Seventy years ago, the Austrian-born Harvard lecturer and conservative political economist Joseph Schumpeter popularized the now famous description of the logic of capitalism, Capitalism, Socialism, and Democracy. The opening of new markets, foreign or domestic … illustrate(s) the same process of industrial mutation - if I may use that biological term - that incessantly revolutionizes the economic structure from within, incessantly destroying the old one, incessantly creating a new one. This process of Creative Destruction is the essential fact about capitalism. Our colleges and universities, especially those in the United States, are among the most conservative institutions in the world. The rollback of public investment in, pressure for access to, and indeterminate impact of globalization on postsecondary education all contribute to significant disorientation in our thinking about the future of the university. And then there are the disruptive impacts of information technology that only exacerbate the general set of contradictions that we associate with higher education. The official unemployment rate in 1982 exceeded 10%, but apples-to-apples unemployment (counting it the way we do today) was over 16%. Inflation was north of 6% and the prime interest rate reached 21.5% in June 1982. Things weren't much better in the UK where deindustrialization had resulted in unemployment over 20% in many regions, and where the 'workshop of the world' became a net importer of goods for the first time ever. It's always darkest before the dawn. So few recognized we were on the verge of a revolution in information technology that would drive productivity increases across almost all industries and create new ones over the next two decades. If there's any consensus at all in today's debate about how to rekindle economic growth, it's the importance of education, and particularly higher education. We need more educated workers to innovate and increase productivity. Not coincidentally, the largest industry that has not seen much in the way of productivity improvements since 1982 is education. All but a handful of the 170 million students currently enrolled at tertiary institutions around the world are learning the way their parents and grandparents learned (often learning virtually the same curriculum). The 'sage on a stage' model remains unchanged, and the well over $1 trillion in annual spending on higher education continues to be directed to the same functions. And so the stage (if not the sage) is set for the world to focus on higher education as it never has before, and for dramatic changes in programs, delivery models, costs and learning outcomes. While the private sector will play a key role in this next revolution, it cannot succeed alone. Traditional universities and colleges - public and private -- will be the crucibles of change, in partnership with entrepreneurs and companies. The

    "January 24, 2012 Colleges Can Take 4 Steps to Assure Quality, Group Says By Dan Berrett Increasing the percentage of college graduates in the United States has become a collective aspiration of policy makers, advocates for higher education, and President Obama. But this push for quantity will mean little if colleges cannot demonstrate the quality of the degrees they confer, says an advocacy group. The group, the New Leadership Alliance for Student Learning and Accountability, released today a set of guidelines it says will help colleges assess and improve student achievement and, in the process, better demonstrate the quality of their offerings. The guidelines are being presented at the Council for Higher Education Accreditation's annual meeting in Washington, with endorsements from 27 organizations, chiefly accreditors and associations. The guidelines stake out four broad principles of assessment and accountability for a college to follow: setting ambitious goals for the outcomes of undergraduate education; gathering evidence about how the institution is faring in pursuit of those outcomes; using that evidence to improve learning; and sharing the results. The essential idea is to clearly articulate and make intentional the objectives that guide student learning, said David C. Paris, executive director of the alliance. "That's our goal," he said, "an evidence-based profession." The alliance was started in 2009 by several higher-education leaders and foundations to respond to growing calls for accountability in the sector. The assumption was that colleges needed to define how they would substantiate student learning-or lawmakers would do it for them. The new guidelines expand on the alliance's previous efforts, including a statement of principles to guide student learning, which were released in 2008, and a pledge by more than 100 college presidents to take steps at their institutions that are largely identical to the ones set out in the new guidelines. But how exactly do universities factor into the wealth, innovation, and economic competitiveness of their host nations? To get at this, my colleague Charlotta Mellander and I looked into the statistical associations between a nation's concentration of leading universities and broader measures of economic competitiveness, innovation, human capital and social well-being. We based our analysis on a statistical technique that enables us to control for the effects of population size. While correlation is not causation (none of these findings prove that anything more than an association exists) the results are nonetheless striking. In fact, they number among the very strongest I have ever seen in this type of analysis. The concentration of great universities in a nation is extraordinarily closely related to its economic competitiveness. It is closely associated with economic output per capita (.74), total factor productivity (.77) and overall competitiveness (.71) based on the Global Competitiveness Index developed by Harvard's Michael Porter. Universities are also a key force in technology. A nation's concentration of leading universities is closely associated with its level of innovation, measured as patents (.78) and its research and development expenditures (.74). While Stanford's role in Silicon Valley-style high-technology entrepreneurship is the stuff of legend, universities are closely associated with the entrepreneurial level of nations. The concentration of world-class universities is closely associated with a nation's level of entrepreneurship as measured on the Global Entrepreneurship Monitor (.69). Last year an Obama administration official launched an attack on the legitimacy of for-profit colleges and universities. Although that official subsequently resigned his position in the Department of Education, the measures he promoted took on a life of their own. Now the for-profits are faced with what could be an existential crisis. The legal challenges have driven down the stock prices of the publicly-traded institutions and a daunting new regulation is about to take effect. The story has been well-reported in the Chronicle. The former official who got the anti-for-profit ball rolling is Robert Shireman, who served as deputy undersecretary of education, until his resignation in July. Shireman jawboned the accrediting associations to be tougher on for-profits; called for a new system whereby each individual state in which an online university does business would have the right to regulate the enterprise; and pushed for the now notorious idea that for-profit colleges and universities would have to show high levels of "gainful employment" for their graduates in the fields they studied. His animus against the for-profits didn't seem to sit all that well with the rest of the Obama administration. On May 11, Secretary of Education Arne Duncan went to a policy forum held by the for-profit DeVry University and declared that the for-profits play a "vital role" in educating underserved populations. Shireman had played a key role in the Obama administration's successful effort to abolish the role of commercial lenders in making Title IV federally-guaranteed student loans and replacing that system with direct lending managed by the Department of Education. In mid-January, the University of Chicago Press published their gloomy account of the quality of undergraduate education, Academi­cally Adrift: Limited Learning on College Campuses. Since then the two sociologists have been through a torrent of radio interviews and public lectures. In the first days after the book's release, they had to handle a certain amount of breathless reaction, both pro and con, from people who hadn't actually read it. But now that more people in higher education have had time to digest their arguments, sophisticated conversations are developing about the study's lessons and about its limitations. Many college leaders are praising the ambition of Mr. Arum and Ms. Roksa's project, and some say they hope the book will focus new attention on the quality of undergraduate instruction. When the authors spoke last month at the annual meeting of the Association of American Colleges and Universities, in San Francisco, the ballroom far overfilled its capacity, and they were introduced as "rock stars." But three lines of skepticism have also emerged. Fiirst, some scholars say that Academically Adrift's heavy reliance on the Collegiate Learning Assessment, a widely used essay test that measures reasoning and writing skills, limits the value of the study. Second, some people believe the authors have not paid enough attention to the deprofessionalization of faculty work and the economic strains on colleges, factors that the critics say have played significant roles in the ero­sion of instructional quality. As CEO of Kaplan, Inc., he often defends the role of for-profit colleges in an evolving marketplace, peppering versions of his stump speech with tales about the creation of public universities and community colleges. His point is that some skepticism about for-profits is similar to the snobbery those older sectors faced from elite private higher education. Rosen goes further in his debut book, Change.edu: Rebooting for the New Talent Economy, which attempts to paint a picture of higher education's future as well as its history. He also takes a turn as a journalist of sorts - an interesting twist for the former general counsel of the Washington Post Co. - writing about his campus visits to other institutions, a couple of which are Kaplan competitors. The book is ambitious in its scope, particularly for an author with obvious vested interests. But most reviewers have given Rosen high marks. Kirkus Reviews writes: "Incredibly, his argument never comes off as self-serving; the author's thorough exploration of 'Harvard Envy' and the rise of 'resort' campuses is both fascinating and enlightening." Long an article of faith for most faculty members, tenure is being put on the defensive almost everywhere, including within the academy itself. During the past decade, the numbers of tenured and tenure-track professors have sharply declined from nearly one-half of the faculty to about one-third. Most courses in four-year colleges and universities as well as community colleges are now taught by contingent faculty, including part-time adjuncts, graduate students, and holders of full-time nontenure-track positions. Does anyone care? Tenure is rooted in the American Association of University Professors statement on academic freedom and tenure that for many faculty members has become tantamount to religious dogma, impervious to forces of change, regardless of source. The dogma is that the common good is served by the free pursuit of truth under the principles of academic freedom, buttressed by the lifetime job security of tenure. While an individual's tenure may be revoked for cause, this rarely used action is protected by extraordinary and lengthy procedural requirements equivalent to a trial. If tenure is so vital, why is it on the defensive and, in fact, seriously losing ground? Where is the public outrage? There is none outside the confines of higher education, and even there it is hardly universal. Three factors are in play. First, the large expansion of higher education in the United States during the past 50 years has stripped the academy of its mystery as a cloistered monastery. The curtain has been opened, revealing the meaning and consequences of the tenure system. As with any dogma, religious or secular, once its status as truth is questioned and its claims considered dubious, true believers are left with a leap of faith. As universities contribute more and more to the local economy through research, reputation and building, they're seen not only as educational and cultural institutions, but economic development tools. But how much should cities rely on universities? This essentially was the question posed to four university professors at a panel discussion in Los Angeles. Hosted by Zocalo Public Square and moderated by The Chronicle for Higher Education editor Jeff Selingo, the event asked whether universities can save cities. "We really can't believe that universities can save cities," said Gene Block, chancellor at the University of California Los Angeles. He argues that even though universities contribute to a city's culture and economy, they can't be fully relied upon to solve major foundational problems should they arise. And so far they haven't, according to Rice University President David Leebron. "I don't really see it so much as a question of whether universities can save cities. Cities generically aren't really in any danger," Leebron said. "The real question, I think, is can universities make our cities more competitive, and more competitive on a global scale?" Leebron said universities can play a major role in helping cities provide jobs and education that attract people and businesses from all over the world. "That's both in terms of what they can contribute to the economic advancement of the city, but also importantly what the universities contribute to the quality of life in the city and the quality of governance in the city," Leebron said. Students pack the room and stare intently at computer terminals. Missing, however, is the voice of a professor lecturing to the class. This modular classroom is a computer lab, not a lecture hall. There is no podium or other central spot for a professor. Several instructors are here, however, hovering around the room and helping students one at a time. Their role looks more like that of tutors than professors. Welcome to the "emporium" approach to remedial mathematics, a major change in teaching style. Remedial math is perhaps the biggest stumbling block in higher education. Roughly 60 percent of incoming community college students are unprepared for college-level work, typically in math and English, and place into developmental courses (the preferred term among academics). Success rates are the worst for math, and only a small portion of remedial math students ever complete a single college-level math course. Many get frustrated at their lack of progress and drop out, a major impediment in the push to get more Americans into and out of higher education with a credential. "The issue of remedial math is the key for the completion agenda," says Louis Soares, director of the postsecondary education program at the Center for American Progress. The problem was severe even at Montgomery College, which is widely considered to be a top two-year institution. Prior to the college's developmental math redesign, which went into effect this year, about half of the students who needed remedial math placed into the lowest levels of the developmental program. Of that group, just 15 percent successfully completed a college-level math course within 3.5 years of entry, according to college officials. I imagine that these questions also haunt the dreams of people who work in publishing? All these questions, and more, make reading How a Book is Born: The Making of The Art of Fielding a worthwhile investment of our time. The barriers to reading this book are actually amazingly low. This Kindle Single is only $1.99. At 62 pages, it will not take much time. And if you have read Harbach's The Art of Fielding (a terrific campus novel), then description this backstory is probably irresistible. One thing we learn from How A Book Is Born is that publishing is very big business: "……total book sales in the United States last year were $13.9 billion - and twice that if you include textbooks and other educational materials. Random House, the biggest of the so-called Big Six publishers, brings in about $2.5 billion a year in revenue; Hachette Book Group, at the smaller end of the Big Six, brings in about $700 million. Michael Pietsch's Little, Brown, which sold 21 million books in 2010, accounted for more than a quarter of that. The vast majority of publishers' revenue (100 percent, in the case of Little, Brown) is from the sale of books and subsidiary rights to books; for the moment, publishers really have no other way to make money."     Breaking Bad Habits: Navigating the Financial Crisis by Dennis Jones and Jane Wellman The "Great Recession" of 2009 has brought an unprecedented level of financial chaos to public higher education in America. Programs are being reduced, furloughs and layoffs are widespread, class sizes are increasing, sections are being cut, and students can't get into classes needed for graduation. Enrollment losses upwards of several hundred thousand are being reported-and only time will tell whether the situation is even worse. Reports of budget cuts in public institutions in the neighborhood of 15 to 20 percent (Pennsylvania, Virginia, New York, Florida, and California) are becoming common. Halfway through the 2009-2010 fiscal year, 48 states were projecting deficits for 2011 and 2012 (NASBO, 2009). Although states are reluctant to raise taxes, they evidently have less of a problem letting tuitions go up. And up they are going-California, Oregon, Washington, New York, Wisconsin, and Florida announced increases ranging from 10 to 33 percent. The normally tuition-resistant Florida legislature has authorized annual increases in undergraduate tuitions of 15 percent per year until they reach national averages for public four-year institutions. Around the country, the increases are setting off student protests reminiscent of the 1960's, variously directed at campuses, system boards, legislatures, and governors-complete with reports of violence and arrests. The New Normal Higher education has been through tough times before. The pattern of the last two decades has been a zigzag of reductions in state funds for higher education during times of recession, followed by a return to revenue growth about two years after the state coffers refill. But resources have not returned to pre-recession levels. So the overall pattern has been a modest but continuous decline in state revenues.     "Disruption, Delivery and Degrees February 9, 2011 WASHINGTON -- Many college professors and administrators shudder at comparisons between what they do and what, say, computer or automobile makers do. (And just watch how they bristle if you dare call higher education an "industry.") But in a new report, the man who examined how technology has "disrupted" and reshaped those and other manufacturing industries has turned his gaze to higher education, arguing that it faces peril if it does not change to meet the challenge. The report, "Disrupting College," was also the subject of a panel discussion Tuesday at the Center for American Progress, which released the report along with the Innosight Institute. (A video recording of the event is available here.) Clayton M. Christensen, the Robert and Jane Cizik Professor of Business Administration at Harvard Business School, coined the term "disruptive innovation" in a series of books (among them The Innovator's Dilemma and The Innovator's Solution) that examined how technological changes altered existing markets for key products and services, usually by lowering prices or making them available to a different (and usually broader) audience. While Christensen's early work focused on manufacturing industries and commercial services like restaurants, he and his colleagues, in their more recent studies, have turned to key social enterprises such as K-12 education and health care. America's constellation of higher education institutions is ripe for such an analysis, Michael B. Horn, executive director of education at the Innosight Institute and a co-author of the report, said during Tuesday's event. Old-fashioned charismatic heroes have always been in short supply, but now they are almost completely gone as we search for someone-anyone-who will bring us out of the misery and uncertainty of economic collapse, natural disasters and tiny leaders such as the tea party's Michelle Bachmann. Apple's Steve Jobs is being pressed to move on, former Vice President Al Gore is missing in action from the global climate debate, Nobel Prize winner and micro-finance innovator Muhammad Yunus is under fire for predatory lending, and even Greg Mortenson, the celebrated author of Three Cups of Tea, has been pulled from his perch as failed mountain climber turned force for good. If the revolutions now roiling the Middle East are any indication, the exemplary leadership moments we do witness today are being driven more by crowds than the charismatic, great men celebrated in books and stories. So maybe it's time we change those stories. If only higher education would admit it. Leadership fellowships still mostly go to individuals, not teams; leadership programs are still siloed in separate schools; leadership is still mostly taught using the great-man theory; and university hierarchies are dominated by, well, individuals. Our higher education system will only play its role in revitalizing a culture of leaders if it first cures its own addiction to Type-A leadership. 'Leader' is becoming a plural term, as the Type-A mythic figure is increasingly replaced Type-B collective leadership and Type-C crowded-sourced action. Colleges and universities need more of this collective and crowd-sourced leadership themselves. Students who are low income, Hispanic and black are least likely to be prepared for college-level coursework, and females are slightly less likely to be ready than males. Little of the prior research in this area has focused on the contribution of high school courses to demographic and socioeconomic gaps in secondary and postsecondary success. Purpose: To estimate how much of the racial, socioeconomical and gender gaps in high school and postsecondary outcomes are determined by the courses that students take while in high school. Findings/Results: Less than half of the black and poor students and just over half of the Hispanic students in the sample were prepared for college-level math - far below the readiness rates for whites, Asian and nonpoor students. 1. The courses students take in high school contribute significantly to their college readiness, with the largest gains occurring at Algebra 2 (the minimum level of math required to graduate even with a college preparatory diploma in Florida is Algebra 1). 2. The slight male advantage in college math readiness is not explained by course-taking differentials because female students already take more advanced math courses than males.     During one of the most tumultuous periods of higher education transformation, some of the individuals most responsible for governing universities appear content to sit back and let others call the plays, a new report finds. In "Still On The Sidelines," released Wednesday by Public Agenda, a New York-based nonprofit research organization, researchers -- through a series of anonymous interviews with 39 trustees -- concluded that the majority of board members believe their role is to select and support good institutional leaders, rather than to directly question university administrators and initiate reforms, even as they recognize that higher education faces unprecedented challenges. "We are a policy board," the report quoted one anonymous chairman of a two-year public college board as saying. "We don't get involved in the day-to-day operations. Our president comes to us with different proposals and ideas, which we discuss and, if appropriate, approve or deny." "I think the primary ideas have to come from your executive with support from your trustees, and with ideas coming from the trustees," another community college board chairman said. "Frankly, I can't think of too many ideas that have come from the trustees that were not first proposed by the administration." At a time when many in higher education are questioning whether traditional models of financing a university and educating students need to be revamped, the Public Agenda report indicates that most trustees are not willing to broach such issues on campus or engage in the wider debate. The report's findings also raise questions about the breakdown of responsibility between institutional administrators and governing boards, as well as how involved trustees should be in managing the daily operations of campus and shaping an institution's strategic vision.     "January 23, 2012 Invisible Gorillas Are Everywhere By William Pannapacker By now most everyone has heard about an experiment that goes something like this: Students dressed in black or white bounce a ball back and forth, and observers are asked to keep track of the bounces to team members in white shirts. While that's happening, another student dressed in a gorilla suit wanders into their midst, looks around, thumps his chest, then walks off, apparently unseen by most observers because they were so focused on the bouncing ball. Voilà: attention blindness. The invisible-gorilla experiment is featured in Cathy Davidson's new book, Now You See It: How the Brain Science of Attention Will Transform the Way We Live, Work, and Learn (Viking, 2011). Davidson is a founder of a nearly 7,000-member organization called Hastac, or the Humanities, Arts, Sciences, and Technology Advanced Collaboratory, that was started in 2002 to promote the use of digital technology in academe. It is closely affiliated with the digital humanities and reflects that movement's emphasis on collaboration among academics, technologists, publishers, and librarians. Last month I attended Hastac's fifth conference, held at the University of Michigan at Ann Arbor. Davidson's keynote lecture emphasized that many of our educational practices are not supported by what we know about human cognition. At one point, she asked members of the audience to answer a question: "What three things do students need to know in this century?" Without further prompting, everyone started writing down answers, as if taking a test. While we listed familiar concepts such as "information literacy" and "creativity," no one questioned the process of working silently and alone. And noticing that invisible gorilla was the real point of the exercise.
