In fact, amid concerns that supply shortages this winter could result in temporary blackouts, Germany's Federal Network Agency on Tuesday indicated that one of the seven reactors shut down in the immediate wake of the Fukushima nuclear disaster in Japan could be restarted this winter to fill the gap . "The numbers that we currently have indicate that one of these nuclear energy plants will be needed," said agency head Matthias Kurth on Tuesday in Berlin. He said that ongoing analysis has indicated that fossil fuel-powered plants would not prove to be adequate as a backup.

L-3 MAPPS Attains Major Milestone on Ling Ao Phase II Simulator Project [20Jul11] - 0 views

  • L-3 MAPPS announced today that the Ling Ao Phase II nuclear power plant full scope simulator (FSS), the first-ever simulator for a CPR1000 plant, has attained another significant milestone. In a ceremony held in Paris on 28 June 2011 marking the issuance of the provisional acceptance certificate (PAC), L-3 MAPPS joined AREVA, Siemens, Daya Bay Nuclear Power Operations and Management Company (DNMC) and China Nuclear Power Engineering Company (CNPEC) to formally hand over the simulator to DNMC on behalf of the Ling Dong Nuclear Power Company
  • In cooperation with AREVA and Siemens, L-3 MAPPS successfully delivered and installed the FSS in August 2009. The first plant license operator examinations were successfully carried out on the FSS and witnessed in January 2010 by China's nuclear regulatory authority, the National Nuclear Safety Administration. Unit 1 of the Ling Ao Phase II complex entered commercial operation in September 2010 and Unit 2 is planned for August 2011
  • To achieve PAC, the simulator was updated to account for all plant changes since the August 2009 simulator delivery, including commercial operation results. A simulator availability test was performed, which demonstrated a simulator availability of 99.42 percent. With this milestone achieved, the simulator’s warranty period is now underway.

Swiss parliament approves nuclear plant phase out [28Sep11] - 0 views

  • The Swiss parliament's upper house on Wednesday approved plans to phase out the country's nuclear plants over the next two decades in the wake of the Fukushima disaster in Japan.It followed a June vote by the lower chamber to back an exit from nuclear energy recommended by the government, which had earlier frozen plans for a new construction programme after the Fukushima atomic plant explosion.

  • Dutch energy executive Peter Terium is the most likely successor to RWE chief executive Jürgen Grossmann, according to company insiders cited in German news reports. Grossmann, whose contract expires at the end of September 2012, defended RWE's investments in nuclear power plants vigorously but unsuccessfully against government plans to phase out atomic energy by 2022. The 59-year-old's lobbying earned him the nickname "Atom-Rambo" and even prompted Germany's Nature and Biodiversity Conservation Union to award him the dubious title of "Dinosaur of the Year 2010."
  • News that Peter Terium, 47, is likely to be the fresh face to replace Grossmann surprised many observers. But the dark-horse candidate has been with RWE since 2003. He first RWE Supply & Trading and later oversaw the takeover of Dutch energy company Essent, which he currently heads.
  • Other potential successors to Grossmann are RWE chief commercial officer Leonhard Birnbaum and chief operating officer Rolf Martin Schmitz. Whoever lands the top job is likely to face a turbulent time.   • Reports the Washington Post: Japanese Prime Minister Naoto Kan said in a television address to the country Wednesday that Japan should decrease and eventually eliminate its reliance on nuclear energy. “We will aim to bring about a society that can exist without nuclear power,” he said. “Through my experience of the March 11 accident, I came to realize the risk of nuclear energy is too high,” Kan said. “It involves technology that cannot be controlled according to our conventional concept of safety.” At present, 35 of the country’s 54 reactors are offline, either damaged, halted by the earthquake and resulting tsunami, or down for routine repairs. As reactors come off line for maintenance  - and if they do not subsequently restart, Japan could be without nuclear energy entirely by April 2012.

BBC News - Belgium plans to phase out nuclear power [31Oct11] - 0 views

  • Belgium's main political parties have agreed on a plan to shut down the country's two nuclear power stations, but they have not yet set a firm date. A new coalition government is being set up and the nuclear shutdown will be on its agenda, officials say. If alternative energy sources are found to fill the gap then the three oldest reactors will be shut down in 2015. Germany is the biggest industrial power to renounce nuclear energy since Japan's Fukushima disaster in March.
  • Belgium has seven reactors at two nuclear power stations, at Doel in the north and Tihange in the south. They are operated by Electrabel, which is part of GDF-Suez. The agreement reached on Sunday night confirms a decision taken in 2003, which was shelved during Belgium's political deadlock following the last government's collapse in April 2010. Belgium will need to replace 5,860 megawatts of power if it is to go ahead with the nuclear phase-out.

Babcock to tackle Berkeley waste - UK [01Sep11] - 4 views

  • Babcock has been awarded a contract by Magnox for an intermediate-level waste (ILW) retrieval and processing project at the Berkeley site in the UK.
  • The contract has been awarded under the Magnox ILW Management Program, for which a framework contract was awarded to Babcock by Magnox in February 2011. ILW comprises a range of material including debris from the fuel elements, resins, sludges and graphite.
  • Under the new contract, Babcock will be undertaking ILW retrieval and processing of the fuel element debris from the Active Waste Vault 2 at the Berkeley site. The £14 million ($23 million) project will take some four years to complete.   Babcock said that key areas to be addressed under the contract include the fuel element debris retrieval from Vault 2 and the waste transfer module which will facilitate the transport of the waste to the sorting module, where low-level waste (LLW) and ILW can be separated. The waste can then be prepared for packaging in containers.

  • The initial contracted phase involves concept design through to completion of the engineering design. Phase two will include the detail design, manufacture, integrated works testing, installation and inactive and active commissioning. Once the equipment has been formally accepted, the third and final phase of the project will cover the operation of the installed plant to remove the fuel element debris, and carry out the sorting and packaging into the appropriate containers.
  • Babcock said that it is "one of six companies to be awarded a framework contract for ILW retrieval and processing work across all the Magnox sites, and one of only three to have secured a contract for both solid and wet wastes." The value of the framework contract (within which individual projects are competed) is expected to be £300 million ($480 million) over ten years. The contract pertains to the retrieval of "miscellaneous activated components" from the silo and packing them into shielded containers.
  • In December 2010, the two Magnox reactors at Berkeley became the first UK units to be placed in Safestore, a passive state during which they will be monitored and maintained until the site is completely cleared in about 65 years' time. With the fuel already having been removed from the reactors, final dismantlement is scheduled to begin in 2074, by which time the residual radioactivity will have decreased significantly.

Amano: New nuclear remains on the agenda [13Sep11] - 0 views

  • The worldwide use of nuclear energy will continue to grow despite the Fukushima Daiichi accident, the director general of the International Atomic Energy Agency (IAEA), Yukiya Amano, told a meeting of its Board of Governors. Non-proliferation concerns remain in some countries, he noted.
  • "We now expect the number of operating nuclear reactors in the world to increase by about 90 by 2030, in our low projection, or by around 350, in our high projection, compared to the current total of 432 reactors," Amano told the board. "This represents continuous and significant growth in the use of nuclear power, but at a slower growth rate than in our previous projections."
  • He noted that most of this growth will occur in countries already operating nuclear power plants, especially in Asia. "China and India will remain the main centres of expansion and their nuclear power capacities by 2030 are expected to be as projected before the accident, after a temporary period of slower growth," Amano said. "The projected slowdown in global growth reflects an accelerated phase-out of nuclear power in Germany, some immediate shutdowns and a government review of the planned expansion in Japan, and temporary delays in expansion in several other countries."   According to Amano, interest remains strong in countries considering introducing nuclear energy. He said that the factors that contributed to increasing interest in nuclear energy before the accident remain unchanged: "increasing global demand for energy, as well as concerns about climate change, dwindling reserves of oil and gas and uncertainty of supply of fossil fuels." However, he noted that "a few countries have cancelled or revised their plans, while others have taken a 'wait and see' approach."

Marches and rallies attracting upward of 50,000 were commonplace. Police responded physically against demonstrators, using tear gas, clubs, dogs, even grenades, causing hundreds of injured and even death (as in the case of Malville). Civil war-like street blockades, dozens of miles away from the demonstration-sites and at national borders were set up to block demonstrators. Länder governments, municipalities, parties and trade unions explored the question of whether the use of nuclear power technology was reasonable and sensible for the future.

Illinois Green Party pushes for nuclear safety [16Jul11] - 0 views

  • The Illinois Green Party wants people to be more aware of the dangers of nuclear energy. Director of Nuclear Energy Information Service Chicago Dave Kraft says residents and lawmakers should be concerned because Illinois has four reactors the same type and vintage as the ones in Japan's Fukushima nuclear disaster. Kraft said today was a chance to raise awareness in political circles about the state of nuclear energy in Illinois and hopefully inspire legislators to take a hard look at safety at our nuclear reactors.
  • He said it's also time to consider alternative sources of energy and cut our dependence on nuclear energy. "Nuclear has to be phased out in Illinois. It's a huge portion of the state's electricity now. So, a planned methodical phase out is much preferable to having to do it under emergency situations like they are in Japan." Kraft says Illinois is moving in the right direction with laws in place to cut back use of electrical energy.

NEI Nuclear Notes: Will Europe Struggle to Keep the Lights On? [28Oct11] - 0 views

  • A new study from consulting company Capgemini said that Europe may have trouble “keeping the lights on” this winter thanks to the nuclear phase-out in Germany.
  • Following its reactor shutdowns, Germany began to import electricity from its neighbors, including more than 2,000 MW per day from France. During the winter electricity peak, France mainly imports electricity from Germany and this will no longer be possible in coming years. This represents a real threat to some countries “keeping the lights on” for winter 2011/2012 and future winters.
  • The report sums it up well: without German nuclear generation, energy security is down, emissions are up. First, security. The Europeans better cozy up to the Russians because they will be more dependent on them than ever.

The battle for the atom is heating up again [21Jun11] - 0 views

  • I have been rereading a 1982 book by Bertrand Goldschmidt titled “The Atomic Complex: A Worldwide Political History of Nuclear Energy.”
  • The two self-assigned homework projects are as part of a reflective effort to understand more about how human society moved from a period of optimism based on a vision of “Atoms for Peace” to a period where someone reading the advertiser supported press would believe that sensible people would logically consider giving up the whole technology out of fear of radiation and its health consequences.One of the hopeful lessons I have learned so far is that the initial conditions of our current fight to defend and expand the safe use of atomic energy are far different from those that faced the people engaged in the earliest battles against a well organized opposition to nuclear technology development. We have a much better chance of success now than we did then – and there are several reasons why that is true.
  • One condition that is vastly different is the ability of nuclear professionals to have their voices heard. No longer are most people who understand nuclear energy isolated in small communities with few media outlets. In the 1970s, a large fraction of nuclear professionals were located near remotely sited national laboratories or power stations. Today, though many still work at national labs or in small market communities like Lynchburg, VA, we are all globally connected to a vast network on the Internet. We have Skype, YouTube and blogs. Some of us know that major decision makers and journalists read or listen to our words on a regular basis. We are no longer shy about responding to misinformation and unwarranted criticism.

  • The encouraging thing about that response is that it happened on the SAME DAY as the AP report was released. After Dan published his report, he notified the world via Twitter that the post was up. I have already had the opportunity to retweet his announcement and to share his link in a conversation related to a Huffington Post article titled U.S. Nuclear Regulators Weaken Safety Rules, Fail To Enforce Them: AP Investigation and in a conversation on Joe Romm’s Climate Progress titled AP Bombshell: U.S. Nuclear Regulators “Repeatedly” Weaken Safety Rules or are “Simply Failing to Enforce Them”.Think about that – it has been just 24 hours since the AP story hit the wires, yet nuclear professionals are already sharing a completely different side of the story without the filter of someone else deciding what is important.
  • However, the AP reporter, most likely someone who has never worked on an old car or repaired an old submarine, took a lot of stories out of context. He added a number of scary sounding inferences about the relationship between the regulators and the regulated. In response to the story, Dan Yurman, who blogs at Idaho Samizdat and was a professional journalist before he became a nuclear professional, reached out for real expertise.
  • He interviewed Dr. John Bickel, a man who has about 39 years worth of professional experience in plant aging, defense in depth and other safety related issues. You can read Dan’s excellent article at Associated Press Nukes the NRC on Reactor Safety.
  • It should be no secret to anyone that the average age of nuclear power plants in the US increases by almost exactly one year with every passing year. We are only officially building one plant right now, with four more that will enter that category as soon as the NRC issues the construction and operating licenses. It is also no secret that the NRC and the industry have been working hard to address aging as part of the effort to relicense plants for an additional 20 years, a process that is complete for more than 60 plants so far.
  • Another thing that is different about the fight over using atomic energy now, compared to the fight that happened in the late 1960s through the 1990s is that the opposition has a much less capable base of leaders. In the previous phase of the battle, the antinuclear movement grew out of a morally understandable effort to stop testing nuclear weapons in the earth’s atmosphere.
  • That effort was inspired by real world events like showering a Japanese fishing vessel with lethal doses of fallout from an ill-timed test in the middle of the Pacific ocean. It was led by some of the world’s most renowned atomic scientists, many of whom bore a deep moral guilt for their wartime efforts to build the Bomb in the first place.
  • When that effort succeeded in convincing the US, the UK and Russia to agree to stop atmospheric testing in 1963, some of the organizations that had been formed to do the heavy lifting saw substantial decreases in membership and contributions. After all, they could have easily hung up a large banner saying “Mission Accomplished” and closed up shop. Some did just that. Some persisted for a while with a variety of related issues like fighting against antiballistic missile installations and medium range rockets.
  • The groups organized against nuclear energy today are no longer led by world renowned scientists, though they do have some media celebrities with spotty professional histories and puffed up resumes. In many cases, they are grayer than I am and less well versed in the techniques of modern communications. Their fellow travelers on blogs and message boards routinely expose their own ignorance and sometimes their near illiteracy.
  • In contrast to the past, many of the renowned nuclear scientists and engineers in the profession today have no guilt at all. They did not participate in developing fearful weapons of mass destruction. Instead, they have spent their lives participating in an enterprise that provides massive quantities of emission free, low cost power to the people of the world. Seasoned professionals like Ted Rockwell, Margaret Harding, Meredith Angwin and Gail Marcus are out there blogging away and telling people what they know to be true about nuclear energy.
  • Enthusiastic younger people like Kirk Sorensen, Jack Gamble, and Suzy Hobbs are sharing optimistic visions for the future and explaining why they have chosen to support nuclear energy development, often in the face of numerous friends who disagree
  • I am encouraged. Atomic energy is alive and well; there is nothing that humans can do to eliminate its existence. We are entering a golden age of nuclear energy where facts and reality will overcome fictional tall tales spun by folks like Arnie Gundersen or Paul Blanche.

The Intermittency of Fossil Fuels & Nuclear [19Aug11] - 0 views

  • You’ve likely heard this argument before: “The wind doesn’t always blow and the sun doesn’t always shine, so we can’t rely on renewable energy.” However, a series of recent events undermine the false dichotomy that renewable energies are unreliable and that coal, nuclear and natural gas are reliable.
  • There are too many reasons to list in a single blogpost why depending on fossil and nuclear energies is dangerous, but one emerging trend is that coal, natural gas and even nuclear energy are not as reliable as they are touted to be. Take for instance the nuclear disaster still unfolding in Japan. On March 11, that country experienced a massive earthquake and the resulting tsunami knocked out several nuclear reactors on the coast. Three days later, an operator of a nearby wind farm in Japan restarted its turbines - turbines that were intentionally turned off  immediately after the earthquake. Several countries, including France and Germany, are now considering complete phase-outs of nuclear energy in favor of offshore wind energy in the aftermath of the Japanese disaster. Even China has suspended its nuclear reactor plans while more offshore wind farms are being planned off that country’s coast.
  • In another example much closer to home, here in the Southeast, some of TVA’s nuclear fleet is operating at lower levels due to extreme temperatures. When the water temperatures in the Tennessee River reach more than 90 degrees, the TVA Browns Ferry nuclear reactors cannot discharge the already-heated power plant water into the river. If water temperatures become too high in a natural body of water, like a river, the ecosystem can be damaged and fish kills may occur. This problem isn’t limited to nuclear power plants either.

  • Texas has been experiencing a terrible heat wave this summer - along with much of the rest of the country. According to the Dallas Morning News, this heat wave has caused more than 20 power plants to shut down, including coal and natural gas plants. On the other hand, Texan wind farms have been providing a steady, significant supply of electricity during the heat wave, in part because wind farms require no water to generate electricity. The American Wind Energy Association (AWEA) noted on their blog: “Wind plants are keeping the lights on and the air conditioners running for hundreds of thousands of homes in Texas.”
  • This near-threat of a blackout is not a one-time or seasonal ordeal for Texans. Earlier this year, when winter storms were hammering the Lone Star State, rolling blackouts occurred due to faltering fossil fuel plants. In February, 50 power plants failed and wind energy helped pick up the slack.
  • Although far from the steady winds of the Great Plains, Cape Wind Associates noted that if their offshore wind farm was already operational, the turbines would have been able to harness the power of the heat wave oppressing the Northeast, mostly at full capacity. Cape Wind, vying to be the nation’s first offshore wind farm, has a meteorological tower stationed off Nantucket Sound in Massachusetts. If Cape Wind had been built, it could have been using these oppressive heat waves to operate New England’s cooling air conditioners. These three examples would suggest that the reliability of fossil fuels and nuclear reactors has been overstated, as has the variability of wind.
  • So just how much electricity can wind energy realistically supply as a portion of the nation’s energy? A very thorough report completed by the U.S. Department of Energy in 2008 (completed during President George W. Bush’s tenure) presents one scenario where wind energy could provide 20% of the U.S.’s electrical power by 2030. To achieve this level, the U.S. Department of Energy estimates energy costs would increase only 50 cents per month per household. A more recent study, the Eastern Wind Integration and Transmission Study (EWITS), shows that wind could supply 30% of the Eastern Interconnect’s service area (all of the Eastern U.S. from Nebraska eastward) with the proper transmission upgrades. As wind farms become more spread out across the country, and are better connected to each other via transmission lines, the variability of wind energy further decreases. If the wind isn’t blowing in Nebraska, it may be blowing in North Carolina, or off the coast of Georgia and the electricity generated in any state can then be transported across the continent. A plan has been hatched in the European Union to acquire 50% of those member states’ electricity from wind energy by 2050 - mostly from offshore wind farms, spread around the continent and heavily connected with transmission lines.
  • With a significant amount of wind energy providing electricity in the U.S., what would happen if the wind ever stops blowing? Nothing really - the lights will stay on, refrigerators will keep running and air conditions will keep working. As it so happens, wind energy has made the U.S. electrical supply more diversified and protects us against periodic shut downs from those pesky, sometimes-unreliable fossil fuel power plants and nuclear reactors.

Early Fossil Fuel & Nuclear Energy Subsidies Crush Early Renewable Energy Subsidies [28... - 0 views

  • [T]he federal commitment to [oil & gas] was five times greater than the federal commitment to renewables during the first 15 years of each subsidies’ life, and it was more than 10 times greater for nuclear.
  • The political reaction to the Solyndra scandal has been laughably devoid of both short-term and long-term historical perspective. In an attempt to exploit a political opportunity, many House Republicans are railing against government investments in the renewable energy sector. However, those same politicians requested millions of dollars for cleantech projects in their own states just a year or two before.This bad case of amnesia stretches far beyond the last two years. Apparently, many in Congress have forgotten about the last 100 years of government investments in oil, gas and nuclear — all of which have far outpaced investments in renewable energy like solar PV, solar thermal, geothermal and wind.
  • A new study with terrific charts, “What Would Jefferson Do? The Historical Role of Federal Subsidies inShaping America’s ERnergy Future,” released by the venture capital firm DBL Investors, attempts to quantify and contrast those government investments. The researchers looked at the vast array of federal incentives — tax credits, land grants, tariffs, R&D, and direct investments — and found that renewables have received far less support than any other sector:

  • As a percentage of inflation-adjusted federal spending, nuclear subsidies accounted for more than 1% of the federal budget over their first 15 years, and oil and gas subsidies made up half a percent of the total budget, while renewables have constituted only about a tenth of a percent. [See graph above.]
  • The researchers are somewhat selective about which subsidies they factor in. In order to come to directly-comparable figures, they outline four criteria for evaluating subsidies: The subsidy is designed to increase production of the targeted resource; all the data for the subsidy is available; the subsidy existed during the early stages of of domestic production; the inclusion of the subsidy allows for meaningful comparison across different sectors.When adding them all up over time, the report’s authors found that on an average yearly basis, renewables represent a small fraction of the total government investments in the energy sector.  Here are two great charts that make that clear:

  • I have some issues with this report, however. Firstly, the authors stop tracking the numbers in 2009 and leave out the billions invested through the stimulus package. They claim to do this because of the temporary nature of the stimulus package. While it’s true that many of those programs are already phased out or will be gone by next year, the stimulus is still a very important piece of early-stage investments in the sector. Why leave it out?The researchers also neglect to include the short burst of federal renewable energy investment in the late 1970s. While those tax credits and R&D programs lasted only a short while, they still contribute to the overall figures.
  • Finally, in an attempt to make clear distinctions between the renewable fuel and electricity sectors, the report separates biofuels from the renewables category (wind, solar, geothermal). That separation also changes the numbers and makes the renewables subsidy figures much lower than they otherwise would be.

Reactor reaction: 5 countries joining Japan in rethinking nuclear energy [13Jul11] - 0 views

  • (check out this ebook from Foreign Policy on Japan's post-Fukushima future). Anti-nuclear sentiment has grown ever since -- making it a major political issue.
  • There are legitimate questions, nevertheless, about whether Japan could actually shift away from nuclear power. Japan is incredibly dependent on nuclear energy -- the country's 54 nuclear reactors account for 30 percent of its electricity; pre-earthquake estimates noted that the share to grow to 40 percent by 2017 and 50 percent by 2030. The prime minister today offered few details on how he'll transition away from nuclear reliance.   Japan joins a list of nuclear countries that have grown increasingly skittish about the controversial energy source since the disaster in March.
  • The country plans to make up the difference by cutting energy usage by 10 percent, it said, with more energy efficient appliances and buildings and to increase the use of wind energy.

  • Germany announced plans in late May to close all the country's nuclear power plants by 2022 -- making it the largest industrialized nation to do so. Nuclear power supplies 23 percent of its energy grid. Since the Japan disaster it has permanently shuttered eight plants (including the seven oldest in the country). That leaves nine plants to go -- six of which, the government announced, will close up by 2021.
  • Italy Last month, Silvio Berlusconi's plans to return Italy to the nuclear club were dashed by a referendum that found 90 percent of Italians rejected the technology.
  • Switzerland No neutrality here -- the government announced in May it too was taking a side against nuclear technology, in response to Japan's disaster. Nuclear energy accounts for roughly 40 percent of Switzerland's energy supply. Its five nuclear reactors won't fully be phased out, experts estimate, until 2040. The move is popular with the Swiss citizens -- 20,000 of whom demonstrated against the technology before the government's decision
  • As a result the embattled prime minister said, "We shall probably have to say goodbye to nuclear [energy]." He noted that the government will instead shift its energies to developing renewable energy sources. Berlusconi had been trying to reconstitute an industry that was already abandoned once before -- back in 1987. Currently there are no nuclear plants, but the prime minister hoped to get nuclear power to account for a quarter of the country's energy needs and planned to begin building new plants by as early as 2013.
  • Mexico Despite the fact that nuclear energy only accounts for less than 5 percent of the market in Mexico, which has only one plant, a recent worldwide survey found that Mexico was one of the most anti-nuclear countries in the world, with about 80 percent of its population opposing the power source. That doesn't bode well for future nuclear development.
  • Mexico is one of only three Latin American nations that uses nuclear power. And last year the country delayed a decision until at least 2012 on whether to go ahead with plans to build 10 more plants, according to the country's energy minister. President Felipe Calderon has said he'd push to make sure "clean energy" accounts for at least 35 percent of the country's energy needs.
  • France Let's be clear, France is unlikely to ditch nuclear power completely anytime soon. A longtime champion of the technology, it accounts for 75 percent of the country's energy needs. But there are indications political leaders are falling out of love -- ever so slightly -- with the power source. On Friday, July 8 the government launched a study of energy technologies that included one potential scenario of completely doing away with nuclear power by 2040. It's the first time the government has ever even mentioned the possibility. A more likely result of the study will be cutting the nuclear share of the market. Indeed, France has increased its investment in wind energy lately. The government is likely responding to growing public pressure to do away with nuclear energy. A recent BBC survey found 57 percent of French respondents opposed the technology.

Bloomberg: Vindicated Seismologist Says Japan Still Underestimates Threat to Reactors [... - 0 views

  • Dismissed as a “nobody” by Japan’s nuclear industry, seismologist Katsuhiko Ishibashi spent two decades watching his predictions of disaster come true: First in the 1995 Kobe earthquake and then at Fukushima. He says the government still doesn’t get it.The 67-year-old scientist recalled in an interview how his boss marched him to the Construction Ministry to apologize for writing a 1994 book suggesting Japan’s building codes put its cities at risk. Five months later, thousands were killed when a quake devastated Kobe city. The book, “A Seismologist Warns,” became a bestseller.That didn’t stop Haruki Madarame, now head of Japan’s Nuclear Safety Commission, from dismissing Ishibashi as an amateur when he warned of a “nuclear earthquake disaster,” a phrase the Kobe University professor coined in 1997. Ishibashi says Japan still underestimates the risk of operating reactors in a country that has about 10 percent of the world’s quakes.
  • “What was missing -- and is still missing -- is a recognition of the danger,” Ishibashi said, seated in a dining room stacked with books in his house in a Kobe suburb. “I understand we’re not going to shut all of the nuclear plants, but we should rank them by risk and phase out the worst.”Among Japan’s most vulnerable reactors are some of its oldest, built without the insights of modern earthquake science, Ishibashi said.
