Scientific information is both a researcher's greatest output and technological innovation's most important resource. Open Access (OA) is the provision of free access to peer-reviewed, scholarly and research information to all. It requires that the rights holder grants worldwide irrevocable right of access to copy, use, distribute, transmit, and make derivative works in any format for any lawful activities with proper attribution to the original author. Open Access uses Information and Communication Technology (ICT) to increase and enhance the dissemination of scholarship. OA is about Freedom, Flexibility and Fairness.

Using the new OER logo is a way of creating a common identity for the global OER community of practitioners, projects and researchers. The design creates a common visual idea and allows for the name of the term 'OER' to be expressed in different languages. "

The World Digital Library (WDL) makes available on the Internet, free of charge and in multilingual format, significant primary materials from countries and cultures around the world. The principal objectives of the WDL are to: Promote international and intercultural understanding; Expand the volume and variety of cultural content on the Internet; Provide resources for educators, scholars, and general audiences; Build capacity in partner institutions to narrow the digital divide within and between countries.
