International day for persons with disabilities on 3rd December - Note on schemes for the welfare of persons with disabilities and concessions available to them. The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. OFFER ON INTERNATIONAL DISABILITY DAY Wheelchair @ 4499 INR Tricycle @ 6500 INR Legislative Framework: There are four important legislations dealing on disabilities issues- The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, has laid the foundation of recognition of rights for Persons with Disabilities and has facilitated development of specific programmes for their education, rehabilitation, employment, non-discrimination and social security. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. China is planning a considerable expansion of its foreign aid programs with a particular focus on infrastructure projects in countries along the land and maritime Silk Road trading routes, government officials said on Monday. The country is planning to initiate a number of strategically important aid projects to help improve transportation, energy and telecommunications in those countries, according to the Ministry of Commerce, which is responsible for administrating the country's foreign aid programs. Projects involving construction and improvement of roads, railways, ports and airports are already being implemented in countries including Laos, Myanmar, Nepal and in Central Asia, Yu Zirong, deputy director-general of the foreign aid department at the ministry, told a news conference in Beijing. "China's growing future foreign aid program will be tilted toward neighboring countries and those in the Silk Road region," Yu said. The planned shift in direction for Chinese foreign aid is a direct result of President Xi Jinping's proposed national strategy to revive the centuries-old trading routes connecting Asia and Europe, experts said. The newly created 40 billion yuan ($6.5 billion) Silk Road fund and the Beijing-initiated Asian Infrastructure Investment Bank are expected to facilitate China's foreign aid programs in the future, they said. "Such a shift indicates that China will be more inclined to offer assistance to Asia and neighboring countries," said Wang Luo, a researcher at the Chinese Academy of International Trade and Economic Cooperation. "It does not mean that the percentage of China's foreign aid to Africa will drop. It just means that Asia and countries along the Silk Road will get a greater share as China grows its aid spending," she said. More than 90 percent of graduates from 75 universities overseen by the Ministry of Education (MOE) got jobs in 2014, the ministry said recently. Seventy-four universities of the 75 had an employment rate of above 90 percent last year, with only one's employment rate standing at 88.62 percent, according to the ministry statistics. High Speed Train from Panama to Chiriqui If you are planning a move to Panama this information is for you. Recently on February 2nd, a meeting was held between the working teams of Panama and the Republic of China to define the methodology and working mechanism for the feasibility study of this project. The Companies Amendment Act, 2017 ("Amendment Act") was executed with the sole determination to resolve the challenges arising upon the implementation of the Companies Act 2013.. The primary basis for the Amendment Act 2013, is the report of the Company Law Committee(CLC). The Ministry of Corporate Affairs ("MCA") had established the Company Law Committee with the approval to: (a) Pass instructions on the challenges arising from the enactment of the Companies Act 2013. (b) Review the approvals received from the Bankruptcy Law Reforms Committee, the Law Commission of India, and other agencies, the High-Level Committee on Corporate Social Responsibility. In the beginning, The Ministry of Corporate Affairs (MCA) had disclosed 43 sections of the Amendment Act compatible to its notification dated 9 February, 2018. It also briefed 28 additional sections on 7 May, 2018. As a practice, the modifications released (dated 7 May, 2018) have provided improved transparency on the clarification of the various provisions of the Companies Act.
