Most climate experts accept that, in order to avoid catastrophic effects of global warming, greenhouse gas emissions (mostly CO2) must be cut by 60-80% by 2050 (though the figure may need to be a 95% cut in the US). The belief that replacing fossil fuels with solar and wind technology can accomplish this reduction tends to overlook several factors: 1. Corporations bombard the world with the message that everyone should consume like Americans do; 2. Corporations tell those in the US that they should ape after the playthings of the rich; 3. Population is growing; 4. Market economics force pathological expansion; and, 5. Solar and wind comprise a minute fraction of current energy. Let's combine these to get an idea of how much solar and wind would need to expand to replace coal, oil, nukes and gas by 2050. First, the US consumes about 25% of the world's energy while having only 5% of the world's population. For the rest of the world to consume at the rate of the US would require global production to increase by a factor of 6.33.

Ukraine signed an accord with Russia and the European Union on monitoring transit gas through its territory, setting the stage for the resumption of supplies to Europe after four days of disruption amid freezing temperatures. Czech Prime Minister Mirek Topolanek, who represents the EU, secured the agreement of Ukrainian Prime Minister Yulia Timoshenko in Kiev, after talks with Russian Prime Minister Vladimir Putin yesterday at his residence outside Moscow.

Since oil gushed from Spindletop in 1901, the Houston area has been the energy capital of the United States and a major destination for federal dollars devoted to oil and gas production. But the mammoth economic stimulus bill that is winding its way through Congress largely bypasses Houston-based energy giants and fossil-fuel development in favor of funding new technologies to glean power from crops, the sun and heat trapped beneath the earth. "There's not a lot of oil and gas" money in the stimulus bill, said Rep. Gene Green, D-Houston.

On election day, the Bureau of Land Management in Utah quietly announced its last round of oil and gas lease sales for the year. On Dec. 19, close to 400,000 acres of America's redrock wilderness -- much of it adjacent to Arches and Canyonlands national parks and Dinosaur National Monument -- were to be sold for drilling to the highest bidders. Public outcry was fierce. The National Park Service had not been consulted, as it usually was, and much of the land listed for auction had long been proposed for wilderness protection. The BLM succumbed to the pressure and met with the National Park Service, which asked that 93 oil and gas leases be removed from the list. The BLM backed off 22 parcels, and then later deferred other leases in sensitive areas. From a cynical perspective, the lease sale announcement could be seen as a fire the BLM set intentionally around the edges of Utah's most precious natural treasures, knowing it could extinguish the flames, emerge as a reasonable land steward and still get what its current boss, the Bush administration, wants -- more and more public land in the American West to exploit.

Oregon is among a growing number of states exploring ways to tax drivers based on the number of miles they drive instead of how much gas they use, even going so far as to install GPS monitoring devices in 300 vehicles. The idea first emerged nearly 10 years ago as Oregon lawmakers worried that fuel-efficient cars such as gas-electric hybrids could pose a threat to road upkeep, which is paid for largely with gasoline taxes.

A high-level fight has erupted within the Interior Department between the Bureau of Land Management and the National Park Service over plans to sell leases for oil and gas drilling near Arches, Canyonlands and Dinosaur National Monument. The Park Service wants to delay the Dec. 19 lease sales. The BLM has refused to do so. "We're not anti-oil and gas but we're very much pro-park," said Denver-based Park Service regional director Mike Snyder. "I'm not saying not to put those up for a lease sale. I'm just asking they wait until the next quarter."

From SUV's to long commutes, the American lifestyle is based on cheap gasoline. Cheap energy allows us to live far away from our jobs and to engage in conspicuous consumption contests based on who has the biggest automobile. Now, gas prices have skyrocketed, and higher prices at the pump are hitting us where it hurts. Since we also have a presidential election coming up in November, our pain at the pump has been hijacked and turned into a political issue. There are no quick-and-easy solutions to high gas prices, but the Republican candidate, John McCain, is promoting opening up our coasts to offshore drilling as just that: an easy solution that will result in immediate relief.

* Opens federal waters beyond 50 miles from shore along the Atlantic and Pacific coasts to oil and gas drilling, ending drilling bans that have been in effect for 26 years. States would have to agree to drilling for areas between 50 and 100 miles from land. * Rolls back $18 billion in tax breaks for the five largest oil companies and requires energy companies to pay billions of dollars in additional royalties from oil taken from the deep water areas of the Gulf of Mexico under questionable leases issued in the late 1990s. * Requires the release of 70 million barrels of oil from the government's Strategic Petroleum Reserve to put more oil on the market and lower gasoline prices. * Makes it a federal crime for oil companies holding federal leases to provide gifts to government employees, a response to a recent sex and drug scandal involving the federal office that oversees the offshore oil royalty program and energy company employees. * Provides tax credits for wind and solar energy industries, the development of cellulosic ethanol and other biofuels, and purchase of plug-in gas-electric hybrid cars. * Requires utilities to generate 15 percent of their electricity from solar, wind or other alternative energy source. * Gives tax breaks for new energy efficiency and conservation programs including the use of improved building codes low-interest loans for energy efficient homes, and for companies that promote their employees use of bicycles for commuting.

In what may be surprising to some, the most recent figures from the Center for Responsive Politics show that the oil industry gives a relatively small sum to individual political campaigns - it's 16th on a list of top 50 industries.

One of the standard talking points about high gas prices is the notion that restrictions on exploration and drilling in environmentally sensitive federal lands and offshore areas have tightened supplies of oil at a time of heightened demand. If we can just open those areas and drill more, the logic goes, gas prices would plummet. Never mind that the oil in ANWR wouldn't be available for years. Moreover, as the Campaign for Our Future notes: Drilling for oil in Alaska's Arctic National Wildlife Refuge would, at most, lower the cost of a barrel of crude oil by 50 cents in 2025.

What if oil prices continue to rise with no end in sight? Even now with gas at $4.50 a gallon on the west coast, it's becoming difficult for many people to fill up their gas tanks. What's going to happen when it goes to $5.00, $6.00, $7.00 a gallon, or even higher? This will have an effect on all levels of society - from the poor, all the way to the White House. The entire economy of the country and the free world may be at stake. It could lead to war.

The American Petroleum Institute (API), the trade organization for the oil and natural gas industry, has just begun running a feel-good commercial that argues "America's future" lies in drilling out domestic reserves of oil and natural gas off our coasts, in our western lands, and in the Arctic National Wildlife Refuge. Energy Secretary Steven Chu says he will provide $2.4 billion from the economic recovery package to speed up development of technology to reduce greenhouse gas emissions from power plants and factories that burn coal. Chu told a meeting of the National Coal Council on Friday that it's essential that ways are found to capture carbon dioxide from coal-burning power plants and industrial sources. Carbon dioxide from burning fossil fuels is the leading greenhouse gas blamed for global warming.

As Americans struggle with high prices at the pump, one thing is certain: a rush to drill in Alaska or on Western public lands will not bring down the price of gas. Unfortunately, it will needlessly sacrifice wilderness and wildlife.
