On election day, the Bureau of Land Management in Utah quietly announced its last round of oil and gas lease sales for the year. On Dec. 19, close to 400,000 acres of America's redrock wilderness -- much of it adjacent to Arches and Canyonlands national parks and Dinosaur National Monument -- were to be sold for drilling to the highest bidders. Public outcry was fierce. The National Park Service had not been consulted, as it usually was, and much of the land listed for auction had long been proposed for wilderness protection. The BLM succumbed to the pressure and met with the National Park Service, which asked that 93 oil and gas leases be removed from the list. The BLM backed off 22 parcels, and then later deferred other leases in sensitive areas. From a cynical perspective, the lease sale announcement could be seen as a fire the BLM set intentionally around the edges of Utah's most precious natural treasures, knowing it could extinguish the flames, emerge as a reasonable land steward and still get what its current boss, the Bush administration, wants -- more and more public land in the American West to exploit.

A high-level fight has erupted within the Interior Department between the Bureau of Land Management and the National Park Service over plans to sell leases for oil and gas drilling near Arches, Canyonlands and Dinosaur National Monument. The Park Service wants to delay the Dec. 19 lease sales. The BLM has refused to do so. "We're not anti-oil and gas but we're very much pro-park," said Denver-based Park Service regional director Mike Snyder. "I'm not saying not to put those up for a lease sale. I'm just asking they wait until the next quarter."

The House Natural Resources Committee has just announced hearings next week into the latest scandal to grip a federal agency under the Bush administration. Turns out an Interior Department agency in charge of collecting oil and natural gas royalties was compromised for years, investigators said, alleging that employees improperly accepted gifts from oil companies, handed out sweetheart deals, had sex with subordinates and used illegal drugs. As the Los Angeles Times described it, investigators spent two years examining the cozy relationship between the energy industry and the Minerals Management Service, an obscure Interior Department agency that issues lucrative drilling leases to energy companies and then collects royalties from leases of the land, which is owned by taxpayers.

* Opens federal waters beyond 50 miles from shore along the Atlantic and Pacific coasts to oil and gas drilling, ending drilling bans that have been in effect for 26 years. States would have to agree to drilling for areas between 50 and 100 miles from land. * Rolls back $18 billion in tax breaks for the five largest oil companies and requires energy companies to pay billions of dollars in additional royalties from oil taken from the deep water areas of the Gulf of Mexico under questionable leases issued in the late 1990s. * Requires the release of 70 million barrels of oil from the government's Strategic Petroleum Reserve to put more oil on the market and lower gasoline prices. * Makes it a federal crime for oil companies holding federal leases to provide gifts to government employees, a response to a recent sex and drug scandal involving the federal office that oversees the offshore oil royalty program and energy company employees. * Provides tax credits for wind and solar energy industries, the development of cellulosic ethanol and other biofuels, and purchase of plug-in gas-electric hybrid cars. * Requires utilities to generate 15 percent of their electricity from solar, wind or other alternative energy source. * Gives tax breaks for new energy efficiency and conservation programs including the use of improved building codes low-interest loans for energy efficient homes, and for companies that promote their employees use of bicycles for commuting.

"Russian President Dmitry Medvedev on Saturday called for a global fund to fight ecological catastrophes like the Gulf of Mexico oil spill, as he sought to burnish his credentials as a green leader. Admitting that Russia itself was lagging behind other countries in its standards of environmental protection, he also said Russians should feel free to protest against the authorities on environmental issues. Medvedev said that the oil spill from the BP-leased Deepwater Horizon rig in the Gulf of Mexico -- the worst in US history -- had showed that the world had been unable to imagine the scale of such catastrophes."

Saying he needed to restore order to a broken process, U.S. Secretary of the Interior Ken Salazar this week announced his strategy for developing an offshore energy plan that includes renewable energy. On Friday, January 16, its last business day in office, the Bush Administration proposed a new five year plan for offshore oil and gas leasing. The proposal was actually published in the Federal Register on January 21, the day after the Obama Administration took office. The deadline for public comment that the Bush Administration established - March 23, 2009 - does not provide enough time for public review or for wise decisions on behalf of taxpayers, the Secretary said.

GM built a small electric car, leased a pilot fleet to consumers who loved it, and then forcibly confiscated and trashed them all.

A federal appeals court on Thursday blocked Royal Dutch Shell from drilling oil wells off Alaska's North Slope after finding that the Interior Department had failed to conduct an environmental study before issuing the company's drilling permit. In a long-awaited ruling, the court said that the Minerals Management Service, the federal agency in charge of offshore leasing, had violated the 1970 National Environmental Policy Act by failing to take a "hard look" at the impact that offshore drilling would have on bowhead whales in the Beaufort Sea as well as indigenous communities on the North Slope.

Part of the change Americans just voted for in overwhelming numbers was to move away from the failed energy philosophy of "drill, baby, drill" to a more farsighted strategy, emphasized by Barack Obama, based on clean, renewable energy and efficiency. Yet on the very day that we raised our voices for change, the Bush administration dragged us in the opposite direction. The Bureau of Land Management cynically chose November 4 to announce a last-minute plan to lease huge swaths of majestic wilderness in eastern Utah for oil and gas extraction one month before President-elect Obama takes office.

Gov. Dave Freudenthal urged federal land managers to proceed cautiously in developing rules for oil shale leasing, even though commercial development is likely many years away in Wyoming, if at all. "While oil shale is a technology that may one day be used for large-scale economic production, it is still an unproven and unknown resource and thus caution should be taken in its development," Freudenthal wrote to Bureau of Land Management Director Jim Caswell.

House Republicans yesterday scuttled a bill that Democrats had hoped would help lower gasoline prices by forcing the Energy Department to release 70 million barrels of oil--about a three-day supply--from the national stockpile. Democrats promised that the action would have produced immediate relief at the pump, as was the case with similar releases in '91, 2000 and '05. The Strategic Petroleum Reserve now holds about 700 million barrels. Despite winning a clear 268-157 majority, the measure still lost. Democratic leaders had brought the proposal up for debate under rules requiring two-thirds vote to pass. But passing the bill by just a majority would have meant allowing Republicans to force a vote on new offshore drilling leases.

With the continuing debate in Congress over the best way to rein in high energy prices, proponents of a full-scale commercial federal oil shale leasing program are hoping that consumer concerns about prices will translate into a windfall for major oil companies.

The current debate over offshore oil leases has put America's gargantuan energy appetite back on the discussion table this week. I've tried to stay out of it so far for two reasons. The first is that (here comes the full disclosure) I married into a family that's been making its modest fortune in the oil patches of the American West for over a century, so there's some personal interest at stake here. (The upside: I've got a box seat from which to report on at least some of the festivities.) The second is that as a futurist - trained in America's oil center, Houston, no less - I take a much longer and systemic view of the situation. And that view gives my thinking about our energy future a rather different shape and direction.

U.S. federal oil and gas royalties are payments made by firms to the federal government in exchange for the opportunity to explore for oil and gas on government-owned land or water. Traditionally, most of the funds generated by these royalties have gone directly into the general U.S. Treasury. Some of the funds have been directed to the Historical Preservation Trust Fund and the Land and Water Conservation Fund. During most of the twentieth century, oil and gas companies generally paid between 12.5 and 16.7 percent in royalties for a lease to drill on public land or water. Over time, these royalty payments generated over $100 billion in revenues.

The Interior Department will announce new rules today that clear the way for the first offshore wind turbines to be erected along the Atlantic Coast. The rules will set long-awaited guidelines for offshore leases, easements and royalty payments that the Bush administration worked on for years but did not complete.

Less than a week after the Interior Department published the findings of a report claiming that 25% of the nation's electricity could be supplied by offshore wind farms, the Department also reached an agreement with the Federal Energy Regulatory Commission (FERC) over how the two agencies would handle the permitting and licensing of all types of renewable energy development on the Outer Continental Shelf (OCS) of the United States. On Thursday, Secretary of the Interior Ken Salazar and Federal Energy Regulatory Commission Chairman Jon Wellinghoff signed a memorandum of understanding (pdf) that establishes a streamlined process by which Interior's Minerals Management Service and the FERC will lease, license and regulate all renewable energy development activities on the OCS. According to Interior Secretary Salazar, the agreement will spur the development of clean, renewable energy, which he called, "the growth industry of the 21st Century," adding that, "Our nation's economic future demands we lead that competition."

Norma Fiorentino's drinking water well was a time bomb. For weeks, workers in her small northeastern Pennsylvania town had been plumbing natural gas deposits from a drilling rig a few hundred yards away. They cracked the earth and pumped in fluids to force the gas out. Somehow, stray gas worked into tiny crevasses in the rock, leaking upward into the aquifer and slipping quietly into Fiorentino's well. Then, according to the state's working theory, a motorized pump turned on in her well house, flicked a spark and caused a New Year's morning blast that tossed aside a concrete slab weighing several thousand pounds.
