Hurricane IKE seems to be a spent force now and the impact it has had on Texas oil refineries is staring to become apparent. Jim Brown at Right Side Advisers reports that there may be some petrol shortages as a result - Hurricane Hangover, Shortages Ahead. Ike's sudden left turn just before it made landfall meant that the 13 refineries in Houston escaped the brunt of the hurricane's force. All are reporting they sustained no material damage and will begin the restart process as soon as power is restored. That could be a week to ten days before power is stable and another 2-3 days to restart. This suggests there could be a serious problem for refined products like gasoline and diesel. ... Drivers across the southwest were already facing long lines and prices higher by as much as 25 cents a gallon in some states. Federal officials are preparing for a prolonged disruption in fuel supplies. According to EIA data gasoline inventories the week Gustav hit were at the lowest level since 2000 at 187.9 million barrels or 21 days of supply. Much of that inventory is required just to keep the pipeline full and cannot be used. Pipelines only run when they are full. There are thousands of pumps along the way that require product in order to run. If allowed to run dry the pipeline would cease to function and require a lengthy restart period. Basically product only flows out when new product is pushed in thousands of miles away.

Gail's recent post on the fragility of the US distribution system and the shortages that will be imposed by refinery outages, is a reminder of our dependence on pipelines for supply. The dependence is not just in the US, though the debate over the reality of a new gas pipeline from Alaska to the lower 48 rumbles along as a part of the election debate.

Federal regulators said Friday that Fort Chicago Energy Partners LP's (FCE.UN.T) proposed liquefied natural gas terminal in the Pacific Northwest could be built without significant environmental losses, paving the way for possible approval. In a final environmental impact statement, the Federal Energy Regulatory Commission said the Jordan Cove LNG import terminal proposed near the Oregon coast, plus a 234-mile natural gas pipeline that would ship imported gas from the terminal to nearby interstate pipelines, could be built in a way that minimizes the potential threat of earthquakes, accidents and a terrorist attack, as well as potential harm to soil, wetlands and water resources.

Under cover of night dozens of barges queue up to dock at a jetty in a creek somewhere in Nigeria's oil-rich Niger Delta. Their holds are filled with stolen oil running from valves illegally installed into a pipeline.

Four Federal agencies today released a Final Programmatic Environmental Impact Statement (Final PEIS) proposing to designate more than 6,000 miles of energy transport corridors on Federal lands in 11 Western States. The Department of the Interior's Bureau of Land Management and the U.S. Departments of Energy, Agriculture, and Defense (the Agencies) prepared the Final PEIS as part of their work to implement Section 368 of the Energy Policy Act of 2005. The proposed energy corridors would facilitate future siting of oil, gas, and hydrogen pipelines, as well as electricity transmission and distribution facilities on Federal lands in the West to meet the region's increasing energy demands while mitigating potential harmful effects to the environment.

But before legislators cast more of our recession-stretched cash before these two swine, they should read the latest study of Colorado River issues, James Powell's Dead Pool , from which the following is taken. For eight years under George W. Bush, the Bureau of Reclamation has refused to acknowledge the effects that global warming is having and will yet have on the Colorado, in spite of record temperatures and the recent 500-year drought that nearly brought Lake Powell to its knees. Instead, the bureau continues to use only data from the last century, the first half of which was one of the wettest periods in the known history of the Colorado. According to Bush's BOR, in 2050 Lake Powell, which reflects the health of the river as a whole, will stand at 3,660 feet, just 40 feet below full pool.

Robert Redford has come under fire from the Congress of Racial Equality (CORE). In what seems like a bizarre veering off-mandate for a movie star and the civil rights group who once coordinated the Washington march led by Martin Luther King Jr, they've come to verbal blows over oil and gas drilling. Roy Innis, national chairman of CORE said, "If Robert Redford succeeds in blocking natural gas production in Utah, it's going to hurt a lot of people on the other end of the pipeline-especially low-income families who are struggling to pay their heating bills." And apparently, the organisation is planning to protest against Redford at his own Sundance Festival. Has CORE sold out to gas and oil? Some critics say that CORE has moved away from its key activity because it is funded by the oil and gas industry: Exxon has provided over $250,000 to the group, but CORE says this is part of their role - or as their website says, "Under the banner of TRUTH! LOGIC! & COURAGE!, CORE continues to promote harmony and healing in all aspects of society; calling the shots straight-even when it hurts-and confronting the haters, race-baiters and racial racketeers bent on keeping us apart"

Home heating price increases have certainly been a major concern for recession-strapped households in northern climates, but the possibility of having one's heat completely shut-off in this new era of natural resource 'muscle flexing' and bitter political show-downs is perhaps a whole new energy policy boiling point in Europe and beyond. Russia's decision this week to turn off the flow of gas from its Gazprom pipelines to the Ukraine, which in turn forced many European countries to rely on their (in some cases virtually nonexistent) gas reserves, demonstrates the dire need to identify alternatives to Siberia and the Middle East for our massive oil and gas dependencies. Given that my family and I are currently in Bulgaria for six weeks, we are experiencing the Gazprom gas cut-off crisis first-hand. This issue will not be going away any time soon, despite the band-aid patches that will crop up over the next few weeks and months.

Washington will seek to boost alliances and offset Russian energy dominance when Vice President Dick Cheney visits Georgia, Azerbaijan and Ukraine next week, a White House official said. In light of rising tensions with Russia over its conflict with Georgia, Cheney's trip is part diplomatic mission, part effort to boost alternate pipeline routes that would reduce Europe's dependence on Russian oil and gas.

CALGARY, Alberta (Reuters) - U.S. regulators should weigh the environmental impact of oil sands extraction in Canada before granting permits for pipelines that will carry the rising flood of Canadian crude to refineries in the United States, a green group said on Wednesday. The recommendation was one of several in a report by the Washington-based Environmental Integrity Project on massive expansions and retoolings of U.S. refineries aimed at running more oil derived from the oil sands of northern Alberta.

"Russia is launching a new all-out offensive on the European energy market. President Dmitry Medvedev and Prime Minister Vladimir Putin have spent the past several days on individual tours through Europe, securing new natural-gas contracts and partners for Russian-built pipelines, clarifying Russian claims to oil and gas reserves in the Arctic, and searching for clients ready to pay for Russia's nuclear-plant technology. On April 27, Medvedev concluded a two-day trip to Oslo, where he and Norwegian leaders agreed on a plan to delimit their Arctic maritime border. The decision -- combined with recent melting of Arctic ice -- paves the way for the area to be opened for oil and gas exploration. The deal is a long-awaited achievement for Russia. In 2008, Medvedev called the Arctic "Russia's resource base of the 21st century." Some energy experts estimate that up to 25 percent of the planet's oil and gas reserves lie beneath the Arctic's Barents Sea. "
