The United Nations Environment Programme's latest Year Book is out: The UNEP Year Book 2009 presents work in progress on scientific understanding of global environmental change, as well as foresight about possible issues on the horizon. The aim is to raise awareness of the interlinkages among environmental issues that can accelerate the rates of change and threaten human wellbeing. The UNEP Year Book 2009 examines in six chapters new science and developments, and discusses the cumulative effects expected from degradation of ecosystems, the release of substances harmful to those ecosystems and to human health, the consequences of our changing climate, the continued human and economic loss resulting from disasters and conflicts, and the overexploitation of resources. It calls for an intensified sense of urgency for responsible governance in the face of approaching critical thresholds and tipping points.

President Obama's $26.4 billion Department of Energy (DOE) budget request for fiscal year (FY) 2010 substantially increases new cash for the development of renewable energies, energy efficiency, and for measures to curb carbon dioxide emissions, but it cuts funding to coal and nuclear programs-fuels that produce 70% of the nation's electricity. The proposed FY 2010 budget, which would take effect on October 1 if approved by Congress, complements $38.7 billion the DOE will invest as part of the American Recovery and Reinvestment Act. Energy Secretary Steven Chu last week detailed the budget request, highlighting major funding changes from FY 2009. He stressed that while the budget makes important investments in energy independence and job creation, it also cuts back on programs that don't work as well or are no longer needed. Favoring Renewables Among the major increases were to the Office of Energy Efficiency and Renewable Energy (EERE). Its budget of $2.3 billion-an increase of 6% over FY 2009-builds on the Recovery Act funding of $16.8 billion. Solar energy got the biggest boost, gaining $320 million, an 83% increase from FY 2009. Wind received $75 million (a 36% increase from FY 2009), geothermal got $50 million (14% increase), while biomass and biorefinery systems research and development gained $235 million (8% increase).

"Sea Ice Volume is calculated using the Pan-Arctic Ice Ocean Modeling and Assimilation System (PIOMAS) developed at APL/PSC by Dr. J. Zhang and collaborators. Anomalies for each day are calculated relative to the average over the 1979 -2009 period for that day to remove the annual cycle. The model mean seasonal cycle of sea ice volume ranges from 28,600 km^3 in April to 14,400 km^3 in September. The blue line represents the trend calculated from January 1 1979 to the most recent date indicated on the figure. Total Arctic Ice Volume for March 2010 is 20,300 km^3, the lowest over the 1979-2010 period and 38% below the 1979 maximum. PIOMAS calculates that the monthly average Arctic Sea Ice Volume for May 2010 was 19,000 km^3, the lowest May volume over the 1979-2010 period, 42% below the 1979 maximum and 32% below the 1979-2009 May average. September Ice Volume was lowest in 2009 at 5,800 km^3 or 67% below its 1979 maximum. Shaded areas represent one and two standard deviations of the anomaly from the trend. Updates will be generated at approximately two-weekly intervals."

Vote to pass a bill that extends energy efficiency tax credits, as well as various individual and business tax credits. Official Title of Legislation: HR 7060: To amend the Internal Revenue Code of 1986 to provide incentives for energy production and conservation, to extend certain expiring provisions, to provide individual income tax relief, and for other purposes. Highlights: - Extends tax credits for wind facilities until January 1, 2010, and credits for qualified biomass, geothermal or solar, small irrigation power, landfill gas, trash combustion, hydropower, and marine and hydrokinetic renewable energy facilities until October 1, 2011 (Sec. 101, 102). - Extends residential energy efficient property credits for solar electric, solar water heating, and fuel cell property expenditures until December 31, 2016 (Sec. 104). - Extends the residential energy efficient property credit allowable against the alternative minimum tax to the taxable year starting in 2007 (Sec. 104). - Reduces the maximum income tax deduction allowed for domestic production of oil and gas (Sec. 401). - Extends the business research credit through December 31, 2009 (Sec. 221). - Extends tax deductions for college tuition payments through the taxable year ending December 31, 2009 (Sec. 202). - Allows a base credit of $3,000 for plug-in electric motor vehicles, with up to an additional $2,000 for vehicles drawing propulsion energy from a battery of 5 or more kilowatt hours of capacity (Sec. 124). - Encourages bicycle commuting by allowing tax-free reimbursements to cover expenses such as the purchase of a bicycle and maintenance if the bicycle is regularly used to travel between the employee's residence and place of employment (Sec. 126). - Extends the Federal Unemployment Tax Act surtax that employers pay with respect to individuals they employ through 2010 (Sec. 404). - Extends tax credits for solar energy property until January 1, 2017 and credits for fuel cell and microturbine pr

Calamitous Web Bot Predictions George Ure and his colleague 'Cliff', two self-described "time monks," shared dire predictions based on their web bot technology. Their method captures changes in language patterns within Internet discussions. This aggregated data is then processed with software to determine various keywords, which they interpret in a predictive fashion. Beginning on October 7, 2008 and running through March 2009, they foresee a calamitous period on an epic scale. America will be beset by a variety of problems, which they broke down as 45-48% related to the economy, 40% concerning the military, and the rest associated with natural disasters. Between 2 and 22 million lives could be lost or seriously impacted, they estimated, possibly related to a "global coastal event" in 2009. On Dec. 10-12th, 2008, a large quake could hit the Pacific Northwest, they added. The two recommended developing self-sufficiency and the ability to live off the grid.

One of the biggest stories in the UK at present is the relationship between democracy and the police - or as it has been expressed several times by Nick Hardwick, chairman of the Independent Police Complaints Commission - the police needed to remember that they were "servants, not masters" of the public.

On May 27, 2009, Shell will stand trial for collaboration and complicity in Saro-Wiwa's murder. 14 years after his execution, Ken Saro-Wiwa's sons Ken and Owens Wiwa are the plaintiffs in Wiwa v Shell. Saro-Wiwa was convicted by a military tribunal in 1995. He was not given proper legal representation, a fair trial, or the right to appeal the court's ruling. Saro-Wiwa led the Movement for Survival of Ogoni People (MOSOP) and alerted the world to the atrocities against human rights, as well as the environment degradation being committed by big oil companies in Nigeria. The Ogoni Nine were hanged based on "trumped-up charges", in which Shell is accused of collaborating with Nigerian authorities. Shell's official statement on human rights in Nigeria is:

The global economic downturn has hit clean energy investments and their growth is no longer on track for the world to avert the worst impacts of climate change, said clean energy and carbon market analysts New Energy Finance today. The analysts presented findings of their new report, Global Futures 2009, to senior investors, industry executives and policy makers in clean energy and the carbon markets at the second New Energy Finance Summit in London. Summit participation is by invitation only and is limited to 200 people.

Saying he needed to restore order to a broken process, U.S. Secretary of the Interior Ken Salazar this week announced his strategy for developing an offshore energy plan that includes renewable energy. On Friday, January 16, its last business day in office, the Bush Administration proposed a new five year plan for offshore oil and gas leasing. The proposal was actually published in the Federal Register on January 21, the day after the Obama Administration took office. The deadline for public comment that the Bush Administration established - March 23, 2009 - does not provide enough time for public review or for wise decisions on behalf of taxpayers, the Secretary said.

The Air Car caused a huge stir when we reported last year that Tata Motors would begin producing it in India. Now the little gas-free ride that could is headed Stateside in a big-time way. Zero Pollution Motors (ZPM) confirmed to PopularMechanics.com on Thursday that it expects to produce the world's first air-powered car for the United States by late 2009 or early 2010. As the U.S. licensee for Luxembourg-based MDI, which developed the Air Car as a compression-based alternative to the internal combustion engine, ZPM has attained rights to build the first of several modular plants, which are likely to begin manufacturing in the Northeast and grow for regional production around the country, at a clip of up to 10,000 Air Cars per year.

Coal River Vally, WV, has become home to a civil disobedience campaign against Massy Energy company in an attempt to halt their destructive mountaintop renewal coal mining practices. Kay Sexton, with her regular run down of environmental protests, has been examining the "imperatives and complexities" of protests that are unique to the environmentalist movement. Here's another data point to add into the discussion. I've mentioned before that I don't always think that the environmental movement benefits from protests. Channeling the Greenpeace mentality of chaining people to trees often seems to generate bad press more then it advances a cause. But, there are times when even my cynical take on the efficacy of protest has to be subverted by out-and-out necessity.

It turns out that 2008 was another record year for clean energy. According to Clean Edge's just-released Clean Energy Trends 2009 report, the three major clean-energy sectors -- solar photovoltaics (PV), wind power and biofuels -- kept up a blistering growth rate, increasing 53 percent from $75.8 billion in 2007 to $115.9 billion in revenues in 2008.

It seems unlikely that an agreement on the terms of the next climate treaty could be reached at the December-scheduled Copenhagen talks. The United States, not a member of the Kyoto Protocol and one of the major players in the international negotiations tussle over the climate treaty, has not yet reached a consensus over how to reduce carbon emissions and a bill successfully passing through the Senate in 2009 seems quite difficult. The major issues that US lawmakers need to look into are, first, how to make the transition from carbon-intensive fossil fuels to clean renewable energy sources and, second, how to finance this transition without burdening the people with any significant monetary load.

"We don't have much choice if we are serious with tackling climate change and remaining competitive," European research commissioner Janez Potocnik told reporters on Wednesday. "In January 2009, U.S. President Obama announced investment in renewable energy and China presented a recovery plan focused on clean technologies," he added. "It is good news... however, it represents quite a challenge for the European position." Solar power should get 16 billion euros over the next decade and up to 30 energy-cutting "Smart Cities" should be built with the backing of around 11 billion euros, said the European Union's executive, the European Commission.

Here is a list of energy news items that the WattzOn team found most interesting in 2008: * CO2 is officially a pollutant (maybe) - In a ruling by the Environmental Appeals Board (a panel within the EPA), it was decided that the EPA has no valid reason to not limit CO2 emissions from coal plants. Confusingly, the EPA has recently overruled itself by stating that officials cannot consider greenhouse gas outputs in judging applications to build new coal-fired power plants. So, it's back up in the "air." * We need to be at 350 PPM of CO2 - James Hansen of Columbia University, and NASA's head of the Goddard Institute for Space Studies, published a landmark paper: "Target Atmospheric CO2: Where Should Humanity Aim?" in which he argues for an atmospheric CO2 concentration of 350 parts per million (PPM) for humanity to be safe on this planet. As some background, pre-industrial Earth had a CO2 concentration of around 275 PPM, and for years policy makers have set a target regulatory goal of 550 PM - twice that number. More recently, 450 PPM has been proposed as a better goal by the EU and a few others. Unfortunately, recent evidence has shown that the Arctic sea is melting at an alarming rate and a giant ice sheet in Greenland is starting to slide into the ocean. This is the reality with the world today at 383 PPM. Hansen points out that this means we set overly lax targets and proposes the 350 PPM goal with tons of paleo-climatic data to back him up. We need to bring the CO2 in our atmosphere back down to this concentration. * Energy scientists primed to enter government - US President-Elect Obama has nominated Steven Chu to be the Secretary of Energy, and named John Holdren as the Assistant to the President for Science and Technology / Director of the White House Office of Science and Technology Policy / Co-Chair of the President's Council of Advisors on Science and Technology. The tax breaks benefit the wind and solar energy industries and encourage energy-efficiency improvements to existing homes. Other facilities that generate electricity from renewable sources such as biomass, hydropower, landfill gas and ocean currents also qualify for the credit. Facilities will have to be in place by 2012 to be eligible for the credit. Of the $20 billion, more than $13 billion of it is focused on renewable energy projects. This is mostly due to the tough time that these projects have when it comes to finding financing in current market conditions. Homeowners can get a tax credit of up to 30-percent on upgrades for energy-efficient furnaces, hot water boilers and other energy savings improvements.

Nevada's Harry Reid carries considerable influence as Senate majority leader, but you might not know it from watching him. He shuns self-promotion and avoids the social circuit; he once passed up a White House state dinner honoring Queen Elizabeth II to stay home with his wife. He can be taciturn, even dour on television, and often speaks in such a whisper that, to start off 2008, he revealed a New Year's resolution: "I'm going to try to talk louder." But he more than makes up for any stylistic shortcomings by being the consummate inside player. Reid called his 2008 autobiography "The Good Fight," a reference to the combative ex-boxer's willingness to enter a tussle. As leader of the Senate Democrats in the 111th Congress (2009-10), Reid can expect far fewer scraps with the White House than when it was in Republican hands, plus an expanded base of Democrats that will give him greater leeway to operate. But he isn't assured of a totally peaceful life.
