"Readium, a project of the International Digital Publishing Forum (IDPF) and supporters, is an open source reference system and rendering engine for EPUB publications. EPUB is the industry-standard open format for eBooks and digital publications. The latest version, EPUB 3, is based on Web Standard technologies such as HTML5, CSS, JavaScript, SVG, and the DOM. The overall aim of the Readium project is to ensure that open source software for handling EPUB 3 publications is readily available, to accelerate adoption of EPUB 3 as the universal, accessible, global digital publishing format. Readium is built on WebKit , the embeddable open source Web content engine."

"Today Polish Council of Ministers adopted regulation concerning the implementation of „Digital School" program for computerization of Polish schools and raising ICT competences. Pilot of the project aimed for 380 schools in Poland will equip them with hardware (tablets, computers for students, additional equipment). Also digital and free (under Creative Commons Attribution or compatible) textbooks for grades 4-6 in primary schools (K4-K6) will be created (43 millions PLN is assigned for textbooks). This is the first major government project in Poland which creates Open Educational Resources especially textbooks."

The Utah State of Office of Education (USOE) today announced it will develop and support open textbooks in the key curriculum areas of secondary language arts, science, and mathematics. USOE will encourage districts and schools throughout the state to consider adopting these textbooks for use beginning this fall.

The smart funders will work with the pre-existing prejudice of researchers, probably granting copyright and IP rights to the researchers, but placing tighter constraints on the terms of forward licensing. That funders don't really need the publishers has been made clear by HHMI, Wellcome Trust, and the MPI. Publishing costs are a small proportion of their total expenditure. If necessary they have the resources and will to take that in house. The NIH has taken a similar route though technically implemented in a different way. Other funders will allow these experiments to run, but ultimately they will adopt the approaches that appear to work.

By developing this library of openly licensed courseware and making it available to school districts free of charge, the state and school districts will be able to provide students with curricula and texts while substantially reducing the expenses that districts would otherwise incur in purchasing these materials. In addition, this library of openly licensed courseware will provide districts and students with a broader selection of materials, and materials that are more up-to-date."
