working on were planned long ago, even before the most recent problems occurred in the global or Russian economy. We are simply implementing our long-time plans». [12]
  • According to Presidential Advisor Sergey Glazyev, Washington is «trying to destroy and weaken Russia, causing it to fragment, as they need this territory and want to establish control over this entire space». [18] «We have offered cooperation from Lisbon to Vladivostok, whereas they need control to maintain their geopolitical leadership in a competition with China,» he has explained, pointing out that the US wants lordship and is not interested in cooperation. [19] Alluding to former US top diplomat Madeline Albright’s sentiments that Russia was unfairly endowed with vast territory and resources, Putin also spoke along similar lines at his December 18 press conference, explaining how the US wanted to divide Russia and control the abundant natural resources in Russian territory. It is of little wonder that in 2014 a record number of Russian citizens have negative attitudes about relations between their country and the United States. A survey conducted by the Russian Public Opinion Research Center has shown that of 39% of Russian respondents viewed relations with the US as «mostly bad» and 27% as «very bad». [20] This means 66% of Russian respondents have negative views about relations with Washington. This is an inference of the entire Russian population’s views. Moreover, this is the highest rise in negative perceptions about the US since 2008 when the US supported Georgian President Mikheil Saakashvili in Tbilisi’s war against Russia and the breakaway republic of South Ossetia; 40% viewed them as «mostly bad» and 25% of Russians viewed relations as «very bad» and at the time. [21]
  • In more ways than one the Turk Stream pipeline can be viewed as a reconfigured of the failed Nabucco natural gas pipeline. Not only will Turk Stream court Turkey and give Moscow leverage against the European Union, instead of reducing Russian influence as Nabucco was originally intended to do, the new pipeline to Turkey also coaxes Ankara to align its economic and strategic interests with those of Russian interests. This is why, when addressing Nabucco and the rivalries for establishing alternate energy corridors, this author pointed out in 2007 that «the creation of these energy corridors and networks is like a two-edged sword. These geo-strategic fulcrums or energy pivots can also switch their directions of leverage. The integration of infrastructure also leads towards economic integration». [8] The creation of Turk Stream and the strengthening of Russo-Turkish ties may even help placate the gory conflict in Syria. If Iranian natural gas is integrated into the mainframe of Turk Stream through another energy corridor entering Anatolia from Iranian territory, then Turkish interests would be even more tightly aligned with both Moscow and Tehran. Turkey will save itself from the defeats of its neo-Ottoman policies and be able to withdraw from the Syrian crisis. This will allow Ankara to politically realign itself with two of its most important trading partners, Iran and Russia.
  • Whatever Washington’s intentions are, every step that the US takes to target Russia economically will eventually hurt the US economy too. It is also highly unlikely that the policy mandarins in Beijing are unaware of what the US may try to be doing. The Chinese are aware that ultimately it is China and not Russia that is the target of the United States.
  • The United States is waging a fully fledged economic war against the Russian Federations and its national economy. Ultimately, all Russians are collectively the target. The economic sanctions are nothing more than economic warfare. If the crisis in Ukraine did not happen, another pretext would have been found for assaulting Russia. Both US Assistant-Secretary of State Victoria Nuland and US Assistant-Secretary of the Treasury Daniel Glaser even told the Foreign Affairs Committee of the US House of Representatives in May 2014 that the ultimate objectives of the US economic sanctions against Russia are to make the Russian population so miserable and desperate that they would eventually demand that the Kremlin surrender to the US and bring about «political change». «Political change» can mean many things, but what it most probably implies here is regime change in Moscow. In fact, the aims of the US do not even appear to be geared at coercing the Russian government to change its foreign policy, but to incite regime change in Moscow and to cripple the Russian Federation entirely through the instigation of internal divisions. This is why maps of a divided Russia are being circulated by Radio Free Europe. [17]
  • Without question, the US wants to disrupt the strategic partnership between Beijing and Moscow. Moscow’s strategic long-term planning and Sino-Russian cooperation has provided the Russia Federation with an important degree of economic and strategic insulation from the economic warfare being waged against the Russian national economy. Washington, however, may also be trying to entice the Chinese to overplay their hand as Russia is economically attacked. In this context, the price drops in the energy market may also be geared at creating friction between Beijing and Moscow. In part, the manipulation of the energy market and the price drops could seek to weaken and erode Sino-Russian relations by coaxing the Chinese into taking steps that would tarnish their excellent ties with their Russian partners. The currency war against the Russian ruble may also be geared towards this too. In other words, Washington may be hoping that China becomes greedy and shortsighted enough to make an attempt to take advantage of the price drop in energy prices in the devaluation of the Russian ruble.

If Russia’s banks and financial institutions are weakened with the aim of creating financial collapse in the Russian Federation, Moscow can introduce fiscal measures to help its banks and financial sector that could create economic shockwaves in the European Union and North America. Speaking in hypothetical terms, Russia has lots of options for a financial defensive or counter-offensive that can be compared to its scorched earth policies against Western European invaders during the Napoleonic Wars, the First World War, and the Second World War. If Russian banks and institutions default and do not pay or delay payment of their derivative debts and justify it on the basis of the economic warfare and economic terrorism, there would be a financial shock and tsunami that would vertebrate from the European Union to North America. This scenario has some parallels to the steps that Argentina is taken to sidestep the vulture funds.

Washington has taken on more than it can handle, this may be why the US government has announced an end to its sanctions regime against Cuba and why the US is trying to rekindle trade ties with Iran. Despite this, the architecture of the post-Second World War or post-1945 global order is now in its death bed and finished. This is what the Kremlin and Putin’s presidential spokesman and press secretary Dmitry Peskov mean when they impart—as Peskov stated to Rossiya-24 in a December 17, 2014 interview — that the year 2014 has finally led to «a paradigm shift in the international system».

  • A summary of a draft bill, which I obtained from a source who asked to remain anonymous, is circulating that is designed (almost certainly by AIPAC) to appeal to those Democrats eager to “kiss and make up” after their defiance of Washington’s most powerful foreign-policy lobby group (whose reputation for omnipotence just took a very heavy hit) and its funders. While much of the summary appears innocuous and consistent with the administration’s own policy and intentions, it also contains a number of “poison pills,” which, if approved, appear calculated to raise new obstacles to implementation and Tehran’s confidence that the U.S. will fully comply with both the spirit and the letter of the JCPOA. With proposed banking sanctions, for example, it appears to do what Fred Kagan and the policy director of the neo-conservative Foreign Policy Initiative (FPI), Juan Zarate, have urged with respect to codifying existing non-nuclear sanctions and reducing or eliminating the president’s waiver authority. (See the Mikulski post for more details.) It also would set up a process for “expedited procedures” that can be used by Congress to approve new terrorism-related sanctions against Iran under certain circumstances and create a Coordinator for Compliance whose responsibilities include not only overseeing Iran’s implementation of the JCPOA but also reporting on non-nuclear issues (like terrorism) that are outside the scope of the agreement.
  • Yet another provision would authorize the delivery to Israel of Washington’s most powerful Massive Ordinance Penetration munitions (MOPs) and the means to deliver them against Iran’s nuclear facilities, a move that administration officials have long said they strongly oppose. This would be one part of a much-enhanced package of military assistance for Israel. Other provisions appear designed to effectively “renegotiate” certain provisions of the JCPOA; for example, by eliminating the exemption of any contracts agreed between Iran and foreign companies during the agreement’s implementation phase in the event that sanctions are “snapped back.” It also requires Iran to abide by the Non-Proliferation Treaty’s (NPT) Additional Protocol as of “adoption day,” even if the Iranian parliament has not yet ratified the Protocol. We hear that the sponsors intend to push this through Congress as a companion to the disapproval resolution. The idea is to enable nervous Democrats to demonstrate their strong support for Israel and their undiluted distrust and hostility toward Iran. They reportedly fear that if this measure isn’t enacted now, then it could prove much more difficult to pass once Iran begins implementing the JCPOA, and particularly if and when the IAEA declares that Iran has cleared up long-pending questions regarding “possible military dimensions” (PMD) of its nuclear program. The IAEA expects to conclude its PMD-related inspections by mid-October and issue a final report by December 15. In response, the Iranian government denied on Wednesday that any such programme existed and declared the International Atomic Energy Agency investigation closed. In Washington, the state department said the report was proof of the administration’s own conclusions. “The IAEA report is consistent with what the US has long assessed with high confidence,” spokesman Mark Toner said. “We made this public first in our 2007 national intelligence estimate and that is that Iran had a nuclear weapons program that was halted in 2003.” Toner noted that the IAEA found no evidence of any weapons activity after 2009, adding that the report cleared the way for the investigation to be closed and for implementation to proceed of a comprehensive nuclear deal agreed in July between Iran, the US and five other major powers.

  • One of the untold stories of the recent Syria-driven diplomatic flurry is how Moscow has been silently working on mollifying both Saudi Arabia and Turkey behind the scenes. That was already the case when the foreign ministers of US, Russia, Turkey and Saudi Arabia met before Vienna.Vienna was crucial not only because Iran was on the table for the first time but also because of the presence of Egypt – incidentally, fresh from recent discovery of new oil reserves, and engaging in a reinforced relationship with Russia.The absolute key point was this paragraph included in Vienna’s final declaration: “This political process will be Syrian-led and Syrian-owned, and the Syrian people will decide the future of Syria.”It’s not by accident that only Russian and Iranian media chose to give the paragraph the appropriate relevance. OPEC’s latest report assumes a basket of crude oil to be quoted at only $55 in 2015, and to rise by $5 a year reaching $80 only by 2020. This state of affairs does not suit either Moscow or Riyadh.

So we have the proverbial “international actors” in the region de facto aiding ISIS/ISIL/Daesh to sell crude to smugglers for as low as $10 a barrel.Saudis – as much as Russian intel - have noted how ISIS/ISIL/Daesh is able to take over the most advanced US equipment that takes months to master, and instead integrate it into their ops at once. This implies they must have been extensively trained. The Pentagon, meanwhile, sent and will be sending top military across “Syraq” with an overarching message: if you choose Russia we won’t help you.ISIS/ISIL/Daesh, for their part, never talks about freeing Jerusalem. It’s always about Mecca and Medina.

Feds operated yet another secret metadata database until 2013 | Ars Technica - 0 views

  • In a new court filing, the Department of Justice revealed that it kept a secret database of telephone metadata—with one party in the United States and another abroad—that ended in 2013. The three-page partially-redacted affidavit from a top Drug Enforcement Agency (DEA) official, which was filed Thursday, explained that the database was authorized under a particular federal drug trafficking statute. The law allows the government to use "administrative subpoenas" to obtain business records and other "tangible things." The affidavit does not specify which countries records were included, but specifically does mention Iran. This database program appears to be wholly separate from the National Security Agency’s metadata program revealed by Edward Snowden, but it targets similar materials and is collected by a different agency. The Wall Street Journal, citing anonymous sources, reported Friday that this newly-revealed program began in the 1990s and was shut down in August 2013.
  • The criminal case involves an Iranian-American man named Shantia Hassanshahi, who is accused of violating the American trade embargo against Iran. His lawyer, Mir Saied Kashani, told Ars that the government has clearly abused its authority. "They’ve converted this from a war on drugs to a war on privacy," he said. "[Hassanshahi] is not accused of any drug crime but they used this drug enforcement information to gather information against him, that's contrary to the law, and we will revisit that. We will bring motions in the court and we will appeal if necessary." Neither the DEA nor the Department of Justice immediately responded to Ars' query as to whether this program is continuing under a different authority.
  • The story begins in 2011, when a Department of Homeland Security (DHS) agent received a tip about someone who might be in violation of American sanctions against Iran. The source provided an e-mail from an Iranian businessman, Manoucher Sheiki, who was involved in acquiring power grid equipment. A second Homeland Security agent, Joshua Akronowitz, wrote in a 2013 affidavit that he searched Sheiki’s Iranian phone number in this database, but declined to explain exactly what kind of database it was. Akronowitz found that the Iranian number came up exactly one time in the database, and was linked to an 818 number, based in Los Angeles County. That number turned out to be the Google Voice number of Hassanshahi. DHS then subpoenaed Google, and got Hassanshahi’s call log and later, metadata on his Gmail account. By early 2012, the agency found out that he was set to return to Los Angeles from Iran. At LAX Airport, customs agents seized his phone, laptop, thumb drives, camcorder, and SIM cards and sent them to Homeland Security. Last year, Kashani, Hassanshahi’s lawyer, argued that this evidence should be suppressed on account that it was the "fruit of the poisonous tree"—obtained via illicit means. In support of his arguments, Kashani cited an important ongoing NSA-related lawsuit, Klayman v. Obama, which remains the only instance where a judge has order the NSA metadata program to be shut down—that order was stayed pending an appeal. (Earlier this month, Ars explored Klayman and other pending notable surveillance cases.)

  • In a December 2014 opinion in the Hassanshahi case, US District Judge Rudolph Contreras allowed the evidence, but also required that the government provide a "declaration summarizing the contours of the law enforcement database used by Homeland Security Investigations to discover Hassanshahi’s phone number, including any limitations on how and when the database may be used." To comply with the judge’s order, Robert Patterson, the assistant special agent in charge of the DEA, wrote in the Thursday filing: As noted, this database was a federal law enforcement database. It could be used to query a telephone number where federal law enforcement officials had a reasonable articulable suspicion that the telephone number at issue was related to an ongoing federal criminal investigation. The Iranian number was determined to meet this standard based on specific information indicating that the Iranian number was being used for the purpose of importing technological goods to Iran in violation of United States law. Previously, the government had not revealed exactly how it began its investigation of Hassanshahi, and only referred cryptically to "[DHS]-accessible law enforcement databases," in Akronowitz’ 2013 and  2014 affidavits.
  • Similarly, other privacy-minded legal experts questioned the government’s tactics in this new revelation. "We just don’t know about the scope of these things, and that’s what’s disturbing," Andrew Crocker, a legal fellow at the Electronic Frontier Foundation, told Ars. His colleague, Hanni Fakhoury, an EFF attorney who used to be a federal public defender, added that he was "not surprised." "Bulk surveillance technologies and the dangerous legal theories that are used to support them trickle down, and here's a prime example of that," he wrote by e-mail. "The DEA's mandate is of course important but not at the level of national security where as you know there are serious legal questions about the propriety of this collection of phone metadata. And if the DEA has a program like this, it wouldn't surprise me if other agencies do too for other sorts of records the government has claimed it can collect with a subpoena (like bank records)."
  • Patrick Toomey, an attorney with the American Civil Liberties Union, chimed in to say that this indeed was a clear example of government overreach. "This disclosure underscores how the government has expanded its use of bulk collection far beyond the NSA and the national-security context, to rely on mass surveillance in ordinary criminal investigations," he said by e-mail. "It’s now clear that multiple government agencies have tracked the calls that Americans make to their parents and relatives, friends, and business associates overseas, all without any suspicion of wrongdoing," Toomey continued. "The DEA program shows yet again how strained and untenable legal theories have been used to secretly justify the surveillance of millions of innocent Americans using laws that were never written for that purpose."

  • Saudi Arabia, one of the wealthiest countries in the world, is experiencing serious financial problems. The ongoing plummeting of oil prices is forcing the Saudis to be more careful with money. Tens of billions of dollars invested abroad are making a return to the kingdom. In July 2015, Saudi Arabia’s authorities, for the first time in 8 years, issued governmental bonds worth $4 bn.
  • Bloomberg reports that Saudi Arabia has already withdrawn $50-70 bn, which it had previously invested worldwide through management companies. It is noteworthy that the country has been withdrawing funds for the past six months. For example, Saudi Arabia’s SAMA Foreign Holdings reached its maximum in August 2014, having amounted to $737 bn. But since then, the fund has been shrinking because oil prices have dropped more than twice in this period. Saudi Arabia’s budget deficit is forecast to reach 20%; however, reduction of expenditures still remains a sensitive topic. In the context of the continuous fall in oil prices, Riyadh has worked out a plan to gradually reduce public spending to cope with a sharp decrease in budget revenues caused by the slumping oil prices. It shouldn’t be ruled out that the drying up of the source of funding, that militants used to receive from the Saudis, against the backdrop of a certain degree of success of the government troops as well as the increasing military and technical assistance to Syria on the part of Russia, have convinced many “oppositionists” to surrender and change masters.
