    After noting that two major sources of support for postsecondary institutions - state appropriations and university endowments - are down, the report goes on to point out that the demand for public higher education is growing as more people seek skills needed for today's workforce. The report also finds while higher education generally saw declining state support in FY 2009, funds made available through the American Recovery and Reinvestment Act (ARRA) allowed certain states to slightly increase spending on higher education in FY 2010. Even with ARRA funds, 23 states spent less on higher education in FY 2010 than FY 2009. State policy developments in response to revenue declines highlighted by NCSL include California's efforts to decrease enrollment, Florida's decision to tighten residency requirements, and the reduction or elimination of programs in North Carolina, South Dakota, and Utah. The report concludes with a table summarizing the significant higher education funding developments in the states over the past two years.

To be sure, the evidence about whether students are learning is fragmentary, imperfect, and discouraging. Most distressing are the results of the 1992 National Adult Literacy Survey and the 2003 National Assessment of Adult Literacy, which show that average literacy levels among adults with bachelor's degrees have declined over time. That's on top of the fact that the overall level is low: On average, four-year college graduates have only an "intermediate" level of literacy, meaning that they are capable of doing only "moderately challenging literacy activities." Further, data collected from the National Survey of America's College Students-which used the literacy survey-show that "20 percent of U.S. college students completing four-year degrees-and 30 percent of students earning two-year degrees-have only basic quantitative literacy skills, meaning they are unable to estimate if their car has enough gasoline to get to the next gas station or calculate the total cost of ordering office supplies.""

    Private Gains, Public Stagnation March 7, 2011 The median base salary increase for faculty members in 2010-11 was 1.1 percent, with increases of 0.0 percent at four-year public institutions and 2.0 percent at private institutions, according to a report being released today by the College and University Professional Association for Human Resources. For public institutions, this is the second year in a row where the median increase is no increase at all. The median increase for faculty members at private institutions last year was 0.1 percent, so that sector is seeing a real rebound this year. In 2008-9, private institutions also outpaced publics in the size of the median increase in faculty salaries -- 4.0 percent to 3.5 percent.

    Delivering courses in cyberclassrooms has gained broad acceptance among top college leaders, but the general public is far less convinced of online education's quality, according to new survey data released this week by the Pew Research Center, in association with The Chronicle. Just over half of the 1,055 college presidents queried believe that online courses offer a value to students that equals a traditional classroom's. By contrast, only 29 percent of 2,142 adult Americans thought online education measured up to traditional teaching. The presidents' survey included leaders of two-year and four-year private, public, and for-profit colleges and was conducted online. The public survey was conducted by telephone. The gauge of differing perceptions comes at a critical moment for online education. Just 10 years ago, few colleges took teaching onto the Internet, and skepticism about the practice was the norm among professors and university leaders.
