Old-fashioned charismatic heroes have always been in short supply, but now they are almost completely gone as we search for someone-anyone-who will bring us out of the misery and uncertainty of economic collapse, natural disasters and tiny leaders such as the tea party's Michelle Bachmann. Apple's Steve Jobs is being pressed to move on, former Vice President Al Gore is missing in action from the global climate debate, Nobel Prize winner and micro-finance innovator Muhammad Yunus is under fire for predatory lending, and even Greg Mortenson, the celebrated author of Three Cups of Tea, has been pulled from his perch as failed mountain climber turned force for good. If the revolutions now roiling the Middle East are any indication, the exemplary leadership moments we do witness today are being driven more by crowds than the charismatic, great men celebrated in books and stories. So maybe it's time we change those stories. If only higher education would admit it. Leadership fellowships still mostly go to individuals, not teams; leadership programs are still siloed in separate schools; leadership is still mostly taught using the great-man theory; and university hierarchies are dominated by, well, individuals. Our higher education system will only play its role in revitalizing a culture of leaders if it first cures its own addiction to Type-A leadership. 'Leader' is becoming a plural term, as the Type-A mythic figure is increasingly replaced Type-B collective leadership and Type-C crowded-sourced action. Colleges and universities need more of this collective and crowd-sourced leadership themselves. They need integrated programs that span hardened, even sclerotic, academic disciplines; new curricula that emphasizes the role of teams; flat hierarchies; and i

The wonderful thing about higher ed is that when one institution innovates it grows the pie for all of us - we all benefit. Cheer 2 - Risk Taking: What I love most about MITx is MIT leaders' willingness to learn as they go. Rather than endlessly talk about the next innovation that will make it possible to offer high quality postsecondary education to large numbers of people at affordable prices, MIT is actually doing something. I have no doubt that the MITx model will change and morph over time, but the only way to figure this out is to run lots of experiments and be willing to fail, learn, and evolve. Cheer 3 - Recruiting: A program like MITx raises my opinion of MIT as a parent (my kids launch in 2015 and 2017), potential donor and even a potential employee. The market for higher ed talent is worldwide, and the best people are motivated by mission and culture. MITx is a clear stake in the ground about MIT's values. Question 1 - Platform?: From what I understand from the articles, MITx will run on a new platform that MIT is developing on its own, and that will be made open source. Is this a totally new platform? Are existing open source LMS platforms like Sakai or Moodle utilized at all? What platforms will be utilized for course videos?     "January 24, 2012 Colleges Can Take 4 Steps to Assure Quality, Group Says By Dan Berrett Increasing the percentage of college graduates in the United States has become a collective aspiration of policy makers, advocates for higher education, and President Obama. But this push for quantity will mean little if colleges cannot demonstrate the quality of the degrees they confer, says an advocacy group. The group, the New Leadership Alliance for Student Learning and Accountability, released today a set of guidelines it says will help colleges assess and improve student achievement and, in the process, better demonstrate the quality of their offerings. The guidelines are being presented at the Council for Higher Education Accreditation's annual meeting in Washington, with endorsements from 27 organizations, chiefly accreditors and associations. The guidelines stake out four broad principles of assessment and accountability for a college to follow: setting ambitious goals for the outcomes of undergraduate education; gathering evidence about how the institution is faring in pursuit of those outcomes; using that evidence to improve learning; and sharing the results. The essential idea is to clearly articulate and make intentional the objectives that guide student learning, said David C. Paris, executive director of the alliance. "That's our goal," he said, "an evidence-based profession." The alliance was started in 2009 by several higher-education leaders and foundations to respond to growing calls for accountability in the sector. The assumption was that colleges needed to define how they would substantiate student learning-or lawmakers would do it for them. The new guidelines expand on the alliance's previous efforts, including a statement of principles to guide student learning, which were released in 2008, and a pledge by more than 100 college presidents to take steps at their institutions that are largely identical to the ones set out in the new guidelines. I'm not quite sure how this status is determined-especially given our declining position in the OECD rankings-but we seem to have adopted the belief that the problems in the U.S. education system reside in elementary and secondary schools, not on college campuses. Perhaps it's just a sign of the times in which we live. Modesty, it seems, is out of style. In a thought-provoking talk at the Washington Ideas Forum this week, the New York Times columnist David Brooks maintained that we live in an era of "expanded conception of self." That attitude, he believes, results in the trends we have witnessed in recent years toward increased consumption, polarization, and risk. "We have moved from a culture of self-effacement to one of self-expansion," Brooks said. In some ways, the Brooks lecture was a fitting endnote to a conversation earlier in the day at the forum where I gathered with a dozen education, business, and think-tank leaders for a spirited discussion of the state of the American higher-ed system. After two hours of talking, there was no more agreement on how to improve the system than when we had walked into the room. Indeed, the diversity of constituencies represented in the room couldn't even settle on what the system should be doing. (That was despite the best efforts of the moderator, Clive Crook, who as a Brit admitted at the outset how confusing and complex the U.S. higher-ed system is.)     Breaking Bad Habits: Navigating the Financial Crisis by Dennis Jones and Jane Wellman The "Great Recession" of 2009 has brought an unprecedented level of financial chaos to public higher education in America. Programs are being reduced, furloughs and layoffs are widespread, class sizes are increasing, sections are being cut, and students can't get into classes needed for graduation. Enrollment losses upwards of several hundred thousand are being reported-and only time will tell whether the situation is even worse. Reports of budget cuts in public institutions in the neighborhood of 15 to 20 percent (Pennsylvania, Virginia, New York, Florida, and California) are becoming common. Halfway through the 2009-2010 fiscal year, 48 states were projecting deficits for 2011 and 2012 (NASBO, 2009). Although states are reluctant to raise taxes, they evidently have less of a problem letting tuitions go up. And up they are going-California, Oregon, Washington, New York, Wisconsin, and Florida announced increases ranging from 10 to 33 percent. The normally tuition-resistant Florida legislature has authorized annual increases in undergraduate tuitions of 15 percent per year until they reach national averages for public four-year institutions. Around the country, the increases are setting off student protests reminiscent of the 1960's, variously directed at campuses, system boards, legislatures, and governors-complete with reports of violence and arrests. The New Normal Higher education has been through tough times before. The pattern of the last two decades has been a zigzag of reductions in state funds for higher education during times of recession, followed by a return to revenue growth about two years after the state coffers refill. But resources have not returned to pre-recession levels. So the overall pattern has been a modest but continuous decline in state revenues.     July 22, 2010 The Four Quadrants of Administrative Effectiveness Leadership Careers Illustration By Rob Jenkins First, a confession: I ripped off the basic premise for this column from an essay called "The Right Kind of Nothing," by Michael C. Munger, a professor of political science and chair of the department at Duke University. Munger argued in that January column that the best administrators are those who accept a high degree of responsibility for what goes on in their territory but don't feel the need to control everything. They know, that is, when to do "the right kind of nothing." After 18 years as a midlevel administrator at three different community colleges, I heartily concur. And, having obtained Munger's gracious permission, I would like to expand on his ideas. In doing so here, I borrow also from Stephen R. Covey, who in The 7 Habits of Highly Effective People, designs a memorable matrix around the concepts of "important" and "urgent." By placing those two concepts on X and Y axes, he creates four quadrants: urgent but not important, important but not urgent, both urgent and important, and neither urgent nor important. Following Covey's model, I've placed Munger's concepts of responsibility and control on similar X and Y axes to create what I call the four quadrants of administrative effectiveness. Each one represents a certain type of administrator. High responsibility, low control. High responsibility, high control. Low responsibility, low control. Low responsibility, high control.

Last month the university announced, to mild fanfare, an invention that could be similarly transformative, this time for higher education itself. It's called MITx. In that small lowercase letter, a great deal is contained. MITx is the next big step in the open-educational-resources movement that MIT helped start in 2001, when it began putting its course lecture notes, videos, and exams online, where anyone in the world could use them at no cost. The project exceeded all expectations-more than 100 million unique visitors have accessed the courses so far. Meanwhile, the university experimented with using online tools to help improve the learning experience for its own students in Cambridge, Mass. Now MIT has decided to put the two together-free content and sophisticated online pedagogy­-and add a third, crucial ingredient: credentials. Beginning this spring, students will be able to take free, online courses offered through the MITx initiative. If they prove they've learned the materi­al, MITx will, for a small fee, give them a credential certifying as much. In doing this, MIT has cracked one of the fundamental problems retarding the growth of free online higher education as a force for human progress. The Internet is a very different environment than the traditional on-campus classroom. Students and employers are rightly wary of the quality of online courses. And even if the courses are great, they have limited value without some kind of credential to back them up. By Jennifer Gonzalez Community colleges are brimming with programs and policies designed to help students complete their studies. Practices like requiring orientation and establishing early-academic-warning systems have sprouted since 2009, when President Obama announced that he wanted to make the United States the best-educated country in the world by 2020. Now the questions for the nation's community colleges are: Which of the practices work and why? And perhaps most important, how do colleges expand them to cover all students? A new, multiyear project led by the Center for Community College Student Engagement will attempt to get some answers. The research organization plans to analyze data from four different but related surveys and produce reports annually for the next three years. The surveys represent responses from the perspective of entering and experienced students, faculty members, and institutions. Kay M. McClenney, the center's director and a senior lecturer in the Community College Leadership Program at the University of Texas at Austin, says the project will allow community colleges to make more-informed decisions about how they spend money and about the type of policies and programs they want to emphasize. The first of three reports, "A Matter of Degrees: Promising Practices for Community College Student Success" was released last week. It draws attention to 13 strategies for increasing retention and graduation rates, including fast-tracking remedial education, providing students with experiential learning, and requiring students to attend orientation. Rosen, chief executive of Kaplan and author of a new book on for-profit colleges Enlarge Image By Robert M. Shireman It is clear that Andrew Rosen, the chief executive of Kaplan, wants to leave readers of Change.edu with the idea that for-profit colleges are innovative, efficient, and effective in serving people left out by traditional higher education, and that their bad reputation is the result of unfair attacks. I picked up Rosen's book wanting to see how the power of the market can transform the enterprise and improve student learning. Instead, I am now more concerned about the hazards of for-profit colleges than I was before. The eye-opening, gasp-inducing elements involve Rosen's descriptions of the intense pressures on company executives to produce quick, huge profits for investors by shortchanging students. "An investor who wants to make a quick hit can, at least theoretically, buy an institution, rev up the recruitment engine, reduce investment in educational outcomes," and deliver "a dramatic return on investment." The nefarious temptation is not just theoretical, though, and Rosen says so when he introduces the case of abuses by the Career Education Corporation. "There will always be some leaders who choose to manage for the short term ... particularly when they hold the highly liquid equity stakes that the leadership of private-sector institutions sometimes receive as part of their compensation. This isn't a theoretical issue; it has happened." The word "always" concerns me. Always as in: This can't be fixed? And how many are the "some" who would eagerly dismiss student needs in the pursuit of a rapid, profitable expansion? Canada is now the global leader in higher education among young adults, with 55.8 percent of that population holding an associate degree or better as of 2007, the year of the latest international ranking. The United States sits 11 places back, with 40.4 percent of young adults holding postsecondary credentials. The report, to be presented Thursday to Capitol Hill policymakers, is backed by a commission of highly placed educators who have set a goal for the United States to reclaim world leadership in college completion -- and attain a 55 percent completion rate -- by 2025. Today we're pleased to present a reply from David C. Paris, executive director of the presidential alliance's parent organization, the New Leadership Alliance for Student Learning and Accountability: I was very pleased to see the responses to the announcement of the Presidents' Alliance as generally welcoming ("commendable," "laudatory initiative," "applaud") the shared commitment of these 71 founding institutions to do more-and do it publicly and cooperatively-with regard to gathering, reporting, and using evidence of student learning. The set of comments is a fairly representative sample of positions on the issues of evidence, assessment, and accountability. We all agree that higher education needs to do more to develop evidence of student learning, to use it to measure and improve our work, and to be far more transparent and accountable in reporting the results. The comments suggest different approaches-and these differences are more complementary than contradictory-to where we should focus our efforts and how change will occur. I'd suggest that none of us has the answer, and while each of these approaches faces obstacles, each can contribute to progress in this work. For William Chace, Cliff Adelman, and Michael Poliakoff, the focus should be on some overarching measures or concepts that will clearly tell us, our students, and the public how well we are doing. Obtaining agreement on a "scale and index," or the appropriate "active verbs" describing competence, or dashboards and other common reporting mechanisms will drive change by establishing a common framework for evaluation. Students who are low income, Hispanic and black are least likely to be prepared for college-level coursework, and females are slightly less likely to be ready than males. Little of the prior research in this area has focused on the contribution of high school courses to demographic and socioeconomic gaps in secondary and postsecondary success. Purpose: To estimate how much of the racial, socioeconomical and gender gaps in high school and postsecondary outcomes are determined by the courses that students take while in high school. Findings/Results: Less than half of the black and poor students and just over half of the Hispanic students in the sample were prepared for college-level math - far below the readiness rates for whites, Asian and nonpoor students. 1. The courses students take in high school contribute significantly to their college readiness, with the largest gains occurring at Algebra 2 (the minimum level of math required to graduate even with a college preparatory diploma in Florida is Algebra 1). 2. The slight male advantage in college math readiness is not explained by course-taking differentials because female students already take more advanced math courses than males. Those in higher education who continue hand-wringing over the relative merits of online learning and other technology-driven platforms will soon find themselves left in the dust of an up-and-coming generation of students who are seeking knowledge outside academe. Such was an emerging consensus view here Monday, as college leaders gathered for the TIAA-CREF Institute's 2010 Higher Education Leadership Conference. "We're still trying to fit the Web into our educational paradigm.… I just don't think that's going to work," said Mary Spilde, president of Lane Community College, in Eugene, Ore. Today's students are "pretty bored with what we do," she added. In a notable acknowledgment of the tail wagging the dog, several panelists alluded here to the possibility that if colleges don't change the way they do business, then students will change the way colleges do business. College leaders don't yet know how to credential the knowledge students are gaining on their own, but they may soon have to, said Mark David Milliron, deputy director for postsecondary improvement at the Bill & Melinda Gates Foundation. We are not far from the day when a student, finding unsatisfactory reviews of a faculty member on ratemyprofessors.com, will choose to take a class through open courseware online and then ask his home institution to assess him, Milliron said. Colleges need to prepare for that reality, he said. While the concept of a self-educated citizenry circumventing the traditional system of higher education may have sounded far-fetched a decade ago, the fact that the likes of Spilde gave it more than lip service marks something of a shift. A session here at the Council of Independent Colleges' conference for presidents opened with the sort of joke that goes over well in a room full of top administrators: "How many faculty members does it take to change a light bulb?" The punchline: "Change?" But, seriously, many of the colleges represented here are facing challenges that may require some major and even drastic changes. Faculty members, with their reputations for recalcitrance, are often seen as barriers to change. In the session, a scholar of higher education from Harvard University discussed the traits and motivations of the latest generation of faculty members, while two presidents talked about ways they had worked with faculty members to steer their colleges through crises. Cathy A. Trower, research director for the Collaborative on Academic Careers in Higher Education at Harvard, argued that the oldest professors-those born as late as 1945, who are called "traditionalists"-have attitudes about their careers that are very different from the youngest academics', like the Millennials'. Traditionalists tend to be loyal to employers, for example, while Gen-Xers are skeptical. Baby boomers are seeking titles and recognition for their work, while Millennial employees are primarily interested in meaningful work. Ms. Trower said that new scholars primarily want the same things that older scholars want, but the world around all of them has changed, with new methods for distributing scholarly work (for example, digitally), longer work hours, a decline among scholarly presses and longer lead times for publication, and greater financial pressures on scholarly work and departments."

    "If Engineers Were to Rethink Higher Ed's Future September 27, 2011, 10:27 pm By Jeffrey Selingo Atlanta - Walk into a college president's office these days, and you'll probably find a degree hanging on the wall from one of three academic disciplines: education, social sciences, or the humanities and fine arts. Some 70 percent of college leaders completed their studies in one of those fields, according to the American Council on Education. You're unlikely to discover many engineering degrees. Just 2 percent of college presidents are engineers. Yet, when we think of solving complex problems, we normally turn to engineers to help us figure out solutions. And higher education right now is facing some tough issues: rising costs; low completion rates; and delivery systems, curricula, and teaching methods that show their age. So what if engineers tackled those problems using their reasoning skills and tested various solutions through simulations? Perhaps then we would truly design a university of the future. That's the basic idea behind Georgia Tech's new Center for 21st Century Universities. The center is officially described as a "living laboratory for fundamental change in higher education," but its director, Rich DeMillo, describes it in terms we can all understand: higher education's version of the Silicon Valley "garage." Yudof, who knows a thing or two about confronting diminished resources, suggested on Monday that it's a mistake to believe that small-scale changes in purchasing agreements or reduced course offerings will rescue the University of California system, where Mr. Yudof is president. Instead, colleges will need to aggressively alter the way they deliver courses, relying more heavily on online instruction, he said. It is a "myth" in higher education that "we can cut our way into survival," Mr. Yudof said. Enter Carol A. Twigg, who offered an alternative here on Tuesday. As president and chief executive of the National Center for Academic Transformation, Ms. Twigg has argued for more than a decade that, when used effectively, technology can both improve student achievement and reduce costs. "This is not rocket science," she said during a presentation. The center has redesigned courses on more than 100 college campuses, and Ms. Twigg points toward a body of evidence suggesting that course sections can be scaled up to serve many more students without sacrificing quality. Reshef is the founder and president of the University of the People, a tuition-free online institution that enrolled its first class of students in 2009. UoPeople strives to serve the vast numbers of students who have no access to traditional higher education. Some can't afford it, or they live in countries where there are simply no good colleges to attend. Others live in rural areas, or identify with a culture, an ethnicity, or a gender that is excluded from public services. UoPeople students pay an application fee of between $10 and $50 and must have a high-school diploma and be proficient in English. There are also small fees for grading final exams. Otherwise, it's free. The university takes advantage of the growing body of free, open-access resources available online. Reshef made his fortune building for-profit higher-education businesses during the rise of the Internet, and he noticed a new culture of collaboration developing among young people who grew up in a wired world. So UoPeople relies heavily on peer-to-peer learning that takes place within a highly structured curriculum developed in part by volunteers.
