A new investment in these transmission lines would save ratepayers $2 billion a year, reduce carbon dioxide emissions by 16 percent and create more than $5 billion in economic development benefits for Texas. Ratepayers, companies and organizations with an interest in seeing the further development of renewable energy and green jobs should contact the Texas Public Utility Commission (PUC) and tell them to deny the Railroad Commission's request to intervene. The Texas Legislature authorized these transmission lines in 2008 to address the lack of available transmission lines to deliver wind energy from the panhandle and west Texas to the major metropolitan areas in central Texas where demand is higher. This renewable energy helps reduce costs for ratepayers by providing abundant and inexpensive clean energy that helps offset the volatile price of natural gas.

The U.S. Department of Energy (DOE) today announced the issuance of the Draft Environmental Impact Statement (EIS) for the West Valley Demonstration Project in western New York, naming Phased Decisionmaking as the Preferred Alternative. Issuance of this Draft EIS is a significant step forward in cleaning up the site. The document, entitled "Revised Draft Environmental Impact Statement for Decommissioning and/or Long-Term Stewardship at the West Valley Demonstration Project and Western New York Nuclear Service Center (DOE/EIS-0226-D (Revised)), is a revision of the 1996 Cleanup and Closure Draft EIS.

Reuters has a report on some of the roadblocks obstructing grid expansion (and thus construction of many large scale renewable energy projects) in the US - Alternative energy faces power line "bottleneck" in U.S. West. President Barack Obama aims to double alternative energy production over three years, but how much "green" power will come from the U.S. West is uncertain if the sunny and wind-swept region cannot overcome a shortage of power lines. Installing large solar installations and dotting landscapes with wind turbines across the western United States would be, technically speaking, straightforward, and potentially popular with the renewed interest in domestic energy sources amid rising economic, environmental and security concerns.

Secretaries Chu, Salazar and Vilsack and Chairs Sutley and Wellinghoff announce energy and transmission policies at the Western Governors' Association Annual Meeting PARK CITY, UTAH - Senior Obama Administration officials today announced a number of steps that will help the West to tap its clean energy potential and create green jobs. The efforts announced during the annual meeting of the Western Governors' Association (WGA) reflect a comprehensive, broad-based strategy across the Administration to support western states in their efforts to grow their local economies and meet their energy needs. The West has been at the forefront of the country's development and implementation of clean energy technologies, leading the way in passing effective Renewable Portfolio Standards and harnessing the region's significant renewable energy resources. The initiatives announced today - a collaboration of federal and state efforts - will help these states continue to lead on energy and climate issues, while driving our economic recovery and protecting the environment.

President-elect Barack Obama will nominate Colorado Senator Ken Salazar as the next Secretary of the Department of the Interior, three anonymous Democratic sources have confirmed. The sources say that Salazar has been offered the job, one telling the Rocky Mountain News "It's a done deal." Salazar, a Democrat, is four years into his first term as U.S. Senator from Colorado and has been a vocal critic of the Bush administration's energy and environmental policies, especially those relating to oil and gas development in the American West. When current Interior Secretary Dirk Kempthorne announced the draft rule designed to accelerate oil shale development across the West, Salazar reacted strongly, saying:

As an additional preamble, when I say that the West has no more credibility than Russia on this conflict, it does not mean that Russia has any credibility, or that I love Putin, it means that the West has no credibility whatsoever; when I mock the West's claims about human rights and democracy, it does not mean that I think Russia is a defender of human rights and democracy, just that we have no credibility either on the topic. All of that stated, here are a few facts worth noting about Georgia and the current behavior of its president, Russia, and decision makers in Washington:

"State officials in Louisiana announced another set of fishing closures Sunday as the oil spill from the Deepwater Horizon disaster spread and approached state shores. The commercial and recreational fishing closure now includes an area of the state's territorial sea west of the Mississippi River to Point au Fer, at the eastern side of Atchafalaya Bay, as well as the beaches that border any of the closed areas, according to the Louisiana Department of Wildlife and Fisheries. Sunday marked the third consecutive day that authorities closed areas to fishing. Oil has washed up on the Chandeleur Islands and is approaching other areas of St. Bernard Parish, while a plume also has spread west of the Mississippi River outlet."

Four Federal agencies today released a Final Programmatic Environmental Impact Statement (Final PEIS) proposing to designate more than 6,000 miles of energy transport corridors on Federal lands in 11 Western States. The Department of the Interior's Bureau of Land Management and the U.S. Departments of Energy, Agriculture, and Defense (the Agencies) prepared the Final PEIS as part of their work to implement Section 368 of the Energy Policy Act of 2005. The proposed energy corridors would facilitate future siting of oil, gas, and hydrogen pipelines, as well as electricity transmission and distribution facilities on Federal lands in the West to meet the region's increasing energy demands while mitigating potential harmful effects to the environment.

The hazardous-waste disposal facility in Andrews is set to begin receiving approximately 3.2 million tons of contaminated river silt from a government-mandated cleanup project of the upper Hudson River in New York. Dallas-based Waste Control Specialists reached an agreement in November 2007 with General Electric to receive record amounts of PCB-laden waste at the West Texas facility.

On election day, the Bureau of Land Management in Utah quietly announced its last round of oil and gas lease sales for the year. On Dec. 19, close to 400,000 acres of America's redrock wilderness -- much of it adjacent to Arches and Canyonlands national parks and Dinosaur National Monument -- were to be sold for drilling to the highest bidders. Public outcry was fierce. The National Park Service had not been consulted, as it usually was, and much of the land listed for auction had long been proposed for wilderness protection. The BLM succumbed to the pressure and met with the National Park Service, which asked that 93 oil and gas leases be removed from the list. The BLM backed off 22 parcels, and then later deferred other leases in sensitive areas. From a cynical perspective, the lease sale announcement could be seen as a fire the BLM set intentionally around the edges of Utah's most precious natural treasures, knowing it could extinguish the flames, emerge as a reasonable land steward and still get what its current boss, the Bush administration, wants -- more and more public land in the American West to exploit.

A major coal industry group has spent an estimated $45 million on an ongoing advertising campaign promoting the clean energy potential of coal, but its members are spending relatively little on the research that would make the technology a viable solution, a report by the Center for American Progress [CAP] finds. The only hope for the coal industry (at least in a world that is itself not suicidal) is a very well-funded effort to demonstrate and deploy carbon capture and storage. This will take at least 10-years from the time the industry (and government) gets serious - and probably much longer (see "Is coal with carbon capture and storage a core climate solution?"). That was true ten years ago when the coal industry - and car companies - lobbied against Kyoto saying they needed time to develop new technology. But those complaints turned out to just be an excuse for inaction, as many warned.

In the US, the Californian desert and the Mid-West plains are ideal locations for solar and wind energy plants. In the UK the Scottish Highlands and Welsh mountains have the highest winds in the UK. These locations have similar characteristics - great resources for renewable energy generation, but limited grid infrastructure and not many people. Hundreds and in some cases thousands of miles of new expensive, high voltage grid infrastructure is needed in these key locations to transport green energy to areas of high demand - the big cities. This grid infrastructure is both expensive and geographically extensive.

The Washington Post has an article on forces encouraging and opposing renewable energy in the US - Alternative Energy Still Facing Headwinds. I like that Obama is still using his "end the tyranny of oil in our time" line. The late afternoon light is shining golden on the high chaparral as Donna Tisdale stands near a faded 1800s ranch house, scans the unblemished surrounding hills and sees trouble on the horizon. "The ridge right there will have turbines on it," she says, squinting west into the setting sun. Turning north and east, where a pristine ridgeline meets the sky, she points out the route of a $1.9 billion electricity transmission line whose 150-foot towers will march 123 miles from the Imperial Valley to energy-thirsty San Diego.

This may be the beginning of a bright new future for uranium mining in New Mexico. Uranium Resources, Inc., announced that the Mining and Minerals Division of the New Mexico Energy, Minerals and Natural Resources Department granted the company a permit to conduct exploratory drilling in the Ambrosia Lake area, where the company has approximately 2.4 million pounds of mineralized uranium material combined on several sections. The permit allows URI to drill 10 uranium exploratory holes about six miles west of the village of San Mateo.

In a possible breakthrough on energy, a bipartisan group of senators unveiled a compromise Friday that would preserve the oil-drilling ban off the West Coast while easing restrictions on exploration off the East Coast and in the Gulf of Mexico. The proposal also would provide billions to greatly expand the availability of vehicles powered by alternative fuels.

As last week began, Hurricane Gustav was threatening to tear up a substantial portion of the US's oil production and refining capacity in the Gulf as well as devastating New Orleans. However, Cuba, cooler water and the hurricane steering currents intervened so that within hours it became apparent that Gustav was going to be a more benign hurricane than those of three years ago. At the last minute, Gustav turned west, thus sparing New Orleans from substantial damage, but instead managing to tear up most of Louisiana's power grid. With this news, the oil markets focused on the demand destruction that was likely to ensue from sagging world economic activity.

The current debate over offshore oil leases has put America's gargantuan energy appetite back on the discussion table this week. I've tried to stay out of it so far for two reasons. The first is that (here comes the full disclosure) I married into a family that's been making its modest fortune in the oil patches of the American West for over a century, so there's some personal interest at stake here. (The upside: I've got a box seat from which to report on at least some of the festivities.) The second is that as a futurist - trained in America's oil center, Houston, no less - I take a much longer and systemic view of the situation. And that view gives my thinking about our energy future a rather different shape and direction.

What if oil prices continue to rise with no end in sight? Even now with gas at $4.50 a gallon on the west coast, it's becoming difficult for many people to fill up their gas tanks. What's going to happen when it goes to $5.00, $6.00, $7.00 a gallon, or even higher? This will have an effect on all levels of society - from the poor, all the way to the White House. The entire economy of the country and the free world may be at stake. It could lead to war.

Coal River Vally, WV, has become home to a civil disobedience campaign against Massy Energy company in an attempt to halt their destructive mountaintop renewal coal mining practices. Kay Sexton, with her regular run down of environmental protests, has been examining the "imperatives and complexities" of protests that are unique to the environmentalist movement. Here's another data point to add into the discussion. I've mentioned before that I don't always think that the environmental movement benefits from protests. Channeling the Greenpeace mentality of chaining people to trees often seems to generate bad press more then it advances a cause. But, there are times when even my cynical take on the efficacy of protest has to be subverted by out-and-out necessity.
