Addressing questions regarding the Pharmacy First initiative, Sunak assured the House of Commons of his dedication to bolstering resources for these vital healthcare providers. In response to a query raised by Member of Parliament, St Ives MP Derek Thomas, citing statistics from the National Pharmacy Association (NPA) about "committing to directing funds towards Community Pharmacy to alleviate financial pressure and prevent closures, Sunak remarked that he "cares deeply about the future of community pharmacies." Sunak acknowledged the indispensable role played by community pharmacists in alleviating pressure on urgent care services, emphasising the importance of initiatives like Pharmacy First in government's commitment to supporting community pharmacies. "There are over 10 and a half Community pharmacies across the country working incredibly hard to serve their patients," Sunak said praising the community pharmacists and highlighted the concerning trend of pharmacy closures, citing a significant increase compared to the previous year.

The National Pharmacy Association (NPA) will deliver the national #saveourpharmacies petition to Prime Minister Keir Starmer and Health Secretary Wes Streeting on September 19. Over 300,000 people have signed the cross-sector petition in support of hard-pressed community pharmacies across the UK, which have been ravaged by funding cuts over the past decade. The NPA is inviting pharmacy bodies in England to join them on the second national pharmacy day of action to demonstrate unity in calling for a new deal to support the pharmacy sector. Earlier this year, the NPA distributed petition sheets to pharmacies across the country to maximise the number of signatories to increase pressure on the government to act in support of the pharmacy network. In preparation for the September 19 day of action, the NPA is sending out thousands of campaign packs including medicine bag stickers, posters, and postcards, to pharmacies across the UK. Through these materials, the NPA is urging pharmacies and their patients to highlight the issues of funding cuts and closures.

These changes could significantly reduce pressures on GPs and hospitals, integrating pharmacies more closely into primary care networks and enhancing their role in preventive care. 2. Digital Transformation The move from an "analogue to digital" NHS could see community pharmacies adopting more digital tools and systems for service delivery. This would likely involve greater use of digital prescribing, telehealth consultations, and AI-driven services. Pharmacies will need to invest in digital infrastructure and ensure that pharmacy professionals are trained to operate within a more tech-centric environment. 3. In its closing oral statement to the UK Covid Inquiry Module 3 on Wednesday (27 November), the National Pharmacy Association (NPA) urged the government and NHS to "recast community pharmacy in their minds as a valuable partner in the post-pandemic recovery, and not as a cost center." The Inquiry was also asked to recommend sufficient government investment in the network and infrastructure needed to integrate community pharmacy into the broader health system and support effective cooperation across the health service. Additionally, the NPA requested that the significant contribution of community pharmacy to the pandemic response be reflected in the Module 3 findings to "redress the lack of recognition they received throughout the pandemic." The NPA's closing statement addressed four key issues - the role of community pharmacy, the impact on pharmacy teams, the resilience of the pharmacy network, and the lack of recognition given to the sector during the pandemic and since. Lee John-Charles, speaking for the NPA, told the Inquiry that "Community pharmacy became the first port of call for patients seeking health advice during the pandemic." "Many community pharmacies went to great and heroic lengths to ensure that their services were maintained during the pandemic and demonstrated the value of the network of community pharmacies across the country."

The Company Chemists Association (CCA) has published a report highlighting the key findings of a roundtable it hosted earlier this month. The CCA convened the virtual roundtable to examine the best practice undertaken by a cross-section of LPCs to promote the delivery of the Pharmacy First service. Key recommendations for how LPCs can help support pharmacy contractors to deliver the Pharmacy First service include: Direct engagement with NHS regions who can supply funding to drive Pharmacy First engagement and promotional activity. Engagement with a variety of staff within GP surgeries, ranging from reception staff to GP partners, to drive referrals, as well as build understanding and awareness of the benefits to General Practice. Harnessing data to inform GP surgeries how they are performing locally Using data to ensure pharmacies close any open referrals promptly. Using multiple channels to promote the service, including the sharing of best practice, myth busting, use of data and creating tools which can be readily used by pharmacies and GPs. Encouraging pharmacy staff to highlight the Pharmacy First service to customers - with specific emphasis on the provision of NHS-funded care, timely access and convenience the service provides. The CCA said the report is intended to support all LPCs and pharmacy contractors as they work together to care for patients requiring urgent NHS care in their community.

A group of 20 parliamentarians has written to health secretary Wes Streeting MP, calling for urgent government action to address the growing financial crisis facing community pharmacies. In the cross-party letter, supported by Community Pharmacy England (CPE), the MPs warned of a real risk of more pharmacy closures, with one in six pharmacy owners saying that they are unsure if their pharmacy will survive the year. They have urged the Department of Health and Social Care (DHSC) and NHS England (NHSE) to prioritise long-term planning for pharmacies, including the implementation of the Community Pharmacist Prescribing Service. The MPs have also highlighted the need for more effective marketing for Pharmacy First to increase both walk-ins and referrals to this critical service. CPE chief executive Janet Morrison welcomed the support of 20 cross-party parliamentarians and recognising the vital role pharmacies play in the local community. She stressed the urgent need for immediate government intervention to ensure the survival of the sector and to maximise its potential in providing accessible care.

Pharmacy First has demonstrated the enormous value of community pharmacy in providing accessible front-line care. However, pharmacists continue to face several challenges in delivering the service. "Pharmacy First is a success, but it needs proper support to reach its full potential," said Numark chairman Harry McQuillan. In the first year alone, community pharmacies in England delivered an incredible 2 million consultations, highlighting the vital role pharmacists and their teams play in supporting the NHS. "This significant number shows the high demand for accessible healthcare and the trust patients place in their local pharmacy teams. It's clear that when empowered, community pharmacy delivers," McQuillan told Pharmacy Business. Key challenges in providing the service While Numark members have embraced Pharmacy First, McQuillan pointed out several challenges that persist: "Workforce capacity continues to be a concern, with patient demand sometimes outpacing available resources. "The administrative burden, particularly around IT interoperability, data capture, and reimbursement processes, adds complexity." "Additionally, some geographical areas are still struggling with public awareness, meaning more work is needed to ensure patients understand when and how they can access Pharmacy First."

With the UK General Election set for 4 July, pharmacy bodies are actively engaging with all political parties to secure support for the community pharmacy sector. They are pressing parties to address urgent issues such as pharmacy closures and medicine shortages. "The upcoming general election is a critical opportunity for us to strengthen supporters of community pharmacy in readiness for the new Parliament," said Janet Morrison, chief executive of Community Pharmacy England (CPE). She stressed the need for unity within the sector in advocating for community pharmacy and raising awareness of the issues with election candidates from all parties. As the general election approaches, CPE has called upon all political parties to support pharmacies by "introducing a long-term sustainable funding model and reviewing the medicines supply chain, including much-needed short-term relief measures."

The Department of Health (DoH) in Northern Ireland has published a new Strategic Plan for Community Pharmacy, highlighting the vision and key priorities for the sector over the next 10 years. Co-developed by the DoH and Community Pharmacy Northern Ireland (CPNI), the representative body for community pharmacy owners, the plan aims to fully realise the potential of community pharmacy services to support better health outcomes from medicines and prevent illness. The vision outlined in the plan sees community pharmacies offering more clinical services, leveraging the skills of their teams to provide the public with safe, convenient, and faster access to care. According to DOH, the vision will be realised through four major reform programmes focusing on services, legislation, workforce, and digital enablers, alongside six strategic priorities. Together, these initiatives are anticipated to transform the role of community pharmacy within the Health and Social Care (HSC). Health Minister Robin Swann has extended his support to the new Community Pharmacy Strategic Plan, which builds on the previously agreed 3-year community pharmacy commissioning plan.

In response to concerns raised by pharmacy owners, the government has decided to adjust the August threshold for the Pharmacy First service from 20 to 15 clinical pathways. The ability of pharmacy owners to achieve the thresholds for the monthly Pharmacy First payments has been a topic of great concern. Community Pharmacy England (CPE) has been actively discussing this issue over the last few weeks with the Department of Health and Social Care and NHS England. Ministers have now decided to adjust the August threshold for the Pharmacy First service to 15, CPE announced today (July 31). Commenting on this decision, Janet Morrison, CEO of Community Pharmacy England said: "We are pleased that Ministers have listened to our concerns and acted quickly to make an adjustment so soon after coming into office."

"If the Government does not support community pharmacies with the relevant funding, then we will see a massive number of closures," warns Dr. Leyla Hannbeck, chief executive of the Independent Pharmacies Association (IPA). The Fight4Pharmacies campaign, led by the IPA, is urging prime minister Rishi Sunak to address a critical £1.2 billion funding shortfall that threatens the survival of independent pharmacies across the UK. This urgent plea comes as 1,000 community pharmacies have closed since 2019 due to rising operational costs and insufficient reimbursements. On May 21, supporters of the Fight4Pharmacies campaign, along with 50 MPs including prominent figures like Priti Patel and Gavin Williamson, delivered a petition to Downing Street. The petition, Prescription to Save Our Pharmacies outlines how independent community pharmacies can be supported to ensure smooth running of pharmacies.

Stephen Kinnock, Minister of State at the Department of Health and Social Care (DHSC), discussed all primary care contracts, including those related to community pharmacy, during his meeting with Community Pharmacy England (CPE) Chief Executive and two members from the Negotiating Team. The decline in the number of pharmacies, particularly within the Managed Chains channel, underscores the volatility of the market. The number of active pharmacy contractors in England has dropped significantly, with more closures than openings each month, exacerbated by the exit of Lloyds Pharmacy from the UK market which completed at the end of 2023. In the year ending June 2024, there was a net closure of 440 sites within NHSE which equates to a 4% decline in available pharmacies1. The increase in closures from June 2023 was driven by the closures of Lloyds in Sainsburys and the ongoing divestment of the Boots estate.

Pharmacy teams across the country are joining forces for the second day of protest, organised by the National Pharmacy Association (NPA), as part of its #SaveOurPharmacies campaign, on Thursday (September 19). A cross-sector delegation will present a petition signed by a record-breaking 350,000 people to No 10 Downing Street. The delegation will include National Pharmacy Association (NPA) CEO Paul Rees, NPA Chair Nick Kaye, Community Pharmacy England (CPE) Chief Executive Janet Morrison, Company Chemists' Association (CCA) CEO Malcolm Harrison, and Community Pharmacy NI Chief Executive Gerard Greene, The Save Our Pharmacies petition has surpassed the previous record held by a Royal College of GPs in 2014, whose petition, addressing the issue of general practice funding, secured 300,000 signatures. The NPA is hopeful that this show of solidarity by pharmacy teams will make a difference and open up conversations in Westminster and Whitehall.

The International Pharmaceutical Federation (FIP) has announced its support for the Pharmacists' Defence Association (PDA)'s Safer Pharmacies Charter, which aims to improve safety and care for patients, through better working conditions in UK pharmacy practice. The Charter establishes basic standards to ensure safe practices across all pharmacy settings. It outlines seven commitments that, according to the PDA, "must be standard practice whenever and wherever pharmacy work is carried out." Dr Catherine Duggan, FIP CEO, said: "We are pleased to support the PDA's Safer Pharmacies Charter which defines basic standards to ensure safe practice wherever pharmacists work. "The overall objectives of the Charter align with FIP's development goals and overall mission." FIP, the global body representing pharmacy and pharmaceutical sciences, plans to distribute the Charter among its members and share it with its Community Pharmacy Section for information purposes.

Many community pharmacies are under severe financial strain due to chronic underfunding and a mismatch between medicine costs and reimbursement rates. A report by the National Pharmacy Association (NPA) revealed that NHS underpays pharmacies by up to £75 a pack for common medicines, resulting in losses of thousands of pounds each month. The NPA analysis found that, in many instances, NHS funding covers only one-fifth of their purchase costs for medicines. Nemesh Patel, Managing Director of the Southdowns Pharmacy Group, said the current pharmacy funding contract is "completely broken and beyond farcical." Sharing their struggles, he tells Pharmacy Business: "Our teams are wasting hours and hours trying to just source medication for patients when they could be better using that time to clinically support our patients, and then when it comes to reimbursement, the drug tariff prices or concessionary prices are structured such that on hundreds of medications we dispense per month, we will be making a significant financial loss, each and every single time our pharmacies dispense that medication."

A recent report published by the General Pharmaceutical Council (GPhC) has highlighted a significant increase in the number of registered pharmacists and pharmacy technicians, indicating the expanding role of these professionals in the UK healthcare system. As of May 31, 2024, the GPhC register recorded a total of 90,739 pharmacy professionals, up from 90,604 at the end of April 2024. This includes 64,415 pharmacists and 26,324 pharmacy technicians, maintaining a steady split of 71 per cent pharmacists and 29 per cent pharmacy technicians. This reflects an overall increase of four pharmacists and 131 pharmacy technicians from the previous month. The report underscores the critical role of pharmacy professionals in ensuring high-quality patient care and supporting the operational efficiency of pharmacies.

Ensuring comprehensive healthcare services for the community necessitates collaboration between pharmacies and GP surgeries. However, several pharmacists have voiced concerns about a lack of cooperation from their local GPs in implementing the Pharmacy First (PF) service. In a survey conducted by the National Pharmacy Association (NPA) covering 470 pharmacies across England, three-quarters of pharmacists (77 per cent) indicated that local GP practices are not appropriately referring patients to the new service. The survey highlighted instances of patients either not being referred or being referred but found ineligible for support through Pharmacy First. Additionally, one in five NPA members (19 per cent) felt that their local GP practices were not engaging with the initiative at all. Commenting on the issue, NPA chair Nick Kaye said: "Feedback from across our network suggests that the rollout of Pharmacy First varies considerably from area to area.

The National Pharmacy Association (NPA) will ask its members to vote on taking industrial action in order to bring to the public's attention the "slow death of community pharmacy", the organisation's chief executive has told Pharmacy Business. The NPA, which represents 6,000 community pharmacies across the UK, announced today that it will be sending a formal ballot to its members to vote on work to rule plans to protest against a decade of cuts to pharmacy funding. The ballot will ask pharmacies to consider a range of actions if the financial situation for pharmacies does not improve. This includes, reduction in services; cut hours to contract minimums; withdraw free deliveries or end the provision of free blister packs; cease to share data with the NHS unless it's a legal requirement; and consider serving notice on a range of locally contracted services, negotiated directly with local authorities. The ballot will be open for responses for six weeks and any action supported by a majority of pharmacies could take place before Christmas.

Community pharmacies are bracing themselves to withdraw services from patients after an industry ballot supported plans for major action unless the government provided a significant increase in funding for the sector. The National Pharmacy Association (NPA) on Tuesday (12) announced the results of an unprecedented collective action ballot in which nearly all pharmacy owners, who participated in the ballot, voted to limit their services, insisting that a lack of additional funding is jeopardising patients health and safety. Over 63 per cent of NPA members in England, Wales and Northern Ireland took part in the ballot- representing 3,049 independent community pharmacies in England alone, or 3,399 with Wales and Northern Ireland included. Nearly 98 per cent of pharmacy owners in England voted to reduce their opening hours to the minimum required by their contract. This could result in fewer pharmacies remaining open during evenings and weekends. More than 93 per cent voted to stop offering "unfunded" free home deliveries of medicines, and over 96 per cent voted to withdraw from locally commissioned services, including certain addiction support, emergency contraception, and stop smoking services.
