Budget 2010-11 and Service Tax On Purchase of Under Construction Property The budget 2010-11 brought rude shocking and a lot of confusion to prospective home buyers. But don't get too shocked, you won't pay service tax on the entire amount. The budget has suggested 10 per cent service tax on construction. For the past one month, many city builders have been asking purchasers to start paying up the service tax. Buyers are shock and say they were not informed of the additional levy when they had booked the flats. As per the budget, the service tax will be charged on only those residential projects which are still under construction.

As the year draws to a close, many people in the real estate start thinking about their tax preparation and returns. Here are a few real estate-related tax deductions to remember when you're meeting with your accountant or preparing your return: 1. Mortgage interest - self explanatory 2. Settlement costs - origination points, title fees, appraisal costs, etc 3. Depreciation - a lot of people miss this one. Can get a little complicated, but generally speaking you can deduct a "depreciation in value" from your original purchase price, as if the property were to steadily drop to no value over the course of 27.5 years. 4. As per the budget proposal for 2010-11, the finance ministry has suggested service tax on construction and sale of property. Service Tax is a tax levied on service providers in India. The objective behind levying service tax is to reduce the degree of intensity of taxation on manufacturing and trade without forcing the government to compromise on the revenue needs. As per the budget proposal, the finance ministry has suggested 10 per cent service tax on construction and sale of property.There is a false impression being created that prices will go up by 10 per cent but the fact is that 10 per cent service tax is levied only on 33 per cent of the value.

Service Tax is a tax levied on service providers in India. All service providers in India, except those in the state of Jammu and Kashmir, are required to pay Service Tax. Back in Coatesville, since 2005, the district has sold many of delinquent property tax claims to third parties through deals brokered by Municipal Revenue Services, a private firm. The Local Daily News obtained four years of delinquent property tax claim documents from The Harrisburg Authority, a public body in the state's capital. At a meeting of the school board's finance meeting, board member, Joe Dunn, unexpectedly proposed a motion banning the school district from making such deals in the future. Said Dunn, "For certain tax flow implications from years gone by, and credit risk reasons, the district had a policy … of selling its delinquent taxes. It made sense when you had both interest rate risk and credit risk", he said. "The credit risk came from the fact that you could delay the sale of a tax-delinquent property for years. If you had a good lawyer you could stretch it out eight, nine, 10 years. So there was some credit risk that you could allow the property to decline, then by the time the district or the tax agency was able to collect you would not be able to collect the full value of the tax because the property is deteriorated below the value of the taxes owed."

The real estate in India is at a crucial phase at present. While the real estate has been growing at a hurricane pace in the last decade or so, recent slump has put clouds of doubts hovering over the high rises of India. Sales have been dropping and the contribution of real estate to the economy has also slumped from 10.6% in 2011 to 6.5% in 2012. Although recent rate cut has been welcomed by the really players, the changes in Service Tax Act have made it more expensive to own a home.

The NRAS is a Federal and State initiative designed to stimulate the rental market. What it has turned out to be is a real boom for investors, gosh! Where do I sign? It should be noted that the National Rental Assistance Scheme is not designed as a social welfare program but was seen as a necessity to supply a shortfall of rental accommodation evident in the market, primarily for the target market of essential services workers (Fire, Nurses, Teachers, Police etc) NRAS provides investors with TAX FREE incentives of up to $8,672 per dwelling per year for the first ten years. This can be taken as cash, or as Tax Credits. For the incentive, owners agree to rent the houses out at a discount of between 20 - 25% of the market rate. The rental is administered by QAHC on a 10 year lease which provides security, income is indexed every year AND independently assessed to market in years 1, 4 and 7. At the completion of the 10 year lease the property is fully reconditioned and handed back.
