PROPOSAL: We as fellow occupiers of Oscar Grant Plaza propose that on Wednesday November 2, 2011, we liberate Oakland and shut down the 1%. We propose a city wide general strike and we propose we invite all students to walk out of school. Instead of workers going to work and students going to school, the people will converge on downtown Oakland to shut down the city. All banks and corporations should close down for the day or we will march on them. While we are calling for a general strike, we are also calling for much more. People who organize out of their neighborhoods, schools, community organizations, affinity groups, workplaces and families are encouraged to self organize in a way that allows them to participate in shutting down the city in whatever manner they are comfortable with and capable of. The whole world is watching Oakland. Let's show them what is possible.

Chokri Belaïd, a secular, anti-Islamist member of the National Constituent Assembly, was assassinated last week. The backlash of the assassination is causing strife in Tunisian politics. His widow has accused Ennahda of playing a role in the assassination, "which sparked mass demonstrations, attacks on Ennahda headquarters and clashes with security forces throughout the country." The Prime Minister, a high-ranking official in Ennahda, has declared his wish to form a non-partisan government of technocrats to manage the socio-political crisis. He has also declared that he will resign from his position if he's not allowed to do so. So things really are deteriorating. qt: Four opposition groupings-Belaïd's own Popular Front bloc, the Call for Tunisia party (Nidaa Tounes), the Al Massar party, and the Republican Party-announced that they were pulling out of the National Constituent Assembly and called for a one-day general strike last Friday, the day of Belaïd's funeral. The principal Tunisian trade union federation, the UGTT (Tunisian General Union of Labour) backed the call, resulting in the first general strike in Tunisia in 35 years. Reportedly, over one million people took part in Belaïd's funeral procession in Tunis on Friday, many calling for the fall of the Ennahda government and a second revolution. ... Much of the bourgeoisie, both secular and Islamist, has swung behind Jebali's proposal. The business journal l' Economiste asserts that "the prime minister's initiative and his proposal to form a non-political government of technocrats is a minimum response, but salutary. The rejection of this reasonable solution by his own party is evidence of the internal divisions that are eating away at Ennahda..." ... President Barack Obama Monday revealed his new U.S. healthcare reform proposal -- a blend of House and Senate plans along with his own recommendations.

The madness that is the proposed tax repatriation holiday is continuing and gathering steam. More and more members of congress are coming out of the woodwork, scratching their chins in contemplative consideration as it were, pretending that they've just realized what a great day a corporate tax holiday would be - not that they've taken gazillions of dollars from the firms lobbying for it or anything. The latest convert seems to be Nevada Democrat Shelley Berkley. Berkley's plan is to offer a pseudo-holiday - not the full-fledged happy-ending massage the companies wanted (i.e. a reduction from 35 percent+ to 5.25 percent) but a mere ten-point shave: Representative Shelley Berkley, a Nevada Democrat, is the latest lawmaker to consider legislation allowing multinational companies to send offshore profits to the U.S. at a reduced tax rate. Her proposal, which was confirmed yesterday by Berkley's communications director, David Cherry, would allow companies to return profits to the U.S. at a 25 percent tax rate, 10 percentage points below the maximum statutory rate. Most companies publicly supporting a holiday, such as Duke Energy Corp., have spoken favorably of the 5.25 percent rate that is being offered by Representative Kevin Brady, a Texas Republican. One thing that people must understand about this tax repatriation business is that it's a wholly bipartisan affair. It's not solely the work of evil Republicans. This is a scheme that requires heavies in both parties to help ram the knotty, hard-to-sell legislation through. On the Democratic side, unsurprisingly, the main actor is going to be Chuck Schumer. John Kerry is also involved with this nastiness. Barbara Boxer led the 2004 effort and the failed 2009 campaign to get a holiday, and is rumored to be lurking somewhere in this business. Note that Cisco, a California corporate heavyweight and one of the companies lobbying most ravenously for this tax holiday, has been a consistent lifelong contributor

The U.S. Chamber of Commerce has written a letter to members of the House telling them that voting for federal contractors to be more transparent about their political spending will negatively impact their legislative scorecard. "The U.S. Chamber of Commerce strongly supports legislative proposals to ensure that political spending -- or the lack thereof -- continues to play no role in federal contracting decisions," the Chamber's R. Bruce Josten wrote in the letter sent on Wednesday. "Therefore, the Chamber supports amendments that have been offered by Rep. Cole to several Fiscal Year 2012 appropriations bills considered by the full House, and any similar amendments should they be offered to the remaining FY 2012 appropriations bills," he wrote. Meanwhile, more than sixty members of the House signed a letter sent to the White House by Rep. Anna G. Eshoo (D-CA) which expressed strong support for a draft executive order which would require companies that get taxpayer dollars to disclose their political expenditures. Disclosure, the letter says, "will not politicize the procurement process -- it will improve it." "Political expenditures are already well-known to those that make them and to the officials who benefit," the letter states. "With disclosure, the public will have access to this information as well, allowing them to judge whether contracts were awarded based on merit. A meritorious procurement system is the only responsible use of taxpayer money, making this a deficit reduction effort as much as a campaign finance reform issue." Both the Chamber and House Republicans have argued that the proposed executive order -- first leaked in April -- is a plot by the Obama administration to silence political opponents. Supporters of the measure have said the executive order -- by bringing donations out into the open -- would actually discourage federal contracting officials from doing favors for contractors based on their donations to third-party political groups

Gilens examines the extent to which different social groups find their policy preferences reflected in actual government policy and the variation in these patterns across time and policy domains. For example, when Americans with low and high incomes disagree on policy, are policy outcomes more likely to reflect the preferences of affluent Americans? If so, does the advantage of more affluent Americans differ over time (e.g., depending on which party controls the congress and presidency) or across policy domains? Similarly, are Republicans or Democrats in the population more likely to get the policies they prefer when their party is in control of national political institutions? Because his database contains policy preferences broken down by income, education, partisanship, sex, race, region, religion, and union/non-union status, Gilens will be able to address a multitude of questions concerning government responsiveness to public preferences. For this study, Gilens uses data on public preferences and policy outcomes based on 754 national survey questions from 1992 through 1998 and restrict his attention to divergent policy preferences of low- and high-income Americans. Each of these survey questions asks respondents whether they support or oppose some proposed change in U.S. national policy, and he has used historical information sources to determine whether each proposed change occurred or not (within a four-year coding window from the date of the survey question). When Gilens looks separately at respondents with different incomes, he finds that the higher an individual's income, the more likely it is that government policy will reflect his or her preferences. This relationship, however, does not increase in a linear fashion: the difference between poor and middle-income Americans is modest compared with the difference between those with middle and high incomes. Progressive leaders led by Ralph Nader and Cornel West unveiled a proposal today to challenge President Obama in the Democratic Party's presidential primaries in 2012. The proposal, which has been endorsed by over 45 distinguished leaders, seeks to have a slate of six candidates run against President Obama, each representing a field in which Obama has never clearly staked a progressive claim or where he has drifted toward the corporatist right. "Without debates by challengers inside the Democratic Party's presidential primaries, the liberal/majoritarian agenda will be muted and ignored," said Ralph Nader.

The Treasury Department will propose on Monday that Congress give the Federal Reserve broad new authority to oversee financial market stability, in effect allowing it to send SWAT teams into any corner of the industry or any institution that might pose a risk to the overall system.

Last week, the UK LibDem party was thrown into scandal when two of its Lords proposed an amendment to the Digital Economy Bill that would allow for national web-censorship, particularly aimed at "web-lockers" like Google Docs and YouSendIt. Now a leaked document from the British Phonographic Institute suggests that the amendment was basically written by the record industry lobby and entered into law on their behalf by representatives of the "party of liberty." This weekend, LibDem members who attend the national convention in Birmingham will have the chance to vote on an emergency measure affirming the party's commitment to an open and just Internet, repudiating this disastrous measure. If you (or someone you know) is attending the convention, please support the "Save the Net" emergency measure and help rehabilitate the party's reputation on fundamental freedoms in the information society.
